"It is a real privilege to be contributing to this annual review as the new President of the Ayrshire Chamber of Commerce & Industry. “The Ayrshire Chamber has a strong reputation for excellence and I look forward to working with Val Russell our new Chief Executive designate and my colleagues on the Board to enhance this reputation and to support our members to the maximum of our capabilities. “During the last 12 months Ayrshire Chamber has continued to work hard on behalf of our membership to deliver enhanced services and to work collaboratively with our public sector partners. “The spirit of public sector/private collaboration evidenced via the Ayrshire Economic Partnership and the Ayrshire Business Forum has created a unique platform to drive an integrated strategy for economic development across the region. “One of the outputs of that collaboration has been the delivery of an overarching Tourism strategy for the region which reflects the importance of this sector to the financial well being of our community. “This would not have been possible without the direct engagement from the Ayrshire Economic Partnership and the project team which included public and private sector representatives who engaged extensively with the Tourism sector. “The economic environment remains very challenging across all sectors however I continue to be impressed with the remarkable resilience shown by Ayrshire businesses who continue to show levels of innovation and ambition notwithstanding the negativity which is reported on an almost daily basis. “This resilience was clearly demonstrated during the recent Ayrshire Business Awards held during a very successful Business Week where over 250 guests acknowledged success in business across 10 different categories. The buzz within the room as the winners were announced was clearly tangible and suggests to me that the Ayrshire business community has a spirit to continue to deal with and react to whatever challenges lie ahead. “During the past 12 months I have seen first hand the benefits of working with young people to encourage them to think about business and to work in small groups within their school environment to deliver a profitable outcome. The Chamber is committed to developing a strategy to build on our existing links with the education sector and I look forward to hearing more inspirational stories from our budding entrepreneurs. “In closing I would like to pay tribute to both Steve Brannagan, outgoing President, and Martin Cheyne who will shortly handover the mantle of Chief Executive in December. Both Steve and Martin have contributed strongly to the work of the Chamber and on behalf of the Board I would like to thank them both for their commitment and support. “The Chamber is well placed to continue to support our members and a key part of my role is to ensure we are being as pro-active as we can in these difficult economic conditions. “I look forward to meeting as many of our members as possible over the forthcoming year." As I come to the end of my tenure of office I would like to reflect on the last three years in the Chamber. Firstly I would like to say how much I have enjoyed working with you all and being part of business in Ayrshire. It has been a privilege to see how much is taking place in all sectors of the Ayrshire economy. I recognise these have been exceptionally difficult years but have been impressed by how many companies have taken a positive approach and sought to position themselves for the current situation as much as for the upturn when it comes. Secondly I wish to take this opportunity to thank all the staff in the Ayrshire Chamber. I firmly believe you are served by the finest staff working both individually and as a team. Ayrshire Chamber was recognised by Nora Senior, Vice President of Scottish Chambers of Commerce and also Vice

the Ayrshire diary. The most recent Business Week was the best to date and we estimate over 900 businesses took part in at least one event during the Week. We are increasingly seeing the issue of Youth Unemployment rising up the agenda and we have a responsibility to ensure our young people are ready for employment and indeed find employment. To that end the Chamber will focus on Youth Employment as part of its new three year Strategy. We will work with our partners and members to support the various strands of activity around our young unemployed Ayrshire residents. As Val takes over as your Chief Executive you can be confident that the Chamber is in excellent hands. I have valued Val’s opinion and views and I know there is no better person to lead the Chamber. Finally, I would like to thank all of you who have supported me over the last three years and wish you and your business every success in the future. The local economy of Central Ayrshire has had a bumpy ride over the past year. Having two Local Authorities within the constituency of Central Ayrshire, the effects of Local Government cuts are starting to become apparent with reductions in services within Social Care and Education. The backdrop to the current situation is the recognition that the Ayrshire economy is not moving as quickly as it might to a new ‘knowledge economy” in line with national economic strategy, from the gap left by the waning manufacturing industry. However, this is not necessarily bad news for the Ayrshire region as the Office of National Statistics provides a useful snapshot of the number of businesses in constituency areas, categorised by industry. Even though they do not include smaller businesses which are not registered for VAT, we can get a fair idea of a breakdown of economic activity in the last year. In this regard, the sector with the largest number of enterprises in Central Ayrshire in March 2011 was the Professional, Scientific and Technical industry, which comprises of 240 enterprises in the constituency. Companies such as GlaxoSmithKline, Goodrich, GE Caledonian and Spirit Aurostructures continue to be good employers in the area who strive to ensure contracts are won thus keeping people in employment. This is followed by the Construction industry, which makes up 12.4%, and then by Retail, at 11.4%. Out of a total number of 1,850 businesses, there were 1,160 registered businesses with a turnover of more than £100,000. Furthermore, 6,300 jobs in Central Ayrshire in 2010 were in manufacturing. This is considerably higher than the proportion in Scotland (7.2%) and Great Britain (8.5%) It could be argued that the prospect of smaller businesses to succeed locally has been hampered by a poor uptake of broadband internet. Nationally, the uptake has stalled at 61% in the past year. My constituents will be aware that I have campaigned for a number

of years for better coverage in Ayrshire, especially in rural parts. It can take a lot to convince people, and crucially, the media, that areas of the UK that have Brian Donohoe previously MP been made famous by a successful industrial age have the capacity to embrace new technologies. I firmly believe that the appointment of a Representative for a Digital Scotland by the Scottish Government would give a much needed focus to increasing Ayrshire’s access to a globalised market. Looking forward, Ayrshire's private, public and third sectors have a shared responsibility to developing opportunities for economic growth in the region, especially where improving the local transport infrastructure is concerned. With Prestwick Airport situated in the constituency it is imperative that the local transport infrastructure is developed to the highest levels ensuring continued footfall through the Airport. We also have Search and Rescue Services which work out of HMS Gannett near to the airport, there has been some uncertainty surrounding the future of this Service in the area and to lose it would be a very hard blow to the area as we would also lose the employees who work there and love in the area as they would be relocated. It's vital that the region seizes all opportunities to ensure it benefits fully from a strong and sustainable return to growth. And while job losses have had a clear impact, we must have a shared determination to exploit the massive potential of Ayrshire and its skilled workforce and strong communities.

President of British Chambers of Commerce, as “punching above our weight” at our recent AGM. Excellence and Quality are always at the forefront of what we do and I strongly believe that is why we are shortlisted for the British Chambers “Chamber of the Year” award, having won the “Excellence in Member Services” award last year. I might have wished to be your Chief Executive at a time when the economy had been growing and all your businesses had been thriving and I am sure growth, although slower, will return sooner rather than later. The relationships I have had with our various stakeholders including the Local Authorities, the Chamber network, and the Board of Directors to mention a few has been challenging but in a really positive way. The achievement of the Ayrshire Economic Partnership has been a significant change of momentum with a real drive to make things happen across Ayrshire & Arran. When Val Russell suggested starting a Business Week I thought this was a brilliant idea and it has grown to be an established part of

The last year has been difficult for businesses not just in Ayrshire but also throughout the UK due the deepest recession in the UK since records began. The Scottish Government has worked to reduce the negative Margaret Burgess MSP effects of the recession Cunninghame South by prioritising sustainable economic growth when making decisions. Nevertheless, the outlook remains challenging. The Scottish Government is therefore committed to investing in infrastructure and other capital projects to ensure that employment remains higher and unemployment lower than the rest of the UK. Specific measures introduced to assist the local economy include the continuation of the Small Business Bonus Scheme which reduces business rates for many business properties. In 2011/2012 almost 6,000 companies in Ayrshire will save over £9 million. The Modern Apprenticeship programme has been further expanded and will continue to provide additional opportunities for young people. Our local communities often depend on the many small businesses who have not always had the support they deserve from Banks. The Scottish Government continues to press the UK Government to take effective action to ensure that all businesses are adequately supported by the Banks. Undoubtedly the future economic prospects of many businesses will be largely influenced by global considerations including the on-going turmoil within the EU Zone. The Scottish Government, with its limited powers, will ensure that all of its activity is aligned to position the Scottish economy for recovery and growth. The Ayrshire Chamber of Commerce plays an important role in highlighting local economic issues to all levels of Government and I look forward to a continued positive working relationship. It is only by everyone working together that Ayrshire will be in the best possible position to benefit from the upturn when it comes.

The last 12 months have been local our for challenging economy in Ayrshire. During my visits to local companies, I have heard concerns about rising fuel and energy costs, continuing difficulties with bank lending, and real worries about the impact of wider economic issues on the ability of our local firms to grow. The reality is that the UK economy has flatlined for the last 12 months and unemployment rates in Ayrshire are amongst the highest in the country. Many businesses are still identifying skills gaps – particularly in engineering and manufacturing, and there is a real worry amongst employers that when the upturn comes, there will be a real shortage of suitably qualified and experienced workers. Business groups are now calling for

more action to get the economy growing strongly again, and in my view, Ayrshire businesses would benefit from an alternative plan for jobs and growth. This would include a £2 billion tax on bank bonuses to fund 100,000 jobs for young people across the UK – which they would be required to take-up. Some of this money should be used to build up to 2,500 more affordable homes. Longterm investment projects – schools, roads and transport – should be brought forward to get people back to work and strengthen our economy for the future. We should invest in vocational training, and ensure that Scotland’s colleges, as well as our universities, are funded to deliver the types of courses we most need. A temporary cut in VAT would provide immediate help for our high streets, and a one year cut in VAT to 5% on home improvements, repairs help would and maintenance

homeowners and small businesses. If every small firm which takes on extra workers was given a one year National Insurance tax break, more jobs could be created in the local small businesses which are the lifeblood of our communities. It’s also important to remember that there are many success stories in Ayrshire, and we should learn from their experiences, and we need a coordinated effort to maximise the potential of our local assets. Transport Links are continuing concern With the economic outlook still looking troubled, practical measures to help support businesses of all sizes are increasingly vital, and in particular measures to support new small businesses. Over the last three years, thousands of small companies across Ayrshire have benefited from reduced business rates, and in many cases a 100% business rates discount. Clearly this has been good news for the companies concerned, but I believe we need to go further in helping incentivise new business start-ups, which is why I want to see the Scottish Government introduce a two year rates ‘holiday’ for new small businesses. For most businesses, the internet is now an integral part of their operation and so a fast and reliable broadband service is essential. We need to see the roll out of the superfast broadband service as quickly as possible and 6

along with other local MSPs I have been speaking with BT about this. Improved transport links to Ayrshire are a continuing concern and in particular the need for further investment in our road infrastructure. As the Ayrshire Chambers of Commerce has pointed out, Ayrshire is well placed to link to Glasgow, Ireland and England, but getting the best from this means further improvements to our trunk road network, and in particular the A70, A737 and the A77 around Maybole. All five Ayrshire MSPs have come together to support the Ayrshire Chambers of Commerce campaign for a clear plan to improve Ayrshire’s road, rail, air and sea links and for my part I am looking forward to continuing to support that campaign over the months and years ahead. There is no doubting that economic conditions remain very tough, but as I travel around Ayrshire visiting businesses and speaking to local

role in helping to bring businesses to Stevenston, creating jobs in the process, as well as ensuring local businesses can grow and stay in the town. “It will provide a boost to the town, and it is suitable that a building on this site continues to play a vital role for Stevenston. The Grange cinema was once a big part of the town’s life, and now we hope this building will help bring new life to the town.” All-inclusive rent is available from £450 plus vat per calendar month, with flexible lease periods of a year and longer. First floor offices range from 280 square feet, with commercial space/workshops on the ground floor starting at 820 square feet and going up to 1,932 square feet. The offices are served by a common entrance lobby, and benefit from nearby public transport links and car parking. Demolition work on the previous building on the site was completed in December 2009. A planning application was submitted in March 2010. The main contractor for the project, Maxi Construction Ltd, was appointed in early October 2010 and the build started in late November 2010.

Scotmid Co-operative has opened a store at The Grange, the new business and commercial centre in the heart of the town. The store opened on the 24th of November. Adrian Lorimer, Scotmid’s Head of Property said: “Scotmid is very excited to be opening this new store on Stevenston's high street. Irvine Bay Regeneration Company has been very easy to work with and we would be more than happy to do another development project with them. "The new 2,500 square feet store is in a good location and boasts an extensive range of convenience goods, some great money-saving deals and an ATM.” Interest in The Grange has been high. Irvine Bay Regeneration Company, who is behind the build, has received a substantial number of notes of interest from businesses keen to make use of the top-quality, highly specified space – including several that would be new to the area. The Grange – named after the former cinema and bingo hall which previously stood on the site, provides flexible business, retail and workshop space in small unit size. The accommodation totals some 1,000 square metres. Patrick Wiggins, Chief Executive of Irvine Bay Regeneration Company, said: “The plan was that the business centre was to be completed and ready for occupation by the beginning of next year. But the interest has been such that this has been accelerated, and to accommodate Scotmid we have had to push on to have their element ready well ahead of schedule. “The development responds to the need for good quality business accommodation to stimulate the local economy, encourage new businesses to start and to attract business relocation into the area. I am confident it will play a big

A glittering night full of sequins and dance moves were all in a good cause as Chamber Deputy CEO Val Russell and Business Liaison Officer Gill Cameron took to the floor in aid of Aberlour Children’s Charity. Whilst the pair only managed runners up medals for their tango they were delighted to lift the trophy for best fundraisers with a total of £3300 heading its way to Ardfin Road in Prestwick. Val said “Whilst the dancing was nerve-racking we just had to keep reminding ourselves it was all for a good cause and the team at Ardfin do such a fabulous job helping all the young people who use their services. With only 10 weeks training, dance teacher Fiona Young did a great job turning nine couples of mostly non dancers into an entertaining show at Ayr Racecourse”.

Gill added “The idea of performing the ‘tango’ in front of 250 people was daunting but exciting none the less. However the excitement soon turned to total panic as the realisation hit of the challenge I had taken on. “At the final rehearsal, one of the children from Ardfin Road arrived to thank us for our hard work. Meeting one of the young people that we were raising money for put the whole experience into perspective. By the end of the night thousands of pounds were raised for the Aberlour Charity and I am proud to say that Ayrshire Chamber helped contribute to this.” The dancing duo paid tribute to their dance partners Sandy White, NFU Mutual and Stephen Kerr, Clydesdale Bank and thank all those who supported them on the night and sponsored them.

Here’s looking at you Like many businesses Kilmarnock based photographer Martin McLachlan has experienced a number of challenges recently. Martin, a photographer to trade, could not believe it when he was diagnosed with cancer in the eye 3 years ago. Having undergone intensive radiation treatment Martin was left 85% blind in his right eye and unsure he could continue in his chosen profession. However, with a positive attitude, determination and the support from his wife, Martin was able to develop and grow his business. As a member of Ayrshire Chamber of Commerce, Martin has participated in a number of events including the Ayrshire Connections exhibition at Ayr Racecourse. Martin comments “The current economic climate has undoubtedly had an impact on my business and as a result I have to work more efficiently and effectively. I view the Chamber as an essential part of my marketing strategy going forward and I look forward to networking and forming new relationships with fellow members.” ..and after recently photographing

Unexpected legal disputes can be costly at the best of times but during these difficult economic times it is more important than ever for small and medium sized businesses to have access to affordable justice, legal representation and advice. The latest Employment Tribunal Service annual report shows that in the period 1st April 2010 to 31st March 2011 there were 218,100 Employment Tribunal Applications. The maximum awards are even more alarming with £289,167 paid out for a Sex Discrimination case. Social Enterprise and registered charity, Centrestage has been operating in Kilmarnock since 2006 and is open to anyone regardless of age, ability, background or experience. Centrestage launched the CS Bursary Fund in August 2011 which allows many children with additional support needs, young carers and young people who do not have the financial means to attend classes at no cost to themselves. It is funded by donations from businesses and individuals, proceeds from and donations made at performances. The CS Bursary Fund allows

businesses and individuals to make a real difference to a person’s life, offering a hand up, not a hand out. Energy with a difference Chamber members McCaig Renewables are delighted to be working with a number of South Ayrshire schools to demonstrate the practicalities of the different renewable technologies supplied by McCaig Renewables. McCaig Renewables presented to the Primary 6s, at Heathfield Primary, who have recently completed projects on renewable energy. It’s the time of year when a lot of us take the opportunity to enjoy an drink. Whether it’s to toast a year of hard work, welcome friends and family into our homes, acknowledge times past and clink our glasses to the future, many of us will find an alcoholic drink in our hands. Often this will be one or two drinks enjoyed once or twice over the festive period, but some of us may end up having one or two too many. That extra one, two or ten could mean that what should be an enjoyable evening with friends and family does not have a happy ending. So, if you don’t want to be the talk of the office after the Christmas night out, the embarrassing parent (or child!), or the one to ruin a family or friend get-together by getting drunk, here are a few simple tips to follow:

▫ Keep an eye on much you are drinking, you’ll be surprised how quickly it adds up! ▫ If you’re drinking at home, make sure you measure out your spirits so that one drink is just that! ▫ Make sure you have something to eat before and while you are drinking ▫ Alternate alcoholic drinks with water or soft drinks ▫ Opt out of drinks’ kitty or rounds as these often mean you’ll drink more than you intend to ▫ If you’re out, make sure you have a working mobile, a safe lift home or cash for a taxi ▫ Look out for each other - make sure you, your family and friends are all safe, and if someone does ‘overdo it’ stay with them to make sure they don’t come to any further harm Alcohol affects everyone differently. Unfair dismissal rule changes could save British Business £6million Changes to unfair dismissal rules which could save nearly £6 million a year for British business have been announced by Business Secretary Vince Cable and Chancellor George Osborne. The decision will see the qualification period for the right to claim unfair dismissal extended from one to two years. This will come into force on 6 April 2012. Changes to the unfair dismissal rules follow the ‘Resolving Workplace Disputes’ consultation published in January this year which also proposed measures to encourage

early resolution of disputes, the speeding up of the tribunal process and measures to tackle weak and vexatious claims. These combined proposals should see the number of unfair dismissal claims drop by around 2000 a year. Business Secretary Vince Cable said: “Businesses tell us that unfair dismissal rules are a major barrier to taking on more people. So we have announced that only after working for the same employer for two years can an employee bring an unfair dismissal claim.” A key part of the Government’s

growth strategy is to create the conditions which allow businesses, particularly SMEs, to grow and expand by reducing regulation and maintaining a flexible and dynamic labour market. Over the past 18 months, the Government has started a fundamental Employment Law Review to ensure that it is fit for purpose, that it properly balances the needs of employers and employees, and provides the competitive environment required for businesses to thrive. Pensions Reform – the Key Questions IS PENSION REFORM A POSITIVE STEP? Research shows that individuals are not saving enough for the income the want of expect in retirement. If we don’t tale action now to tackle the culture of undersaving, tomorrow’s pensioners are likely to be poorer, increasing pressure on the State to step in and support people in their old age. At the moment, employers do not have to provide a work place pension or contribute to their employees’ pension scheme, and many chose not to. Automatic enrolment into a work place pension will see 5-8 million people newly participating, or saving more, in work based schemes, transforming the pensions landscape in this country. We have set out plans for future pensioners to simplify the state pension system, including the option of a single tier state pension currently estimated at around £140 a week, set above the current guarantee element of Pension Credit. People need to know they will be better off in retirement if they save and have clarity and certainty about what they get. We want to see a single, simple, decent state pension that protects people from poverty and encourages saving for retirement. WHAT DO ORGANISATIONS NEED TO START THINKING ABOUT REGARDING PENSION CHANGES? WHAT STEPS CAN BE UNDERTAKEN NOW? The first step is to find out when they will need to automatically enrol their workers. The date will vary between Oct 2012 and Feb 2016, depending on employer size and PAYE reference. Those with the most employees will need to be preparing in more detail now, whereas smaller businesses will have longer, as the reforms will not affect them until 2014. The Pensions Regulator will be writing to all employers explaining when and how to enrol along with a 5 point check list. IS THERE ANY HELP AVAILABLE TO THE EMPLOYERS WHO ARE GOING TO SEE THIS AS AN ADMIN NIGHTMARE? Yes – the Regulator has produced toolkits and guides to make it as easy as possible for employers to understand what they need to do and when they need to do it. We are taking forward recommendations of an independent review on making automatic enrolment work to ensure there is a balance between costs and benefits for individuals and a more proportionate impact on employers. We are aligning the earnings threshold for automatic enrolment with the income tax personal allowance; removing postponement and instead introducing an optional three month waiting period for employers; introducing a simpler way for employers to check that their existing pension schemes meet required standards; 18

and, making the timing of automatic reenrolment more flexible. WITH THE NEED FOR SUCH A BESPOKE SOLUTION FOR EACH INDIVIDUAL ORGANISATION, HOW DO BUSINESS LEADERS KNOW WHAT IS RIGHT FOR THEM? The Pensions Regulator will offer clear guidance, support and information for employers and intermediaries in advance of the new duty. Many employers will be able to use their existing pension scheme and of course there will be NEST which is designed specifically to be low cost and easy to use. We want to make sure employers are confident with their choices so they can get on with running their business. HOW MUCH DAMAGE DO YOU THINK THE PROPERTY BOOM HAS DONE IN TERMS OF LEADING PEOPLE TO NAIVELY BELIEVE THAT THEIR HOUSE/PROPERTY IS THEIR PENSION? It has certainly played a part in our general savings inertia and this is why our reforms are vital. The next generation will not be able to rely on property in the way their parents have been able to. While 70% of today’s pensioners own their homes outright, their grandchildren are struggling to even get a foot on the housing ladder. The average cost of a property for a first time buyer has increased by 40% in real terms in the last decade. WHAT ABOUT THE MISS-SELLING OF FINANCIAL PRODUCTS, WHICH HAS MADE MANY CAUTIOUS AND NOT KNOW WHO TO TRUST WHEN TAKING OUT A PRIVATE PENSION? COULD MOR BE DONE TO BETTER REGULATE THE INDUSTRY? It isn’t surprising that people have become sceptical about saving and we are working with industry to develop quality financial products. We have a shared interest in getting people to trust pension saving and we are working together to ensure we have a constructive and supportive approach. We want to develop a vision for the future, and are already starting to explore issues around regulatory differences between different types of schemes. A lot of employers will never have dealt with pensions at all, so we are aiming to make their lives as simple as possible. WHICH TYPES OF BUSINESSES ARE MOST LIKELY TO BE HAVILY AFFECTED BY THE REMOVAL OF THE COMPULSORY RETIREMENT AGE? The vast majority of businesses – two thirds of companies – don’t operate with a compulsory retirement age already. For those that do, we will be working with them

to ensure the transition is fair and understood. It is right that we put an end to this outdated form of discrimination where employers can force people out of a job simply because of their age. WILL AUTO-ENROLMENT BE DETRIMENTAL TO EXECUTIVES AND HIGH NET WORTH INDIVIDUALS AND THE POTS WHICH THEY ALREADY HAVE TO PAY? Auto-enrolment will benefit between 5 and 8 million people who are currently not saving for retirement. There will be some very high earners who have enhanced protection, or who can apply for fixed protection on their pension schemes. They may not benefit from automatic enrolment in the same way and would need to opt out to keep their protection. We are working with HMRC to contact individuals who have this and explain what they need to do. HOW WILL OPT OUTS AND ENROLMENT BE REGULATED?

The Pensions Regulator is responsible for regulating workplace pensions in the UK and will take on the role of maximising compliance with the new employer duties in line with the principles of good regulation. It will aim to enforce compliance in an effective, efficient and proportionate way, whilst minimising employer burdens. The Pensions Act 2008 permits the Regulator to impose proportionate penalties on employers who do not comply fully with their new duties or fail to respond to the information and support offered to help them comply with their duties. WHAT ARE YOUR THOUGHTS RE. SALARY SACRIFICE? The effect of a salary sacrifice arrangement is that the employer pays the entire pension contribution. This is perfectly acceptable. The amount paid must still meet the minimum quality requirements. The Pensions Act 2008, Section 13 defines the components of qualifying earnings and that qualifying earnings are earnings “payable to the person”. The portion of salary sacrificed is not salary payable to the person and is not therefore qualifying earnings. Therefore, the overall minimum 8% contribution under the Pensions Act is based on the lower post-sacrifice salary. The amount of salary sacrificed paid as a pension contribution must equal at least 8% of qualifying earnings post sacrifice. A salary sacrifice arrangement should be detailed in an individual’s contract of employment. If an employer wants to change the contracts of existing workers at the point of automatic enrolment then that is not a matter we could comment on and such changes would be subject to employment law. Scottish IT Support and Maintenance Company Microtech, are to deliver NHSScotland’s newly agreed national deployment of an innovative Electronic Document Transfer Hub (EDT) from PCTI Solutions. EDT will allow all Scottish hospitals to send patient letters and results direct to the patients GP benefitting patients, clinicians and administrators. At the minute the majority of correspondence between hospitals and GP’s is in paper format, with over 10 million items being sent each year. Not only is this costly compared to electronic communication, it is also very slow and has no audit tracking. The addition of this National Hub will provide NHSScotland with a state of the art system that will; improve patient care, allow same day electronic letter delivery, provide important audit

information, remove the high costs associated with paper. Microtech were previously awarded the National contract to provide all of Scotland’s GP’s with a sophisticated Electronic Document Management and Workflow tool known as [Docman] for managing the large volumes of paper patient letters received from hospitals every day. By using this technology in association with nationally agreed document standards, the way in which GP’s managed clinical letters has been transformed. Healthcare professionals can use automation tools to gain faster access to critical patient information, ultimately increasing the whole patient experience. Andy Robertson, Director at NHS National Services Scotland’s National Information System Group said: “We are always looking at how new technology can improve the way we do

things. Docman was rolled out about seven years ago and has been a real success. EDT Hub is a natural progression, providing an end-to-end solution to manage electronic correspondence between hospitals and GP’s.” Chris McMail, MD, Microtech Support Ltd, adds: “We are delighted at Microtech to be deploying this innovative product across all Health Boards on behalf of PCTI. In the current economic climate it is particularly rewarding to be working on behalf of NHSScotland and allows us to safe guard employment and continue to expand. We have already piloted EDT within some Health Boards in Scotland who are now reaping the benefits and we expect to have rolled out the Hub to over half of the Health Boards by the end of the year when the advantages will really start to kick in.”

Given that frequent difficulties in reaching the workplace are inevitable in these circumstances, employers should give serious consideration to the planning and implementation of a bad weather policy to ensure consistency and fairness of approach in such circumstances.

Unsurprisingly, there is no legal right for employees to be paid if they fail to attend work due to adverse weather. However the situation is less clear where employers consent to the absence or allow employees to finish work early to assist with the journey home. In these circumstances, clarity is needed in relation to payment of wages, particularly if the employer is considering not making a payment for the missing hours of work. An additional consideration and one of the effects of severe weather is that often parental and caring responsibilities still need to be met particularly when schools are closed. Current legislation gives employees the right to take time off for “urgent family reasons”. Again there is no statutory right for this time off to be paid although it will be difficult for employers to reasonably refuse such

requests of this nature in circumstances of severe bad weather. In all such cases, however, it will be for the company’s management to determine the precise decisions to be made in relation to time off and payments, based on the individual circumstances of each situation, but preferably within the framework of a company bad weather policy. As a starting point, and without exception, employees will always reasonably be expected to contact their line manager or Head of Department as soon as travel difficulties emerge and they are unable to get to work on time. If employees arrive at work late, again unsurprisingly, there is no obligation on the employer to pay for the missing hours. Employers will then make a decision on whether the employee will be allowed: • to arrive at work late and leave at normal time • to arrive at work late and work to make up some or all of the lost time, either that day or on other days • to work from home • not to come in and to do no work • to take holiday In each of the above situations,

The Employer Recognition Event in Grange Academy highlighted the work that local businesses do in classrooms across East Ayrshire and through the work experience programme, which gives youngsters a taste of working life. Organised by Grange Academy first years, the guests enjoyed musical entertainment and refreshments provided by the pupils before receiving their specially designed certificates. Pupils from a number of schools spoke about their experiences and involvement with organisations and Marie Macklin, Klin Homes gave a

presentation from the employer’s perspective. Councillors Hugh Ross and Jim Roberts, Spokespersons for Lifelong Learning, attended along with Executive Director of Educational and Social Services Graham Short and Head of Schools Andrew Sutherland. Councillor Jim Roberts said: “The commitment and enthusiasm demonstrated by so many local business leaders in continuing to work with pupils in schools and also in offering work experience opportunities is to be commended. This support plays a major role in helping young people prepare for the world of work”. Schools and companies involved in the presentations were: • Silverwood Primary and East Ayrshire

Ayrshire pupils are top class! Keen fifth and sixth year pupils from 23 secondary schools from all over Ayrshire took the opportunity to find out more about careers in the NHS. In total 230 pupils attended an Awareness Day at Ayr and Crosshouse Hospitals. Staff from a range of disciplines and departments were on hand to talk about their work, including; Addiction Services, Catering Services, Healthcare Science, Nursing and Pharmacy. The pupils took part in interactive information sessions and saw demonstrations of clinical equipment before taking part in an Inter-Schools Challenge quiz. During the Ayr Hospital event Auchinleck Academy and Marr College emerged victorious with Loudoun Academy and Stewarton Academy winning at Crosshouse Hospital. The winning schools all received a trophy donated by Enterprise in Education Development Teams from the three local authorities. The Icing on the Cake Sixth year students at Greenwood Academy, who are studying Intermediate 2 Creative Cake Production, took part in a workshop led by Pauline and Gail from Cake of Your Dreams in Prestwick. Gail demonstrated the art of model making before the students had a go on their own. There were a few interesting expressions on faces – concentration on the part of the students, and happy smiles on the models. Pauline then demonstrated how to gradually add petals

on to a base shape to form a rose. The Home Economics Department are grateful to both Pauline and Gail for giving up some of their valuable time to work with the group and assure us that the group are now enjoying practicing their newly acquired skills in class.

Nearly 40 business people gathered at the maritime venue for a Tasteee finger buffet and refreshments before a speed networking session where delegates are guaranteed to speak to every delegate in the room! Continuing our very successful series of high calibre speakers we invited you to hear from Rob Woodward, CEO STV Group plc in September at the Piersland House Hotel, Troon. Over 70 members gathered to listen to the inspiring career path of Rob, providing an entertaining success story followed by lively debate from the audience. Nora Senior, MD Scotland, Weber Shandwick and Vice President of Scottish Chamber of Commerce and British Chamber of Commerce joined with members at the AGM, in September, kindly sponsored by the Gailes Hotel, Irvine. Members gathered to hear what the Chamber has achieved over the year, and Steve Brannagan handed over the chain of office to new President of the Board, Willie Mackie. After the formalities they enjoyed some informal networking and refreshments on the Roof Top Terrace. Businesses were encouraged to take part in the second Ayrshire Business Week which ran from 10th – 14th October. One of the highlights of the week was the Ayrshire Connections Business to Business Exhibition, this year attracting more than 90 exhibitors, 400 visitors and fully booked speed networking sessions. Guest speaker, Sir Tom Hunter, spent time visiting the exhibition before delivering a keynote speech focusing on I CAN attitude. Sir Tom Hunter commented, “Its heart warming to see such a community spirit amongst businesses.” Our popular Business Womens’ Networking Lunch was held at the picturesque Brig of Doon Hotel sponsored by Westfield Health and Westsound Radio. Over 60 ladies took time out their busy calendars to mix business with pleasure and welcomed guest speaker Fiona Lees, Chief Executive of East Ayrshire Council whose topic for discussion was: "Leadership in Challenging Times". Thanks also go to Costley and Costley Hoteliers for sponsoring the drinks reception and to Cake of your Dreams for providing table gifts. The Business Awards Gala Dinner was a complete sell out and an outstanding evening of celebration for Businesses in Ayrshire. To round up a successful week, Alf Young was our guest at the Park Hotel for a morning of debate on the economy and challenges facing business today. Alf facilitated a lively and informative debate with our members. In November the Ayrshire Hospice’s Education Centre was host to our regular MSP breakfast event. Aileen Anderson CEO of Ayrshire Hospice gave a warm welcome and overview of the hospice facilities, Martin Cheyne chaired the debate, encouraging discussion and questions to the panel of John Scott MSP, Adam Ingram MSP, Brian Cameron from Skills Development Scotland, who took questions from the floor. The impressive and recently refurbished Dumfries Arms Hotel, in Cumnock was venue host and sponsor to our networking evening in November. Members and guests enjoyed fabulous facilities and refreshments before the fun began with a facilitated session of networking. Our affordable Chamber Training Academy continues to run through out the year, with new sessions in HR and Marketing being added.
