The four elementary schools in the West Boundary will continue to by administered by one principal next year as trustees of School District 51 voted in favour of continuing the Four Schools Model for the 2014-2015 school year. The vote took place at their regular general meeting on March 11 in the administration office in Grand Forks. The motion included an increase in administrative time for the vice-principal of the Four School Model from 0.15 full-time equivalent (FTE) to 0.25 FTE because it was found that the position filled by vice-principal Jennifer MacDonald was in need of more time. PRINCIPAL A letter signed by BRIAN FOY board chair Teresa Rezansoff was sent home to the affected elementary school parents. The letter expressed appreciation for the feedback from staff and parents during consultations in the month prior to the vote. “The board recognizes that along with the successes of this model, there were challenges identified and as such has asked district staff to work with the schools’ administration to find the areas that can be addressed which will have the most positive impact on this model.” The next meeting of the school board will be on April 15 at 6 p.m. at the Boundary Learning Centre in Midway.

Wrong turn Just after three on Monday afternoon a truck went off the road just a couple of km east of Rock Creek. The truck came to rest upright in the Kettle River. West Boundary Highway Rescue was equipped and trained and was able to help the two people in the truck to safety.

Two people escaped serious injury after their truck ended up in the Kettle River. On Monday, March 24, 2014 Midway RCMP received a report of a vehicle that had run off the road into the Kettle River approximately 2 kilometres east of Rock Creek. Police, ambulance and West Boundary Highway Rescue units attended and found a full-size pickup truck in the river. One male occupant was on the roof and another female occupant was inside the cab of the truck. The truck was approximately 10 metres from shore in cold, moving water that was approximately one and a half metres deep. Boundary Rescue utilized a rope and harness and sent one person to the truck. They were able to get both people safely to shore and up the steep embankment to a waiting ambulance. The two occupants were transported to the Grand Forks hospital by Emergency Health Services to get checked over. The male driver was issued a violation ticket for Driving Without Due Care and Attention under the Motor Vehicle Act. “The RCMP would like to thank Granton Motors and EHS for the use of their personal flotation devices and life jackets during this rescue,” Corporal Kevin Christensen told the Times. “The RCMP would also like to commend the Boundary rescue unit and especially John Coburn for the great job they did.” According to Coburn, all air bags—front and side—were deployed. “Air bags and seatbelts save lives,” he said.

Watershed plan focus of meeting

“Tonight will be another step on the ladder,” said Area E Rural Director Bill Baird on March 11 as he welcomed more than 40 residents from across the Boundary to a public input session sponsored by the Kettle River Watershed Management Plan Stakeholder Advisory Group. “Sustaining the Flow: managing water supply and demand to support ecosystem health and community needs” was the title of the event. Also on hand for the evening was Grace McGregor, rural director at Christina Lake and board chair of the Regional District of Kootenay Boundary (RDKB), members of the stakeholder advisory group and project coordinator Graham Watt. The meeting, held in Midway, came on the heels of the recent release of the committee’s third discussion paper (Sustaining the Flow). This and earlier discussion papers covering the vision and goals for the watershed as well as another on decision-making and governance, are available online at www.kettleriver.ca. “There are a lot of challenging issues to discuss,” said Watt. “How will our communities prepare for a multi-year drought? What is the role of water storage in providing for human use and keeping fish and other organisms alive in the river? How do we help agricultural producers in improving water conservation and irrigation efficiency? We’ll be looking for your ideas about how to do this right.” McGregor added, “This is the part of the watershed plan that is most important—involving the communities that the plan is meant to support.” The session was focused on water supply and water conservation: how water is used and stored; and what conservation measures could be implemented that would benefit the watershed. Watt said it is expected that the final plan will have recommendations for all levels of government—provincial, regional and local. Watt gave a brief introduction into the watershed plan and an overview of the issues that brought the work together. Adoption of water conservation is of great importance, he said— conserving water is between 10 to 25 per cent of the cost of funding new water supplies such as storage dams. He said planning for low-flow and drought is a priority. “My view and the view of our advisory committee is that provincial regulatory response to low flow hasn’t worked very well,” he

cautioned. “It hasn’t really protected individuals or communities and helped us get ahead of the game.” The meeting was divided into four round table discussion groups, each focusing on a different facet of water supply and conservation: priority uses of water, innovations in water conservation, smart water storage, and planning for drought. The information gathered at the meeting will be used to inform the watershed management plan, due to be released later in draft in late May or June. Watt said there is already a commitment from the regional district for three years of implementation. “Core funding for coordination and a commitment to help locate the money for other projects the stakeholder advisory group would like to see happen. Then it is a work in progress from there, as we use it as a tool to leverage resources for things that we can’t do alone.” Priorities for water allocation had ecosystem health and food production topping the list with domestic use coming in third followed by recreational users and acknowledgement of the historical industrial uses of water in the area. Water use should not compromise water quality nor should water be diverted to other watersheds. “None of this is going to happen unless we have a local authority making these decisions,” cautioned Kathy O’Malley, who acted as reporter for the water use round table. “We need to make sure we have the capacity to make decisions in all of these areas and that we are the ones making the decisions.” Public education was seen as a key by the conservation, storage and drought management round tables. There will be another public input meeting prior to the final draft of the plan being written, on April 15 from 11 a.m. to 3 p.m. in Grand Forks (location to be announced). Green bins extend to Area D REGIONAL DISTRICT OF KOOTENAY BOUNDARY Submitted

The successful Grand Forks kitchen scraps compost curbside collection program will soon expand to include nearby rural residents and become the first rural area in B.C. to receive this type of waste collection service. On Feb. 27, the Board of Directors of the Regional District of Kootenay Boundary gave approval to the concept of expanding garbage and green bin collection service to include all Area D (rural Grand Forks) residents who presently receive the curbside blue bag recycling collection service. Acting Area D Director Roly Russell says that the decision to expand green bin collection to rural residents was an easy one, “Economically, environmentally and socially this is a win for residents on all three bottom lines.”

How about this, if you need a safety fund, then set up a savings account for that purpose, it should pay a “high rate of interest” (ie: Manulife Personal

Advantage Account is 1.55%*) and be totally flexible. This is for money you may need to get your hands on at any time. The next step would be to re-balance your investment portfolios (both RRSP and non-registered) and re-allocate the growth portion of your overall mix to include this inside your TFSA. A great time to perform this is during market downturns to take advantage of the buying opportunities that exist. For example, some investors buying growth investments inside their TFSA since 2009 should have significantly grown their money by the end of 2013. If you are able to do this with $31,000 today and so on, it will make a tremendous impact 10 to 15 years down the road. Today’s market environment is ideal for this strategy. An implementation plan has not been finalized at this point says Solid Waste Program Coordinator Tim Dueck but residents can expect the service to start around October 1, 2014. “Area D residents who now receive bi-weekly blue bag service will get the same weekly green bin and biweekly garbage collection service that city residents receive.” The collected organic material will be brought to the Grand Forks landfill where it will be composted with other yard and garden waste. In 2013 the RDKB landfill in Grand Forks composted a total of 2600 tonnes of organic material—232 tonnes of which was from city resident’s curbside green bin program. New economic partnership formed The Greenwood Board of Trade and the Boundary Country Regional Chamber of Commerce have signed a Memorandum of Understanding that will bring the two organizations together as they work to serve businesses throughout the Boundary. A regional chamber had been on the to-do list of the Boundary Economic Development Committee for a number of years. But there were some hurdles to get over. Chambers of Commerce and Boards of Trade are federally regulated by Industry Canada, and two such organizations are not allowed to operate in the same territory and in 2011 the Boundary had four such organizations registered. The Greenwood Board of Trade had been around since 1899 and Christina Lake had their own very active chamber at the time. Neither group was keen to fold and be absorbed wholesale by the new organization. In contrast Rock Creek’s organization was defunct and existed only on paper. And over in Grand Forks active membership in their chamber had fallen off and businesses in the city were looking for options. So in the winter months of early 2011 business owners from across the Boundary met three times in Greenwood to discuss the possibility of establishing a

region-wide organization. By March of that year a draft of the application to Industry Canada had begun to take shape. To resolve the boundary issues it was proposed that both the Christina Lake Chamber and the BOT write a letter of support for the regional chamber and stating their willingness to share their

Seniors plan building upgrades On March 17, Lorraine Bradford, president of the Midway Senior Citizens Branch #117, came with a delegation and spoke to Midway council about some upgrades they would like to have done at the seniors’ building. *** Councilor Dick Dunsdon, who had attended the previous council meeting via telephone said, had he been present, he would have spoken against turning down the request from minor hockey for the donation of the community hall for their AGM and awards banquet next month. “There are a few people who volunteer and it takes a lot of work to run minor hockey,” said Dunsdon. “We need to keep those people happy. It is the same with any

organization in town—the four or five people, whoever they are, working hard to keep minor hockey going. I would have spoken against that vote.” Councillor Marguerite Rotvold explained she didn’t support the request because a dance to raise funds for minor hockey had been put on but wasn’t well attended by many families with children in minor hockey. Dunsdon made the motion to reconsider but there was no second and his motion died.

The way the world is going They are talking trash at the regional district and they want to draw everyone else into the conversation. They are now in the process of updating the Solid Waste Management Plan. “This is a super important planning document that we hope that lots of people will hear about and start voicing their opinion about,” says Tim Dueck, Solid Waste Management Coordinator for the Regional District Kootenay Boundary. There are links to background information on their website (rdkb.com) now and there will be public meetings whether in Greenwood or Midway sometime in April or May. “At that point lots of ideas will be thrown up in the air and we’ll see what people think about all of these ideas,” Dueck said. According to Dueck, the regional district is tasked with managing landfills and the more control they have over the inputs the better they are at hitting their regulatory targets. “So if we can control our inputs, which is basically a garbage can at the end of your driveway, that is a huge step forward in being able to manage garbage properly.” “It is a regulatory requirement that we get better control of our garbage. This is the way the world is going.” We have to get away from polluting willy-nilly. We can’t keep doing that kind of stuff like we have in the past. Solid waste management plans are super, super important and Dueck says you often see people suddenly get into rooms because their service has changed. Well folks, it’s here right now. It’s the time. Awards Day a celebration Awards Day for Term 2 at elementary schools in Beaverdell, Rock Creek, Midway and Greenwood happened week before last, just in time for spring break. These awards ceremonies are a bit more than your typical grab and grin handshake with a certificate; these assemblies are filled with noise, fun and celebration of achievement. Students can achieve by being on the Honour or Merit Roll, by being a Wild Learner, having a Wild Attitude, being a Wild Home Reader, being a Wild ExtraCurricular, being a Wild Leader or by making Wild Improvements. If a student passes muster and is named on one of those lists, their name is entered to be given a chance to compete in a skill-testing or otherwise fun competition. Winning that gives them their choice of one of three boxes. It makes for a great celebration of achievement—with the emphasis on the fun rather than the prizes. Parents are given an opportunity to volunteer to compete in a Wild Parent challenge too. At the West Boundary assembly, Beaverdell dad Vern Moline was singled out for well-deserved thanks by Principal

Brian Foy for going above and beyond and keeping the community’s ice rink flooded and maintained for the students to enjoy. Students excelling in academics were put on one of two lists. Dismissal makes us question widsom Editor, The Times: My wife and I have been big fans of the smallest city in Canada for over 20 years and would often travel down from Penticton for pie and antiques. We would fill up with gas and do our best to help support this struggling little city. So many vacant businesses with for-sale signs, with little prospects of a sale. In later years we would camp in the city campground even though it did not seem secure at night.

Barry Noll seemed to us that he was a one-man Greenwood promoter when he drove up to our camper and introduced himself. So when he became a councillor we felt the city had made a great choice and the future was assured. He understood that the future was in promoting Greenwood’s grander past. Articles and photos in your paper of Barry at your local events, visiting soccer events, Founder’s Day parade and fair, and who could forget the TV coverage of the best water in the world! We promote the city whenever we get the opportunity.

Bill C-18 must be stopped Editor, The Times: This is an open letter to Linda Larson, MLA On Dec. 9, 2013, Bill C-18 (Agricultural Growth Act) was introduced in Parliament. This agriculture omnibus bill amends several federal agricultural laws and gives multinational companies greater power and control over Canada’s seed industry. As a sovereign nation we must ensure that control of seed and food is protected in the public interest. The amendments to Canada’s Plant Breeders Rights Act will give multinationals total control of the seed system by providing them with exclusive control over conditioning, cleaning, treating

and storing of all seeds. This takes the right of the farmer to save, clean, store or sell, and ultimately have ownership of seeds, out of the hands of the farmers, and places it in the hands of the multinationals, to control and exploit. Linda, please do something about this, there are big ramifications for any crop growers in the Okanagan, because this encompasses more than grain, this covers any seed or plants that is used for agricultural purposes. Just to update you, here in the Boundary, the Doukhobor people in Grand Forks have started their flour mill again. There is also a flour mill here in Rock Creek, called Heritage Mills. Presently there are four farmers in Rock Creek who have started growing wheat, rye and

triticale. In 2013 we can account for 200 acres to supply the two mills, with the excess going to Rogers in Armstrong, and the second grade grain being held back to be fed to cattle, pigs and chickens. It is vitally important that we farmers be able to keep our own seed, store, clean and sell it. Bill C-18 will force us to use GMO and buy from the multinationals at far greater cost. This Bill C-18 is nothing more than a corporate agrabusiness promotion act. Jim Harrison, RCMP detachment commander for the Boundary. Youth excel at competition

The Boundary 4-H District Public Speaking Competition was held at the United Church in Castlegar on March 8. The four seniors and seven juniors spoke on a variety of subjects. In between the speeches the members told the audience what it was like to do their project work. We learned about the Cloverbuds, sewing, photography, dog, sheep, beef, ranch horse, miniature horse, Parelli horsemanship and the regular horse project. The Nelson 4-H Club hosted the event and the MC for the day was Chloe Comstock. Thank you to judges Regina Day, Mary-Ann Gaschnitz and Fern Labounty. The winners in the junior division were: 1st, Marijika Van Kuik, on “Horse Crazy” from Boundary C 4-H Club; 2nd, Cameron Johnson on “Boating” from Nelson 4-H Club; 3rd, Jade Fossen on “Miss Rodeo Canada” from Boundary C 4-H Club. The senior winners were: 1st, Sarah Kobylka on “Knights Templar” from Borderline 4-H Club; 2nd, Josie Wheaton on “Miranda Lambert” from Boundary Multi Club; and 3rd, Ashley Vegh on “Independence” from Boundary C 4-H Club. The senior members all did an impromptu speech on peer pressure. Congratulations to Sarah Kobylka for winning the top honours in district senior speak-offs three years in a row. Sarah and Josie Wheaton will go on to Regionals in Salmon Arm on May 10. In other district news, the 2013 Re-

cord Books were judged at the district level. Top seniors were: Alanna Baiton of Borderline Club (1st), and Brittany Fillmore of Boundary C Club (2nd); top juniors were Annabel Vrba of Nelson Club (1st), and Allison Detta of Nelson Club (2nd). All are going to the Regionals in Vernon next December. We had our poster contest early this year so that the posters could be displayed at Rally Day. The winners of the B.C. 4-H 100 Anniversary Poster contest are: 1st, Jade Fossen; 2nd, Sarah MacDonald; and 3rd, Adele Fossen. The posters will be displayed around the community as we celebrate the centennial of B.C. 4-H.

The leaders then had a district council meeting to plan the upcoming Rally Day May 3 and 4. Our Rally Day this year will be different as we celebrate 100 years of 4-H in B.C.; we are planning a short judging seminar Saturday morning then judging after lunch. We welcome the alumni for the late afternoon for some games and visiting with beef on a bun for supper. Demonstrations and awards will be on Sunday morning. Hopefully all alumnus can join us in our celebrations. Please just contact any 4-H leader if you can come so we know how many. Thanks to all that kept B.C. 4-H going for 100 years.

Evidence from medical research over the past 25-plus years continues to show that how we live determines to a great extent how we will die. No longer do we have epidemics of infectious diseases, but rather epidemics relating to stress, overeating and under-exercising. We dig our graves with our dinner forks. We languish away on our sofas clutching snacks, remotes and iPhones. The top killers in Canada no longer are TB, pneumonia or diphtheria. They are heart disease, stroke, diabetes and cancer. And these chronic conditions are largely self-induced. That’s the bad news—we are committing slow suicide by our unhealthy choices. In fact, over 75 per cent of western diseases are now

“lifestyle related” according the U.S. Surgeon General’s report. Now the good news—we can do something about it. We can turn the tide. We now know that, not only can we halt the progress of these killer diseases, but some can actually be reversed. But this is not by chance. It is by choice. We need to eat less, eat smarter, move more and control our stress. And next month the Rock Creek/Midway region has the opportunity to learn strategies to do just that. On April 18 and 19, the “Healthful Living Weekend” will feature Sid Kettner, MD, a family physician who has practiced for over 30 years in Creston. Throughout his career his passion has been to challenge audiences in Eastern Europe, Asia, South America and numerous cities across Canada, to be

informed and to become involved in their own health. He has been the Canadian medical director of the Coronary Health Improvement Project since it was launched 25 years ago. It has now spread to four continents and over 55,000 have graduated from the 18-session course. Material similar to that program will be presented free of charge, and a complimentary nutritious vegetarian meal will be served on Saturday at noon. Dr. Kettner’s will make five presentations, the first Friday evening at 7 p.m. and four on Saturday starting at 10 a.m. These presentations will be held at the Kettle Wildlife Association club house (Dump Road, Rock Creek). The BC Government is now off-loading our recycling decisions to Toronto.

Under its new regulations, the BC Government has set up an association led by big corporations to take over the local Blue Box recycling program throughout BC. If you look closely, you’ll see that of seven board members, six are executives of Toronto-based multi-national corporations, with the seventh weighing in from Montreal. How do you like that, British Columbia? This means, unlike the current program run locally by BC municipalities, this new program will be managed not by people whose first responsibility is our local environment, but rather, their Bay St. profits. That can’t be a good thing for BC. The most perplexing thing is that we currently have a Blue Box program that works, is efficient, and costs BC homeowners just

$35 a year on average. The new proposed system does not guarantee to keep our local environment as its first priority, nor does it guarantee that there won’t be job losses here in BC. It doesn’t guarantee service levels, or say anything about how big business will pass along the costs to you when you go to pick up a pizza or buy groceries. Yikes! Perhaps this is why several of BC’s municipalities refuse to sign onto the new program, calling it a “scam.” Given that, maybe it’s time you called Premier Clark to keep BC’s environmental decisions right here in BC where they belong.
