WELCOME MESSAGE Tenei te mihi atu ki a koutou, kia kitea ko wai ka toa. On behalf of Bowls New Zealand it is my pleasure to welcome to Dunedin all the finalists in the National 2-4-2 Mixed Pairs and the National Club Championships. The 2-4-2 Mixed Pairs Championship is unique in that it is the only mixed event on the Bowls New Zealand national event calendar. This championship, and the National Club Championship Singles, Pairs, Triples and Fours began at Club level throughout the country and progressed though Centre level, with the winners of the Centre playoffs in each discipline qualifying for the National Finals. I congratulate all those players for reaching the finals and look forward to some highly competitive matches. Thank you to Bowls Dunedin, Taieri Bowling Club (HQ) and North East Valley Bowling Club for hosting these national finals of what is the only true club event on the national programme. Hosting of a series of finals over 10 days places heavy demands on the Clubs, its members and volunteers, its greens and greens staff, and its general club facilities. Thank you for your commitment Taieri and North East Valley Bowling Clubs. Thank you also to the markers, umpires, recorders and other officials whose contributions are such a large part of the tournament. To all the players: good luck, represent your clubs with pride, play hard but fair, and enjoy the camaraderie and competition. And on completion travel safely home and enjoy the rest of your season. 2-4-2 MIXED PAIRS CONDITIONS OF PLAY

1. STATUS 1.1

These Conditions of Play are supplementary to Bowls New Zealand Regulation 10 – National Events. (http://bit.ly/29xm5Sy)

1.2

These Conditions of Play are also made in accordance with Law 55.3 of the Laws of the Sport, which permits Bowls New Zealand as a Controlling Body to establish conditions of play to cover certain aspects of the sport. These Conditions of Play set out the conditions of play for the National 2-4-2 Mixed Pairs Championship and apply to all players, Clubs and Centres participating in this Event. These Conditions of Play do not apply to International Competition which must be played strictly in accordance with the Laws of the Sport.

1.3

These Conditions of Play have been developed and issued by the Bowls New Zealand Chief Executive in accordance with Regulation 10 – National Events.

2.

NAME, DATES, and VENUES

2.1

The name of the Event is:

Bowls New Zealand National 2-4-2 Mixed Pairs Championship

2.2

DATES: Tuesday 7th - Wednesday 8th March, 2017.

2.3

All Clubs and Centres must refer to the Event by this name, or any other name notified by Bowls NZ in the event of an appointment or change of name and/or sponsor for the Event.

2.4

VENUE: Clubs within Dunedin Centre

3.

CONTROLLING BODY

3.1

The Controlling Body will be Bowls New Zealand.

3.2

Tournament Director: Bowls New Zealand Tournament Director.

4. DEFINITIONS 4.1

The words and phrases used in these Conditions of Play shall have the same meaning as defined in Regulation 10 – National Events and the Constitution of Bowls New Zealand, un less otherwise specified in these Conditions of Play. For avoidance of doubt, the conventions used in the Laws of the Sport shall not apply to these Conditions of Play unless expressly stated.

Bowls New Zealand Tournament Director means the person appointed by Bowls New Zealand for the National Finals on such terms and conditions as Bowls New Zealand determines.

Event means the Bowls New Zealand National 2-4-2 Mixed Pairs Championship.

Laws of the Sport means the World Bowls Laws of the Sport of Bowls (Crystal Mark Third Edition) and includes the domestic regulations of Bowls New Zealand.


Open Tournament means a competition, tournament or event for the game of Bowls which is open for entry to any member of any Club or Centre.

Season is the period of competition for the game of Bowls which for the purposes of these Conditions of Play shall commence on 1st July and end on 30th June the following year.

5. ENTRY 5.1

Entries and Rules of Play

(a)

Competitions shall commence at Centre level and Centres must hold a Centre Qualifying Competition for this Event. Entries will comprise players from the same Centre but not necessarily from the same Club.

(b)

The winner or the best performed host Centre team or individual in each discipline will progress to the National Finals. If the winners in any discipline are unable to attend the National Finals, then the runner up team will be permitted to take their place. Once the teams has been notified to Bowls NZ Bowls New Zealand Domestic Regulation Clause 7 in respect of substitutes and replacements will come into effect and Bowls New Zealand must be notified as soon as possible of any such requests for substitutes or replacements.

(c)

Existing Centre competitions can be used as a Centre Qualifying Competition for the Event but where entries are accepted from outside the Centre, these must be excluded when finding the best performed team from the Centre to go to the National Finals.

5.2

Entry Fee

Centre must advise Bowls NZ by 31st December, 2016 of their intention to enter this event.

An entry fee of $70 (inc GST) per team is payable for each Centre entered by 20th January, 2017 and Bowls NZ will issue an invoice.

The details of teams (attached as Appendix A) must be completed by the Centre and returned to Bowls NZ no later than 20th January, 2017 together with the completed Code of Conduct. This date must be strictly adhered to.

5.3

Playing Format

(a)

The draw will be completed after all entry fees are paid. Entries will be drawn into f our sections and a round robin of three games will be played in each section

(b)

Each end requires a player to deliver four bowls.

(c)

The team Skip is to be recorded at point of entry, or before commencement of play.

5.4

5.5

Dead Ends

5.6

Extra End

Play continues for the number of completed ends as required above.

A “Dead End� is to be replayed using the same player sequence.

(a)

Where the score is tied after the required number of ends are completed and a winner is to be determined the following player sequence will be used:

i)

If the last completed end is an even numbered end the player sequence as for first end.

ii) If the last completed end is an odd numbered end the player sequence as for second end. 5.7

Format of Play

(a)

Games will be of sixteen ends or 1 hour 30 minutes.

(b) In section play all games to be played to the finish within the designated time limit irrespective of the score. In the event of a TIE in any game NO extra ends will be played.

(c)

The following time signals shall apply: The commencement of play and the expiry of time shall be signalled by the Umpire by a bell or some other means clearly audible to the players concerned. Where the


time limit is not common to all games on any green, the Umpire shall notify the opponents or Skips in individual games when the time limit has expired.

If in a time limit game the jack has been delivered before the time signal the end continues and if it is subsequently made dead it should be replayed until it is completed. (d) Ends made dead shall be replayed in accordance with Law 20 of the Laws of the Sport. (e) Absentee Players:

If, 15 minutes after the scheduled start time for a game, one or more players are absent from a team, the defaulting team will forfeit the game to their opponents

5.8

Determining a Winner

(a)

In all qualifying games, three points will be awarded for each game won. One point will be awarded for each game drawn.

(b)

Where match points are equal the winner will be the player/team with the highest Net Total of Shots.

(c)

If the match points and the net total of shots are equal the player/team with the “lowest shots against� shall be the winner.

(d) (e)

The top two placed sides in each section will progress through to post section. In all post section games Law 28 of the Laws of the Sport will apply. If the scores are equal when all ends have been played or the time limit has been reached, then an extra end should be played to decide the winner.

There will be no time limit on the final game.

(f) 5.9

Alterations to the Format & Length of Games

(a)

The Controlling Body reserves the right to alter the format, times of play and greens to suit local unforeseen circumstances, giving as much notice as practical.

(b)

Where a programme is interrupted or cannot be completed due to inclement weather or local conditions, the Controlling Body may amend the format and length of games to achieve a result.

5.10 Restricting the Movement of Players (a)

In time limit games, the movement of players during play shall be restricted as speci fied in Appendix A A.4 – Laws of the Sport.

(b)

After delivering their first bowl, players will only be allowed to walk up to the head under the following circumstances.

the leads: after delivery of their second bowl; the two: after delivery of their third and fourth bowl; and the skips; after delivery of their first and second bowl

(c)

In exceptional and limited circumstances, a Skip can ask that a player walks up to the head earlier than described in 5.10 (b)

(d)

If a player does not meet the terms of this law, then the provisions of Law 13 of the Laws of the Sport shall apply.

5.11 Defaults

If a team defaults their score will be recorded as a loss. The non-offending team will be awarded a win and the average net total of shots scored by the winning teams in the same round on the same green

6.

TRIAL ENDS

6.1

Pursuant to Law 5.1 of the Laws of the Sport trial ends will be allowed before competition commences each day.

Should players be required to change greens during the day an extra set of trial ends will be allowed. 7. SUBSTITUTES 7.1

Substitutes and changes to original team members will be allowed in terms of Bowls New Zealand Domestic Regulation Clause 7.

8.

FOOTWEAR & CLOTHING

8.1 Shoes or sandals may be worn by players when playing on a bowling green. All footwear must be flat soled and heel-less. Soles may be of a non-slip material with a slightly abrasive surface.

8.2 8.3

Any Player with a physical disability may use an appropriate support, wheelchair or bowling aid, provided that the same is so made that its use causes no damage to the green.

8.4

Failure to comply with clause 9.3 will result in the offending Team or Side being defaulted for each round until they comply with clause 9.3.

For any Tournament other than a Club Tournament, players in Singles and members of Teams or Sides must wear garments of the same colour/design as determined by the Tournament Controlling Body. This means all members of a Team or Side wearing the same trouser/shorts as well as shirts/tops. Any garment may have logos displayed, but the Con trolling Body may impose conditions relating to sponsors logos to ensure there is no conflict with a Tournament Sponsor.


9.

TRAVEL, ACCOMMODATION & MEALS

9.1 All travel and accommodation costs for the National Finals will be the responsibility of all ` participants. 9.2 9.3

Each Player/Coach/Official is responsible for ensuring that the hotel/motel account has been carefully checked and all costs are correct and have been settled in full. All meals will be the responsibility of all participants.

10. SMOKING AND ALCOHOL 10.1 Subject to any further restrictions in specific Conditions of Play, the following smoking and alcohol policies apply: (a) There shall be no smoking anywhere in a Club house or on the greens at a National Event. Smoking may only occur in designated smoking areas. (b)

The drinking of alcohol at a National Event is restricted to the Club house at each venue in accordance with the Club’s licence. Drinking outside of the Club house including on the greens is strictly prohibited.

11. OFFICIALS 11.1 The Tournament Director shall appoint the Chief Umpire after consultation with the Chair of the Bowls NZ Umpires Committee. All Umpires must be Level 2 or above. 12. JURY OF APPEAL 12.1

A Jury of Appeal shall be appointed by the Bowls NZ CEO for the purpose of deciding upon any points not provided in the conditions of play and/or for dealing with any referrals or appeals from decisions made by Technical Officials (Law 43.2.6 of the Laws of the Sport and Rule 14.4 of Regulation 10).

13. CERTIFICATES AND BADGES 13.1 The winners of National Finals will receive a Bowls New Zealand badge and all semi- finalists will receive a Bowls New Zealand certificate.

Once the teams have been notified to Bowls NZ then Bowls New Zealand Domestic Regulation Clause 7 in respect of substitutes and replacements will come into effect and the Bowls New Zealand Tournament Director must be notified immediately of any such requests for substitutes or replacements.

(d)

Existing Centre competitions, including Champion of Champion events can be used as a Centre Qualifying Competition but entries accepted from outside of the Centre must be excluded when finding the best performed team or individual from the Centre to go to the National Finals.

(e)

Entry fees for Centre Qualifying Competitions are to be set by each Centre. If a Centre decides to contribute to the expenses of teams attending National Finals then they must take this into consideration when setting entry fees.

5.2

Entry Fee

Centres must advise Bowls NZ by 31st December, 2016 of their intention to enter these events

An entry fee of $70 (inc GST) per team is payable for each Centre entered. This money must be paid to Bowls NZ by 20th January, 2017 and Bowls NZ will issue an invoice. The details of teams (attached as Appendix A) must be completed by the Centre and re turned to Bowls NZ no later than 20th January, 2017 together with the completed Code of Conduct. This date must be strictly adhered to.

6.

PLAYING FORMAT (Applicable for both Men and Women)

6.1

Event Format

The draw will be completed after all entry fees are paid. Entries will be drawn into sections of four and a round robin of three games will be played in each section.

6.2

Playing Format

(a)

The commencement of play and the expiry of time shall be signalled by the Umpire by a bell or some other means clearly audible to the players concerned. Where the time limit is not common to all games on any green, the Umpire shall notify the opponents or Skips in individual games when the time limit has expired.

i) If in a time limit game the jack has been delivered before the time signal the end continues and if it is subsequently made dead it should be replayed until it is completed. ii) Ends made dead shall be replayed in accordance with Law 20 of the Laws of the Sport. (c) Absentee Players: If, 15 minutes after the scheduled start time for a game, one or more players are absent from a team, the defaulting team will forfeit the game to their opponents (d)

In all qualifying games three points will be awarded for each game won. One point will be awarded for each game drawn. Where match points are equal, the winner will be the side with the highest net total of shots.

(e)

If the match points and the net total of shots are equal the side with the lowest “total shots against” will be the winner.

(f)

If match points, net total of shots, “lowest shots against” are all equal the winner will be the team who won the game when the two teams met.

The winner of each section will progress to post section play.

(g)

(h)

In post section play Law 28 of the Laws of the Sport will apply. If the scores are equal when all ends in a game have been played or the time limit has been reached then an extra end should be played to decide the winner of any game.

There will be no time limit on the final game in each discipline.

(i)

6.3 Alterations to the Format & Length of Games

(a)

The Controlling Body reserves the right to alter the format, times of play and greens to suit local unforeseen circumstances, giving as much notice as practical.

(b)

Where a programme is interrupted or cannot be completed due to inclement weather or local conditions, the Controlling Body may amend the format and length of games to achieve a result.


6.4 Defaults

If a player or team defaults their score will be recorded as a loss. The non-offending player or team will be awarded a win and the average net total of shots scored by the winning player or team in the same round of the same section Restricting the Movement of Players

6.5

In time limit games, the movement of players during play shall be restricted as speci fied in Appendix A .4.1 – Laws of the Sport.

After delivering their first bowl, players will only be allowed to walk up to the head under the following circumstances.

Singles Game:

The opponents: after delivery of their third and fourth bowls. ● Pairs Games (each player playing three bowls):

In exceptional and limited circumstances, a Singles Player can ask the Marker for permission to walk up to the head, or a skip can ask that a player walks up to the head earlier than described in Appendix A.4.1 of the Laws of the Sport.

3)

If a player does not meet the terms of this law, then the provisions of Law 13 of the Laws of the Sport shall apply.

7.

TRIAL ENDS

7.1

Pursuant to Law 5.1 of the Laws of the Sport trial ends will be allowed before competition commences each day.

7.2

Should players be required to change greens during the day an extra set of trial ends will be allowed.

8. SUBSTITUTES 8.1

Substitutes and changes to original team members will be allowed in terms of Bowls New Zealand Domestic Regulation Clause 7.

9.

FOOTWEAR & CLOTHING

9.1 Shoes or sandals may be worn by players when playing on a bowling green. All footwear must be flat soled and heel-less. Soles may be of a non-slip material with a slightly abrasive surface. 9.2

Any Player with a physical disability may use an appropriate support, wheelchair or bowling aid, provided that the same is so made that its use causes no damage to the green.

9.3

For any Tournament other than a Club Tournament, players in Singles and members of Teams or Sides must wear garments of the same colour/design as determined by the Tournament Controlling Body. Any garment may have logos displayed, but the Controlling Body may impose conditions relating to sponsors logos to ensure there is no conflict with a Tournament Sponsor.

10. SMOKING AND ALCOHOL 10.1 Subject to any further restrictions in specific Conditions of Play, the following smoking and alcohol policies apply: (a) There shall be no smoking anywhere in a Club house or on the greens at a National Event. Smoking may only occur in designated smoking areas. (b)

The drinking of alcohol at a National Event is restricted to the Club house at each venue in accordance with the Club’s licence. Drinking outside of the Club house including on the greens is strictly prohibited.

11. OFFICIALS 11.1 The Tournament Director shall appoint the Chief Umpire after consultation with the Chair of the Bowls NZ Umpires Committee. All Umpires must be Level 2 or above. 11.2 The Chief Umpire will also be responsible for the appointment of Markers. 12. JURY OF APPEAL 12.1

A Jury of Appeal shall be appointed by the Bowls NZ CEO for the purpose of deciding upon any points not provided in the conditions of play and/or for dealing with any referrals or appeals from decisions made by Technical Officials (Law 43.2.6 of the Laws of the Sport and Rule 14.4 of Regulation 10).

All semi-finalists will receive Bowls NZ Certificates and the winners in both Men’s and Women’s events will receive Bowls NZ badges.
