edford Borough is preparing for its 13th Annual Kite Festival on Saturday 6th and Sunday 7th June in Russell Park. The event, which is free to attend and open to all, is hosted by Bedford Borough Council.

Each year, approximately 40,000 people gather for the occasion which sees Russell Park jampacked with food stalls and entertainment. Andy Pidgen, Events Manager at Bedford Borough Council said: “This event grows in momentum each time and it is now very wellestablished. People have this in their diaries for months in advance.”

Kites will be showcased from the four corners of the globe including America, Canada, Japan, China, Germany, France, Holland and Belgium as well as flyers from across the UK. The programme throughout the weekend will feature kites never seen before in the U.K and childrens’ and adults’ workshops in the kite marquee. As Bedford Borough’s directly elected Mayor, he will head the Council, have considerable decision-making power and will represent the borough at a local and national level. Dave Hodgson was first elected Mayor of Bedford Borough in October 2009.

DEAL SET GLAUCOMA TO SECURE AWARENESS FUTURE OF edford Borough Council has taken a leading role in the Bedfordshire-wide for PHILHARMONIA eye health awareness raising. ORCHESTRA The first campaign, led by Bedford Borough

B

edford Borough Council has approved a deal which will secure the future of the world-class Philharmonia Orchestra in Bedford. The deal is great news for both local music lovers and local taxpayers as it removes the long-standing annual Council subsidy in exchange for a one-off payment.

The Council needs to continually review all its expenditure, the new proposal will see the Council, together with a leading charity based in Bedford, each contribute £125,000, with the Arts Council being requested to add £2 for every £1 given by Bedford Borough Council and the charity. This means that £750,000 can be raised in order to establish an endowment fund as a way of contributing towards the funding of future Philharmonia concerts and associated educational activity in the community, guaranteeing these benefits for the people of the Borough for the foreseeable future. Therefore, the Council would no longer be making an annual contribution. The pledge of £125,000 is on the basis that the Arts Council agrees to this proposal, and until they do, and an endowment trust is established, the Council will not make any payment, thus securing taxpayers interest.

Council and in partnership with Bedfordshire Eye Care Working Group and the BCCG, was in relation to Eye Testing amongst children. The second, and current, campaign taking place concentrates solely on Glaucoma Awareness. A recent networking event took place at Guru Nanak Gurdwara in Bedford with the aim of raising awareness on glaucoma. The event was organised by Bedford Borough Council, in partnership with Sangat Health Foundation (the host) the IGA, and Moorfields Eye Hospital Bedford. Also involved on the day of the event were Guide Dogs, The Local Optometry Committee, Sight Concern and Healthwatch Bedford Borough. Kevin Crompton, Director of Children’s and Adults’ Services at Bedford Borough Council, said: “Glaucoma is one of the three major causes of sight loss and can be treated with eye drops, laser treatment or surgery. However, early diagnosis is important because damage to the eyes cannot be reversed. This event hopefully helped people to learn more about Glaucoma, eye health and the prevention of sight loss. It’s fantastic to have so many dedicated professionals, all in one room, to aid discussion on this topic and chat through ideas on spreading awareness.”

Knowing Your Consumer Rights I

am becoming increasingly fed up with dealing with retailers right across Beds, Herts, Bucks and beyond who either don’t familiarise themselves with consumer law, or who deliberately attempt to pull the wool over their customer’s eyes. That makes it so important that we all understand the law as consumers. That way, when a retailer talks rubbish, we spot it straight away. I thought this month I would take the opportunity to explain ‘Statutory Rights’. You may have seen on a receipt or contract ‘This does not affect your statutory rights’. This means that anything the retailer has offered you (in terms of returns policy etc) does not change the things you’re entitled to by law. When you purchase any brand new goods or services in the UK you are protected by your ‘statutory rights’ (sale of goods act 1979). All goods must be: a) Fit for purpose b) Of ‘reasonable’ quality (based on the cost) c) Last for a reasonable amount of time (based on the cost) Therefore, if you buy (for example) a fridge for £300, it should last for a ‘reasonable’ amount of time. I would suggest a minimum of 5 years’ worth of ‘reasonable use’ before it blows up. If it develops a manufacturing fault at any time during that period, the retailer IS LIABLE! Any attempt to fob you off, should be met with a firm, but polite explanation of your consumer rights.

Bear in mind, the retailer is at liberty to take into account usage you’ve had from a product before it breaks though. For example, if your 4 year old fridge blows up, the retailer could offer to replace it, but will ask for a contribution from you for the 4 years use you had from the previous model. For the first 6 months after purchase, it’s up to the retailer to prove that the fault with the item is NOT their responsibility. After the first 6 months it’s your responsibility. Therefore, my advice when dealing with an obstructive retailer, is to obtain an independent report to confirm that the product has a manufacturing fault, then ask the retailer to not only fix the problem, but also reimburse you for the cost of the report. It is also worth noting that when you first purchase an item, during the first 4 weeks you are entitled to return faulty goods and get a full refund. After this period of time, generally you will have to permit the retailer an opportunity to repair the item if they so wish. So, remember next time the manager of a shop says ‘oh sorry, there’s nothing we can do I’m afraid’. Tell them you understand your statutory rights and if they still fail to help, then call my team on 01582 637450 and I’ll have a little ‘word’ for you!

Re-elected I

am delighted to have been re-elected as the Member of Parliament for North East Bedfordshire. May I offer my sincere thanks to all those in the constituency who gave me their vote, and pledge to them, and to all those who did not, that I will continue to work as diligently as I can in the interests of all. Last month’s Beds Local explained what happened to your ballot paper after you put a cross upon it. This month let me tell you what happens to those who stand as candidates waiting for the result! I have had the experience of losing as well as winning. For those not elected, the mood depends very much upon expectation. For those not anticipating defeat, the experience can be quite shocking, as the tears of some demonstrated on May 7th. Whilst the public’s sympathy for MPs is in short supply, there is some genuine pain for those whose future lives may suddenly be very uncertain, and spare a thought also for their members of staff. These people will have loyally attended to the constituents’ phone calls, letters and appointments, often fighting strong cases for them, and find themselves without a job through no fault of their own. Winners go to Westminster within a couple of days. There is now an induction period of a couple of weeks, which allows new MPs to meet colleagues, find their way around and begin a search for an office which may take a few weeks to resolve. It is not as simple as putting new MPs into all the rooms suddenly vacant. There is much movement around the place and quite a number of existing MPs move as well.

MPs must swear, or affirm, an Oath of Allegiance to the Queen. This begins a week or so after the election, and all MPs elected for the new parliament, whether previous MPs or not must do so. For those anticipating a long stay, their order in the register may determine if one or other becomes the ‘Father of the House’ (we have not yet had a Mother) the title given to the longest continuing serving MP in each Parliament. For members of the Governing party, there is the excitement, or dread, of a phone call from Downing Street indicating that either their time as a Minister is up, or about to start. I have also had both such phone calls! On May 11th, to my surprise, I was recalled to Government as Minister of State for Health by David Cameron, and now begin a new chapter of political life responsible for social care and mental Illness. It is a sector affecting the lives of millions, with complex stories and issues. I look forward very much to the role, and look forward to reporting to Beds Local readers on the challenges involved. The 7th May marked the 100th Anniversary of the death at Gallipoli of Arthur Walderne St. Clair Tisdall V.C. Tisdall was born on 21st July 1890 at Bombay, India where his father Revd. Dr. William Tisdall an expert in Eastern religions, was running the Church Missionary Society Mission in the City. Following a brief stay in England in 1891 the whole family embarked again in 1892 for Persia where Dr. Tisdall had

been appointed Head of the Church Missionary Society, Persian Section. At that time Tisdall and his brothers were home educated by their father, and a Governess and It is said that by the age of 10, Arthur could speak Latin fluently. in order to place him and his two brothers at Bedford School the family returned to England in 1900 ( travelling via the Dardenelles - which sadly 15 years later was to be the place of his death). They settled first in Geary Street (now Waterloo Road), then Newnham Street and finally at 32, Kimbolton Road. At school Tisdall who was over 6ft in height, broad chested and with dark brown wavy hair, was a brilliant scholar and a good sportsman, enjoying both rowing and rugby. He was a popular figure and was known affectionately as either ‘’Wally’’ or by the family nickname ‘’Pog.’’ In his last year at the school he was Head Boy and also loved a daily swim at Newnham Pool. From Kimbolton Road, Arthur went off to Cambridge where he won more academic prizes culminating in the award of a Double First Honours Degree from Trinity College. His interests at University were the growth of socialism, women’s suffrage, economics and literature, especially poetry. He had a couple of books published and was a friend of Rupert Brooke. He regularly returned to the home of his parents and is even recorded as having walked the whole way on a couple of occasions. In 1913 he took up a post with the Civil Service in London but when war broke out in August the following year, he immediately joined the Royal Naval Division and on 14th August reported to Walmer Camp for training. By the 4th October he was in Belgium defending the city of Antwerp and although more than a thousand men were captured after the fall of the city, Tisdalll managed to escape back to England where he was subsequently commissioned as a Sub Lieutenant. Before he was rushed off to Walmer with only three days notice he hastily composed his Will which concludes ‘’ Finally to my father and

mother, brothers, sisters and friends, best love and good success. I ask them each and all to forgive my faults towards them.’’

On 27th February 1915 Tisdall’s unit left Bristol bound for the Dardanelles and after further training in Eqypt and on the island of Lemnos, he led his platoon in brief incursions against the Turks before their own landing proper on 7th May on V beach, Cape Helles. On one of the earlier raids leading his men in an advance towards an enemy held position, they were heavily bombarded and while sheltering from fire Tisdall witnessed an adjacent French gunnery section under extreme pressure. A horse pulling a gun was wounded and others ran away. Tisdall intervened and got the horse onto its feet, removed the harness and made the French soldiers return to their work. Fathers Day Sunday 21st June

F

ather’s Day is celebrated worldwide in recognition of the contribution fathers make to the lives of their children. In the UK it takes place on the third Sunday in June. There are various stories about the origins of the day. Some believe it is associated with pagan sun worship as the sun is known as the father of the universe and the June solstice occurs around the same time as Father’s Day each year.

Others claim that the tradition originated in the ruins of Babylon. It is said that a young boy called Elmesu carved a father’s day message on a card made out of clay around 4,000 years ago.

The UK is believed to have followed on after the USA started celebrating the annual occasion. Again there are different versions, but most link the commencement of the modern Father’s Day with the campaign led by Sonara Smart Dodd. When she was 27, Sonara decided after listening to a Mother’s Day Sermon that there should be something similar for fathers. The local Spokane Ministerial Association and the Young Men’s Christian Association supported her and a local celebration took place in 1910. The popularity of the day spread across the USA and it became officially recognised by President Woodrow Wilson in 1916. By Susan Brookes-Morris

The support at home service provides help to people following a stay in hospital, and helps prevent unecessary admissions by providing a little extra help at home for up to six weeks. All expenses will be reimbursed. Microchipping Pets F

rom April 2016 it will be compulsory for a dog to be microchipped in the UK. But what is a microchip and what does it do?

Microchipping seeks to aid reuniting lost or stolen pets with their owners with their pets. It should be used in conjunction with the usual tag and collar. The computer microchip contains a unique identity number and is housed in a type of glass which is compatible with living tissue. The whole thing is about the size of a grain of rice. A special syringe and needle are used to implant the chip between your pet’s shoulder blades. The insertion isn’t painful and a

check will be made using a handheld device immediately afterwards to ensure that the chip’s data is readable. The code and owners details are then stored on a national database. It is important to update your details on the database if you move. Many pets are suitable for microchipping including dogs, cats, rabbits and horses. Charities such as the Dogs Trust are so passionate about its importance that they offer it for free at their rehoming centres and run chipping roadshow events throughout the year. Vets and other organisations charge for microchipping, and costs will vary depending on the size of your pet and where you live. By Susan Brookes-Morris

Children’s Book Festival Attracts Award Winners F ollowing the success of its first year, BookTastic Children’s BookFest has attracted best-sellers, award winners and children’s favourites to Bedford, which returns on Sunday 28th June.

Chris Riddell (Coraline), Kes Gray (Daisy), Steve Cole (Astrosaurs) and Robin Stevens (Wells and Wong) are some of the nationally and internationally renowned guests to join Bedford’s finest home-grown authors and illustrators. After an exciting start, the festival returns with a programme bursting with activities to introduce Bedford’s youngsters to the magical, mysterious world of books. Families will meet some of our most inspiring writers and illustrators, as well as participating in interactive workshops in theatre, language and creativity.

Thanks to the support from several fantastic local businesses, the Fest can offer tickets at a heavily subsidised rate. This year sees the launch of their ‘Pay It Forward’ programme where families can choose to buy additional tickets, to enable everyone to participate. Entry to the Fest is £3 per person; author readings are individually priced at £5 and are limited due to the space available. GUIDED WALKS JUNE

T

he ever popular walks around the town led by members of Bedford Association of Tour Guides continue throughout June. These walks leave the Old Town Hall in St. Paul’s Square Bedford at 11:00 a.m. every Sunday morning but because of their popularity, pre booking is absolutely essential. The price is only £3 per adult with reductions for the children. Each walk lasts about 90 minutes. Ring the Travel and Tourism Centre on 01234 718112 to reserve your place on any walk. Among the titles that will be offered in the coming month is ‘’The Jewel In The Crown.’’ This very popular gentle stroll meanders up the banks of the River Great Ouse on one side and back on the other. You can expect to hear about some of the very rare trees that can be found on the island area, including a couple that will only be seen elsewhere in the Cambridge Botanical Gardens. The Bandstand so popular every summer Sunday afternoon was not in fact built for Bedford but was purchased from a world famous exhibition. Its first location in the town proved to be something of a disaster, public pressure causing it to be moved.

There is a wonderful story about the opening of the Suspension Bridge in 1888 and how much it resembled the Rialto Bridge in Venice, illuminated as it was for one night only, with hundreds of tiny candles. Do you know where to look for the Cornerstone of Freedom and why it is actually to be found in Bedford? If you are intrigued by some of these questions why not come along on the walk and actually hear more about this important location which is probably still the face by which Bedford is instantly recognisable. A Short History Of The Land – Part 5.

L

ast month, we had left the Bedfordshire farming communities enjoying the golden age of steam power, although such machinery was forcing more labourers off the land to search for other employment. During this time in 1860, across the River Ivel in Biggleswade, an eighth child was born to the Albone family at the Ongley Arms, who christened him Daniel. A keen childhood fanatic of the “Boneshaker” bicycle he was given as a gift, Dan Albone had built his own PennyFarthing by the age of thirteen, and invented the Ordinary Bicycle by the end of his teens establishing a small factory. Always charming and a happy sort, he was known locally as Smiling Dan.

Dan was a mechanical wizard and also became a champion cyclist, often playing host to visitors from across the globe in his time. He relocated his overloaded cycle

Unfortunately, Dan was to die at his work in 1906, aged just 46 years old, but left an incredible legacy, with a tractor having won 31 gold and silver medals at shows across the world, and had even invented an armoured tractor that was to become useful just a decade later.

After many modifications, Dan completed the “Ivel” tractor and established “Ivel Agricultural Motors Ltd.” Much cheaper to buy and operate than the great coal-guzzling steam engines, tractors could carry out many different and varied heavy farming tasks, replacing men and horses alike. Many people still remembered at this time the fight against machinery, expected to take the food out of the mouths of the poor, but at the turn of the century working practices had moved increasingly to manufacture, and farm workers were becoming difficult to find.

At the outbreak of the Great War in 1914, Britain was importing 80% of her cereals and 40% of her meat but U-boat action was causing too many shipping losses and the War Agricultural

Committees were set up to intensify farming methods. Many horses had been requisitioned across the land for the use of the Army, and Dan Albone’s ideas were coming to the fore. Three million acres of grassland were ploughed up and the labour force was augmented by prisonersof-war and the Women’s Land Army. Tractors were making their mark on the landscape, completely replacing the steam engines. The war devastated the resources of the nation, and a great many working men from both the factories and the fields were lost forever. Once the war was finally over in November 1918, farming went into a decline, with the loss of so many men and the nation now saddled with huge debts. The mighty tractor was still doing the work of many, and rural unemployment was soon to become higher than ever before as the hard times of the Thirties drew near... Guy Bolton

M L I F REVIEW Kingsman: The Secret Service It’s got ingenious gadgets, suave heroes with the ability to identify a rare brand of Scotch from smell alone, megalomaniacal villains and deadly henchwomen with blades where their legs used to be. It’s filthy, funny and very violent - and frankly it’s the most fun 007 has been in years. But of course, it’s not Bond at all. It’s Matthew Vaughn’s brilliant tribute to spy movies. Colin Firth, as super spy Harry Hart, is clearly having the time of his life with the deadpan-butwarm Harry, while newcomer Taron Egerton, bringing charm to novice Eggsy’s rough edges. The stand-out sequence is a sustained, supercharged melee in which Firth shoots, stabs, impales, strangles, explodes and immolates a whole bunch of people in a way that would even get Bridget Jones’ massive pants in a twist. Exhilarating, morally dubious and exhausting, it pitches the film headfirst into its utterly demented third act. Here, the 007 is cranked all the way up to 0011. Perhaps the riskiest mainstream movie in years, it may be uneven in places, but it’s ultraviolent, envelope-pushing, and fun enough to overcome the flaws. Bond with the stabilisers taken off. Russ W

Armed Forces Day Celebrated in Bedford Sunday 28th June 2015 A flag will be raised at Borough Hall to mark the week of Armed Forces Day at 10:30am on Monday 22nd June Raising awareness of the sacrifices made by servicemen and women who have and still do serve in Her Majesty’s Armed Forces. On Sunday; Bedford’s Armed Forces Day, a parade organised by the Bedford Royal British Legion, will set off from De Parys Avenue from 10:30am onwards, arriving in the Town Centre at 11am. Military personnel will stand alongside invited dignitaries at the John Howard statue, Market Square and then continue onwards to Harpur Square. This year, Bedford will welcome to the town centre the D Day darlings; who will be singing select wartime classics, the Town Band, face-painters specialising in camouflage and charities who support service personnel along with several sporting groups running taster sessions for members of the public to try for free. Local Historian David Fowler will also be on hand to talk through Bedford’s Wartime history.

Following on from last year’s hugely popular event, which attracted tens of thousands of people to the High Street, the Big High Street Showcase is set to return. Expect to see a range of local businesses, community groups and entertainers all coming together on Bedford High Street and Mill Street to showcase their talents in the heart of Bedford. This community event, organised by Bedford Borough Council, displays the fantastic wealth of independent retailers in Bedford, particularly in, and around, the High Street area. Over 35 businesses will be trading outside on the day, demonstrating their products and services, with many at special event prices alongside the Handmade in Bedfordshire Craft Market. Further attractions include children’s entertainment; face painting, craft activities and funfair rides; the Owls from The Raptor Foundation plus the live music and dance stage featuring everything from choirs, bands and soloists to street dancing, swing and ballet. The Mayor of Bedford Borough, Dave Hodgson, said: “The Big High Street Showcase was a tremendous success last year, with huge numbers of additional visitors attracted to the town centre. Divorce Myths we must dispel

Divorce is now so commonplace that many people believe it to be simple and uncomplicated. For a divorce solicitor it can be, but for the lay-person, matrimonial law is not always easy to understand which has led to many popular misconceptions and myths. Whilst you might think these myths are harmless and have no consequence, that isn’t always the case. THE “QUICKIE DIVORCE” MYTH The “quickie divorce” seems to be used whenever a celebrity couple are separating. The reality is that there is no such thing as a “quickie divorce”, for celebrities or anyone else. The divorce process usually takes around 4 to 6 months from the time the petition has been issued at court. The divorce does not actually become final until decree absolute is obtained and the couple are still married until then, so ignore what you read in the papers or see on TV - it can’t be done more quickly than this. RIGHTS OF THE COMMON LAW SPOUSE King George II abolished the doctrine of common law wives in 1753. Therefore, however long you may live with your partner you will not gain any status as their spouse, and have not been able to do so for 260 years. The law relating to cohabitants is complex and very different to the law that relates to division of assets for spouses upon divorce, so don’t think when you split from a long term partner you’ll have the same rights as a divorcing friend.

However, for adultery to be used as a ground for divorce you have to show your spouse has committed adultery and you find it intolerable to continue living with them. “FAULT AFFECTS THE FINANCIAL SETTLEMENT” Other than in extreme cases, the reasons for the relationship ending are usually irrelevant when deciding what share of the family assets each spouse receives. The court is not usually interested in punishing the person allegedly at fault or having caused the marriage to breakdown. Instead, it is concerned with finding a fair solution that meets the family’s needs. “I WILL LOSE THE RIGHTS OVER MY FAMILY HOME IF I MOVE OUT” No, you will not be penalised if you chose to move out of the family home. Lots of people assume that they will give up any legal rights to the property or equity in the property by moving out but it is not the case. “LAWYERS WANT TO GET YOU INTO COURT” This is not generally the case. Family lawyers, who are members of Resolution, sign up to a code of conduct that ensures a non-confrontational approach is taken wherever possible. Whilst there are cases where court may be the best option, many cases can be resolved through mediation, arbitration, negotiations or a collaborative approach.

Never too late

G

ardening is an ongoing affair and though timing is important, we often become overwhelmed by a sense of being ‘too late to plant’ by some arbitrary date. Often we bandy dates around as though they were written in stone. My granddad insisted all potatoes and spring beans had to be sown by Good Friday, and the gooseberry bush had to be in leaf before the runner beans were sown. But in fact each season is different and garden planting dates are more flexible than traditional wisdom would have us believe! The good news is that it’s not too late to plant a great garden, even in June and July. While it is true that fruiting plants like tomatoes and peppers really need to be set out now, many other summer producers will grow even more quickly from seeds planted in early summer, when the soil is already well warmed. You’ll be surprised how fast seeds will come up and explode with growth: cucumbers, beans and winter squashes, pumpkins, beets, carrots, chard and scallions, are all suitable for June planting. It’s a great time to start a crop of ‘cut and come again’ salad mix and mild mustards. You can also plant heat-and-sun-loving herbs like basil,

marjoram, chives, oregano, thyme and sage. Just keep the seed beds well moistened. And even if you were super-efficient and your earlyplanted beans, squash, chard, carrots and basil plants are growing well, June is a terrific time to start a second crop to have ready for a late summer harvest, when the first crops of these staples have finished up. I usually start seeds every month, finishing sowing summer-producing vegetables in late June. In July and August, I move on to seeds for autumn crops like spinach, radishes, kale, leeks, peas, broccoli, more mild mustards and some pak choi. June is not too late for flowers either. I’ve planted marigolds, sunflowers, cosmos, zinnias and nasturtiums at this time of year. That way when the first annuals have burned out by late summer I have a lovely smaller flush of blooms to enjoy. If you really want to get ahead, June and July are also good times to start seeds for perennials and biennials to bloom next spring. Sow seeds in a protected seed bed, and then transplant seedlings in the autumn to overwinter. Next spring you’ll be rewarded handsomely with garden full of glorious colour. Rachel Leverton

Drought Stress

Drought can have many long-term detrimental effects on landscape plants. Lack of water greatly reduces the plant’s ability to manufacture food, which weakens the tree and limits future growth. Moisture stress also increases the tree’s susceptibility to harmful insect and disease pests that would not ordinarily attack healthy plants. Long-term drought eventually leads to branch dieback and tree decline. Consequently, concern has been raised by many professionals involve with tree care regarding the potential effects of the drought periods. Drought Recovery Programs have been developed to help offset the effects of long term drought damage and consists of: • Irrigation • Mulching • Soil and Nutrient Management • Pruning • Pest and Disease Management Irrigation: Thoroughly watering landscape plants during the late summer and autumn months, before the onset of winter, is critical.

Water stress inhibits the manufacture of key plant growth regulators that control dormancy. Mulching: Mulching trees and shrubs with organic materials, such as wood or bark chips, provides many plant health benefits. Mulch conserves soil moisture, suppresses weeds, insulates soil to reduce winter injury and improves the physical condition of soil. Soils and Nutrient Management: Plants weakened by moisture stress and nutrient deficiencies should be fertilised in autumn or spring following the drought when soils are re-wetted by rainfall. Pest and Disease Management. Moisture stressed plants are more susceptible to insect borers, bark beetles as well as root, stem and foliage diseases. Mites are a particular concern on conifers spruce and hemlock.
