Welcome message for

The 10th European ITS Congress 2014 - Helsinki The Commission is very pleased to invite you to the 2014 ITS Europe Congress, hosted by the City of Helsinki. Nowadays, the terms “smart” and “intelligent” are ubiquitous; we use smart devices, we live in smart cities, we consume energy in a more intelligent way and our transport system becomes more and more intelligent. Very promising; very challenging. ITS applications and services are not developed and deployed for their own sake. They are meant to help us provide answers to the challenges of today and tomorrow. Intelligent transport is much more than technology: it is about better services to users, about a transport system that is more sustainable and more efficient. Being seamless, flexible and more user-friendly, intelligent transport solutions will help meet the evolving mobility needs of our society. The vision of the 2011 White Paper, the ITS Action Plan and the ITS Directive set a policy framework for deployment and use of ITS in Europe. Research and development, standardisation, promotion and deployment will continue to be supported through both “Horizon 2020”, the EU Framework programme for research and innovation, and the Connecting Europe Facility, the EU investment programme for infrastructure. In order to accelerate the use of innovative transport solutions and underlying technologies, it is essential to promote more efficient cooperation between stakeholders (public and private). Winwin situations of co-operation, building on the Digital Agenda for Europe, help Europe’s citizens and businesses get the most out of digital technologies. It is here that the unique mix of participants (decisions makers, technologists, researchers, experts) coming together in Helsinki will be crucial. The ITS Europe Congress 2014 will also be an excellent opportunity to learn more about the latest trends and specific achievements in the ITS field as well as to intensify coordinated cross-border deployment. We very much look forward to seeing you in Helsinki.

Welcome to the 10th European ITS Congress in Helsinki!

Dear ITS 2014 Delegate,

I am delighted to welcome you to join us in Helsinki in June 2014 for the 10th European ITS Congress.

You are cordially welcome to Helsinki and to the 10th European ITS Congress in Helsinki.

I am very pleased that Finland is hosting the next ITS European Congress, for two reasons. Firstly, ITS is such a key issue. It is currently on everyone’s lips, and rightly so. Our societies are at a crossroads where citizens’ needs are many and varied, resources are scarce and sustainability is of the utmost importance. Mobility and transport will remain central to the future development of our societies, and ITS is one of the major tools that can help us meet the challenges we are currently facing. People want and need mobility. When transport facilities and services are being developed, users should always take centre stage. They should be our focus, though not only as users but also as information providers and service developers. The role of the user is ever changing, and users come in all varieties. We should remember too that users include not only the general public, but also service providers themselves and even politicians. In the future we will see transport more and more as a service. The main challenge will be to activate all stakeholders to co-operate in new ways and make the structures more flexible for new services. This is why I am excited to be part of the ITS European Congress, with its strong focus on users and services. Indeed, our slogan for the 10th Congress is “ITS in your pocket – proven solutions driving user services”. The second reason for my delight in welcoming the Congress here is the timing: 16 –19 June is just before the Finnish Midsummer celebrations, when we enjoy the magic of the midnight sun. The never setting sun is something that cannot be adequately described in words but has to be experienced. I invite you to come and share this experience with us! I also urge you to take a few extra days to explore what Finland – the Land of a Thousand Lakes – has to offer.

Helsinki has its roots in the sea and is often referred to as the Daughter of the Baltic. Originally, the city was founded as a trade post on the northern shore of the Gulf of Finland in 1550. Since then, the sea has played a dominating role in the development of the city. Today, vast regeneration projects are carried out on former harbour areas to make the city more liveable and sustainable. To visitors and residents alike, we wish to offer a fun and functional urban environment, where one of the most important elements is our public transport system. It is also our ambition to be a Smart City. By this we understand the use of the latest technology to make the city services more user-oriented and easily accessible. Some of the greatest and most useful applications in my opinion have to do with public transport, such as the Route Planner. Helsinki and Finland have a long and internationally acclaimed tradition in design and architecture. Many masterpieces such as the Finlandia Hall originate from the drawing board of Professor Alvar Aalto. I also warmly recommend a tour in the Design District, located in the heart of Helsinki. Helsinki is also a city for all friends of good food. The concept that turns every kitchen into a potential restaurant originates from our city. The Restaurant Day an initiative not only to promote our food culture, but also to strengthen the urban community. The established restaurant scene offers something for every taste. Finally, I want to remind you of the historical blocks around the City Hall. This Old Town of Helsinki is full of great restaurants and small boutiques and includes some the most important national monuments of Finland. The City Hall is open to the public and hosts a gallery with changing exhibitions.

On behalf of ERTICO - ITS Europe and its Partners I am delighted to invite you to take part in the 10th European ITS Congress to be held in Helsinki, Finland, from 16-19 June 2014. With the theme “ITS in your pocket – proven solutions driving user services”, the Helsinki Congress will focus on the way in which ITS solutions are rapidly moving from research and development to become widely available and easily usable consumer products and personalised services. This emphasis on proven solutions that drive user services will be highlighted in the Exhibition and at demonstrations, where a broad and varied range of exhibitors, public administrations and ITS-related organisations will showcase mobile ITS technologies and services thus complementing and boosting what will be presented during the discussion sessions. There will also be an open innovative competition – “Best New ITS Apps” – for anyone to develop a new smartphone App bringing a new or unusual service to travellers. Finns are world leaders and avant-gardists in technology, mobility, connectivity and education among other fields. Thanks to its convenient and strategic location, Finland perfectly connects Western Europe, the Baltics, Northern Europe, Eastern Europe and Russia. The strong ministerial and industrial support for the Congress demonstrates the country’s commitment to ITS. Finally, in addition to what is certain to be a refreshing and fascinating Congress programme, participants will also be able to take advantage of an exciting social itinerary in the green, trendy and culture-rich surroundings of Helsinki, under the midnight sun. On behalf of ITS Finland I take great pleasure in welcoming you to the 10th European ITS Congress in Helsinki on 16 - 19 June, 2014, at a time when the summer days are lovely and the midsummer nights are light. Finland is world known as a leader for its expertise in technology, particularly mobility. Therefore we are extremely proud to host the 10th European ITS Congress in Helsinki, Finland. The timing is perfect to present the best innovations and practices in mobility and logistical service needs. The theme of the Congress, “ITS in your pocket” perfectly illustrates the expansion on ITS services for the everyday needs of the end-user. We want ITS services to be available for all citizens, in everyone’s pocket. Lots of new applications in the future will be based on “Open Data”. The processing and connecting of large data quantities opens opportunities for new services and businesses. Effective and productive transport systems are a key role in society’s structures in the future. Automation is expanding everywhere, including automated vehicles wherein the driver shall become the passenger. Effective ITS services reduce emissions and will benefit the environment for future generations. The goal is zero emissions and we shall persist with it. Among important topics of discussion will be new transport payment systems, smart transactions, multimodal network operations and as we are in Finland, we shall not forget weather conditions such as snow and ice. All this is made possible by good cooperation between govermnent authorities, researchers and businesses. Boundaries must be broken and the ITS family must work closely together to achieve results. An exceptional public-private partnership is the principle focus on ITS Finland. This Helsinki Congress is a result of that. I look forward to this high level ITS Congress with all of you and extend a warm welcome to the “Land of the Midnight Sun” and the City of Helsinki !!

Welcome Letters

The 3rd week of June is a special week for people living in the northern part of Europe. It has many names, like the White Nights, St John’s Feast Day, the Summer Solstice or the Midsummer. During that week the sun remains visible for 24 hours north of the Arctic Circle and although not visible for whole 24 hours in Helsinki, the twilight is only few hours. For the Finns, it is a reason to celebrate survival from the long and dark winter and to welcome the summer. During that week in 2014, Helsinki is hosting the 10th European ITS Congress, which is another good reason to celebrate. Like the sun during the Midsummer, ITS is visible in our lives 24 hours each day, from traffic lights to traffic control. Consumers use ITS through applications in a Smartphone. Those applications make our travels easier and greener, they guide us and show what is around us. They do it everywhere, on the roads, in the streets and inside buildings. In 2014, they do it in Helsinki. They guide us to Congress, help to navigate in Exhibition and make use of public transport more convenient. In Helsinki we will have an “ITS in your pocket” contest to encourage a search for more ITS enabled innovations. The competition will have a special prize – Nokia and AppCampus will award the best ITS enabled application on a Lumia Smartphone with €50,000. On behalf of HERE, I welcome all of you to Helsinki. Not only to enjoy the high-level Congress and presentations, but also to experiment with the best ITS applications and to feel the magic of the summer solstice. Looking forward to see many of you in Helsinki!

Linking intelligence to transport operations will enable us to provide road users with the everyday services they need, as well as the systems required to supply them. Technological development will play a major role, but will not be enough by itself. Here we will need broad cooperation in value networks and ecosystems. We will especially need worthwhile new business and the right kind of business models to go with it. VTT has been developing smart transport and logistics systems for some years, in cooperation with the public sector and companies in this segment. A measure of our innovation activities is the choice of transport as one of VTT’s four spearhead research areas for 2014. VTT compiled the TransSmart cooperation programme to help our customers and partners develop transport services and technologies, and to achieve carbon-free mobility. The impact on society of smart mobility will be considerable. Keeping the economic wheels turning will depend on people’s mobility opportunities and the operability of the supply chain necessary for goods and the parts needed to make them. Innovation activity will therefore need to cover a wide scope. We will need strengthened cooperation, both national and international, as well as broad-minded initiatives for taking advantage of the opportunities that will emerge. We wish all our guests a warm welcome to Helsinki. Along with presenting our results at the conference, we look forward to mutual and beneficial discussion on new directions and opportunities for cooperation.

We are pleased to invite you to Helsinki to the 10th European Intelligent Transport Systems Congress and Exhibition. In addition to enjoying our blooming capital at the peak of the summer, you will have a chance to get first-hand experience about our smart transport system. The Finnish Transport Agency, the Finnish Transport Safety Agency Trafi and the Finnish Meteorological Institute have a key role in implementing the new Finnish transport policy. One of the key drivers behind the policy reform has been optimal utilization of information and communication technology to increase the service capability of the traffic system and the productivity of the whole transport network. The policy aims at integrating ITS into all modes of transport. “ITS in your pocket” will truly be a reality for us in the near future in many parts of the society. The implementation of the new Finnish transport policy would not be possible without strong crossadministrative co-operation. Finland is doing pioneering work also in this field, of which the tight co-operation between the Finnish Transport Agency, the Finnish Transport Safety Agency Trafi and the Finnish Meteorological Institute is a good example. The Finnish Transport Agency strives to generate information, tools and operating models by which it can improve the safe, efficient and sustainable functioning of the traffic system as a whole. The emphasis is shifting from planning and building roads, railways and waterways to providing journeys and transport at the service level that is expected by the users, using a variety of network operation tools. The Finnish Transport Safety Agency Trafi wants to motivate individuals and enterprises to make responsible decisions everywhere in traffic. Trafi believes that intelligent transport solutions help us make traffic safer and friendlier for the environment, yet at the same time attractive and economical for the consumers. The Finnish transport system is faced with extreme weather conditions over half a year. We can proudly say that we have unique expertise about the weather and winter maintenance in all traffic modes, resulting in state of the art solutions for maritime transport, aviation, public transport, pedestrians and road transport. The Finnish Meteorological Institute invites you to explore these solutions that combine the best practices of weather information and ITS. The Event he ITS Congress & Exhibition is one of Europe’s largest events in Intelligent Transport Systems and Services.

The 10th European ITS Congress and Exhibition will be held on 16-19 June 2014 in Helsinki under the theme “ITS in your pocket – proven solutions driving user services”. As a unique platform dedicated to the trends, achievements and opportunities in European markets, the Congress annually brings together a tremendous wealth of decision makers of the highest level, thought leaders, researchers and researchers, experts. It distinguishes itself by the high number of participants, the great diversity of market segments, and the unparalleled quality of its programme. The programme promises to be extraordinarily rich: an Opening Ceremony followed by a Welcome Reception, a 2000 m2 Exhibition, world-class conferences, business sessions, commercial theatre sessions, interactive sessions, stakeholder workshops, social and networking events, technical tours, live demonstrations and a Closing Ceremony.

Congress Format Plenary Sessions All attendees are welcome to join the Opening and Closing Ceremonies and Plenary Sessions in which major personalities from today’s world of ITS will present their personal views on key ITS issues.

Executive Sessions In these sessions a range of senior guests including high-level industry executives, public officials and academics will draw from their experiences to discuss key topical policies, problems and issues. As well as reviewing current challenges and achievements these Sessions provide an exciting opportunity to learn about future ITS initiatives.

Special Interest Sessions Organised at the request of organisations or groups of experts developing and deploying ITS, these interactive, tailor-made meetings create an opportunity to explore specific topics in greater detail than a conventional paper session to offer fresh perspectives and insight. Sessions that appear to be commercial sales pitches for a given product or company will not be permitted as Special Interest Sessions.

Technical/Scientific Sessions These sessions are composed of presentations by international experts on varying ITS related topics encompassing all technical, scientific, economic, organisational and societal aspects of ITS. They aim to encourage and enable the exchange of information on deployment ranging from improving the operational use of systems and services on the one hand to research and development in support of new applications on the other.

Interactive Sessions Interactive Sessions have proved to be very popular for facilitating information exchange on contentious subjects where the extra contact time and debate format permit vigorous examination of all aspects of a topic. Papers selected for an Interactive Session will be organised in a two stage, workshop-style format with an extended time frame to enable presenters to reach and exchange with appropriate audiences of interested delegates. The first stage is similar to a regular presentation session where technical or scientific papers covering the same subjects or processes are grouped together in order to facilitate discussion on that topic. There will normally be of 7/8 presentations in each session of 45 minutes with a maximum of 3 slides with no time for questions and answers. This stage is intended to give the audience just a flavour of what the authors have to present. The second 45 minutes stage immediately follows the presentations and is an opportunity for extended discussions between speakers, between speakers and specialists in the audience, or both as either group debates or one-toone exchanges. Each speaker will have a screen available to show additional material. In addition, a dedicated space in the Exhibition will be set up to allow interested people to view presentations again, so to encourage contacts between paper authors and exhibitors.

Commercial Theatre Sessions These are very similar to Technical/Scientific Sessions except that they are held in the Commercial Theatre in the Exhibition Hall. Papers for these Sessions might be submitted initially as Technical or Scientific papers but then be judged by reviewers to be nearmarket as opposed to pre-market. Alternatively they might be papers where authors make clear from the start that their material is near-market and they are submitting with a view to presentation in the Commercial Theatre. Provided that the papers are submitted under the main Congress topics, these types of paper can be presented to a more commercial audience than usual. T

he European Programme Committee invites ITS experts to submit a paper to be considered for presentation and publication at the Helsinki 2014 Congress.

Authors may submit papers for conventional presentation and interactive theatre sessions, as being either technical or scientific. Authors may submit directly commercial papers for commercial theatre sessions. It is not necessary to submit the same paper under different calls. Technical Papers may address the institutional, business and economic aspects of ITS as well as technical subjects. Scientific Papers should concentrate on research and scholarship as they will be independently refereed in accordance with academic journal standards. Commercial Papers are considered as near-market research work. They should be more specific and describe an activity aimed at generating or improving a specific product, device or idea for the commercial market.

Call for Scientific/ Technical/ Commercial Papers

All proposals must be original and report on recent significant and substantive achievements. Topics may address any mode of transport. Any type of paper may be put forward for an Interactive Session, which are highly effective for establishing valuable contacts and exchanging information. Please note that English is the official Congress language. Papers not submitted in English will automatically be rejected. Papers from authors working for or in close collaboration with commercial companies are welcome; the presentation format will depend on their content. If a paper describes unspecified, open research or a pre-market activity it will be assigned to a conventional “Technical” Session. By “pre-market” we mean work aimed at generating new knowledge which is not at present linked to the development of a specific product, although it is likely to be commercially exploitable in due course. For papers that are near-market rather than pre-market we are setting up a “Commercial Theatre” within the exhibition area. Papers judged by reviewers to be near-market or submitted by authors from the start as ‘Commercial’ will be referred to the Commercial Theatre for presentation in groups with a moderator. Authors may submit up to 2 papers.

Guidelines for Paper Submission Detailed submission guidelines are available on the submission website at www.itsineurope.com All contributions must be submitted online, e-mail contributions will not be accepted, and you will be requested to provide the following information: - Author’s full contact details - Co-authors and organisations - Topic, subtopic, and focus area - Paper title - Paper abstract (10 lines) - Paper file to be uploaded (3 A4 pages for technical draft paper including up to 10 lines abstract, 12 A4 pages final version for scientific papers including up to 10 lines abstract and 9 A4 pages final version for commercial papers including up to 10 lines abstract). Upon completion of your contribution, the system will generate an acknowledgment e-mail with your paper number and confirming your contact details and chosen topic. This does not mean that the paper has been accepted. After the review, authors of accepted papers must submit the final paper (9 A4 pages for technical papers) online through the submission website.

To enhance the scientific quality of this event, the Congress Organizing Committee has entered into an agreement with the Editor-in-Chief of IET Intelligent Transport Systems (IET ITS), an SCI-E (ISI) and EI indexed peer-reviewed journal that has published papers from previous ITS World and European Congresses since 2006. See: http://www.ietdl.org/IP-ITS Shortly after the close of the European Congress in Helsinki, authors of scientific papers that are considered suitable for expansion and academic publication will receive a formal invitation to submit an updated and enhanced paper. Papers will go through the journal’s standard peer-review process and, if accepted for publication, will be indexed in the citations databases.

Important deadlines The deadline for submission of draft technical papers and full scientific papers is 7 January 2014. Papers will be reviewed and all applicants will be notified of their paper status the 28 February 2014. Resubmission of Conditionnally Accepted papers deadline is 4 April 2014. Authors whose papers have been selected must submit their final paper online by 11 April 2014 to allow for their publication in the Congress Proceedings. Speakers are also requested to register for the Congress when submitting their final paper the 11 April 2014.

Congress Topics TOPICS

1. New mobility apps for consumers and businesses - making use of Open Data With the quick adoption of new media and new technologies the call for Open Data is widespread. Service providers and app developers have a desire for guarantees on actual data due to their continuity of business. Governments may wish to apply conditions on the provision of data due to policy requirements. But open data is provided without any conditions, restrictions or warranties. Hence we need an institutional framework as a complement to technological capabilities to bring quality to the provision of public data. The success factors herein are not only privacy but also quality of data, liability, reliability, secondary use, transparency, accountability and sensitivity.

2. Smart transactions (ticketing, infrastructure usage, insurance, travel, parking, etc.) Aviation has pioneered a move from analogue ticketing and boarding passes to digital and we mostly fly using an electronic record authenticated by a passport. Storing the entitlement to travel (a ‘ticket’) on a memory chip, credit card or smartphone, rather than printed paper, is rapidly being adopted for public transport. Advantages include reduced fraud, improved operational data, simplified payment, more flexible pricing and reduced personal hassle. There are potentially larger gains if we can link to other transport services such as vehicle insurance, parking, car sharing, bike hire to form a seamless transport system covering information, ticketing and payment. This session will explore the path to an integrated Smart European Transport World.

3. Multimodal network operation at city, region, national and international level Challenging safety, environment and mobility targets combined with restricted means to build new infrastructure capacity require a more integrated, intermodal approach for better coordination and optimal utilization of the available capacity. The topic covers innovations and experiences regarding proactive network operation managing but also preventing incidents effectively covering different modes of transport as well as various network scales. The institutional fragmentation due to the modespecific operators at local, regional and national level (including modefocused mandate, strategy, structure, budget and operations culture) will also be addressed as well as the question of how to minimize its impact on the transport system operation.

4. Productivity for transport systems including logistics and public transport The creation of a reliable, robust, flexible, sustainable and comprehensive system for mobility, freight transport, distribution and logistics for Europe is a challenge. Following a systemic line of thought, a holistic perspective is needed. This requires an integrated view on a whole range of topics such as passenger mobility, the supply chains and flows of goods, related passenger, freight and traffic flows, land use policy and planning, policy development, technological development, economic, legal, and financial issues, and the understanding of the behaviour of individuals, companies and governments. An overarching advanced concept for logistics and mobility may significantly contribute to a sustainable intelligent transport system, in such a way that other sectors and the European economy as a whole will benefit.

5. Towards zero emissions Despite major innovations during the last 10 years (plug-in hybrid and full electric vehicles, smart grids, and more traditional ITS solutions such as traffic management, navigation and real-time traffic information etc) maintaining mobility while reducing emissions by 60% is still a major challenge. Clearly isolated improvements are not delivering the step change needed. This session will identify the most capable technologies, the major threats and limitations and consider the organisational framework needed to consolidate these disparate components into an integrated approach to help progress towards zero emission mobility.

6. From connected to automated vehicles Automated driving is not science fiction, it is here today. Our vehicles are getting smarter, and many of the ADAS functions in the car are on the borderline of automation. These systems are entering the market starting from the high-end vehicles. Investing in research and innovation in automation is a necessity from the point of view of our transport policy targets, for ensuring the competitiveness of European automotive industry in this new emerging area, the need to improve safe and efficient mobility in Europe, and as a logical development following our investment in invehicle systems and Cooperative Systems. Europe has the lead in cooperative systems, and we need to build on this lead to assure a strong position in the new generation of highly automated vehicles. This topic will address the role Automation will play in realizing the societal challenges and policy objectives for mobility and transport. Applications like platooning, temporary auto-pilot, hazard detection and intelligent lane assignment will be addressed, as well the non-technical issues like HMI, legal issues, liability and privacy.

Special Interest Session Proposals The European Committee invites ITS experts to submit Special Interest Session proposals to be considered for organisation at the Helsinki 2014 Congress.

Important deadlines The deadline for submission of a Special Interest Session is 7 January 2014. Special Interest Session submissions will be reviewed and organisers will be notified the 28 February 2014. Speakers are also requested to register for the Congress by 11 April 2014.

All session proposals must be submitted online, e-mail contributions will not be accepted. You will be requested to provide the following information: - Organiser’s full contact details - Topic, subtopic, focus area - Session title - Session description (200 words maximum, as full text, no bullet points) - For the moderator and a minimum of 3 confirmed speakers names & contact details including job titles, organisations, countries and e-mail addresses.

Upon completion of your contribution, the system will generate an acknowledgment e-mail with your session proposal number and confirming your contact details and chosen topic. This does not mean that the session has been accepted.

iMobility Challenge to host an Ecodriving competition at the 2014 European ITS Congress To promote awareness of the benefits of ecodriving, the iMobility Challenge project will organise an ecodriving competition at the European ITS Congress in Helsinki. Delegates will have a chance to take a demo car drive and put their efficient driving abilities to the test. A celebrity Finnish motorsport driver will attend the Congress and set an ecodriving score that delegates will attempt to beat, making the challenge even more appealing: delegates will not only test their driving abilities against those of all other Congress delegates, but also see how they fare against a professional driving champion. It has been estimated that ecodriving can lead to 10-15% fuel reduction, and cost savings of more than 300 Euros per year. But not only does ecodriving reduce emissions, it is also considered to be a less stressful, and safer driving style. The EU-funded iMobility Challenge project (coordinated by the FIA, and with project partners ERTICO, CLEPA, ACEA and VTT) hosting the competition promotes efficient, clean and safe mobility through the use ICT systems and vehicle connectivity. The ecodriving score will be set thanks to a device plugged into the

vehicle’s on board diagnostics, and in turn a set of diagnostics information will be used to determine how energy efficiently the car is driven, thus connecting the driver to the car. The key rules of ecodriving are: Anticipating the traffic flow; Maintaining a steady speed at low RPM; Shifting gears up early; Checking tyre pressure regularly; and Save energy by using air conditioning and other electrical equipment wisely. At the end of the Congress, the ITS Congress ecodriving champion will be announced.

ITS in your pocket- App contest Best traffic applications awarded in Helsinki 2014 The transport system including vehicles, infrastructures and the related industries is the biggest ecosystem humans have ever created. Smart traffic solutions and services are seen as one of the biggest future solutions area for ICT. New smarter traffic solutions are also key elements in creating more sustainable smart cities. This means an enormous number of business opportunities worldwide. There is a need for solutions that work in both hectic cities and remote rural areas – we want the best developers to be involved! With this in mind the Helsinki ITS Congress will be the forum for a contest for new mobile applications for consumers. To boost development in this key area new awards will be given in Helsinki. Sustainability, multimodality and novel innovation are key themes. Applications should support the main theme “ITS in Your Pocket” and focus on consumers. A good mobile application is fun, educational and includes elements from games. Application proposals should include fresh innovations and work on a range of nomadic devices. However, conceptual “out-of-the-box” ideas will be also accepted. To make life easier for developers, open public data is available. The competition will close in April 2014 and a short list of the best applications will be published in May 2014. Winners will be informed in early June and invited to the opening ceremony of ITS Europe Helsinki 2014.
