LETTER FROM THE PRESIDENT I could start my letter for this year’s Annual Report with a note on COVID-19 and how much it’s impacted our community, our businesses and our lives for that matter. You’ve heard all that before, though. Instead, I want to focus on the things that went right this year because there are A LOT. For instance, when the pandemic made inperson events more difficult or even impossible, our team pivoted by creating virtual options allowing even more Chamber EDC Members to attend. Both our Workforce Summit and Economic Outlook Forum saw a combination of in-person and virtual attendees that enabled the Brian Ritter, events to stay near their traditional attendance Chamber EDC President levels or even grow. Plus, those events that we were able to hold in-person saw a similar reaction like the Chamber EDC Golf Scramble which was sold out! And for the first time ever, one of our largest events (State of the Cities) went entirely virtual and still had close to 190 people streaming it. Of course, events are only a piece of what we do here at the Chamber EDC and certainly not the only piece which we’re trying to innovate. In economic development, we launched a brand new talent attraction campaign at the same time we sent the first-ever mailers directly to Bismarck Public Schools alumni living outside North Dakota letting them know about all of the wonderful career opportunities here in Bismarck-Mandan. On the advocacy front, we spent much of the year preparing the Chamber EDC’s 2021 Legislative Agenda in coordination with our members and legislative delegation with whom we see more interaction than ever before. And in communications, we launched a brand new web series called ‘Run it Down with Ross’ featuring our own Membership Sales Director Ross Frohlich which has been incredibly popular. I would be remiss though if I didn’t at least acknowledge some of the challenges facing our membership due to COVID-19 because they definitely do exist. Since the pandemic started in March, we’ve been working to disseminate information to the entire membership about new assistance programs, funding opportunities and changes to local, state and federal regulations. At an individual level, we’ve also been responding to specific inquiries from members and we’re going to keep doing so for as long as we need. Make no mistake though, brighter days are ahead and Bismarck-Mandan is uniquely positioned to have a great 2021.

STRATEGIC PLAN The Chamber EDC’s 2020 – 2022 Strategic Plan is broken down into four goals with associated objectives and finally, individual action items. The Strategic Plan guides the Chamber EDC’s efforts and quantifies the Chamber EDC’s value proposition. In other words, it shows our members exactly what their membership dollar is used to accomplish. While a very long, very detailed spreadsheet exists that quantifies all that has been accomplished this year, what follows are highlights from the Strategic Plan’s first year.
GOAL: SERVE AS AN ADVOCATE FOR BUSINESS OBJECTIVE: Be an Information Source for Membership and Community through Communication and Education
OBJECTIVE: Utilize the Strength of Membership to Guide Chamber EDC Priorities and Drive Engagement
ACTION ITEM: Utilize Chamber EDC communication channels to inform and educate members, legislators and industry.
ACTION ITEM: Maximize the effectiveness of the regional business community by involving industries impacted in outreach to legislators, state agencies and local officials.
During the COVID-19 pandemic, the Chamber EDC formed four small focus groups: primary sector, professional services, retail / restaurant / hospitality and small business. We proceeded to regularly poll them to determine how they were being impacted by the pandemic, what suggestions they had for business assistance and what was their outlook going forward. We then consolidated that information and then forwarded it our city & county commissions, legislative delegation, Governor’s Office and congressional delegation to aid in our business advocacy efforts. In addition, Chamber EDC Staff served as Chair for the Burleigh / Morton County COVID-19 Task Force’s Business Subcommittee.
In order to develop the Chamber EDC’s 2021 Legislative Agenda, the Chamber EDC’s Government Affairs Committee formed three subcommittees comprised of our members; infrastructure, workforce & education and general business & healthcare. Those subcommittees met over the course of spring and summer before presenting their work which became the basis of the ’21 Legislative Agenda. That Agenda was then shared with the Bismarck-Mandan Legislative Delegation in a series of meetings during the Fall to ensure our priorities were known and communicated prior to ’21 Session. Going forward Chamber EDC Members can find regular updates on that Agenda in our weekly newsletter.

ACTION ITEM: Formalize the organization’s membership retention strategy and increase the utilization of the Board and all Chamber EDC Staff.
ACTION ITEM: Regularly review all Chamber EDC programs and events to identify areas for change, potential improvements and more.
The Chamber EDC implemented a strategy where each week, each of the Chamber EDC Staff reaches out to two Chamber EDC Members to simply find out how things are going and if there’s any way that we can help. In addition, these calls also allowed us to update contact information, promote Chamber EDC events and address a number of other unanticipated questions. The strategy was initiated later in the year, but still led to more than 550 calls and contributed to the Chamber EDC’s improved membership retention rate.
The COVID-19 pandemic changed the way by which we deliver Chamber EDC programs and services albeit with a silver lining. One of the changes we implemented in 2020 was the addition of a virtual attendance option meaning that for the first time, our members could attend events like our Economic Outlook Forum, State of the Cities and more virtually. In addition, some of our smaller events such as our Business Development Series were able to continue in 2020 as a totally virtual event.
STRATEGIC PLAN GOAL: POSITION BISMARCK-MANDAN AS A DESTINATION FOR TALENT OBJECTIVE: Enhanced Business Development Efforts
OBJECTIVE: Expanded Talent Attraction & Workforce Development Efforts
ACTION ITEM: Advance the Chamber EDC’s Business Retention and Expansion (BRE) efforts by community, industry and those within industries of the Chamber EDC’s business attraction efforts
ACTION ITEM: Strengthen the Chamber EDC’s talent attraction efforts with a focus on social media, online, and printed marketing materials.
A key part of the Chamber EDC’s economic development efforts is business retention & expansion and in 2020, the organization worked with three local manufacturers to help expand their operations: •
The Chamber EDC aided TrueNorth Steel in securing an Automation Tax Credit that helped them purchase a new piece of equipment that has allowed them to expand production capacity at their facility in Mandan.
•
Cloverdale utilized the Bank of North Dakota’s PACE Program to finance a $20 million expansion that will both expand capacity and create nearly 75 new jobs. As part of that process, both the Chamber EDC and City of Mandan assisted the company in securing the local share of the PACE Interest Rate Buydown
•
And this Fall, Bobcat enlisted the help of both the Chamber EDC and Job Service North Dakota to find approximately 40 new employees bringing the company’s Bismarck-Mandan headcount to an all-time high.
As there are still more than 2,000 jobs in Bismarck-Mandan, the Chamber launched a formal talent attraction campaign that utilized various new approaches. For instance: •
The Chamber EDC partnered with the Bismarck Public Schools (BPS) Foundation to market directly to BPS graduates from the years of 1995 – 2016 with out of state addresses in an attempt to get them to move back to Bismarck-Mandan.

The focal point of the talent attraction campaign was a new video series produced by Chamber EDC Member Quantum Productions spotlighting various members of our community who have chosen to call BismarckMandan home.

And the advertisements used in the talent attraction campaign were produced and targeted via social media with the help of Chamber EDC Member KK BOLD.
GOAL: OPERATIONAL EFFICIENCY OBJECTIVE: Organizational Efficiency
OBJECTIVE: Be an Information Resource
ACTION ITEM: Annually review organizational documents such as Bylaws, CIP and technology plan and consider the development of a continuity plan.
ACTION ITEM: Develop and implement updates to the Chamber EDC website with a focus on augmenting the economic development content.
The Chamber EDC has developed a technology plan, capital improvement plan (CIP) and continuity plan all in an effort to ensure that we are budgeting effectively and using our members’ dollars efficiently.
In late 2020, the Chamber EDC unveiled a new section of our website at www.bismarckmandan.com dedicated to Economic Development. This section includes community demographics, a new available buildings & sites inventory and our cost of living calculator. In addition, the Chamber EDC published two other business information resources in 2020, the Business Assistance Guide and Economic Development Tear Sheet, in addition to the Economy at a Glance.
