On the west coast they were shown in Seattle, WA; Los Angeles, CA; in the Museum of Natural History; and the Ronald Reagan Library.

The San Gabriel Police Officers Association filed a lawsuit against the City of San Gabriel, members of the Council and City staff, alleging that the City has misappropriated funds from the City’s retirement fund. This lawsuit comes less than 48 hours after the City declared it had reached an impasse in negotiations with three of the City’s four recognized bargaining units over the City’s request that all employees begin to make their own contributions to their pension plan.

appointed that the Police Officers Association has used litigation as a vehicle to secure its demands, and doubly saddened that the Association would use unfounded and inflammatory claims to support them. We believe the City has acted ethically, legally, responsibly, and in the best interests of its residents and its taxpayers. We will continue to do so.

“Salmon Fishing in the Yemen” is a Pleasurable Two Hours

A Bit of Fun with the Irish

Film Review By Michael James Gonzalez Neither its bland title nor its seemingly colorless plot—two key components that may keep audiences away—do director Lasse Hallstrom’s charming film about two of the most endearing characters justice. Ewan McGregor plays Alfred Jones, a British fisheries expert who meets Harriet Chetwode-Talbot (Emily Blunt), a public relations representative for a Yemen sheik (Amr Waked) who is looking to bring the sport of salmon fishing to the Yemen River by transporting salmon from the British Lakes. This may be the plot

of the film, but the story, however, is far more intricate and interesting by leaps and bounds. Based on the 2008 novel by Paul Torday, the film is at once a romantic comedy, political satire, and drama rolled into one delightful film. Although we can tell that Fred and Harriet are bound to fall for each other, Hallstrom steers clear of clichés by developing the conflicts that inevitably arise when two complicated characters—he’s married to a successful woman; she’s in a serious relationship with a special-forces soldier—begin

to fall for one another. In the backdrop of this romance are terrorists who threaten to blow up the sheik’s dream, scheming bureaucrats with a personal agenda (one of which is played brilliantly

by Kristin Scott Thomas in a much-too-small role), and the war in Afghanistan. The film’s enjoyment comes from its tranquility—which the title works perfectly to suggest—smart dialogue, and moments of perhaps not hilarity, but light comedy, all of which feel as revitalizing as a brisk, sunny, afternoon walk.

Temple Station Disaster Communications Service Recognized for Emergency Preparedness Temple Station Disaster Communications Team has been honored for educating the Public in Emergency Preparedness.

Members of the Los Angeles County Disaster Communications Service (DCS) operating out of Los Angeles County Sheriff’s Depart-

ment Temple Station were awarded a certificate in recognition of “Educating the public on the importance of getting prepared for an emergency.”

The award was presented at the Rosemead Emergency Preparedness Fair, on Saturday March 3rd, 2012.

DCS is an organization that trains and prepares for disasters of any kind, and works to maintain preparedness especially in regard to communications capability. They work throughout the year to build and maintain Amateur Radio based communications.

Paddy was driving down the street in a sweat because he had an important meeting and couldn't find a parking place. Looking up to heaven he said, "Lord take pity on me. If you find me a parking place I will go to Mass every Sunday for the rest of me life and give up me Irish Whiskey!"

Miraculously, a parking place appeared. Paddy looked up again and said, "Never mind, I found one." ******Father Murphy walks into a pub in Donegal, and says to the first man he meets, "Do you want to go to heaven?" The man said, "I do Father." The priest said, "Then stand over there against the wall."

Then the priest asked the second man, "Do you want to go to heaven?" "Certainly, Father," was the man's reply. "Then stand over there against the wall," said the priest.

Then Father Murphy walked up to O'Toole and said, "Do you want to go to Heaven?" O'Toole said, "No, I don't Father." The priest said, "I don't believe this. You mean to tell me

that when you die you don't want to go to heaven?"

O'Toole said, "Oh, when I die, yes. I thought you were getting a group together to go right now."

Gallagher opened the morning paper and was dumbfounded to read in the obituary column that he had died. He quickly phoned his best friend, Finney. "Did you see the paper?" asked Gallagher.

"They say I died!" "Yes, I saw it!" replied Finney "Where are ye callin' from?"

An Irish priest is driving down to New York and gets stopped for speeding in Connecticut. The state trooper smells alcohol on the priest's breath and then sees an empty wine bottle on the floor of the car. He says, "Sir, have you been drinking?" "Just water," says the priest. The trooper says, "Then why do I smell wine?"

The priest looks at the bottle and says, "Good Lord! He's done it again!"

Walking into the bar, Mike said to Charlie the bartender, "Pour me a stiff one - just had another fight with the little woman." "Oh yeah?" said Charlie, "and how did this one end?"

"When it was over, " Mike replied, "she came to me on her hands and knees."

"Really," said Charles, "now that's a switch! What did she say?" She said, "Come out from under the bed, you little chicken."

Flynn staggered home very late after another eve-

ning with his drinking buddy, Paddy. He took off his shoes to avoid waking his wife, Mary.

He tiptoed as quietly as he could toward the stairs leading to their upstairs bedroom, but misjudged the bottom step. As he caught himself by grabbihg the banister, his body swung around and he landed heavily on his rump. A whiskey bottle in each back pocket broke and made the landing especially painful.

Managing not to yell, Flynn sprung up, pulled down his pants, and looked in the hall mirror to see that his butt cheeks were cut and bleeding. He managed to quietly find a full box of Band-Aids and began putting a Band-Aid as best he could on each place he saw blood. He then hid the now almost empty Band-Aid box and shuffled and stumbled his way to bed.

In the morning, Flynn woke up with searing pain in both his head and butt and Mary staring at him from across the room. She said, "You were drunk again last night weren't you?" Flynn said, "Why could you say such a mean thing?" "Well," Mary said, "it could be the open front door, it could be the broken glass at the bottom of the stairs, it could be the drops of blood trailing through the house, it could be your bloodshot eyes, but mostly.....it's all those BandAids stuck on the hall mirror."

Legislators Call on CSU to Bring Sunshine to Executive Compensation This week marks the observance of Sunshine Week and all across the country there are calls for government agencies to move toward a more transparent and accountable government. Unfortunately, that idea seems to have fallen on deaf ears at the California State University according to Assemblymember Anthony Portantino (D-La Cañada Flintridge) and Senator Leland Yee (D-San Francisco).

In a letter to CSU Chancellor Charles Reed, the legislators wrote, “For several months now, we have been asking the CSU administration to stop clouding the issue and open its books to shed light on executive compensation. Despite repeated attempts to ferret out the truth, recent news reports suggest that CSU officials continue to conceal details about excessive compensa-

tion for campus presidents – including tens of thousands of dollars in perks such as housing, car allowances, and retirement and health benefits.”

According to CalWatchDog.com, the president of Cal State Los Angeles makes over $515,000 in total compensation per year; that’s about $200,000 more than what’s listed on CSU’s website. This follows debate about the excessive compensation for San Diego State’s new president who receives base pay in excess of $400,000 per year.

“There is no justification for these bloated salaries and even less justification for hiding the truth from the taxpaying public,” wrote Portantino and Yee. “The need for transparency has never been greater, and thus why we call on you and your administration to use Sun-

shine Week to come clean with a complete and detailed look at just how CSU executives are paid.”

“At a time when students are being forced out by rising tuition and cutbacks in classes, it is not right to be giving administrators these hefty salaries and perks,” wrote the legislators. “If there are going to be cuts, then university leaders should share in the pain.”

Portantino and Yee are both authoring legislation to reign in the excessive executive compensation at CSU. Portantino’s AB 1787 would freeze compensation for public employees making over $100,000. Yee’s SB 967 would prohibit raises for top executives during bad budget years or within two years of a student fee hike.

As we drive through our community here in San Gabriel Valley, alarming signs at the gas station show that a gallon of gas is going past $5.00 a gallon. It may even climb to $6.00 a gallon! The politicians are all claiming that they will get those prices back to normal, maybe even $4.00 a gallon? You can save a lot of money by beginning to use a bicycle.

Back in the 1900’s cycling was very popular in the United States. There were road races, six day indoor cycling championships, and bikes were seen in many communities. As we go into the ‘50’s I remember a famous doctor, his name was Paul Dudley White, M.D., who suggested after President

As professional trainers, we recommend cycling for our clients. We mainly use stationary exercise bikes and they are very convenient along with pilates, yoga, and weight training. My brother John in Minnesota was an outstanding road racer. He was able to do 25 miles in less than an hour back in the ‘50’s. Presently Sarah, my wife, has won 8 medals in the Senior Games. She rides regularly with son Rob and has stayed in good health.

My son Karl is an outstanding mountain biker and has won a number of awards.

As world class trainers, we’ve had the opportunity to train some great cyclists: Mark Gorski, Olympic gold medallist in sprint cycling, LA Olympics 1984; Dr. Jeff Spencer, 1972 Olympian in Munich, Germany; Greg Hill, world BMX champion; and Arcadia’s Bobby Duffy, junior national road medallist.

Before you begin your cycling program: 1. Check with your doctor to see if you are ready to exercise. 2. Be sure you have a good bike to ride. Is it mechanically in shape? 3. Wear a helmet for safety reasons. 4. If you are riding on the roads be sure you have clothing that is visible. 5. Check the neighborhood for your ride, is it safe?

6. Ride at least 2-3 times a week up to 30-45 minutes each ride. This will maintain a certain amount of cardiovascular fitness. 7. Pray for safety and protection.

We are fortunate in the San Gabriel Valley to have some excellent bike shops.

Bikes can fit any budget. If you are going to be a consistent cyclist may I recommend a safe, durable bike. Before you ride it’s good to stretch your muscles, particularly the lower back, since you are going to be sitting for a while.

Be sure to adjust your seat to the correct level. It’s also a wonderful thing to have a friend ride with you. We see families on bikes in our community and they seem to be enjoying their cycling adventures. Let me emphasize the importance of safety. ENJOY YOUR RIDE! Jury Backs City in El Monte Lawsuit Filed by a Former Police Officer A Los Angeles jury recently vindicated the City of El Monte and the El Monte Police Department in a civil lawsuit Wednesday brought by former police officer, Mechele Marin, who claimed the police administration retaliated against her due to her having complained of sexual harassment by a police sergeant. The lawsuit, Marin v. City of El Monte, BC423927, was heard in the Los Angeles Superior Court before Judge Luis A. Lavin.

The City prevailed on a prior claim of sexual harassment that was brought by this litigant against the department where the jury found in favor of the City in February 2011. Attorney Nancy Doumanian represented the City of El Monte in both matters.

In both cases, the po-

lice officer claimed she was the victim of sexual harassment and retaliation for having reported the alleged harassment.

Specifically, the police officer claimed that a reprimand for accessing a confidential police data base, a Performance Improvement Plan addressing conflicts with co-workers and a reassignment to Patrol during a time of budget cuts and layoffs were examples of retaliation that she experienced after having reported sexual harassment by another police officer.

During the pendency of the case, the officer filed for an industrial medical disability retirement through CALPERS and yet claimed at trial that she was precluded from returning to work by the department and not any disabling medical condition. The officer’s attor-

ney sought approximately $8 million dollars in damages from the jury.

Wednesday’s jury verdict brought to a close the retaliation case, ending a two-year court battle. “I am very pleased with the jury’s decision, particularly given the fact the City has worked so hard to ensure that our police department has a reputation for respecting all members of our force, regardless of gender or race,” said Police Chief Steve Schuster. “I am very proud of the work we do at the El Monte Police Department.

We hold the community’s safety in our hands, and we do so with integrity and respect. The jury has spoken and has vindicated our department in the face of these sensational allegations.”

Should the Association announce its intention to serve the Council or the Administration staff, we will gladly receive them in the City’s administrative offices.

While we will be pleased to respond to the Association at the appropriate time, we believe that the taxpayers will be served best when the City takes the time to review the allegations and respond with clear and factual information.

We will review each and every claim made, and will respond with full and complete information wherever possible.

What Are the Issues at Stake?

San Gabriel’s employees benefit from participation in CalPERS, the State’s retirement plan for state and local government employees. That retirement plan is comprised of two components: an 2 employer’s share, typically paid by the employer, and an employee’s share, typically paid by the employee. Over the past two

decades, many California cities including San Gabriel had paid both the employee and the employer share. Like many cities throughout California, the City Council has concluded that this practice is no longer sustainable, and has requested that the City’s employee groups pay their fair share of the employee retirement contribution, for a plan that continues to provide a level of benefits that exceeds most plans found in private industry. The Police Officers Association has rejected this request.

Has the City Mismanaged the City’s Retirement Fund?

No. The City has managed its retirement funds prudently and appropriately.

We have taken pride in providing our public safety employees a superior package of benefits consistent with industry standards. We have done nothing wrong, and will provide information at the appropriate time to demonstrate that fact. Beyond that, the City will be reviewing the allegations made in the lawsuit and will respond after it has had its legal advisors review them. That process has just begun, and is expected to occur over the

next 30 days.

The SGPOA contends they are among the lowest paid employees in the area.

Is this true?

The City surveys salaries of all employees on an annual basis, and has shared that data with the Association.

At an individual median income of $97,961 annually, the average San Gabriel police officer makes over $41,000 more than the average household in our city, based on the Census’ reported household median income of $56,720 annually.

These figures do not include a generous benefit and retirement package that adds substantially to their compensation.

Our data shows that while police employees have slightly lower salaries than the median among survey cities, the combination of benefits and retirement place them well within the local market for total compensation.

What’s Next?

The City is reviewing the lawsuit, and will be preparing a formal response to the allegations made in that document. Beyond that, the City has no further comment at this time.

600 Participate in Santa Teresita’s Fourth Annual Hayden 5K and Family Festival

It wasn’t all about winning as more than 600 runners, walkers and wheelenabled participants took to the streets and walking trail in Duarte Saturday for Santa Teresita’s fourth-annual Hayden 5K and Family Festival.

After sprinting, jogging, power walking, rolling or strolling, there was plenty of time for snow cones, jumping in a bouncy house, face painting, pony rides, climbing a rock wall, trying on firefighter gear, or dozens of other exciting entertainment and eating options provided after the run at the about 25 vendor booths set up in Santa Teresita’s parking lot area.

“There are more people today than we’ve ever had,” said Sister Mary Patrice, event coordinator and director of Hayden Child Care Center, a division of Santa Teresita.

Despite the large num-

ber of participants and spectators, there were fewer complications for commuters and Royal Oaks area residents, some who have complained in previous years of traffic problems when the city shut down Royal Oaks Drive for the annual event.

“Everything ran great.

There were no problems as far as logistics and traffic,” said Sheriff’s Deputy C. Moore, of the Los Angeles County Sheriff’s Office’s Duarte sub station.

The event also was free of medical or other emergencies, Moore said, reiterating, “The run all went great.”

In addition to the 600plus run participants, many more local and surrounding area folks showed up for the Family Festival, where dozens of vendors each provided raffle items, which allowed for thousands of dollars worth of prizes to be

won.

“It’s amazing,” Sister Mary Patrice said, of community and vendor support, which help the Carmelite Sisters provide services at its Hayden Child Care Center.

Saturday’s event was co-sponsored by the nonprofit Hayden Child Care Center, the city of Duarte, Baja Ranch Market, Jake’s Roadhouse, and Purchase Green. Proceeds from the event benefit Hayden Child Care Center. The center is a pre-school and kindergarten education facility that assists families and children in spiritual, social, and academic formation.

Santa Teresita has been part of the Duarte/Monrovia area since 1930. It began as a series of cottages where the founding Sisters treated an influx of refugees from Mexico during a severe Tuberculosis epidemic.

Through the years, the complex has grown to include a

several story professional office building, the one-story Hayden Childcare facility, chapel, two convent buildings, and most recently the beginnings of an $8.4 million restoration project to include nine assisted living cottages.

The first of those cottages broke ground last fall as the Rose Gardens at Santa Teresita.

Winners of Saturday’s Hayden 5K run received medals — for first, second, and third place — and children received ribbons.

The event was a wonderful experience for Monrovia High School senior Jasmine Ramirez, 17, and her sister, Giselle Vargas, 4, both who finished the 5K in high spirits, ready to run off some more energy at the Family Festival.

“My sister did great in the run,” Ramirez said, adding, “I made Giselle drink a lot of water, I wanted her

to be ale to finish the run, didn’t want to have to carry her.”

Ramirez said several other family members also participated in the event, including her aunt, Yolanda Villasenor, and Villasenor’s boyfriend, Jon Acedo. Acedo and Villasenor, of Fullerton, both came in secondplace in the 5K run’s age 25 to 29 male and female categories.

“They are very competitive, they came in within two minutes apart, and so close to first-place,” Ramirez said.

Sister Imelda and Sister Rita Therese took their time completing the course, which, for them took about one-hour and five minutes.

“We were just walking, enjoying the day,” Sister Imelda said.

Jeannette Gonzalez and her daughter, Alyssa, 5, a former Hayden student, completed the course with a little bit of running and a lot of walking. This was their second year to complete the 5K run.

“We took a short cut,” Alyssa admitted, adding

she’s already excited to participate in next year’s run.

She also was excited to eat a pineapple snow cone at the Family Fair.

“Yum,” she said, as she slurped the florescent yellow, icy concoction.

The face painting was the highlight of Saturday’s events for Mark Young, 4, of Lakewood. Mark got a batman mask painted on his face, as his mom, Bernie Young looked on.

Victoria Ramos, of Alhambra, also enjoyed watching as her sons, Nathan, 8, Julian, 9, and Ethan, 3, tried on firefighter gear with the help of local firefighters, next to a shiny red fire engine.

“My sons love firefighters, so this is the best,” Ramos said.

This was the first year the Ramos family has participated in the event, but they will probably come back again, Ramos said.

“My brother and sisterin-law invited us, they do it every year,” she said, adding, “We all really had a lot of fun today.”

Sierra Madre Council Delays Decision to Cut 7.8 Staff Positions

by City staff, including at least two that would find themselves out of work, and from resident proponents of the library and the Community Services Dept., the City Council decided to place on hold consideration of a proposed reorganization of the City Departments that would ultimately have saved about $260,000. Among many changes, the plan called for moving the Human Resources aspect of the Community and Personnel Services Dept. into the Administrative Dept., making the Community Services Dept. more of a Recreation Dept. that also oversees Transit.”

The move would have eliminated the Community and Personnel Services Director and Deputy Director positions. An Assistant City Manager position would be reinstated. The equivalent of 7.8 full-time employees would be removed from staffing.

Development and Planning Services would close their doors for half a day, allowing employees to work uninterrupted to keep up with their workload with fewer employees (a full time administrative aide position and some intern positions would be removed from that department). Still, there is expected to be an increase in the time applicants would have to wait for projects to be approved and building inspections to take place.

In addition, it would take longer for minutes from Planning Commission and General Plan Update Steering Committee meetings to be prepared, and the idea of cutting Planning Commission and GPU meetings to once a month would be considered.

The Library would eliminate a Library Tech II position (putting a 17-year employee out of work), and add a technology position.

Additional staff hours would be cut at the Library, meaning library hours would be reduced

by six hours a week.

In addition to the elimination of the two director positions in Community and Personnel Services, enough hours would have been eliminated in the Aquatics division of Community Services that the pool would be closed on weekends and in the evening following evening swim lessons in the summer.

Family Swim on Monday, Wednesday and Friday evenings and Lap swim on Tuesday and Thursday evenings would also be eliminated.

Despite assertions by candidates at the two City Council Candidate forums that have been held so far that Public Safety services are a top priority and will continue to be fully funded, the reorganization calls for $130,000 in cuts to the Police Department. A part time deputy position would be eliminated, meaning longer times for investigations, due to an increased case load for the single police officer assigned to detectives. There would be a reduction in part time cadet hours, with on-duty officers picking up some of the cadets’ duties. The full-time Code Enforcement officer position would be eliminated, and a part time Code Enforcement officer would replace it, with funding coming from Development Services, rather than the PD. The hours of a part-time administrative clerk would also be cut in half. All of these cuts would be being made at a time when the PD is already understaffed, since a Captain’s position and an Officer’s position were frozen at the last round of budget cuts, which resulted in a $900,000 savings City-wide, prior to approval of the 2011-2013 budget.

Those two positions would remain, but in their frozen state, unfunded.

While the administrative services department would actually see some increases in staffing, that would be because of the shifting of Human Resources into the depart-

ment.

Administration would also see the loss of the Administrative Services Director.

Several people spoke to the Council urging them to take a closer look at finding ways to increase revenue, or at least wait and see how some of the areas where things are in flux end up, before laying long time employees off. One speaker bemoaned the potential loss of a long-time library employee to create a position that would update the website and post City documents online and asked the Council to put humans ahead of technology. One staff member reminded the Council that while it was true that some full-time positions were becoming part-time positions, effectively allowing the report to imply that there will be minimal loss of employees, that full-time worker might need to look elsewhere for full-time work in order to feed a family or maintain health benefits, meaning the loss of another experienced staff member by the City. David Crochetiere, chair of the Community Services Commission spoke eloquently and with passion about the Community Services department, noting that he feels he has been handed down a trust from generations of volunteers before him on the Commission to act as a steward, and that he felt that by eliminating the director positions for the department, the City was, in effect, rendering the department voiceless in future policy decisions that would affect the department. He also referred to an earlier report presented to Council which discussed the cost of recruiting and hiring personnel, and urged council to consider that when deciding whether or not to eliminate experienced staff to bring in new, lower paid, or parttime staff to replace them.

The Council decided to delay any decision on the reorganization until at least the March 27th meeting.

Sobriety & Driver’s License Checkpoint in Arcadia

The Arcadia Police Department Traffic Bureau will be conducting a sobriety and driver’s license checkpoint at multiple locations within the city on Friday, March 16th, 2012. Officers from this agency will also be conducting a DUI Patrol on Saturday March 17th.

After working for a time in North Carolina, I was hired by the U.S. Dept. of Agriculture as a Plant, Protection, and Quarantine (PPQ) Officer. PPQ is now part of the Department of Homeland Security. During my 11 year tenure I inspected trucks, ocean containers and boarded ocean vessels as well as Navy ships to enforce PPQ regulations.

Shortly after we moved to Sierra Madre an application was made to build a high school on the Willis Estate at 1 Carter. I became very involved with Residents to Preserve Sierra Madre (RPSM) and was one of the first donors to their cause.

Our efforts were successful.

In 2004 the developer made a proposal to build several single family homes at 1 Carter. I also actively participated in the EIR scoping sessions and spoke several times during the Planning Commission and City Council hearings to downsize the project and help protect our mountain view.

I’ve worked with Flintridge Sacred Heart Academy (FSHA), Katie’s alma mater, since 2006 as a member of the Development Committee and Flintridge Fund subcommittee. We work to encourage current and past FSHA parents to support the school and keep it financially viable.

As a member of the Sierra Madre Community Foundation (SMCF) from 2004 – 2009 I chaired the grants subcommittee.

I think the coolest grant that we funded was “Summer Movie Nights at the Pool”.

The latest project that Halcyon and I started is the sale of used books on line for the Sierra Madre Friends of the Library. We have been able to sell several higher value books and generate additional funds for the Friends.

Halcyon has also been very involved in community work. She is a past president of SM Civic Club; she has been on the Chamber of Commerce Board, Lead Docent for the Wistaria Festival vine tours, worked on the Sierra Madre Rose Float,

helped with the Friends of the Library, as well as being very active at church.

My passion is to partner with the community to retain Sierra Madre’s unique culture and heritage and to leave to our children and grandchildren a city that is economically stable.

The village atmosphere of Sierra Madre played a significant role in our children’s development. I have an obligation to fight to preserve Sierra Madre’s unique charm and small-town atmosphere.

I am a hard-working, can-do, self-reliant and frugal individual. I retired early at age 57 from AT&T in April, and am now in a position to serve the Citizens of Sierra Madre with dedication, enthusiasm and vigor. Decision 2012 - Arcadia City Candidates Share Views General Municipal Elections are held the second Tuesday in April of every even-numbered year. Ballots were mailed on Monday, March 12 to registered voters in Arcadia for the next municipal election. Based on the overwhelming use of absentee ballots over voting at the polls recently, the Arcadia City Council decided to hold its election completely by mail.

This election will include two City Council seats, one ballot measure and the position of City Clerk. However, as only Glen Glasco has filed for City Clerk. There are five candidates for the two Council seats. Of the two seats, one is an open position as Roger Chandler has been termed out. Gary Kovacic is running for re-election. Also running are Mary Dougherty, Henry Nunez, Sho Tay, and John Wuo. Wuo has served previously on the council. Both Nunez and Tay have run before. Dougherty has previously served on the local Board of Education.

The voter packets include not only the sample ballot information including candidate statements, but also the actual election ballots. Do not throw out your ballot.

This is the real ballot which registered voters must return in order to vote.

Ballots must be received by election day, April 10.

The ballots can be returned by mail or can be brought directly to the City Clerk’s office at Arcadia’s City Hall.

In addition to regular business hours until the day of the election, on April 10 itself, the City Clerk’s office will be open to receive ballots until 8 p.m.

Ballots mailed, but not received by April 10 will not be counted according to Deputy City Clerk, Lisa Mussenden.

She suggests bringing the ballots to City Hall rather than relying on the postal service if voters wait to the last minute..

Henry Nunez Age: 53 Occupation: Businessman I am proud to say that I was raised in Arcadia, attended our great schools and graduated from Arcadia High School in 1976. I grew up with Arcadia’s great traditions, strong sense of community and sense of safety and security. In 1986, I began my real estate career in Arcadia and founded my firm here in 1998.

Thank You. Mary Dougherty Here’s why I decided to be a candidate for Arcadia City Council. I have a strong background as a participant in local government. I currently am President of the Santa Anita Oaks Homeowners Association, and co-chaired the Architectural Review Board Chairmen in the development of the recently adopted Joint Resolution covering architectural standards in the five homeowner-association areas. I served four terms (16 years) as a member of the Arcadia Unified School District Board of Education; a 10year director of the Arcadia Chamber of Commerce; participated in the development of the Arcadia General Plan; and the present co-chair of the Chamber’s Government

Affairs Forum. I am resolved to preserving Arcadia’s reputation as a great place to live, work and do business.

It is generally agreed that the homeowners’ associations have done a better job of overseeing housing design standards than the City. I would strive to make those standards applicable to the City as a whole, so that new homes are harmonious and compatible with their existing neighborhoods.

We can’t expect homeowners to bear the full burden of the services that make Arcadia great. Small business development needs to be encouraged and unnecessary regulations and obstacles eliminated. Small businesses are the engine of the economy.

We have some treasured assets in Arcadia. The Santa Anita Racetrack has a huge unused parking lot. We need to explore with the track management ideas that would contribute to the Racetrack’s and the City’s mutual benefit, and that are appropriate for maintaining the lifestyle of the residents. The Arboretum is another prized resource that might provide opportunities for expanded activities. Our schools are highly valued by the community. Continued collaboration needs to be encouraged to enhance development of our future workforce.

My most important attributes are that I listen carefully and ask a lot of questions to assure that best practices are followed. I have no conflicts of interest and will participate fully in Council deliberations and decisions.

I pledge to represent the best interests of our community and the City. I urge you to VOTE for me, Mary Dougherty for Arcadia City Council.

Gary A. Kovacic I am a life-long resident, a Citizen of the Year, and love Arcadia.

I have served 14 years on the Arcadia City Council, including four terms as Mayor.

Prior to serving on the City Council, I served two terms on the Arcadia Planning

Commission and chaired the Santa Anita Village Architectural Review Board for seven years. In 2006, I chaired citizen campaign committees for Measure A (Gold Line bridge over Santa Anita Avenue) and Measure I (improve Arcadia schools). Both Arcadia measures passed with over two-thirds of the vote.

When I joined the City Council in 1996, Arcadia faced substantial budget deficits. As Mayor and City Council Member, I helped change how Arcadia does business. San Gabriel Police Officers’ Association Files Suit Against City Lawyers Compare Scandal to City of Bell

The San Gabriel Police Officers' Association announced a lawsuit has been filed against the city, accusing city officials of misusing city employee retirement funds.

The POA's attorney Dieter Dammeier said the city has "misappropriated and misused" city retirement

funds since 2000 in a press conference held outside City Hall Friday morning and said that thousands of tax dollars have gone into private savings accounts of city employees.

The lawsuit against the city is asking officials to return $5.7 million in allegedly misspent employee retire-

ment funds.

Detectives Fabian Valdez, Martin Garcia and Dan Flores stood along side their attorney Dieter Dammeier outside San Gabriel City Hall Friuday morning with about 30 cusious residents and local media and told their side of the story.

In pointing out that they

are the lowest paid police depratment dept., spokesman Valdez said he was surprised to learn that some council members get in excess of $26,000 for “essentially working two nights a month” when officers who “put their lives on the line, are paid about $84,000 for keeping the community safe 24-7.”

The suit comes after the city declared impasse in labor negotiations with the POA. Negotiations began in April 2011.

The POA filed an initial claim in January, which was thrown out in February.

City leaders will discuss the matter during March 13 City Council meeting.

Named in the suit are: City Of San Gabriel ("the City") is a duly constituted municipal corporation operating under the laws of the State of California, wholly situated in the County of Los Angeles.

Preston, the appointed City Manager of Defendant City, is responsible for the administration of all City departments, and serves as the City's chief ex-

Defendant Robert Kress is the City Attorney for the City of San Gabriel. AsCity Attorney, Kress owes a duty to residents and employees, including Plaintiff SGPOA's members, of the City of San Gabriel to ensure that the City complies with the law.

Defendant Kress is named in his official and individual capacity. Defendant John Janosik, the elected City Treasurer of Defendant City, is responsible for establishing and maintaining the procedures and controls over City revenues andexpenditures.

Defendant Janosik is named in both his official and individual capacities San Gabriel City Council will address the SGPOA's tort claim against the city at its meeting on Tuesday.

I have had success as a consensus-building leader on campus as President of the 350 member faculty association, as Technology Committee Chair and in my current position as Chair of the History and Political Science Department. The fiscal challenges we face require careful long term planning to make sure essential city services are preserved. My first goal is to find cost savings in City outlays through careful analysis of each department’s budgetand through simplification of administrative processes. Also, the City should invest in technology that can reduce overhead expenses.

Our Police and Fire Departments must have the tools necessary to protect us and to maintain our life-saving Paramedic Service. The quality of our Public Works services cannot be compromised because they serve as the backbone of our community.

My passion is for our Youth and Senior Programs and for our wonderful parks and Library. I will fight to maintain these programsthat help sustain our high quality of life and provide our residents, especially our children and seniors, with a crucial link to our community.

Our natural resources such as our water supply, hillsides and community forest must be carefully stewarded. I will stand strong against any entity that tries to impose development that sidesteps our laws or isout of touch with our “small town” consensus. In keeping with this consensus, however, we must find a suitable project to replace the Skilled Nursing Facility. This is a matter of pride for our community.

I will lead the effort to recruit more small businesses to Sierra Madre that can provide products and services and employment opportunities, increase foot traffic for our current businesses, and can provide much needed sales tax revenue.

Who am I? I was born and raised in Sierra Madre, and besides going away for school, have lived here my whole life. My fiancee and I have decided to continue the Harabedian tradition of living in Sierra Madre, and I could not be more excited to raise my future children in Sierra Madre. They will be close to my parents, sisters, and nieces and nephew, all of whom live here.

Why am I running?

Because Sierra Madre is facing serious challenges, mostly in the realm of our budget. With the elimination of our community redevelopment agency, the City has lost close to $1.2 million.

In order for Sierra Madre to continue to provide the quality services that it does, while trying to renovate our infrastructure (streets, water pipes, sidewalks), we need to have a serious conversation about the fiscal health of our city and come up with innovative ways to raise revenues and provide services in the most cost-efficient manner possible.

How do we do that?

We need to start exploring sensible, innovative ideas.

For example, many citys utilize public-private partnerships to fund important projects and fill budgetary gaps.

Specifically, the vendors that the City contracts with to provide certain services should be expected to pay some of that profit back to the City to help with our infrastructure projects. If we are paying hundreds of thousands (if not millions) of dollars to these companies to provide services in the City, then these companies should act like good corporate citizens and help us renovate our library, fix our streets and sidewalks, and retrofit our water pipes. If not, we will find companies who will.

These city contracts cannot be a one-way street and we have to use our leverage to get as much from them as

we can. Another aspect the City needs to work on is getting more of our fair share from Washington D.C., Sacramento, and Los Angeles County. I would hire a fulltime grant writer that could help Sierra Madre in that regard. I would also like to see Sierra Madre become a technology corridor, where small 21st century programming and internet-based companies could set up shop. This could bring in increased sales revenue, while leaving a small footprint in downtown.

What is my campaign about? Positive, energetic involvement. I want Sierra Madreans to be excited about our local city government again. This process has already been so much fun for me and my campaign committee -- I get to meet new neighbors every day along side my best childhood friends who are helping me with my campaign. My campaign managers (Dave Loera and Brett Shaw) were my football coaches at St. Rita when I was in 5th and 6th grade, and my two die-hard volunteers are Mike Hoffman and Daker Staggs, my two best friends growing up! It’s truly a family affair, and it feels good to bring the community together.

How will I govern if elected? The same way I am campaigning: I will listen to all voices, learn the facts, and lead by example.

I will make the tough decisions, but in doing so I will remember that we are one big community that needs to stick together and not turn on each other. Win or lose, I hope I help elevate the tone of city politics.

HBO Suspends ‘Luck' Filming

San Gabriel POA Attorney Dismisses Councilman John Harrington from Lawsuit In the lawsuit amnnouced against San Gabriel City officials last week, the Police Officers’ Association Attorney, Dieter C. Dammeier, siad we was pulling Harrington’s name from the legal action.

“John Harrington was elected in March of 2011.

The unlawful actions by the City started well before that time period. While there may have been some trail of the unlawful activity (interest from the Tax Fund being put into the General Fund) into 2011, the decisions to do that would have likely taken place before Harrington was

sworn into office. Harrington ran for election on a platform of cleaning up corruption at City Hall. Hopefully he is true to his campaign promise and takes on his colleagues that have unlawfully spent the taxpayers funds.” Dieter C. Dammeier, told Beacon Media on Saturday.

For the period of Sunday, March 4th, through Saturday, March 10th, the Police Department responded to 924 calls for service of which 124 required formal investigations. The following is a summary report of the major incidents handled by the Department during this period.

Sunday, March 4: Around 8:48 a.m., an officer responded to the Arcadia Police Department front counter regarding a fraud report.

The victim explained he was reviewing his Kohl’s credit card statement and discovered fraudulent charges. He had the credit card in possession at the time of the report and did not give anyone permission to use his account.

He is desirous of prosecution.

At approximately 6:18 p.m., an officer was dispatched to Hollister at the Santa Anita Mall, 400 South Baldwin Avenue, in reference to a male juvenile detained for theft. The suspect concealed a bottle of cologne inside a used shopping bag and exited the store without making payment.

The 16-year-old Hispanic male was cited for Petty Theft and released to his parent.

Monday, March 5: At about 10:10 a.m., an officer was dispatched to Foothills Middle School, 171 East Sycamore Avenue, in regards to a male student being detained for possession of marijuana and an alcoholic beverage. An investigation revealed the student concealed the items in his backpack for use after school. The 13-yearold Hispanic male was arrested and transported to the Arcadia City Jail for booking.

Shortly after 8:40 p.m., offi-

cers responded to the Great Steak and Potato Company at the Santa Anita Mall, 400 South Baldwin Avenue, in reference to a theft that had just occurred. Officers located and detained the suspect in the JCPenney parking lot. An investigation revealed the suspect requested change from cashiers at different eateries and asked them to count out the money, at which time the suspect took the money from their hands and fled. The 62-year-old Hispanic male was arrested and transported to the Arcadia City Jail for booking.

Tuesday, March 6: At about 4:08 p.m., officers responded to BJ’s, 400 East Huntington Drive, regarding an injury traffic collision into a building. An employee parked her vehicle in a space closest to the south wall of the restaurant, and leaned over to the passenger side of the vehicle without putting it in park. As the vehicle began to move forward, she attempted to place her foot on the brake but hit the gas instead, causing the vehicle to drive up the curb and into the building.

When she got out of the car, she fainted and hit her face on the ground. The subject was transported to the Arcadia Methodist Hospital for medical assistance.

At approximately 4:20 p.m., officers were dispatched to the 2000 block of Greenfield Avenue in regards to a male adult suspect who had barricaded himself inside his residence with a gun after fighting with his girlfriend.

Officers located the suspect in his backyard and detained him in front of the residence.

An investigation revealed the

51-year-old White male hit his girlfriend in the face with a screwdriver. The victim and suspect were transported to the Arcadia Methodist Hospital for medical treatment and after clearance, the suspect was transported to the Arcadia City Jail for booking.

Wednesday, March 7: Around 2:39 p.m., an officer responded to Foothills Middle School, 171 East Sycamore Avenue, in reference to a child abuse investigation. A student reported to the school counselor that the bruise on his face was a result of his father striking him for playing computer games rather than completing his homework. After investigation, the 37-year-old Chinese male was arrested for Child Abuse and transported to the Arcadia City Jail for booking.

An emergency protective order was issued and a Department of Child and Family Services agent was assigned to the case.

At approximately 9:22 p.m., an officer responded to the 000 block of Sharon Road regarding a residential burglary report. Unknown suspect(s) forced entry through the front door, ransacked the bedrooms, and fled undetected.

Wallets, checks, and jewelry were reported missing. No one saw or heard anything suspicious.

Thursday, March 8: Shortly after 12:21 p.m., an officer responded to the 000 block of East Live Oak Avenue regarding an auto burglary report. The victim returned to his vehicle and discovered unknown suspect(s) entered his vehicle by an unknown means and tampered with the ignition.

The subject left the residence and was arrested for public intoxication outside the residence. The subject was transported to Pasadena jail for booking.

Monday, March 5th: 2:48 PM- Grand Theft Exceeding 950 Dollars, 600 blk.

Chaparral Rd. Unknown suspect(s) entered the location through an open garage door and stole a 21 speed Trek 21 white and black mountain bicycle. The suspect(s) fled in an unknown direction.

broke into the laundry room and stole hundreds of dollars worth of quarters from two laundry machines. The officer determined the suspect(s) pried open the coin mechanism and fled undetected.

Shortly after 5:50 p.m., an officer conducted an enforcement stop on a grey Chevrolet Corvette for making an illegal lane change on Colorado Boulevard at Colorado Place. Upon contact with the driver, the officer noticed an odor of alcohol emitting from inside the vehicle. An investigation revealed the 49-yearold White male was driving under the influence. He was arrested and transported to the Arcadia City Jail for booking.

3:40 PM- DUI Alcohol/Drugs, Lima St. and Highland Ave. An officer stopped a Sierra Madre motorist for a Vehicle Code violation. Further investigation revealed that the 80-year old driver was under the influence of alcohol. The driver was transported to Pasadena Police Department Jail for booking.

Friday, March 9th: 12:19 PM- Use of Another’s Personal Identification to Obtain Credit/Etc. This incident involves the cashing of a personal check, without the owner’s permission.

2:26 PM- Use of Another’s Personal Identification to Obtain Credit/Etc. This incident involves the unauthorized use of the victim’s credit card.

Saturday, March 10th: 2:59 PM- DUI Alcohol/Drugs, Sycamore Pl. and Grandview Ave. An officer stopped a 44year old Monrovia motorist for a Vehicle Code violation.

Further investigation revealed that the driver was under the influence of alcohol. The driver was arrested and transported to Pasadena Police Department Jail for booking.

10:43 AM- Suspicious Circumstances, 500 blk. Woodland Dr. This case involves a piece of charred wood that was thrown onto the concrete porch of a residence. The suspect(s) fled in an unknown direction.

8:47 PM- Petty Theft, 100 blk. W, Sierra Madre Blvd.

Unknown suspects entered a liquor store and stole a 750 ml bottle of Belvedere vodka and a 20 oz. bottle of Coca Cola. The store clerk gave chase, which cause one ofthe suspect to drop the bottle of vodka. The suspects then fled in an unknown direction.

At about 3:45 p.m., an officer responded to the Arcadia Police Department front counter in regards to a theft report.

The victim found a vehicle she wanted to purchase on Craigslist and contacted the seller. The seller directed the victim to wire money via Western Union and explained she would ship the vehicle once the $1,950 payment was received. The victim completed the wire transfer but never received the vehicle. She is desirous of prosecution.

Friday, March 9: Around 0:37 a.m., an officer conducted a traffic stop on a white Dodge Intrepid for a broken license plate lamp, on southbound Santa Anita Avenue at the 210 freeway.

A records check revealed the rear passenger, a 31-yearold Hispanic female, had an outstanding felony warrant.

She was arrested for the warrant and possession of a controlled substance, which was located on her person during the booking process.

Between 5:00 p.m. and 9:00 p.m., unknown suspect(s) stole a bicycle from a bike rack near JCPenney at the Santa Anita Mall, 400 South Baldwin Avenue. The victim has no idea who stole his bicycle and is desirous of prosecution. No one saw or heard anything suspicious.

Saturday, March 10: At roughly 9:59 a.m., an officer was dispatched to the 000 block of West Huntington Drive in regards to a residential burglary report at an apartment complex.

It’s a Prince! In what might be horse racing royalty’s most anticipated baby announcement in decades, Lane’s End Farm said today that 2010 Horse of the Year Zenyatta, known affectionately as “The Queen,” has foaled a beautiful colt.

Mother and foal are healthy and doing fine.

Sired by the popular stallion Bernardini, the foal was born at Lane’s End Farm in Versailles, Ky., last night at 10:10 pm EST. Weighing 130 lbs, the strap-

ping dark bay colt takes after his mother with a white star on his forehead and polka dots on his left front hoof.

“Zenyatta is an amazing mother,” said owners Ann and Jerry Moss who were present for the foaling. “She is so proud of her foal, and so are we. He is already showing his mother’s spirit, and the way Zenyatta encourages and nurtures her precious baby is simply beautiful.”

Joseph Stoddard Watercolor of Pasadena Train Station Named Museum Purchase Prize Winner at Artistic Eden: Contemporary Masters III Invitational, Juried Art Exhibition Opens at Pasadena Museum of History through July 29, 2012 A watercolor depicting Pasadena’s historic train station by the prolific local artist Joseph Stoddard was named winner of the Museum Purchase Prize at the opening reception on Saturday, March 10, for the exhibition Artistic Eden: Contemporary Masters III, now on view at Pasadena Museum of History. Stoddard’s work was selected as the entry most representative of the exhibition’s theme, and will be purchased by the Pasadena Art Gallery Association (PAGA) for Pasadena Museum of History’s collection.

“We are grateful to PAGA for its generous gift of this Stoddard work to the Museum’s permanent art collection,” said PMH Executive Director Jeannette O’Malley. “Joseph Stoddard is one of the most celebrated members of this region’s vibrant artistic community; his superb interpretations of the City’s iconic landmarks are a visual chronicle of all things Pasadena.”

“San Gabriel Owl,” a watercolor by emerging Monrovia artist Hiromi Gibbs, was named winner of the Southwest Art Magazine Award at Saturday’s

festivities.

Artistic Eden: Contemporary Masters III is the third biannual invitational, juried fine art exhibition featuring scenes of the greater San Gabriel Valley by nationally recognized representational artists.

The exhibition, co-curated by seven local galleries forming the Pasadena Art Gallery Association, will remain on display at PMH through Sunday, July 29, 2012.

About Joseph Stoddard: Never let reality stand in the way of a good painting. This has been Joseph Stoddard’s goal for the past twenty five years as he has struggled with the challenging medium of watercolor. He wants people to get an emotional response from his paintings and sketches and to be charmed and surprised by his interpretation. He loves to work outside in the beautiful Southern California sunshine, trying to commit to paper the sensations he experiences, in order to offer that to you.

End of an Era Watch out Wikipedia, There’s an ‘Old Kid’ on the Broadband Block In a report published by the Los Angeles Times Wednesday, the world’s oldest and most trusted encyclopaedia, Brittanica, is finally going digital.

The iconicThe Encyclopaedia Britannica, maker of the 32-volume reference set school children turned to before there was even a hint of what we now call Google, will no longer publish a print publication.

The company which announced the historic decision Tuesday said a “digital-only encyclopedia is easier (and cheaper) to update, and it doesn’t have physical space con-

straints, so editors will no longer have to decide what articles have to be cut when new articles need to be added.”

Not everyone is happy about the decision, however. And many educators feel that rerliance on the computer if far too commonplace and that students need to go to a bricks and mortar library to study.

Accoprding to the Times “The editors of the Encylopaedia Britannica anticipated the heartbreak the announcement might cause with a blog post titled “Change. It’s Okay.
