Parks and Recreation Department Administrator Paula McDevitt The Board of Park Commissioners holds regular meetings the fourth Tuesday of every month, which are open to the public. Meetings begin at 4 p.m. and are held virtually via Zoom. Citizens of Bloomington are invited to visit the Board of Park Commissioners meetings with questions or concerns regarding city parks and recreation programs, events, and facilities. No refunds are provided after the first day of a program. All refunds are subject to a $2 administrative fee. If the $2 charge does not cover costs incurred by the Department, the refund may be pro-rated in addition to the $2 charge. There are no refunds on season passes or punch passes. Full refunds are given for all classes cancelled by Parks and Recreation. Allow four weeks for refund requests to be processed.

Scholarships

Because some residents are unable to participate in our programs due to economic hardship, the Bloomington Parks Foundation provides youth scholarships to offset certain fees and charges. Scholarship applications can be obtained at the Parks and Recreation office, Monday through Friday, 8 a.m.–5 p.m., at any Department facility, or online at bloomington.in.gov/parks. Scholarship applications must be submitted at least two weeks prior to the start of the program for which applying. Proof of income and Monroe County residency is required. Substitution Policy

Parks and Recreation reserves the right to use substitute instructors and alternate facilities when necessary.

1. When you register, mark “yes” in the inclusive service request section. At least two weeks notification prior to the registration deadline for each program is required. Parks and Recreation volunteers provide valuable services to the community by assisting with events and programs in a variety of ways. A Special Event Permit is required to hold a large-scale event in Bloomington’s beautiful city parks. A Special Event Permit is also required to hold a race, walk, run, or other event on the B-Line Trail, Clear Creek Trail, Jackson Creek Trail, or any other trail owned and managed by the Bloomington Parks and Recreation Department. For more information, call Hsiung Marler, Switchyard Park General Manager, at 349-3961. Mobile Stage Rental: Groups may apply to rent Bloomington Parks and Recreation’s mobile stage for performances within the City of Bloomington city limits. A refundable deposit is required. For more information, call Crystal Ritter, Community Events Coordinator, at 349-3962. Hourly Park Permit: Park visitation has surged during the COVID-19 pandemic as people seek safe, accessible outdoor spaces for recreation and wellness. To better accommodate groups who wish to hold classes or programs in City parks, we have updated the Hourly Permit. For fitness/wellness related Hourly Permit requests contact Jess Klein at kleinj@bloomington.in.gov. For all other Hourly Permit requests contact Hsiung Marler at marlerh@bloomington.in.gov. Approval for Alcohol Sales: Groups may request to serve beer and/or wine at an event, once the group has successfully applied for a Special Event Permit. Beer and/or wine ONLY may be served in city-owned parks, trails, and facilities, and ONLY with approval. Noise Permits: Depending on the nature of the special event, a Noise Permit from the City of Bloomington Public Works Department may also be required. Evans-Porter Memorial Library

The Banneker Community Center is proud to host the Evans-Porter Memorial Library. Newly updated and growing, the library offers fiction and nonfiction books for adults, teens, and children. Recent encyclopedias and other reference materials are available to help with homework. A focus on African-American history and culture reflects the library’s location in a historically significant building and neighborhood.

Family Resource Center

Located on the third floor, this is a place where families can gather information, network with others, build a support system, and enjoy their children in a fun, safe space.

Buskirk-Chumley Theater

A 600-seat, historic theater in downtown Bloomington, the theater is currently managed by a private non-profit organization, BCT Management, Inc. The theater is a valued community resource, available for public or private events. For more information, contact the theatre at 812-323-3022 or visit director@buskirkchumley.org.

The Evans-Porter Memorial Library, gym, and third floor are available for reservation. Each room has a different maximum capacity (gym–40; third floor–10; library–5). Reservations are ongoing and are available one month at a time. Visitors must enter through the gym off Elm Street, check in with a staff member, and have a temperature screening before proceeding to the rental space. A limited amount of equipment is available in each space. Reservations are free and can be made online at bloomington.in.gov/banneker. There is a 30-minute break between reservations for cleaning.

Community Gardening The Bloomington Community Gardening Program offers rental plots and beds in Butler Park Community Gardens, Switchyard Park Community Gardens, and Willie Streeter Community Gardens.

All garden plots have been rented for the 2021 summer season. Information regarding rentals for 2022 can be found in our winter–spring program guide, available in December. The course rests on 200 acres of beautiful rolling hills with native trees and natural topography. Named for the natural cascading waterfalls located throughout the golf course property, several waterfalls can be heard, and with a brief walk off the perimeter of several holes, can be seen from the course. Individual or group golf lessons may be scheduled with our on-site golf pro by calling 349-3764. Cascades offers amenities to meet the needs of any golfer. Leagues are offered for all ages and a concession stand. Beer and soft drinks are available for purchase from concessions. Indiana Alcohol & Tobacco Commission regulations prohibits individuals from bringing their own alcoholic beverages onto the golf course. Fairway Improvement Project Cascades Golf Course has, since 2018, undergone a fairway improvement project to replace its Kentucky Bluegrass/rye fairways with Meyer Zoysia. The Ridge Course was the first, with 37,000 square yards of fairway replaced with Zoysia in 2018, followed by an additional 37,500 square yards on the Quarry Course in 2019 and 46,920 square yards on the Pine Course in 2020 to finish the project. Zoysia grass has many advantages over traditional grass mixes: It requires less water to thrive, grows well under drought conditions, requires fewer chemical applications to maintain, and golf balls play more cleanly off Zoysia. The Clubhouse The Clubhouse at Cascades Golf Course boasts a towering ceiling and a room surrounded by floor-to-ceiling windows with views of the driving range, putting green, and rolling hills of Cascades! Overhead doors on the southeast wall can be opened onto the attached patio (47' × 19') in nice weather, expanding the available space for your next gathering. A warming kitchen and restroom are both located inside the Clubhouse. The Clubhouse is available for rent by the hour or by the day. Rent the Clubhouse in conjunction with your golf outing, or as a stand-alone venue. Cascades Golf Course consists of three nine-hole courses, which can be combined to create three separate 18-hole configurations. The Quarry Course is the oldest of the three courses, dating back to 1928. The Quarry Course is a par-35, playing a maximum of 2,995 yards. The Pine Course was constructed in 1931 and is a par-36, playing a maximum of 3,135 yards. The Ridge Course is the newest course, opened in 2000. The Ridge Course is a par-36 which plays a maximum of 3,086 yards.

The PGA Junior League Golf (PGA JLG) highlights the social aspect of the game of golf for boys and girls ages 8–13 yrs. (cannot be age 14 yrs. prior to Aug. 1). PGA JLG features team vs. team competitions, where teams play a scramble format in structured leagues. Each team consists of 10–12 juniors. Cascades Golf Course is filling two teams that will join a league consisting of three to six teams from nearby cities and courses. Matches: Each team has four, two-person teams that play nine-hole matches against another cities and golf courses. Teams accumulate a point for each three-hole segment and the side with the most points from all matches wins. At the end of the season an All Star squad will be formed to compete in the state tournament. Matches will likely be played on weekend afternoons in June and July. There is no organized transportation to or from matches. Each team needs a parent to be the team leader for organizational purposes at the matches. OPEN 5 a.m.–11 p.m. daily Switchyard Park is a 65-acre park located on the city’s south side. The park is a culmination of decades of planning, as both city leaders and residents saw the potential of an abandoned railroad switchyard to become a destination park for people of all ages and abilities. Completed in November 2019, Switchyard Park at the onset required substantial remediation of coal ash and cinders, the result of the property’s historic use as a railroad switchyard. Bloomington citizens had unprecedented input into the creation of the park, and into the selection of park amenities. The park straddles the city’s B-Line Trail, a 3.1-mile former railroad corridor that provides an avenue for transportation to and from the park and surrounding neighborhoods, and for economic development in the form of restaurants, housing, art galleries, and other businesses.

Weather cancellation policy

Operating hours are subject to change based on weather conditions or attendance. For updates, call the Pools Hotline at 349-3741. Portions of the main pool may also close for programs, low attendance, or lifeguard shortages. Classes will be cancelled for thunder, lightning, and extremely cool temperatures, but will meet in the rain. Accessibility: Designated parking is available. Accessible toilet and shower in the men’s and women’s bathhouse. Accessible chair lift for persons needing assistance entering pool. Supervision: All children under age 14 yrs. must be supervised by an adult age 18 yrs. and up at all times. Refund policy: Admission fees and season passes are non-refundable. The pool, or portions of the pool, may close due to lifeguard shortages, low attendance, or threatening weather. No refunds for closings due to emergencies, contamination, or weather conditions. No refunds are provided for swim lessons after the first day of lessons. Fee waivers: Pool fee waiver applications can only be completed at the Parks and Recreation Office in City Hall, Ste. 250.

Swimming lessons will be cancelled for thunder, lightning and extremely cool temperatures, but will meet in the rain. Cancellations will be made up on the Friday following the cancellation for Monday-Thursday lessons. Should more than one lesson per week be cancelled during the session, the additional classes will not be made up. Cancellations will be made up on Saturday, August 7 for Saturday lessons. Should more than one lesson be cancelled during the Saturday session, the additional classes will not be made up. Party Room rental includes tables and chairs. Decorating, setup, and cleanup must be done during the rental time, or additional time can be added. Griffy Lake Nature Preserve Boathouse, 3400 N. Headley Rd.

Scenic woodlands teeming with wild flora and fauna surround the 109-acre Griffy Lake at this 1,220-acre nature preserve. Swimming is prohibited. The Indiana Department of Natural Resources has stocked the lake with bluegill, redear sunfish, largemouth bass, channel catfish, and crappie. Kayak, canoe, and stand up paddleboard rentals are available seasonally at Griffy Lake boathouse. To protect wildlife and visitors, all dogs must remain leashed while in the preserve. Nearby Ferguson Dog Park (4300 N. Stone Mill Rd.) accommodates dogs off-leash. For more information, call 349-3700.

Shelter Rentals and Ballfield Rentals

Shelter House Rentals Shelter house reservations may be made online at bloomington.in.gov/parks/rentals/shelters or in person at the Bloomington Parks and Recreation office, Monday–Friday, from 8 a.m.–5 p.m. Shelters are available for rental April 1 through October 31. Reservations are accepted year round on a first-come, first-served basis.

Bryan Park—Henderson Shelter

$53 weekdays/$56 weekends and holidays This shelter is near Henderson St. and has a grill and water. Maximum 30 people.

Bryan Park—North Shelter

$53 weekdays/$56 weekends and holidays This shelter is located near the north side of the park and has a grill, water, and electrical outlets. Maximum 30 people.

Bryan Park—Woodlawn Group Shelter

Building Trades Park Shelter

$53 weekdays/$56 weekends and holidays Across from IU Health Bloomington on Second St. It is wheelchair accessible, and has a grill. Maximum 30 people.

Lower Cascades Park—Sycamore Shelter

$76 weekdays/$91 weekends and holidays Located in the lower portion of Cascades Park. Bathrooms (open seasonally) are a part of the building, and the shelter has grills, electrical outlets, lights, fireplace, water, drinking fountain, playground access, and a large parking lot. It is wheelchair accessible. Maximum 75 people.

Ballfield Rentals Bryan Park Fields 1 and 2

Youth—Kid City Summer Camps

Kid City presents a modified version of summer day camp! Campers engage in outdoor play and camp-style activities on site at the Allison-Jukebox Community Center. Kid City follows CDC guidelines for child care while providing social interactions and active fun (at an appropriate distance.) Campers stay in small groups called pods and are divided by family instead of age to keep social circles as small as possible.

Youth—Kid City Summer Camps

Is my child ready for camp? In order to support the success and safety of all individuals registered and participating in Kid City summer camps, it is important that participants are indeed “camp ready.” To assist in determining if your child is “camp ready,” the following criteria have been developed: • Participant is able to participate in the camp program independently or with reasonable accommodations. • Participant is age appropriate (ages 5–12 yrs.) Participants may be aged up or down one grade level with director approval. • Participant is able to use the restroom independently or with minimal verbal prompting. • Participant is comfortable with, and able to interact in, a group environment. • Participant interacts and participates in camp in a manner that is physically and emotionally safe for themselves and others. Our camps are inclusive, serving children with and without disabilities. Inclusion services are available for accommodation needs and support options for your child. Reasonable accommodation requests and registration must be made at least two weeks prior to the registration deadline.

B-Town Ballers and Coach Frank are back for another summer of basketball in Bloomington. First Tee of Bloomington

Through the First Tee curriculum, campers learn the fundamentals of the golf swing, as well as techniques for putting, chipping, and the uses of irons and drivers. Golf rules and etiquette are also included in each day’s camp. The First Tee program uses golf to teach important life skills: How to manage emotions, set goals, resolve conflicts, and how to communicate with others. Junior golfers play games, take part in fun competitions, and answer trivia questions about golf rules. There are opportunities to purchase treats from the pro shop snack bar during breaks. Sports and Fitness Get your passport stamped, check in, and earn prizes! May 24–August 1 Pick up your passport, and take it with you to parks, events, programs, and camps. Have a staff member or parent initial the corresponding spot in the passport. Check-ins will be held throughout the summer for you to show us your passport and redeem it for prizes! The more parks, trails, and activities you have checked off, the more prizes you can choose from. Passports can be picked up at various Parks and Recreation facilities, summer camps, and more beginning in May. Not only do you get credit for participating in Bloomington Parks and Recreation programs, but also for play time and exercise like running, swimming, biking, sports, yoga, and games! Get extra credit for healthy activities like trying a new fruit or vegetable, drinking water, or trying a new kind of exercise. All current COVID-19 guidelines and protocols will be implemented to make Passport to Play safe and fun for all this summer. Please be prepared to wear a mask and remain socially distant as part of all Passport programs and check-ins.

Youth Baseball

The Bloomington Junior League Baseball Association (BJLBA, ages 5–12 yrs.) and the Monroe County Senior League Baseball Association (MCSLBA, ages 13–18 yrs.), in partnership with Bloomington Parks and Recreation, announces the opening of baseball league registration for players of all skill levels. Women in Nature Gaining Skills (W.I.N.G.S.) encourages and empowers women through teaching skills needed to partake in outdoor recreation activities in south central Indiana. Each W.I.N.G.S. event features woman-led, hands-on training, with the goal of building a community of women interested in the outdoors. Nature and the Outdoors

Wellness on Water Classes start with a short land lesson reviewing simple safety tips and practical information for success on the water. You will be supported and coached on how to enter and exit the board from the dock, how to paddle from various positions (including kneeling and sitting), how to paddle for power and speed, simple turns and how to return to your board from the water. (Swimming is prohibited, but occasionally someone falls off the board, typically when they are feeling confident and trying more challenging skills). We’ll explore the lake refining our paddling techniques while looking for interesting wildlife from this fun perspective. Did you know that stand-up paddleboarding is gaining attention as a new fitness and activity option for aging adults? Balance, strength, breath-all of these practices come together on the board. We’ll paddle to a quiet spot on the water, refining our paddling technique, looking for interesting wildlife from this fun perspective. Enjoy the longest day of the year from the water. Plan on a quick review of stand up paddle (SUP) safety tips on land and light coaching on the water. It is best if you already know how to paddle or have previously taken one of our SUP classes. We’ll paddle to the middle of the lake, try some light stretching and simple yoga poses if you choose to join in, then settle in for a quiet observation of the beauty around us. The word hatha (lit force, sun) symbolizes a system of physical techniques integrating body, mind, and spirit. This mixed-level Hatha yoga class uses asanas (bodily postures), pranayama (breathing techniques), and dyana (meditation techniques) with the goal of bringing about a healthy body and a clear, peaceful mind. The asanas work to make the spine supple, the core strong and supple and to promote circulation in the organs, glands, and tissues. Yoga Stretch

Adult Sailing

Bloomington Parks and Recreation and the LMSA offer two types of sailing experiences: keel boat and small boat. Keel Boat: No previous sailing experience is required. Instruction includes rigging, sailing and docking keel boats approximately 25' long. This two-day class is appropriate for those with limitations that make handling small boats difficult. Small Boat: This two-day class offers a simple way to get started in sailing! Successful completion qualifies participants to take a one-day US Sailing Certification skills test that, when passed, provides sailors access to LMSA’s fleet of small boats. USA Softball rules apply with local modifications as stated in the Adult Softball League Handbook. The Adult Softball League Handbook and other valuable information can be found at bloomington.in.gov/softball.

Co-Rec, Men’s, and Women’s leagues: $675 for 10 games Check weather cancellation updates by calling 349-3610 ext. 1. Games are played at Twin Lakes Sports Park. Rain makeups may be played on Monday. Parks and Recreation Program Waiver Statement The undersigned is the adult program participant, or is the parent or legal guardian of the program participant. The undersigned hereby states that s/he understands the activities that will take place in this program, and that the program participant is physically and mentally able to participate in this program. The undersigned recognizes, as with any activity, there is risk of injury. In the event that the program participant sustains an injury in the course of the program, and the Bloomington Parks and Recreation Department is unable to contact the appropriate person(s) to obtain consent for treatment, the Department and/or its employees or volunteers are authorized to take reasonable steps to obtain appropriate medical treatment. The program participant and/or his/her parent or legal guardian shall be responsible for the cost of such treatment. The undersigned now releases the City of Bloomington, the Bloomington Parks and Recreation Department, its employees, agents, and assigns, from any claims including, but not limited to, personal injuries or damage to property caused by or having any relation to this activity. It is understood that the release applies to any present or future injuries and that it binds the undersigned, undersigned’s spouse, heirs, executors and administrators. The Program Participant may be photographed and videotaped while participating in Parks and Recreation activities and while attending Parks and Recreation events, and consent is given for the reproduction of such photos or videos for advertising and publicity. Assumption of the Risk and Waiver of Liability Relating to Coronavirus/COVID-19 The novel coronavirus, COVID-19, has been declared a worldwide pandemic by the World Health Organization. COVID-19 is highly contagious and is believed to spread mainly from person-to-person contact. Bloomington Parks and Recreation Department has put in place preventative measures to reduce the spread of COVID-19; however, the Department cannot guarantee that the program participant, or the program participant’s household members will not become infected with COVID-19. Further, attending the program could increase the risk of the program participant, or the program participant’s household members of contracting COVID-19. By signing this agreement, the undersigned acknowledges the contagious nature of COVID-19 and voluntarily assumes the risk that the program participant, or other members of the program participant’s household may be exposed to or infected by COVID-19 as a result of attending the program and that such exposure or infection may result in personal injury, illness, permanent disability, and death. The undersigned also acknowledges and understands that all of the risks of COVID-19 are not known and that the risk of becoming exposed to or infected by COVID-19 at the program may result from the actions, omissions, or negligence of the program participant and others, including, but not limited to, Bloomington Parks and Recreation employees, volunteers, and other program participants and their families. The undersigned voluntarily agrees to assume all of the foregoing risks, known and unknown, and accept sole responsibility for any injury or loss to the program participant, and other members of the program participant’s household. The undersigned hereby waives, releases, discharges, and agrees to hold harmless, indemnify, and not sue Bloomington Parks and Recreations Department, its employees, agents, officers, directors, affiliates, members, volunteers, and representatives (collectively, “Releasees”), of and from any and all claims, liabilities, actions, damages, costs or expenses of any kind arising out of or relating thereto. The undersigned further agrees that this release includes any Claims based on the actions, omissions, or negligence of the Releasees, whether such claim arises before, during, or after participation in any Parks and Recreation program.
