The start of a Distinguished Heritage by Rick Lemyre Staff Writer Heritage High School in Brentwood has been named a California Distinguished School, making the Liberty Union High School District (LUHSD) one of only three districts in the county to have all its high schools receive the award. In announcing the award last week, Superintendent of Public Instruction Jack O’Connell praised the school for closing the achievement gaps between sub-groups of student populations, saying in a press release that “the Distinguished Schools program always identified schools that are leaders in academic achievement. It now also recognizes schools that are leaders in helping all students succeed, and highlights the best practices that are effective in closing the gap.” Heritage Principal Andy Parsons acknowledged the hard work and dedication of his faculty and staff. “Our entire school pulled together as a team to show the visitation committee our outstanding educational program,” he said. “We are very proud of being selected, and remain devoted to maintaining the highest standard of quality education to our students.” Superintendent Dan Smith called the achievement, which comes only four years after Heritage opened, “very exceptional,” and noted that it resulted from work that began before construction was finished. “Even before the school opened, the Heritage staff, led by Principal Andy Parsons, made detailed plans to implement the Educational Plan adopted by the Board of Education,” Smith said. “The Educational Plan for Heritage called see Heritage page 21A

A plan to nearly triple the size of the Los Vaqueros Reservoir would result in a shutdown of recreation there – including fishing, boating, hiking and picnicking – for three years during expansion construction. That’s one of the impacts identified in a recently released draft environmental impact report (EIR) for the proposed $550 million expansion of the 100,000-acre-foot reservoir south of Brentwood. Public comments on the EIR are being accepted through Tuesday, April 21. Two options are being considered: a near tripling of capacity to 275,000 acre feet of water, and a 60-

percent expansion to 160,000 acre feet. The larger expansion is designed to increase the water supply for Contra Costa Water District customers as well as other Bay Area water providers to help meet water demand during droughts and emergencies. The expanded reservoir could be in operation in 2013. While this is good news for water users in a state that has experienced three consecutive relatively dry years, the expansion will put one of East County’s main recreational sites out of action for either two years (with the smaller expansion) or three years (for the larger expansion), with an additional two-year curtailment of water recreation. see Reservoir page 21a

City seeks Fourth of July Parade entrants In preparation for the 11th annual City of Antioch Fourth of July Celebration, the event’s Parade Committee is seeking entries for its annual Hometown Parade. Fire hazard inspections On April 1, East Contra Costa Fire Protection District (ECCFPD) began vegetation hazard inspections throughout its jurisdiction. Cesar Chavez Award. The longtime resident – who serves on a variety of nonprofit boards in the area, including One Day at a Time, A Place of Learning and the Village Community Resource Center – said being chosen for the Chavez Award was a humbling experience: “This is a great award, and as a Mexican-American it really means a lot to me. He (Chavez) is the one who really started the Mexican-American civil rights movement, and as I looked out into the audience that night and saw all those faces, I remember thinking that we all owe him (Chavez) a large debt of gratitude.” Also honored at the event was Pittsburg High School Counselor Pat Diokno, who was presented with the East County Educator Award for her work and commitment to student success and educational equality, especially among low-income students, and students of color.

Schools offer help by Samie Hartley Staff Writer In an effort to support local families, three school districts are joining forces with service groups to establish a resource for those in need during these challenging economic times. Debbie Norgaard, adult education coordinator for the Liberty Union High School District, is assembling a resource fair to help local families, specifically with limited English speaking abilities, find the help they need to keep their heads above water in the squall of a down economy. The community resource fair – Resources for Challenging Times – is the first event to be hosted by Far East County Community-Based Collaborative, a group that unites Brentwood, Liberty and Oakley school districts with organizations such as Families Forward, Mercy Housing, and the Village Community Resource Center to help families in need receive aid from local organizations. “I hope folks will be able to realize that there are plenty of resources here to help them through these challenging times,” Norgaard said. “I hope they will gain the confidence to approach these resources for help without fear. Hopefully, people will become more comfortable seeking out these resources.” The resource fair takes place on Saturday, April 18 from 9 a.m. to 2 p.m. at

Edna Hill Middle School will also be hosting a resource fair next week to help families find the proper support systems to ensure that their children make a successful transition to high school. Vice Principal Amy Wallace said the focus of the fair is to provide families with resources to make the change seamless, but agencies will also be on hand to provide support to families who might be struggling because of the economy. “With the state of the economy, there are a lot of families who are in crisis right now,” Wallace said. “Education is not only about academics. We want to help the community network with local agencies and learn about resources that are available to them. This event will be beneficial to anyone new to Brentwood who is looking with a basic orientation to local resources that are available in Brentwood as well as Oakley, Antioch and Pittsburg.” The Edna Hill Family Resource Night takes place from 6 to 7 p.m. on Tuesday, April 14 at 140 Birch St. in Brentwood. Distinctive graduates tell their stories reception that afternoon. Rick’s father Richard accepted the honor on his son’s behalf. Rick, the associate commissioner of sports administration and championships for the Sun Belt Conference, was recognized as a graduate of distinction for his contributions to business. Richard recalled how his son was always interested in sports and he shared a story with the audience about how he knew his son would go on to be an asset in the sports community. “I would take him to the high school basketball games, and we were always the first to arrive and the last to leave,” Mello said. “I’d sit with him and watch the game, and when it was over I’d go wait in the car. I’d watch the spectators leave, the team leave and then the coaches, and I’d wonder ‘where is Rick?’ I’d go back in the gym to find him and there he’d be, sitting writing down statistics. I thought for a time that he was working for the janitorial staff.” During the reception, the honorees were each awarded a plaque with a list of their post-high school accomplishments that contributed to their most recent accolade. Vilchez, DeGuire, and Mello also received certificates from County Superintendent Joe Ovick, Brentwood Mayor Bob Taylor and Oakley Mayor Carol Rios. Representatives for Contra Costa County Supervisor Mary Piepho, Congressmen Jerry McNerney and Senator Mark DeSaulnier also presented certificates. State Assemblywoman Joan Buchanan made an appearance at the reception and congratulated not only the honorees but the teachers and school staff who contributed to the honorees’ success. Sixty years after graduating from Liberty High School, Manuel Vilchez returned to the hallowed grounds of his alma mater to accept the honor of 2009 Liberty Union High School District Graduate of Distinction. Vilchez, accompanied by fellow honoree Nancy DeGuire, toured the triple crown of Liberty Union High School District on April 3, visiting Freedom and Heritage high schools, but the trip to Liberty was special – it was home. Vilchez spoke to a crowd of more than 200 students and staff, a massive assembly compared to the 70 students he graduated with in 1949. The campus is nothing like it was all those years ago, he said, recalling how he helped firefighters battle a blaze that took down the school’s science building. As Vilchez recalled manning one of the hoses, the crowd of young students cheered. Honored for his civic contributions, Vilchez worked his way up through the ranks at the Brentwood Post Office and became Post Master in 1970. He used his story to encourage students to work hard and seize every opportunity. “I am a firm believer that with some guidance and assistance, you can achieve your goals … You should devote yourself to a specific achievement and strive for that plan.” DeGuire, 1982 graduate honored for her work in education, also had words of wisdom to share with the crowd. She joked with students as she encouraged them to go to college and get the “twofer,” a degree as well as a spouse, just as she did when she attended the University of the Pacific, where she is now director of postgraduate professional education at the Thomas J. Long School of

Pharmacy and Health Sciences. “College is a really important time,” DeGuire said. “I was fortunate. I got the twofer. I got the degree as well as the husband … and once you graduate, your social circle becomes very small, so do your best to find that great spouse in college because there’s lots of smart people there.” On a more serious note, she urged students to believe in themselves even if they believed no one else did. She shared a story about a fifth-grade teacher who said she would never make it through algebra. DeGuire confessed that she had to take algebra four times, but she eventually made it all the way through calculus and worked as a pharmacist for Longs Drug Stores for 10 years. Dan Smith is stepping down as superintendent of the Liberty Union High School District at the top of his game. During his 15 years at the helm of the district, he has overseen the opening of two high schools as the student population exploded from 2,500 to more than 7,000. After helping the district successfully transition into a new century, Smith said he has no doubts about his decision to retire. â&#x20AC;&#x153;I think itâ&#x20AC;&#x2122;s the right time for me and for the district,â&#x20AC;? Smith said. â&#x20AC;&#x153;The district is in really good shape right now, and I think it is a good time to leave while the district is doing well. I feel good about the job Iâ&#x20AC;&#x2122;ve done here. I love this district. â&#x20AC;&#x153;Our schools are thriving. Heritage was just recognized as a 2009 distinguished high school. La Paloma is one of the stateâ&#x20AC;&#x2122;s models for continuation schools, and Independence is now a fully accredited high school. We are also strong financially, and we have plans to build a fourth high school, so we are in good shape at this time. Knowing that, I think this is the right time to move on.â&#x20AC;? Smith said he plans to take time to travel and play golf, but he wonâ&#x20AC;&#x2122;t rule out serving as an educational consultant in the future. He also looks forward to spending more time with his family. The time off is well deserved considering the average California high school superintendent serves an average of only three years. â&#x20AC;&#x153;This is a change in my life that Iâ&#x20AC;&#x2122;m looking forward to,â&#x20AC;? Smith said. â&#x20AC;&#x153;I feel blessed to have had a great time here, not only for the longevity of my career, but for the many positive people Iâ&#x20AC;&#x2122;ve had the chance to work with. I have fantastically positive memories from my time here, and Iâ&#x20AC;&#x2122;m proud of the work Iâ&#x20AC;&#x2122;ve done.â&#x20AC;? Smith said one of his proudest accomplishments is maintaining the student-first focus as the school district expanded. As the student population rapidly grew and the district worked to meet the demands of the changes, Smith said the district never lost sight of the importance to put the well-being of the studentsâ&#x20AC;&#x2122; education ahead of everything else. â&#x20AC;&#x153;During the time of rapid growth, we were able to maintain focus on the students,â&#x20AC;? Smith said. â&#x20AC;&#x153;Through the joint effort of the teachers, the administrators, the support staff and the parents, we have made sure the students have had access to a quality educational program â&#x20AC;Ś I hope I am remembered as someone who genuinely cared about the kids. I gave a lot of energy to this job and the district, but I have received even more. I couldnâ&#x20AC;&#x2122;t have asked for a better experience.â&#x20AC;? Smith said he never planned to be a superintendent. He began his career as a social studies teacher and counselor at Orland High School, north of Sacramento, before serving the Piedmont Unified School District as a full-time counselor. the ranks, from assistant principal to principal at Piedmont High School, and then was promoted to assistant superintendent of the district before coming to LUHSD in 1994. After 15 years as superintendent, Smith will step down on July 17 and pass the torch to Associate Superintendent Jerry Glenn. Smith said knowing that Glenn was in consideration for the position made the idea of retiring a little easier, as Glenn and Smith have developed a friendship marked by mutual respect. Glenn was appointed as Smith’s successor two days after Smith announced his retirement on March 30. Glenn said he is honored to be selected and flattered that the school board appointed him with a unanimous vote. Glenn joined the LUHSD in 2002 as assistant superintendent of human resources and was promoted to associate superintendent in 2006. Unlike Smith, Glenn said he always had aspirations to become a superintendent. “When I was a young teacher being interviewed for the position of assistant principal (at San Lorenzo High School), the superintendent asked me what my career goals were and I told him that I wanted to be sitting in his chair – I wanted his job,” Glenn said. “Looking back on it now, I guess that was a little cheeky of me, but this is something I’ve always wanted.” Glenn began his career as a biology teacher in the San Lorenzo Unified

School District, where he also taught special education and coached team sports. He served as assistant principal and principal of San Lorenzo High School before coming to the LUHSD seven years ago. Glenn said he had friends who lived in the area and heard a lot of good things about the school district. He decided it was where he wanted to be, especially since the school district was just for high schools – the educational level he enjoys most. “I’m a high school guy – I like this group,” Glenn said. “There is sophistication to high school students. They are entering the higher levels of thinking and they are becoming adults. It’s an exciting and challenging time, and the high school experience is so enriching for young people.” Glenn said he has no plans for any drastic changes to the school district once he takes over in July. He said Smith has set a good example and he will follow that lead. He said now that the student population has slowed its growth, it’s time to take move the focus away from expanding and take an internal inventory of the district’s resources. While he takes on the challenge of building the fourth high school, he said his first goal is to tighten up all the existing programs to make sure students are getting the best education the LUHSD has to offer. Until then, Glenn said he looks forward to working with Smith to get up to speed on all the issues, and is ready for the challenge that awaits him this summer.

Two generations get into the swing of things by Elysia Cook Correspondent Those with fond memories of the swing dance era and those who were born decades afterward came together and kicked up their heels recently at Heritage High School’s third annual Spring Swing Fling. The event, put on by the Heritage

Performing Arts Boosters Club, bridged the generational gap and gave patrons the opportunity to swing dance to music provided by the Heritage Jazz Band and the Summerset Big Band. “This is a fun opportunity to dance,” said Heritage librarian Diane Alexander. “I think it’s nice to see the kids swing dance, because you never see that any

other time.” The evening started with a basic swing dance lesson by professional and local dance teacher Cozette Hileman. Following the lesson, attendees took the dance floor and danced the night away with their newly acquired moves. “One of the most fun aspects was the dance lesson, seeing adults and kids out

there swinging,” Heritage Jazz Band conductor Steve Ernest said. “The enthusiasm was just as great as last year,” said Hileman said. “They (the kids) committed to the dancing and didn’t just sit back and say, ‘This is old people’s dance.’ They were jumping and jiving!” Attendees also shared enthusiasm about the music played at the event – music that paid tribute to the 1940s and ’50s. “Some things student and adults don’t agree on, but everyone likes this music,” attendee Bill Phelps said. “This music bridges the gap. Some music won’t be played 50 years from now, but this music can be played forever.” Tunes included the well-known Glenn Miller songs “In the Mood” and “Moonlight Serenade” and the Frank Sinatra favorite “New York, New York.” The evening ended on a high note when adult couple Robert and Kathi Reed and student couple Nate Kusha and Hannah Linden won the dance contest, earning tickets to the Rave movie theater. A raffle held after the contest gave away two bottles of wine donated from Reed, plus Starbucks gift cards donated from the company, and $90 garnered from a 50/50 drawing. The annual event is the Performing Arts Boosters Club’s biggest fundraiser. After this year’s budget cuts decreased the amount of money available for the club, the need for profit from the Spring Swing Fling became even more pressing. And the money earned from this year’s Fling did not disappoint. “We did fairly well,” according to Lisa Wheable, president of the Performing Arts Booster club. “We earned enough to provide two $500 scholarships this year.” Ernest was also pleased with how the dance turned out. “Both of the bands had their tunes nailed down,” he said. “And it was fun to combine bands in the end.” “I had a blast,” said Jazz Band member Emily Grace. “The dance showed that old people are cooler than we think, and swing dancing is fun and not obsolete.”

Celebrate, remember, fight back In 2008, the American Cancer Society changed the Relay for Life’s motto to “Celebrate, Remember, Fight Back.” From my perspective, this is exactly what happens at the 24-hour Relay for Life, which has become a signature event in many communities throughout the U.S. As the Relay opens, we celebrate the lives of those who have survived, the many who are still fighting cancer, and family and friends who lost their battle. As the daylight ends, the track is illuminated with hundreds of luminaria in a ceremony that allows Relayers an opportunity to reflect thoughtfully, remembering again those whose lives we have celebrated during the day. Why do we Relay? The answer is varied. In the big picture, we Relay to assist the American Cancer Society in its goal to detect cancer earlier, strive for better treatment of cancer when it is detected and conduct research to eventually eradicate this horrid disease. Many of us have chosen the American Cancer Society because the money we raise is used to fight all types of cancer.

On a more personal level, those who participate do so either to celebrate the life of someone who is battling cancer, remember someone close to them who has succumbed to cancer, and do what they can to fight back. My mother died of lung cancer in 1978 and a brother died from pancreatic cancer in 1998 at age 50. My wife is a breast cancer survivor. Team Co-captains Kathy Morford and Karen Troy of Donna’s Trooper’s have told me that their Girl Scout Troop is participating in honor of Donna Gutridge, who has just been diagnosed with a very aggressive strain of breast cancer. Vicky Kelsey captains Team Suzie Q. She tells me that she has lost two loved ones to cancer during the past year. Vicky no longer wants to just stand by and hope for a cure. She wants to be a part of the solution. East County is hosting three Relay For Life events this year: Oakley’s relay takes place at Freedom High on May 2-3 (www. relayforlife.org/oakleyca), Brentwood’s event will be held at Liberty High on June 13-14

The problems with Brentwood’s garbage plan by Brandon Richey Brentwood City Council Recently, the Brentwood City Council approved the initial study and the mitigated-negative declaration for a $9.8 million expansion of the city’s Solid Waste Transfer Station. The expansion will take Brentwood’s current 2.8-acre outdoor site UEST north of the SunCOMMENT set Sports Complex and south of the Brentwood Wastewater Treatment Plant and convert it to a 5.7-acre, partially enclosed site 1,000 feet north of the existing station. While I definitely want the Transfer Station away from our sports complex, the proposed plan causes me grave concerns. I was the lone dissenting vote, as

it passed 4 to 1, with only one singular Brentwood resident commenting on the project. The devil is in the details and there are a number of unanswered questions about the transfer station expansion that I believe need to be investigated before we sink $9.8 million into a garbage project we just don’t need. Here are some facts the Brentwood community should ponder: The cities of Berkeley and Santa Cruz are the only cities in California that currently own and operate their own transfer stations. The remaining cities contract out to privately owned transfer stations because it has proven more cost effective. (Cost-effective garbage operations translate to lower service rates to the citizens.) We already have a transfer station located nearby in East County in the industrial area of Pittsburg. In 2004, the new transfer station was

My own daughter is a fourthgrade teacher in Tracy, and last year at the age of 41, contracted whooping cough. Childhood diseases can be very dangerous for adults. Due to this very real threat and the current economy, where families are losing jobs and medical insurance, the GFWC Woman’s Club of Antioch has moved forward with an immunization project. The Woman’s Club is partnering with the Contra Costa County Health Department to present two free immunization clinics to be held in the fall. It is our intention to write a grant to the Keller Canyon Mitigation Fund for the $5,500 representing our share of the cost of the clinic. Unfortunately, the grants will not

budgeted to cost $4.8 million. In 2005, the costs swelled another $3.2 million to $8 million. Now, in 2009, the anticipated cost has ballooned to $9.8 million. During the planning phase of this project, sufficient revenue to fund the expansion was not garnered, so the city increased its garbage rates. We are now operating under a rate study intended to fund the transfer station expansion; however, these rates are designed to support an $8 million facility, not a $9.8 million facility. It seems a rate increase will be in store for Brentwood residents for this project to go forward. I do not support building a new, huge facility on the backs of Brentwood’s residents. Brentwood’s current transfer station facility, while less modern, is permitted to receive up to 400 tons per day of Brentwood’s solid waste. It is currently taking in 150 tons per day of our trash – 250 tons less than its current permit capacity. It is

be announced or awarded until long after the two clinics have been held. We are taking a financial risk, not knowing if the grant will come through, but we believe the threat to our children’s health is such that the risk is warranted. We are appealing to the public and other service clubs for donations to offset the $5,500 cost to the club. If we receive more than needed, we will schedule an additional immunization clinic. The first clinic to be held will be on Aug. 5 at the clubhouse at 509 G St. inAntioch. The second clinic will be scheduled for September. The immunizations will be available to everyone for free. No charge and no financial questions asked. We encourage all families with preschoolers, infants or school-age children, including teens, all teachers with outdated immunizations, all at-risk adults and any resident of East County from the Concord hills east to Discovery Bay to schedule a visit to the GFWC Woman’s Club of Antioch on Aug. 5 for free immunization. Let the experts expound Editor: As a concerned 15-year-old citizen of Knightsen, I attended the town and school board meetings that talked about the changes in Knightsen. I came home wondering why public officials and others who don’t live in our town are telling us what is best for us. I am disappointed that our green way of

Therefore, we have enough capacity to last decades, if not more, before needing an expanded facility. The proposed plan is to accept up to 1,000 pounds of trash each day! In order to reach this magnitude of trash, we would have to start accepting other cities’ trash! I fear the proposed transfer station will make Brentwood the trash dump for all of far East County. If Brentwood follows a plan presented by its own consultant, the proposed facility would begin taking in and processing garbage from other neighboring cities. Why not ask families, farmers and ranchers who have cared for the land what would be best? By the way, did I understand this right? – that only vegetables and fruit are considered agriculture? Civic Center project poorly timed Editor: How can it be the right time when the entire council cannot even agree on this project? To begin with, the Civic Center should never have been allowed to be built on the Brentwood park property. (It was, in fact, deeded to the community to stay a park forever! Not to be cut up and rearranged at the council’s whim.) The downtown area is way too crowded now with the city employee cars that are permitted to park wherever they like. We need to attract new retail businesses to downtown and allow parking for their customers. The Civic Center is not a retail business and does not need to be in the center of our historic downtown, especially at such a ridiculous price tag. City employees are being laid off, city rates, etc. are increasing and community services/activities are being stopped – yet the Civic Center, with its huge expected cost, is still in the works? Where are those much-needed additional police officers you said we would get? It seems the self-righteous/greedy mentality of those CEO bank/insurance executives that has put this country in turmoil has taken over the Brentwood City Council. I for one am scared to death at what this council is doing and so should you. Whatever happened to “public service” and putting the citizens first? Upon arrival, officers saw the female who had made the call walking away from the house. She spoke briefly to the officers, but refused to cooperate, attempting to guide them away from the residence. Officers were already aware of the identity of the person with whom she had been arguing, and that he was on searchable felony probation. As officers approached the front of the residence, Richie Asidanya, a 24-year-old Antioch resident, also on felony probation for drug offenses, opened the front door. When officers informed Asidanya that they intended on searching the residence, he ran into the house but was quickly detained. As officers searched the remainder of the house, they located 21-year-old Antioch resident Frank Stephenson on a mattress

At a business on Chestnut Street, an unidentified person used a counterfeit bill to purchase a pizza. March 31, 10:12 p.m., Brentwood in a bedroom, holding a loaded semi-automatic handgun near his head. Also found in the bedroom were 305 grams of marijuana packaged for sale. Another 60 grams of marijuana was located downstairs, where Asidanya was found. A third female subject, a visitor of Stephenson, was located inside the residence. Stephenson and Asidanya were arrested for possession of marijuana for sale, felon in possession of a handgun, and felon in possession of ammunition. Asidanya was also charged with violation of probation and Stephenson with violation of parole. The female was arrested for possession of marijuana for sale, but after further investigation it was determined that she was not involved. She was released without charges. April 1, 9:33 p.m. Antioch police officers were dispatched to 3421 Hudson Court regarding a 911 call made by a reporting party crying over the phone. At about the same time, security personnel in the area reported hearing shots fired. Upon arrival, officers were directed to an apartment in the complex, where they found the victim, 22-yearold Antioch resident Tereall Eugene Atkins, suffering from at least one gunshot wound. Lifesaving efforts were attempted, but the victim was declared deceased at the scene. On Friday, April 3 at approximately 3 p.m., 20-year-old Montai Glaspie was arrested without incident on Feather Way in Antioch by personnel from the Antioch Police Department, California State Parole and the U.S. Marshall’s Office. He was charged with parole violation and the murder of Atkins. Those with more information should call Detective Bittner at 925-779-6939. It includes a concession building, picnic area, fishing, boating, amphitheater and fish-cleaning stations. As a result, it’s likely that the marina facilities will be moved to the north side of the reservoir, closer to Brentwood, with access off of Walnut Boulevard. Currently, that area contains only a parking lot and interpretive center, providing a short walk to a fishing pier, one of two piers on the west side of the reservoir. Los Vaqueros recreation also includes 55 miles of trails – 39 miles reserved for hikers and 16 miles designed for multi-use. The trails would also be off-limits to the public during the expansion construction, except for a short segment of the Miwok Trail in order to maintain connectivity between Round Valley and Morgan Territory regional preserves. “This restriction of public access and use is necessary for public safety during the construction period due to the substantial amount of construction activity that would be occur-

Garbage from page 18A per day to 1,000 tons per day, it seems to me the only way the city-owned transfer station could justify the $9.8 million expenditure is if it planned on revenue from other cities’ garbage. Thus, Brentwood would be the new dumping ground for Antioch and other East County cities. In the details of the transfer station study and mitigated-negative declaration document, it modifies the city’s permit to allow 500 garbage trucks per day – that’s 1,000 garbage truck trips – through the heart of Brentwood to and from the newly approved transfer station site. That does not include the 53 large transfer trucks – that’s 106 truck trips – in and out of Brentwood. The document plainly

states that the following highly-traveled Brentwood roads will be impacted: Sunset Road, Grant Road, Brentwood Boulevard, Lone Tree Way, Sycamore Avenue, Central Boulevard, Sellers Avenue and Elkins Way. If all of the above issues are not cause enough to pause, at the council meeting on Feb. 24, when the garbage plan was approved, city staff could not tell us how much Brentwood ratepayers would be paying in increased rates for this new $9.8 million city-owned solid waste transfer station. Staff indicated that the cost was already absorbed into the rate survey conducted two years ago (when the transfer station project was budgeted to be $8 million dollars) and that the initial

cost could be around $560 per Brentwood resident … but the actual cost for Brentwood residents has not been determined. I urge Brentwood to remove the current transfer station from its position adjacent to our sports complex, halt plans for expanding the garbage transfer station and ask some serious questions: Does the expansion make good policy and financial sense? Should our ratepayers be expected to foot the bill? If so, how much will that be per resident? Do we need 1,000 tons of other cities’ garbage coming into Brentwood every day? Do we want all those garbage trucks driving through Brentwood streets each day? In an economic recession, does expending $9.8 million for a new transfer station make sense, espe-

cially with no apparent justification other than to make money off of neighboring cities’ garbage? These are serious questions and they were not answered when the solid waste transfer plan was approved. It’s why I voted No. I encourage and invite Brentwood residents to weigh in on this important issue by e-mailing city leaders at councilmembers@ci.brentwood.ca.us or by calling 516-5400. Patriots sweep Pirates by Kenny Lee Correspondent The Heritage boys’ volleyball team traveled to Pittsburg recently to take on the Pirates and swept the match by scores of 25-16, 25-7 and 25-11. Heritage Coach Bess Haldi, recognizing that the Pittsburg program is experiencing a down season, wanted to give the players an opportunity to try new positions, new sets and plays, allowing them to contribute in different ways. “I’m really pleased with today’s outcome,” said Haldi. “We worked on different options in practice this week, and this match allowed us to run some of them.” Senior setter Kyle Jones notched 21 assists, seven aces, four kills and four digs. Senior outside hitter Michael Favalora made eight digs, five kills and three aces. Junior OH Josh Ibarra logged 25 digs, three kills and three aces, and senior middle hitter Tanner Cook led the offense with six

kills and two digs. The victory moved to the Patriots to a 4-1 record in league play, good for second place behind Deer Valley and 13th overall in the East Bay. “Our only defeat came against Deer Valley, and they are definitely the team to beat,” said Haldi. “Also, Antioch is a team to watch.” In only its fourth year of varsity volleyball, Heritage has managed to make a statement, despite a roster fielding fewer club-level players than other schools. “This is not a club-heavy team at all,” Haldi said. “If these kids had played club ball … we could be unstoppable.” Because of the realignment of the Bay Valley Athletic League this year, Haldi is unsure about post-season play. Unlike football and basketball, there are no Division II championships in volleyball. However, based on the team’s performance against the Pirates and its current ranking, the playoffs are not beyond the realm of possibility.

Dunkel takes gold Adam Dunkel, who has been training in jiu-jitsu for only 2½ years, went from skateboarding in the streets of Brentwood to a gold medal in the second largest jiujitsu event in the world after fighting six times in a division fielding more than 90 competitors. Dunkel trains at Brentwood’s Crosley Gracie Jiu-Jitsu Academy, whose five competitors won three medals at the 2009 Pan American Jiu-Jitsu Championship held recently in Carson. Ernest Melo won the gold in the Ultra-heavyweight Purple Belt Division and Ryan Murphy earned the bronze in a very competitive Middleheavyweight Brown Belt Division. Their accomplishments representing Brentwood are even more impressive considering that the prestigious tournament drew more than 2,500 athletes from the United States, Canada, Japan – and Brazil, where the sport began. Brentwood’s population has more than doubled in the last eight years (2000-2008) increasing 117%, per the California Department of Finance’s report of Population Estimates prepared by Daniel Sheya. The next city in Contra Costa County to come close to such a growth spurt, in Mr. Sheya’s report has been San Ramon with an increase of 32% respectively – a stunning 85% difference. That being said as of September 13, 2008 eager buyers had been waiting in line, camping out eight days to solidify a purchase of a certain developments latest phase in San Ramon. No one is exactly sure where the bottom is real estate wise, but with people camping out eight days, logically we have to assume we’re pretty close. Again, using very sound logic, even if home prices continue to drop five or so percent, that’s very close to your standard real estate commission (with commissions being six percent) and shouldn’t be

a determining factor in the least for anyone jumping into the market. However, one factor that should receive a huge chunk of a potential buyer’s report card…especially with Spring Break officially over and California Standardized Testing and Reporting, or STAR, testing right around the corner...are the local schools. Whether you are a first time buyer or an investor, local school performance is very important, for in the long run either your children’s education and/or your re-sale value, are going to be directly affected by a district’s performance. To put it in perspective Brentwood’s new (2005) high school, Heritage High School, recently earned an Academic Performance Index (API) growth of 33 compared to the state’s target for the school of 5. Combine that with Heritage’s score of 7 on the API Statewide Rank of one-hundred similar schools across the state versus the average score of 3 (ranked by parent education, poverty, student mobility, and student ethnicity), and you have an A+ for schools. Put that A+ for schools with an already historically impressive interest rate market and amazingly low prices per square foot and you have to ask yourself, how many more statistics before logic overcomes my fear! Free cancer screenings For the second year in a row, Lori Hamilton, wife of late NASCAR racing legend Bobby Hamilton, is urging Americans to get screened for cancer during the 2009 Oral, Head & Neck Cancer Awareness Week, held nationwide April 27 through May 3. Dr. Tracy D. Benhamou’s dental office, 62 Oak St. in Brentwood, is one of more than 150 sites across the country that will be offering free screenings. Writing in the Journal of Clinical Oncology, researchers from the National Cancer Institute and the Johns Hopkins Medical Institutions concluded that potentially HPV-related oropharyngeal cancers increased in the U.S. from 1973 to 2004, perhaps as a result of changing sexual behaviors.
