PAPs applying by November 1, 2009 who have at any time suffered the medical conditions outlined in the new requirements (e.g. cancer even though they are now disease free for several years) are no longer qualified. The moratorium on accepting applications is for PAPs wanting 0-2 years old (or 0-24 months). PAPs applying for a child 25 months old and above are acceptable. A child is considered a “special needs” because of the difficulty to place them with a family due to this child’s medical/surgical/psychological needs; their advance age; and their being part of a large sibling group. There has been an increasing number of families who are now more open to accepting a child up to 7 years old who do not have medical concerns and have lesser families accepting a child 8 years old and above. Thus, we consider an 8 year old child a special needs because of the difficulty to place them through a regular placement. We hope we have clarified your concerns. Very truly yours,
