Message from the Honourable Christian Paradis Dear Visitor, As a lead donor in private-sector development in many African nations, and as a country whose economy was largely founded on its natural resources, Canada is proud to participate in Mining Indaba 2015. Canada has a long history of harnessing resource wealth for its long-term development, through varying periods of growth. Though the global mining industry is facing fresh challenges this year, especially in the oil and gold markets, many extractives continue to perform well, while the potential of Africa’s vast natural resources to drive economic growth and sustainable development remains unchanged. Indeed, it is at such times that we most clearly see the need to harness resource wealth responsibly, so that it can deliver economic opportunities, jobs, and training – as well as indirect benefits such as better healthcare, education, and public services for the most vulnerable people in Africa. This is why Canada is committed to working with developing countries to build resource governance capacity, promote local economic development, and enable communities to gain maximum benefit from the extractive sector. In particular, Canada strives to promote transparency and accountability in natural-resource development as the only way to be sure that the long-term benefits are being enjoyed by all citizens. It is also why the Harper government believes that the global community must take a holistic approach to financing for development, which includes the leveraging of all resources for development, public and private, domestic and international. While this approach can apply to any area of the private sector as the engine of growth and job creation, the mining industry is a natural intersection of public and private interests, and deserves their diverse input – and profound expertise. To support developing countries to maximise the shared value from resource development, our government has created the Canadian International Resources and Development Institute (CIRDI) as an independent, globally-focused centre of Canadian extractives expertise on sector governance, multi-stakeholder engagement, and local economic development. We have invested in the African Minerals Development Centre (AMDC) to help implement the African Mining Vision by ensuring coordinated policy and regulatory frameworks that will harness Africa’s mineral wealth to achieve development objectives. We have also collaborated, as a leading donor, in the Extractive Industries Transparency Initiative (EITI) and the related World Bank EITI Multi-Donor Trust Fund (MDTF), to build the global platform for revenue transparency and improved extractives governance. Canada is proud to participate in Mining Indaba 2015 as Africa’s premier forum for bringing these interests together. As Canada’s Minister of International Development, I welcome you warmly to the Canadian Pavilion, and hope to share our experiences in natural-resource extraction for the long-term benefit of both the industry and all African peoples. Welcoming Message from the Canadian Council on Africa Dear Participant, The Canadian Council on Africa (CCAfrica) and its members are proud to associate themselves with the Government of Canada in leading, for the third consecutive year, the official Canadian delegation to “Invest in African Mining Indaba 2015”, one of the world’s largest mining industry gathering. CCAfrica, with over 150 members from each and every economic sectors, is the only pan-Canadian organization dedicated to furthering economic and trade relations between Canada and Africa. CCAfrica organizes trade mission to Africa, seminars on business-related African opportunities and works with its partner to publish “The Rising Africa”, a leading bilingual, resourceful and up-to-date pan-Canadian quarterly publication on Africa. I am delighted to underline the support received from the Government of Canada and its Department of Foreign Affairs, Trade and Development. Last year, the Honorable Christian Paradis, Minister of International Development and La Francophonie, lead the Canadian delegation. This year, the Canadian government will once again come in force with some seven Canadian Heads of Mission as well as 14 Trade Commissioners from African mining countries. Their presence is vital in ensuring important followups to your meetings will be acted upon. I would also like to thank our partners and sponsors for their commitment to the Pavilion of Canada, particularly Foreign Affairs, Trade and Development Canada as well as Natural Resources Canada, the Canadian Institute of Mining, the Mining Association of Canada (MAC), TMX Stock Exchange, Endeavour Mining, McCarthy – Tetrault LLP, the Government of Quebec and Export Development Canada. Their support highlights the Canadian mining industry’s presence in Africa, its excellence as well as the role the extractive industry plays in national economic and social development. Last year Mining Indaba 2014 was attended by more than 7,800 professionals from 107 countries; 1,800 companies came and some 45 African and Non-African government delegations were in attendance. I am convinced that this year will prove to be as important for the industry. Once again this year, the Canada Pavilion remains a key anchor and a premium actor in Mining Indaba. Since 2000, the Canada Pavilion enables business meetings, facilitates engagement between delegates and foremost is a “must visit” booth. This year, we have a new and improved Pavilion concept with a meeting room and a lounge area. This new design respond to suggestions received from Canadian delegates over the years. I encourage you to take part in the parallel activities organized by the Canadian High Commission in South Africa and other organizations. Be sure to attend the Canadian reception, the Interactive Breakfast, the MAC seminar, the sessions on Angola and on Franco-Mine as they will provide you with additional networking opportunities, whether to meet delegates interested in Canada or to share your experience with fellow participants. Minerals and metals have played a significant role in the economic and social development of Canadian communities for more than 150 years. Canada has long been at the forefront of mining science and policy and, as a global partner, contributes to the development of mining in Africa. Over the years, Canada has developed a unique long-term relationship with African governments on mineral resource issues. The Mining Indaba conference provides an opportunity for the Canadian delegation to learn about the experiences of Canadian companies active in Africa and to showcase Canadian expertise on a world stage. Our Canada Pavilion on the floor of the trade show serves as the anchor for representatives from Natural Resources Canada, the Department of Foreign Affairs, Trade and Development, and Export Development Canada. It provides a platform to engage with other governments, companies doing business in the resource sector and other stakeholders, and to provide information on Canadian mining policies and Canadian capabilities.

The Minerals and Metals Sector (MMS) of NRCan is the Government of Canada’s primary source of technological, scientific and policy expertise on our minerals and metals resources. The Sector devotes a large portion of its resources to science and technology, and houses three of Canada’s premier scientific research institutions (the CANMET Mining and Mineral Sciences Laboratories, the CANMET Materials Technology Laboratory, and the CANMET Canadian Explosives Research Laboratory). MMS activities contribute to the sustainable development of Canada’s mineral and metal resources. As well, MMS is a leader in the generation and dissemination of knowledge on the Canadian minerals and metals industry. Another major focus of attention is the global context of the Canadian industry. The Sector interacts with a wide range of stakeholders, including industrial clients from mining to manufacturing, environmental groups, Aboriginal peoples, provincial and territorial agencies, other government departments and international organizations. The Earth Sciences Sector provides public geoscientific and geospatial expertise, knowledge and technology to support environmental, social and economic objectives of the Government of Canada. This knowledge is used to strengthen Canada’s understanding, stewardship and sovereignty of its landmass and natural resources and helps to build a competitive advantage for its related economic sectors. The Earth Sciences Sector uses it’s own in-depth science and technology expertise, and also leverages the science and technology expertise federal / provincial / territorial and academic partnerships to effectively support its mandate and legislated responsibilities. NRCan’s fundamental earth science, geography and geospatial information and expertise helps to: • Develop innovative and sophisticated tools, technologies, standards and frameworks based on geo-information to enhance productivity or cost-efficiency in the Natural Resource sectors and other organizations; • Underpin land development and assertion of sovereign rights through its role to help define legal geographic boundaries; • Reduce investment risk in natural resource development, by identifying potential sources of energy and minerals; and • Assist in reducing environmental impacts related to natural resource development through the use of science and technology products for effective regulatory practices and informing stakeholders with evidence-based information. The Earth Sciences Sector spans the areas of geology, environmental geoscience on land surface, vegetation, groundwater, permafrost, snow and ice as well as their interactions with resource development and infrastructure. It also spans scientific and technical expertise on remote sensing (RS) satellite imagery, geodetic surveys, topographic, height and other theme-based data references, authoritative geospatial standards, legal surveys and boundary information, as well as regulatory and support functions to cadastral surveys on Canada’s landmass and waters.

Mining Association of Canada Towards Sustainable Mining moves beyond Canadian borders Mining companies in Canada were the first in the world to develop an externally-verified performance system for sustainable mining practices with the introduction of the Towards Sustainable Mining (TSM) initiative in 2004. Now, over a decade later, the program’s success and the benefits it brings to both mining companies and communities have helped move TSM from being Canadian-only to an increasingly global corporate responsibility standard. Participation in TSM is mandatory for all MAC members for their Canadian operations, but some companies have also proactively applied the initiative to their operations overseas. For example, in Africa, IAMGOLD implemented TSM in 2010 and has been consistently reporting progress at its Essakane gold mine in Burkina Faso since 2011. In other parts of the world, First Quantum applies TSM at their operations in Turkey, Finland and Spain, while HudBay Minerals has committed to implement TSM at their mine in Peru when it becomes operational. Over the years, TSM has been recognized with awards and accolades for its success in pushing for continuous progress in the mining sector. This recognition, coupled with the positive results TSM is generating in Canada and beyond, is contributing to international interest in the program. In 2012, MAC representatives met with Finnish mining companies at the invitation of Agnico Eagle Mines and with the support of Inmet Mining (now First Quantum Minerals). In 2013, MAC was also invited by the Canadian-Turkish Business Council to discuss TSM at the Eurasia – MENA Mining Summit. The TSM performance indicators were designed to enable mining companies to meet society’s needs for minerals, metals and energy products in the most socially, economically and environmentally responsible way. One of the initiative’s key strengths is that mining companies are measured where the mining activity actually takes place—at the facility level. As such, the results provide local communities with a meaningful view of how a nearby mine is faring. TSM is the only program in the world to provide this level of detail for the mining sector, and it is a strength that makes TSM easily exportable to other jurisdictions. The way TSM works is as follows. Mining operations annually self-assess their performance against each of the TSM program’s 23 indicators under the six protocols: Aboriginal and community outreach, biodiversity conservation management, crisis management planning, energy use and greenhouse gas emissions management, safety and health, and tailings management. For each indicator, they assign a letter grade that reflects their performance ranging from Level C to Level AAA. These grades are made public in MAC’s annual TSM Progress Reports for each facility. Level A equates to good practice while AA and AAA are excellence and leadership. No matter where mining companies operate, the areas that TSM covers and measures are industry-wide priorities. Through TSM, mining operations can more effectively engage with people in surrounding communities, as well as ensure they are well-informed of relevant issues. TSM also helps to ensure the safest possible working environment for employees and contractors at the mine site. Today, communities around the world expect more of mining companies and the industry also expects much more of itself. Corporate responsibility standards, like TSM, are one way that companies can help manage risks and avoid potential conflicts. As more mining companies seek best practices in environmental and social responsibility, we will continue to encourage the adoption of TSM as the right standard to meet their goals.

In 2014 Endeavour had record production, exceeding guidance of 400,000 to 440,000 ounces and also further reducing costs to the lower half of the AISC guidance of $985 to $1070 per ounce. Endeavour continues to benefit from strong performance of the new Agbaou mine and is also completing the optimization and investment phase at the Tabakoto mine.
