The stands were full in support of the rodeo and local agricultural society that made the event a sizzling success at its new venue just southwest of the town limits.The stands were full for the rodeo, demolition derby and combine krunch finals, much to the delight of volunteers who worked hard to make the event a hit with folks of all ages.

Lamont County council has requested further monitoring of crops and pasture land in the municipality in response to the growing number of municipalities which are in the process of declaring or have declared an agricultural disaster due to drought conditions this summer.

This summer’s dry spell has been mild to severe depending on what area of the province you live in. “Sporadic,” was a word Dan Warawa, chair of Lamont County’s Agricultural Service Board (ASB) used to describe the local situation.

It was councillor Robert Malica that requested the drought issue to be put on the agenda of council’s special meeting on Tuesday, July 21st. Malica told council colleagues that he had been getting phone calls from

ratepayers asking if the county was going to declare an agricultural disaster.

But for the most part in Lamont County, Warawa said the lack of moisture has affected livestock as pastures are down.

Reeve Wayne Woldanski said in his division, the damage to date has been patchy. “In some places in the division there are pockets of drought.

There are probably some areas adversely affected and others are okay,” added Woldanski.

“The yields will be down,” pointed out Malica. But Warawa posed the question: Can we really call it a drought?” “All cattle

producers are affected, there is no doubt,” noted coun. Roy Bryks.

Chief Administrative Officer Al Harvey warned council to be careful what they wished for because even if a municipality declares an agricultural disaster does not mean it will receive any sort of financial assistance.

“Municipalities can declar disaster to raise awareness of the medium or long term impacts, but there is no guarantee of funding,” cautioned Harvey.

Council also suggested the agricultural fieldman contact the Agricultural Financial Services Corporation to see if he could get up to date information.

In the meantime, municipal representatives will be meeting with local MLAs and MP Benoit to discuss the situation.

Malica made a motion, “To direct administration to request that the ag. fieldman assess the county on a township basis for drought conditions and report back at the next meeting of council.”

Dumbfounded.

That was how Lamont senior Larry Doskoch felt when he read a letter from Lamont Health Care Centre LHCC) board chairman Kent Harrold recently.

The letter, in response to an earlier request of Doskoch’s to have 24 hour emergency care reinstated at the health centre, stated that the LHCC board has made a funding request to Alberta Health Services (AHS) to support 24 hour emergency coverage and availability.

“I’m very excited about what’s happened here,” said Doskoch, from his Lamont home on Friday afternoon. The senior, who has been in and out of hospital the past couple of months is enthused by the latest news, and wanted to share it with Lamont and area residents as well as all members of the public.

Board chair Kent Harrold acknowledged Doskoch’s concern, but noted that it has been raised by others in the more recent past, and members are taking his concern seriously.

Doskoch was also encouraged to reach out to Alberta’s Premier Rachel Notley, Health Minister Sarah Hoffman, Fort Saskatchewan-Vegreville MLA Jessica Littlewood, and AHS President Vickie Kaminski to try to secure appropriate funding for 24 hour emergency service.

Initially, Doskoch had requested assistance on the matter from Lamont town council, but was told it was a matter for the health board as LHCC is a privately operated facility.

PCN funding cuts reversed; good news for the Heartland Michelle Pinon Editor

The new NDP government has put the brakes on proposed funding cuts to Primary Car e Networks (PCN) throughout the province.

Graham Kitson, Executive Director of the Alberta Heartland PCN, said the r ecent decision

by Health Minister Sarah Hoffman is gr eat news for the r esidents of Lamont, Fort Saskatchewan, Redwater and other communities it currently serves in the region.

“This is about patients,” stated Kitson.

The Heartland PCN’s catchment area is approximately 46,000 patients. “We are grateful to the government for their decision to r everse the proposed cuts to Primary Care Networks.

This is an investment into the futur e of our Heartland communities.

These funds will be allocated to patient-car e

and physician support to provide expanded service delivery and ‘go to where the people ar e’ in order to deliver the optimum health care that all Albertans deserve. The ability to move forwar d and affect positive health care outcomes aligned with the needs of our communities, will be felt by funding the growth of our mental health, youth wellness, women’s health, and senior health programs.”

Kitson added that the Heartland PCN is currently in the pr ocess of a three year business plan renewal with the Ministry of Health.

“These funds will be allocated to patient-car e and physician support to provide expanded service delivery and enhanced access to our citizens.”

He noted that to date the commitment to community support at a local level from MLA Jessica Littlewood has been impactful and appreciat-

ed. Littlewood told The Lamont Leader that, “PCNs offer a valuable service on a local level offering a wide array of services that are aimed at keeping Albertans healthy with an eye to preventative medicine.

This should in ef fect keep the pressure off the other end of the spectrum lowering the number of sur geries necessary. We need localized health services in our rural communities where accessibility is an issue.

It’s safer to have healthcare in the community , and seniors shouldn’t need to worry about how they are getting to doctors appointments.”

She went on to say , “Graham Kitson, the director of the PCN out here, has so much passion for the people that live out here. He continues to promote the good things the Heartland PCN is doing, and I am happy that they have a home here in the Lamont Health Care Centre.”

The Heartland PCN is comprise of 30 physicians in 14 clinics in the communities of Lamont, Fort Saskatchewan, Redwater and Gibbons.

The Heartland PCN has been in operation since 2009, and the Lamont PCN clinic of ficially opened on Nov.5, 2013.

The Heartland PCN does not r equire a r eferral from a family doctor to access workshops, healthy living pr ogram, diabetes, management, mental health support, nutrition support, exercise support, smoking cessation, women’s health etc. However, spe-

cialty clinics such as cardiac rehabilitation, chronic pain management, seniors, psychiatry, dermatology, and orthopedic do r equire a referral from the Heartland PCN family doctor.

Lamont County council denies Canexus’ tax relief proposal Michelle Pinon Editor

Lamont County Council held a special meeting last T uesday to decide on whether to grant or deny a local industrial company a tax break.

Council members, administration, assessor, lawyers as well as a r epresentative from the company (Canexus) were in council chambers at 9:30 a.m. sharp to go over the pr oposal in detail.

Al Harvey, Chief Administrative Officer of Lamont County outlined the request, as well as presented council with five different options.

Those options included: granting the r equest as presented, grant the request by way of an amendment or an of fer, postpone a decision subject to further information, accept for information, and direct administration to provide a letter to Canexus indicating that council is not pr e-

pared to pr ovide a section 347 to them.

A section 347, gives a council the option to either cancel or r educe tax arrears, cancel or refund all or part of a tax, or defer the collection of a tax. Council could also phase in a tax increase or decrease resulting from the preparation of any new assessment.

In an April 29th letter to Harvey, the V ice President of North America Terminal Operations for the Canexus Corporation, Grant Van Shaik, requested the county to cancel any 2015 property taxes associated with the unit train facility and subsequently phase in the taxes starting in 2016 at 50 per cent and the remainder evenly over the next two years.

If council had accepted the request, it would have meant offsetting the loss in tax r evenue with an injection of municipal funds that would be around $3.2 million.

Coupled with the fact the

county did reduce its tax assessment of that pr operty, that there has been a recent change in ownership, and the ar gument of a non-viable trans loading facility, Harvey recommended council deny the request.

Coun. Robert Malica made the motion to direct administration to provide a letter to Canexus indicating that council is not prepared to provide a section 347 to them. The motion passed unanimously.

Rick Danilkewich, terminal manager for Canexus’ North American Terminal Operations was pr esent in the gallery for the decision, and told The Lamont Leader that council’s decision was expected given the reduction in its tax assessment. Danilkewich said there are no plans to appeal the tax assessment, and that in fact, the 2014 taxes have already been paid by the company.

by a third company. The acquisition is expected to be finalized on Aug. 31.

Action needed to address 2015 agricultural crisis July 27, 2015 - Dr ought and grasshoppers have decimated cr ops in parts of Alberta.

Without yields to generate income, farm families have to hunker down to pay their essential bills, and rural communities suffer from the lack of dollars flowing into local businesses.

Without hay and pasture, ranchers cannot feed their cattle and must r educe herds they have spent years painstakingly building up.

These unusual conditions have created an economic hardship that is threatening to worsen as the summer of 2015 continues. To date, 12 municipalities have declared agricultural disasters,

with more rural councils scheduling meetings in the coming weeks to consider the conditions in their ar eas.

Municipalities do not take this step lightly. They do so to ensur e that provincial and federal government assistance is available to their agricultural producers.

The Alberta and federal governments have a good slate of insurance programs to assist producers when the vagaries of climate cr eate financial hardship. Producers are hopefully applying to take advantage of these programs.

On occasion, though, we experience an agricultural disaster for which the

safety nets do not suf fice. The drought of 2015 is one of these crises, especially when it comes to assistance for beef producers who ar e faced with selling cattle to ride through a harsh period.

The job of the pr ovincial government in a crisis such as this one is to establish a provincial disaster recovery program (DRP) for the af fected areas and to strongly advocate to the federal government to set up a similar pr ogram.

As the agricultur e critic for the PC Caucus, I will talk with our new agriculture minister and ur ge him take these steps to addr ess the impacts of this drought not cover ed by existing insurance programs. I have faith the

“There are needs in terms of a heavy haul bridge for our big industry, as well as roads that are kept in good condtion so that our businesses can get their product to market. Also in terms

of safety, we need to prioritize some of these heavy traffic areas to ensure the safety of workers that want to get back safe to their families, as well as school buses that share these roads with industry here in our rural communities. This continues to be top of mind for industry and council leaders,” noted Littlewood.

“Albertans expect our government to focus on creating good paying jobs and building longterm prosperity in the energy sector, and that’s exactly what we are doing by engaging with Alberta’s Industrial Heartland,” stated McCuaig-Boyd.

Lamont Fish & Game Association hosts most successful 3D outdoor archery shoot Michelle Pinon Editor

The Lamont Fish and Game Association held its most successful 3D Outdoor Archery Shoot recently.

A total of 62 shooters participated in the two day shoot at the Lamont Fish Pond on June 12 and 13th. Organizer Murray Laronde was very impressed with the turnout, the lar gest he said since the event began four years ago. He was also impr essed that there were so many competitors, especially since it rained thr oughout the two day shoot. “The competitors were six to 60 years of age fr om Edmonton and surrounding area,” said Laronde. A total of $1,000 in prize money was handed out.

Another aspect of the shoot that was dif ferent was the involvement by youth members.

“Lamont Fish and Game youth were very involved in the planning and execution of the event,” added Laronde.

Local youth Clay Laronde and T atiana Pichota won two of the four apple shoots during the competition, and the pair will be competing at the upcoming 3D

Outdoor National Championship in Carberry, Manitoba during the August long weekend.

The other apple shoot winners were Wes Wou and Jim Lepp. Clay also won the kids grand prix, and Alfred Farn won the adult grand prix.

Laronde is very thankful to fellow association members who donated $500 to each of the shooters to help offset registration and accommodation expenses during the

event.

Laronde said Clay and Tatiana can expect to be competiting against 2030 other shooters in their age categories, so competition will be very stif f for the local ar chers. The sandy rolling hills will be challenging as well as the different weather conditions and sand flies, which they ar e not accustomed to, but he his hopeful they will achieve their goals and represent the community proudly.

Lamont County has just rolled out a new online fire permits option on its website.

Randy Siemens, Fir e Chief and Emer gency Services Co-ordinator, credits Shayne Milliken for developing the new system.

“Developing a system like this involved cr eat-

This system has been in the works since the beginning of April of this year. For the most part, the development was problem free, and a pleasure to work on,” stated Milliken.

“After researching the

possibilities, I approached Captain Milliken, who is with the Bruderheim Fire District to develop the permit along with guidelines that included county bylaws and policies as well as being user friendly,” stated Siemens.

“The permit allows county residents to go online and select fire permit at which point they are taken to a form which guides them through all the while giving the reader opportunities to go to information packets that explain particular areas or show maps. The form will not move on until filled in properly and has check boxes that the potential permit holder must acknowledge,” explained Siemens.

Residents can now apply for permits 24/7.

“Once the r equest is received, it will be reviewed by Lamont County within one to two business days. The final process is still in the works, however, it is

anticipated that r esidents will only hear from county staff if there is an issue with their dates, burning or application in general. On top of that, the system will automatically generate information emails to all fire officers within the resident’s fire district informing them of the location of the burn and the burning dates... The new system is faster and more efficient than the conventional one, and Milliken said it would free up the time of municipal staff completing paper forms for every county r esident that wishes to burn. “I definitely am going to miss it here. I loved the community and the town was good to deal with,” stated Landry, who will be starting his new position in the coming weeks.

Mayor Charlie Gargus, members of council and administration personally thanked Sgt. Landry for the excellent job he has done during his tenure, and the positive relationship he has built with the town. In reply, Sgt. Landry thanked all of them for their assistance. Sgt. Landry also reminded them that he will only be a short distance away, and will stop in when he gets the opportunity to do so.

Sgt. Jerry Nutbrown will be taking over as Staff Sgt. and Vegreville Detachment Commander the third week of August. In the interim, Cpl. Drinkwater will be in charge of the detachment.

Tree Canada and Lamont Home Hardware are teaming up to help green up public spaces through a special tree planting initiative.

On July 21st, Tree Canada advisor John Helder met up with Lamont Home Hardware co-owner Mic Dunsmore, and Town of Lamont Recreation Manager Colin Peddle at Hillside Park to scout out potential locations for the new trees to be planted on Saturday, Sept. 26th.

The event will take place during National Forest Week, and all parties are very excited about the upcoming event. “I volunteered to be part of the park planning committee for the past one and a half years, and when I saw the email I knew I wanted to be a part of it,” said Dunsmore. His goal is to raise $5,000

This year has already been a “banner year” for the decade old AlbertaUkraine Genealogical Project, and on Sunday, August 9th a record setting 967 additional names will be added to the Centenary Pioneer Recreation Monument at the Ukrainian Cultural Heritage Village (UCHV).

This year, 38 Home Hardware locations will participate in tree planting initiatives across the country.

Over the past 23 years, Home Hardware has partnered with Tree Canada to improve green spaces across the country, planting more than 21,600 large caliper urban trees valued at over $1 million.

Lawyer to have received the Distinguished Public Service Award from the International Municipal Lawyers Association in Washington D.C. As CAO for Lamont County Mr. Singleton will work alongside council to grow and diversify the county’s economy, ensuring that the county infrastructure is well-developed and standards for development are clearly set.

Lamont Agricultural Society Director Bonnie Chudyk paid tribute to Conrad during his Special Memorial Day on Saturday, July 25th at the new Conrad Schinkinger Memorial Grounds “to honour and remember a man that left us far too soon. What can you say about a man who led us to where we are today, a remarkable man with a dream. Our dear friend, Conrad Schinkinger was preparing for one of his favourite events of the rodeo and was suddenly taken away. As each year passes, with heavy hearts we remember our loss, but realize the show must go on. In Conradʼs spirit we hold our heads high, and we proceed in his honour.”

Following the tribute was a moment of silence. Since his passing, family members have continued to sponsor the mutton bustinʼ event and the rodeo as a whole.

Canexus 347 Request Council accepted the request from Canexus for a section 347 reduction of taxes as information; however, after taking into account the assessor’s comments, legal comments, and research of other communities, and given that there were assessment changes to the account, a change in ownership, and that other trans-loading facilities are planned in other communities, Council is denying the request for a section 347.

On July 27th, Lamont County will be commencing road construction on Range Road 185 north of the bridge at the limestone creek to Township 564 on.

Construction will be continuing through the remainder of the summer. This road will be open to local traffic only during the duration of the project.

Lamont County is seeking a public at large board member who will serve a three year term, with eligibility for renewal, on the FCSS (Family and Community Support Services) Board.

This is a volunteer position. Members of the FCSS board meet bi-monthly.

ROLE x Are committed to meet on a bi-monthly basis. x Serve as a member of the body, contribute and review activities, projects and plans. x Provide input, advice and guidance and act as a sounding board on potential issues. x Raise the profile of the Boards externally, liaise and build relationships with those affected.

Lamont County will be also be commencing paving repairs on Range Road 195 north of Highway 15 to Highway 29.
