E mihi ana ki a koutou kua eke ki te taumata teitei, nau mai haere mai On behalf of Bowls New Zealand it is my pleasure to welcome to Hamilton all the finalists in the National 2-4-2 Mixed Pairs and the National Club Championships. The 2-4-2 Mixed Pairs Championship is unique in that it is the only mixed event on the Bowls New Zealand national event calendar. This championship, and the National Club Championship Singles, Pairs, Triples and Fours began at Centre level throughout the country with the winners of the centre playoffs in each discipline qualifying for the National Finals. I congratulate all those players for reaching the finals and look forward to some highly competitive matches. Thank you to Bowls Waikato, Stadium Bowling Club and Claudelands Bowling Club for hosting these national finals. Hosting of a series of finals over 10 days places heavy demands on the Club, its members and volunteers, its greens and greens staff, and its general club facilities. Thank you for your commitment Stadium. Thank you also to the markers, umpires, recorders and other officials whose contributions are such a large part of the tournament. To all the players: good luck, represent your clubs with pride, play hard but fair, and enjoy the camaraderie and competition. And on completion travel safely home and enjoy the rest of your season.

NATIONAL 2-4-2 MIXED PAIRS FINAL CONDITIONS OF PLAY 1.

STATUS

1.1

These Conditions of Play are supplementary to Bowls New Zealand Regulation 10 – National Events.

1.2

These Conditions of Play are also made in accordance with Law 55.3 of the Laws of the Sport, which permits Bowls New Zealand as a Controlling Body to establish conditions of play to cover certain aspects of the sport. These Conditions of Play set out the conditions of play for the National 2-4-2 Mixed Pairs Championship and apply to all players, Clubs and Centres participating in this Event. These Conditions of Play do not apply to International Competition which must be played strictly in accordance with the Laws of the Sport.

1.3

These Conditions of Play have been developed and issued by the Bowls New Zealand Chief Executive in accordance with Regulation 10 – National Events.

2.

NAME, DATES, and VENUES

2.1

The name of the Event is: Bowls New Zealand National 2-4-2 Mixed Pairs Championship

2.2

DATES: Wednesday 13th April – Thursday 14th April 2016.

2.3

All Clubs and Centres must refer to the Event by this name, or any other name notified by Bowls NZ in the event of an appointment or change of name and/or sponsor for the Event.

VENUE: Stadium Bowling Club and Claudelands Bowling Club, Hamilton

3.

CONTROLLING BODY

3.1

The Controlling Body will be Bowls New Zealand.

3.2

Tournament Director: Bowls New Zealand Tournament Director.

4.

DEFINITIONS

4.1

The words and phrases used in these Conditions of Play shall have the same meaning as defined in Regulation 10 – National Events and the Constitution of Bowls New Zealand, unless otherwise 5


specified in these Conditions of Play. For avoidance of doubt, the conventions used in the Laws of the Sport shall not apply to these Conditions of Play unless expressly stated. Bowls New Zealand Tournament Director means the person appointed by Bowls New Zealand for the National Finals on such terms and conditions as Bowls New Zealand determines. Event means the Bowls New Zealand National 2-4-2 Mixed Pairs. Laws of the Sport means the World Bowls Laws of the Sport of Bowls (Crystal Mark Third Edition) and includes the domestic regulations of Bowls New Zealand. Open Tournament means a competition, tournament or event for the game of Bowls which is open for entry to any member of any Club or Centre. Season is the period of competition for the game of Bowls which for the purposes of these Conditions of Play shall commence on 1st July and end on 30th June the following year. 5.

ENTRY

5.1

Entries and Rules of Play

5.2

(a)

Competitions shall commence at Centre level and Centres must hold a Centre Qualifying Competition for this Event. Entries will comprise players from the same Centre but not necessarily from the same Club.

(b)

The winner or the best performed host Centre team or individual in each discipline will progress to the National Finals. If the winners in any discipline are unable to attend the National Finals, then the runner up team will be permitted to take their place. Once the teams has been notified to Bowls NZ Bowls New Zealand Domestic Regulation Clause 7 in respect of substitutes and replacements will come into effect and Bowls New Zealand must be notified as soon as possible of any such requests for substitutes or replacements.

(c)

Existing Centre competitions can be used as a Centre Qualifying Competition for the Event but where entries are accepted from outside the Centre, these must be excluded when finding the best performed team from the Centre to go to the National Finals.

Entry Fee An entry fee of $70 per team is payable for each Centre entered. This money must be paid to Bowls NZ by 30th September 2015. The details of teams (attached as Appendix A) must be completed by the Centre and returned to Bowls NZ no later than 28th February, 2016 together with the completed Code of Conduct. This date must be strictly adhered to.

The draw will be completed after all entry fees are paid. Entries will be drawn into sections of four and a round robin of three games will be played in each section

(b)

Each end requires a player to deliver four bowls.

(c)

The team Skip is to be recorded at point of entry, or before commencement of play.

Dead Ends A “Dead End� to be replayed using the same player sequence.

(a)

Where the score is tied after the required number of ends are completed and a winner is to be determined the following player sequence will be used: ii)

If the last completed end is an even numbered end the player sequence as for first end.

ii)

If the last completed end is an odd numbered end the player sequence as for second end.

Format of Play (a)

Games will be of sixteen ends or 2他 hours.

(b)

In section play all games to be played to the finish within the designated time limit irrespective of the score. In the event of a TIE in any game NO extra ends will be played.

(c)

The following time signals shall apply: The commencement of play and the expiry of time shall be signalled by the Umpire by a bell or some other means clearly audible to the players concerned. Where the time limit is not common to all games on any green, the Umpire shall notify the opponents or Skips in individual games when the time limit has expired. If in a time limit game the jack has been delivered before the time signal the end continues and if it is subsequently made dead it should be replayed until it is completed.

(d)

Ends made dead shall be replayed in accordance with Law 20 of the Laws of the Sport.

(e)

Absentee Players: If, 15 minutes after the scheduled start time for a game, one or more players are absent from a team, the defaulting team will forfeit the game to their opponents

Determining a Winner In all qualifying games, three points will be awarded for each game won. One point will be awarded for each game drawn.

Where match points are equal the winner will be the player/team with the highest Net Total of Shots. If the match points and the net total of shots are equal the player/team with the “lowest shots against” shall be the winner. In all post section games Law 28 of the Laws of the Sport will apply. If the scores are equal when all ends have been played or the time limit has been reached, then an extra end should be played to decide the winner. 6.

TRIAL ENDS

6.1

Pursuant to Law 5.1 of the Laws of the Sport trial ends will be allowed before competition commences each day. Should players be required to change greens during the day an extra set of trial ends will be allowed.

6.2

6.3

Alterations to the Format & Length of Games

(a)

The Controlling Body reserves the right to alter the format, times of play and greens to suit local unforeseen circumstances, giving as much notice as practical.

(b)

Where a programme is interrupted or cannot be completed due to inclement weather or local conditions, the Controlling Body may amend the format and length of games to achieve a result.

Restricting the Movement of Players (a)

In time limit games, the movement of players during play shall be restricted as specified in Appendix A A.4 – Laws of the Sport.

(b)

After delivering their first bowl, players will only be allowed to walk up to the head under the following circumstances. ●

Pairs Games (each player playing four bowls):

i)

the leads: after delivery of their second and third bowl; and 9


ii) the skips; after delivery of their third and fourth bowl (c)

6.4

If a player does not meet the terms of this law, then the provisions of Law 13 of the Laws of the Sport shall apply.

Defaults If a team defaults their score will be recorded as a loss. The non-offending team will be awarded a win and the average net total of shots scored by the winning teams in the same round of the same section

7.

SUBSTITUTES

7.1

Substitutes and changes to original team members will be allowed in terms of Bowls New Zealand Domestic Regulation Clause 7.

8.

FOOTWEAR & CLOTHING

8.1

Shoes or sandals may be worn by players when playing on a bowling green. All footwear must be flat soled and heel-less. Soles may be of a non-slip material with a slightly abrasive surface.

8.2

Any Player with a physical disability may use an appropriate support, wheelchair or bowling aid, provided that the same is so made that its use causes no damage to the green.

8.3

For any Tournament other than a Club Tournament, players in Singles and members of Teams or Sides must wear garments of the same colour/design as determined by the Tournament Controlling Body. This means all members of a Team or Side wearing the same trouser/shorts as well as shirts/tops. Any garment may have logos displayed, but the Controlling Body may impose conditions relating to sponsors logos to ensure there is no conflict with a Tournament Sponsor.

8.4

Failure to comply with clause 9.3 will result in the offending Team or Side being defaulted for each round until they comply with clause 9.3.

9.

PRIZES

9.1

The winners of National Finals will get a Bowls New Zealand badge and all semi- finalists will get a Bowls New Zealand certificate.

10.

TRAVEL, ACCOMMODATION & MEALS

10.1

All travel and accommodation costs for the National Finals will be the responsibility of all participants.

10.2

Each Player/Coach/Official is responsible for ensuring that the hotel/motel account has been carefully checked and all costs are correct and have been settled in full.

10.3

All meals are player’s responsibility.

11.

SMOKING AND ALCOHOL

11.1

Subject to any further restrictions in specific Conditions of Play, the following smoking and alcohol policies apply: (a)

There shall be no smoking anywhere in a Club house or on the greens at a National Event. Smoking may only occur in designated smoking areas.

(b)

The drinking of alcohol at a National Event is restricted to the Club house at each venue in accordance with the Club’s licence. Drinking outside of the Club house including on the greens is strictly prohibited.

12.

OFFICIALS

12.1

The Tournament Director shall appoint the Chief Umpire after consultation with the Chair of the Bowls NZ Umpires Committee. All Umpires must be Level 2 or above.

13.

JURY OF APPEAL

13.1

A Jury of Appeal shall be appointed for the purpose of deciding upon any points not provided in the conditions of play and/or for dealing with any referrals or appeals from decisions made by Umpires and/or the Controlling Body. In the event of a referral or appeal such referrals or appeals shall be referred to Regulation 10.

Existing Centre competitions, including Champion of Champion events can be used as a Centre Qualifying Competition but entries accepted from outside of the Centre must be excluded when finding the best performed team or individual from the Centre to go to the National Finals.

(e)

Entry fees for Centre Qualifying Competitions are to be set by each Centre. If a Centre decides to contribute to the expenses of teams attending National Finals then they must take this into consideration when setting entry fees.

Where a programme is interrupted or cannot be completed due to inclement weather or local conditions, the Controlling Body may amend the format and length of games to achieve a result.

Defaults If a player or team defaults their score will be recorded as a loss. The non-offending player or team will be awarded a win and the average net total of shots scored by the winning player or team in the same round of the same section

7.4

Restricting the Movement of Players 1)

In time limit games, the movement of players during play shall be restricted as specified in Appendix A A.4 – Laws of the Sport.

After delivering their first bowl, players will only be allowed to walk up to the head under the following circumstances.

Singles Game: The opponents: after delivery of their third and fourth bowls.

Pairs Games (each player playing three bowls): a) b)

the leads: after delivery of their third bowl; and the skips; after delivery of their second and third bowls

In exceptional and limited circumstances, a Singles Player can ask the Marker for permission to walk up to the head, or a skip can ask that a player walks up to the head earlier than described in Appendix A4 of the Laws of the Sport.

If a player does not meet the terms of this law, then the provisions of Law 13 of the Laws of the Sport shall apply.

21.

SUBSTITUTES

21.1

Substitutes and changes to original team members will be allowed in terms of Bowls New Zealand Domestic Regulation Clause 7.

22.

FOOTWEAR & CLOTHING

22.1

Shoes or sandals may be worn by players when playing on a bowling green. All footwear must be flat soled and heel-less. Soles may be of a non-slip material with a slightly abrasive surface.

22.2

Any Player with a physical disability may use an appropriate support, wheelchair or bowling aid, provided that the same is so made that its use causes no damage to the green.

22.3

For any Tournament other than a Club Tournament, players in Singles and members of Teams or Sides must wear garments of the same colour/design as determined by the Tournament Controlling Body. Any garment may have logos displayed, but the Controlling Body may impose conditions relating to sponsors logos to ensure there is no conflict with a Tournament Sponsor.

23.

SMOKING AND ALCOHOL

23.1

Subject to any further restrictions in specific Conditions of Play, the following smoking and alcohol policies apply: (a)

There shall be no smoking anywhere in a Club house or on the greens at a National Event. Smoking may only occur in designated smoking areas.

(b)

The drinking of alcohol at a National Event is restricted to the Club house at each venue in accordance with the Club’s licence. Drinking outside of the Club house including on the greens is strictly prohibited.

24.

OFFICIALS

24.1

The Tournament Director shall appoint the Chief Umpire after consultation with the Chair of the Bowls NZ Umpires Committee. All Umpires must be Level 2 or above.

24.2

The Chief Umpire will also be responsible for the appointment of Markers.

25.

JURY OF APPEAL A Jury of Appeal shall be appointed for the purpose of deciding upon any points not provided in the conditions of play and/or for dealing with any referrals or appeals from decisions made by Umpires and/or the Controlling Body. In the event of a referral or appeal such referrals or appeals shall be referred to Regulation 10.

26.

PRIZES All semi-finalists will receive Bowls NZ Certificates and the winners in both Men’s and Women’s events will receive Bowls NZ badges.
