Crisis: No Housing Available for Disabled Young Adults By Kathy Reandeau

A “perfect storm” is gathering for New York families with developmentally disabled children. Political wrangling over the federal budget, state fiscal problems, an increasing population in need of care, and aging caregivers under heightened stress all threaten to force families to make difficult choices regarding children who need life-long support. Some facts that might help to understand the situation: ✔ Only 12% of the individuals with developmental disabilities are working. ✔ About 33% of the individuals with developmental disabilities are served by the NYS Office for People with Development Disabilities (OPWDD). ✔ Allotted funding for in-home support services is only 2% of the budget for

people with disabilities. The NYS Department of Education provides no additional funds for educational services for people with disabilities over the age of 21. For reasons these students can’t

understand, they are no longer able to attend programs they have attended for years. They lose their sense of purpose, become depressed because they have no contact with lifelong friends, and might even regress in their capabilities. At home, parents are stressed by the renewed presence of this older child in their home. Some quit jobs or cut back on hours to care for the child, placing an additional strain on the family budget. Many are getting older themselves and can no longer physically care for their child. They are frustrated by what they see as the State’s lack of understanding regarding the challenges they face in taking care of children who are not physically, mentally or emotionally capable of holding a job or living on their own. Earlier this year Governor Cuomo proposed a 6% cut

to non-profit providers of OPWDD services as part of the 2013-2014 budget. These agencies currently assist 80-90% of the people with developmental disabilities who receive help. Services that could be affected include service coordination, in-home respite, afterschool respite, evening and weekend respite, community habilitation, family education and training, and supported employment. In June an agreement was reached to restore those funds, but has yet to be signed by the Governor. There has been a movement toward small group or individual settings, but there is a limited amount of space available. There are about 12,000-15,000 requests for residential spots statewide, with about a third of them

The Climb of Life When Life is an Uphill Battle, Lace Up Your Climbing Shoes By Ana Lugo

Life is full of obstacles. Challenges are thrown in our direction, often times without any sense of reason or order. One day you’re complaining about your job, wishing you didn’t have to get up early the next day. Two weeks later you get laid off, and you long for the days when all you had to complain about was getting up early. I learned from an early age that obstacles can be a very good thing. It’s all about perspective. My life was changed the moment I discovered rock climbing. It was a Sunday afternoon at the mall. My belly was full of cinnamon-sugar pretzel as I looked up in awe at the massive rock climbing wall the new sports store had installed. For a measly $3, anyone could take a shot at glory. I watched as others enthusiastically pulled on their nylon harnesses and smiled at their families as they ascended up the plastic behemoth. I suddenly noticed they were all men. Could an eleven year-old girl have a chance? A familiar feeling of defeat began to rise from the pit of my stomach. It was over before it even began. At that very moment I heard the words, “You up next?”. It was the rock climbing instructor, tall and wide, looking down at me with the charming smile of someone who knows no fear. I opened my mouth to

speak but nothing came out. From behind me my father’s voice said, “No, no. She’s not the athletic type”. A wave of uncontrollable rage swept over me. I was tired. Tired of being told who I am, tired of having limits imposed on me. At that very moment I heard myself say, “Yes. I am next.” I climbed over the velvet rope separating the willing from the cowards, reached into the pocket of my stone-washed jeans and handed the man a crisp $5 bill. “Dad, take the change.” I said triumphantly as I was handed the smallest harness they had. As I reached the top of the wall, I looked down at my father and saw something I’d never seen before: pride. I’ve been climbing rocks ever since, both literally and figuratively. We all have our specific mountains to climb. Obstacles and challenges are thrust in our paths, leaving us dazed and fearful. Then comes that moment, that moment when we’re given two choices. We can hide, or we can say yes. We can say, let’s do it. The best way out of a situation is through it. You gotta just lace up your shoes and start climbing. Even if you can’t see the top, just keep inching your way up that wall. I promise you, once you reach the top, you’ll have a perfect 360 view, or as some call it… perspective!

No Rhyme or Reason Halloween, Horror, and Hocus Pocus By Alyssa Palombo

Summer is over, and fall is coming. I know this is supposed to be bad news—cue that song “The Boys of Summer”—but I just can’t bring myself to be upset. Sorry, all you beach bums and pool people. October is my favorite month of the year, mostly because of my very favorite holiday: Halloween. It’s usually at this point in the conversation that I get an incredulous look, or someone says “Really?” in that high pitched, disbelieving voice. Yes. Really. I like Halloween better than Christmas. There. I said it. It’s always been my favorite holiday, and I can never explain why—for me, the question is, why wouldn’t it be? Ever since I was a kid, I’ve been fascinated by all things weird and creepy. To give you some context, my favorite TV shows growing up were Beetlejuice and Real Monsters, and as I’ve gotten older, this fascination has spread into a love of shows like Supernatural and Ghost Adventures, as well as an interest in folklore, urban legends, and writers like Edgar Allan Poe. So, really, Halloween is perfect for me. And it’s not just a day—it’s a whole season. A whole month of watching scary movies and TV shows about real-life hauntings, of reading books that creep me out, of pumpkinflavored food and drink—from coffee to beer to cookies to pie—of putting up decorations and making sure everything in the front yard is just right, of carving pumpkins. The list goes on. Western New York in particular is a great place for the Halloween season. Say what you want about the weather around here, but what I’ll always love about this area is that we get all four seasons to the fullest. Take a drive out towards Ellicottville and look at the hundreds of shades of colors the leaves display. Head up towards Niagara County and one of the many, smaller pumpkin farms out that way.

And, of course, it just wouldn’t be fall without a trip to Becker Farms, would it? You may notice one major Halloween tradition I left out: haunted houses. Contrary to what most people would believe, I am deathly afraid of haunted houses/haunted corn mazes/haunted whatever, and would need an incredibly large amount of money to induce me to willingly enter one. We all have our eccentricities. I’ll admit, though, that nothing is better than Halloween when you’re a kid. Getting to dress up in whatever costume you choose and having people hand you free candy with very little effort on your part? Sure, as adults, we can still dress up—and the costume section for adults at those party and Halloween stores just gets bigger and more unnavigable every year—go to parties, bob for apples, and what have you, but it’s just not the same. The only thing better than trick-or-treating is…yeah, nope. I’ve got nothing. And maybe, when all is said and done, that’s what’s really so great about Halloween: it’s a night for that part of all of us that still wants to believe in magic, to believe that odd and extraordinary things can happen. It’s the one night of the year where the possibility of the strange and impossible exists. Maybe this will be the year when you’ll meet a talking black cat, or find a hidden dimension filled with supernatural creatures—to reference two of my childhood favorite movies. Okay, maybe not. But maybe this will be the year when, in the light of the harvest moon, or in the rustling of tree branches in the wind, you’ll see something no one else can see. Something that you can’t explain to yourself, let alone to anyone else. Something that will make you look at the world differently from that point on. After all, aren’t those experiences kind of the point of life?

insurance may change – not only for you, but also for your children, if any ■ Have a technician go through your car with a fine-toothed comb to identify any repairs that may be needed so that you are not caught off-guard with large expenses after your divorce ■ If you are keeping your house, do the same – go through and make a list of necessary repairs, get an assessment on your furnace and AC, and be sure to take a look at the roof and windows – knowing what to expect goes a long way in preparing for your financial future STEP #4 – SET YOURSELF UP FOR PRIVACY You have no doubt shared nearly everything with your spouse. After all, you were a team working together in everything from finances to a social life. It’s hard to consider that someone with whom you were once so close will now be someone you need to safeguard against. But it is not just your spouse you need to safeguard against, it’s everyone

he/she has possibly shared confidential information with – it’s about protecting yourself against what you don’t know. It’s time to get more secure. Change all of your account user names and passwords. If you share an email account – get your own. Change the locking code on your phone and the password on your computer. Change the password for your home internet connection. Review online bill pay and bank account access and safeguard your passwords. Secure your credit cards; cancel joint cards to avoid running up new bills. Review all of your account access codes – right down

to online shopping accounts – it’s not about your spouse intentionally acting inappropriately, it’s about safeguarding that no one can.

considered urgent. In WNY there are about 2700 certified residential beds available, with over 1100 on the waiting list. There has been a slowdown in building group homes since 2008. Most people needing care stay in these homes their entire life, so space rarely opens. Waiting lists can be years long, with the financial and emotional stress increasing as families try to cope. Sometimes the only way to obtain placement is if the person is considered homeless, but the placement could be in any available location in New York. About 60,000 individuals are estimated to have autism alone in NYS; of those, 30,000 are under age19. Many families have more than one child with autism. In November 2011, Governor Cuomo signed a law requiring state-regulated health insurance providers to offer coverage for the screening, diagnosis and treatment of autism spectrum disorders (ASD). The NYS Autism Insurance Law took effect November 1, 2012 with the anticipated benefits of shifting some costs from OPWDD, and helping to provide more families with access to care. I spoke to Kathy Bunce, Director of Development at Summit Education Resources, about the impact of these changes. Summit currently has a staff of 500 highly-educated, caring professionals serving over 1700 WNY children and working with 40 school districts. Services include a school (Summit Academy), early childhood programs, family support services, training and consulting, summer programs, vocational services, research and behavioral health services, as well as the Summit Autism Center (www. Kathy confirmed that it is difficult to find support for families where the child has “aged out” of the system. Of the 16 students who graduated from the Summit Academy last year, some were placed and some moved on to different programs, but some did not get any other opportunity. They don’t understand what has happened, they have no place to go, and the families are forced to deal with an additional burden. Even sheltered workshops are no longer accepting new applicants because there is a plan to phase out these programs. Some people have attended these workshops for 20 years, being productive. The Governor’s position is that everyone would work, which is possible for some individuals, but might not be realistic for people with severe disabilities or cognitive delays who need constant support and instruction. Summit, for example, serves 390 kids every day for school, but Kathy estimates that perhaps 25-30% can realistically hold jobs. Kathy concluded that the future is very uncertain. The status of a federal mandate is unclear, the state has yet to fully “restore” the $90 million which was cut, and yet Summit still had children graduate at the end of June

who need care. She believes many politicians don’t understand because they don’t “live in the world” and deal with these problems daily. Summit does what it can to raise funding to continue serving these children. In November they will hold a “Gatsby” event at the Statler downtown. There is a candy sale around Valentine’s Day and they also have an annual walk the last Saturday in April. Volunteers are welcome and they are open to fundraising in the community. A Healing Moment PILGRIM CANDY Time went by with Candy’s health filled with reoccurring problems. She developed heart problems that prevented her from getting a job after the children grew up and finished their schooling. Candy’s oldest son did get a menial job and managed to leave home by moving in with another teen. The second worked with another Samaritan counselor for a time, then went to serve in the military, only to return to civilian life and his mother until Candy pushed him out to find himself.

I’ve always preferred to call the people who come to the Samaritan Center for help as “Pilgrims.” We see them as people on a life journey who have sought us out for some supportive companionship on that road. Candy was such a person who came seeking helping with her conflicted marriage. She scheduled a time, but when it arrived, her husband chose not to join her. Instead, he chose to leave home before she returned from the hour, sending her a letter when he was half-way across the country in which he stated he had left her and children for good. He said it would do her no good to try to find him.

Candy was devastated but turned to her pastor for help. She had been left with three small children, two boys and a girl. Candy was destitute and found she could not get any child support. She had left her job as a school aide for her job as mother, and seeing no other option, she applied for Medicaid. She had no support from deceased parents who had abused her from early childhood on. Her pastor was helpful but soon took another position in California. He recommended she see someone at the Samaritan Counseling Center, which had an office at a nearby church.

Candy arrived for counseling announcing “I need to talk.” She shared her pains about the present situation but in the course of time also shared her pains from much earlier days in her life as well. She had grown up in a truly abusive home. Candy remembered facing many fearful things alone as a child with no support from her parents. The counselor was a patient listener, someone unlike any other person Candy had known in her life. Candy always seemed to feel she needed to help others not ever considering her own needs. She gently urged Candy to take care of herself and was able to help her discover how to do that rather than only focusing on others. Financially, Candy’s situation was dire. Though

the court was involved, nothing ever came for child support. She was a single mother trying to raise her children alone. There was little money for necessities let alone counseling yet Candy depended on the emotional and spiritual support of her counselor, bringing her a dollar whenever she had one. When the church closed and the building was sold to a business, it was the support of contributors to Samaritan Center that kept the counseling center doors open and so Candy’s counselor, who had a big heart was able continue through it all, to work with Candy. Together they worked through the transitions of the children’s growing years and problems that came with them. Then Candy fell, breaking numerous bones in her body and dislocating others. She was not allowed to be treated by the specialists that might have helped her because of her financial condition. Her “welfare system” had failed her and so she developed even more bodily difficulties. Even so, Candy and her Counselor forged ahead, making progress and getting to the point that Candy reduced her weekly visits, and even stopped for a time. When later life issues arose, she returned for other more sporadic sessions with the counselor.

Candy’s daughter chose to look for her Father. After a while she called Candy asking to come back home, but later she refused to come when Mom insisted that she live by Candy’s rules. It’s been over 20 years since Candy and Samaritan Center crossed paths and quietly joined forces on the Pilgrim’s road. Sometimes the path of counseling is just a short sojourn and sometimes it can be a long walk through the chapters of a life as in the story of Candy. God only knows where it goes. He assures us of where it ends.

While he did not have the privilege of walking with Candy, Pastor Erv Brese, a staff counselor and Certified Pastoral Counselor wrote up this story with the help of other members of the Samaritan staff who did walk with Candy. Many things have been changed to protect the privacy of those involved.

1. Beat the egg in a bowl. Place the breadcrumbs on a plate or sheet of wax paper. Coat the cutlets with the egg, and then bread both sides of the cutlet with the breadcrumbs. 2. Add enough olive oil to coat the bottom of the pan. Sauté the cutlets until a light golden brown. 3. Place the cutlets on a cookie sheet. Meanwhile, warm up some tomato sauce in a small pot. Add some tomato sauce to the top of each cutlet and place a slice of mozzarella on each cutlet. 4. Bake in a 350-degree oven for 10 minutes. Serve hot with French fries. Serves 4.

The Holy Land before Abraham (Part 2)

Sometime around 3300BC humans discovered that mixing copper and tin would make a stronger metal tool than copper alone. Obviously it didn’t happen overnight and everywhere, transitions were not absolute, stone as a tool continues to this day. But for the historian, the Stone Age and all its sub divisions ended and the Bronze Age began.

At this time or perhaps a little before the people in the Mesopotamia began to live in cities. By 3200BC the largest settlement in southern Mesopotamia, was Uruk: it had public mud-brick buildings decorated with mosaics of painted clay cones embedded in the walls, and works of art. Large-scale sculpture in the round and relief carving appeared for the first time, together with metal casting using the lost-wax process. Simple pictographs were drawn on clay tablets to record the management of goods and the allocation of workers’ rations. The pictographs developed into cuneiform writing. In Egypt, the creation of cities and invention of writing was slightly after that of Mesopotamia. Writing was invented at the beginning of the Bronze Age; in Mesopotamia called cuneiform writing and in Egypt a different style we call hieroglyphics. Both made use of symbols to depict a word or an idea. An alphabet does not come until about the time of Abraham (c. 1800BC). With the invention of writing and the rise of civilization we have the end of the pre-historic era and the beginning of recorded history. In what would eventually become the Holy Land, cities sprang up from Arad in the Negev to Ai in the hill

country to Meggido overlooking the Jezreel valley.

The earliest written tablets contain government and business records, as well as some religious texts. It didn’t take too long before the Mesopotamian and Egyptian civilizations wrote down their stories of gods, earlier kings, demi-gods and heroes. But their gods were different than the later God of Abraham. The Mesopotamian and Egyptian gods behaved more like humans plotting, murdering and have sexual relations. There are several stories about a King named Gilgamesh. The Bible mentions one of these Mesopotamian kings, “Like Nimrod, a might hunter before the Lord.’ His kingdom in the beginning consisted of Babel, Erech and Accad, all of them in the land of Shinar” (Genesis 10). Sometime around 2500BC Egypt built the pyramids and about 400 years later the “Great Ziggurat at Ur was built in southern Mesopotamia.

Between 2200 and 2000BC the earlier fortified cities in the future Holy Land were either abandoned or destroyed, including Jericho. It was followed by a period of increased semi-nomadic life and establishment of various Canaanite city states. Canaanite coastal towns like Tyre, Sidon and Byblos took advantage of the Mediterranean to become maritime traders and seamen. The inland Canaanite towns like Hazor, Megiddo, Hebron and Shechem were small walled city-states, surrounded by peasant farmers growing basic food crops for local consumption, along with commercial growing of olives, grapes for wine, and pistachios, surrounded by extensive grain cropping, predominantly wheat and barley. Trade routes ran through the mountains and on both sides of the Jordan and to the coast allowing for trade with Mesopotamia, the Hittites, and Minoan Crete. Like many other religions in agricultural regions, the Canaanites religion was a fertility cult with many gods and goddesses. The major gods included El and is wife Asherah, Baal and his wife Anat. The many of the gods were local gods, gods of this place or that, e.g. The god of Tyre, of Damascus or Hebron and later the God of Israel. All these things took place before, “Terah took his son Abram and his grandson Lot son of Haran, and his daughter-in-law Sarai, his son Abram’s wife, and they went out together from Ur of the Chaldeans to go into the land of Canaan; but when they came to Haran, they settled there. The days of Terah were two hundred and five years; and Terah died in Haran. Now the Lord said to Abram, ‘Go from your country and your kindred and your father’s house to the land that I will show you’,” Genesis 11:31 – 12:1.
