WELCOME Kia Ora On behalf of Bowls New Zealand a very warm welcome to Wellington for the inaugural National 8’s and Under Intercentre. This event is designed to further encourage the growth, development and participation of players in bowls. Every Centre in New Zealand is encouraged to enter a men’s and women’s side in this competition and through regional success these sides have progressed to this national final. Congratulations on your selection! Please enjoy not only the event but also the social side of bowls and everything that Wellington has to offer. Like all major tournaments, this one would not be possible without the efforts of the hosting clubs and centre, and the amazing work done by the army of volunteers. We thank you sincerely for your contribution to this event. While striving to perform at your best, remember to enjoy your games, for you will be playing the best 8 years and under players in New Zealand. To those who experience success, congratulations. Bowls Wellington are proud to host this very important event to be played at the Victoria and Johnsonville Bowling Clubs. NATIONAL EVENTS REGULATION The requirement of this regulation applies to all national events. This is available on the Bowls NZ website (www.bowlsnz.co.nz).

CONDITIONS OF PLAY 1.

STATUS

1.1

These Conditions of Play are supplementary to Bowls New Zealand Regulation 10 – National Events.

1.2

These Conditions of Play are also made in accordance with Law 17.2 of the Laws of the Sport, which permits Bowls New Zealand as a Controlling Body to establish conditions of play to cover certain aspects of the sport. These Conditions of Play set out the conditions of play for the Bowls New Zealand National 8’s and Under Intercentre and applies to all players, Clubs and Centre’s participating in the Event. These Conditions of Play do not apply to International Competition which must be played strictly in accordance with the Laws of the Sport.

1.3

These Conditions of Play have been developed and issued by the Bowls New Zealand Chief Executive in accordance with Regulation 10 – National Events.

2.

NAME, DATES, and VENUES

2.1

The name of the Event is: Bowls New Zealand National 8’s and Under Intercentre

2.2

All Clubs and Centres must refer to the Event by this name, or any other name notified by Bowls NZ in the event of a change of name and/or sponsor of the Event.

2.3

DATES: 11th and 12th April 2015

2.4

VENUES: Victoria and Johnsonville Bowling Clubs.

2.5

REGIONS: Northern (Zone 1) – Far North, Northland, North Harbour, Auckland Northern (Zone 2) – Counties Manukau, Thames Valley, Waikato, Bay of Plenty Central (Zone 1) – Taranaki, Wanganui, Kapiti, Wellington Central (Zone 2) – Gisborne East Coast, Hawkes Bay, Manawatu, Wairarapa Southern (Zone 1) – Nelson, Marlborough, Buller, West Coast, Canterbury Southern (Zone 2) – South Canterbury, North Otago, Dunedin, Central Otago, South Otago, Southland

CONTROLLING BODY

3.1

The Controlling Body is Bowls New Zealand

3.2

Tournament Director: Bowls New Zealand Tournament Director.

4.

DEFINITIONS The words and phrases used in these Conditions of Play shall have the same meaning as defined in Regulation 10 – National Events and the Constitution of Bowls New Zealand, unless otherwise specified in these Conditions of Play. For avoidance of doubt, the conventions used in the Laws of the Sport shall not apply to these Conditions of Play unless expressly stated.

Bowls New Zealand Tournament Director means the person appointed by Bowls New Zealand for the National Finals on such terms and conditions as Bowls New Zealand determines. Centre Tournament Director means the person appointed by the Bowls NZ Tournament Director to be the tournament Director at the Regional Playoffs on such terms and conditions as the Bowls NZ Tournament Director determines. Event means the Bowls New Zealand National 8’s and Under Intercentre Competition. Laws of the Sport means the World Bowls Laws of the Sport of Bowls (Crystal Mark Second Edition) and includes the domestic regulations of Bowls New Zealand. Season is the period of competition for the game of Bowls which for the purposes of these Conditions of Play shall commence on 1st July and end on 30th June the following year.

5.

ENTRY and TRAVEL SUBSIDY

5.1

An entry fee of $1407.60 is payable per Centre (covers both Men’s and Women’s Sides) and must be paid to Bowls New Zealand by 30th September 2014.

5.2

Travel assistance to the National Final will be paid to successful Centres (per Side) from the Regional Finals. This amount will be determined when finalists are known.

5.3

The details of Sides (attached as Appendix A) must be filled in by Centres and returned to Bowls New Zealand by 28th February 2015.

6.

ELIGIBILITY

6.1.1

A Playing Member shall only be selected to represent and play for a Centre in this competition if they are a Full Playing Member of a Club within that Centre and have been a Full Playing Member for 8 years or less on the commencement date of the Regional Play- off. Centres must have available for inspection if required by the Tournament Director, evidence of any Players eligibility.

6.1.2

A Playing Member who is a Playing Member of one or more Clubs in different Centres or Centre Districts shall only represent and play in this competition for one Centre in any season and that is the Centre they played for first in such competition.

6.1.3

Bowls New Zealand may, upon written application to the Chief Executive, in case of a Playing Members change of residence, or for some other reason deemed to be reasonable in the circumstances, grant a Playing Member special or general dispensation to play in another Centre or Centre District in any “Season”.

6.1.4

As a condition of entry into this Tournament all Players must acknowledge and agree to be bound by and comply with the Laws of the Sport of Bowls, and the Code of Conduct as set out in Bowls New Zealand Regulation 10.

6.1.5

By completing and registering an entry form players and centres agree to be bound by and accept this Regulation including these eligibility requirements.

6.2

Notification of Entry

6.2.1

Centres must notify Bowls New Zealand of their intention to enter the Tournament by 31 st July in each year.


6.3

Event Format (a)

Bowls New Zealand will provide a scrambled draw for the National Finals.

(b)

All games will be played under the traditional format as below: 1) Singles: 25 Shots up or Time Limit 2¾ Hours 2) Pairs: 18 Ends or Time Limit of 2 ¾ Hours 3) Fours: 15 Ends or Time Limit of 2 ¾ Hours

(c)

The time signals for each game shall be as follows: The commencement of play and the expiry of time shall be signalled by the Umpire by a bell or some other means clearly audible to the players concerned. Where the time limit is not common to all games on any green, the Umpire shall notify the opponents or skips in individual games when the time limit has expired. If in a time limit game the jack has been delivered before the time signal the end continues and if it is subsequently made dead it should be replayed until it is completed. Ends made dead shall be replayed in accordance with Law 31 of the Laws of the Sport.

6.3.1

(d)

In all games three points will be awarded for each game won. One point will be awarded for each game drawn. Where match points are equal, the winner will be the side with the highest net total of shots.

(e)

If the match points and the net total of shots are equal the side with the lowest “total shots against” will be the winner.

Alterations to the Format & Length of Games (a)

The Controlling Body reserves the right to alter the format, times of play and greens to suit local unforeseen circumstances, giving as much notice as practical.

(b)

Where a programme is interrupted or cannot be completed due to inclement weather or local conditions, the Controlling Body may amend the format and length of games to achieve a result.

Restricting the Movement of Players In time limit games as per this Regulation, the movement of players during play shall be restricted as specified in Appendix A. A.4 - Laws of the Sport Crystal Mark Third Edition as follows: (a)

After delivering their first bowl, players will only be allowed to walk up to the head under the following circumstances.

the Leads: after delivery of their third bowl; and the Skips; after delivery of their second and third bowls

the Leads: after the second player in their team has delivered their second bowl the Seconds: after delivery of their second bowl the Thirds: after delivery of their second bowl the Skips: after delivery of each of their bowls.

(b)

In exceptional and limited circumstances, a Singles player can ask the Marker for permission to walk up to the head, or a Skip can ask that a player walks up to the head earlier than described in Law A.4.1.

(c)

If a player does not meet the requirements of Law A.4.1, Law 35 of the Laws of the Sport shall apply.

Managers or Coaches (a)

Managers or Coaches must contact the Tournament Director on arrival at the Event.

(b)

It shall be permissible for any Coach to advise player(s) in their side during the course of the Event in accordance with Law 57 of the Laws of the Sport.

7.

TRIAL ENDS

7.1

Pursuant to Law 5.1 of the Laws of the Sport trial ends will be allowed before competition commences each day.

7.2

Should players be required to change greens during the day an extra set of trial ends will be allowed.

8.

SUBSTITUTES

8.1

Substitutes and changes to original team members will be allowed in terms of Bowls New Zealand Regulation Clause 7.

9.

FOOTWEAR & CLOTHING

9.1

Shoes or sandals may be worn by players when playing on a bowling green. All footwear must be flat soled and heel-less. Soles may be of a non-slip material with a slightly abrasive surface.

9.2

Any Player with a physical disability may use an appropriate support, wheelchair or bowling aid, provided that the same is so made that its use causes no damage to the green.


9.3

For any Tournament other than a Club Tournament, players in Singles and members of Teams or Sides must wear garments of the same colour/design as determined by the Tournament Controlling Body. This means all members of a Team or Side wearing the same trouser/shorts as well as shirts/tops. Any garment may have logos displayed, but the Controlling Body may impose conditions relating to sponsors logos to ensure there is no conflict with a Tournament Sponsor.

9.4

Failure to comply with clause 9.3 will result in the offending Team or Side being defaulted for each round until they comply with clause 8.3.

10.

SMOKING AND ALCOHOL

10.1

Subject to any further restrictions in specific Conditions of Play, the following smoking and alcohol policies apply: (a)

There shall be no smoking anywhere in a Club house or on the greens at a National Event. Smoking may only occur in designated smoking areas.

(b)

The drinking of alcohol at a National Event is restricted to the Club house at each venue in accordance with the Club’s licence. Drinking outside of the Club house including on the greens is strictly prohibited.

11.

OFFICIALS

11.1

The Tournament Director shall appoint the Chief Umpire after consultation with the Chair of the Bowls NZ Umpires Committee. All Umpires must be Level 2 or above.

11.2

The Chief Umpire will also be responsible for the appointment of Markers.

12.

JURY OF APPEAL

12.1

A Jury of Appeal shall be appointed for the purpose of deciding upon any points not provided in the conditions of play and/or for dealing with any referrals or appeals from decisions made by Umpires and/or the Controlling Body. In the event of a referral or appeal such referrals or appeals shall be referred to Regulation 10.

13.

PRIZES

13.1

All Sides attending the National Finals shall receive a Bowls NZ Certificate and the winning men’s and women’s sides will receive a Bowls NZ badge.
