JOBACT Scaling model – A mixed approach of social franchise, capacity building and affiliation Implement a Social Franchise model which allows for local adaptation when necessary.The franchisee is legally responsible for the local implementation, with one lead/general franchisee per country who will act nominate sub-franchisees in other cities. The franchisor will ensure branding and train franchisees. Develop train-the-trainer modules and certification and build the capacity of theatre and social and educational practitioners interested in using “JobAct inside” methodology to foster employment and empowerment. Certified trainers will be able to use the methodology for any target group or project, but will need to apply the standards. Create a European network of educational theatre organisations active in the field of social arts to combine forces, learn from each other, raise awareness, fundraise and advocate on the importance of of arts in education and develop an online collaboration platform to reinforce bi-annual meetings. The strategy includes running a pilot project as a national proof of concept with private funds and based on positive track record in the country, scale it further with public funds.

Barriers to scaling •! Funding is the missing link – all the other parts are in place and ready to be put together and launched in each of the three countries Spain, Italy and Greece.

Policy recommendations •! The European Commission should provide specifically dedicated funding to implement innovative project-approaches on a pilot basis simultaneously in different EU countries, fostering partnerships across borders, exchange of know-how and promoting EU integration as well. Funding should be used to develop and run local pilot projects as a national proof of concept for further national or regional government funding. •! The European Commission and private social investors should support the emergence of new networks of organisations and communities of practice innovating new solutions for employment.
