Why are these children not following instructions? • • • • •
There is no explanation why they shouldn’t (rationale) They may not be able to read it (accessibility) It’s not their rules (ownership) It’s not solving their problem (responsivity and relevance) It’s very compelling to be disobedient (practice norms / conformity / authority / legitimacy)
Each of these points can be recognised as barriers to the successful adoption of policy/regulations..... But there are other barriers (e.g. Cost).....
