WELCOME Kia Ora On behalf of Bowls New Zealand I welcome you all to the 2015 Mixed Pairs and National Club Championships being held this year in Tauranga. A huge thank you must go to the Bay of Plenty Centre for hosting this event. For those competing in this most prestigious event, I know you are all looking forward to meeting up again in what promises to be a tremendous celebration of bowls both on and off the greens. Like all major tournaments this would not be possible without the support of many people. To those volunteers, we thank you sincerely for the amazing job we know you will do for the bowlers over the next 10 days. Our family of Bowls New Zealand sponsors including TOWER, Onu and Heartland Bank we again thank you for your great ongoing support. Please enjoy not only the competition but also the social side of bowls and everything that the Bay has to offer. We hope that you enjoy the facilities, continue to play well at this higher level of competition, and enjoy the opportunities provided for mixing socially. Our thanks goes to Bowls Tauranga South for hosting these events. As we all know events such as these require a huge commitment of time and effort by volunteers, who ask for nothing more in return than positive acknowledgement of their efforts. CONDITIONS OF PLAY 1.

STATUS

1.1

These Conditions of Play are supplementary to Bowls New Zealand Regulation 10 – National Events.

1.2

These Conditions of Play are also made in accordance with Law 57.1 of the Laws of the Sport, which permits Bowls New Zealand as a Controlling Body to establish conditions of play to cover certain aspects of the sport. These Conditions of Play set out the conditions of play for the Bowls New Zealand National 2-4-2 Mixed Pairs Championships and the Bowls New Zealand National Club Championship Singles, Pairs, Triple and Fours Competition Events and applies to all players, Clubs and Centre’s participating in the Event. These Conditions of Play do not apply to International Competition which must be played strictly in accordance with the Laws of the Sport.

1.3

These Conditions of Play have been developed and issued by the Bowls New Zealand Chief Executive in accordance with Regulation 10 – National Events.

2.

NAME, DATES, and VENUES

2.1

The name of the Event is: Bowls New Zealand National 2-4-2 Mixed Pairs Championships

DEFINITIONS

4.1

The words and phrases used in these Conditions of Play shall have the same meaning as defined in Regulation 10 – National Events and the Constitution of Bowls New Zealand, unless otherwise specified in these Conditions of Play. For avoidance of doubt, the conventions used in the Laws of the Sport shall not apply to these Conditions of Play unless expressly stated.

Thursday 16th April – Friday 17th April, 2015

Bowls New Zealand Tournament Director means the person appointed by Bowls New Zealand for the National Finals on such terms and conditions as Bowls New Zealand determines. Event means the Bowls New Zealand National Club Championship Singles, Pairs, Triples and Fours. Laws of the Sport means the World Bowls Laws of the Sport of Bowls (Crystal Mark Third Edition) and includes the domestic regulations of Bowls New Zealand. Open Tournament means a competition, tournament or event for the game of Bowls which is open for entry to any member of any Club or Centre.

Season is the period of competition for the game of Bowls which for the purposes of these Conditions of Play shall commence on 1st July and end on 30th June the following year.

5.

ENTRY Entries & Entry Fees (a)

Each Centre must hold a Centre Qualifying Competition for this Event.

(b)

For the National 2-4-2 Mixed Pairs Championships entries must comprise players from the same Centre but not necessarily form the same Club

(c)

For the National Club Championships entries must comprise of players from the same Club.

(d)

The winner or the best performed host Centre team or individual in each discipline will progress to the Regional Playoffs. However, they must confirm before they enter the relevant Regional Playoffs that should they win, they will compete in the National Finals. If the winners in any discipline are unable to attend the Regional Playoffs, then Bowls New Zealand Regulation 4 in respect of substitutes and replacements will come into effect and the Bowls New Zealand Tournament Director must be notified immediately of any such requests for substitutes or replacements.

(e)

Existing Centre competitions may be used for the National 2-4-2 Mixed Pairs Championships, and for National Club Championships may include Champion-ofChampion events as a Centre Qualifying Competition but entries accepted from outside of the Centre must be excluded when finding the best performed team or individual from the Centre to go to the Regional Playoffs.

(f)

The Centre will collect an entry fee of $1.50 (Including GST) per player on behalf of Bowls New Zealand at all Centre Qualifying Competitions. The Centre will add the Bowls New Zealand entry fee to their Centre entry fee. The Centre will send Bowls New Zealand the Bowls New Zealand entry fee they have collected on behalf of Bowls New Zealand no later than 10 days after the Centre event was held.

(g)

This means each Singles player will pay $1.50, Pair’s team will pay $3, Triples team will pay $4.50 and the Fours team will pay $6 as their Bowls New Zealand entry fee along with a schedule of the entry numbers in each discipline

(h)

Entry fees for Centre Qualifying Competitions are to be set by the Centres within a Region. If a Centre decides to contribute to the expenses of teams attending Regional Playoffs then they must take this into consideration when setting entry fees.

6.

TRIAL ENDS

6.1

Pursuant to Law 5.1 of the Laws of the Sport trial ends will be allowed before competition commences each day.

6.2

Should players be required to change greens during the day an extra set of trial ends will be allowed

7. (a)

PLAYING FORMAT – National 2-4-2 Mixed Pairs Championship i.

Each end requires a player to deliver four bowls.

ii.

The team Skip is to be recorded at point of entry, or before commencement of play.

7.1 (a)

iii.

In all games three points will be awarded for each game won. One point will be awarded for each game drawn. Where match points are equal, the winner will be the side with the highest net total of shots.

iv.

If the match points and the net total of shots are equal the side with the “lowest shots against’ will be the winner.

Play continues for the number of completed ends as required above.

Dead Ends A “Dead End” to be replayed using the same player sequence.

7.3 (a)

Extra End i.

ii.

Where the score is tied after the required number of ends are completed and a winner is to be determined the following player sequence will be used: 1)

If the last completed end is an even numbered end the player sequence as for first end.

2)

If the last completed end is an odd numbered end the player sequence as for second end.

Games will be of sixteen ends or 2¾ hours.

iii.

7.4 (a) i.

In section play all games to be played to the finish within the designated time limit irrespective of the score. In the event of a TIE in any game NO extra ends will be played.

Restricting the Movement of Players In time limit games, the movement of players during play shall be restricted as specified in Appendix A A.4 – Laws of the Sport After delivering their first bowl, players will only be allowed to walk up to the head under the following circumstances. Pairs Games (each player playing four bowls): a) b)

ii.

the leads: after delivery of their third and fourth bowl; and the skips: after delivery of their third and fourth bowls

If a player does not meet the terms of this law, then the provisions of Law 13 of the Laws of the Sport shall apply.

7. (b)

PLAYING FORMAT – National Club Championships (Applicable for both Men and Women)

7.1 (b)

The time signals for each game shall be as follows: The commencement of play and the expiry of time shall be signalled by the Technical Official/Umpire by a bell or some other means clearly audible to the players concerned. Where the time limit is not common to all games on any green, the Technical Official/Umpire shall notify the opponents or Skips in individual games when the time limit has expired. 1) If in a time limit game the jack has been delivered before the time signal the end continues and if it is subsequently made dead it should be replayed until it is completed. 2) Ends made dead shall be replayed in accordance with Law 20 of the Laws of the Sport. ii.

In all games three points will be awarded for each game won. One point will be awarded for each game drawn. Where match points are equal, the winner will be the side with the highest net total of shots.

iii.

If the match points and the net total of shots are equal the side with the lowest “total shots against” will be the winner.

7.2 (b)

Alterations to the Format & Length of Games

i.

The Controlling Body reserves the right to alter the format, times of play and greens to suit local unforeseen circumstances, giving as much notice as practical.

ii.

Where a programme is interrupted or cannot be completed due to inclement weather or local conditions, the Controlling Body may amend the format and length of games to achieve a result.

7.3 (b) i.

Restricting the Movement of Players In time limit games, the movement of players during play shall be restricted as specified in Appendix A A.4 – Laws of the Sport. After delivering their first bowl, players will only be allowed to walk up to the head under the following circumstances. ●

Singles Game: The opponents: after delivery of their third and fourth bowls

Triples Games (each player playing two bowls): a) the leads after delivery of their second bowl b) the seconds after delivery of their second bowl and c) the skips after delivery of each of their bowls

Fours Game: a) the leads: after the second player in their team has delivered their second bowl b) the seconds: after delivery of their second bowl c) the thirds: after delivery of their second bowl and d) the skips: after delivery of each of their bowls

ii.

In exceptional and limited circumstances, a Singles Player can ask the Marker for permission to walk up to the head, or a skip can ask that a player walks up to the head earlier than described in Appendix A4 of the Laws of the Sport

iii.

If a player does not meet the terms of this law, then the provisions of Law 13 of the Laws of the Sport shall apply.

iv.

8.

SUBSTITUTES

8.1

Substitutes and changes to original team members will be allowed in terms of Bowls New Zealand Regulation 4.

9.

FOOTWEAR & CLOTHING

9.1

Shoes or sandals may be worn by players when playing on a bowling green. All footwear must be flat soled and heel-less. Soles may be of a non-slip material with a slightly abrasive surface.

9.2 Any Player with a physical disability may use an appropriate support, wheelchair or bowling aid, provided that the same is so made that its use causes no damage to the green. 9.3 For any Tournament other than a Club Tournament, players in Singles and members of Teams or Sides must wear garments of the same colour/design as determined by the Tournament Controlling Body. This means all members of a Team or Side wearing the same colour trousers/shorts as well as shirts/tops. Any garment may have logos displayed, but the Controlling Body may impose conditions relating to sponsors logos to ensure there is no conflict with a Tournament Sponsor. 9.4 Failure to comply with clause 9.3 will result in the offending Team or Side being defaulted for each round until they comply with clause 9.3.

10. SMOKING AND ALCOHOL Subject to any further restrictions in specific Conditions of Play, the following smoking and alcohol policies apply: There shall be no smoking anywhere in a Club house or on the greens at a National Event. Smoking may only occur in designated smoking areas. The drinking of alcohol at a National Event is restricted to the Club house at each venue in accordance with the Club’s licence. Drinking outside of the Club house including on the greens is strictly prohibited.

11. OFFICIALS The Tournament Director shall appoint the Chief Technical Official/Umpire after consultation with the Chair of the Bowls NZ Umpires Committee. All Technical Official/Umpires must be Level 2 or above. The Chief Technical Official/Umpire will also be responsible for the appointment of Markers who should be Level 2 Technical Officials/Umpires or above.

12. JURY OF APPEAL A Jury of Appeal has been appointed for the purpose of deciding upon any points not provided in the conditions of play and/or for dealing with any referrals or appeals from decisions made by Umpires and /or the Controlling Body. In the event of a referral or appeal such referrals or appeals shall be referred to Regulation 10).

13. PRIZES Winners in both events will receive Bowls NZ badges and certificates. All finalists attending the National Finals for both events will receive Bowls NZ Certificates – these will be forwarded to the respective Centres for presentation at an appropriate time.
