factsheet ISSUE 10

Construction Design Management (CDM) regulations update 2007 FOLLOWING THE CONSOLIDATION OF CDM 1994 AND CHSW 1996, A NUMBER OF KEY CHANGES IN TERMS OF DUTYHOLDERS RESPONSIBILITIES HAVE BEEN MADE. THIS FACTSHEET GIVES A BRIEF OVERVIEW AS WELL AS A SUMMARY OF DUTIES UNDER CDM 2007.

What are the CDM Regulations? The construction industry has one of the worst accident records in the country with an average of 60 people killed each year in the UK. The Health and Safety Executive (HSE) estimate that 70% of deaths could be prevented with positive action. The CDM Regulations are intended to reduce accidents on site through planning and proper management. Some parts of the CDM regulations apply to almost every construction project. All but the smallest projects have to be notified to the HSE. The penalties for not complying are severe and are covered by the criminal law. Projects must be notified to the HSE if the construction phase: 1. Will be longer than 30 days; or 2. Will involve more than 500 person days of construction work or 3. The scheme involves demolition
