Site Manager Henry prepares to hang up his hard hat

A SENIOR SITE MANAGER for David Wilson Homes East Midlands has taken a look back on his career full of industry honours after going part-time ahead of his retirement.

Henry Patecki first joined the Coalville-based housebuilder in October 1997 and, 25 years down the line, is now preparing to bid farewell to the industry he’s achieved so much success in after taking on a part-time role with his longstanding employer.

During his time at David Wilson Homes, he’s won 20 Pride in the Job Quality awards from the National House Building Council (NHBC), nine Seals of Excellence, four Regional accolades, a Supreme Award and Lifetime Achievement recognition. He was also runner-up in the Supreme Awards in 2021.

Henry was most recently based at David Wilson Homes’ Wigston Meadows development in Wigston, but will soon be able to enjoy his retirement having become one of the very best in the business.

Former Leicestershire farm to be transformed into luxury wedding venue

PLANNING APPROVAL to transform Scraptoft Lodge Farm into a luxury event space has been granted –creating around 25 local jobs at the point of completion.

Supported by planning experts Marrons Planning, local entrepreneur Mehul Somani will undertake a full renovation of the derelict farm complex –converting the farmhouse, rebuilding the outbuilding and adding a full extension to facilitate an events space, restaurant and bar, alongside 109 car parking spaces, eight of which will include electric vehicle charge points.

The 350-capacity venue, in Keyham Lane, Scraptoft, will remain respectful to the rural locality and countryside, while introducing modern elements and restoration. The inside and outside design has been completed by Leicester-based architecture firm DSA.

Sachin Parmar, associate director at Marrons Planning, said: “This is a great example of diversifying the rural economy, and will bring new life to a derelict and dilapidated farm complex. Landscape-led, the application for transformation will give priority to greenery around the building including the creation of wildflower meadows and orchards.

William Davis Homes is championing local talent with award-winning apprenticeship scheme

TWELVE NEW TRAINEES have joined William Davis Homes’ award-winning apprenticeship scheme which is helping to counter skills shortages in the construction industry.

The latest recruits include joiners, scaffolders, bricklayers, electricians and plumbers – bringing the total number of apprentices at the Leicestershirebased firm to 40. Over the years the company’s long-standing scheme has helped hundreds of entrants to launch their careers in housebuilding, creating precious opportunities for young people.

According to the Construction Industry Training Board, there has been a sharp drop in the number of college leavers entering the sector. However, the story is different for William Davis Homes who have had a record number of applications for their scheme this year.

Gary Long, William Davis Homes apprenticeship manager, said: “We’re thrilled to be welcoming twelve new trainees onto our apprenticeship scheme. Apprenticeships are vital to our business as we strive to develop home-grown talent from the local area, which enables us to support our workforce as we continue building quality homes across the Midlands.

“Despite a skills shortage in the industry, we had a record 280 applicants this year which is very encouraging and further cements our reputation as a local employer of choice. Getting onto the scheme is a real achievement.

“We are looking forward to supporting this new intake and watching their skills and careers develop over the next few years. These apprentices are, without a doubt, the future of our company.”

William Davis Homes’ apprenticeship scheme has received a National Housebuilder Award, a Leicester Mercury Award, CITB Apprenticeship Awards and East Midlands Business Insider Awards. It also won the Skills and Apprenticeship Scheme Award at this year’s East Midlands Property Dinner. The traditional training scheme gives the opportunity to ‘earn and learn’ whilst gaining a professional qualification and creating a life-long career. It was established in the 1960s and a large proportion of the current workforce started as William Davis Homes apprentices.

He said: “There have been so many great memories during my career but my most proud moments have been winning the NHBC Supreme award in 2018 for our Forest Chase development in Leicester Forest East, as well as my Lifetime Achievement award last year.

“My advice to any budding site managers starting out in their career would be to always be focussed and passionate about your site, and care about your workforce. Always work towards maintaining the high standards of David Wilson Homes, and ensure that you learn from your mistakes.”

Among the developments Henry has worked on, his two favourites were Forest Chase and Ivy Farm, a site in Coventry, which he called was a challenging one-off development in a high conservation area.

He continued: “I would like to thank John Reddington (Managing Director), Darren Langton (Construction Director), Ian Bentley (Contracts Manager) and Ivan Towson (Contracts Manager) for their help and support during my career.

“I would also like to give thanks to everyone who helped me in the early part of my career, namely Jason Glover and Richard Wozniakiewicz for all of their guidance and support.

“A special mention goes out to all of my colleagues onsite, especially my assistants, all of whom have very bright futures ahead of them. There’s also an incredibly talented team of tradespeople that I have had the privilege of working with for many years.”

Whilst working part-time ahead of his retirement, Henry is now looking forward to his weekends away and holidays abroad. He enjoys keeping fit, and now hopes to continue with his hobbies of fishing, gardening, weight training and practising his music.

It’s great that we’re able to offer him a part-time role to provide a comfortably transition into his retirement.

This month sees changes to VAT filing system

FROM THE BEGINNING of November, VAT-registered companies will no longer be able to use their existing VAT online account to submit VAT returns.

That’s the date that, by law, all VAT-registered businesses must sign up to Making Tax Digital and use compatible software to keep VAT records and file returns.

MTD’s aim is to help businesses get their tax right first time by reducing errors, making it easier for them to manage their tax affairs by going digital, and consequently helping them to grow.

More than 1.8 million businesses are already using the service, and more than 19 million returns have so far been submitted through MTD-compatible software.

From this month, businesses who file their VAT returns on a quarterly and monthly basis will no longer be able to submit them using their existing VAT online account, unless HMRC has agreed they are exempt from MTD

If businesses do not file their VAT returns through MTD-compatible software, they may have to pay a penalty. Even if a business currently keeps digital records, they must check their software is MTD compatible and sign up for MTD before filing their next return.

Richard Fuller MP, Economic Secretary to the Treasury, said: “Making Tax Digital can help businesses get their tax right first time, which cuts the administration burden and frees up time for them to get on with what matters most to them – growing their business. I encourage any VAT-registered businesses still to register for Making Tax Digital to get online and sign up.”

New estate set to be built on site of former bus depot in Leicester

AS REPORTED IN THE LEICESTER MERCURY, bid to build 117 new homes on the site of a former bus depot in Abbey Park Road has been submitted to Leicester City Council. The old Abbey Park Road Bus and Tram Depot was left devastated by a fire in 1999.

The site was finally closed for good in 2007 and demolished three years later. It has been vacant since, despite planning permission being granted in 2005 for eight blocks of 727 flats and a more recent outline planning application for 96 homes being approved in 2020.

Developer Venture Properties Group plans to create a new estate on the land opposite Abbey Park, which would also include the former Advanced Tapes manufacturing site. All of the 117 new homes will be ‘affordable’, with a mix of houses and flats. There will be 29 two-bed, 70 three-bed and four fourbed houses, as well as two two-bed flats and 12 one-bed flats.

The proposal has been approved by the city’s planning officers, who say it fits in with the aims and aspiration for the area, which the council has earmarked for regeneration. The main access to the site would be via an extension of the existing Wolsley Island Way road.

The applicant has also agreed to make a section 106 contribution of around £202,000 with the council which will be used for improvements to Abbey Park. A Section 106 agreement is a legally-binding contract that ties developers in to making financial contributions to ensure local services and infrastructure can cope with a higher population as a result of new developments.

A second phase has been floated as a possibility, adjoining the current area to the south east. This could add a further 150 homes to the estate if planning permission is granted.

• A NUMBER OF OTHER developments have been given the go ahead in the area, including the newly completed Sock Island development to the north of the site, consisting of 93 houses and 95 apartments on the former headquarters of the clothing company Wolsey.

“Over the years, the site has unfortunately suffered from acts of fly-tipping and criminal activity, and the buildings have fallen into a state of disrepair. Together, Mehul and DSA have done a fantastic job at creating a scheme that will repair the historic farmhouse and its architectural features, which will be complemented by new-build elements to create a high-quality facility – creating a memorable experience for people to enjoy the surrounding countryside and rural backdrop.

“This was a fairly complex planning application due to the historic nature of the site. We’re so pleased to help unlock a new leisure use in the countryside, which will save a historic farm complex and support the rural economy.”

Mehul Somani, managing director at OBP Group, said: “We are looking forward to creating a beautiful, modern and functional site, which will remain true to the site surroundings and offer a memorable experience to guests on their wedding day. It is hoped the venue will host up to 67 events – mostly weddings and civil ceremonies, and, occasionally, birthday parties and anniversaries – throughout each year.”

Keshiv Sudera, managing director at DSA, added: “This rural site – which has remained vacant and derelict for many years – will benefit from the new lease of life it will receive from the approval of an existing new scheme in the Leicestershire countryside.

“The development has been sensitively-approached, utilising the original structures and forms while adding additional spaces to enhance the scheme further – creating a real sense of place. The dilapidated structure will go through a significant transformation to create an amazing venue for Leicestershire and the East Midlands.”

The venue is due for completion in 2023.

Rutland housebuilder donates an estimated £80,000 worth of furniture to the British Heart Foundation

NORTH LEICESTER Trade Park at Hamilton is expanding with a pre-let deal to build and rent high quality workshop and service premises to Sytner Group Ltd.

Leading Leicestershire commercial property specialist Andrew + Ashwell, which is overseeing the trade park development, has negotiated the deal with Sytner to extend further services alongside the group’s Porsche showroom next door.

Close proximity to Leicester’s inner and outer ring roads, with fast access both to the city centre and major road and motorway links, has put North Leicester Trade Park in demand for growing businesses looking for high quality premises, which are currently in short supply.

“This increased capacity will help reduce customer lead times in servicing and allow us to process more vehicles. The addition of extra outdoor space will in turn create more customer parking and ease congestion on site.

“We will also be looking to recruit new staff as business continues to grow and are greatly looking forward to the launch.”

With expansion of the trade park also in the pipeline, Jon Archer added:

“New-build industrial and commercial premises have been in short supply for years and whenever a new scheme comes out of the ground there is always high demand. The market is particularly strong at the moment, with no sign of a slowdown because there is always that pent-up need.”

Green light for significant Rushey Mead social housing development

THE FIRST phase of a new development designed to alleviate some of the pressure on Leicester’s social housing system has been granted approval by the city’s planning department.

The Lanesborough Road scheme in Rushey Mead will feature a total of 37 dwellings designed by award-winning architecture practice CPMG Architects, with a range of two - to four-bedroom family homes and one - to two-bedroom apartments. A further 24 dwellings are planned for a second phase of the development.

With Leicester City Council experiencing a near 6,000-person waiting list for social housing, this latest development is set to regenerate a 1.4 hectare area of the city suburb with a mix of housing types in keeping with the council’s Core Strategic Policy. All dwellings are also designed for enhanced accessibility, with one bungalow featuring a design specifically tailored for residents who are wheelchair users.

The designs for the homes have been drawn up with the city’s ambitious sustainability goals in mind, featuring air source heat pumps, solar panels and a fabric first approach which help the development significantly exceed the requirements of standard building regulations by more than 80%.

Steve Milan, associate at CPMG Architects, said: “We’re delighted that this first phase of the Lanesborough Road scheme has been given planning permission. There is a real need for new social housing in the city of Leicester and its surrounding suburbs, so we’re particularly pleased to be able to not just deliver much needed homes, but also make use of land that has essentially been edgeland for several years.

“Making sure all dwellings are sustainable in design and operation, the fabric first approach optimises the thermal performance of the building envelope, making best use of natural daylighting and passive solar gain, whilst also avoiding overheating. These highly insulated and airtight homes with their low energy-use fittings will significantly reduce theenergy cost for residents.”

The homes themselves have been designed to combine robustness and maintainability with a soft and pleasing contemporary aesthetic to create a desirable appearance to the development. A materials palette comprising natural materials have been selected to reflect and enhance the green setting beside Melton Brook, along with the choice of pale brickwork and contrasting timber finishes to provide a more organic feel.

The development will also feature a significant amount of green space, with all properties having private front and rear gardens, as well as numerous public open spaces throughout the designs.

The homes are also positioned within walking distance of local retail, hospitality, open space amenities and good public transport links to the city centre, ensuring cohesion with the wider

community.

As part of the futureproofing of the project, each dwelling will be provided with an electric vehicle charging point adjacent to their driveway or apartment parking space, and all gardens will contain a timber shed to allow for secure, covered storage for bicycles.

Steve added: “We’ve enjoyed working closely with Arcadis and Leicester City Council to develop a design that will delivers attractive, energy-efficient social housing for the people of the city, and we look forward to taking the project forward to successful completion.”

Green Homes Needed to Boost Economic Growth, says FMB

THE 2% FALL in repair, maintenance and improvement work in the building industry, as announced in October’s ONS figures on construction output in Great Britain, reflects reduced consumer spend as a result of the higher cost of living, says the Federation of Master Builders (FMB).

Brian Berry, Chief Executive of the Federation of Master Builders (FMB) said: “The figures showing a 2% drop in repair maintenance and improvement (RMI) work highlight the real term effects of a contracting economy. This is the third consecutive monthly decline in RMI work, which is the backbone of the construction industry and is often an early indicator of what’s to come for the wider sector.

“Small local builders are under increasing pressure to keep their bottom lines in the black, as cash strapped consumers hold back on new projects ahead of a difficult winter period. The Government needs to set out the detail of their pro-growth agenda to help restore confidence in the economy.

“A win-win would be a nationwide energy efficiency plan to make our homes more energy efficient, which boosts jobs and lowers bills. A more immediate shot in the arm would be a reduction in VAT on RMI work, helping builders pass on savings to customers.”

Construction output returns to growth in September, but business expectations hit 26-month low

• Total industry activity rises for first time in three months

• Output growth linked to work on delayed projects

• Business optimism lowest since July 2020 as new orders stall

UK CONSTRUCTION companies signalled a modest increase in business activity during September, which represented a return to growth after two months of falling output. However, subdued demand persisted, as signalled by the weakest trend for new orders since the recovery began in June 2020.

Looking ahead to the next 12 months, survey respondents remain cautious about their growth prospects. The degree of confidence towards the business outlook dropped to its lowest for over two years in September, mostly reflecting concerns about higher interest rates and a downturn in the wider UK economy. On a more positive note, supply shortages eased in September, with delivery delays the least widespread since February 2020.

At 52.3 in September, up from 49.2 in August, the headline seasonally adjusted S&P Global / CIPS UK Construction Purchasing Managers’ Index® (PMI®) – which measures month-on-month changes in total industry activity – registered above the 50.0 no-change value for the first time since June. The latest reading was the highest for three months and signalled a modest overall increase in construction output. Survey respondents commented on a boost to activity from work on previously delayed projects.

House building was the best-performing category in September (index at 52.9), with growth reaching a five-month high. Commercial work increased only marginally (51.0), while civil engineering activity (49.6) fell for the third month in a row.

Survey respondents often commented on a strong pipeline of outstanding work, but incoming new orders remained relative scarce in September Latest data signalled that new business volumes were broadly unchanged overall, which represented the worst month for new orders for almost twoand-a-half years. Construction firms cited slow decisionmaking among clients and greater risk aversion due to inflation concerns, squeezed budgets and worries about the economic outlook.

Subdued client demand contributed to a marginal reduction in purchasing activity across the construction sector. Survey respondents also suggested that a turnaround in supplier performance had led to reduced inventory building. Latest data signalled the least marked lengthening of vendor lead times since the pandemic began.

Employment growth meanwhile accelerated from August’s 17-month low. Around 21% of the survey panel reported a rise in staffing levels, while only 8% signalled a decline. Higher workforce numbers reflected efforts to boost business capacity, although construction firms continued to cite shortages of candidates to fill vacancies and strong wage pressures.

Average cost burdens increased sharply in September, but the overall rate of inflation eased to its lowest since February 2021. Survey respondents noted escalating energy costs and greater prices paid across the board for construction products and materials. Lower fuel prices and improved transportation availability were cited as factors helping to moderate the overall pace of cost inflation in September.

Finally, business optimism for the coming 12 months was relatively subdued in September. The latest survey pointed to the weakest growth projections since July 2020. While construction firms often commented on expected growth due to forthcoming new projects, many also suggested that recession risks and higher interest rates had weighed on confidence.

TIM MOORE, Economics Director at S&P Global Market Intelligence, which compiles the survey said: “UK construction companies experienced a modest increase in business activity during September, but the return to growth was fuelled by delayed projects and easing supply shortages rather than a flurry of new orders. Reports of delivery delays for construction products and materials were the least widespread since the pandemic began as greater business capacity and improved transport availability helped to ease pressure on supply chains.

“However, forward-looking survey indicators took another turn for the worse in September, with new business volumes stalling and output growth expectations for the year ahead now the lowest since July 2020. This reflected deepening concerns across the construction sector that rising interest rates, the energy crisis and UK recession risks are all set to dampen client demand in the coming months.”

DR JOHN GLEN, Chief Economist at the Chartered Institute of Procurement & Supply, said: “Developments in the UK economy have given the sector food for thought as supply chain managers reported softer levels of buying last month and the new orders index slipped to its lowest since May 2020. Though the headline index showed growth after two months in contraction, the devil lies in the detail pointing to lower customer confidence, a challenging UK economy and recession on the doorstep.

“Firstly, the rise in output has no sign of sustainable growth behind it as without new pipelines of work any gains will soon leak away. This was not lost on builders themselves who reported the lowest level of optimism since July 2020 about business opportunities in the next year.

“Secondly, the costs of doing business and the cost of living are still high and rising. More expensive energy and salary pressures to secure skilled staff have contributed to additional inflation, though 21% of building companies in the sector were still hiring to maintain capacity for current projects.

“The housing sector remained the strongest performer in September although with interest rates rising and mortgage costs affecting affordability rates especially for first-time buyers, this will be an obstacle for house building to keep up the momentum as we approach 2023.”

Designed to prevent costly waste extraction from manholes at the end of building projects, the MuckStopper also stops building materials from polluting the UK drainage system – a costly issue for water companies and a potential environmental hazard. Waste that enters drains from construction sites joins the main sewage network, where it is screened and treated by water companies before being returned to rivers. However, during heavy rainfall wastewater that hasn’t yet been treated regularly ‘overspills’ into rivers and lakes.

MuckStopper 450

THE MUCKSTOPPER 450 is an easy-to-fit, preconstructed product that is designed to capture building materials that fall into a UK standard 450mm drainage inspection chamber.

The innovative new product arrives as a complete system and can be installed at the same time as the underground drainage system itself. The MuckStopper 450 also arrives with an extendable pole to retrieve debris that is captured by the product in the

deeper chamber shafts and is easily removed at the end of a building project.

MuckStopper 600

SIMILARLY, the new MuckStopper 600 solves the same problem, but for larger manholes with 600mm access.

Acting as a secondary manhole cover, the MuckStopper 600 is installed between two courses of brickwork. It works by forming a completely watertight seal to the opening of larger manholes. Its robust, watertight, removable lid allows chamber access while still preventing mud, silt, dirt, and other debris from entering the drainage system.

Both the MuckStopper 450 and the MuckStopper 600 can be removed and reused at the end of a building project. AS REPORTED IN THE LEICESTER MERCURY, Leicester City Council is to move out of four of its offices as more staff embrace the flexibility of working from home.

The coronavirus pandemic has changed the way many people work, including Leicester City Council employees, according to a report by the authority.

Prior to the lockdowns, no more than around five per cent of staff would be working from home at any one time, the report states. However, now, only around 15 per cent go into the authority’s offices full-time - meaning around 85 per cent work largely from home.

As a result, Leicester’s city mayor, Sir Peter Soulsby, has decide to permanently vacate four of the authority’s city centre offices which he says are now ‘surplus to requirements’. They are: Phoenix House, in King Street; Sovereign House and neighbouring Bosworth House, in Princess Road West; and 10 York Road.

The council has been renting Bosworth House, with the lease set to expire in May next year. It has said it would not be renewing this agreement.

However, some £400,000 will need to be spent on work to the property before it is handed back. This will be paid for out of the council’s capital budget.

The council owns the other three sites and all are empty, the report states. They will be either sold or rented out to new tenants as part of the council’s ‘commercial property portfolio’.

Phoenix House and Sovereign House have the potential to bring in around £180,000 a year, it says. Meanwhile, the York Road property could generate around £110,000 a year, minus running costs.

The council estimates savings of £744,000 in the 2023/24 financial year and then £789,000 a year from not maintaining the buildings as offices. The report goes on to say only around 15 per cent of the authority’s staff are in the office more than 80 per cent of their working time. Slightly more - 16 per cent - are present up to 50 per cent of the time.

Far more, however, work from home or away from the office. Some 38 per cent of staff spend up to 80 per cent of their working time out of the office, and 32 per cent are never in.

Bricklaying Masterclasses Improve New Builds

BRICKWORK masterclasses are having a positive impact on the quality of new home builds as the sector faces increased pressures.

An independent evaluation from researchers at Harlow Consulting shows the concept of Brickwork Masterclasses, which are delivered on sites across the country, has resulted in positive change.

The masterclass in bricklaying aims to decrease the level of warranty claims on new builds, improve the confidence of the existing workforce, as well as the reputation of the industry.

The scheme which was launched by The Home Building Skills Partnership initiative and developed with National House Building Council (NHBC) and the Association of Brickwork Contractors (ABC), is funded by the Construction Industry Training Board (CITB).

The report also highlights the current level of skilled bricklayers in the UK is almost a quarter of the size needed to meet government targets for building new homes.

With the pressure to deliver high quality homes to tight timelines, remedial brickwork can be costly. The masterclasses help those working onsite improve skills in areas such as cavity

wall construction, sound insulation and more.

The housebuilding industry is a major employer in the UK, with an estimated 800,000 people directly or indirectly supported by the planning, design and delivery of new homes. According to Nomis annual population data, there are around 60,900 bricklayers working in the UK.

The 2018 Letwin review estimated a need for 15,000 more trained bricklayers by 2023.

Leicestershire Homebuilder Lays The Foundations For Mental Health Discussions In The Workplace

FOR WORLD MENTAL HEALTH Day in October, David Wilson Homes East Midlands encouraged open discussions about mental health in the workplace.

Three employees for the housebuilder have undergone training in mental health first aid, and are now the first port of call for colleagues who are experiencing issues with their mental wellbeing.

One of the Mental Health First Aiders based at the developer’s head office in Coalville, Tina White, is sharing her experiences to help spread awareness of the importance of mental health.

Tina, 42, who works as an Assistant Accountant, said: “Employees were asked to come forward if they wished to become a Mental Health First Aider, and after some thought I put myself forward.

“I found the training process very easy and informative, the training consisted of four sessions spread over two weeks with some additional studying online between training sessions.

“There was a mixture of listening to the instructor, watching online videos and reading involved including some mini workshops where we would practice how we would approach various situations.”

Tina’s training not only enabled her to learn how to promote positive mental health among colleagues, but also learn things about mental health that she wasn’t previously aware of.

She continued: “It’s not always obvious that someone is struggling with their mental health and many people will mask how they feel.

“It is very important to talk about mental health to break down the stigma often attached to mental health, to make it easier for people to come forward and seek help and to make it easier to for people share their experiences. I don’t think the importance has increased over recent years; I feel that we are becoming more open to talking about mental health.”

Promoting the importance of mental health in the workplace is a huge focus for the developer, as raising awareness and offering resources provides a step towards improved mental health for workers in the construction sector.

According to the mental health charity Mind, one in four people will experience a mental health problem of some kind each year in England; with one in six people reporting experiencing a common mental health problem, like anxiety and depression, in any given week.

FIS GUIDANCE BRINGS CLARITY TO SUSPENDED CEILING REQUIREMENTS

THE FINISHES and Interiors Sector (FIS) has launched guidance that is designed to support and enable better understanding and engagement with BS EN 13964 – Suspended Ceilings, Requirements and Test Methods.

The standards guidance note aims to break down the standard into bitesized sections. This will make it easier to understand to those who aren’t already familiar, allowing anyone to isolate only the sections that are relevant or of interest and gain either a passing understanding or to establish the necessity of purchasing the full standard. Where appropriate, each section covered will also give relevant commentary on reasonable expectations of products in today’s marketplace.

Council to buy student flats for £5.5m to help ease housing crisis

AS REPORTED BY THE LEICESTER MERCURY, Leicester City Council is set to spend £5.55 million on two blocks of student flats to help address the length of time people on the housing register have to wait for accommodation.

Leicester City Council is to buy the Zip Building, in Rydal Street, between Eastern Boulevard and Jarrom Street, near De Montfort University.

The purchase will help the authority meet its manifesto pledge to deliver 1,500 new ‘affordable’ homes during the electoral term, according to a report by the council on the

purchase. The council needs 786 new properties a year to achieve this target, but is averaging only 146 a year. The Zip Building will increase this supply by 58 homes, including much-needed one- and two-bed accommodation.

The council’s proposed contribution will be from receipts from the sale of council properties under the Government’s Right to Buy scheme.

New operating theatre planned at Leicester General Hospital

Leicester’s General Hospital is to open a new surgery unit to help cut the length of time people are waiting for procedures.

The new centre can be built on land next to the Brandon Unit, which is currently a staff car park, after Leicester City Council’s planning department approved the plan.

The single-storey structure will contain an operating theatre, as well as pre-op and post-op beds for patients. However, this is only phase one of the University Hospitals of Leicester NHS Trust’s proposal for the site. Eventually the trust hopes to bring the vacant Brandon Unit back into use, with a separate planning application to be submitted to the city council.

The majority of the building work will take place off-site by the main contractors ModuleCo. This means the construction process will be shorter and will result in less noise, traffic, waste and pollution for patients, staff and neighbours.

Five-storey student block planned for Loughborough

AS REPORTED in the Leicester Mercury, a block with 100 student rooms could be built in Loughborough, on the site of an old car wash.

A plan has been submitted to Charnwood Borough Council by developer 9 Property Group for the five-storey building on a vacant site that used to be the Crystal Hand Car Wash, now demolished.

The block, which would be across the street from Loughborough Magistrates’ Court, would contain 22 flats, and include a courtyard and a gym. Planning permission was previously given in 2020 to build student flats on the site in a six-storey building, including a basement level, but the new proposal has eliminated the basement.

University of Leicester unveils £150m student village

THE UNIVERSITY of Leicester will officially unveil the city’s newest multimillion pound neighbourhood next week.

A special event to mark the opening of the University’s £150m Freemen’s development, located in Welford Road, took place in October.

The landmark regeneration project has seen derelict halls of residence and an open air car park transformed into a high-tech centre for teaching, working and living.

At its heart is the four-storey Sir Bob Burgess Building, named after the University’s former late Vice-Chancellor, which comprises two large lecture theatres, flexible teaching spaces and a state of the art space for staff to work, meet and relax.

The site also includes accommodation for 1,200 students, a social hub including a food outlet and bar and a 555-space multi-storey car park. The project has also seen the sensitive refurbishment and extension of the Grade II-listed Freemen’s Cottages as the centrepiece of the scheme.

Freemen’s was delivered by the University, equity partner and constructor EQUANS and funding partner Equitix.

The development was carried out in tandem with Leicester City Council’s work to create a much-needed link road connecting the east and west of the city, which includes sustainable transport improvements to junctions, crossings and infrastructure for walking and cycling. Contractor EQUANS was responsible for the highways upgrades around the Freemen’s Common site, in Welford Road and Putney Road.

Survey Results Reveal Over 60% of Property Flipped in The Midlands Made £10k-75k Profit

ACCORDING to new survey results released this month by Finbri, a UK property finance specialist, 61% of properties flipped in the Midlands made between £10k-£75k in profit. 3% of flips broke even and just 1.26% of respondents from the Midlands made a loss.

Surveying over 1,000 people across the UK that have flipped property in the last 2 years, the results also revealed that the Midlands is now home to more property flippers than in the South East of the country. While more property flippers live in the Midlands, London remains the most popular location for the properties themselves.

One of the reasons for this might be the more reasonable property prices in the Midlands. The latest figures from the government’s House Price Index show the average house price in the East Midlands is £237,904 and the West Midlands is £242,145, compared to the UK average of £299,249.

Finbri’s Stephen Clark (right) explains: ‘For most property developers or flippers looking to make a profit, it all hinges on the purchase price. Getting a good deal here creates the opportunity to make money. Even when budgeting up to £25k for a new kitchen or bathroom, the majority of flippers are making a significant profit which in turn can then be utilised to fund their next project.’

A FLURRY of large contract wins for brickwork, scaffolding and drywall business, Phoenix Brickwork, has seen it both spread its wings across the UK, and boost its turnover.

Of five new recent contracts, the three largest – totalling over £3.5m – have pushed this year’s turnover to over £25m, with wins in Nottingham, York and Birmingham.

The biggest contract, worth £1.5m, sees Phoenix team up with main contractor, Clegg Construction, to provide EOS SFS, drywall Internal partitions and ceiling as well as Rockfon suspended ceilings on a new 188-bedroom, four-storey Premier Inn in Layerthorpe, York.

Down the road in Nottingham, Phoenix will provide the brickwork and internal blockwork for the new iQ student accommodation block for Galliford Try. A total of 85 new student flats are being created as

part of an ongoing development in Nottingham with the contract win for Phoenix topping more than £1m.

The third largest completion – which touched nearly £1m for Phoenix, was Wylde Green Retirement Apartments for new client, Adlington Retirement Living. Phoenix will provide a brickwork and scaffold package. The retirement apartment complex is a four-storey, 57-apartment development in Sutton Coldfield.

Further project wins this year include projects in Sheffield and Tamworth, with Phoenix’s team delivering fire-stopping work, external brickwork and blockwork services for Equans and GMI Construction. These last two wins, each worth in excess of £250,000, demonstrate the broader reach that Derbyshire-based Phoenix is experiencing.

In total, these recent contract completions have totalled over £4m, setting Phoenix Brickwork

(UK) Ltd on target for exceeding £25m turnover this year.

DISTRICT Council is looking to launch a major competition inviting architects worldwide to design a significant new social housing scheme on a derelict site close to the town centre.

The Royal Institute of British Architects (RIBA) would manage the competition to find an outstanding design for Mansfield’s White Hart Street area.

The council purchased land in this area in order to facilitate the regeneration of this key town centre site. The area has stood derelict for over a decade now. It previously had planning permission for a mixed retail and residential scheme in 2008, but market conditions meant this scheme was never taken forward.

The area subsequently became blighted and has, as a consequence, become a magnet for anti-social behaviour. Redevelopment of this area would strongly align with the council’s Growth, Aspiration, Wellbeing and Place priorities.

Cllr Marion Bradshaw, portfolio holder for safer communities, housing and wellbeing, is now being recommended to approve a decision about appointing RIBA to manage the competition.

If approved, the RIBA-managed competition would cost the council a maximum of £79,000.

The firm winning the competition would progress the design for planning permission – subject to approval by the Full Council of the business case.

The area to be redeveloped is located within the Bridge Street conservation area which contains buildings of historic and architectural merit. The homes built are expected to be a mix of housing types and would be added to the council’s stock of affordable homes.

It is anticipated the design competition would run between November 2022 to March 2023, with a decision on the winner made in April 2023. After that, a detailed design would be drawn up, with a decision on the business case expected in September 2023.

If that business case is approved, it would be followed by a planning application in October 2023. If that is approved, demolition work could start in early 2024 and building work in July 2024.

Midlands housebuilder turns pink for Wear It Pink Day

REGIONAL housebuilder Allison Homes donned pink safety gear and installed pink flags at its developments in honour of Breast Cancer Awareness Month and Wear It Pink Day, on Friday 21st October.

Breast Cancer Awareness Month takes place every October and is run by Breast Cancer Now, a charity that funds world-class research, supports those affected by breast cancer and works with hospitals to improve treatments and services.

Within its Central region, Allison Homes has swapped out its regular hard hats for pink ones and put up pink flags at its developments throughout Lincolnshire, Cambridgeshire, Rutland and Newark.

TRIO OF SENIOR APPOINTMENTS AT WILLIAM DAVIS HOMES

AWARD-WINNING housebuilder William Davis Homes has recruited to three new senior roles to support its ambitious expansion plans.

The Leicestershire-based company has created separate Land Director roles for both the East and West Midlands – to drive the procurement and preparation of land for development – as well as appointing a Chief Financial Officer.

Matt Colloby is West Midlands Land Director, heading a new team in that region. He brings significant expertise to the role, having over 35 years in the industry.

Academy trust for new primary school

AN ACADEMIC trust has been selected to run a new, £8m primary school being built in a rapidly growing Leicestershire town.

OWLS (Oadby, Wigston and Leicestershire Schools) Academy Trust will run the 210-pupil school – Hollycroft Primary – which is currently under construction off Normandy Way in Hinckley, next to Bloor Homes’ new Hollycroft Grange housing estate.

Most of the school’s cost has been met by developer Bloor Homes as part of Section 106 planning obligations arising from the new housing development.

The school is being built to Leicestershire County Council’s specifications, with seven classrooms and a specialist teaching room for practical subjects such as cookery, as well as a hall, library, garden and wildlife area.

In line with the county council’s green agenda, the state-of-the-art school will also feature solar panels and air source heat pumps. Once complete, ownership of the school will be transferred to the council.

The school is expected to open its doors in September 2023, in time for the new academic year.

Algeco secures £27.6m Northampton modular school framework

ALGECO UK LTD has secured a Department for Education (DfE) funded project for the offsite construction of Northampton School for Boys Multi-Academy Trust.

The project was secured via the MMC1 Lot 1 modular framework (*DfE published contract value is £27.6m). Algeco, acting as Principal Design & Build Contractor and working with Watson Batty Architects, is providing a full turnkey solution.

The announcement is the latest in a trio of recent new project wins for Algeco Offsite Solutions totalling over £90m.

Algeco will begin work on site in January 2023.

A total of 210 modules will be supplied by Algeco using the innovative Seismic technology, plus a hybrid structure for the halls, to create the 1200 place new secondary school, including sixth form provision.

The first modules, which will be manufactured by Algeco in its Carnaby facility in East Yorkshire, will be delivered to site in August 2023. Handover of the completed school is scheduled to take place in 2024.

Algeco UK Ltd, formerly best known as Elliott in the UK, is part of the Modulaire Group, a leader in European modular services and infrastructure. Algeco operates 23 site locations throughout the country servicing its portable, modular building and offsite construction hire and sales activities.

With UK headquarters in Peterborough, Algeco employs over 1,200 people and a turnover of c£200m. It is a leader in both temporary accommodation, with one of the largest rental fleets in the UK, and bespoke permanent offsite building solutions for a variety of sectors, including education, health, living accommodation and roadside retail.

Details of development on outskirts of Shepshed revealed

AS REPORTED IN THE LEICESTER MERCURY, full details for a scheme for 210 new homes on farmland in Shepshed have been revealed.

The development, on 12 hectares of land on the western outskirts of the town between Ashby Road West and Tickow Lane, was given outline planning permission in July 2021.

If the details are approved, homes will be built on two parcels either side of a wetland area – called Valley Park – and a woodland glade. A green space to be known as Tickow Green will sit within one area of housing, while a neighbourhood park containing a children’s playground is at the heart of the other, with Jubilee Green – a ‘semi-natural open space’ in the northeast corner of the plot – acting as a gateway between the estate and Jubilee Way.

There will be 39 two-bedroom, 81 three-bedroom, and 90 four-bedroom houses, with 20% of the homes being affordable, split equally between social rent and intermediate housing, which the council describes as ‘homes for sale and rent provided at a cost above social rent, but below market levels’.

The play area will cater to children aged from one to 15 and will include a play hut, a baby-seat swing, a rope swing and a crawling pyramid for children to climb, as well as other play equipment and seating.

Pedestrian routes will connect the estate to the Jubilee Way and to another estate of new housing to the north. Two new roads off Tickow Lane will lead into the development.

A public right of way between Ashby Road West and Jubilee Way will run through the site as a ‘green corridor’ passing through the neighbourhood park and play space, while a farm track on the eastern edge will also be kept to ensure extra green space between the houses and White Horse Wood, an area of ancient woodland.
