The Cost of Educational Equity in California

Black Voice News has recently expanded its team to include a reporter who will primarily focus on education. In my estimation, the timing could not be more perfect.

As Black students continue their struggle to academically compete with their peers and close the achievement gap, a quest set back by the devastating COVID-19 pandemic, previous education funding disparities persist.

As state dollars are pinched and measured, and another generation of Black scholars, in some instances, are able to scratch out success, the majority of Black scholars continue struggling to keep pace with their peers in other groups.

however, is nearly 84% of Black students that failed to meet math standards, compared with about 50% of White students.

The state’s local control funding formula (LCFF) enacted in 2013–14, replaced the previous education system that existed for roughly 40 years. LCFF, intended to recognize the higher costs of education at the higher-grade levels, established uniform per-student base grants with different rates for different grade spans. However, not unlike the previous finance system, it too has failed to deliver educational progress for Black students.

Dr. Margaret Fortune, CEO of the Fortune School of Education (FSE), is on a mission to close the African-American achievement gap by getting scholars ready for college, starting in preschool and going all the way through 12th grade. In a recent interview with Black Voice News, Dr. Fortune stated, "It is a labor of love. I was inspired by my father Dr. Rex Fortune, who was an educator with the same passion."

Dr. Rex Fortune was a school superintendent for over 20 years, and founded FSE in 1989. The organization was created to credential teachers of color in shortage areas like math and science. Dr. Margaret Fortune has since built the organization to include a network of public

charter schools focused on closing the Black achievement gap. She explained, "We had done work with teachers and administrators since 1989 in traditional public schools, and we just felt that it was time to expand our mandate, to get in the classroom and do the work that we know how to do ourselves. As a result, we've founded 12 schools since 2010."

Dr. Fortune's father, Dr. Rex Fortune, played an instrumental role in shaping her career. She said, "He wrote books about educators who have been successful with Black students and we like to put those practices in place at Fortune School. I've served in the San Bernardino community since 2008, having founded Hardy Brown College Prep, which is now a PK-8 school. We just opened Fortune preschool on that site, a couple months ago. So it's just an honor to serve the community, and really gratifying to be recognized for the work."

Dr. Fortune is a role model for young Black women interested in pursuing careers in education. Her advice to them is to research

The City of Rialto has received $2 million in federal funding to support its Lake Rialto habitat project.

The program aims to create wetlands and wildlife habitats on a 10-acre city-owned property adjacent to the City of Rialto Water Treatment Plant. The lake will provide recycled water for itself and flow into the Rialto Channel, offering significant environmental benefits to critical species such as the endangered Santa Ana sucker and Arroyo chub.

“Rialto residents can look forward to enjoying the lake’s open spaces, walking trails, and environmental education programs. Special programs for children will enable them to get a taste of the great outdoors right in their own city.

Congressman Pete Aguilar secured the funds for the project, which brings the raised funds to more than $5 million as of April 5, thanks to additional funding sources. An estimated $8 million is needed to complete the project. "Ensuring our residents can enjoy safe and clean open spaces for outdoor recreation is necessary to create a healthier, more sustainable community," Aguilar said. "This funding I helped secure will help construct Lake Rialto, which will play a vital role in the environmental success of the Santa Ana River Habitat Conservation Plan."

In light of a Texas federal judge’s ruling last Friday to prevent the U.S. Food and Drug Administration’s (FDA) approval of mifepristone, one of the drugs used in the process of ending a pregnancy, California has taken steps to protect access in the state and beyond.

successful people and organizations, learn from their experiences, and be humble. She stated, "I firmly believe in researching other successful people in organizations, who do what I do better than I do it. That's something that my father did as well."

FSE is accredited by the Western Association of Schools and Colleges and has received several awards and recognitions for its work in improving education for Black students. The organization's success is due in part to its focus on preparing students for college from an early age, providing them with a rigorous curriculum, and ensuring that they receive the necessary support to succeed academically.

Looking ahead, Dr. Fortune outlined three priorities for the future of the organization. Firstly, she emphasized the importance of advocating for the support of Black students in California, who are currently not receiving the same level of funding and accountability as other high-needs groups. Despite Black students

having academic performance comparable to other high-needs groups, they are not officially considered as such. Thus, Dr. Fortune cofounded the Black in School Coalition to raise awareness and push for change.

Secondly, FSE plans to expand their work in preschool education for African-American children, as it is a critical stage in a child's development. With their recent launch of Fortune Preschool in San Bernardino and Elk Grove, Dr. Fortune intends to take the program statewide and offer it in communities that value the early education of Black children.

Finally, FSE has received recognition from the Bureau of Private Postsecondary Education as a degree-granting institution and will launch a master's program in education and social justice. This new program will serve as a pathway towards Fortune School becoming a Black college on the west coast, as they seek to further their mission of preparing teachers who

Black Joy: Meet the Fosters and Their Midwife, Celest Winfrey

Ialways wanted to do a homebirth. I just didn’t know financially how I would be able to do it.

I was always infatuated with the idea of being able to birth at home and be intervention free, hands off [and] have control. I wanted control over who was going to be caring for me, who was going to be caring for [my son],” Janel Foster, 29, explained. “I just wanted a really good experience. The statistics are not great for Black moms.”

Janel is a worker’s compensation claims

adjuster and her husband, Josh, 31, is a police officer in the Inland Empire. With the recent purchase of their home, Janel and her husband were unable to pay for the cost of a homebirth out of pocket, but Janel was open to exploring the possibility. She reached out to her doula who told her not to count out the possibility of having a homebirth.

After interviewing a few midwives, Janel learned about a grant program called The Victoria Project that would offer her financial assistance for a homebirth if chosen. Two months after applying, Janel was awarded the grant and chose Celest Winfrey to be her midwife. Winfrey is a licensed

midwife, certified professional midwife, lactation consultant and a trained postpartum doula.

After laboring for three days, Janel gave birth to eight pound, seven ounce Memphis Lee Foster on a Thursday morning, last year. Surrounded by her husband, her doula, her mother, her mother-in-law, Winfrey and her birthing team, Janel accomplished her goal of having control of her birthing experience.

“What helped her as well was, she did have a great doula. And she had a husband who really believed in her,” Winfrey said about Janel. “Her mothers camped out here for those three days [and]

Winfrey explained that having family support during an event like this where they encourage the birthing person can help them “stay the course.”

“It’s not like birth just happens,” Winfrey stressed. “For some people, yes, but for some people it [doesn’t]. It takes a little bit of time. You have work to do, that’s why they call it labor. There is a labor part to get your prize, your special gift,” she summarized.

Janel recalled her emotions during the days she

”spent in labor, explaining she had an attitude and wanted to go to the hospital near the end. While she debated on going to the hospital and how long it could take to see a doctor, her husband, Josh, asked her, “Have you prayed?”

“No,” Janel responded. Josh reminded her that everyone was praying for her and that she had to pray for herself. With her husband’s encouragement, Janel prayed for herself and focused on laboring. “It’s a marathon. It really is,” she concluded.

A journey that led to joy

“As a new parent, I would say the joy is watching him grow. We loved the newborn stage. As he got into the baby stage, we were like ‘We love the baby stage,’” Janel said. “Now, he’s a toddler. We like all the stages, just because he’s a character. He’s growing into his own little person and he knows what he wants.”

Josh voiced that when he was growing up he looked at his dad like he was a superhero and as a father now, that’s how he feels when his son looks at him.

“I know sometimes when I get home and Memphis just runs toward me with open arms, that’s how he looks at me,” Josh said. “Then, just being able to see him grow up — the character and the funny guy that he is now, I look forward to that.”

Although her labor with Memphis was a journey, Janel said it was really emotional and worth every second. She said she isn’t opposed to having one more child. Memphis is Janel and Josh’s first child.

“We’ll see what God has, but one more would be okay for me, even if it’s a boy. I always thought that I would want another boy. I love being a boy mom,” Janel shared. “He’s so fun. He is — as you can see — his own little character and so busy.”

Memphis walked around the coffee table and occasionally threw himself on the couch or on his mom’s lap as she looked at him, describing his personality.

Josh said his favorite part about being a dad is having a miniature version of himself. One thing he’s looking forward to as his son grows up is knowing what kind of trouble he’s going to get into.

“He’s me. He’s my mini-me — the stuff that he does. He

looks like his mom, but the things he does [is me],” Josh said. As he recalled his own adolescence, Josh said that as parents, part of finding joy in parenting is looking back at all of the moments — the good, the bad and the funny, and looking forward to what comes next.

Janel sat beside her mom, Shonda Cunningham, and Winfrey, while Memphis walked around the table, picking up his mom’s phone. They smiled as they watched him peek through the window at their dog, Dodger.

“When I meet a family, the biggest joy is when we connect. Automatically I know, I’m called to be in their life for whatever reason,” Winfrey confided. “Then, the next joy is building a relationship with her and Josh. We laughed. There was so much laughter throughout.”

process of having her children at a hospital where she had many appointments with doctors that she called bland. She explained that there isn’t an opportunity to build a relationship with the doctor and most times, the patient doesn’t know if that doctor will be the one to deliver their baby.

In her capacity as a licensed midwife and certified professional midwife, Winfrey has the opportunity to walk alongside families throughout their pregnancy and birthing journeys. She supports birthing people through pregnancy, labor, birth and postpartum.

“I got a chance to know [Janel’s] other side, both their parents, just a loving Christian family. It’s a beautiful experience. I learn from each birth. I learn from each mom and even dads because I can see how they get closer,” Winfrey described. “I see how

it builds the character of a mom, or like Janel, a new mom. I saw her grow into her motherhood. We also spend up to six weeks postpartum with the mom.”

After the six, or sometimes eight-week mark, Winfrey said she has to let her families go, which is always hard because of the strong bond she builds with the families. But with social media, Winfrey is able to stay in their lives. She also invites families to occasionally join her in virtual conversations called Midwife Chats, where she educates people on different reproductive and health topics.

Winfrey commented that her best friend always refers to her children as “the chambers of her heart,” a feeling that Winfrey shares about her own children.

“They’re the chambers of our heart. The joy [is] watching them become who they should be or what they’re destined to be. Watching them become and develop and find their pathway and their journeys are like one of the biggest joys of my heart,” Winfrey explained.

On April 13, the White House-sponsored “Investing In America” tour made its last stop in San Bernardino. The Biden-Harris Administration tour, which began last month, aims to highlight the president’s economic plans on infrastructure, inflation, job building and supply chains.

Part of the Investing in America agenda includes how the president’s American Rescue Plan Act (ARPA) will support underserved and

“In response to this extremist ban on a medication abortion drug, our state has secured a stockpile of an alternative medication abortion drug to ensure that Californians continue to have access to safe reproductive health treatments,” Newsom said. “We will not cave to extremists who are trying to outlaw these critical abortion services. Medication abortion remains legal in California.”

Future Access

Reproductive Freedom Alliance member states Washington and Massachusetts have also taken action to stockpile the abortion medication as the future of access to abortion medications is uncertain. On April 4, Washington Gov. Jay Inslee announced that the state would purchase a three-year supply of mifepristone and directed the state’s Department of Corrections to purchase the medication last month, using its existing pharmacy license. Massachusetts Gov. Maura Healey announced Monday that her state would purchase an estimated 15,000 doses of mifepristone through the state university system.

Kacsmaryk’s ruling in the case of the Alliance for Hippocratic Medicine, et. al v. FDA, et al questioned the legality of mifepristone and the actions of the FDA, ultimately invalidating the 2000 approval of the drug.

Following the overturning of Roe v. Wade last summer, the Alliance for Hippocratic Medicine released a statement following the ruling on July 23, titled “Abortion is not Healthcare” in which they argue that elective abortion is not essential healthcare.

“The Court does not second-guess FDA’s decision-making lightly,” Kacsmaryk wrote. “But here, FDA acquiesced on its legitimate safety concerns — in violation of its statutory duty — based on plainly unsound reasoning and studies that did not support its conclusions.”

Abortion rights advocacy group and nonprofit organization NARAL Pro-Choice America said the impact of this ruling could have a devastating impact on access to abortion care.

“Right now, 24.5 million women of

reproductive age are living in states with abortion bans. If FDA approval of mifepristone is revoked, 64.5 million women of reproductive age in the U.S. would lose access to medication abortion care, an exponential increase in harm overnight,” according to the NARAL Pro-Choice America Research Team.

“This doesn’t include people who can get pregnant, but do not identify as women—if we factor in that population, the number of people harmed is even higher.”

Janel’s mom, Shonda Cunningham, shared Winfrey’s sentiment about the joy of watching her own children grow. Janel is the oldest of three children, all of whom are adults now. Cunningham said it was funny Janel mentioned wanting to have a homebirth, because when she was pregnant with Janel, she wanted to have a water birth at a birth center. At the time, she found the cost to be a lot and decided to give birth at the hospital, where she had cesarean sections (c-sections) for all of her births.

Cunningham is a realtor and is married to her high school sweetheart. She said before she and her husband married, they talked about how they wanted to raise their family.

“We started off with God, we ended up with God. They’re all God-fearing Christians. Actually, my older boy, he’s going to get baptized on Sunday. So, the joy is just watching them grow and living their lives, and watching my grandkids grow,” Cunningham offered.

“I find joy [knowing] that they’re doing the things that they want to do in this life. They’ve given me grandkids. They’ve grown up to be successful and responsible young adults.”

For Janel, the joy is in the journey. She explained that she found joy because she did what she wanted for her birth plan. She advised birthing people to have a birth plan and know what will bring them joy in their plan.

“I’m huge on educating yourself because I feel like that has a lot to do with the outcome of the type of birth that you are going to have. If you’re not educated and you can’t advocate for yourself, then you’re not going to have a good experience, in my opinion,” Janel said.

In a recent interview with Black Voice News’ newly assigned education reporter Asante-Ra, Fortune explained how she is on a mission to close the African-American achievement gap by getting scholars ready for college.

Listed among Fortune’s top priorities is advocating for the support of Black students in the state who do not receive the same level of funding and accountability as other designated high-needs groups. This is because even though Black students’ academic performance is comparable to other high-needs groups, they are not officially considered ‘high needs’ by the state. Thus, Dr. Fortune co-founded the Black in School Coalition to raise awareness and push for change.

I, for one, agree with Fortune and others who claim the governor’s proposal does not go far enough. A January report by Cal Matters noted that less than 26% of Black students attend a school that would qualify for additional funding under the governor’s initial plan.

In 2020, the passing of the Infrastructure Bill included the Affordable Connectivity Program (ACP), which provided a $30 discount, for those who qualify, for their internet bill; up to a $75 monthly discount if their home is on qualifying Tribal land; and a one-time discount of up to $100 for a laptop, tablet or desktop computer.

“In addition to that, the federal ARPA fund also helped the state sign a nearly $84 million deal earlier this year with Arcadian Infocomm,” said Tang. “The Department of Technology is partnering with Arcadian to construct 306 miles from Los Angeles to Los Nietos. Along the way reaching thousands of unserved and underserved Californians.”

During the event, Tang also talked about California’s Last-Mile and Middle-Mile programs, which will help eliminate the digital divide in the state. The last-mile project will be used to build infrastructure to provide schools, disabled users, and low-income households with the internet.

“The only school districts in the U.S. where racial achievement gaps are even moderately small are those where there is little or no segregation. Every moderately or highly segregated district has large racial achievement gaps,” said Sean Reardon, Professor of Poverty and Inequality at the Stanford Graduate School of Education. “But it’s not the racial composition of the schools that matters. What matters is when Black or Hispanic students are concentrated in high-poverty schools in a district.”

Opportunity for change

The state legislature is currently weighing a proposal by Governor Gavin Newsom to set aside $300 million for low-income schools, but there are some who are advocating for more, proclaiming it is necessary to improve the educational outcomes for Black students.

One such advocate is celebrated educator and student advocate Dr. Margaret Fortune,

Education unlocks opportunity. Yet, in the 21st century Black children continue to grow up too often deprived of access to quality education and thus an opportunity for a better future because they are economically segregated and too often treated by educators with unconscious, and at time, conscious racial bias.

The legislature has until the end of May to make changes to the state budget. So, there is still time to raise your voice on this issue by emailing your legislator and demanding his/ she/they consider additional funding for Black students as part of the governor’s education proposal. Remember what the great Frederick Douglass advised, “Power concedes nothing without a demand.”

Of course, this is just my opinion. I’m keeping it real.

Gov. Gavin Newsom signed Senate Bill 156 into law in 2021, a bill that authorized the investment of $6 billion in broadband infrastructure for middle-mile and last-mile projects.

The goal for the middle-mile program is to create a state-wide fiber network. One example of the grant money at work in San Bernardino County is the Mountain Shadows Condominiums in Highland where 115 units who previously didn’t have internet service now do.

To succeed in ending the digital divide, as noted by Robert Osborn, Director of Communications at California Public Utilities Commission, there needs to be a commitment at the city and county levels to tackle the issue.
