The Board of Park Commissioners holds regular meetings the fourth Tuesday of every month, which are open to the public. Meetings begin at 4 p.m. in City Hall, located at 401 N. Morton St. Citizens of Bloomington are invited to visit the Board of Park Commissioners meetings with questions or concerns regarding city parks and recreation programs, events, and facilities. Photo policy

Parks and Recreation staff may videotape or take photos of participants in programs and at special events or of people in parks or on park properties. These photos may be used in future program guides, brochures, fliers or other materials used to promote Parks and Recreation.

Please recycle this guide. This guide is printed with soy-based ink on 30 percent post-consumer recycled paper.


No refunds are provided after the first day of a program. All refunds are subject to a $2 administrative fee. If the $2 charge does not cover costs incurred by the Department, the refund may be pro-rated in addition to the $2 charge. There are no refunds on season passes or punch passes. Full refunds are given for all classes cancelled by Parks and Recreation. Allow four weeks for refund requests to be processed.

Scholarships

Because some residents are unable to participate in our programs due to economic hardship, the Bloomington Parks Foundation provides youth scholarships to offset certain fees and charges. Scholarship applications can be obtained at the Parks and Recreation office, Monday through Friday, 8 a.m.–5 p.m., at any Department facility, or online at bloomington.in.gov/parks. Scholarship applications must be submitted at least two weeks prior to the start of the program for which applying. Proof of income and Monroe County residency is required. Space is Limited—Register Early!

Most programs have limited space available as well as registration deadlines. After the registration deadline please call for space availability. Register online at bloomington.in.gov/parks, or by sending in the enrollment form in this guide, or in person from 8 a.m.–5 p.m. at the Parks and Recreation office, 401 N. Morton St., Ste. 250.

Substitution Policy

Parks and Recreation reserves the right to use substitute instructors and alternate facilities when necessary.

How to request reasonable accommodation:

1. When you register, mark “yes” in the inclusive service request section. At least two weeks notification prior to the registration deadline for each program is required. In some cases reasonable accommodation may take longer. 2. Request and complete an inclusion questionnaire. 3. Inclusive Recreation Coordinator will contact participant to establish an individualized inclusion plan. For more information about Special Olympics Indiana—Monroe County, see page 38.

Parks and Recreation volunteers provide valuable services to the community by assisting in many events and programs in a variety of ways. There are many opportunities for individuals and groups to choose from. See pages 40–41 for more information.

A Special Event Permit is required to hold a large-scale event in Bloomington’s beautiful city parks. A Special Event Permit is also required to hold a race, walk, run, or other event on the B-Line Trail, Clear Creek Trail, Jackson Creek Trail, or any other trail owned and managed by the Bloomington Parks and Recreation Department. For more information, call Crystal Ritter, Community Events Coordinator, at 349-3725. Mobile Stage Rental: Groups may apply to rent Bloomington Parks and Recreation’s mobile stage for big performances within the City of Bloomington city limits. A refundable deposit is required. Fitness Permits: Instructors of fitness classes or personal trainers who charge clients a fee for their activities must obtain a permit to hold fitness classes in city parks. For more information, contact Health and Wellness Coordinator Jess Klein at 349-3771. Approval for Alcohol Sales: Groups may request to serve beer and/or wine at an event, once the group has successfully applied for a Special Event Permit. Beer and/or wine ONLY may be served in city-owned parks, trails, and facilities, and ONLY with approval. Noise Permits: Depending on the nature of the special event, a Noise Permit from the City of Bloomington Public Works Department may also be required. Evans-Porter Memorial Library

Hours: Monday–Friday, 9 a.m.–7 p.m. The Banneker Community Center is proud to host the Evans-Porter Memorial Library. Newly updated and growing, the library offers fiction and nonfiction books for adults, teens, and children. Recent encyclopedias and other reference materials are available to help with homework. A focus on African-American history and culture reflects the library’s location in a historically significant building and neighborhood.

Family Resource Center

May 27–July 26: Monday–Friday, 9 a.m.–noon and 5-7 p.m. Located on the third floor, this is a place where families can gather information, network with others, build a support system, and enjoy their children in a fun, safe space.

The Buskirk-Chumley Theater is a 600-seat, historic theater in downtown Bloomington. Beautifully restored by the Bloomington Area Arts Council, the theater is currently managed by a private non-profit organization, BCT Management, Inc. The theater is a valued community resource, available for public or private events. Grow closer to your food! Community Gardening offers a variety of gardening opportunities for individuals, families, groups, and organizations. Services provided in the gardens include the initial preparation of the garden area, water sources, maintained paths, composting facilities, fencing, the advice of program staff, and the Garden Beet newsletter. Communal tools are available for use at scheduled times during the week. Gardeners with disabilities or other limitations will find gardening support, including accessible raised beds. Both gardens have plenty of conveniently located parking and are accessible by Bloomington Transit bus routes. Plots are available for use starting in mid-April. Some plots at Willie Streeter, including raised beds, and all plots at Butler Park allow for year-round use. How to Register: Garden plots are available to rent throughout the season or until all plots are rented. To ensure gardening opportunities are available to all members of the Bloomington community, financial assistance is available for those in need to help cover garden plot rental fees. Butler Park Community Gardens

Located in Rev. Ernest D. Butler Park at the intersection of West Ninth and North Fairview Streets, the Butler Park Community Gardens enable gardeners to learn and practice the techniques of organic gardening in rented plots. The garden includes 50 organic in-ground plots available in two sizes and three raised beds for rent. Willie Streeter Community Gardens Located on South Highland Avenue near the YMCA, Willie Streeter Community Gardens are the Community Gardening program’s oldest and largest gardens. Individual or group golf lessons may be scheduled with our on-site golf pro by calling 349-3764. Cascades offers amenities to meet the needs of any golfer. Leagues are offered for all ages. Beer and soft drinks are available for purchase from concessions. Indiana Alcohol & Tobacco Commission regulations prohibit individuals from bringing their own alcoholic beverages onto the golf course.

Cascades Golf Course consists of three nine-hole courses, which can be combined to create three separate 18-hole configurations. The Quarry Course is the oldest of the three courses, dating back to 1928. The Quarry Course is a par-35, playing a maximum of 2,995 yards. The Pine Course was constructed in 1931 and is a par-36, playing a maximum of 3,135 yards. The Ridge Course is the newest course, opened in 2000. The Ridge Course is a par-36 which plays a maximum of 3,086 yards.

Junior Golf Clinic

Cascades Golf Course staff gives youngsters the background they need to enjoy the game of golf throughout their lives! Our two-hour clinic introduces the fundamentals, such as putting and chipping, and uses of irons and drivers. PGA Junior League

The PGA Junior League Golf (PGA JLG) highlights the social aspect of the game of golf for boys and girls ages 8-13 yrs. (cannot be age 14 yrs. prior to Aug. 1). PGA JLG features team vs. team competitions, where teams play a scramble format in structured leagues. Each team consists of 10-12 juniors. Cascades Golf Course is filling two teams that will join a league consisting of three to six teams from nearby cities and courses. Matches: Each team has four, two-person teams that play nine-hole matches against another cities and golf courses. Teams accumulate a point for each three-hole segment and the side with the most points from all matches wins. At the end of the season an All Star squad will be formed to compete in the state tournament. Matches will likely be played on weekend afternoons in June and July. There is no organized transportation to or from matches. Each team needs a parent to be the team leader for organizational purposes at the matches. Weather cancellation policy

In case of inclement weather, the Pools Hotline will be updated with the status of aquatic classes and pool hours. Classes will be cancelled for thunder, lightning, and extremely cool temperatures, but will meet in the rain.

Accessibility: Accessible toilet and shower in the men’s and women’s bathhouse. Accessible chair lift for persons needing assistance entering pool. Supervision: All children under age 14 yrs. must be supervised by an adult ages 18 yrs. and up at all times. Refund policy: Admission fees and season passes are non-refundable. The pool, or portions of the pool, may close due to lifeguard shortages, low attendance, or threatening weather. No refunds for closings due to emergencies, contamination, or weather conditions. No refunds are provided for swim lessons after the first day of lessons.

These classes are for students of all fitness levels. Many of the poses are seated, supine or prone and are held with muscles relaxed for several minutes to target the connective tissues of the lower back, hips, and hamstrings. There is a focus on the breath, being present in the moment, relieving tension and letting go. Attendees may choose to participate either on floating mats in the pool, or on yoga mats on the pool deck. Intensity level: moderate.

Reserve a 12' × 12' party tent and table in the concessions area at Bryan Park Pool for a group or family gathering. Rental rates are $25/hour, subject to availability on a first-come, first-served basis. To reserve the party tent at Bryan Park Pool, email pricec@bloomington.in.gov.

Weather cancellation policy

In case of inclement weather, the Pools Hotline will be updated with the status of aquatic classes. Classes will be cancelled for thunder, lightning, and extremely cool temperatures, but will meet in the rain.

Keep your child safe in the water with group swim lessons. Cancellations will be made up on the Friday following the cancellation for Monday–Thursday lessons. Should more than one lesson per week be cancelled during the session, the additional classes will not be made up. Cancellations will be made up on Saturday, August 4 for Saturday lessons. Should more than one lesson be cancelled during the Saturday session, the additional classes will not be made up. Swim lesson registration does not include admission to the pool prior to or after the lesson. Patrons wishing to swim outside of the lesson time must pay the daily admission fee.

Griffy Lake Nature Preserve Boathouse, 3300 N. Headley Rd.

Scenic woodlands teeming with wild flora and fauna surround the 109-acre Griffy Lake at this 1,200-acre nature preserve. Swimming is prohibited. The Indiana Department of Natural Resources has stocked the lake with bluegill, redear sunfish, largemouth bass, channel catfish, and crappie. Rowboat, kayak, canoe, and stand up paddleboard rentals are available seasonally at the Griffy Lake boathouse. To protect wildlife and visitors, all dogs must remain leashed while in the preserve. Nearby Ferguson Dog Park accommodates dogs off-leash. For more information, call 349-3700. Ballfield Rentals

Shelter house reservations may be made in person at the Bloomington Parks and Recreation office, Monday– Friday, from 8 a.m.–5 p.m. Shelter reservations may also be made online. Shelters are available for rental April 1 through October 31. Reservations are accepted year round on a first-come, first-served basis.

Bryan Park Fields 1 and 2

Bryan Park ballfield 3 is available for rent seven days a week for baseball or softball practices. The field is unlighted and rents for $10/hr. Bryan Park—Henderson Shelter

This shelter is near Henderson St. and houses 25–30 people. The shelter has a grill and water.

This shelter is located near the north side of the park. It houses approximately 25–30 people and has a grill, water, and electrical outlets.

Bryan Park—Woodlawn Group Shelter $66 weekdays/$81 weekends and holidays

This shelter is near Woodlawn Ave. It houses approximately 120 people, is wheelchair accessible, and has grills, electrical outlets, lights, and water.

Building Trades Park Shelter

$53 weekdays/$56 weekends and holidays

Across from IU Health Bloomington on Second St., this shelter houses 25–30 people. It is wheelchair accessible, and has a grill.

Lower Cascades Park—Sycamore Shelter $76 weekdays/$91 weekends and holidays

Located in the lower portion of Cascades Park, this shelter houses approximately 75 people. Bathrooms (open seasonally) are a part of the building, and the shelter has grills, electrical outlets, lights, fireplace, water, drinking fountain, playground access, and a large parking lot. It is wheelchair accessible.

Lower Cascades Park—Waterfall Shelter $66 weekdays/$81 weekends and holidays

This shelter houses approximately 75 people. It has electrical outlets, lights, a fireplace, playground access, grills, drinking fountain, and a volleyball court nearby.

Olcott Park—Young Pavilion

$66 weekdays/$81 weekends and holidays

This round pavilion can accommodate 50–75 people. It is wheelchair accessible, has picnic tables, a group grill, and electrical outlets.

This accessible shelter can accommodate 100–120 people. An accessible playground is nearby, with adult and children’s picnic tables, electrical outlets, lights, two grills, and a drinking fountain located at the shelter.

Join us at the largest Farmers’ Market in Indiana every Saturday morning, April–November, where you can find fresh, locally grown produce and much more! The Bloomington Community Farmers’ Market is a treasure trove of farm products including fruits, vegetables, flowers, meats and cheeses, as well as annual and perennial plants. Don’t forget about the prepared food area where vendors rustle up a variety of tasty treats for your enjoyment. Shop, socialize, and help support our community’s farmers. Keep your eye out for special events throughout the season! The Farmers’ Market is smoke free. Restrooms and an ATM are available in City Hall during Market hours. Pets are not permitted on the paved area of Showers Common (where farm vendors display their goods) nor in the Market B-Line Café area.

Farmers’ Market Advisory Council

The Farmers’ Market Advisory Council consists of nine members representing Market customers and vendors. The Council acts in an advisory capacity to the Board of Park Commissioners and Market staff on policy matters relating to the Farmers’ Market. Meetings are usually held at 5:30 p.m. the third Monday of each month in the Parks and Recreation conference room, Suite 250 in City Hall and are open to the public. Use your Hoosier Works Electronic Benefits Transfer (EBT) card to exchange Supplemental Nutrition Assistance Program (SNAP) benefits for Market Bucks. We double the value of your EBT/SNAP purchase at both Saturday and Tuesday Markets. Spend up to $18 with your EBT card and get up to $36 of fresh food per visit. The Market Bucks are available in $3 increments inside City Hall during Market hours. Roving Naturalist

Visit one of our naturalists at the Bloomington Community Farmers’ Market on the first and third Saturdays of each month of the Market season. We cover a variety of topics and have information and activities for all ages. Stop by to ask a question, observe a critter, or gather information. Our Roving Naturalists are also available for private natural resource programs.

Make your weekdays as fresh and tasty as your weekends! The Tuesday Market offers a second chance to stock up on your favorite farm-grown foods. Stop by on your way home from work to enjoy local produce as well as live music, with free parking in the Showers Common after 5 p.m. The Tuesday Market is located next to Bloomingfoods Near West Side at the intersection of Sixth and Madison Streets.

Saturday, August 3  10 a.m.  Showers Plaza  For all ages. Summer’s sun is still blazing, and we’re about to kick up the heat with Bloomington’s 31st annual Salsa Contest. Entries for the city’s best homemade salsa will be evaluated by a panel of expert judges. Take part in the food showdown of the year, and revel in the abundance of locally grown ingredients and the culinary craftsmanship of the salsa creations.

 To enter the contest:

Starting on June 1, purchase your entry packet for $5 at Bloomingfoods East (3220 E. Third St.) or Bloomingfoods Near West Side (316 W. Sixth St.) Entry packets must be returned to Bloomingfoods East or West no later than 8 p.m. Friday, August 2. Entry packets include:  an entry form with space to include your recipe  a recipe card  two 16 oz. containers for salsa  a bag to place them in. Judging takes place at the Bloomington Community Farmers’ Market at 10 a.m. Saturday, August 3. First, second, and third place prizes are awarded in each of the categories.

 Even if you don’t enter, plan on joining the fun.

You’ll have a chance to taste the contest salsas (while supplies last) as well as some salsas made by Bivi’s Tamales. There will be a salsa-making demonstration by a chef from Upland Brewing Company at 10:15 a.m.

Contest rules: Salsas should be entirely handmade with fresh ingredients; no additives, preservatives, artificial flavors, or processed sauces allowed. Twenty entries in each of the three categories (tomato-based raw, tomato-based cooked and specialty) are accepted on a first-come, first-served basis. All the ingredients in raw salsa must be completely uncooked (no smoking, braising, roasting, etc.) Specialty salsas may include tomatoes, but not as a main ingredient. Judges and their family members are not eligible to participate. Limit of one entry per category per person. Winners will be announced at the event around 11 a.m.

Living Roots Farm and Sustainable Living Center is a 75-acre diversified chemical-free farm that annually produces more than 80,000 pounds of produce, 10,000 pounds of pastured meat, and 55,000 free-range eggs. It’s a “live-in farm” where most of the staff live in off-the-grid cabins on the farm. Housing on the farm includes an earthen dome, a $500 tiny house, and an Earthship-inspired passive solar house. The farm also operates a CSA, an Organic Farm School, has workshops for the general public, and teaches healing arts. The evening culminates in a “Farm to Fork” dinner prepared with local food by local chefs from Sazon and Oona.

Junk in the Trunk vendor spaces are $20 per space for indoor spaces, and $15 per space for outdoor spaces. Outdoor spaces are located in ice arena’s south parking lot. Vendor space reservations will be accepted through August 15, or until all spaces are filled.

Drool in the Pool 15th Annual

The dog days of summer are not over yet! Mills Pool is closed for humans, but is open for two more days of swimming for your canine friends. The first evening features dog paddling fun and lots of tennis balls and other toys. The second evening is filled with a variety of entertaining contests and more swimming and playing. Various pet-related businesses and organizations will be on hand during the second night only. Dog guards are on duty to supervise any dogs gone wild. Both the shallow play area and the main pool are open for all dogs to enjoy; the deep end is closed.

All leashed, non-aggressive, well-behaved dogs are welcome. Humans are not allowed in the pool during Drool in the Pool. Help us keep the water clean. Prior to the event engage your dog in a high-energy activity to avoid feces in the water. Dogs are required to be at least six months of age. No retractable leads. We reserve the right to dismiss any dog for unruly activity and/or aggressive behavior.

OWNERS MUST PROVIDE WRITTEN PROOF FROM A VETERINARIAN SHOWING THEIR DOG’S CURRENT RABIES VACCINATION TO ATTEND. Indiana law requires that the rabies vaccination tag be worn at all times. All dogs will be checked on site by City of Bloomington Animal Control. Dogs without written proof of current rabies vaccination will not be allowed in the event. First Tee of Bloomington

Through the First Tee curriculum, campers learn the fundamentals of the golf swing, as well as techniques for putting, chipping, and the uses of irons and drivers. Spend the entire summer cruising on your bicycle after this Bloomington Bikes Month class. Our camp staff are enthusiastic, well-trained adults. All staff are CPR and First Aid certified and adhere to the highest professional standards set forth by the American Camp Association and the Bloomington Parks and Recreation Department.

Parents are responsible for transporting their child/ren to and from camp each day. Once at camp, city buses and passenger vans are used to transport campers to and from field trips that are not within walking distance. Only trained, licensed drivers transport campers.

Please bring: a sack lunch and water bottle, a swimsuit and towel, and any special sunscreen, bug spray or medications. We recommend providing your camper with a durable backpack to carry these items. Do not bring money, toys, or cell phones.

College for Kids!

Ivy Tech Community College—Bloomington is teaming up with Bloomington Parks and Recreation’s Kid City summer camp to bring three unique week-long camps to participants ages 11–14 yrs. Ivy Tech offers fun college-style classes in the morning and then Kid City staff transport the campers for an afternoon of games, field trips, or swimming. Campers enjoy a variety of program choices. Ivy Arts for Kids

Create works of art in both 2-D and 3-D with media such as paint, pencil, and ceramics when you combine a session of Ivy Arts for Kids with active and engaging recreation opportunities at Kid City! Camps meet Monday through Friday for two weeks. Cost includes all programming and materials at Ivy Tech John Waldron Arts Center, transportation to Kid City, and an afternoon snack. Youth in grades 5–7 want a different kind of camp experience, and they get it in Kid City Quest! Quest campers are actively engaged in activities separate from younger Kid City Original campers. Space is dedicated to Questers, where they can hang out with friends and be themselves. Camp offers a break from technology, replacing it with participation in the community. Kid City Quest also keeps campers involved in traditional camp favorites such as swimming, crafts, library time, games and field trips! Staff-to-camper ratio is 1:10.*

At Kid City Original a new experience awaits every day! Campers explore the world around them with field trips and special events. Daily programs give campers the chance to try specialized activities in the areas of nature and the outdoors, sports and games, and arts and media. Many of the poses are seated, supine or prone and are held with muscles relaxed for several minutes to target the connective tissues of the lower back, hips, and hamstrings. Sailing Lessons at Lake Monroe Sailing Association, 7600 S. Shields Ridge Rd.

Adult Sailing

Bloomington Parks and Recreation and the LMSA offer two types of sailing experiences: keel boat and small boat. Keel Boat: No previous sailing experience is required. Instruction includes rigging, sailing and docking keel boats approximately 25' long. This two-day class is appropriate for those with limitations that make handling small boats difficult. Small Boat: This two-day class offers a simple and inexpensive way to get started in sailing. Successful completion qualifies participants to register and pay for a one-day U.S. Sailing certification skills test that, when passed, provides sailors access to LMSA’s community sailing program fleet of small boats. Private small boat sailing lessons are also available.

Environmental Stewardship Opportunities “First Saturdays” Series—Invasive Plant NEW! Awareness Days May 4, June 1, July 6, August 3, September 7, October 5, November 2

Our brand-new “First Saturdays” are monthly volunteer opportunities to learn about invasive plant species affecting Bloomington’s local ecosystem, how to properly remove and dispose of them, and to put that knowledge into action. Duties: Help control invasive plant species in our natural areas during this monthly work day. Work with experts in the field to create a healthier native plant habitat. Volunteer shift(s): 1–4 p.m. Training: On-site training provided. Location: Varies by month. Contact Sarah Owen at parksvol@bloomington.in.gov or 349-3700 for more information. Am I a City of Bloomington Resident? A resident is any person who resides within the City’s corporate limits. Do you pay Bloomington property taxes? Do you have a City of Bloomington trash pickup service? If you can answer “yes” to both of these questions, then you are a “City of Bloomington Resident.” If you are in an apartment and unsure if the property is “in-city” we can verify by checking your address. Even if your mailing address is “Bloomington,” it does not necessarily mean you are a City resident. Please call the City of Bloomington Parks and Recreation office at 349-3700 if you have residency questions. Fees and Charges City of Bloomington Parks and Recreation is a City of Bloomington department under the administration of the Mayor of Bloomington. City of Bloomington residents, through property taxes, make a significant contribution to the operation of the park system. Non-resident fees are charged so non-resident participants can fairly contribute to overall financing of the park system. Fees are listed separately for City of Bloomington residents and non-city residents. Residency verification may be requested. Waiver Of Liability The City of Bloomington is not responsible for any injuries sustained as a result of participation in any department sponsored activity, or while using departmental facilities. It is recommended that anyone enrolled in a program or using facilities make provisions for adequate coverage within their own insurance plan.

Late Registration Any registrations received after the deadline date may be subject to a late registration fee. Refund Policy No refunds are provided after the first day of a program. All refunds are subject to a $2 fee. If the $2 charge does not cover costs incurred by the department, the refund may be pro-rated in addition to the $2 charge. There are no refunds on season passes. Full refunds are given on all programs cancelled by City of Bloomington Parks and Recreation. Allow four weeks for refund requests to be processed. Registration Procedures Complete the registration form, online or hard copy, making sure all information is current and correct. Parent/guardian information is vital in the event of an emergency. Include all pertinent information, including the program code listed beside the program information. Read and sign the waiver statement located in the lower left area of the registration form. Full payment is required at the time of registration. See above for payment methods. Forms will be processed in the order received. Register early! All forms must be received by the registration deadline. City of Bloomington Parks and Recreation is not responsible for lost or late mail. Registration receipts will be mailed to you.
