On behalf of the entire Harris County Sheriff’s Office, welcome to the 2014 Executive Leadership Conference. The five tenants of the Harris County Sheriff’s Core Values read: Merit and maintain the public’s trust; embrace and deliver professional service; protect our citizens with honor and courage; exemplify ethical conduct at all times; and develop, encourage, and care for our Sheriff’s Office family. This annual event is an opportunity to rise to the challenges that we regularly face, and achieve the goals set forth in the core values we are honored to uphold. As we continue to serve the citizens of the country’s most diverse community, maintaining and building upon those values is our top priority. They must resonate throughout the agency as we move forward in our sacred duty to protect the men and women that call Harris County home. I am indebted to the men and women in service to the Harris County Sheriff’s Office; their daily acts of bravery and courage inspire our leadership. Devon Anderson Harris County District Attorney Governor Rick Perry appointed Devon Anderson Harris County District Attorney on September 26, 2013. She succeeds her late husband, Mike Anderson. She is uniquely qualified to lead the office forward, establishing it as the flagship prosecutor’s office in America. Devon Anderson has a long history of fighting for justice. She was a prosecutor for 12 years at the Houston DA’s office trying some of the worst criminals including, the “Railroad Killer,” Angel Maturino Resendiz. Devon rose through the ranks of the office prosecuting offenses at every level. She was a Chief Felony prosecutor for 5 years and tried over 100 felony jury trials, including 7 capital murders. In 2005, Devon left the Harris County District Attorney’s Office after being elected to serve as State District Judge in the 177th Criminal District Court. While serving as District Judge, Devon presided over an average of fifty jury trials a year involving all levels of felony offenses including capital murder, murder, child abuse, kidnapping, arson, and drug and property crimes. She supervised hundreds of probationers and monitored their compliance with conditions of their probation to ensure community safety and promote rehabilitation. Devon volunteered to supervise a special docket of non-violent offenders who struggled with substance abuse addictions. A poll conducted by the Houston Bar Association in 2007 ranked Judge Anderson second among local criminal district judges. In 2009 Devon left the bench and started her own criminal defense firm. Her firm’s focus was on the representation of citizens accused of state and federal criminal offenses. Devon was appointed Special Prosecutor by Walker County District Judge Kenneth Keeling. In November 2012, Devon left her practice when her husband was elected Harris County District Attorney. Devon earned her undergraduate and law degree from The University of Texas. She is a graduate of the Career Prosecutors Course at the National College of District Attorneys. After she completed the course, the National College invited her back as a faculty adviser and trial advocacy instructor. She has also taught continuing legal education classes for the State Bar of Texas and the Texas District and County Attorneys Association. Active in the community, Devon has served as President of the Board of Directors for the Harris County Drug Court Foundation and was a member of the San Jacinto Republican Women and volunteer for the Bellaire Girls Softball Association. Now Devon looks to finish what her husband started at the Harris County District Attorney’s Office. She will work tirelessly to restore honor and integrity to a place that has a storied past of being the best prosecutor’s office in the country. Devon grew up in Waco, Texas. She now lives in Bellaire with her 12-year-old son, Sam, and 10-year-old daughter, Brynn. They are members of St. Andrews Presbyterian Church. 2


R.L. Garner, PhD Sam Houston State University Dr. Randy Garner is a Professor of Behavioral Sciences and former Associate Dean in the College of Criminal Justice at Sam Houston State University. He holds a B.S., M.A., and Ph.D. in Psychology from the University of Houston, with specialization in the area of Social Psychology, and a doctoral minor in Organizational Behavior and Management. Additionally, Dr. Garner has a (second) Ph.D. in Theology and Religious Studies. Prior to moving into academia, Dr. Garner began his more than 30 years of law enforcement service in 1976 and has worked in all divisions and levels of command. He was appointed as the Chief of Police for a Houston-area agency in the mid 1980’s where he was active in a variety of national, state, and local law enforcement organizations. Dr. Garner has taught with or is a graduate of all of the major police command colleges in the country, including the F.B.I. National Academy, the Graduate Management Institute, the Leadership and Command College (LEMIT), the Institute for Law Enforcement Administration, and the Southern Police Institute (University of Louisville). During his police career, Dr. Garner was licensed as a Texas Polygraph Examiner, a Forensic Hypnotist, a Police Firearms Master, a Police Defensive Tactics Instructor, and was an FBI-trained Hostage Negotiator. Dr. Garner has been with Sam Houston State University for more than 18 years and was the founding Director of the Texas Regional Community Policing Institute (TRCPI) and served as the Executive Director of the Law Enforcement Management Institute of Texas (LEMIT) before his appointment as Associate Dean. Currently he serves as the Director of the Texas Police Chaplains Association. Dr. Garner has received numerous academic awards and honors including the Excellence in Educational Instruction award in 2006, the University of Houston’s 2005-2006 Distinguished Alumni Award—the highest honor the association and the University can bestow upon an alumnus and the Social Psychologist in Texas award in 2004. Dr. Garner has authored numerous books and professional publications with particular emphasis in the areas of social influence, persuasion, and leadership. His books, Criticism Management and Constructing Effective Criticism: How to Give, Receive, and Seek Productive and Constructive Criticism in Our Lives have been adopted by command colleges, leadership courses, and communication programs across the country. Additionally, Dr. Garner is the Editor-in-Chief of Applied Psychology in Criminal Justice, an interdisciplinary, peerreviewed, academic journal that examines the social and psychological aspects of human behavior as related to applied societal and criminal justice settings.

R. C. Slocum Texas A&M University R.C. Slocum is the winningest football coach in Texas A&M’s history. After his last season at A&M in 2002, he had compiled a career record of 123-47-2 (.721). The 123 victories in his first 14 years ranks eighth all-time and puts him in the company of coaching legends such as Barry Switzer (137), Tom Osborne (137), Steve Spurrier (132), Joe Paterno (131), LaVell Edwards (129), Amos Alonzo Stagg (128), and Bud Wilkerson (124). During his career as head coach of the Texas Aggies, R.C. had more than 50 Texas A&M players drafted into the NFL. Raised in Orange, Texas, Slocum began his coaching career in 1968 at a Lake Charles, Louisiana high school. Two years later, in 1970, Slocum became a graduate assistant at Kansas State under head coach Vince Gibson. In 1971, he was named head freshman coach. In 1972, Slocum was hired as a receivers coach under Emory Bellard at Texas A&M. He coached several postions with the Aggies from 1972-80, including offensive line, defensive ends and defense coordinator. He moved to Southern California in 1981 as defensive coordinator. Slocum returned to A&M in 1982 and became defensive coordinator under head coach Jackie Sherrill. In 1985, Slocum was elevated to assistant head coach. Slocum substituted for Sherrill and served as acting head coach for A&M’s 18-0 victory over TCU during the 1988 season. In December 1988, RC Slocum was named head coach at Texas A&M. During his 14 years as head coach Slocum led the Aggies to a record of 123-47-2. During his career, Slocum never had a losing season and won four conference championships, including the Big 12 title in 1998. Additionally, he led the Aggies to become the first in school history to post three consecutive perfect conference seasons. RC reached 100 wins faster than any other coach active at that time. He had the best winning percentage in SWC history, one spot ahead of the legendary coach Darrell Royal. Slocum helped make A&M’s Kyle Field one of the hardest places for opponents to play, losing only 12 games there in 14 years. Slocum was names SWC Coach of the Year three times. In April, 2011 R.C. Slocum received the General Robert R. Neyland Trophy given to an outstanding man who has contributed greatly to intercollegiate athletics. R.C. coached in the East/West Shrine All Star game, the Japan Bowl, and the Hula Bowl and has been involved in many charities including the Children’s Miracle Network, the Peaceable Kingdom Retreat for Children, the Houston Live Stock Show and Rodeo, and Special Olympics. R.C. has also served as a Trustee of the American Football Coaches Association and is currently the President of the American Football Coaches Foundation. Since 2002, R.C has served as a Special Advisor to the President of Texas A&M. Slocum is married to the former Nel Jennings and has two sons, Shawn Slocum, an assistant football coach with the Green Bay Packers and John Harvey Slocum, who is in the oil field service business. Nel has a son, Randy Jennings who is a student at Texas A&M University. 4


Joe E. Ramirez, Jr. ’79 Brigadier General, USA (Ret) Commandant, Texas A&M Corps of Cadets

Brigadier General Joe Ramirez is a native of Houston, Texas and graduated from Stephen F. Austin High School in 1975. He attended Texas A&M University and was a member of the Fightin’ Texas Aggie Band in the Corps of Cadets. He received his commission in the Field Artillery from Texas A&M in 1979 as a Distinguished Military Graduate. During his 31 years of military service General Ramirez commanded soldiers around the world and served in leadership positions in various joint and operational commands. He was the Deputy Chief of Staff for United States Central Command during Operations Iraqi Freedom and Enduring Freedom, and was the Deputy Division Commander for the 2nd Infantry Division in the Republic of Korea. His most recent assignment was Director of Strategy, Plans, and Policy for US European Command in Stuttgart, Germany. General Ramirez holds a Bachelor’s Degree in Physical Education from Texas A&M (1979); a Masters Degree in Management from Webster University, St. Louis, Missouri (1993); and a Masters Degree in Strategic Studies from the United States Army War College, Carlisle, Pennsylvania (2000). His numerous military awards include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Meritorious Service Medal, Armed Forces Expeditionary Medal, Global War on Terror Expeditionary Medal, Korean Defense Service Medal, Humanitarian Service Medal, and the Parachutists Badge.

Farouk Shami Farouk Systems, Inc. Farouk Shami arrived in America in 1965 with $71 in his pocket and through education and determination achieved the American dream. In 1986, he invented the first ammoniafree hair care system which secured his first patent. From that moment, Shami’s mission became creating a company that was environmentally responsible, promoting education and adhering to the highest ethical standards to save clients’ and hairdressers’ lives. Farouk Systems, Inc. employs over 2,000 people and exports CHI and BioSilk hair and skin products to over 100 countries worldwide. He collaborated with NASA scientists to produce ceramic thermal tools, hairdryers with low EMF (electromagnetic fields) and a line of hair tools that features nano silver, which eliminates up to 650 forms of bacteria. He holds 24 patents, 14 US and 10 International, with more pending. He received an honorary Doctorate of Beauty Art from the Council of Graduate Schools at Seo Kyeong University in recognition of his outstanding achievements and invaluable contributions to the academic and cultural development of the world wide beauty industry. Shami ran for governor of Texas in 2009 with the platform of running the state as a business and creating jobs. He has lectured multiple times at Harvard University through the Kennedy School of Government at their Latino Leadership Initiative. He has given Commencement Speeches at the University of Houston Downtown, Sam Houston State University, North American College, and the American Friends School. He has lectured at the University of Texas and the University of Houston. He has also starred on Celebrity Apprentice and has been a judge at the Miss USA and Miss Universe Pageants. He is a humanitarian who believes that generosity is repaid many-fold. He has donated to numerous charities and organizations worldwide and personally assisted with disaster relief after such tragedies as 9/11, Hurricanes Katrina, Rita, Ike and Sandy and in Haiti. He also founded a diabetes research center at the City of Hope medical facility in California with his business partner. He has served on several boards, including the National Defense University Foundation, the Greater Houston Partnership and Houston’s Better Business Bureau. He has received numerous awards, including the Legend Award from the International Salon/Spa Business Network, the Beauty Maker Award, the Arrival Award from the University of Houston Law Center, Entrepreneur of the Year from Newt Gingrich, the Apollo Award for being Green and the Ameristar. Marcus Luttrell Navy Seal, Author

Throughout his life, Marcus Luttrell has been many things: a son, a brother, a husband, a father, a best-­selling author, the subject of a forthcoming Hollywood blockbuster, and a brave Navy SEAL. Throughout it all, there’s been one constant: his love for and belief in his country. Marcus Luttrell is an American patriot, and he’s bringing his amazingly true story of determination, valor, and survival to you, live on stage. Born and raised in Texas, Marcus began training for the SEALs at age 14. He worked hard and achieved his dream. On June 28, 2005, Marcus and three fellow SEALs were sent to the mountains of Afghanistan’s Hindu Kush with the mission of “killing or capturing” a high-­ ranking Taliban leader–Operation Red Wing. During an intense gun battle with Taliban forces, all but one of the SEALs sent on that mission were killed. Marcus lived, though he sustained multiple gunshot wounds, survived a horrific fall, and had to walk and crawl seven miles while waiting several days for rescue. Returning home, Marcus was awarded the esteemed Navy Cross. For many, that would be the end of the story. For Marcus, it was just the beginning. Whether it’s been rebuilding his life with the help of his wife and children, honoring the sacrifice of his fallen brothers in his best-­selling book Lone Survivor, consulting with director Peter Berg and star Mark Wahlberg on the film adaptation of his moving story, or supporting charities and foundations focused on helping returning veterans, Marcus Luttrell has never walked away from a challenge.

David Fitzgerald clo & vp hr, Bradford Airport Logistics David Fitzgerald is the Chief Learning Officer (CLO) and VP HR for Bradford Airport Logistics. He is a member of the Executive Committee and is instrumental in growing the company responsibly while maintaining a culture of excellence and servant leadership. Prior to this role David was the CLO & VP HR for the First Med EMS family of companies spanning seven states. David also had a 20 year career at FedEx where he began as a courier in Operations and eventually led the talent management, succession planning, and executive coaching programs for the company. Along the way he spent eight years in the FedEx Leadership Institute, where he developed and facilitated leadership programs in more than 25 countries around the world. He is a two-time recipient of FedEx’s highest award, the 5-Star. Since 2005, David has also been President of Leadership Imperative helping small and medium sized businesses build their leadership teams. His clients include MR Williams, Mobility Works, Triangle Services, United States Commercial Service, U.S. Small Business Administration, Tenant Healthcare, and Blue Grace Logistics. David is a Certified Master Coach and a member of the National Speakers Association. He is also certified by the Franklin Covey Company to teach “7 Habits of Highly Effective People”, and by the Center for Applied Cognitive Studies as a coach utilizing the “Work Place Big 5”. He maintains his SPHR with the Human Resource Certification Institute. He earned his B.A. in political philosophy from Bowdoin College in 1989, and his Masters in International Business Administration in 2001, from Suffolk University in Boston, MA. David and his wife Patricia have eleven-year-old twin boys, Aidan and Conor. He enjoys baseball, traveling and gardening.

Christine A. Nix, PhD Assistant Professor & Coordinator, Criminal Justice Program Sgt., Texas Ranger (Ret., 2004) Co. F., Waco

Christine received a Bachelor of Science degree and a commission as a U.S. Army Reserve second lieutenant in 1977 from Hardin Simmons University. She attained the rank of major with twenty three years of reserve military service. In 2004, she received her Master of Science in Criminal Justice Management and in May 2014 graduated with a Doctor of Philosophy in Criminal Justice; both from Sam Houston State University in Huntsville, Texas. Christine’s law enforcement career began in 1979 as a central Texas police officer and continued through retirement in 2004 with the Texas Department of Public Safety. In 2005, she became a full time criminal justice instructor at the University of Mary Hardin-BAYLOR. Christine is currently serving a second term as the secretary of the Southwestern Association of Criminal Justice (SWACJ), a regional academic association, affiliated with the Academy of Criminal Justice Sciences. Her proudest accomplishment and title is that of “mom” to her adult children, Niki and Matthew.

Neil Bush Businessman & Investor

Neil Bush is an international businessman who is active in service. He serves as chair of the Points of Light Board of Directors, where Neil expands the vision launched by his father highlighting the critical importance of volunteers to the success of individual lives and the life of our country. Neil is a director of the Bush School of Government and Public Service at Texas A&M and serves on the board of the Houston Salvation Army. Neil and his wife, Maria, are co-chairs of the Barbara Bush Houston Literacy Foundation, dedicated to increasing literacy rates for Houstonians of all ages. In his professional life, Neil develops international business opportunities. He is chair of Singhaiyi, a Singapore company investing in U.S. real estate, and director of Hong Kong’s Hoifu Energy, which has a diverse line of energy businesses. Neil joined the Board of Directors of Escalera Resources earlier this year. Neil is chair of the Bush China US Relations Conference, which convenes American and Chinese leaders to cooperate on issues of global importance. Neil is also a new member of the Board of the Asia Society Texas Center in Houston. Neil is proud that the family passion for service has passed on to his children. Neil’s daughter, Lauren Bush Lauren, is founder and CEO of FEED Projects, a nonprofit that fights world hunger on behalf of the UN World Food Programme. His son, Pierce Bush, mentors an innercity youngster and leads Big Brothers Big Sisters in Houston. Neil earned an MBA and a BA in international economics from Tulane University.

Bernard (Bernie) Banks, PhD Colonel, U.S. Army Dr. Bernard (Bernie) Banks’ expertise lies in the areas of leader development and organization change. He has over twenty years of leadership and management experience in small, medium and large size organizations. Currently, he is serving as a Colonel in the U.S. Army and as the Department Head (Chief Executive Officer) of West Point’s Department of Behavioral Sciences & Leadership. Bernie’s research interests lie in the areas of leader development and organizational change. A dynamic speaker, Bernie has presented on the topic of leadership and leader development at notable institutions like the University of Pennsylvania’s Wharton School of Business, Harvard University’s Kennedy School of Government, Yale University’s School of Management, and General Electric’s John F. Welch Leadership Center. Additionally, he has conducted training and consultative work on behalf of numerous corporate and public sector clients (e.g., General Electric, Procter & Gamble, Mercedes Benz, 7-Eleven, IBM, Third U.S. Army, U.S. Forrest Service, and International Chiefs of Police). Bernie’s leadership roles have afforded him the opportunity to work in the U.S. and abroad. He has served as the Squadron Commander (General Manager) of a 500-person U.S. Army Apache helicopter unit based in South Korea (possessing profit and loss responsibility for approximately $700 million dollars in assets). In that role, Bernie’s business unit was selected as the world-wide runner-up in the U.S. Army’s annual best aviation unit competition. In addition to his numerous line manager roles, Bernie has served as a Military Social Aide to President William J. Clinton and in operations staff roles at multiple levels through the Army—to include service on the corporate level staff. In 1995, Bernie was selected from over 40,000 mid-level managers as one of the Army’s 12 junior officers of the year (the General Douglas MacArthur Leadership Award). In addition to his professional accomplishments, Bernie has distinguished himself scholastically. He earned a Bachelor of Science degree from the United States Military Academy at West Point and possesses graduate degrees from Harvard University’s Kennedy School of Government, Columbia University, and Northwestern University’s Kellogg School of Management. He also holds a Ph.D. in Social-Organizational Psychology from Columbia University and is a graduate of Harvard Business School’s General Management Program. Bernie has graduated with honors from a variety of military courses (including his designation as the distinguished graduate for the U.S. Army Flight and Ranger Schools). An active member of various civic and professional organizations (including the Academy of Management, the Society for Industrial and Organizational Psychology, and the American Psychological Association), Bernie is deeply invested in his community.
