FULL STORY

Local vigilantes target sex offender BY MICHELLE NELSON MICHELLE.N@THEGUARDIAN.CO.NZ

A mailbox drop containing details of a convicted sex offender living in Ashburton has sparked a warning against vigilante action. The Guardian is not aware of the scope of the mailbox drop, but received a copy of the flyer, warning of the “Beast of Ashburton”, from a Victoria Street resident yesterday. The man’s name and details of his offending are publically available on the Sensible Sentencing Trust website, which states he is living in Ashburton

under supervision. But the flyer takes it a step further, listing an address and vehicle details. Safer Ashburton general manager Kevin Clifford said there was no way of verifying whether that information was correct and warned against taking retributive action. “Although Safer Ashburton doesn’t have a formal position on this matter, we would hope nobody would see fit to take any sort of action themselves,” he said. “It’s a very difficult situation and one people have very

strong opinions about, but within the bounds of the law there is no scope for any form of retribution. “If anyone has been personally affected (by offending of this nature), it can be very difficult for them. “It’s unfortunate but the choices that you make stay with you and even though you might say you’ve ‘done your time’, if you’ve made choices that have hurt people, a lot of them don’t forget that.” Mr Clifford said anyone who suspected anything untoward should pass that information on

to the police. Ashburton police senior sergeant Scott Banfield said he was aware of the matter and hoped commonsense would prevail. “Probation services are working very closely with that person, we will let that organisation run their business,” he said. At this point there was no information to suggest anyone was at risk of harm, but police would follow up any complaints, he said. The Guardian has chosen not to identify the offender. Emma Thompson’s advice for mums

Oscar winner Emma Thompson has risked the wrath of working mums by insisting it’s impossible to be a great mum and a career woman at the same time. The Saving Mr Banks star, who is mum to a 26-year-old adopted son and a teenage daughter, took a year off from acting to concentrate on perfecting her parenting, and now she’s encouraging other working mothers to follow her example. “You can’t be a great mum and keep working all the time,” Thompson tells Britain’s Daily Mail. Thompson says her year away from Hollywood was “a birthday present to myself,” adding, “I didn’t actually act or write. I was just a mum ... I taught drama at my daughter’s school, cooked meals and had fun.”

Pick the World Cup winners for $5m The TAB is offering a $5 million dollar prize for any punter who manages to pick all 64 winners of this year’s Football World Cup tournament. The “1 Shot at $5 Million” competition would run until midnight on June 12, TAB football spokesman Paul Ifill said. “This is the single biggest prize pool the TAB has ever offered on any event,” he said. The World Cup kicks off with the opening match between Brazil and Croatia on June 13. The competition was open to all NZ residents aged 18 or over, with a limit of one entry per person, Mr Ifill said. “Kiwis love their football, and very soon millions of us will be glued to our TV screens for what is undoubtedly the biggest sporting event in the world.”

Back in time On May 28, 1921, the Guardian editorial applauded the Minister of Education’s call for more patriotic curriculum after Sunday schools had been found to teach “revolutionary Socialism and class warfare”: We quite agree with the Minister that subjects such as these do not constitute proper teaching for Sunday schools or any other schools for the matter of that. Undoubtedly children must be encouraged to love their country and the Empire.

Oslo is the first European stop of the 14 on Fire Tour, and the show has caused a frenzy among the legendary band’s Norwegian fans with the 25,000 tickets selling out in just 13 minutes. The Stones suspended their tour in March after Mick Jagger’s partner, L’Wren Scott, committed suicide in her New York flat.

■ ASHBURTON DISTRICT COUNCIL

Many groups winners in annual plan

By Myles HuMe

Myles.h@theguardian.co.nz

There were more winners than losers as Ashburton district councillors attempted to keep the proposed seven per cent rates rise in check yesterday. Safer Ashburton was the biggest beneficiary when councillors agreed to invest $170,000, leaving the council to find another $36,000 in its budget as annual plan submission deliberations swung into action. With deliberations to continue tomorrow, councillors worked through more than half

of the 74 submissions on its annual plan yesterday, deciding which proposals were worthy, while keeping in mind the average rate increase of seven per cent (plus another one per cent for growth) for the coming year. Although several of the council’s big ticket items, including another $1 million on the roading budget agreed to by NZTA, are yet to be discussed, they made headway into the range of requests from ratepaying organisations and residents. The Safer Ashburton investment will assist largely with

a $15,000 computer upgrade, while submissions from Multi Cultural Bite, Mid Canterbury Hockey and the Hakatere Marae also attracted the attention of councillors. However, councillors Russell Ellis and Stuart Wilson were keen to remind their counterparts of the creeping rate increase. The marae will not enjoy the full $21,000 it requested for insurance and fire system maintenance costs, but it was agreed the council would consider indemnity insurance cover, how-

ever the fire system would not qualify. The Multi Cultural Bite committee may see a funding boost to $10,000 if it is able to get two more key sponsors contributing at the same level, while Mid Canterbury Hockey’s request to have the domain track sealed was successful and will be funded out of a reserves contribution. Councillors decided Sport Mid Canterbury’s application to increase its funding by $7000 to $52,000 may be warranted but there would need to be further

investigation into whether the additional funds would be spent locally and not outside the district. The boost would be taken out of the $24,000 it generates for the community pool through aqua jogging classes. While the Ashburton Budget Advisory Service and art gallery staff had missed out for now, the Hype Youth Health Centre will enjoy a $638 leg up and so too will the Mt Somers District Citizens’ Association with a $1250 council contribution.

■ SPRING CREEK

Salmon make welcome return to Greenstreet farm By susan sandys

susan.s@theguardian.co.nz

Salmon have been spawning in their hundreds, for the first time in decades, on the Greenstreet farm of Darryl Butterick. And it is all thanks to a homegrown salmon release operation. Spring Creek, which runs into the Ashburton River, meanders through the farm, where Mr Butterick and his family have planted trees and looked after it for two generations. “My dad would put me on my horse, we would watch the salmon spawning in the rapids, there was heaps of them,” Mr Butterick said. But numbers had dropped away over the past 30 years, until this year when fish released by Mr Butterick and helpers returned in their hundreds. For the past few weeks the creek has been alive with salmon rising in the water and digging out redds in the shingle of the clear flowing stream. “Every patch of shingle that a fish can spawn on they have

spawned on this year,” Mr Butterick said. The fish returning were among 12,000 one-year-olds released two years ago from the farm. The one-year-olds were grown from eggs from the McKinnon’s Creek hatchery, in a tank at a neighbour of Mr Butterick’s. Once they reach about five centimetres in length, Mr Butterick takes them onto his farm where he puts them into an outdoor pond with netting to protect them from birds. He feeds the thousands of fish daily for 10 months, and releases them each August into the stream when they are about 25 centimetres long. Last August 35,000 were released, while this August it will be up to 10,000. He said it had been fantastic over the past few weeks to see the salmon returning to Spring Creek in their hundreds, a sight he had not seen for decades. Meanwhile, Mr Butterick’s farm is among three fishery fa-

■ MISSING AUCKLAND WOMAN

Body found; man arrested

BY HEATHER MCCRACKEN

Blessie Gotingco’s colleagues at Tower Insurance have been offered grief counselling as they cope with news that a body has been found in a North Shore cemetery. Police believe the body, found in a bush area on Monday night, is that of the missing 56-year-old. A 27-year-old man will appear in court this morning charged with murdering the mother of three.

Tower general manager customer interaction, Vanessa Dudley, said the mood among staff at the Fanshawe St office was “sombre” as the news unfolded yesterday. Amongst Ms Gotingco’s 40 team members, Ms Dudley said some had gone to church, others had gone home to be with their families, and others were coping by focusing on work. “Some have gone and come back, some have stayed,” she said. Support and grief counsel-

ling was being provided to those who needed it, and would continue to be offered for some time, she said. “We’ve put a lot of support around not only the immediate team but the wider Tower staff,” Ms Dudley said. Chief executive David Hancock had been giving updates to staff as news developed yesterday. “As the news has elevated today it’s reached it’s peak in terms of trying to make sure everyone’s supported. Everyone knows everyone here, so

we’re just really trying to make sure everyone is taken care of.” She had worked in different roles, but spent most her time in her current position as an insurance consultant in the sales team, which involved talking to customers about their policies. Ms Dudley said Tower had been contacted by customers who had dealt with Ms Gotingco and wanted to express their concern. “That’s just who she was – very personable.” - APNZ

■ METHVEN TOILETS

Further vandalism sparks camera installation BY SUSAN SANDYS

SUSAN.S@THEGUARDIAN.CO.NZ

Exasperated Methven Community Board members called the spreading of faecal matter around the interior of one the town’s public women’s toilets “disgusting” and “gross”. At their six-weekly meeting this week, members learned just how much recent vandalism at the town centre toilet block is costing ratepayers in new security camera fees. Ashburton District Council contracts engineer Hernando Marilla told them two security cameras, one outside the men’s and one outside the women’s, had been installed at the weekend. Members mooted installation of security cameras last month after reports of the toilets being the constant target of vandals. “Another incident of vandalism occurred, faecal matter was spread on the walls and floor and it took two hours to clean the mess,” Mr Marilla told them on Monday. “I don’t know how we did it.” Board chairperson Liz Mc-

In brief Dancers to converge Ballroom dancers will be converging on Ashburton for the long weekend. The weekend will kick off with a dance at the Ashburton MSA on Friday night, starting at 7.30pm. On Saturday evening, starting at 7.30pm, about 110 people are expected to take part in a sequence ballroom dancing competition at the Tinwald Hall. The dancers will perform a dance that has not been done before. Each performance will be voted on, and the winning dance will be taught to all participants on Sunday, from 10.30am to 3pm. Members of the public are welcome.

CYF staff overworked Child, Youth and Family employees are overworked and understaffed, and its operating model needs an overhaul after years of increasing workloads, a review into the agency has found. The report, commissioned by the Ministry of Social Development (MSD) last year, was carried out by the Chief Social Worker with involvement from the Public Service Association. “Ultimately, to consistently deliver quality work, Child, Youth and Family will need to consider increasing the number of frontline care and protection social workers available for the most vulnerable children and young people, and reducing the work they are currently managing.” - APNZ

Millan said she did not understand how anyone could do such a thing, and fellow board

member Sarah Lock added it was “disgusting” and “gross”. Mr Marilla said Master-

guard would be monitoring the security cameras. The cost would be $376 per month.

Auckland households will pay 2.4 per cent more for water and wastewater charges from July. Watercare Services has announced the price of water will increase from $1.343 to $1.375 per 1000 litres of water, and wastewater charges will rise from $2.281 per 1000 litres to $2.336. The fixed charge will rise 2.6 per cent from $190 per year to $195. The company said it was the first rise in two years and would see the average household’s combined water and wastewater bill increase by less than $2 per month. Chief finance officer Brian Monk said Watercare Services had been able to delay raising its prices since 2010, but it could no longer absorb increased costs. - APNZ

Three Ashburton Vintage Car Club enthusiasts will push their pre-1932 vintage cars to the limit when they take them on the Canterbury Vintage Car Club of New Zealand Irishman’s Rally down south this week. It will be the Canterbury club’s 60th anniversary event. Ashburtonians Donald Williamson, Bruce McIlroy and David Oakley will take their classic beauties south into the wintry conditions of the rugged high country and off the beaten track. It was pointed out, the driving conditions would have been what it was like in New Zealand when the cars were new. The men were no strangers to the two-day event but each rally promised a different navigation route to test the skills of the driver and the endurance of the car. “We like driving our vehicles, not looking at them,” one said, and they all agreed. It was a big event to organise and drew people from as far away as Auckland. It was the largest known rally of its type in the country. Drivers were expected to drive up to 10 hours a day and

covered up to 321.9 kilometres. It was often slow going in the old vehicles. They covered steep climbs, farm tracks and gravel roads. There was very little travel on tar-sealed roads.

Donald was driving his claret coloured 1930 Chevrolet Roadster. Bruce would be in his black 1928 Ford Model A. David would drive his 1927 Overland Whippet. The men looked for-

ward to the trip for the camaraderie, as much as the actual driving journey. The banter between them was about who was likely to need rescue … especially when they

faced the rocky, mountainous terrain likely to be covered. It was sure to be a fun trip. There were more than 140 entries expected with the oldest from 1912.

■ CONSERVATION CAFE

Youth give wishlist BY TONI WILLIAMS

TONI.W@THEGUARDIAN.CO.NZ

Ten pin bowling, a shopping mall, mini golf, laser tag and Timezone in Ashburton were some suggestions from youth at the Conversation Cafe this week held at BASE Cafe. Ashburton District Council project officer Aileen Campbell led the discussion. Ms Campbell said a noticeable theme was there was little for teenagers under-18 to do at night and weekends that was not organised sport or activities. They also had no space that was ‘theirs.’ “They are looking for that transitional independence,” she said, of the age group. Ms Campbell said any ideas gave the youth council long term goals to work toward. She was happy with the response as nearly two dozen people attended. They included youth from BASE, Salvation Army (Em-

ployment Plus), Youth Council, and the New Life Church. There were also representatives from HYPE, ThinkFirst and Family Planning. The cafe started with shared food then in smaller groups, brainstormed the good things about living in Ashburton for 14 to 24 year olds. The skate park, Lake Hood, good schools, sports grounds, pools, variety of fast food, lots of sport, multi-cultural and youth groups were some of the items listed. After five minutes they pondered how Ashburton could be made better. Ms Campbell said the top ideas were: ■ More facilities like community stage, a rugby stadium, a food court, a free gym, free wifi. ■ New sports – mostly hangout type social sports such as laser tag and ten pin bowling. ■ A Timezone/more entertainment.

■ A mall with more diverse shopping and food shops. ■ An interactive art gallery. ■ A weekend and/or evening hang-out space for 14 to 17 year-olds. An informal suggestion also included improvements to the skate park – like a half pipe, more rails and jumps. They planned to get more input from other groups including schools, sports teams and drama groups before the June 9 youth council meeting. “It was worth doing, and it’s something that some of the other groups said we should do regularly and have some more people coming along,” Ms Campbell said. There were already short term possibilities. They included a submission to the EA Networks Centre on the young people’s ideas for the facilities, to set up a Friday night session time at BASE (for example) for 14 to 17 year olds or to hold a dodgeball tournament.

Ashburton’s Ruby Anderson joined in with others at a Conversation Cafe, at BASE Cafe to discuss the needs of youth in town. PHOTO TETSURO MITOMO 260514-TM-121

■ FOVEAUX STRAIT TRAGEDY

Survivor begs for mercy The sole survivor of the Easy Rider fishing boat tragedy that claimed the lives of eight people in Foveaux Strait pleaded with a judge to be merciful during a company owner’s sentencing yesterday. Bluff woman Gloria Davis, who was found partly responsible for the boat’s sinking two years ago, was sentenced to 350

hours’ community work and fined $3000. Her company, AZ1 Enterprises, which owned the fishing vessel, was fined more than $200,000, even though Judge John Strettell acknowledged the company “may be no more than a worthless shell” and the fines may never be paid. Davis’ husband Rewai Kare-

tai, 47, was the unqualified and inexperienced skipper of Easy Rider when it was swamped by a huge wave just after midnight on March 15, 2012 near Stewart Island. Mr Karetai and seven others drowned in what was New Zealand’s worst maritime disaster since the foundering of the Wahine. Crewman Dallas

Reedy was the only survivor. In an emotionally-charged sentencing at the Invercargill District Court yesterday, Mr Reedy and relatives of those who died called for the court to be merciful, saying they did not blame Davis. After the judgement Mr Reedy and several others hugged a tearful Davis. - APNZ

■ ASHBURTON AWARD WINNER

Toni.w@Theguardian.co.nz

Ashburton’s Poppy Sparrow was named the Graphic Arts and Prepress Federation Top Digital Apprentice of the Year last week in Auckland. As part of the award Ms Sparrow also got a $2000 scholarship to further her career. “It’s pretty big, I didn’t actually know that the scholarship and that award existed so it’s a pretty big surprise,” she said. As one of five Icon Papers Print Industry Apprentice of the Year award finalists, Ms Sparrow missed out on winning the overall apprentice of the year title. However she was honoured to have been included in the top five. Ms Sparrow had six months to decide how best to use her scholarship whether it was towards continued study, travel to a trade show, new computer/ software or completing a print management course. The 22-year-old started her love affair with print seven years ago at Ashburton print and design company DPI. She completed a print apprentice-

ship with them last year. As a graphic designer, prepress technician and digital printer, Ms Sparrow designed and prepared files for two Konica Minolta digital presses – one full colour and one black and white. She also operated the CTP processor which was used to make plates for a single colour GTP press and a two colour Ryobi press. Ms Sparrow spent three days in Auckland for the awards. She had a 45 minute interview with three judges. They also inspected her 27 page work portfolio. “It was good, it was quite intimidating to start with, but they were nice people and made you feel as comfortable as possible in the high pressure situation,” Ms Sparrow said. She spent two days with the other finalists while in Auckland. “It was cool just to hang around some like-minded people for a while, talk about our apprenticeships and what we had all been through,” Ms Sparrow said. The Print Industry Apprentice of the Year Awards were

Jogger hit by car A woman out jogging was killed by a car thought to be overtaking in Taranaki. Police said Deanne Cooper, 36, of Hawera was running on Ohangai Rd in the town on Monday evening when she was hit. Initial indications were that the car was overtaking a ute or fourwheel drive when the car hit her. The driver stopped and gave her first aid but she died at the scene. “We are working to determine what factors have led to the crash and it is too early at this stage to comment on any charges, Acting Senior Sergeant Robyn Burnett said. - APNZ

Crash victim named

Poppy named top digital apprentice By Toni Williams

In brief

A pensioner who lay dead in a car next to his trapped and injured wife for 15 hours has been named as Alan Henry Skittrup, 94, of Taradale. The couple’s car is believed to have crashed on a rural property north of Napier some time on Sunday night. It was not found till about 8am on Monday. Mr Skittrup’s 89-year-old wife Nancy remains in Hawke’s Bay Hospital in a serious condition. The police Serious Crash Unit is continuing to investigate the crash. - APNZ

Parental leave rises Parental leave payments will increase for eligible employees and self-employed people from July 1. Labour minister Simon Bridges announced yesterday that maximum payments will go up from $488.17 to $504.10 gross per week. The minimum payment for self-employed people will also increase from $137.17 to $142.50 gross per week. - APNZ

All five finalists completed their apprenticeship in 2013 and were chosen after a rigorous selection process.

Police are seeking a driver believed to be responsible for a hit and run incident after a woman was hit by two separate cars in Christchurch on Monday night. Canterbury police district communications manager Stephen Hill said the incident occurred around 10.30pm on Christchurch’s Barrington St. “The female pedestrian had been struck by a vehicle which has then fled the scene. “It appears a second vehicle has then run over the victim.” The woman was taken to Christchurch Hospital. - APNZ

■ MID CANTERBURY TOURISM

Asian ski and snow opening ‘exciting’ BY MYLES HUME

MYLES.H@THEGUARDIAN.CO.NZ

Mid Canterbury tourism operators could hook into a new market seeing Chinese and Thai visitors wanting a ski and snow experience, the district’s tourism boss says. Experience Mid Canterbury general manager Nigel Birt said the “never seen before” market emerged at a TRENZ conference - Tourism New Zealand’s biggest annual international trade event – last week. The new trend presented a huge opportunity for the district which is home to the Mt Hutt skifield, he said. “So we will be looking at opportunities like package deals for one or two nights’ stay with a snow and ski experience along with any other activities. “This has surprised me because normally those visitors are not interested in snow, but

I think what’s driving that is more 25 to 30-year-olds having the idea that it’s cool to post a photo on social media with friends in a snowy landscape and having a good time.” Mr Birt was among a large contingent from the local tourism industry to attend the conference that gives New Zealand’s leading accommodation, transport, activity and attraction providers the opportunity to showcase their product to more than 260 international travel and tourism buyers from major and emerging visitor markets. One of those that held the most potential for Mid Canterbury was the Chinese and South East Asian markets, Mr Birt said. Since 2010, Chinese visitor numbers to Christchurch Airport have more than doubled to almost 18,000 per year.

“We know airlines are increasing their capacity on flights from China and South East Asia into Christchurch and that will increase, it’s important for us to set up and maintain relationships with key salers in these areas,” Mr Birt said. He said Chinese visitors were attracted to Mid Canterbury’s landscape, so it was now about working on marketing techniques that appeals to their senses. Work had already been done to educate local operators to cater for the Chinese market. Mr Birt said Mid Canterbury would also look to maintain strong relationships with markets in Germanic Europe, and North America where business had picked up post global financial crisis. Mr Birt said it was now about relaying potential opportunities from the conference to Mid Canterbury tourism operators.

And warmer temperatures forecast for today and early tomorrow are to be blasted away by another cold front, which is forecast to bring sleet to Ashburton. Heavy rain and gale force winds in the Canterbury high country late Wednesday and early Thursday are expected to precede the cold snap.

AgResearch Winchmore recorded a frost of 9.1 degrees on Monday night, while the MetService recorded a maximum temperature of nine degrees in Ashburton yesterday. The MetService was forecasting a maximum of 14 today and 17 tomorrow, before a cold southerly change at midday with sleety showers. ■ MID CANTERBURY PLUNKET

Trust donation gives car seat service a boost By Toni Williams

Toni.w@Theguardian.co.nz

The Mid Canterbury Plunket car seat service recently received a $3000 grant to buy a range of booster seats available to the public for short-term hire. The money was from the Ashburton Licensing Trust, via The Lion Foundation. Plunket Car Seat Service Mid/ South Canterbury area manager Shirley Falloon said the extra booster seats would replace old stock but helped with increased demand since legislation came into effect in November. The law change required children to be in suitable vehicle

restraints until they were seven years old or 148cm tall. “We see these boosters as being ideal for grandparents and other caregivers who don’t wish to purchase their own booster when they have children visiting,” Mrs Falloon said. The new boosters were a mix of models – some with internal harnesses as well as unharnessed types. The service was able to buy 10 seats. “They are so much safer than half boosters … as well as travelling much safer, children’s vision is so much better,” Mrs Falloon said.

■ WELLINGTON RAIL

Train derails; inquiry launched By ReBecca Quilliam and deRek cheng Part of the train line north of Wellington has been closed down while an investigation takes place into why a passenger train derailed at Lower Hutt’s Melling Station yesterday morning. One person suffered minor injuries and another was treated for shock after the incident just after 8am. KiwiRail chief executive Peter Reidy said when such an incident occurred the company’s top priority was passenger and staff welfare. “An investigation has been launched to determine exactly what happened.” Witnesses said about 70 people were waiting for the train when it failed to stop and crashed into the concrete platform, eventually hitting a pole. Ten passengers and two train crew were on board, and two passengers were treated in hospital, Mr Reidy said. KiwiRail had been in contact with them, and both had been discharged from hospital. “Six passengers left the site immediately after the accident, and we ask those passengers and anyone on the platform at the time of the incident to call KiwiRail

on 027 706 9008 so we can check their welfare.” It was too early to speculate on the cause of the accident but the company reassured its customers that safety was paramount at all times, he said. “The investigations would look at the full range of possible causes for the incident.” All services on the Melling line were suspended until further notice, and bus replacements between Melling and Petone were being provided. The company’s trains were regularly checked as part of their maintenance programme, Mr Reidy said. “We conduct regular safety briefings for our staff and have ongoing staff monitoring and training in place.” Earlier yesterday Mr Reidy did not want to comment on reports that the train driver had told passengers that the brakes had failed, and to brace themselves for an impact. “Sun strike, the status of the driver, the speed, the state of the rails – was there any ice on there? It was quite cold this morning – that will all be part of the investigation. “All that will come out in due course, in terms of the root cause of the incident.” - APNZ

OUR VIEW

Budget service does great job Coen Lammers EDITOR

T

he funding request by the Ashburton Budget Advisory Service to pay for an increased demand may involve a small sum, but reflects a big issue in the community. Co-ordinator Carol Brown revealed that the number of families needing their help had increased 60 per cent over the past five years, the same period in which Mid Canterbury has enjoyed an unprecedented economic boom. Amidst this overall wealth, it seems curious that the financial situation for 170 families in Mid Canterbury has spiralled out of control to the point that they have given up hope of digging themselves out of a hole. While the rural and associated sectors are booming, some people are unable to access this wealth and the opportunities on offer. These families only reflect about 1 per cent of our population, but the quality of a society is judged by the way it looks after its most vulnerable and how well the under-privileged live in our community. There are endless scenarios as to why people find themselves with a debt they are unable to cope with or have spending patterns that do not line up with their incomes. And many of us know how quickly we can all end up in that spiral and often beyond our control, like losing your job or your partner. So before anyone dismisses or judges these people’s situations, remember how easily our own financial position can take a devastating turn for the worse. The budget advisory service does a wonderful job and the families that seek their help, need to be commended for recognising the fact that they need support. Instead of getting into more debt or resorting to desperate, or illegal, measures, they ask for skills and support to get back on their own feet. And they are not looking for a hand-out. The council should get behind this work, as the entire community benefits from its results.

Good news for roading

T

he New Zealand Transport Agency review of historic Financial Assistance Rates which determine the percentage of funding the Government gives us each year to spend on our local roads has been at the top of the council’s advocacy list. On average, for every dollar we spend on roads in the Ashburton District, 46.6 per cent comes from the Government (funded from petrol taxes and road user charges) and the other 53.4 per cent is funded from rates. The overall split in funding applies to roading work the NZTA agrees is appropriate. Anything over and above we have to fund ourselves. Like many rural and provincial councils we have been lobbying long and hard for a higher percentage of the Government’s co-investment funding. This month the NZTA let the mayor know their board had made some important initial decisions about FARs. While they have further work to do before confirming a rate, the good news is that there is a strong indication Ashburton will be transitioned to a subsidy of 52 per cent Government funding. Transitioning will occur over a number of years to get to that higher rate because a number of other councils throughout the country will have their rates reduced and a substantial rate drop for any one council has been deemed undesirable. With a fairer funding rate in sight, our advocacy efforts

Andrew Dalziel

FROM YOUR COUNCIL

will now be focused on getting agreement with the NZTA on the levels of service they will fund with their share for different classifications of roads. Bridges form part of the road network. Recent comments by some that ratepayers would need to fully fund a second Ashburton urban bridge are incorrect. The NZTA co-funded the council’s cost of the Notice of Requirement work done to date and they will continue to co-fund the cost of any bridge that is eventually built. Continuing on the theme of advocacy, our mayor went to Wellington last month to speak to a Parliamentary Select Committee about concerns we had with proposed legislation that will restrict development contribution funding for community infrastructure. We are growing fast in Ashburton and we think developers should pay their fair share, but equally acknowledge that we don’t want the level of development contributions to be so high that they discourage development or make new housing unaffordable. We had planned to receive development contribution funding towards the new art gallery and museum facility, the EA Networks sports facility and any new replacement council

administration building that is built in the future. The select committee acknowledged our concerns and recommended changes that would allow the council to continue to collect development contributions for projects that are already planned or underway. The Government has also proposed that the council formally review the delivery and cost-effectiveness of all its services every three years. While accepting the sound intent, there is a cost involved in doing this work which would need to be rate funded. This could be a significant burden if we tried to review all our activities at the same time. We submitted that reviews should be done on a rolling basis and that each activity be subject to a review every six years. The select committee agreed that the proposed legislation could impose inappropriate and unjustified demands and costs on councils. They proposed amendments to lessen the burden, including the longer six-year period we suggested. Of course, councils are not always successful with their advocacy. For our next long-term plan, which will take effect next year, we have been given a set of new mandatory nonfinancial performance measures for our infrastructure activities – water, sewerage, stormwater, roads and footpaths and for some councils, flood protection and control works. All New Zealand councils will have to report on their

performance for at least 18 of the 19 measures in a prescribed format. These are measures that councils will be benchmarked on in future. In some cases we will need to invest in new auditable recording mechanisms to validate our results. While we could go to the expense of having additional measures, it is more than likely the existing infrastructural performance measures we use at the moment will disappear, if not immediately then down the track. Why would we fund collection of data and reporting on two different sets of measures! Despite considerable advocacy, in the roading and footpath area, the five new mandatory measures we must use have nothing at all for reporting on the maintenance and satisfaction or lack thereof for unsealed roads. The omission doesn’t sit comfortably with the purpose of the mandatory measures, which is to provide ratepayers and residents with good information on the services councils provide. I understand that because many councils don’t have large unsealed roading networks like ours it was decided that specific reporting on roads should be limited to the sealed network. We will keep trying. The 19 new performance measures can be found on the local government section of the Department of Internal Affairs website www.dia.govt.nz Andrew Dalziel is CEO of the Ashburton District Council

■ MALAYSIA

In brief

MH370 data released BY M. JEGATHESAN Malaysia has released raw satellite data used to determine that missing Flight MH370 went down in the southern Indian Ocean, information demanded by passengers’ relatives who are frustrated over the failure to find any wreckage. The Malaysian Department of Civil Aviation (DCA) said yesterday it had worked with British firm Inmarsat to provide 47 pages of data communication logs recorded by the British satellite operator, as well as explanatory notes for public consumption. Analysts said it would take time to draw any conclusions from the raw, highly technical data. The families of the 239 passengers and crew on board the Malaysia Airlines plane had demanded the information be made public after a massive and costly search for the flight found nothing. The flight was mysteriously diverted from its Kuala Lumpur-

Beijing route 11 weeks ago. Officials, relying in part on the Inmarsat data, have said they believe the plane ended up over the southern Indian Ocean where it crashed into the sea, possibly after running out of fuel. The numerical data used the Doppler effect - the change in frequency of waves from a moving object - to decipher the Boeing 777’s final flight path. Inmarsat’s interpretation of the data was subsequently verified by the international investigation team, which includes the DCA and the air safety boards of Britain, China and the US. But with no sign of the plane found since its disappearance on March 8, relatives and friends are sceptical. “The first thing we’re going to expect feedback on is does the data look right,” Sarah Bajc, whose partner Philip Wood was on the missing jet, told CNN. “Is it as complete as we’re being led to believe it is?” he said. Bajc and other relatives said in a May 20 report to the govern-

ments of Malaysia and Australia, which is co-ordinating the search effort, that they wanted to know if another flight path had been possible. “There is no mention on why they are so sure the Inmarsat data is highly accurate and reliable, to the extent that they have thrown all resources there.”

The DCA has previously stressed that satellite data was just one of several elements being examined by investigators. Malaysian authorities have been tight-lipped on details, saying they can only divulge information once it has been verified and when its release will not affect investigations into the plane’s disappearance. - AFP

‘No privileges’ for abuse bishops Pope Francis has warned there are “no privileges” for bishops when it comes to child sex crimes and says he will hold a special mass with victims next week in the Vatican. “Three bishops are being investigated,” Francis told reporters on his return flight from the Middle East when asked about the thousands of scandals that have rocked the Catholic Church. “One of them has already been convicted. There are no privileges. “Priests who do this are betraying the Lord,” said the Argentine pontiff, who has set up a new committee to root out abuse. Francis also said he would be celebrating a mass next week at his Vatican residence, St Martha’s, with “six or eight victims” and would Pope Francis then meet with them privately to talk about their ordeal. The pope last month personally asked forgiveness for the “evil” of abuses and promised more action in response to accusations of cover-ups and excessive leniency by the Vatican. At a UN hearing earlier this year, Vatican officials revealed that 3420 abuse cases had been handled over the past decade by the Catholic Church’s Canon Law prosecutors. As a result of these cases, 848 priests were defrocked - expelled from the priesthood. A further 2572 were ordered to “live a life of prayer or penance”, for example in a monastery. - AFP

A Mexican man who was once the world’s heaviest human has died at the age of 48. Preliminary reports say Manuel Uribe, who weighed 597 kilos at one point, died due to an irregular heartbeat and an ailment linked to the loss of fluids in his legs, an official at the University Hospital in the northern city of Monterrey said. After he was listed as the world’s heaviest human by the Guinness World Records, Uribe began a diet that brought his weight down to 394 kilos. Uribe got married in 2008 after being taken to the ceremony in a crane. - AFP

Net whiz faces jail Daniel Tzvetkoff, the Queensland business whiz who became an informant and key player in the shutting down of America’s multibillion-dollar online poker industry, could avoid jail time in the US. Tzvetkoff was facing a 75-year sentence in America’s harsh federal prison system when he was arrested in Las Vegas in 2010 for illegally processing more than $US1 billion, but the 31-year-old, along with his parents and mother-in-law, have made a passionate plea to a New York judge ahead of his sentencing. Tzvetkoff was once a high-flying media darling in Australia with an estimated worth of $82m. - AAP

Bomb material seized Police in China’s restive Xinjiang province have seized 1.8 tonnes of bomb-making material and detained five people, following a string of deadly attacks blamed on militants from the Muslim Uighur homeland. China vowed a yearlong crackdown on terrorism over the weekend with violence blamed on separatists from Xinjiang increasingly targeting civilians and spreading far outside the western region in recent months. Last week, five suspects killed 39 people and wounded more than 90 in a car and bomb assault in Urumqi. - AFP

‘Bum crack bandit’ Would-be burglars take note: if you’re going to rob a pub, make sure you keep your backside covered. A Queensland woman has been jailed over a robbery and shooting after her backside and a distinctive tattoo above it were captured on CCTV. The Supreme Court in Brisbane heard Eboni Pydde, 21, concealed her face behind a hoodie and sunglasses, but obviously didn’t think to pull up her pants far enough when she robbed the Coomera Hotel in 2011, and was dubbed the “bum crack bandit” after police released CCTV footage showing Pydde flashing her rear as she leaped over the bar to steal alcohol. - AAP

Gentrack targets $100m

Geneva wins judgement ments point to Gentrack’s forecast net profit of $3.7 million in 2014 and $9.3 million in 2015. Docking said shares in the company’s closest peer, TechnologyOne - Australia’s largest publicly listed software company _ performed strongly over March and April while others in the high growth/technology space suffered. Gentrack competes head-tohead with multinational software giants SAP and Oracle. Docking, who has been with the company for 20 years, said Gentrack implemented its own

software with customers, unlike its major competitors, which used third parties. The offer comprises the issue of up to 18 million new ordinary shares to raise $36 million of new capital and the sale of 26.3 million existing shares at an indicative price range of $2 to $2.50 per share. It will have institutional and retail components but there will be no public pool. incident of about 12 months previously, as it was too long ago and had not resulted in any disciplinary warning. It was finally concluded the employer should have taken into account Mr Peters’ four years of service and disciplinary free record before deciding to dismiss. Bay Packers was ordered to reimburse Mr Peters $8528 for three months loss of wages. However, there was no award of compensation on other grounds because Mr Peters had contributed “100 per cent” to his dismissal. The ERA didn’t say Bay Packers could not have dismissed Mr Peters for the absence; the problem was the process they followed. Unfortunately it is more often the failure to follow a fair process, rather than the substance of the matter, that results in a ruling that a dismissal was unjustified. Drunk employee wins $8500 espite Turei Peters being too drunk to attend work following a Boxing Day drinking binge, his dismissal was deemed to be unjustified. Mr Peters had texted his employer, Bay Packers (NZ) Ltd, saying “2 crook to mke it in”, and the next day explained he had been drinking until 3am and was therefore too drunk to come to work at 5am. As a result Bay Packers sacked Mr Peters, noting that in November it had been explained to all employees the importance of turning up to work over the busy season, and if they were absent without a reasonable excuse they could be dismissed. Mr Peters raised a personal grievance claiming the dismissal was unjustified. The process the employer

Geneva Finance has won a $150,000 judgement against its founder, who borrowed money from the company. GFNZ Group, previously known as Geneva Finance, in February applied for summary judgement in the High Court at Auckland for an alleged debt owed by its former managing director, Glenn Andrew Walker. It follows Walker borrowing $225,000 from Geneva in 2006. The loan agreement said Walker was to use it to buy shares in Geneva or other associated companies, and the outstanding balance was then to be paid five years after the advance. - NZH

Auckland-based Gentrack, which develops specialist software for energy utilities, water companies and airports, says it plans to raise up to $101.8 million through an initial public offer and sharemarket float. Gentrack said the funds would be used to pay down debt and to enable a partial sell-down of stock by its major shareholders. It expects to list on the NZX and ASX on June 25. In aviation, Gentrack’s software is used in 150 utility and airport sites around the world. On the energy utilities side, Gentrack’s customers include Genesis Energy, Meridian Energy and Vector. In Australia, Gentrack is used by Australian utilities, including Origin Energy and Alinta. Further afield, its software

is used in “marquee” international airports including Hong Kong, JFK in New York, Newark Liberty, Sydney, Melbourne and Birmingham, as well as in Auckland, Christchurch and Wellington. About 89 per cent of the company’s revenue comes from utilities and about 10 per cent comes from airports. Chief executive James Docking was quick to differentiate the company from high-growth technology companies such as Xero, Wynyard and SLI - all stocks that attracted heavy selling over March and April when fears about the sector started to emerge in the United States. Docking said Gentrack was profit-driven, in contrast with stocks like Xero, which is yet to make profit and which does not expect to make one for several years. To that end, the offer docu-

Farm investment company MyFarm expects Fonterra to announce a $6.60 to $6.80 per kg milk price for the 2014/15 year when it issues its forecasts this morning. That would compare with Fonterra’s forecast for the current 2013/14 season, which ends on May 31, of $8.65/kg milk solids. Part of the reason for a lower opening price was that major Chinese buyers were standing out of the market at the global Dairy Trade auction, MyFarm said in a market commentary. - APNZ

Get into some healthy comfort

A

s winter’s bite makes itself felt with a vengeance in Ashburton many of us start to crave comfort foods. Comfort food doesn’t have to be heavy and laden with sugar or fat; The Healthy Food Guide has a section on one-pot dinners this month. Here are a few to try (both recipes are low in kilojoules, low in fat and also low sodium, and easy to make gluten free).

Persian spiced beef with dates and cinnamon Oil spray 400g trimmed blade steak, diced 2 onions, thinly sliced 3 cloves garlic, thinly sliced 2t grated fresh ginger 2t sweet paprika 1 cinnamon stick 400g can no-added-salt chopped tomatoes 500g kumara, peeled, diced ¼ C chopped dates 1C shredded silverbeet 300g steamed green beans ■ Preheat oven to 160°C. Spray a large flameproof casserole dish (that has a lid) with oil and set over a high heat. Add steak in batches and cook, stirring, for 2-3 minutes or until browned. Transfer steak to a plate. ■ Return dish to a medium heat. Spray with oil again. Add onions and cook, stirring occasionally, for five minutes or until soft. Add garlic, ginger, sweet paprika and cinnamon stick. Cook, stirring, for 1 more minute or until fragrant. Return beef to dish with tomatoes and 1 cup water. Stir to combine and bring to the boil. ■ Cover dish with lid and bake for

Having artistic fun with chairs BY SUSAN SANDYS

SUSAN.S@THEGUARDIAN.CO.NZ

Robin Arnst of Robin’s Art School is teaching her students “in a playing sort of way” as they enter into an Ashburton chair-painting competition. Her pupils have been using

syringes filled with paint as well as sponges and other unusual items to paint four chairs they have called the lazy chair, the games chair, the garden chair and the alphabet chair. The competition is being held by Wastebusters Ashburton,

and schools and preschools are also participating. Wastebusters retail assistant Laura Johnstone said the organisation had about 25 extremely boring blue chairs which staff and others sat on. They were now being decorated and would

come back to the organisation for judging within the next few days. The competition also included a class for creating an environmentally-themed art work, and painting a miscellaneous item such as a piece of furniture.

‘Fantastic’ photos show hidden side of MS One of the toughest things about having multiple sclerosis (MS) is that other people never fully understand the profound pain. They can’t feel your dizziness or see your fatigue, says Lyn Petruccelli, who has lived with the disease for five years but looks and sounds like a healthy 53-year-old. Now almost 2000 people with MS are using a free app to share images depicting their hidden symptoms, like brain fog, numbness and spasticity. The idea is to help people understand how disabling MS is. One of the people who learned the hard way is a man who berated Ms Petruccelli for parking in a disabled spot. She took the time to explain, and he felt so bad that he apologised and helped her with her shopping bags. At the heart of the picture project is an exhibition in Sydney inspired by nine people with MS who briefed photographers about their symptoms. The theme of Ms Petruccelli’s photograph is dizziness. It’s taken by her husband, Louis, a com-

mercial photographer. “I’m not in the photograph, but it’s my dizziness. “I basically feel like I’m on a boat a lot of the time. But I’m okay once I get my sea legs.” Each photograph in the exhibition has a different theme. One inspired by a 12-year-old Darcy McCann is called Fatigue. Another inspired by Paralym-

pic gold medallist Carol Cooke is called Balance. Ms Petruccelli’s daughter Laura came up with the idea and pulled it all together. “The hardest thing about being related to someone with MS is a feeling of helplessness,” says the 23-year-old, who works at an advertising agency. “This has been my contribu-

tion. Not just for my mum, but for the whole disease.” The exhibition is timed to coincide with World MS Day on today and supports the fundraising MS Walk and Fun Run on June 1. There is a lot of misunderstanding about MS, says neurologist Dr John Parratt of Sydney’s Royal North Shore Hospital. The majority of symptoms are not obvious to others for at least the first 10 years. “But people suffer all manner of pain and profound fatigue that they have to endure every day.” The digital pictures are on www.seeingms.com – AAP

In brief

Daley delighted with Blues By Ian McCullough Laurie Daley admits he made mistakes in his first State of Origin series as NSW coach but believes his side couldn’t be in better shape for game one tonight. Daley’s relatively inexperienced team, which contains two debutants and five players with less than five Origins to their name, is looking to beat the Maroons in a live game at Suncorp Stadium for the first time in nine years. On their last visit to Brisbane Daley’s side were beaten 26-6 following a horror buildup to the game that saw Jarryd Hayne ruled out of the match with injury, Blake Ferguson and Josh Dugan caught up in an incident at bar in Cronulla and prop James Tamou was stood down for high-range drink-driving. Ferguson was arrested and charged with indecent assault, and his place in the side was taken by South Sydney winger Nathan Merritt, who endured a poor debut as he crumbled under the weight of expectation. Fast forward 12 months and Daley has no injury worries in the camp, and a happy and focused group of players following his decision to move the team away from Sydney and up to Coffs Harbour. “You learn a lot from your first Origin series, but there is

no magic formula,” Daley said at the team hotel in Brisbane yesterday. “Given the build-up to Origin, the focus, the media attention on the players it can be draining. “You don’t want to have played the game before it’s actually on. “There is a real awareness now to try and have a gradual build-up and have a focus closer to the game rather than have seven days. “You notice that energy saps from the players, and that is something I learned from last year. “I should have known better because I remember that as a player, so I’ve been very conscious of that this year.” Daley’s side won game one last year in Sydney but still lost the series 2-1, but he’s well aware of the advantage they’d take into game two at home should they upset Mal Meninga’s champion Queensland side. “Ideally you’d like to win game one,” he said. “But the nerves are good. “I’m feeling very confident, the boys have been training Brent Tate tries to make progress for Queensland in last year’s well. All Blacks ‘are human’ England loose forward James Haskell says his season playing for the Highlanders proved to him that the All Blacks are beatable. Haskell, in the England squad preparing to arrive tomorrow, has fond memories of his time in the deep south. He still keeps in touch with coach Jamie Joseph and would like to return for another season. However, he is particularly excited about testing himself against the All Blacks with a newfound confidence after playing among them. “I, like every other player, have a huge respect for the All Blacks,” he said. “They do have the aura. Having been there and played I discovered that Kiwi rugby players are human. They do make mistakes. Not buying into it, not being fooled by the magic of the All Blacks, is probably the key.” - APNZ

Erakovic through New Zealand’s Marina Erakovic has advanced to the second round of the French Open after a straight sets 6-2, 6-1 win over Ukraine’s Nadiya Kichenok. It is the third time Erakovic has reached the second round at Roland Garros where she will face fifth seed Petra Kvitova. Erakovic, 61 in the world, wrapped up the match in under an hour, serving six aces against the world number 115 who was playing in her first ever grand match. - HOL

One hand on trophy Coach Luiz Felipe Scolari’s righthand man said yesterday that Brazil were good enough to win the World Cup and already had “one hand on the trophy.” Asked what he had learned in previous World Cups, from his backroom role in Brazil’s 1970 triumph to his success at the 1994 finals, Carlos Alberto Parreira said that getting things right off the field was crucial. “That’s not easy. It entails the operational side of things, logistics, planning, the relationship with the fans, media, the working atmosphere,” said the 71-year-old team technical co-ordinator. “We have already achieved that, therefore we already have one hand on the trophy.” - AFP

Shock exit for Stan Third-seeded Australian Open champion Stan Wawrinka made a shock, listless exit from the French Open yesterday at the hands of Spanish journeyman Guillermo Garcia-Lopez. The Swiss, bidding to become the first man since Jim Courier in 1992 to win the French Open in the same year as the Australian title, lost 6-4 5-7 6-2 6-0. “It was just terrible,” said Wawrinka, admitting that the pressure of being a grand slam champion is weighing heavily on him. - AFP

$200,000 ‘missing’ Pakistan’s cricket chiefs have begun an inquiry into the spending of $US200,000, which they say wasn’t accounted for during the tenure of former chairman Zaka Ashraf. The spending relates to Ashraf’s rocky 22-month tenure, during which time he was suspended by the Islamabad High Court before being restored to the post twice and finally sacked again. The musical chairs at the top of the Pakistan Cricket Board has led to widespread ridicule both at home and abroad. - AFP

In brief Warriors unchanged Warriors’ halfback Shaun Johnson is a 50-50 chance of taking the field for Sunday’s clash against the Newcastle Knights. Warriors’ coach Andrew McFadden has retained the same backline used in last Saturday’s 24-16 win against Gold Coast, but the number seven remains in doubt with his injured left ankle. “Shaun is still 50-50. We’ll give him until Thursday or Friday and, if he’s not fit, Tuimoala (Lolohea) will make his debut,” McFadden said yesterday. Simon Mannering will make his 200th NRL appearance and 100th as captain. - APNZ

Racism in the AFL Adam Goodes has warned the racism surrounding Australian Rules could get worse before it gets better. Sydney star Goodes has been the victim of two acts of racial vilification at AFL grounds in Melbourne over the past year. He was abused by a Collingwood supporter in 2013 and by an Essendon fan earlier this month. Goodes sounded a cautionary note when asked if it was a bigger issue than when he entered the AFL 15 years ago. “I think what we’re going to find unfortunately is that it’s going to get worse before it gets better,” Goodes said yesterday. - AAP

Miami all the way Chris Bosh got them started and LeBron James took over in the second half. In the end, the Miami Heat moved one win from yet another Eastern Conference title. James had 32 points and 10 rebounds and Bosh added 25 points — nearly matching his output from the first three games of the series combined — as the Heat grabbed control of the East finals by topping the Indiana Pacers 102-90 in Game 4 for a 3-1 lead. Miami never trailed in the match. - AP

Williams ‘an inspiration’ By GreG Fraser Former champion Maria Sharapova says she draws inspiration from the longevity of Venus Williams and the two superstars are also looking ahead to the business field when it comes time to hang up their racquets.

Russian former world No.1 Sharapova says she takes heart that Venus is still competing at the highest level despite being the second oldest woman in the draw at 33. “Yeah, of course, it’s very inspirational, and to have the desire and the fight to get up in the morning to want to compete and do this and

continue doing it, knowing how tough it is to keep that level,” said the 27-year-old Florida resident. “But that feeling of winning the big titles is so special. I’m sure she’s not just here to walk around the grounds. I’m sure she wants that feeling back. It’s definitely inspirational.” - AFP

Smith ‘well aware’ of Fekitoa’s challenge BY DANIEL RICHARDSON Few players are a unanimous selection for the All Blacks. There’s generally someone out there breathing down your neck when you pull on the black jersey, but since 2008 Conrad

Origin all on again P19

Smith has operated largely unchallenged as the All Blacks’ starting centre. Smith has been a regular and racked up 75 appearances since his international career began with a try on debut against Italy in 2004, but the rise of Malakai

Fekitoa has people wondering if Smith’s hold on the position could be coming to an end. It’s a fair question given the impact Fekitoa has had for the Highlanders this year, with the Tongan-born 22-year-old showing a nice mix of attacking flair

and defensive grunt. He has scored six tries, while he has also made 14 clean breaks and beaten 48 defenders this season. Smith said he was aware of Fekitoa’s presence and welcomed the competition. “I think I’m always under pres-

sure. If you go back through the years there’s been countless players playing really well and putting pressure on myself and the same with other positions through the team,” Smith said. “I wouldn’t have it any other way.” - APNZ
