MINISTER OF DEFENSE SPEAKS ON FUTURE REFORM IN THE ARMED FORCES OF UKRAINE The Minister of Defense of Ukraine General of the Army of Ukraine Stepan Poltorak revealed some of details on recently adopted Strategic Defense Bulletin in an interview to the 'Novoe Vremya'.

A

ccording to the Minister, the reform in the Ministry of Defense together with the establishment of democratic oversight over the Armed Forces of Ukraine are to be completed by the end of 2018 as provided in the Strategic Defense Bulletin. In the same time, the reform in the whole Armed Forces of Ukraine must be completed by 2020 allowing to acquire maximum interoperability with NATO forces. According

to the Minister, similar changes are planned for the General Staff. It shall undergo significant reforms by 2020 in order to fully implement the J-structure for command, control, support and organization of forces as provided in NATO member-nations. The main objective of the reform is to enable military authorities to take wise decisions quickly and accurately by reallocating a range of duties and functions. NOVOE VREMYA

NEW POSITIONS FOR FEMALE MILITARY PERSONNEL IN UKRAINE The new edition of the Order of Ministry of Defense No. 337 provides for the appointment of female military personnel to active combat-related positions in the Armed Forces of Ukraine with greater risk and responsibility.

NATO AND UKRAINE TO ESTABLISH A CENTER FOR COUNTERING HYBRID WARFARE The establishment of Joint Interoperability Platform for Countering Hybrid Warfare is a part of Comprehensive Assistance Package offered by NATO to Ukraine.

now on, women are officially allowed to serve in the Armed Forces of Ukraine as snipers, scouts or vehicle commanders. It is expected that the appointment of female military personnel to above positions upon the enact-

ment of the Order shall be provided voluntarily or upon the decision of superior command. In any case female military personnel shall be entitled to all social security and maternity protection benefits. HROMADSKE RADIO

UKRAINE TO REDUCE ITS DEPENDENCE ON RUSSIAN DEFENSE INDUSTRY Sales Agreement between the Ministry of Defense of Ukraine and the NATO Support and Procurement Agency on Random Brokerage Services Support to the Ukrainian Armed Forces was signed.

It

shall provide an additional impetus to the cooperation with NATO any diversify the sources of logistics for the Armed Forces of Ukraine. In the long term, this will reduce the dependence of Ukrainian Armed Forces on military equipment produced in Russia. DZERKALO TYZHNIA

NATO NATO APPROVED THE COMPREHENSIVE ASSISTANCE PACKAGE FOR UKRAINE This was informed by the NATO Secretary General Jens Stoltenberg upon the results of the NATO-Ukraine Commission at the level of Defense Ministers in Brussels.

The

package involves assistance in Capacity and Institution Building, Communications, Logistics, Standardization, Cyber Defense, Medical Rehabilitation, Strategic Communications and Countering Hybrid Warfare. The final endorsement of the Comprehensive Assistance Package shall take place at NATO summit in Warsaw in July 8-9. TSN

LARGE SCALE DRILLS STARTED IN UKRAINE The Rapid Trident 2016 American-Ukrainian drills started in Yavoriv training area, Lviv region.

A

ccording to the Ministry of Defense, the drills are attended by over 1,800 troops from 13 countries of the world. The soldiers from Ukraine and the United States are training side by side with their counterparts from Canada, the UK, Bulgaria, Lithuania, Turkey, Romania, Georgia, Moldova, Poland, Norway, and Sweden. The purpose of Rapid Trident 2016 is to provide the Armed Forces of Ukraine with the best practices from the leading armies of the world, share professional experience, and

improve the level of interoperability between the US Army, Ukraine, NATO and PfP forces. The drills will continue for two weeks in different parts of the training area belonging to the International Peacekeeping and Security Centre of the National Land Forces Academy. The drills scenario provides for the use of armored vehicles and army aviation together with small arms live fire exercises. ARMY CYBER SECURITY CENTERS TO BE ESTABLISHED IN THREE CITIES OF UKRAINE This is provided under the Strategic Defense Bulletin, which was enacted in June 6. Cyber Security Centers are to be established in Mykolaiv, Vinnytsya and Chernihiv by the end of 2018 and will be subordinated to the Ministry of Defense of Ukraine.

The

bulletin also provides for a range of NATO-based information protection activities within the Armed Forces of Ukraine until 2020 and enhancement of its capabilities as a component of cyber security system. DZERKALO TYZHNIA

PARLIAMENT APPROVES NEW ARMED BRANCH Verkhovna Rada approved creation of the Special Operations Forces. The corresponding bill No. 4563 on amendments to some laws of Ukraine on defense was supported by 256 deputies.

The

amendments to the Law of Ukraine “On Defense” provide for a new definition to the term “military command”, which is supplemented with Joint Operational Headquarters of the Armed Forces of Ukraine. Meanwhile, the organizational structure of the Armed Forces of Ukraine is supplemented with Special Operations Forces and Highly Mobile Airborne Forces. LIGA BUSINESS INFORM

AROUND 70% OF THE MINISTRY OF DEFENSE IS GOING TO ADOPT NATO STANDARDS IN ITS ACTIVITY BY THE END OF THE YEAR

UKRAINE AND NATO: HOW CAN UKRAINIAN ARMY REACH ALLIANCE STANDARDS? In his latest interview to radio 'Svoboda', Andriy Zagorodnyuk, who heads the Reforms Project Office of the Defense Ministry of Ukraine, spoke about Ukraine’s prospects for EU membership, as well as a progress made on the ongoing defense reform.

The

leadership of the Ministry of Defense of Ukraine is planning to initiate a significant transformation within the agency by the end of 2016 and implement the operating procedures based on NATO standards. Meanwhile, similar changes are planned by the Ministry of Defense in relation to the structure of the General Staff of the Armed Forces of Ukraine based on the provisions of the Strategic Defense Bulletin, signed by the President. MINISTRY OF DEFENSE TO PROCURE HOUSING FOR ITS PERSONNEL USING PROZORRO Ministry of Defense together with the Ministry of Economic Development and Trade are conducting an experiment on the procurement of housing for Ukrainian military personnel using ProZorro e-procurement system. The experiment is scheduled for September 30.

It

is reported that the experiment will be conducted in order to establish fair competition, openness, transparency and impartiality at evaluating bids, while preventing corruption and abuse. Ministry of Defense is planning to report the Cabinet of Ministers on the results of experiment by October 20, 2016. UNIAN

“Our

key accomplishment in the past year has been the completion of strategic planning process and elaboration of Strategic Defense Bulletin which the President has signed this May. Instead of resorting to fragmented changes, we now have a clear action plan for adopting NATO standards. In addition, there have been some demonstrable improvements in logistics, food supply and medical care for the military. We also have several important training programs underway.” Answering the question about the upcoming NATO summit in Warsaw, Andriy Zagorodnyuk said: “For us, partnership with NATO means receiving assistance from NATO member states in building Ukrainian Armed Forces and making them capable of repelling military aggression. Cur-

rently, our most active partners are the United States, United Kingdom, Canada, and Lithuania. Our major expectation from the summit is that of expanding existing partnerships and defining amounts of assistance for the next period.” Speaking about how Brexit could influence advancement of the defense reform, head of the Reforms Project Office suggested that the vote will have no effect on quality or scope of the partnership: “Of course, the change of Government, together with the Scottish question and the resignation of the Prime Minister may raise some concerns, but I don’t expect significant change in the UK Government’s stance towards our partnership.” RADIO 'SVOBODA'

REFORM OF THE LOGISTIC SUPPORT OF THE ARMED FORCES OF UKRAINE:

The aim of activities is to implement systemic reforms of the Armed Forces of Ukraine. The Reform Project Office of the Ministry of Defense of Ukraine is a permanent advisory body of the Reform Council of the Ministry of Defense of Ukraine, and it was created by a separate Order of the Minister of Defense of Ukraine No. 420 as of August 18, 2015. As in the beginning of 2016, the Reform Project Office of the Ministry of Defense implements reforms regarding economic activities, logistic and medical support of the Armed Forces, and approved by the Reform Council of the Ministry of Defense of Ukraine.

If necessary, servicemen and employees of structural units of the Ministry of defense of Ukraine, the General Staff of the Armed Forces of Ukraine, and other military command and control bodies (with the consent of their heads), as well as experts and advisers, including those from public organizations (with their consent), may be engaged to work in project management groups.
