BC Unified School District Superintendent Gary Smuts was “roasted” and “toasted” at a retirement celebration this past Friday night at the Sycamore Plaza at the Lakewood Civic Center. Smuts is retiring from the ABC Unified School District after a career that has spanned four decades and nearly 400 family, friends, community leaders, and coworkers gathered to pay tribute to one of the “most amazing educators in the history of ABC Unified School District.” Cerritos Mayor Jim Edwards served as Master of Ceremonies and the event was filled with video tributes from local mayor’s, state elected officials, and by County

Hawaiian Gardens Council Renews City Administrator’s Contract By Jerry Bernstein editor@cerritosnews.net

T

he Hawaiian Gardens city council unanimously renewed their contract with City Administrator Ernesto Marquez for three years. The contract opens the door to a future revision of the position of City Administrator to City Manager. The contract, becomes effective on July 25 and adjusts the annual base salary from $169,941 to $168,000, increases vacation and leave from 18-21 hours per month to 20 and 80 hours per fiscal year to 100. The city also agrees to pay 100 percent tuition and cost fees if the City Admistrator decides to complete a Graduate Degree program in Public Administration. City Attorney Omar Sandoval said although the present contract stipulates Marquez is entitled to the benefits afforded other city employees; the new agreement stipulates he will also be subject to benefit decreases in

he Cerritos City Council upheld a Planning Commission recommendation calling for passage of an urgency ordinance that establishes a 45-day moratorium on a request by Goodwill Stores to open a store located at 17518 Carmenita Road Goodwill is seeking a Conditional Use Permit to permit it to operate a store and drop-off center where the former Rite Aid store was located. Director of Community Development Torrey Conteras said the permit was necessary because the city’s municipal code does not have any regulations regarding second-hand stores. ARTESIA DEDICATES OLD FIRE STATION #30 WITH POMP, MEMORIES By Randy Economy randy@cerritosnews.net

T

hey gathered to honor real life heroes who helped save countless lives and to dedicate a “little fire station” that will forever serve as a monument for Artesia’s rich past and a symbol for the future. Old Fire Station #30, on the corner of Corby Avenue and 187th Street in the “heart” of Artesia was official dedicated after a massive restoration project that took thousands of volunteer hours to complete as well as an untold amount of tender loving care. With nearly 300 residents, community leaders, county fire department officials, and members of the Artesia Historical Society on hand, Mayor John Lyons oversaw a two hour program that took those gathered down a historical memory lane to recall the “enormous role” Old Fire Station #30 played in the lives of thousands of residents. Mayor John Lyon was beaming with pride and smiles as he recalled the amount of “team work” that went into restoring the fire station. “This was a true labor of love, and today we can all enjoy the value and importance this fire station has played in

June 4-10, 2012 Robbery: An attempted robbery was reported at a business on the 14200 block of Imperial Hwy. A suspect was arrested by responding deputies. A window smash burglary was reported on the 14600 block of Mercado Ave. A wallet and purse were reported stolen from a vehicle on the 13300 block of Beach Blvd. An incident was reported on the 15000 block of Ocaso Ave. A wallet was taken in a burglary on the 15700 block of Formby Dr. Grand Theft: Items were reported stolen from a vehicle on the 15300 block of Santa Gertrudes Ave. The vehicle was possibly left unlocked. Grand Theft Vehicle: Two vehicles were reported stolen last week. One vehicle was stolen from near Edwards Rd and Foster Rd. The vehicle was recovered the next day by Century Sheriff’s Station. Another vehicle was reported stolen from the 15800 block of El Tiro Dr. Neighborhood Watch Meeting June 16 A Neighborhood Watch meeting for Reporting District 0468 will be held on Sat., June 16 at 11 a.m. at Los Coyotes Middle School. The school is located at 14640 Mercado Avenue. Reporting District 0468 is bound by Beach Blvd. to the east, La Mirada Blvd. to the south, Santa Gertrudes to the west, and Alicante Rd. to the north. Weekly Crime Summary

June 4-10, 2012 Part I felony crimes reported to the Cerritos Sheriff’s Station dropped from 34 the previous week to 19 last week. Robberies increased, commercial burglaries remained the same, as residential burglaries, vehicle burglaries and vehicle thefts declined. Patrol deputies handled 250 calls for service, down from 295 the week before. The 2012 weekly average in calls for service is now 266. There was one robbery investigated. On Monday June 4 at 4:40 p.m. a male juvenile was riding his bicycle in the 16800 block of Judy Way when a vehicle containing three other juveniles pulled up beside him. Two exited the car and pushed the victim to the ground. They took his shoes and helmet, and then fled in the vehicle. Residential burglaries dropped from ten to six last week. Open/unlocked doors or windows were the entry points in four. One window was pried and another was shattered. Cash, laptop computers, TVs, jewelry, and coins were stolen. The 2012 weekly average in residential burglaries is now 4.2. Side garage doors are a vulnerable

The doors are usually protected from street view by a gate, and often not reinforced with a stronger frame and a sturdy deadbolt. Keep this in mind if you have not made any improvements. This is one repair that could save you the dilemma of being victimized. Commercial burglaries remained the same last week at four. Two fitness center lockers were involved where credit cards, wallets, cell phones, and keys were taken. The doors of two closed businesses were breached and computers were missing. The 2012 weekly average in “other structure”/commercial burglaries is 1.6. Vehicle burglaries dropped from nine to four. High-volume commercial parking lots were the locations in two. Four were SUVs. GPS units, a gym bag, clothing, an iPhone, CB radios and a CD player were missing. The 2012 weekly average in vehicle burglaries is 7.7. Visible items within the passenger compartment are vulnerable items to theft. Make sure that the would-be thief cannot look into your vehicle and see anything worth breaking into it to steal. No vehicle thefts were reported last week. The 2012 weekly average in this category is now 3.5. Linda Frisbey New Cerritos Regional Chamber President By Jerry Bernstein Cerritos Mayor Jim Edwards gave the oath of office to Cerritos Regional Chamber of Commerce President Linda Frisbey and members of the Board of Directors members at the chamber’s 49th annual installation luncheon held at the SheratonCerritos Hotel June 7. Outgoing President Ann Smith thanked her Board of Directors for their support and the city of Cerritos “for its great support of the Chamber,” and the members who answered the telephone when she called. “This past year we have faced many economic challenge,” she said.” On the other hand we have added new members and many valuable services to our members. With Linda at the helm I’m sure additional programs and services will be added.” Upon being sworn in by Mayor Edwards as the Chamber’s 2012-13 President, Frisbey said she has “such respect and admiration for those who preceded me. Ruffled Feathers after City Council Meeting As reported in the June 8 Edition of the LCCN, a tense discussion after a recent City Council meeting between two politically active individuals ended with harsh words and physical contact leading to accusations and threats of possible legal actions. Barrows calls resident A**hole A**hole! A despicable word when, used towards a person, will likely initiate some kind of negative response. But that is what Cerritos Mayor pro tem Bruce Barrows said to a resident of Cerritos because Barrows disagreed with him during a conversation after the June 4, 2012 council meeting. This statement is in the Cerritos Sheriff’s police report. A report that interviewed the Cerritos resident, Barrows and a witness. Actually the witness reported Barrows called the resident a F***** A**hole. Analyze the statement. What kind of person-who is a public servant no lesswould call a resident-an active resident-

that in public. With witnesses present? Even if you are in a disagreement with someone, calling them an A***hole will increase the chances that things are not going to go well after that. In two witness statements, which includes Barrows, after Barrows called the Cerritos resident an A**hole, the resident said, “at least your wife likes me”. Which is where the incident went awry. Barrows admitted in the report that he “lost control” after the wife statement, pushed the resident on the shoulder and then “walked away”. Yet, the resident and witness both said it went farther than that, with Barrows grabbing the shirt and tie and pushing him against the wall. In the fluff Press Telegram story dated 6/5/12 "Barrows denied allegations by Gray that he had made other physical contact." So there is no question that Barrows

called the resident an A***hole and assaulted him. The only question is the level of assault. Can you imagine what would happen if an LA County Supervisor called a resident an A**hole after a meeting? Can you imagine what would happen if a California Assemblyperson called a resident an A**hole after a meeting? Can you imagine what would happen if a Congressperson called a resident an A**hole after a meeting? And they did this with witnesses? Why is it OK that Barrows did it? Where is the outrage Cerritos? If Cerritos mayor pro tem Barrows can call a Cerritos resident a A**hole for a simple disagreement and then accost that person, what is next? We can all just F***** imagine. A candidate running for the Fruitcake city council promised his supporters he would straighten things out in city hall.” “What happen?” I asked. “He took the easy way out and didn’t do a thing. Nothing changed.” “What did his supporters do? “They turned against him and pulled their support away from him. The next election three seats were open. His former

supporters backed three reformed candidates. When the election was over and new majority took over a he was marginalized. When his term was ended he failed in his bid for re-election. I sat back in my chair, silently going over in my mind what he had just said. “What doe that has to do with Hawaiian Gardens?” I asked. “If you don’t know, I certainly don’t know,” he replied. My Friend from Fruitcake, Florida got up to leave, then sat back down in his chair. “You know, “ he said, “Politics is the same no matter where you live. If you don’t keep your promises or at least try to keep them, you wind up alone. No one will trust your word again. It’s true in Fruitcake and here in California. I think Hawaiian Gardens voters know what is going on. This time my Friend from Fruitcake, Florida got up from his chair and said, “Well, I have to go. I’m having lunch with our friend, “VAL LYNDER, DEFENDER OF ALL THAT IS TRUE.”

According to one website, Open Hearing is an administrative hearing that is conducted as an alternative to a misdemeanor criminal prosecution in Los Angeles County. The City Attorney Hearing Program is used as an alternative to criminal prosecution. A hearing officer (not an attorney) conducts this type of administrative hearing and there is no judge or jury present at the hearing. Witnesses for the defendant and or the alleged victim may testi-

fy at the hearing. Evidence presented by either side is considered by the hearing officer. At the end of the hearing, the hearing officer will determine whether to recommend to the City Attorney to proceed with criminal prosecution, dismiss the matter, or the hearing officer could leave the case open for one year before completely closing out the criminal case. Gray and Barrows went head to head in a heated exchange at the Monday June 4 Cerritos City Council Meeting during public comments. Barrows said he was “defending the honor of his wife Teresa.” Gray said the he was a “victim of assault” and that Barrows needs to admit “the truth” to “himself” and “the community.” Cerritos resident Chris Fuentes lashed out at Barrows at the meeting and demanded the

He said the contract may be terminated or canceled at any time by the City or by the Administrator, for any reason or for no reason at all, and may be terminated completely without cause. It also stipulates the Administrator shall not be removed from office during or within a period of 90 days following a municipal election. He said the purpose is to allow newly elected council members to observe the actions and ability of the Administrator’s performance. If he is terminated within the 90-day period he/she shall be paid for that period and the remaining 90 days from the election regardless of whatever time remains on the term of employment. The contract calls for the city to pay directly to the Public Employees Retirement System all payments needed to satisfy the administrator’s contribution to CalPERS. The council also renewed the city’s contract with Howard & Associates to provide human resources and labor negotiation services. The city’s current contract expires June 30. At the same time it named Howard Caldwell acting city administrator when the city administrator is absent. Caldwell receives a flat fee retainer of $4,600 per month. In the event he is asked to serve as acting administrator, he will receive additional compensation of $400 per day covering the City Administrator’s office. AFFCME Union Representative Pete Schinaufer told the council he was disappointed in the council’s naming Howard Caldwell to be acting city administrator when the city administrator is out of town. In the past the council would name department heads to fill the temporary position, giving them experience that would benefit their current position. One union member commented to the LCCN after the council meeting Caldwell would receive $400 per day compared to the department heads that were paid their regular salaries. CERRITOS GIRLS SOFTBALL ASSOCIATION ADJUSTING TO TEMPORARY CHANGES By Loren Kopff lorenkopff@aol.com

T

he writing was somewhat on the wall last summer for the Cerritos Girls Softball Association when it did not field a 14-U division in its own annual tournament. Only two teams had signed up to come to Cerritos and one was its own all-star team. This summer will see the CGSA go through some major changes which president Benito Joaquin hope are just temporary. For starters, the CGSA will not host its own tournament for the first time ever. Last summer, the tournament, which was held June 10-12, fielded a total of 15 teams in three age divisions. In the past, there have been eight teams in four age divi-

sions. Part of that can be attributed to the decision of more and more girls opting to play travel ball instead of recreation ball. Also, the City of Cerritos wouldn’t allow vendors to be on the premises of the Cerritos Sports Complex, something that probably discouraged teams from coming. “It was unfortunate but the positive is we’re taking a year off to just gather up some information and see what we can do to make it a better experience, not only for Cerritos but for all of the other teams coming in,” Joaquin said. Cerritos participated in the Los Alamitos Tournament last weekend when it should have been hosting its own tournament. The CGSA still went to the San Dieguito and La Habra Tournaments again, just as it did last summer and will return to the Chino Hills Tournament this weekend. Joaquin said that the CGSA plans on bringing its

tournament back to Cerritos next summer. But, he also said the numbers are down this summer, more with the older girls. In terms of all-stars, there are 15 returning from the 38 that were in the 8-U,10-U and 12-U divisions last summer. From this summer’s 8-U team, there are two returning all-stars. Six 8-U all-stars moved up to the 10-U team with one returning member while two 10-U all-stars last summer are now 12-U all-stars with another four returning to the same team. “It was a time where we lost some really good girls,” Joaquin said of this summer. “Travel ball is becoming a big thing now, especially with the younger girls. It wasn’t only the 14s; it was also the 10s and 12s. It was not only Cerritos, but a lot of other leagues. A lot of the presidents were complaining about being short in the 14s. We had other leagues that had only one or

two [teams]. It was all across the district.” However, the CGSA is fielding a 6-U all-star team for the first time, which is mostly slow pitch and Joaquin hopes that it will generate more players to come out and advance through the system in the future. The 6-U all-stars will also compete in the Chino Hills Tournament but not in the Amateur Softball Association Los Angeles/ South Bay “B” District Tournament, which will be held in Long Beach June 22-24. Including the ASA “B” state tournament last summer, the four CGSA all-star teams combined to go 52-40-4 with the 10-U allstars capturing the San Dieguito and Chino Hills Tournament championships. “We have some really good 8-U girls and some really good 6-U girls,” Joaquin said. “We’re taking extra efforts to prep them a lot better and get them ready for competitive play, which is all-stars.”

WHITNEY JUMPERS END STRONG AT CIF TRACK AND FIELD CHAMPIONSHIPS On May 19, 2012, Whitney High School sent two of its finest track and field athletes to compete at Mt. San Antonio College for CIF-Southern Section Division 4 Finals. Senior Paley Mao finished 4th with a boys’ school record triple jump of 41’11.5” and sophomore Michaela Platt tied for 7th in the girls’ high jump with a leap of 4’9” as they both ended their high school seasons at CIF Finals. Throughout the season, Mao struggled with a nerve injury in his right hamstring,

but still managed to win 1st place at the 2012 Servite Invitational in the high jump at the beginning of the season. Mao also took home 2012 Academy League Boys Field MVP honors with a 1st place performance in the boys triple jump (40’10.5”) and a runner-up finish in the boys high jump (5’10”). This season, Platt has blossomed into a distinguished jumper after switching her focus from sprinting to jumping. At the 2012 Servite Invitational, Platt won the

Platt would go on to become the 2012 ABC Unified District Champion in both the girls’ high jump and long jump while setting district records in both events. At the 2012 Ocean View Invitational, Platt took home 1st place in the girls’ high jump and 3rd place in the girls’ long jump. To round off her season before CIF, Platt turned in 1st place performances in high jump (5’3”) and long jump (16’5”) while also finishing 3rd in the triple jump

(for the Fullerton Superior Court in the Small Claims, Civil Harassment, and Unlawful Detainer cases), I shudder to think of the possible repercussions to both individuals and the city of Cerritos from a continuing knockdown and drag-out fight this incident might engender. From my experience with many personal mediation cases and observations of court cases, nothing is made better by continuing a personal dispute in public and the courts. Persons with political ambitions in particular need to stay out of the conflict arena as the public quickly loses faith in anyone who can’t get along with the opposition. There is a saying in mediation, if you wrestle with a pig, both of you get muddy, but the pig enjoys it. Continuing a dispute only causes continued personal anguish, stress, and tarnished reputations. Plus, lawyers are expensive. There is a lesson for all of us in this case. What I’ve observed is that life is fraught with conflict and controversy and

Next year, Mao plans to jump for the track and field team at NYU. no one is immune from losing their temper under the right circumstances. The higherorder issue is not who is right, but how to make it right. The only good remedy to personal disputes of this nature is to apologize, forgive, and move on. It is impossible to reconcile with someone until you have forgiven them. Most mediated civil harassment cases are settled in exactly this way, sometimes with more formal ground rules for behaviors. In conflict mediation, the past is seldom discussed, but instead, closure is gained by getting back on the right path. I often suggest that no matter who is more at fault, the bigger person should apologize first as an initial step toward reconciliation and normalization of civility. After some venting, soul searching, and time to calm down, over 90% of the mediated cases settle with a handshake. If both gentlemen involved in this dispute apologize and forgive, I would consider them both to be the bigger man. The ideal solution is always for the parties in a dispute to remember to be hard on the issues but soft on the people. Life’s too short to carry a grudge. Chuck Sooter

Hawaiian Gardens Awards $44,000 in Scholarships

he City of Hawaiian Gardens awarded $44,000 in higher education scholarships to aspiring Hawaiian Gardens youth and adults. A keystone priority of City leaders, the City annually presents scholarship awards to determined and financially-challenged residents in their pursuit of improving the lives of City youth and families. The Scholarship Awards Dinner ceremony took place on June 9 at the C. Robert Lee Activity Center, located at 21815 Pioneer Blvd. in Hawaiian Gardens. This year’s candidates were presented awards under three different scholarship programs; the “Youth Scholarship Program” for graduating high school seniors, the “Adult Scholarship Program” for adults attending school or desiring to return to school, and the “Miss Hawaiian Gardens Scholarship Program” for ladies 18-25 years of age desiring to represent the City at important civic events. “The City is so proud to recognize and award these residents for their hard work and determination to advance their education and improve their lives,” said Hawaiian Gardens Mayor Mike Gomez. “The betterment of our community starts with our youth and families, and being able to

support these special youth and adults with $44,000 in educational funding is a special honor, especially in these tough economic times.” The scholarship awards program in the City is among the most coveted awards by aspiring City youth and adults. The highly successful program received a total of 75 applications for this year’s scholarship opportunities, representing a 74% increase in applications from last year. To be considered for awards, candidate attributes taken into consideration include, grade point average, past civic participation, demonstrated financial need, poise, positive attitude, networking skills and professional appearance. This year’s group of candidates includes aspiring doctors, attorneys, designers, psychologists, educators, auto mechanics, engineers, biologists, law enforcement and business professionals. Past recipients have gone on to professions such as authors, professional athletes, law enforcement professionals, nurse practitioners, city administrators and educators. They are either planning to or are already attending universities, community colleges or vocational schools, including California State University, Long Beach, California State University, Los Angeles, University of California at Irvine, University of California at Santa Barbara, University of Indiana, Cerritos College, Cypress College and Golden West College, to name a few.
