Fundraisers for firefighter by Samie Hartley Staff Writer

If you wonder what’s cooking in the effort to help ailing firefighter Willie West, organizers hope you will be. A spaghetti feed, scheduled for March 24 at Veterans Hall, 757 First St. in Brentwood, will benefit West, an East Contra Costa County Fire Protection District firefighter battling prostate cancer since November. The event runs from noon to 2 p.m. and 4 to 10 p.m., so the need for plenty of pasta sauce is great. Julie Nickels-Schau, also known as Mama J within the Warriors’ Watch Riders, is assembling a team of locals to cook up batches of spaghetti sauce for the event, and volunteers are still needed. Dining supplies such as plates, flatware and napkins are also needed. To volunteer to help with the dinner, e-mail Mama J at julnic1105@yahoo.com. The event also features live music and raffles, a jump house and face painting for the kids, and a silent auction of sports memorabilia. In a recent interview with the Press, ECCFPD Fire Chief Hugh Henderson said West, who has been with the district since 2002, has the support of his extended family in the firefighting community.

East Contra Costa Fire Protection District firefighter Willie West is battling prostate cancer. The community is coming out to support him at two local fundraisers. “Firefighters are a family, and when a member of your family is ill, you want to do whatever you can to offer support. The guys are always checking in with him trying to keep his spirits up. They go over to visit and call him. He’s a great person and a great employee. Our thoughts and prayers are with him and his family.” Family friend Clyde Allen said West, an Antioch resident who works at the Knightsen station, maintains a positive attitude during his battle with cancer and is showing improvement following three rounds of chemotherapy. Are you unable to work? You may be entitled to Social Security Benefits by Joan Grimes, Esq. Social Security Disability Insurance (“SSDI”) is an insurance program paid for by you through payroll withholding and employer contributions called a “FICA” tax. SSDI covers most American workers. SSDI pays cash and health care benefits to qualifying disabled workers. The SSDI program pays monthly cash benefits to disabled workers who are generally under the age of 65 and Medicare benefits beginning 24 months after entitlement to the first monthly check. Cash benefits can also be received by dependents. Workers generally have to have been disabled for at least 12 continuous months. The amount of cash benefits depends on each specific situation and past earnings. Retroactive benefits can be obtained for up to 12 months. In order to determine the amount of a potential benefits, you should look at your annual Social Security earnings record. It is normally mailed out in June of each year. If you cannot find your annual record, you can order a copy from Social Security either online at www.ssa.gov or by calling them at 800-772-1213. The Social Security Administration takes an average of 3 months to make an initial decision on a claim. It approves approximately 35 percent of the claims initially and denies approximately 65 percent. If your initial claim is denied, it may take you two years or more to get your SSDI benefits which you were entitled to from the beginning. In order to prevent costly delays, your claim can be filed by an attorney. If you hire an attorney, their fee is usually 25% of the past due SSDI benefits or $6,000, whichever is less. While it possible to obtain SSDI benefits without

an attorney, it can be very difficult because of the complicated requirements for proof of disability. Many people are confused and think that their doctor can “prescribe” disability benefits. Although the medical report and recommendation of the doctor are important, they are only evidence and do not decide the claim. The Social Security Administration bases its decision on all of the evidence, not just your doctor’s report. It is very important not to sit on your rights to benefits. You continue to be covered by SSDI for some time after you stop working. However, the eligibility time varies from person to person according to individual work history. Furthermore, you can only recover a maximum of 12 months of retroactive benefits measured from the date of your application. Therefore, it is critical that you file your claim as soon as you are eligible. Providing Special Haven by Ruth Roberts Staff Writer For those with special needs, the world can be a loud, cold and traumatic place. But a new organization in town is dedicated to easing the stress, and doing it in a special way. Special Haven provides resources to the special-needs community in East County by providing multi-sensory rooms filled with equipment designed to touch each of the five senses by soft, safe and significant means. “Anyone with special needs, whether they are young children or adults, will benefit,” said Scott Lawler, a Special Haven board member. “It stimulates adults with Alzheimer’s, and infants too.” Multi-sensory rooms are popular and proven tools abroad, used for treating peo-

ple with autism, brain injuries, developmental disabilities and even dementia. Though Lawler said the therapy has been slow to gain widespread use in the United States, it’s time has come. Another local organization – The Special Kids Foundation – thinks so too, and recently donated $7,000 to the group for the purchase of its first piece of sensory equipment. “Special Haven is on a quest and we want to help them,” said Special Kids President and Co-founder Lisa McBride. “Because part of our own mission is to do something like this when we get our own facility, we figured: let’s help them build theirs, too. It’s an amazing project that fulfills our mission as well as theirs.” see Haven page 7

MORTGAGE SETTLEMENT Boy, did my phone ring off the hook last week with people wanting to know about the mortgage settlement and what it could mean for their situation. I have two basic responses. 1. It’s too early to tell because the details haven’t been worked out. 2. The settlement is too small to make much difference for most people. In regards to the details, it’s going to be a while until we know exactly how the $25 billion will be spent, and who qualifies. For information, you can go to www. NationalMortgageSettlement.com but even that website admits that borrowers will not immediately know whether they are eligible. Within the next 30-60 days, an administrator will be chosen to oversee the settlement. Eligible homeowners will be identified over the next six to nine months, and will be notified by mail. They have three years to disburse the funds. There are three areas where they will try to help: 1. More and better loan mods, including some principal reductions. 2. Ability to refinance at current inter-

est rates for those who are current but upside-down. 3. Cash payments for those who lost their home to foreclosure, but this may only be $1,000 to $3,000 each. The settlement may only apply to loans that are still held by BofA, Citibank, Chase, Wells Fargo, and Ally/GMAC. This means if they sold the loan off to an investor, the settlement may not apply because they are only“servicing” the loan. Loans owned by Fannie Mae and Freddie Mac are also not included. This leaves a LOT of loans out of the mix. With some accounting“magic” and for taking losses on loans they were already going to take a loss on, I’m afraid that the $25 billion will evaporate rapidly without making much of a difference for the majority of borrowers. The addition of transitional kindergarten to local curriculums means that parents planning to enroll their children in kindergarten for the 2012-13 school year have new guidelines to follow. Transitional kindergarten, the first new grade level added to the California curriculum since kindergarten debuted in 1891, is the first phase of a new two-year kindergarten program established in 2010 as part of the Kindergarten Readiness Act. While some of the state’s school districts have already implemented the program, 2012-13 marks the first school year it will be mandatory in all districts. “Transitional kindergarten will offer 4year-olds a bridge to standard kindergarten,” said Fran Courter, Antioch Unified School District coordinator of educational services. “This program gives students the gift of time to build a strong foundation for success before they enter elementary school.” Under the old rule, students born by Dec. 2 were eligible to attend kindergarten, but the Kindergarten Readiness Act has bumped the cutoff date to Sept. 1. Children who turn 5 on or before Nov. 1, 2012 are eligible to attend traditional kindergarten. Children who turn 5 on Sept. 1 through Nov. 1 have the option of being enrolled in transitional kindergarten or traditional kindergarten, but children who turn 5 between Nov. 2 and Dec. 2 must attend

transitional kindergarten beginning in the 2012-13 school year or wait a year to enroll in traditional kindergarten for the 2013-14 school year. Under the new system, all kindergarteners entering the classroom will be 5 and thus on a similar developmental path physically, socially, emotionally and academically. Similarly, students entering transitional kindergarten will be 4 and thus benefit from a developmentally appropriate curriculum that will help them be better prepared for kindergarten. At a recent transitional kindergarten summit, State Superintendent of Public Instruction Tom Torlakson said transitional kindergarten will become a “bright spot” in the California education system, creating a wave of success for future generations. Deborah Kong, communications director at Preschool California, a statewide nonprofit organization working to increase high-quality early learning opportunities, also supports the program. “Transitional kindergarten is critical because kindergarten in California has changed over the years, and many of the skills children were once taught in first grade are now taught in kindergarten,” Kong said in a recent press release. “Transitional kindergarten is the right program at the right time.” Gov. Jerry Brown, however, recently proposed that funding for the transitional kindergarten program be cut from the state’s 2012-13 budget, a proposal that leaves some districts in limbo.

“It’s frustrating,” said Oakley Union Elementary School District Assistant Superintendent of Educational Services Anne Allen. “We don’t know if the funding will be cut or not until the state government works out the budget, which won’t be until late June. Our classes start Aug. 1, so we don’t have time to wait and see what happens. So we’ve decided to move forward with the program regardless of the budget decision.” The Oakley district is in a good position because it launched a pre-kindergarten program 10 years ago at Laurel Elementary School. Most of the program’s infrastructure is already in place. Brown’s proposal to cut the funding and postpone transitional kindergarten would displace approximately 125,000 students from kindergarten, as they would no longer be age-eligible under the new standards. Allen said that to ensure students with November and December birthdays don’t get left behind, those students would be given priority into the pre-kindergarten program. State Sen. Joseph Simitian, who authored the Kindergarten Readiness Act, plans to create legislation that will allow schools to collect Average Daily Attendance funding for the students enrolled in a transitional kindergarten program even if state funding is cut. According to Motor Trend magazine you lose about 1 pound per square inch, or 1psi, in tire pressure for every 10 degree drop in out-side air temperature: the colder the weather the flatter the tire. In our case it isn’t the molecules found within our tires that will be con-stricting, it’s the guidelines set forth by Fannie Mae for any would-be home buyers. From December 13th (of 2011) forward new guide-lines were put in place that will positively, or negatively, affect one’s ability to purchase a home. First, the good news… Gift funds are now allowed for all conventional loans. Many first-time buyers can mange their projected monthly payment, but are not able to accumulate enough money for a down-payment. FHA would permit the down-payment to come from ‘gift funds,’ but Fannie Mae wouldn’t. Now, those same buyers will look to conventional financ-ing as a very viable option since the funds for their down payment can 100% be a gift for conventional financing as well. “Great!” you say, but don’t get too excited….On to the bad news… The permissible debt-to-income ratio, or DTI – a percentage found by dividing a would-be buyer’s monthly debts by their monthly gross income – is being reduced from 55% to 45%. This 10% de-crease is coupled with the fact that the debts being counted against a would-be buyer’s debt-toincome ratio are increasing. Before the change any debt that had fewer than 10 payments remaining – a car loan with a $2,000 balance

and $500 payment – would not be in-cluded in that buyer’s debt-to-income ratio. No longer is this the case and any car loan, deferred student loan, or credit has to be counted against a buyer. Police compensation too high Editor: I’m writing this in response to Staff Writer Justin Lafferty’s recent reporting on Antioch Police Crime Prevention Commissioner Bill Cook’s proposed parcel tax increase to help the city hire more police officers (30) community service officers (20) and code enforcement officers (number not specified). Councilman Gary Agopian commented that property values have been tumbling in recent years along with property values and that he believes Antioch residents would be open to a marginal increase in property taxes to aid the city’s overworked police staff. Agopian further stated that property values have gone down and it’s a good idea to reinvest part of that. Cook also was quoted as saying we have to do something and this is a start … to ensure our kids have a safe place to go to school … and to attract business to come here to Antioch. I’ll start by exclaiming, “Balderdash!” at the myopic and self-serving viewpoints expressed above by employed officials of Antioch. First off, why is the Antioch Police Department short on manpower? It is because police officer association members have chosen not to take a cut in pay and pension benefits; rather, letting vacant positions remain unfilled while police safeguard their obscene compensation packages. Their compensation packages are obscene by any normal time’s standards, virtually bankrupting every jurisdiction in the state; however, by hard time’s standards, they are more of a punch to the gut of homeowners struggling to keep their heads above water. Police officers will be quick to point out that they have “postponed” pay raises due to them over the past couple of years. Not sacrificing them to begin to accrue a pot for hiring new officers, just postponing them until they retire, at which time their 90-percent to 100percent and even higher pensions will kick in, inflated by those same postponed pay raises, the sale of unused sick leave and vacation, overtime, temporary “acting” promotions and the like. This is not a time of pain shared across

The employed continue to live, fat and happy, while the unlucky who have lost their jobs, along with homes, belongings, sometimes marriages and even self respect, grovel for crumbs beneath the banquet tables of the public employees living high on tax largess. Remember, less princely pay and pensions equals more police officers. If Antioch were being run like a business, city management would have delivered an ultimatum to the police officers association to take a voluntary pay cut and reduction in retirement formulation, or we will lay-off X number of you and hire those willing to share the pain of the taxpayers under whose discretion you serve. How dare Antioch’s governing members suggest higher taxation at a time when there has been absolutely zero improvement in property values and employment! Mr. Agopian, sir, my PERS pension has gone down due to a lower cost of living. What a laugh! With the exception of my ad valorem taxes dropping, none of my costs went down. They went up. Food is up. Gas is up. Medical costs are up. Appeals for my financial assistance are up. Mello-Roos taxes are still hanging around my neck like a millstone. Unless Antioch administrators stop “inhaling” and wake up to the hell that is upon us like a plague, they all may well go the way of former mayor Freitas, banished to the land of turned-out-of-office-officialdom. When sane public governance returns to this nation, the economy will hopefully recover to support all that we would like to have for our community. New countywide fire service needed Editor: It is a good bet that the proposed ECCFPD supplemental tax will fail. It is too open-ended, it does not provide fundamental solutions, it pits community against community, it does not take in leveraging opportunities … and the 66-percent requirement for passage is just too high for an expensive supplemental tax this nebulous and controversial. It is my opinion that right now this plan for a new tax needs to be pulled (before it fails at the ballot box) and the ECCFPD needs to go back to the Board of Supervisors (BoS). Although it has done a terrible job of dealing with the two county fire departments, unfortunately only the BoS can deal with the situation in the manner and time frame necessary to effect the kind of real change needed to position the county’s fire/EMS service for success into the future. The BoS needs to step back in and devise a bold solution. That solution is a brand new fire/EMS department. Key point: I do not think a merger of Con Fire and ECCFPD is the solution. The solution must be a new fire/EMS entity that pulls from the predicate districts but uses a new reality approach to organization, configura-

tion, compensation, financing and taxation. This will not be simple or pain free, but the pain associated with the status quo and a failed tax measure will be worse. This is a slightly refined/expanded suggestion that was made to the new fire board two years ago: A) Construct a brand new fire/EMS department, completely getting rid of Con Fire and the ECCFPD. B) Disband the county’s internal EMS department (put the savings on the street). C) Put EMS under the new fire department and start/develop an association with a regional EMS agency (there are already five of these in the state). D) Implement a P-District/Zone like fire/EMS operation tax for all new housing developments under county control. Seek an agreement from the cities to do the same. E) Configure fire crews, EMS and response times strategically, tactically and individually for each unique area. The same crew size/configuration for every area should not be an expectation. F) Put on a future ballot an incremental tax plan (if necessary) that is calculated after the implementation of A through E. Key Point: In part A of the suggested plan, the basic premise would have to be that Con Fire’s current pay/benefit plan would not be the overlay for the new fire department. A tiered pay/benefit plan would have to be developed based on current times, reality and a realistic outlook that can be paid for without racking up huge debt or recreating the pattern of ongoing financial trouble the two current fire departments have exhibited. A new, well-structured, fully leveraged fire/EMS department would bring long-term stability to the employees and be a tangible/ smart solution that residents countywide would rally around and feel better about investing additional tax resources (if necessary) into. But to get to that point, the BoS needs to step up now. If it doesn’t, it will have to shoulder a big part of the blame when the tax measure fails. Jeff Barber Discovery Bay

It’s ‘Curtains’ for Liberty Playmakers The curtain goes up in February and March for the Liberty High School Playmakers’ production of “Curtains,” an offbeat murder mystery with lots of laughs. “Curtains” opened on Broadway in 2007 and ran for more that 500 performances, earning eight Tony nominations. Set in 1959, the show begins with the final scene of the show-within-the-show, “Robbin’ Hood of the Old West,” in which an obnoxious and untalented star actor is murdered. The cast and crew is at a loss for how to save their show (and lives), but Detective Cioffi of the Greater Boston Police

saves the day – and finds love in the process. When Liberty water polo player JT Sarmento took aim on his college of choice, he decided to stay local. A two-time Bay Valley Athletic League MVP, Sarmento recently signed his letter of intent to attend the University of the Pacific in Stockton. He appreciated the school’s small-community feel and wanted to stay close to home. Sarmento also considered Long Beach State, UC Davis and UC San Diego. The Pacific Tigers also boast a talented water polo squad that competes against USC, Cal, Stanford and UCLA in the Mountain Pacific Sports Federation. The team finished the 2011 season ranked sixth in the nation. “I look forward to being a part of a real good water polo program,” Sarmento said. “When I went there, it was a real close group and I look forward to being part of the family they have there.” This past season, Sarmento shared MVP honors with Heritage’s Ty Elder. Sarmento scored 88 goals for the Lions in his

senior season, tacking on 82 steals and 39 assists. He was also named Liberty’s captain and maintained academic honors throughout his time on campus. In addition to water polo, Sarmento made a splash for the Lions’ swimming team as a member of the varsity squad all four years. He drew interest for his swimming prowess, but water polo is his main sport. “It was a great four years,” Sarmento said. “I give a lot of credit to my high school coach (Kurt Roessler). He’s been a good mentor and he’s helped me stay motivated throughout the whole four years.” Pacific head coach James Graham was excited to add a player of Sarmento’s caliber to his recruiting class. Graham feels that Sarmento’s physical and mental attributes will facilitate a natural transition from high school to Division I. “We’re expecting him to come in and train to be a defender for us,” Graham said. “With his size and speed, we think he’ll be an excellent fit. Obviously he’s a local guy and we always like to bring in players from the area. … He’s got all the right attributes to make the leap to Division I.” To comment, visit www.thepress.net.

Town hall from page 3 City Councilman Gary Agopian said it would be beneficial for all parties to look into the possibility of a monthly town hall meeting in which residents could air their concerns. Antioch Police Chief Allan Cantando hopes the meeting will be constructive and not devolve into a gripe session about crime. He understands that both sides are tired of

the status quo. “I believe that the citizens of Antioch are concerned and want change,” he said. Cantando on Tuesday gave a presentation to the council about his department’s performance in 2011. He reported that violent crime dipped 5.3 percent, but property crime rose 25.1 percent. Currently, Antioch can afford only 92 officers; the department is authorized for 126. The police department

Gougeon is working with the city to find some way to hold the meeting on Tuesday. “If they do continue to delay it, it could be more harmful than good at this point,” she said. “Our response from the community has been substantial.
