Teen Drinking: Simulated Drunk Driving Collision for Students Coming to La Mirada High School

By Brian Hews The La Mirada Public Safety Team will conduct a simulated drunk driving traffic collision for students at La Mirada High School on June 3 and 4.

The two-day program will show students the devastating impacts of drinking and driving on their friends, families and community.

On average, it is estimated that more than 3,000 teenagers die every year as a result of injuries obtained during vehicular accidents attributed to driving under the influence. Most say this occurs because teens pressure each other into drinking and driving.

Responsible parents would not allow their children to drink at home, so teens resort to drinking in neigh-

borhood hangouts and parties. Inexperienced with alcohol, they consume more than they should and intoxicate themselves before driving home.

Alcohol is the most abused drug among teenagers. Nearly 70% of teenagers at one point or another have consumed an alcoholic beverage, whether it is a beer, glass of wine, or hard liquor.

It is also one of the easiest to obtain. Nearly every supermarket in the country carries one kind of alcoholic beverage. While it is illegal to sell alcoholic beverages to minors, there are irresponsible people who do just so.

The most dangerous drivers are apparently 18 year olds, who have the

Traffic Safety Improvements Planned Near Gardenhill Elementary School

The La Mirada City Council has approved plans to enhance signage and crosswalk markings near Gardenhill Elementary School.

The new signage and pavement markings will immediately improve public safety by increasing driver awareness in areas where children and their parents walk to school.

The enhancements will include updating all school warning signs in the immediate area to meet current traffic

standard guidelines, modifying four marked school crosswalks to “laddertype” crosswalks for increased visibility, and adding physical and painted stop signs at three T-Intersections to assert pedestrian right-of-way.

The City’s Traffic Engineer studied the area in response to increased traffic volume on neighborhood streets near the school. Engineers identified specific areas that would benefit from enhanced signage and markings on Gardenhill Drive, Heflin Drive, Valeda Drive, Crete Drive and Foster Road.

The four school crosswalks to be modified to “ladder-type” crosswalks are Gardenhill Drive at Heflin Drive, Valeda Drive at Burgess Avenue, Vale-

‘Artesia is Healthy, Not Wealthy’ Mayor Flowers States in Annual Address

By Rico Dizon During the State of the City Address, Artesia Mayor Sally Flowers called her term as the leader of the municipality as the “Year of Partnerships.�

In stressing the importance of partnerships, she borrowed a quote from the ancient Chinese philosopher Sun Tzu, “If you do not seek partnership and assistance, you will be isolated and weak.�

Flowers made her comments this week before business leaders and community members at a luncheon at the Artesia DES Hall.

Flowers presented a team of key city officials who outlined in greater detail the current condition of Artesia.

The speakers included Andrew Perry, the City’s Public Information Officer; Melissa Gobas, Parks and Recreation Superintendent; Okina Dor, Planning Director; and Susie Gomes, Assistant City Manager.

Each of them spoke of effective partnerships in their respective areas of responsibilities that produced good results and beckons of future rewards all for the benefit of the Community.

Perry talked about a fun topic - fireworks which he said used to be enjoyed by some 5,000 people in Artesia but had stopped since the recession. After three years, Perry announced, “I am happy to inform you that the fireworks will again be able to entertain thousands of people through partnership with Friends of Artesia Foundation who help raise funds with its Cupid’s Ball last February. Likewise, he added, “a partnership with Consoli-

dated Disposal came up with $6,000 donation for this year’s fireworks and another $5,000 for next year. He also made special recognition to County Supervisor Don Knabe who donated $1,000 for the 4th of July fireworks.

For her part, Parks & Recreation Superintendent Melissa Gobas, mentioned that thru partnership with LA Conservation Corps, the latter has been granted funding to improve play areas and walking trails at AJ Padelford Park and Baber Park. The AJ Padelford Park construction plans have been completed and work is scheduled to begin late this month, she said.

Dor, the City’s Planning Director, reported that thru partnerships with business community in downtown Artesia, Phase III of Pioneer Boulevard Improvement Project is going on. He also mentioned partnership with Verizon for the shared parking lot in the business center.

Dor also cited partnerships with MTA for the public bus shelters and the CalVet Project that made possible the brand-new downtown parking lot.

The last team member who spoke on partnerships was Assistant City Manager Susie Gomes who announced, “I am very excited to inform you that we are now a partner with 58th District State Assemblywoman Cristina Garcia who now shares an office with us at City Hall.�

Another partnership that Gomes spoke about was with Southern California Edison who will allow the use of its electric poles and help install 6 ft. banners along the stretch of busy Pioneer Blvd. before

Los Cerritos Community News Sets Lawsuit Deadline for Wendy Greuel to Produce Public Records Attorneys for Los Cerritos Community News fired back at Wendy Greuel’s office, her now 84-day refusal to submit to a public records request and her highly unusual threat to sue LCCN for the request, by demanding the public documents be delivered by this Friday, April 19.

The Jan 23 requests asked for any emails between Brian D’Arcy head of the powerful IBEW and a huge campaign contributor, campaign managers John Shallman, and Rose Kapolczynski and only Greuel for two years between Jan 2011 and Jan 2013.

The second request asked for emails between 12 people, LCCN, and only Greuel, with a time frame of only two weeks, Jan 11, 2013 to Jan 22, 2013.

Greuel’s initial letter to LCCN “took issue with the assertions‌and under no circumstances is our office delaying records, your conclusion is inaccurate and unfounded.â€? It went on to say that the request “was voluminousâ€? could be “tens of thousands of documents.â€?

LCCN pointed out that, given the content of the letter, Greuel was admitting to voluminous correspondence with the head of the IBEW, a huge campaign contributor and her two campaign directors presumably during regular business hours.

Greuel’s letter ended with the threat of a counter-suit, “please be informed that if you do pursue litigation on or after April 5, given the imminent time thereafter that we estimate your records will be ready, we will ask the court to declare your case to be clearly frivolous and seek to have your client pay our court costs and attorneys fees as would be required under the same Government Code section.

LCCN attorneys said, “there is no attorney fees for a prevailing parties in Califor-

nia. Greuel is completely barred from any counter suit under the Strategic Lawsuits Against Public Participation (SLAPP – Code of Civ. Pro Section 425.16). Greuel can file the lawsuit, but it will get kicked out after we make a motion to have it dismissed.�

In the second letter back to Greuel, Aviles basically called Greuel and her office liars saying, “once you had conducted the search you could have informed my client.

As your first letter indicates, your office has not even completed the search. Regardless of whether the delay is an intentional obstruction of the public or simply a negligent dereliction of your legal requirements, the law does not differentiate.� Aviles went on, “ the law related to when you are required to provide a response and records is not as you state. Because you must make a determination whether it seeks disclosable public records, it stands to reason that if you are not going to disclose public records, you must state so at this time. This could only be done if a search for and initial basic review of documents had already been completed. LCCN Publisher Brian Hews said, “she probably won’t produce the documents by April 19. It is my guess that once we file suit and seek discovery regarding exactly what was done in response to our request, Greuel’s statement that many employees in our office have been working diligently to produce the non-exempt responsive records will prove to be untrue.�

The letter ended by saying LCCN will wait until April 19 but said, “please be informed that further delays will not be tolerated. If we do not receive the records in our office by April 19th at 5 p.m., we will be filing suit, with no further correspondence to follow.�

La Mirada Expands Business Recognition Program The City of La Mirada is expanding its Business Recognition Program to highlight local businesses and honor their achievements. Businesses will be recognized at City Council meetings for demonstrating significant community involvement, celebrating anniversary milestones of their time in La Mirada, and other special achievements unique to their industry.

They will also be highlighted in the City’s quarterly Business News publication. “Local businesses are an essential part of our community,� says Deputy City Manager Jeff Boynton. “This program builds upon our existing business outreach efforts and recognizes the efforts of La Mirada’s businesses.�

Information about businesses recog-

nized through the program will be promoted in the La Mirada Business News, on the City’s website, and during business visits. Businesses are encouraged to notify the City of their achievements, and City staff will work to identify businesses that merit recognition. Additionally, a number of businesses will be acknowledged at the annual La Mirada Business Forum.

Corporate Leaders Attend La Mirada Business Forum

By Rico Dizon La Mirada City Manager Tom Robinson reached out to the business owners and corporate Chief Executive Officers to point out the big advantage in doing business in the City during the La Mirada Business Forum held at the Holiday Inn. For his part, City Mayor Steve De Ruse welcomed the Business Forum delegates by touting, “we reach out to local businesses in order to understand the concerns, resolve the issues and help provide and active and safe place for conducting businesses.”

“We began the La Mirada Business Forum years ago in order to build positive relationships with you. The discussions that begin today don’t need to end at the conclusion of this event, we want this to continue,” Mayor DeRuse said.

“We want to hear from you throughout the year, and applaud your efforts to build your businesses which strengthen our community.”

Citing out the compelling reasons behind the “Most Business-Friendly City Award” where in La Mirada was a finalist for the fifth consecutive year by the Los Angeles County Economic and Development Corporation, Robinson pointed out that the City probably offers the lowest cost in doing business such as zero utility users tax, zero parking tax, $0.55 in property transfer tax rate (per $1,000) and a minimum fee of $50 for a business licenses.

Robinson also said that the City of La Mirada is the only municipality with maximum business license fee of $1,000.

Recently, the voters in La Mirada voted 66.63 % for a 1% sales tax estimated to generate some $4 to $5 million in revenues for the City annually for structural repairs and projected to grow by 9.7% for fiscal year 2012-2013.

“The increase in sales tax revenues re-

flects a significant improvement in the local economy,” said Robinson. Other positive economic indicators for businessmen to come to La Mirada are the I-5 Freeway improvement project scheduled to begin next year. In preparation for the freeway work, a number of roadway improvements are being completed. Major sidewalk improvements planned for Santa Gertrudes Ave. from Lemon Dr. to Rosecrans Ave. are scheduled to begin in February and be completed in April. Work includes a new meandering sidewalk, curb and gutter repairs, new curb access ramps, street tree removal, landscaping treatments, and an automatic irrigation system.

In addition, the crime rate dropped to 37.7% since 2005.

To promote shopping in local stores, La Mirada came up with ‘Shop! See! Splash!’

Under this campaign, shoppers were to receive up to $40 in vouchers for La Mirada Theatre tickets, Splash tickets and recreation classes at City facilities. Some 267 participants submitted $554, 170 in receipts during the campaign.

“This program is a positive way of supporting local businesses by encouraging residents to shop locally,” said Deputy City Manager Jeff Boynton. “This was the 4h time we’ve conducted this Shop La Mirada campaign and this year’s response was the strongest yet,” he added.

To further entice businessmen to the city, the City conducts regular business visits, offers the Business Recognition Program and provides a Business Newsletter that is accessible online. Local investments that are taking place in the City include the Orchards Neighborhood, Crossroads Shopping Center, Roseview Center, and industrial area developments. New and expanding businesses in La Mirada, to name a few, are Ahern Rentals, Harbor Freight Tools, IQ Air, TEC Equipment, Bralco Metals, and KCI Medical.

Assemblyman Ian Calderon, Officials Set I-5 Freeway Town Hall In Norwalk

By Randy Economy California State Assemblyman Ian Calderon (D-57th District) will be appearing at a comprehensive “Town Hall” style meeting in Norwalk next week to talk about the current massive expansion of Interstate 5 that is currently taking place in the Norwalk, Cerritos, La Mirada area.

Calderon, along with officials from the California Transportation Department (CalTrans), the City of Norwalk, and Los Angeles County Metro, will be hosting the event on Thursday, April 25, 2013 from 5:30 p.m. to 7:30 p.m. to specifically discuss and update the community about the huge infrastructure project.

The town hall will be held at the Norwalk Arts & Sports Complex in the Sproul Room at Norwalk Park located 13000 Clarkdale Avenue, Norwalk.

Will the voters in the 24 cities that make up Central Basin’s service area ever wake up and realize that they are indeed deep in “dirty water”?

LA MIRADA April 11-7, 2013 La Mirada students get dose of reality in DUI reenactment On June 3 and 4, 2013, select students from La Mirada High School will take part in the “Every 15 Minutes” event. The event is meant to bring awareness to the staggering statistic that someone dies in an alcohol related accident every 15 minutes in the United States.

Coordinated by the La Mirada Public Safety Team and officials from La Mirada High School, the two-day realistic event will commence with a visit to a local mortuary and a mock memorial service for several students involved in a hypothetical drinking and driving accident. The Every 15 Minutes program will end with a video demonstration of the auto accident at an assembly on campus the following day.

Often times, the emotional look at suffering victims draws overwhelming grief from friends and family throughout the realistic Every 15 Minutes program, which involves fire fighters extracting bodies from the scene of the accident and a Sheriff’s Deputy arresting the drunk driver at their home.

“The goal of the Every 15 Minutes program is to make certain that students have an understanding of the serious consequences involved when drinking and driving,” explains Safety Education Officer Mary Cipres. “Even if it prevents only one student from drinking and driving, the effort was well worth it.”

The event, held every other year in the midst of prom season, is a partnership between the La Mirada Public Safety Team and La Mirada High School, funded with a grant from the California Highway Patrol

and California Office of Traffic Safety.

Residential Burglary A burglary was reported on the 15100 block of Fairacres Dr. Jewelry and various other items were stolen from the residence. Another incident was reported on the 15700 block of La Barca Dr. The residence was under fumigation at the time of the burglary.

Other Structure Burglary A burglary to a vacant business was reported on the 14500 block of Firestone Blvd. Copper wiring and piping was taken. A burglary to a garage also was reported on the 11600 block of Arroyo Dr. Responding deputies arrested a suspect in connection with the burglary and another incident nearby.

Vehicle Burglary A vehicle had its door lock punched on the 14200 block of Rosecrans Ave. Various items were taken from the. Another incident was reported on the 14300 block of Firestone Blvd. A cell phone, purse, and backpack containing costume jewelry were taken. A third burglary was reported on the 14200 block of Valley View Ave. Grand Theft A theft from an unlocked vehicle was reported on the 14800 block of Firestone Blvd. A laptop computer and text books were stolen from the vehicle.

Grand Theft Vehicle An older model pick-up was reported stolen from the 16500 block of Knott Ave. The vehicle was recovered several days later by the Industry Sheriff’s Station. A older model Volkswagen Beatle was reported stolen from the 13000 block of La Mirada Blvd.

Improving Motorcycle Safety Aim of Los Angeles Sheriff’s Department Operation Careless motorists as well as riders get special scrutiny The City of Norwalk, in conjunction with the Los Angeles Sheriff’s Department, will be conducting a specialized Motorcycle Safety Enforcement Operation on Thursday, April 18, in an effort to lower deaths and injuries. Extra officers will be on duty patrolling areas frequented by motorcyclists and where motorcycle crashes occur. Officers will be looking for violations made by drivers and riders alike that can lead to motorcycle crashes. They will

be cracking down on both those operating regular vehicles and motorcycles who are under the influence of drugs or alcohol, speeding, making illegal turns, or any other dangerous violation.

Motorcycle fatalities saw a phenomenal drop of 37 percent from 2008 to 2010, but rose nearly 18 percent in 2011. Operations like this are aimed at curbing any more rises in motorcycle deaths and sending the numbers back downward.

The 2013 weekly average in calls for service is now 276.

Open/unlocked doors or windows were the entry points in three of the recent crimes.

One window was pried open. A locked sliding glass door was involved in the attempted crime. Jewelry, cash, clothing and an iPad were taken. A suspect was in custody in one incident with property recovered. Deputies have suspect and vehicle descriptions in another. The 2013 weekly average in residential burglaries is 5.1.

Report any suspicious activity right away. Please note the physical description of possible suspects and a description of their vehicle. This is valuable information for field deputies when responding to the scene.

Other structure/Commercial burglaries were down from five to four last week. A closed business had a shattered glass door and the reported loss was eyeglasses. A fitness center locker was broken into where credit cards, ID and a cell phone were stolen. A storage unit and a maintenance shed were also targeted. Golf clubs, a golf cart and generators were missing.

The 2013 weekly average in Уother structure /commercial burglaries is 2.8.

Vehicle burglaries were up from six to eight last week. Five were from high-volume commercial parking lots. Three were at the same location. Four SUVs were involved. Clothing, iPads, cameras, purses, ID, a guitar and credit cards were among the items taken. The new 2013 weekly average in vehicle burglaries is 8.3.

Any item left in the passenger compartment is fair game to a thief. Valuable items should be stored elsewhere.

Vehicle thefts rose from two to five.

Four occurred in high-volume commercial parking lots. Two Hondas, two commercial trailers and an SUV were stolen.

California collision data reveals that primary causes of motorcycle-involved crashes include speeding, unsafe turning and impairment due to alcohol and other drugs. The Norwalk Sheriff’s Department is also reminding all motorists to always be alert and watch out for motorcycles, especially when turning and changing lanes.

As the economy turns upward, there will likely be more miles driven by all vehicles, plus more novice motorcycle riders who are untrained and unable to handle the power of today’s motorcycles. The message to all drivers and motorcyclists is: share in the responsibility and do your part by safely “sharing the road.” Riders can get training through the California Motorcyclist Safety Program. 7 Brides for 7 Brothers Stirs Up La Mirada Theater

By Brian Hews La Mirada Theater for the Performing Arts premiered Seven Brides for Seven Brothers last weekend and the musical based on the book by Lawrence Kasha and David Landay was a huge crowd favorite for those who were lucky enough to have attended.

The whimsical presentation was based on the 1954 Stanley Donen film of the same name which is, itself, an adaption of the short story "The Sobbin' Women," by Stephen Vincent Benét.

The La Mirada Theater was the perfect setting for the musical that portrays life back in 1850s Oregon. The moving “set” of the musical was collaboration of 350-pound panels ranging from the town down the mountain to the brother’s house up in the mountains.

Most of the story takes place on an Oregon ranch, maintained by Adam Pontabee (Kevin Earley) and his six brothers. When Adam brings home his new bride Milly (Beth Malone), she is appalled at the brothers' slovenliness and sets about turning these unwashed louts into immaculate gentlemen. During the boisterous barn-raising scene, the brothers get into a scuffle with a group of townsmen over the affection of six comely lasses.

E-waste items such as computer monitors, televisions, computer CPUs, keyboards, printers, and cellular phones will also be collected.

accident involving their classmates. A number of La Mirada High School students will be selected as volunteer actors to participate in the scenario.

The first day of the program features a visit to the accident scene with an impaired teenage driver and a fatally injured victim. A special effects coordinator is employed to provide realism to the crash scene and Sheriff, Fire, ambulance, and coroner personnel respond to the scene.

Students also visit a local mortuary and attend a mock memorial service for the classmates involved in the crash. Sheriff’s Deputies make visits to the homes of students to arrest the drunk driver and notify the parents of the deceased teen.

“Every 15 Minutes” is funded by a grant from the California Highway Patrol and California Office of Traffic Safety.

Two ABC Schools Named 2013 California Distinguished Schools On April 11th, State Superintendent of Public Instruction, Tom Torlakson named Tetzlaff Middle School in Cerritos and Artesia High School in Lakewood as 2013 California Distinguished Schools. The two schools were named along with 216 public middle and high schools in California for this highest State honor. According to Dr. Mary Sieu, Superintendent of ABC Unified School, “These schools were selected for their strong commitment and innovative strategies to improve student academic achievement. They provide high quality instruction that prepares them for college and the workforce.”

Tetzlaff Middle School is a magnet school with an Accelerated Learning focus. The school has been involved with implementing the SpringBoard Program sponsored by College Board that allows each student to be prepared for Pre-Advanced Placement classes. Tetzlaff MS is currently a finalist as a National Demonstration School for the College Board’s SpringBoard Program.

Artesia High School is a magnet school that has focused on providing a rigorous education to all students including students with disabilities and English learners. School-wide strategies are used to motivate students and data analysis serves as the basis for their school improvement efforts.

Both schools had to meet a variety of eligibility criteria including accountability measures in order to apply for the California Distinguished Schools recognition.

Once schools were eligible, they were invited to be recognized as a California Distinguished School. Schools earning the Distinguished School title agree to share their signature practices with other schools and become a mentor to those seeking to replicate their work.

OKAZAKI DOMINATES ARTESIA AS CERRITOS WINS FIFTH STRAIGHT GAME

W

hen the Cerritos High softball season began on Mar. 2, the Lady Dons were carrying four pitchers.

But after an injury to sophomore Jennifer Iseri, projected to be the No. 1 hurler, and the sudden departure of senior Kaylilani Minami four games into the season, it left the door wide open for sophomore Melanie Okazaki to get a lot of time in the circle.

This past Wednesday, Okazaki flirted with a perfect game early on but settled for a three-hitter as the Lady Dons blanked Artesia 7-0. After losing seven of its first 10 games, Cerritos has now won five straight, all coming in Suburban League action.

Okazaki, who didn’t pitch last season but batted .406, started her seventh game and upped her record to 4-3.

“I feel more comfortable because I’ve been working on my pitching more,” Okazaki said.

Okazaki retired the first eight Artesia batters before walking sophomore left fielder Daisy Briseno. But on the very next pitch, she got senior center fielder Dominique Gonzales to foul out on a pop-up bunt.

Okazaki was still throwing a no-hitter until freshman first baseman Ali Vega led off the top of the fifth with an infield single. Senior pitcher Dominique Moran followed that up with an infield knock of her own. But with one out, sophomore designated player Briana Perez hit into a double play which ended with Vega being thrown out at home. Those two scoring opportunities, according to Artesia head coach Jeff Hovis, were momentum killers as Okazaki allowed three more base runners over the final two innings.

“It definitely was,” Hovis said. “It was one of those situations where we were looking to get the ball down and get the girls moving on bases and we popped it up and got ourselves out of it.

Errors keep piling up for Gahr in second straight league loss SAN GABRIEL VALLEY LEAGUE SOFTBALL

D

éjà vu hit the Gahr softball team for the second time in 48 hours and as a result, it sent the Gladiators to their second straight San Gabriel Valley League setback. Two days after Gahr committed five errors against Paramount which led to seven unearned runs, the team added seven more errors to its season total in a 10-4 loss to host Downey last Thursday.

Of those 10 runs, four were earned as Gahr stumbled to 0-2 in league action, the first time that has happened since 2004. Through the first 18

games this season, Gahr has committed 40 errors. Last season, the team had 51 miscues in a 25-game season.

The recent defensive blunders have left Gahr first-year head coach Shawn Quarles to possibly change the focus of the practices.

“The errors that we’re making are pretty routine,” Quarles later added. “It’s not anything that an extra groundball is going to do. It’s all mental preparation for the game.”

Downey scored a pair of unearned runs in the bottom of the first inning. The Vikings loaded the bases off of junior pitcher Mel Varela but she got a key second out when Rachel Rodriguez was forced at home on a fielder’s choice.

he pressure of defending its Olympic League championship of 2012 is beginning to mount very quickly for Valley Christian’s baseball team. What started out as a 2-0 start back on Mar. 19 has suddenly turned into a five-game losing streak with the fourth of those five losses coming in a 6-4 home setback to Maranatha last Friday night.

The Crusaders were cruising along through the first five innings thanks to the pitching of senior Nico Morandini. V.C. was sporting a 4-1 lead after five innings but the Minutemen sent 10 batters to the plate in the top of the sixth and scored four runs, then added an insurance run in the seventh.

Following the game, V.C. head coach Sean

Buller vented his frustration and stated that he is hoping to find leadership and unity amongst the team.

“This is a twofold loss,” Buller said. “I can’t stand losing and this was a tough one to be in it and then up and then lose it.”

The loss enabled Maranatha to sweep the weekly home and home series and take the season series 2-1. The Crusaders blanked the Minutemen 13-0 to open league action on Mar. 15. But last Friday, the visitors jumped on the board first with an unearned run in the second on a two-out single from Walter Harris.

Despite trailing, Morandini was in a zone early on. Morandini, in his sixth start of the season, went into the sixth inning, scattered five hits, walked six and struck out four.

“Even going into that last inning, he was throwing strikes,” Buller said. “His arm felt good and he was establishing himself.”

"These schools have gone the extra mile to provide high-quality instruction that puts their students on the right path toward career and college," Torlakson told the Lamplighter in a statement on Wednesday.

In addition to using assessments developed to measure the closing of the achievement gap, the eligibility cutoff for the distinction is the 60th percentile for API. For 2012, this API cutoff is greater then, or equal to, 820 for middle schools and 782 for high schools.

Hutchinson’s API has been over 800 for the past few years reaching as all-time high of 836 in 2012.
