Implementation Workbook The Oyate Omniciye | Oglala Lakota Plan describes a bold community vision for the Pine Ridge Reservation. The twelve initiatives elaborate on this vision and outline how it might be achieved. It is through the implementation of these initiatives that the vision is ultimately translated into a reality on the ground.

This Workbook is designed to make the most of opportunities to implement the vision by leveraging investments of time, energy, and resources for the maximum benefit in an integrated way. In the near-term, while the potential is greatest to marshal resources, catalyst projects can improve the trajectory of impacted neighborhoods and begin to spur additional private While the Plan contains high-level guidance for decision investment. Policies Policies are decision making guides for organizations. Policies dictate how and when organizations act. This plan identifies structural changes for how governments and organizations work on our Reservation and defines policies to address major issues.

Programs Recommendations that are marked as programs refer to the creation of a service, support for an existing service that an organization already provides, or the creation of a new organizations whose primary purpose is to provide services to individuals or other organizations.

Programs touch the daily lives of people and organizations and have potential for make a huge impact.

Action Steps: • Inventory the information and function of existing programs related to regional or sustainable planning that may already exist in pieces throughout the Tribe. This could include considerations of what functions would operate more efficiently in a consolidated state. Out of this a preliminary report with recommendations should be produced.

• Inform tribal executive branch, tribal council, and district governments of the process frequently and clearly. This will lead to the necessary dialogue needed by the decisionmakers and future approvals and resolutions needed to establish the new regional planning entity and give it authority.

• Convene a series of the “meeting of the minds” for tribal programs that have major influence over sustainable communities development and/ or regional planning.

• After the local “meeting of the minds” has occurred, set up larger interactions with state, federal or other similar agencies to gather their input on the new direction leading to the regional planning entity.

• Creation of MOUs or MOAs that outlines new, more cooperative understandings and “rules of engagement” between programs whose work effects the Region.

Founded by Jamie Blosser, the collaborative leverages a volunteer resource team together with staff from Enterprise Community Partners and Architecture for Humanity. ○○ The Collaborative works to provide solutions for culturally appropriate, green, and affordable housing on tribal trust land. SNCC works with American Indian communities to develop a road map to sustainable development. Through technical assistance and research of best practices, they can help a community to reduce their impact on the natural world, gain selfsufficiency and provide healthy and affordable housing. SNCC helps to build capacity through building relationships, focusing on core values specific to each place and rooted in the spirit, the community and the land. SNCCs collaborative is a developing network of tribal housing advocates, community designers, and sustainability advocates. ○○ Working with diverse American Indian communities, the Collaborative will work to develop a way to measure success in terms of the different cultural, economic, environmental and social values inherent to each community. The best practices and models developed as part of the

• Indian Housing Block Grant (IHBG) Program ○○ Annual IHBGs are awarded to eligible Indian tribes or their tribally designated housing entities (TDHEs) for a range of affordable housing activities that primarily benefit low-income Indian families living on Indian reservations or in other Indian areas. In terms of dollars appropriated, the IHBG is ONAP’s largest program. Eligible housing activities for the IHBG program include: Indian Housing Assistance, Housing Development, Housing Services, Housing Management Services, Crime Prevention and Safety, Model Activities. ○○ The IHGB program offers flexibility to tribes to design, implement, and administer their own unique housing programs, based on local need. Some of these local programs would not have been eligible activities under the 1937 Housing Act, including down-payment and other mortgage assistance programs, transitional housing, building domestic abuse shelters, and creating revolving loan funds. ○○ OSLH has used IHBG funds for maintenance and modernization of existing units, development of new units, provision of housing services, housing management and crime prevention.

• Indian Community Development Block Grant Program ○○ Funds from this competitive program may be

used for public facilities and improvements, housing activities, public services, economic development, community-based development activities, and planning and administration.

Eligible recipients are federally recognized Indian tribes or their tribally designated housing entity. Recently, OSLH has received ICDBG funding for mold remediation and housing rehabilitation efforts.

• Title VI, Federal Guarantees for Financing Tribal Housing Activities ○○ This program offers recipients of the Indian Housing Block Grant program (tribes and their Tribally Designated Housing Entities) a loan guarantee program that encourages longterm projects and the leveraging of a variety of funding sources. Under Title VI, HUD can guarantee 95 percent of a loan for affordable housing activities. Eligible recipients are Federally recognized Indian tribes or their tribally designated housing entity that use IHBG funds. Borrowers pledge a portion of their current and future IHBG funds as security. This program has provided an incentive for lenders to get involved in the development of tribal housing.

• Section 184 Indian Loan Guarantee Program ○○ This program is a single-family mortgage loan program that provides private financing with a guarantee of 100 percent. Eligible borrowers include Native American and Alaska Native families and individuals, Indian tribes, and tribally designated housing entities. There are no income limits. The loan may be used to purchase, construct, rehabilitate, refinance, or purchase

• Cost: $40 million • Description: ○○ The Thunder Valley Community Development Corporation is in the process of creating a new community on the Pine Ridge Indian Reservation that will provide homes, jobs, community facilities, and infrastructure. This community is being planned by and for Oglala Lakota people, and has included several community meetings, listening sessions, and visioning sessions through a period of years to arrive at the current concept. The site of the future planned community is located ¼ mile north of Sharps Corner, in the Porcupine District. The project is driven by the need for jobs, housing, facilities, and new opportunities that don’t currently exist on the Reservation, and emphasizes the need to create new systems that foster and bolster social change through action and sustainable development. The proposed development is located on fee-simple, deeded land, which will help enable it to secure financing.

resources The Division of Habitat and Resource Conservation Partners for Fish and Wildlife program The Division of Habitat and Resource Conservation Partners for Fish and Wildlife program provides national oversight for a number of Fish and Wildlife service programs. Tribal Wildlife Grants are used to provide technical and financial assistance to Tribes for the development and implementation of programs that benefit fish and wildlife resources and their habitat.

Activities may include, but are not limited to, planning for wildlife and habitat conservation, fish and wildlife conservation and management actions, fish and wildlife related laboratory and field research, natural history studies, habitat mapping, field surveys and population monitoring, habitat preservation, conservation easements, and public education that is relevant to the project.
