ITEM #1: BUSINESS RETENTION & EXPANSION a) Conducted one Job Fair on October 24, 2014 at Indian River State College. The event was held from 9:00 am – 2:00 pm with 42 companies participating and close to 400 job seekers present. All materials associated with this program are attached to this report and labeled as ITEM #1a. b) A local business retention and expansion survey was distributed to over 200 companies in October. The survey is attached and labeled as ITEM #2a and. The BDBMC continues to receive completed surveys and with compile results in the third quarterly report. c) Local Targeted Company visit numbers: 66 Please see detail in attached Item #1c d) The BDBMC continues to promote Martin County through local and state mediums. This quarter, an advertisement appeared locally in The Stuart News’ “Progress & Innovation” publication and featured the BDBMC’s Annual Business Appreciation Award Winners. A copy of the advertisement is labeled as ITEM #1d. A second advertisement this quarter appeared in The Stuart Magazine and featured the “Board Meetings Don’t Have to be Boring” slogan. A copy of this advertisement is also labeled as ITEM #1d. e) Sites and Buildings: 158 sites Please see detail in attached Item #1e f) The BDBMC coordinated and planned one Industry Roundtable during the first quarter focusing on “Medical Tourism”. The program was held at the Elliot Museum and was well attended by Martin County’s medical community. A copy of the agenda and other information relating to the event are included in this report and labeled ITEM #1f. g) The BDBMC is coordinating 1 training program for 2nd quarter titled “Marketing and Social Media BOOTCAMP” The event is in partnership with SCORE’s Treasure Coast Chapter and is sold out with 25 participants. A copy of the marketing flyer is included in this report and labeled ITEM #1g. h) The BDBMC continually promotes training grant programs offered on the local and state level. State funding was limited this year however the BDBMC continues to promote the state’s IWT and QRT training grant


programs along with local On the Job training dollars available to local companies. More information is labeled as ITEM #1h. i)

The BDBMC updated and reprinted the “Small Business Resource Guide for 2014-2015. This guide is a vital resource for small to medium sized businesses in Martin County. The BDBMC distributes the guide to all new and renewing Business Tax Receipt holders in Martin County. 5,000 copies were printed and a copy is included and labeled as ITEM #1i. Also updated and printed was material promoting the BDBMC’s Prospector Tool. The Prospector is a real estate and demographic tool utilized by the BDBMC, the real estate industry and local businesses to help identify available buildings, land and demographic information. A copy of this material is labeled as ITEM #1i.

The BDBMC nominated many companies for Grow FL’s “50 Companies to Watch”. Four Martin County companies were recognized with this designation. Winners included: PAC Seating Systems, UCT Coatings, Level 3 Inspection and Lenco Marine. A complete press release is included and labeled ITEM #1j.


ITEM #2 SMALL BUSINESS OUTREACH a) Small Business owner visits 1st Quarter: 23 Please see detail in attached Item #2a b) Small Business Development Center partnership with IRSC: 56 company visits Please see detail in attached Item #2b c) The BDBMC distributes its Small Business Resource Guide throughout the year. First quarter distribution included 283 Guides to new and renewing business tax receipt holders. d) The BDBMC has partnered with Indian River State College and launched the new Business Accelerator Program (BAP). A complete outline of the program and additional materials are included in this report and labeled ITEM #2d.


ITEM #3 COMMUNITY OUTREACH a) Production of research reports outlining local industry labor market trends, income/wage studies, new economy trends, etc.- To be presented in the 2nd quarterly report b) Begin to raise private revenue to fund county economic development programs- On-going effort, currently developing investor program with benefits and funding levels. c) The BDBMC created and distributed monthly newsletters in October and November. ITEM #5 MARKETING/BUSINESS ATTRACTION a) Number of Announced projects to include expansion or new business in Martin County. No closed announced projects this quarter. b) New capital investment to Martin County from expansion and relocation projects Reported on an annual basis. c) Create promotional materials for Fiber Optic opportunities in Martin CountyCurrently In-Production. d) The BDBMC partnered with Florida’s Research Coast (FRC) on 2 events this quarter. FRC is a coalition of Martin, St. Lucie, Indian River and Okeechobee County’s Economic Development Organizations and CareerSource Research Coast. FRC exhibited at the National Business Aviation Association (NBAA) tradeshow in Orlando. The BDBMC designed collateral material for the event as well as staffed the three day show. NBAA is the world's largest and most important business aviation event. Ranked as the fourth largest tradeshow in the U.S., NBAA2014 featured over 1,000 exhibitors showcasing the latest products and services in the industry, nearly 100 side-by-side business aircraft at the static display, opportunities to network with 25,000 business aviation professionals and dozens of education sessions to ensure you are operating as safely and efficiently as possible. Samples of the marketing material are labeled ITEM #5d Purpose: Aviation/Aerospace businesses are a vital part of the economy in our region. This trade show allowed the four county region the ability to promote our local aviation companies as well as the assets of moving to the region. The partners met with hundreds of exhibiters, CEO’s and prospective leads highlighting the region. For the first time, FRC coordinated a site selection trip on its own to market only the four county region. FRC hired Marketing Alliance to schedule one on one meetings with site consultants in the Chicago area in November. Purpose: To


meet face to face with site selection consultants to promote our region to their prospective clients with projects looking to relocate to the Southeast. Attached and labeled as ITEM #5D is a schedule of visits made on the trip. e) Participate in trade shows to market Martin County as a site for business – Refer to 5d – NBAA partnership with FRC. f) Strategically promote Martin County’s business environment through advertising via national and international mediums. None this quarter. g) Participate in Economic Development Conferences: The BDBMC participated in two conferences this quarter. Enterprise Florida’s quarterly Stakeholders Council (BDBMC is a board member) was held in October. The purpose of these meetings is to update Florida EDO partners on state activities and initiatives moving forward in economic development and address a legislative list of priorities for the coming year. The agenda is labeled as ITEM #5g. The BDBMC attended the International Economic Development Conference (IEDC) in Ft. Worth, October 19-22, 2014. The BDBMC is a member of IEDC and this is their annual signature conference with educational, informational and keynote sessions. The agenda is labeled as ITEM #5g. h) Enterprise Florida Collaboration & General Marketing: The BDBMC attended Area Development’s Site Selectors Forum in Ft. Lauderdale at the beginning of December. Enterprise Florida and Florida Power and Light were featured sponsors of the event. The Purpose of this event was to maintain contact and rapport with site selectors that have projects looking at the Southeast. It also gives economic developers the opportunity to hear best practices from site selectors and peers from around the country. A copy of the agenda is labeled as ITEM #5h. The BDBMC participated with Enterprise Florida and other Economic Development Organizations throughout the state at a “Florida Only” event held at Corenet Global’s Annual Conference. CoreNet Global is the world’s leading association for corporate real estate (CRE) and workplace professionals, service providers and economic developers. Over 8,000 members, who include 70% of the Fortune 100 and nearly half of the Forbes Global 2000, meet locally, globally and virtually to develop networks, share knowledge, learn and thrive professionally. CoreNet Global's mission is to advance the effectiveness of Corporate Real Estate professionals and the entire industry engaged in delivering value to corporations through the strategic management of corporate real estate and workplace resources. The Purpose of attending this event was to partner with Enterprise Florida and other EDO’s from around the state to market


Florida as a place to do business. The event hosted nearly 100 real estate professionals and was only open to the Florida Contingency. An agenda is attached and labeled at ITEM #5h.

organization will work with industry partners to lay the groundwork. In late August, they had more than 100 participants on the medical tourism initiative kick-off call. I think we

Visit Florida will use the funding to leverage partnerships with the private sector to increase medical tourism to Florida. Seccombe also pointed out the natural synergy of the funding for cancer centers in the state helping the overarching mission of medical tourism. The state received a big boost from the Legislature to the tune of $300 million over the next five years to help cancer centers at the University of Miami and the University of Florida receive the prestigious top designation from the National Cancer Institute (NCI). Currently Tampa's Moffitt Cancer Center is the only facility in Florida to have achieved that status. An NCI nod for Miami's Sylvester Comprehensive Cancer Center and the UF Health Cancer Center with its Proton Therapy Institute in Jacksonville and partnership with Orlando Health would benefit many areas of the state. A study commissioned by the University of Miami reported that an NCI designation there would result in a $1.7 billion economic impact by the year 2020. Seccombe added, It's a huge opportunity with UF, UM and Moffit all working together — getting that alliance on the map is a win for the state." class medical facilities, 409,000 hotel rooms and warm weather year-round — Florida might be just what the doctor ordered. Many areas of the state are already luring medical tourists to their destinations. Overall, travelers from 186 countries visited Florida last year. Orlando is the most visited overseas destination in the U.S. Rx: FLORIDA Florida Hospital, in addition to being a well known teaching hospital in Orlando, also is the state's No. 1 ranked hospital for the second consecutive year, according to U.S. News & World Report. Founded in 1908, it receives patients from all over the world. As one of the largest not-for-profit hospitals in the country, Florida Hospital stretches across the state from coast to coast with 23 hospitals and more than 4,600 patient beds. It markets its services across the state, throughout the Southeast and also utilizes physicianto-physician relationships in the Caribbean and Latin America to spread the word about its renowned programs. Another place to examine for medical tourism is Jacksonville, home of the Mayo Clinic and the University of Florida Proton Therapy Institute. Mayo, which opened its Florida hospital in 1986, draws more than 20,000 patients per year from outside the state. Many bring at least one companion; some are accompanied by their entire families. Stays can be long depending on the treatment sought. According to Visit Jacksonville, the Mayo Clinic provides $1.6 billion in revenue to Jacksonville annually. Mayo's Jacksonville campus employs two Spanish translators and has information offices in Mexico City; Guatemala City; Quito, Ecuador; and Bogota, Colombia. Patients needing treatment for particular cancer diagnoses are coming to the UF Proton Therapy Institute. Many are referred by the United Kingdom's National Health Service, which has referred approximately 200 children and adults for proton therapy in Jacksonville since 2010. It also has an agreement with the Norway Health Authority to treat both children and adults who have rare tumors in the nasal and sinus cavity, skull and brain. Currently there are no medical centers in Norway that offer proton therapy. The Institute has delivered more than 177,749 cancer proton treatments to more than 5,222 patients since it opened in August 2006 and offers extensive listings of houses and condominiums for rent on its website. Visit Jacksonville estimated medical tourism accounted for almost 46,000 room nights booked at area hotels in 2012, creating an economic impact of more than $23 million. Miami, the gateway to Latin America, has been accommodating medical tourists for many years. Some local officials have mentioned that international patients are part of the city's DNA. Its name says it all - the SpringHill Suites Miami Airport East/Medical Center is an all-suite hotel located walking distance from downtown Miami's Jackson Memorial Hospital. Baptist Health South Florida offers an international services program. Last year, more than 12,000 patients from 100 countries came to Miami and Baptist, whose hospitals include: Baptist Hospital of Miami, South Miami Hospital, Miami Cardiac & Vascular Institute, Baptist Children's Hospital, Doctors Hospital, Homestead

Hospital, West Kendall Baptist Hospital and Mariners Hospital. The international services are led by multilingual staff that help coordinate all aspects of care: travel arrangements, such as air and ground ambulance, if required, and transfers to and from the airport; accommodations at their fully-equipped on-site apartments or at local hotels; financial services; daily hospital visits from international staff; and case monitoring by an international nurse. Baptist Health International also works with local doctors in telemedicine (sharing live operations to teach new techniques and procedures), seminars and symposiums. And its Executive Platinum Health and Wellness Program was developed for Caribbean and Latin American corporate and government officials. The one-day health-care package offers a comprehensive physical examination with other tests and screenings. Miami Children's Hospital also offers an international patient services department with a multilingual staff to help foreign visitors with not only doctor's appointments and hospital business, but hotel accommodations as well. The Greater Miami Convention & Visitors Bureau even has a medical tourism brochure as part of its marketing materials. In Tampa Bay, last year more than 90 percent of patients who came to the Laser Spine Institute for minimally invasive surgeries in accredited facilities were non-local residents, many of whom came from abroad, driving nearly $14.9 million in medical tourism to the area economy. To support growth and expansion, the Institute announced plans to build a new facility to house its Tampa-based headquarters and ambulatory surgery center. The new 176,000-square-foot building is expected to open in 2016 and will accommodate 25 percent more patients. At the University of South Florida's Center for Advanced Medical Learning and Simulation, also known as CAMLS, the tourists" are largely physicians from around the world who arrive in downtown Tampa for cutting-edge, simulator-based medical training. The 90,000-square-foot facility opened in February 2012.NATIONAL AND GLOBAL COMPETITION When it comes to medical tourism dollars, Florida is facing stiff competition here and abroad. As with the industry's financial impact, quantifying the exact number of medical tourists in the U.S. and internationally is not easy, but there are clear indicators of its growing impact. A 2009 Deloitte study estimated that at least 400,000 people traveled to the U.S. expressly for medical treatment, and subsequent reports indicate that number has grown. While Florida's world-class tourist attractions and emerging medical prowess give it a considerable edge, other states also can boast top-notch hospitals, pretty scenery and good shops and restaurants. The San Antonio-based CMTR presentation estimated that the Texas Medical Center in Houston received 18,000 international patients in 2009 alone. The Houston scenery may be debatable, but the center leveraged its assets, which include the M.D. Anderson Cancer Center and several world-class cardiovascular programs. TWO-WAY STREET Americans are medical tourists, too. The CMTR presentation, citing a survey of 1,800 participants, estimated that as many as one million Americans went abroad for medical care in 2009. Other studies indicate the figure may have been higher and that it is growing. Second, the number of people from other countries traveling for medical care also is growing and

medical care also is growing and

those people don't always choose the U.S. The market research firm Frost and Sullivan several years ago listed 14 top medical tourism destinations, and the medical travel organization Patients Beyond Borders offers a list of 11 sites. Compare the two lists, plus others readily available from other sources, and a consistent list of nine key destinations emerges. In addition to the U.S., they are (listed alphabetically): Costa Rica, India, Malaysia, Mexico, Singapore, South Korea, Thailand and Turkey. The reasons patients go to these destinations usually falls broadly into two categories, elective surgeries (cosmetic and weight-loss procedures) that can be folded into broader vacations and those seeking specialized treatments for serious conditions like cancer and cardiovascular disease that cannot necessarily be found or afforded at home. One luxurious example that falls into the former category is a now-famous 2012 package offered by a Chinese travel agency and the Ritz-Carlton in Seoul. Promoted as an anti-aging" tour, the agency and hotel offered a variety of packages that included sightseeing and shopping but that ultimately were built around cosmetic treatments at a South Korean clinic. Pricing for the tourism" part of the package remains unclear, but the medical" piece included treatments ranging up to $88,000. The perception of foreign hospitals' quality also is on the rise. Earlier this year, the International Medical Travel Journal (IMTJ) presented its first-ever Medical Tourism Awards. No U.S. hospital or health-care center won, and precious few were finalists. The International Hospital of the Year was in Malaysia and the Destination of the Year Award went to Jordan. Awards are subjective, but the results are a clear indicator of how competitive the field is becoming. MONEY MATTERS The Beijing-to-Seoul experience aside, cost savings increasingly is cited as a critical factor driving medical tourism. It is at least as important as the availability of a procedure, maybe even more so. Patients Beyond Borders looked at U.S. costs for a variety of procedures and found patients and insurers can save anywhere from 25 percent to 90 percent by having their procedures done abroad. Savings also can be achieved at home, though, as companies and insurers come on board and negotiate rates with major U.S. health-care providers. More employers and insurers are offering financial incentives to encourage workers to consider domestic medical travel. By pointing employees toward facilities with highquality care and lower prices, employers say they can reduce their costs 20-40 percent more than enough to cover the travel expenses involved. Domestically we're seeing some large employers and health plans offer to employees the option of having certain expensive procedures performed at designated locations both in and outside the U.S. where they can achieve more predictable outcomes at more affordable costs than might be the case at their local community hospital. This is the exception, not the rule, but a trend worth watching. Any health-care system competing for these opportunities, including those in Florida, will need to focus on exceptional quality and service while also staying competitive on price," says Thad Seymour, Jr., who leads strategic planning and business development for Lake Nona Medical City. A lot is at stake. Hospital care accounts for more than one-third of the nation's $2.5 trillion annual health spending tab. And spending on hospital care - which rose nearly 6 percent last year - is expected to accelerate. Employers with domestic travel programs say they save money in part by negotiating a single rate, which includes fees for surgeons, anesthesiologists and all medical care up until the patient is discharged.

all medical care up until the patient is discharged. This is one of our ways of trying to bend the cost curve," says Bob Ihrie, senior vice president in charge of employee programs at Lowe's. The national home-improvement retailer has a three-year deal with the Cleveland Clinic for employees and their dependents in need of specialty heart treatments Ð open-heart surgeries, valve repairs, pacemakers. Lowe's, which like many large employers is self-insured, may add orthopedic surgeries to its travel program, Ihrie says. Four other large employers - including an airline and a bank - are in a coalition with Lowe's and are developing similar agreements with medical providers. UnitedHealth Group, WellPoint and Humana are also looking to curb expenses by encouraging their members to receive medical procedures abroad through cross-border plans. HEALTHY OUTLOOK As Medical Tourism magazine notes, 'hospital' and 'hospitality' come from the same Latin root, 'hospes,' which means 'host.'" The same article advised hospitals to look at their assets that would appeal to medical tourists, noting that facilities offering minimally invasive, outpatient procedures are ideal, especially if those facilities are in areas that offer strong tourist attractions. It should be noted that the above magazine is produced by the Medical Tourism Association, which happens to be located in West Palm Beach. So it is easy to see why lawmakers, health-care leaders and the hospitality industry in Florida remain excited about medical tourism's potential in the state. Florida brings a lot of assets to the table, but all of these proponents remain acutely aware that outcomes are not guaranteed in economic development any more than they are in medicine. A strategic marketing plan is critical. But ultimately the destination must deliver. Topnotch medical care, incredible hospitality and a seamless patient experience door to door, not only for the patient but his or her family. Figuratively speaking, Florida has its marketing fingers on the pulse of medical tourism. The beat will only get louder.- Susan Revello contributed to this report. Four Martin County Targeted Companies Win This Year’s “Top 50 Florida Companies to Watch” STUART, FL (August 15, 2014) The Business Development Board of Martin County (BDBMC) received word today that four Martin County companies nominated by the BDBMC are recipients of the 2014 “Top 50 Florida Companies to Watch”. Fifty leading second-stage companies have been selected from more than 500 nominations statewide as this year’s Florida Companies to WatchSM winners. The 2014 class will join an esteemed group of 150 Florida alumni honored over the past three years. Florida Companies to Watch is an awards program that celebrates privately-held, second-stage companies headquartered in the state. To be eligible, applicants must employ between 6 and 99 full-time equivalent employees and have between $750,000 and $50 million in annual revenue or working capital in place. Business ACCELERATOR Training and Grant Program Now Accepting Applications ITEM #2d A Business Development Board of Martin County and Indian River State College Partnership

What is the Martin County ACCELERATOR Business Program? The ACCELERATOR program provides business counseling, technical assistance and training for small business owners, and the opportunity to attain an allocation of grant funding for small business growth. The purpose of the ACCELERATOR program is to enhance entrepreneurial skills and activities, create jobs and assist in the expansion and growth of our existing business community.

How do you apply for the program? • The business must be located in Martin County • Complete and return the ACCELERATOR application (no fee to apply) • Applicants will be notified of acceptance into the program by February 23rd

What if I am accepted into the program? If accepted into the program, participants will be required to attend the ACCELERATOR business training program. The program consists of two (2) weeknight classes for 2.5 hours each for a duration of 12 weeks. All classes will be held at Indian River State College at the Chastain Campus in Stuart. The program fee is $25 and includes membership at the Business and Technology Incubator at Indian River State College. Participants who successfully complete the program will be eligible to apply for a small business microloan grant through the ACCELERATOR program.

Program Parameters     

The applying business must be a small business with 25 or fewer employees. The BDB and IRSC will administer and monitor the program, as well as determine eligibility of applicants. The maximum grant amount is up to $5,000. The business must be located within Martin County. All applicants must be in compliance with all applicable County Departments.

Qualified Uses for the Business Assistance Program are as follows:       

Manufacturing Industries Construction Industries Technology and Communication Industries Business Service Industries Transportation and Storage Industries Retail/Restaurant Industries Personal Services Industries and others (As approved by the Business Development Board)

Ineligible Uses are as follows:         

Franchises of any kind Health and Social Service Industries Agricultural Service Industries Tattoo Parlors Body Piercing/Body Art Shops Adult Entertainment Facilities Nightclubs and Bars Liquor Stores Any Business with outstanding code enforcement violations or debt to the City or County

Other information: 

Background check would be limited to review of current company financial reports. A credit check will be required for companies in existence for less than one year.

BUSINESS TRAINING COURSE Aware of how crucial it can be for existing business operators to participate in continuing business education; staff recommends the creation of a Business Training Course as the starting point of the BAP. The proposed training will include course work that will enhance the business operator’s skill set in the most needed and useful areas of business finance, marketing, sales, and customer service.

The main features of this training course will be: Extensive Curriculum: The success of a training course lies in several aspects; one of the most important is making sure that the course covers the essential areas needed to accomplish the established objectives. These areas include but are not limited to: Business Financing Pricing and Break-Even Analysis Budget & Cash Flow Profit and Loss Statement Balance Statement & Income Statement Marketing & Sales, Customer Service Social Media Human Resources Grant Writing As reflected on the list above, the topics covered by the training course have different complexity degrees. Staff will make sure that the contents are developed and imparted in a way that ensures that participants with different educational levels and professional backgrounds are able to understand and apply. Qualified Trainers: It is the trainer/trainers responsibility to keep the participants engaged with the training course and make sure they comprehend and are able to apply the contents imparted. To ensure this, staff will carefully select the trainer/trainers, corroborating that they meet the following minimum requirements: - Formal training or professional certification on business related fields. - Broad experience teaching the curricula contents. - Broad experience training similar audiences. - Records of success. Materials and Activities: Trainers will utilize appropriate training resources (Books, power point presentations, videos, and guest speakers, among others) that will support the teaching process. To reinforce the knowledge imparted and keep the trainees involved, trainers will also make use of different training materials, activities and assignments. An example of the materials that can be utilized during a training session could be a worksheet that may provide a trainee with important opportunities to practice a new skill gained.

The resources, materials and activities will be tailored to the content in which they're being used to the trainees and also to the teacher. Modular Design: When a training course is directed to a target group as broad and varied as the one proposed, flexibility becomes an essential feature that minimizes the loss of interest among community members that would benefit from the course but are currently working or engaged in other activities. Staff recommends a modular design on which, each session of the course will cover a module that is completely independent from the others but part of a complete training. Because of this, trainees will be able to: Proximity/Accessibility: In order to secure a level of convenience for all the County residents, all of the training sessions of a course will take place at Indian River State College’s Chastain Campus. Graduation: Once completed all the sessions of the training course, a graduation ceremony will take place at a Board of County Commissioners meeting. At this ceremony, the trainees that assisted to ALL of the training sessions will be acknowledged for their dedication and will receive a certificate of completion. Registration and Cost: Registration is required for all the community members interested on taking the complete training course or interested on attending one or more sessions. The registration form will be available online and at the Martin County administrative center (and other locations as needed) and must be filed with the Martin County BDB by fax, email or regular mail. The training course will be free of charge for Martin County residents. Outreach and Advertisement: Several marketing tools will be utilized to advertise the BAP, its services and benefits. These tools include but are not limited to: e- mail outreach, social media, institutional websites, informational workshops, meetings with influential community members and institutions. Deliverables and Program Evaluation: Trainers will be responsible of keeping track of the assistance. Assistance records are important not only to determinate if a trainee will be able to graduate or not, but also will be one of the tools that will measure the trainer’s ability to keep the trainees engaged and motivated. After each session, trainees will complete a short anonymous survey where they will be able to evaluate the content of the session and its applicability, the appropriateness of the complexity level and the ability of the instructor to impart knowledge. Graduates will complete an additional survey where they will be able to reflect their overall satisfaction with the training course. The objective of these surveys is to serve as a tool in the evaluation of the training course. This evaluation will provide feedback to determine if any modifications are required. Trainers must provide periodical reports with the assistance records and survey results to the Business Development Board of Martin County.

INDIANTOWN ENTERPRISE ZONE On November 12th, Indiantown hosted USDA Rural Development State Director, Richard Machek.

The USDA aims to meet the needs of farmers and ranchers, promote agricultural trade and production, protect natural resources, and foster rural communities. For more information on USDA programs and services, visit www.usda.gov

Mr. Machek’s first stop on his Indiantown tour — ITS Fiber, the only data center in Martin County connected to a 100% underground, redundant, gigabit capacity, 100% fiber-optic network. Jeff Meyer, ITS Fiber’s Director of IT, provided a tour of the data center and an overview of ITS Fiber’s fiber and telecom services. The tour continued with visits throughout the community, showcasing Indiantown’s assets and identifying various needs within the community. FROM THE EXECUTIVE DIRECTOR The Business Development Board of Martin County (BDBMC) held its Annual Business Appreciation Luncheon on October 29th at the Hutchinson Island Marriott. At this event, we honor our local businesses in 5 categories and present the Charlene Hoag award. Congratulations to Prime Source Accessories, Bausch Enterprises, PAC Seating Systems, PeakVision and Ocean Master Marine as this year’s recipients. I would also like to congratulate Donna Carman, the 2014 Charlene Hoag Award Winner. Donna’s dedication and commitment to Western Martin County and the surrounding area is second to none and is well deserving of this recognition. Thank you to all of our sponsors that support this event each year and to the 250 CEOs, elected officials, community leaders and business owners that made the event possible. The BDBMC began the 2014-15 fiscal year on October 1st and it’s proving to be very busy. We are currently assisting 66 expansion, relocation or retention projects in Martin County and continue to work directly with our local small business community addressing their needs. The BDBMC has also been participating with our Research Coast Regional Partnership made up of St. Lucie, Okeechobee, Indian River and Martin County to market the four county region as a desirable location to do business. It’s important to realize that companies relocating or expanding to any of the four counties, benefit the State of Florida, specifically the Research Coast.

The Business Development Board of Martin County (BDBMC) was formed in 1991 as a public/private partnership after the creation of the Economic Element in the Martin County Comprehensive Growth Management Plan.

Jeff is a Senior Manager at Waste Management, where he has been with the company for 35 years. He is responsible for public sector services and for interfacing with government agencies in the surrounding six counties. His role as Government Affairs Manager includes Statewide Strategic initiative coordination and oversight of outreach activities. Jeff is a charter member of the Keep America Beautiful affiliates of Florida and a former chairman of the Palm Beach Gardens Parks and Recreation Advisory Board. He also serves on the Big Heart Brigade, Keep Martin and Palm Beach Counties Beautiful, Okeechobee County Education Foundation, the Council of Chambers of Martin County, Northern Palm Beach County Chamber of Commerce Trustee and the Hobe Sound Chamber President’s Council.

Four-County Partnership Promotes Region at National Business Aviation Association’s (NBAA) Annual Meeting and Convention Florida’s Research Coast Economic Development Coalition (FRCEDC) exhibited at the 2014 National Business Aviation Association’s (NBAA) Annual Meeting and Convention in Orlando on October 21, 22, and 23rd. NBAA is the world’s largest business aviation trade show - the Orlando event hosted 26,000 attendees and 1100 exhibitors. The region’s economic development practitioners from Martin County, St. Lucie County, Indian River County and Okeechobee County, along with local elected officials and airport managers, promoted the four-county region as a potential business location. INDIANTOWN ENTERPRISE ZONE

On October 17th and 18th, Indiantown held its 67th annual rodeo, the community’s largest event held at Timer Powers Park. Since 1947, Indiantown hosted one of the nation’s most prominent rodeos in its historic rodeo bowl. The 1966 Circle T Ranch Championship Rodeo drew 18,000 fans from 41 states to Indiantown. In recent years, the Indiantown rodeo tradition has continued at Timer Powers Park . The Indiantown/Western Martin County Chamber of Commerce is proud to host the counties only annual rodeo in affiliation with the prestigious Professional Rodeo Cowboys Association (PRCA) and the Women’s Professional Rodeo Association (WPRA). The 2014 Indiantown rodeo is professionally produced by the 4L Rodeo Company and is made possible by the generosity of sponsors and hundreds of hours of community volunteers and the Martin County Sheriff’s Office. This year’s event drew thousands of visitors to the rodeo and the small business district on Warfield Boulevard in Indiantown’s Enterprise Zone.

■ ECONOMIC DEVELOPMENT NEWS Business Accelerator Program to help enhance business skills STUART — The Business Develop-

ment Board of Martin County (BDBMC) is pleased to announce its partnership with Indian River State College (IRSC) on a new Business Accelerator Program (BAP). The purpose of the program is to encourage location and or expansion of small businesses in Martin County. The BAP is a two phase program that begins with a 12-week classroom curriculum administered by IRSC. Upon completion and graduation of the program, the student/entrepreneur may apply for a small business grant administered by the BDBMC. The training will include course work that will enhance the business operator’s skill set in the

most needed and useful areas of business finance, marketing, sales and customer service. Upon acceptance to the program, there is a one-time $25 processing fee for the applicant; with all other costs provided free of charge through the program. Phase two of the program consists of a small business grant opportunity to those students completing the course work. The maximum grant amount is $5,000 and may be used for equipment purchases, inventory, vehicle or leased space down payment and other needs as approved by the Program Administer. IRSC Incubator Staff and the BDBMC will perform basic due diligence with a final grant approval by the BAP Committee.

Other 2014 accomplishment: ■■ STS Engineering Solutions increased its headcount of active field engineers by 63 percent and nearly doubled the size of its corporate recruiting department. ■■ STS Component Solutions made a major entry into the B787 marketplace after forming a strategic partnership with Korry Electronics, a division of Esterline

Technologies. The St. Lucie International Airport, referred to as the “Gateway to the Bahamas”, is a busy general aviation airport owned and operated by the St. Lucie County Board of County Commissioners. SLCIA is located along the southeast coast of Florida within the four-county region branded as the Research Coast, consisting of St. Lucie, Indian River, Martin and Okeechobee counties. Because of its proximity to several commercial business centers, including West Palm Beach, the airport supports a variety of general aviation traffic including corporate, flight training, military and air-taxi charter services. The airport property consists of 3,844 acres which provides excellent opportunities for aviation and non-aviation development that supports economic growth. The airport is equipped with an FAA Air Traffic Control Tower, on-site Aircraft Rescue and Firefighting services in addition to U.S. Customs and Border Protection service. Two volunteers will accompany them to work the registration table as guests arrive. Sean Helton will already be on-site to ensure vendor setup and ready the registration table with name badges.

At Gaylord National: Stacy Sanders will be at the Gaylord to meet remaining staff/partners at 6:40pm outside of the Woodrow Wilson Ballroom (located on hotel ballroom level).

Two Volunteers will be stationed at each bus, which will be parked in the loop outside. These volunteers will have the guest list to check-off attendees as they board. Remaining volunteers will be stationed in the path between the Innovation Pavilion and the Woodrow Wilson Ballroom with signs to help guests board the buses after the reception.

End of Dinner: Stacy Sanders will ready the registration table towards the end of the event (9:30pm) to distribute gifts to guests as they exit. Two volunteers are needed to assist in handing out packaged gifts.
