With the launch of four key documents, including two consultations and the much-anticipated Transport Decarbonisation Plan and 2035 Delivery Plan, the 14 July saw the Government setting out its ambitious plans to not only ‘build back better’, but to ‘build back greener’.

The UK Government has ramped up plans to put the UK in the driving seat ahead of COP 26 by unveiling its ‘Greenprint’ for transport in a bumper day of decarbonisation announcements.

As a nod of acknowledgement to the vital contribution that the vehicle rental, leasing, and fleet sectors are playing in driving the UK’s zero-emission goals, the Department for Transport included a comment from BVRLA Chief Executive Gerry Keaney in the Secretary of State’s announcement: “BVRLA members will play a vital role in this journey, enabling millions of individuals and businesses to embrace zero emission road transport and switch to more sustainable forms of mobility. There will be many important milestones along the way and we will continue to work with government and other stakeholders in achieving them.” The BVRLA sees this as the start of the green revolution for transport as there are still a lot of challenges ahead for fleets, particularly around supply, infrastructure, and a supportive tax environment – which must work in sync to deliver a mass societal shift to zero-emission transport. u

The Government’s Decarbonisation ‘Greenprint’ saw the unveiling of: • The Transport Decarbonisation Plan setting out a high-level multi-modal framework for the UK to meet its net zero ambitions. • The 2035 delivery plan: Transitioning to zero emission cars and vans setting out 44 commitments on investment, regulation and policy changes that are needed across the key areas of supply, demand and infrastructure. Two consultations were also launched: • Heavy goods vehicles: ending the sale of new non-zero emission models outlining the Government’s intention to phase out the sale of new diesel and petrol HGVs. • CO2 emissions regulatory framework for all newly sold road vehicles in the UK, which poses some very important questions for BVRLA members. The BVRLA will be responding to both consultations and members can provide input by emailing views to policy@bvrla.co.uk or by taking part in the EV Working Group.

Joining from Nexus Infrastructure plc, where he was Group Head of IT, Michael will help to further develop and strengthen the BVRLA’s IT capabilities, managing the association’s outsourced support service provider and tracking digital technologies to help the association achieve its strategic goals. This new role reports to Legal & Membership Director, Shashi Maharaj. The BVRLA has bolstered its policy work and government engagement by promoting Thomas McLennan to the new role of Head of Policy and Public Affairs. Thomas joined the BVRLA just over a year ago as a Senior Policy Advisor and is now stepping up to take responsibility for all the association’s policy work and its relationships with government officials, regulators, and other industry stakeholders. Tom will continue to report to Director of Corporate Affairs, Toby Poston.

Ask Adam S end your questions about the BVRLA inspection programme to Senior Compliance Officer Adam Holt at adam@bvrla.co.uk. Q: I have received a notification about an inspection that I am required to pay for. Why do I need this? A: All BVRLA leasing broker members are required to have a regular inspection under the terms of membership. The inspection programme assesses whether both BVRLA and Financial Conduct Authority standards are being met and by displaying the BVRLA logo, customers can be assured that they are doing business with a company that adheres to the highest industry standards. Inspections can occur every 12-18 months depending on the results of the member’s last inspection. Due to constant changes in regulated requirements and the BVRLA Codes, these inspections may differ each time to ensure that the minimum standard is met. For those members that have an active broker relationship with one of the programme Funders, the inspection cost is covered. If a member does not have a relationship with at least one of these Funders, then they are expected to fund the inspection themselves. Q: Who are the Inspection Programme Funders? A: The Funders who support the BVRLA Inspection Programme are ALD Automotive, Alphabet (GB), Arval UK, Hitachi Capital Vehicle Solutions, LeasePlan UK, Leasys UK and Lex Autolease. Leasing broker members should ensure that the BVRLA is aware that they have a relationship with one or more of these Funders. To ensure that membership records are accurate, members are encouraged to inform the BVRLA of any changes to the status of their funder relationships, should they lapse or be created. Q: My rental firm is not open for business. Am I still required to have an inspection? If you have been contacted about a rental inspection but are not currently operating, please advise the BVRLA immediately. We understand that some businesses are still closed or operating on a reduced level of staff and we wish to be as flexible as possible under the current circumstances. If there have been significant changes to your working environment that may impact an inspection visit, you will need to notify the BVRLA Compliance Team. u 6

BVRLA enhances its cyber security The BVRLA has obtained the Government’s Cyber Essentials Plus accreditation following an independent assessment of the association’s IT security infrastructure and processes. The accreditation is the latest investment to enhance the BVRLA’s IT capabilities following attainment of the precursor Cyber Essentials accreditation in 2020 and the recent appointment of a new Head of IT, responsible for IT infrastructure, operations, and systems. Awarded by the National Cyber Security Centre’s partner IASME, the CES+ accreditation demonstrates that the BVRLA meets the standards of IT

A threat that has become increasingly prevalent as digital working increases and criminals exploit the Covid crisis to unscrupulously target individuals and businesses. BVRLA Director of Membership & Legal, Shashi Maharaj said: “IT security and the safe and secure management and processing of data has never been more important to organisations as digitisation continues to expand. “ We are delighted to have obtained the Cyber Essentials Plus accreditation and I would encourage any company to explore obtaining the accreditation, so collectively we can reduce the impact of cyber crime on UK businesses.” u

Supporting SM&CR compliance

Digital Fair Wear & Tear Guides

The BVRLA continues to provide regulated members with information and resources to increase awareness of, and promote compliance with, the Financial Conduct Authority’s SM&CR regime.

The association’s data analytics suggest that a high volume of leasing customers visit the BVRLA website looking for the industry standard on fair wear and tear.

Since 2018, a great deal of information and resources have been published to support members, including guidance documents, blogs, training courses, e-learning modules and much more. The compliance team also provides support should any shortcomings be identified during inspections. The BVRLA has brigaded all this information into a new SM&CR page on the BVRLA website to make it easier for regulated members to find all the support that is on offer. Did you know? SM&CR replaced the Financial Conduct Authority’s Approved Persons Regime on 9 December 2019, changing how those working in financial services are regulated. The BVRLA has been monitoring regulated member firms’ compliance with the SM&CR as part of its governance programme since January 2020. Complying with the SM&CR is crucial for all regulated firms, and failure to evidence compliance could put the business at risk.

The BVRLA Fair Wear and Tear Guide is available to members as an annual e-licence subscription, which can be co-branded and shared with customers digitally throughout the lifetime of the lease.

BVRLA Communications Manager, Andrea McMahon said: “Our Fair Wear & Tear information consistently appears as one of the most popular web pages, attracting many thousands of visits every month. “This is not to say that members are not providing

the right information to customers. It is more an indication that customers are looking to the industry body for validation. There is certainly merit in providing leasing customers with the official BVRLA Fair Wear & Tear Guide, co-branded to provide reassurance to customers.” Members can email fleet@bvrla.co.uk to find out more about digital e-licences and can purchase hard copies directly from the BVRLA website. u

Business Impact Survey Leasing Outlook Report The BVRLA published findings from the second wave of its Business Impact Survey in June, showing that although the vehicle rental and leasing industry is optimistic about economic recovery, there is widespread concern about vehicle supply. The survey, which was carried out in May, revealed that over 90% of respondents suggest that the current supply of ICE vans was a barrier to meeting the needs of customers and 41% say the barrier was extreme. To further compound the problem, 84% think the supply of vans to their organisation is getting worse. 90% of respondents expect the economy to improve in the next six months. 70% anticipate improvements for the leasing sector and 75% are expecting to see increased demand across the rental sector as the easing of restrictions unfold. The survey also shows that industry is planning for growth over the coming months with 71% expecting to increase their fleet size during the remainder of 2021. This is in stark contrast to the figures reported in the association’s February survey, which revealed that only 54% anticipated fleet growth this year. u

Did you know? According to the Office for National Statistics Business insights and impact on the UK economy, 15 July 2021: • The proportion of businesses’ workforce reported to be on full or partial furlough leave fell to 5% in late June 2021. • 24% of currently trading businesses reported that the prices of materials, goods or services bought in the last two weeks had increased by more than normal price fluctuations. • 8% of those businesses reported that they had increased the price of goods or services sold. 8

The BVRLA has published its latest Leasing Outlook report combining the aggregated market data and insight of experts from across the sector to provide an unrivalled perspective of what is happening to the vehicle leasing market and where it is heading. Each quarter the BVRLA analyses a range of automotive market data and puts a series of questions to a panel of senior executives from across the industry and its supply chain. Full of strategic insight and analysis, this report provides the BVRLA’s forecasts for key areas of the leasing market. The report is available on the BVRLA website. u

Leasing Broker Conference 2021 Having missed the opportunity to host a 2020 event due to the pandemic, the BVRLA is delighted to confirm the date for the 2021 Leasing Broker Conference. A must-attend for any BVRLA leasing broker, this one-day event will provide the opportunity to hear from expert speakers on a range of key issues affecting the sector and will provide a great opportunity to network with industry colleagues.

Clean Air Zones: All you need to know As more cities introduce Clean Air Zones, the demand for cleaner vehicles is only going to increase and the rental and leasing sectors are perfectly placed to provide affordable flexible CAZ-compliant vehicles to those individuals and businesses looking to switch to cleaner cars and vans. The BVRLA has produced a suite of free-to-access communication resources to help members keep colleagues and customers updated on all they need to know about Clean Air Zones. Members can access the BVRLA Clean Air Zone awareness toolkit by logging into the BVRLA website and co-branded versions can be requested by emailing the communications team. Members are encouraged to make use of the BVRLA’s free communication resources, which promotes www.cleanairzones.co.uk as the go-to place for Clean Air Zone information. Here you can find the latest news on which local authorities are implementing or considering Clean Air Zones, the rules, restrictions, penalty charges and any financial support available to help with upgrading to cleaner vehicles. There is also a link to the Government’s CAZ payment portal.

Writing for EV Fleet World Magazine, the BVRLA’s Andrea McMahon highlights how the increasing emergence of Clean Air Zones is set to boost demand for cleaner vehicles. 10

Bath was the first city outside of London to introduce its charging Clean Air Zone on 15 March, and on 1 June Birmingham phased in its CAZ with a soft launch, going live with enforcement on 14 June. Consultations and preparations for air quality improvement plans remain underway in several cities. Bristol, Bradford, Portsmouth, Greater Manchester, Newcastle, Gateshead, North Tyneside, and Oxford are all set to introduce some form of CAZ. Meanwhile, London is extending its more stringent Ultra-Low Emission Zone to an area 18-times larger than the original Low Emission Zone, by 25 October 2021. u

Voice of Influence The BVRLA continues to engage with more frequency, with Government officials, Ministers, MPs, Peers and regulators to ensure that the voice of the fleet industry is heard by policymakers and industry influencers. The association has further bolstered its lobbying capabilities in 2021, recruiting a new Policy & Public Affairs Advisor to replace Tom McLennan, who recently stepped up to the newly created role of Head of Policy and Public Affairs. The BVRLA’s Policy objectives are to: 1. ensure that the whole fleet sector plays a part in influencing the decarbonisation agenda and that the ICE phase out works for both those most and least able to adopt zero-emission vehicles. 2. campaign for greater certainty of future vehicle taxation and incentive levels and ensure any changes to the regime work for the whole fleet sector

3. secure a regulatory environment that works for fleets, reducing uncertainty and encouraging innovation 4. support members to tackle the business and operational challenges presented as the country ‘unlocks’ post COVID-19 5. help members to adapt to and thrive within the new EU trading environment

The BVRLA has published its own Van Plan setting out some clear, practical measures that the Government should consider if it wants to get van fleet decarbonisation on track to meet the 2030 phase-out target. Recommendations within the Van Plan have been submitted to the Transport Secretary, Grant Shapps MP, suggesting that the Government should: • • • • •

Ringfence funding for the van sector Introduce new van charging grants and funding Ensure that the supply chain caters for vans Develop van specific targets and requirements for charge point provision Drop the exclusion of rented and leased vans from the super deduction

Did you know? • BVRLA members have almost 800,000 rental and leased vans on their fleets, accounting for 1-in-6 vans on UK roads. • BVRLA members buy up to 65% of new vans sold each year in the UK. • 1-in-10 workers rely on a van for their job, according to the SMMT. • Zero-emission vans are on average 31% more expensive than their ICE counterpart, with some models exceeding 50%.

Without the right fiscal support millions of van drivers and fleet operators could see business recovery stifled and Government could see zero-emission targets not met if steps are not taken now to support fleets and the 3.4 million people who rely on vans every day to do their job.

• Centrica has predicted that around 65% of their engineers do not have a driveway at home and rely on public charging infrastructure, most of which is not suitable for vans.

• At least 15% of the vehicles in major van fleets require power for other purposes than driving, such as providing mobile workshops, carrying refrigerated loads or need tail-lifts.

Electric Van & Trucks – Operational Technical Support & Fleet Management This course provides a detailed market overview of the electric van and truck landscape, whilst supplying valuable advice and day-to-day operational technical support to help business and individual customers managing and driving EVs, including the importance of choosing the correct specification for the job. The next course is on 12 August 2021. UK Commercial Vehicle legislation course This course covers the fundamental legislation and regulation that underpins the correct operation of commercial vehicles. Designed to provide delegates with an overview of not just the legislation but also the terminology to help them provide valuable advice and support to their customers on the important aspects of running a van or truck. The next course is on 7 September 2021. BVRLA Fair Wear & Tear Standard for Commercial Vehicles over 3.5t course The BVRLA’s Fair Wear & Tear Standard for Commercial Vehicles over 3.5t is widely accepted as the benchmark across the sector. Assessing the condition of a commercial vehicle at the end of a lease is fundamental to BVRLA members’ business proposition. The next course is on 2 September 2021.
