Welcome to our Annual Review Welcome to our 20th Birthday Annual Review! As a carer myself, I have been involved with Care for the Carers throughout its 20 years, and feel very proud to be Chair. I would like to thank all of the excellent staff and volunteers who work so hard to make this organisation so highly regarded, both locally and nationally. As the only organisation that exists primarily to support all carers, in East Sussex - we are determined to make carers’ voices heard wherever and whenever possible, and to reach out to carers throughout the County. Sincere thanks are also due to everyone who supports the organisation, from our voluntary and statutory sector partners, to the excellent Board of Trustees, who volunteer so much of their time and expertise, and of course to our funders who provide the resources to enable us to continue and improve our work.

Reading through this year’s Annual Review, I’m struck by all of the innovations and pioneering work that Care for the Carers has been responsible for over the 20 years of our existence. From our beginnings as a ‘Demonstrator Site’ until today we have been at the forefront in the battle to support East Sussex Carers. I hope you will agree that 2008/9 was another in a long line of successful years, and one that extended our reach and allowed us to support more carers than ever before. Since the beginning of this year we have had further success across our range of services, with new projects beginning or planned, such as: Extension funding for our Volunteer Befriending Project A major new project to enhance our Hospital Liaison Service and extend our efforts to improve services to carers in hospitals and in GP practices. A specialist Advocate to help carers make their voice heard. A worker to help schools identify and support young carers.

Adult Carer Support Service Adult Services The Adult Carers Support Team identifying, engaging and supporting carers in East Sussex.
…”I don't feel that I'm fighting alone for anything and everything...” Support to Carers The team provided support to 1148 carers, 832 of whom were newly identified, an increase of 22% .
…”you [Care for the Carers] did a great job for me with help that was greatly appreciated at the time...” Working with partners in the Statutory and Voluntary sector to identify and support carers across the County including carers of people with substance misuse issues and those from Black and Minority Ethnic communities. Support to groups was offered by the Carers Support Team, including running a specialist group for carers of people with Substance misuse issues.
GP Surgeries Information and resources were provided to support the identification of carers including electronic access to referral forms.

Adult Carer Support Service Carers Hospital Liaison Worker providing information, advice and support to carers when the person they care for, or they, have been admitted to hospital. Highlights include: •
An increase in referrals due to training delivered to hospital staff

The introduction of a new leaflet

Working in partnership with clinical matrons to develop and improve the services and support for patients with learning disabilities, their parents and carers

Undertook a review of the Care Passports, their use and carers’ experiences.

Carers Policy: Guidelines for the Practice of Involving Carers in East Sussex Hospitals Trust were being reviewed in response to feedback from carers regarding their experience of nursing practice, local policy changes and the implementation of the Mental Capacity Act.
Carer Awareness Training Module was developed as part of a large training programme. This was delivered to senior management and staff from hospital and community and has been evaluated by the Care Standards Improvement Programme (CSIP).
Care for the Carers continued work reaching out to the ‘hidden’ rural carers through it’s Befriending Scheme. The project developed and grew with evidence that it has helped carers integrate back into the community, reducing their feelings of isolation. Plans for expansion of the scheme (dependant upon continued funding) are being made for 2009-10.
Back Care Service A rise in referrals of 68% compared to last year 100% satisfaction with the service Carers of children with disabilities will be offered support at an earlier stage. Working with carers to promote back health and safe handling.

Young Carers Service
In 1989 Young Carers were invisible. In 2009 Care for the Carers has developed a range of services for Young Carers to help them manage their home, social and school life. And improve their quality of life.

Memories & Milestones The East Sussex Care for the Carers Council was formed in April 1989. It followed on from a 3-year DHSS-funded Demonstration Project - Care for the Carers Consortium. The Project had made grants to existing and new services supporting carers and had undertaken work across the county. As a measure of the success of the Demonstration Project the 3 Health Districts of the time, together with East Sussex Social Services, and with the support of carers and voluntary organisations, made a decision to create the East Sussex Care for the Carers Council, to ensure a voice for carers in the joint planning and delivery of services to carers. 1989 - Sharing Memories We were overwhelmed with the response to our request published in the January ‘09 issue of CareLine for contributions from carers, or staff and professionals, past and present wishing to share their memories of Care for the Carers! Thank you to everyone who contacted us. Paul Endersby and colleague Jean Stoakley shared their recollections of how Care for the Carers got started. Paul: “at the end of 1985, when the Dept. of Health decided that the issue of carers was coming up the agenda, it was decided to establish 3 demonstrator districts across the country and East Sussex was one of those chosen. It was a 3-year project to develop and research schemes for carers. I was assigned to head up the project. I knew nothing whatsoever about carers at the time. Didn’t even know the word existed! I had spent the previous 7 years managing the Children & Families centre at Hailsham.
Mary Colato, now CEO for ESAB (East Sussex Association of Blind and partially Sighted People), was on temporary assignment in 1989 to take over at the end of the demonstrator site. “I had been an inspector of residential care homes. I had a background with the voluntary sector, background in social services but I was also on the family health service authority so I probably had the right credentials to take over as CEO”.
“We took over the lease of two offices at 143 High St Lewes and took up from where Paul (Endersby) and his team had left off at the end of the demonstrator project. 1989 - Sharing Memories A Reflection of The Back Care Service by Pippa Logan “Little did I know that a phone call from the then Chief Executive of Care for the Carers Mary Colato would change my career path. The request was to set up a Back Care Advisory Service (BCAS) for carers with the main focus on the prevention of musculoskeletal disorders especially back injuries, health promotion and safe patient handling techniques. It was a daunting task as it was unique in the UK but as an experienced RGN and community nurse I decided to ‘give it a go’. I launched the project in June 1994 on a somewhat unstable years funding, the Back Care Advisors’ post was to cover East Sussex Brighton and Hove - 39,000 carers in 18.5 hours a week! It wasn’t long before news of the service spread and referrals started coming in from carers, health care professionals etc. with a total of 109 referrals in the first year. As time progressed I was able to convince the funders of the value of the back care service and secure long term funding. The success of the service was reinforced when the project was granted a ‘Health of the Nation Award’ and was also awarded recognition in the Community Nurse Awards and the Nursing Times ‘Nurse of the Year Awards’. After more than 10 happy years of working for Care for the Carers as a Back Care Advisor, retirement came knocking on my door. I look back fondly on those valuable years of my nursing career and hope that the service known to many as the ‘Pippa’ service contributed to their lives in a positive way”.

Taken from a letter sent in by Wendy Catt, Carer, St Leonards on Sea: “Just like most people I expect, I wonder where the years have gone! Well, it seems amazing that 20 years ago this year I married Michael Catt, and what a roller coaster ride it has been”! “The wedding itself dawned sunny and beautiful. It was such a lovely, joyous occasion and we were lucky to have the entire family there. The day was finished off by a marvellous reception and the next day, Michael and I honeymooned in Paris”. “I said earlier that I thought our marriage had had more than our fair share of up’s and down’s, by this I meant that sadly after only 9 years of marriage, Michael started getting leg ulcers. After a prolonged attempt by doctor’s and the district nurse to treat them, sadly Michael had to have both legs amputated in July 1998”. “I looked after him and my friend Valerie, a wheelchair user for 5 years. During this time, my father died and my mother became dependent on me as she also became ill. I found myself travelling to see my mother and attending to Michael’s needs, until he became so unwell that it was decided that we find him accommodation which offered independent living and extra care for his complex needs”. “Sadly 2 months after this decision, my mother died and I continue to look after Valerie and still visit and care for my husband. Although our marriage has been fraught with problems, I don’t regret marrying him on that sunny day in 1989. He is such a kind and lovely man and if I had my time over again, I wouldn’t change a thing”!

PARTNERSHIPS Supporting carers to have a voice, and raising awareness of their needs and concerns is central to what we do. Opportunities for carers to take a break, some time for themselves, or even learn a new skill can also be a real lifeline. Here are some of the highlights from 2008/9:
Carers Week 2008 During Carers’ Week, a group of 61 carers and those they care had a wonderful day out at the Bluebell Railway. There were also Information and Awareness events across the County, as well as media exposure including local radio coverage.
“Thank you for a lovely day out to the Bluebell Railway. My daughter and I had a really nice time. It was lovely to meet other carers who were enjoying a well earned break.”
Carers In Touch A new network of activities, social and special interest groups for carers was launched, building on and replacing the Carers’ Skills service. It has continued to offer a series of training and leisure opportunities for carers, but now incorporates “Talkback” and carers’ groups across the County and is shaped by the requests of the carers who make up this new network. With 277 carers getting involved in 2008/9, things got off to a great start!

Events The climax of the social calendar this year was “Strictly Carers’ Dancing!” at the De La Warr Pavilion. With carers and CftC staff taking lessons in preparation, and a fabulous display from professional ballroom dancers, it was a wonderful afternoon for dancers and spectators alike!

PARTNERSHIPS Involvement The Carers’ Planning & Development Group was formed in early 2008 from the merge of the “East” and “West” groups. In 2008/9, we worked with Carers UK to provide additional training to carer members. The Group was supported to implement its Terms of Reference, and to appoint a team of Chairs, all carers.

Five “Talkback” carers’ locality focus groups took place across the County , enabling consultation with 45 carers at community venues closer to home and widening the opportunities for carers to speak up. Additional grant funding was achieved

Representation Regular and active representation continued, with active involvement in the development of the “Forward from 50” Handbook, which went on to be highly commended for its partnerships working at the East Sussex County Council Excellence Awards.
Information The service was reviewed, leading to the development and launch of our new website, now a dynamic source of information for carers and professionals alike. Alongside this our leaflet has been redesigned and distributed to 16,000 people locally, and a pack devised to be given to all new carer referrals at first contact. CareLine Magazine and ENews continues to keep an average of 4,250 carers informed every other month .
Future Developments In 2008/09, we tendered for Caring with Confidence and a General Practice Demonstrator Site, the latter being in partnership with the NHS and Local Authority. The development of a new database is underway, to increase the organisation’s efficiency and ability to report to funders. We also intend to look for additional funding for Events and Carer Awareness during 2009/10.

FINANCE Unrestricted Funds and Designated Funds In 2008/9 we received a total of £612,200 in income. £580,865 was for our pooled budget from ESCC and the East Sussex Primary Care Trusts. Donations and gifts, investment income, and specified income were received to the total of £31,335. We ended the year with an overspend of £7,216, in unrestricted funds, which was predicted in the budget preparation, and was due to a duplication of approximately one quarter of rent both for our current and previous office buildings, due to a contractual stipulation. The overspend of £32,489 in designated funds, is due to the depreciation value of capital spent, in the previous year, in relocating office premises. Restricted Funds We received a total of £188,346 for our restricted funds. We returned the final balances belonging to our Independent Budget Management Scheme (IBMS) to ESCC, which had been transferred the previous year to ESCC Independent Living Support Service A4e, to the amount of £25,372. So our restricted income total for 08 to 09 was £162,974. ESCC Childrens Services , £85,000, 46%

Sundry income included donations for young carers counselling respite and the development of our website. The rest are self explanatory.
