TrustPower hits back at pricing accusations By Myles Hume TrustPower has hit back at accusations made by the Labour Party that Mid Canterbury customers are being overcharged. Labour finance spokesman David Parker referred to the latest quarterly domestic electricity price survey, saying the Mid-South Canterbury region had seen an increase of $91 in the year to May 15 in electricity prices with a $431 rise since 2008. He called the price hikes “over the top”, which had increased at more than twice the rate of inflation during the past 15 years. However, TrustPower community relations manager Graeme Purches said the figures had been “misinterpreted and distorted” by Labour. Power prices have become a main focus for the Labour Party which has teamed up with the Greens in a bid to introduce NZ Power, claiming they can save New Zealanders hundreds of dollars on their power bills. However, that has been rubbished by National which called it “a cynical and selfish attempt by left-wing parties to play politics with the value of New Zealand’s economic assets”. About 7000, or 40 per cent, of electricity users in Mid Canterbury are signed up to TrustPower, the survey showing the power company was charging the highest rate out of all power retailers in the district. But Mr Purches said the figures were based on the company’s standard rate, which a minority of its customers were signed up to. “The reality is 65 per cent of our customers aren’t on the pric-

Graeme Purches ing they used to get those figures, they are on a option called Friends Extra which offers four or five per cent off the unit rate and in return they sign up for a four or five years loyalty deal,” he said. He said Transpower’s transition charges have also contributed to price rises while lines charges had been altered in April, meaning they had risen in some areas. “The reality is most customers aren’t using the amount that’s been shown in the survey, and aren’t paying the prices shown in the survey.” Mr Parker said not everyone was on the same rate, but claimed “everyone was paying too much”. Mr Parker said power customers were facing hiked charges, when hydro stations and power companies were not facing increased costs. “Mid Canterbury is really, really close to all those cheap hydro stations, Ashburton is just down road from the Waitaki but why is it that you get no benefit from that? The benefit of that is being captured by power companies,” he said.

Houses for sale in Ashburton may become out of reach for many home buyers if they need to pay 20 per cent deposit.

First home buyers and investors could be shut out of the housing market when new loanto-value (LVR) ratios are imposed on home loans. As it attempts to rein in the housing market and make New Zealand houses more affordable, the Government plans to introduce new rules around lending that will make it much harder to secure a mortgage with a deposit of less than 20 per cent. And those changes will have a significant impact on first home

buyers who traditionally rely on a helping hand from parents to boost their savings, says McGregor’s Real Estate owner Trevor Hurley. “For many young people a 20 per cent deposit is a massive stretch. It will make it very difficult for them. “I know this is being put in place for a reason, but big picture, it will take out a lot of first home buyers,” he said. While many first home buyers opted for the Welcome Home package that provided finance with zero deposit, this came with a raft of restrictions. Up to

$200,000 can be borrowed without a deposit and up to $280,000 with a 15 per cent deposit of the amount over $200,000 $12,000. For most young people entering the real estate market for the first time, 10 per cent deposit was the norm, with most buying those homes in the $200,000 to $300,000 price range, requiring deposits of $20,000 to $30,000. Overnight those deposit requirements could double, Mr Hurley said. “This will put a lot of pressure, not just on parents who help out, but on the kids too. It will take a

lot of people out of the system and it will also affect investors, a lot of whom go in with just 10 per cent deposit.” The new lending rules would have the desired effect of quietening the housing market, particularly in Auckland where a 20 per cent deposit in some areas would be well over $100,000, he said. Ashburton’s Heartland branch manager Andrew Wilson said the LVR ration would mean no change for his bank. It had always had a 20 per cent deposit policy, he said. Across the board, however, the

cap was grim news for first home buyers, Mr Wilson said. For investors, however, with equity in other properties, he anticipates it will mean little change. Pushing LVR ratios out to 20 per cent was likely to also push out the day a young couple were able to get into the housing market. With a basic home in Auckland costing upwards of $500,000, the deposit required under the LVR cap would exceed $100,000, he said. The New Zealand Bankers’ Association says that most lending (79.6 per cent) is below 80 per cent of LVR.

Welfare reforms put pressure on By Myles Hume Mid Canterbury parents on benefits are threatened by tougher welfare reforms. The district’s medical practices are operating at full capacity and early childhood education (ECE) providers say there are limited spots at local centres. Presbyterian Support Ashburton regional manager Jackie Girvan says this could pose a huge problem as new welfare reforms, which came into force yesterday, require parents on benefits to send their children to early childhood education for 15 hours a week from age three, and enrol them with a primary health organisation, integrated family health centre or GP. If parents do not meet these obligations they could risk having their benefit reduced or cut. Ms Girvan told the Guardian she had seen the impact of tougher welfare reforms in the past. “Last year we noticed the tightening up (on welfare) and we have had more call on our resources to help families in urgent need in the past few months than ever before,” she said. “Enrolling with a GP in Mid Canterbury would be a problem because there’s not enough, and it’s not the GPs’ fault it’s our growing population. “I work on West coast as well and there’s problem there too, the DHB has employed doctors but they are

locums and you never actually get the family history or someone who really knows you which is one of advantages of having a family GP.” Lorraine Bennet, manager of Ashburton Baptist Learning Centre, said her centre was full and had heard the same from most other providers in Ashburton. She said there were already several parents on benefits that enrolled their child at the centre, and believed children needed at least two days with six hour sessions to benefit from ECE. “They do say children who have had good quality childcare do well at school and later in life,” she said. Latest figures on early childhood education in 2007 in the Ashburton District show 99 per cent of year one pupils at school attended some for of ECE. All three to five year olds are eligible for funding for 20 free hours per week. Ashburton Kindergarten Association president Barbara Kirk said local kindergartens would be able to provide space, but not for an influx. “But I don’t think there would be that many between three and five out there who aren’t going to a service,” he said. She the reforms did take the rights away from parents, some who would prefer to have their children at home, and wondered what problems could crop up if beneficiaries did not want to send their child to ECE but were forced to.

That’s what All Black coach Steve Hansen told more than 300 Mid Canterbury professionals at a local ANZ conference at the Ashburton Trust Event Centre last night. The focus of the evening was

‘passing the baton’, looking at concession plans and future success for local business, especially in the rich farming sector in Mid Canterbury. Mr Hansen, who likened his job to being the chief executive of the All Black side, said the side’s culture was based on honesty with one another, knowing your own role and realising everyone all made mistakes. “But realising what makes a great culture is the easy part, the hard

part is living day-to-day,” he said. ANZ regional manager Mark Greenside also took time to talk about local businesses and the challenges they face when “passing on the baton”. He said the lessons learnt from Hansen’s decade-long tenure as All Black coach could be adopted by any business. Mr Hansen later opened the floor to those in attendance, fielding questions about what makes the All Blacks tick among other topics.

Aoraki weighs Positive spin on quake strengthening up its options By Susan Sandys

By Myles Hume Joining forces with other education providers is an option still on the table for Aoraki Polytechnic as it looks to wrestle the challenging tertiary sector. The polytechnic’s council chairman Kevin Cosgrove said the tertiary provider, which has a campus in Ashburton, was considering options “to meet the strategic challenges faced by Aoraki in the current tertiary education environment”. Aoraki Polytechnic Council hired consultant Malcolm Inglis in September to think up future options for the institution after a $1.6 million deficit in 2011 and an exodus of 232 fulltime students. Last week it was announced enrolment numbers declined across the whole tertiary sector, and Aoraki Polytechnic was feeling the effect of a worker shortage in some areas as would-be students take on apprenticeships and other work-based study options. “This current environment adds to the challenges for Aoraki Polytechnic as well as the tertiary education sector. Enrolment numbers are consistent with projections,” acting chief executive Alex Cabrera said. To address those challenges and strengthen its financial and academic position, Aoraki Polytechnic formed a steering group in May and hired a consulting firm to consider options to ensure a stable future. “Options we are considering could include operating independently while collaborating with one or more other education providers and/or forming a strategic alliance with CPIT to work together more closely,” Mr Cosgrove said. The steering group is made up of Aoraki Council members, Mr Cabrera and management staff, and has been seeking input from other staff members while meeting with key stakeholders. “We are very encouraged by the discussions we have had with stakeholders,” Mr Cabrera said. He could not say when or what considered options would be adopted, nor could he disclose the cost of hiring consultants. Meanwhile, Mr Cabrera has been working with the Tertiary Education Commission on Aoraki Polytechnic’s Investment Plan development for 2014. “The Investment Plan describes how a tertiary education organisation will achieve Government priorities set out in the Tertiary Education Strategy, our mission and role in the sector, and it sets out the programmes and activities we plan to undertake next year”, Mr Cabrera said. Aoraki Polytechnic is also making improvements to its operations and core business, while a review of the tertiary provider’s business model is under way.

Ashburton town centre landlords strengthening their buildings will most likely find them easier to tenant, says the Ashburton District Council. The council has hit back at building owners’ concerns that high strengthening costs could potentially send them out of business. Community planning manager Gavin Thomas said while some owners might complain about strengthening regulations introduced since the Canterbury earthquakes, the fact was that many tenants would not want to lease unsafe buildings. “We are aware of some tenants who have moved out and won’t go back in because the building doesn’t meet 33 per cent,” Mr Thomas said. Building owners should at least be investing in upgrading to that standard, and they may find it difficult in future to find tenants willing to take the property if they didn’t, he said. “This could be a positive story

An Ashburton man found himself facing two charges after he lost control of his vehicle on East Street about 3.30am Sunday. The driver was charged with sustained loss of traction and later failed a breath test for alcohol, blowing 687mcg. He will appear in Ashburton District Court at the next sitting.

• Ambulance calls St John ambulance Ashburton attended to 84 call outs during the week ending July 14. Twenty one of those calls were urgent, 28 nonurgent and 35 were routine procedures. Of the total call outs; 74 were medical related and 10 were accident related. The ambulances travelled a total of 4441km collectively.

• Cop failed to stop A crash between a police patrol car and another vehicle is being investigated after the officer involved failed to stop following the incident. Kapiti-Mana area commander Detective Inspector Paul Basham said the officer had been called to a “violent domestic incident” on Thursday afternoon when the collision occurred on Mungavin Ave in Porirua. Nobody was injured and damage to the other vehicle was relatively minor, Mr Basham said. A senior sergeant was overseeing the internal police investigation. “We’ve spoken to the other party. With an anticipated $12 billion shortfall in its major transport projects budget, transport minister Gerry Brownlee is looking at bail-out options for Auckland. This could involve a nationwide petrol tax increase rather than a regional fuel tax, congestion charging or tolls on existing motorways that would hit Auckland motorists only. “The solution for this should

be left in Auckland City’s hands. The Ashburton District was forced to find its own solutions and other territorial authorities, including Auckland should do so too,” Mr McKay said. The Ashburton District Council has watched its subsidised roading budget be eroded over the past 10 years as its funding assistance rate (FAR) dropped from 51 per cent to 46 per cent. To plug the road maintenance gap, the council this year decided it had to dig into its own pocket. As heavy traffic volumes increased, rural roads struggled to cope structurally, but rather than receive additional assis-

tance for road maintenance the council received less each year. That meant a decline in the work it was able to do. This year the gap between the subsidised money available and the work needed was too great, forcing the council to look at other ways of getting the work done, Mr McKay said. “We’ve put $100,000 of our own money into roading in this year’s annual plan. “We didn’t want to go there but we were forced into it.” The council had also pruned an additional $250,000 from its budget by bringing supervision of roading projects back in-house. That money would be

redirected to road maintenance work and would attract a subsidy, Mr McKay said. He does not support Mr Brownlee’s suggestion that funds from fuel tax should be used to meet Auckland’s budget shortfall because that could impact on funds available for use elsewhere or it could see a reprioritisation of other capital works. “Yes, it’s difficult to do a regional tax. They’ve got the same problems we have – not enough money being generated to do what they need done, but we’ve had to scrimp, save and be innovative so their solution should be left in their own hands too.”

WorldSkills competition ‘an inspiration’ By Gabrielle Stuart

s editor of the Guardian I have the pleasure of meeting many interesting people and groups throughout the Mid Canterbury community. Yesterday morning I was asked to be the guest speaker at the Ashburton Men’s Probus group and was humbled by their loyalty and their passion for the Ashburton Guardian. A quick show of hands revealed that most of the group had been subscribers of the Guardian for more than 40 years and a small group for well over 60 years. The audience of around 100 senior Ashburtonians were visibly eager to hear about our plans to change the paper into a compact format, six days a week, and break with the 133-yearold tradition of publishing a broadsheet paper from Monday to Friday. Speaking to these wellinformed gentlemen and answering their questions, once again reiterated that our readers are just as excited as the team at the Guardian to see the newlook paper come off the presses. I explained how the paper will largely be made up by the same core elements you are used to now, and I was surprised that no-one seemed too concerned about our plans to move the Family Notices to the inside back page. This loyal audience seemed more than comfortable with our solution to keep the names of any deceased on page two, while the full death notices will move to the inside back. Meeting the Probus members was a pleasure and a real inspiration to produce a quality and hyper-local paper these readers deserve.

One thousand top apprentices from 60 different countries gathered in Germany for the ‘trades olympics’ and from the 13-strong New Zealand Tool Blacks team, aircraft engineer Michael West was the only apprentice to place, winning a silver medal.

We’re growing, but our roads are being ignored M

id Canterbury drivers will continue to fund the expansion of Auckland’s congested roading network, while swerving around potholes in our rural roads. The increase of dairy trucks and other heavy vehicles on the roads have blown out the road maintenance bills and the Ashburton District Council is left to fill the holes, literally. Mid Canterbury is one of the fastest growing districts in the country and the economic boom has brought with it a heavy demand on rural roads, many of

The council has begged the Government and its roadfunding arm, the New Zealand Transport Authority, for more money to provide this flourishing economy with the infrastructure it deserves. The Ashburton District last year added around $1 billion to the New Zealand economy, which fades into insignificance compared to the $50 billion produced by the

Auckland economy. Looking at those bare facts it seems logical Minister Gerry Brownlee keeps pouring billions of dollars into Auckland transport each year. However, a closer look reveals that Ashburton and other rural boom economies deserve more of the Government pie. Ashburton’s economy grew a whopping 4.2 per cent over the past year compared to a 1.7 per cent growth in the City of Sails,

but more importantly, contributed roughly $33,000 for every man, woman and child, working or not working. Put that average gross domestic product up against Auckland, where the GDP per capita is about

a tenth of Mid Canterbury’s, and it shows where the real growth in our economy is. Still, the National Government continues its obsession with building more roads in Auckland. The recent Government contribution to the new raillink plan was a good step in the right direction, but this longterm project will take decades to make a difference and the money involved is a drop in a sea of asphalt. So far, every New Zealander has been paying for Auckland’s motorways through our fuel taxes,

but an Auckland think-tank this week offered a range of proposals that would put the burden back on those who actually use the roads. The initial reaction was positive, as most Aucklanders stuck in daily traffic would be happy to fork out a few dollars to get moving. Opinions on the effectiveness of road tolls, however, remain divided and Minister Brownlee yesterday firmly put his stake in the ground. No road tolls under his watch, which put the burden right back on you and me.

YOUR VIEW Disabled bus It was with great sadness and bemusement that our family read Ray McIntyre’s letter July 12. I was one of seven parents that wrote to the Ashburton College Board of Trustees asking for their support to lobby the MOE to reconsider their choice of transport provider. This was not an attack on the driver or Ritchies but instead challenging the ministry’s choice to use a bus as the main transport for our children. We are not fearful of change, we were involved with the school and Ritchies right from the start to see what compromises could be made to achieve a good outcome for all concerned. What we ended up with is a

compromise, rather than a service that fits the needs of the students. Cost unfortunately should only be a small consideration where safety and welfare is concerned. We find it unfortunate that Mr McIntyre’s letter clouds what has been a factual series of articles and letters, discussing in the Guardian, what has been happening for these students since the beginning of the year. A UK scholar and expert on Gothic Imperial architecture has slated the Anglican Church decision to demolish quake-crippled ChristChurch Cathedral. Academic Alex Bremner wrote extensively about the cathedral, built by famed English architect Sir George Gilbert Scott, in his book Imperial Gothic. The senior lecturer in architectural history at the University of Edinburgh, and Gates Cambridge alumnus, has criticised Anglican Diocese of Christchurch plans to create a new cathedral after the original’s spire was snapped in the February 2011 quake. Dr Bremner says the cathedral is “far more than just a building” because it was originally built as a memorial to the city’s establishment as a dedicated Anglican colony in the South Sea. In a scathing commentary published yesterday, he compares the cathedral to St Peter’s basilica in Rome: “Both buildings embodying the social, civic and architectural heritage and identity of their respective cities.” Anglican Bishop Victoria Matthews last year announced plans to deconstruct the damaged cathedral to a “safe level” of 2 to 3 metres above the ground. The decision sparked public protests and a group, Great Christchurch Buildings Trust (GCBT), led by former MP Jim Anderton, have taken the church to the High Court to reverse the move. Justice Lester Chisholm halted demolition work last November after ruling its future is “legitimately in the public arena” and “plainly a matter of intense public interest”. The Church Property Trustees released three design options for a future cathedral earlier this year, which included restora-

tion, a timber replacement, or a contemporary design - which the church says it prefers. The church’s desire for a new building is “depressing”, Dr Bremner writes. He is especially amazed by the stance given that some engineering reports say it can be saved and rebuilt for “not much more than the proposed new building”. “For most civic authorities and governments around the world it would be a no-brainer as to what to do under these circumstances - saving an historic monument of this stature would not have required a second thought. Unfortunately, not so in New Zealand,” he says. “One can only hope that the short-termism, philistinism and, indeed, vandalism that have reigned supreme in Christchurch over these past few years are not allowed to continue in this very important task of preserving and rebuilding Christchurch cathedral.” Whether the 132-year -old building should remain standing is not entirely the decision of the present bishop of Christchurch, or the civic authorities, Dr Bremner says. “They are merely custodians of this heritage, not arbiters of its fate. “For them to assume that they have any such right as arbiters in this respect is arrogance in the extreme, and if they should choose to exercise that unfounded right then history will judge them harshly.” If the battle to save the building from demolition fails, and it does come down, it will be “a grim day for anyone who cares about the history and heritage of the built environment, the world over”. “If it does happen, then ignorance and cynicism will be seen to have won the day,” he said. - APNZ

This obsession with roads and refusal to consider a user-pays model seems strange and at odds with other National policies. Most Western countries have successfully adopted toll systems to pay for their tunnels and motorways so it seems bizarre that New Zealand officials know more than all those clever people overseas. If even Aucklanders themselves can see the benefit and are willing to pay to save time, why not let them, and divert some of that much-needed funding to fill potholes in Ashburton.

Ashburton’s rest homes have been given a green light in terms of doing the basics in rest home care. But this is not the case in all rest homes across New Zealand with Consumer New Zealand checking out Ministry of Health audits and finding that less than 10 per cent (57 resthomes) meet all mandatory health care requirements. While none of Ashburton’s care facilities were in the top 10 per cent, they were all among the 28 per cent (176 resthomes) that were found to have only minor shortfalls in some areas. Ministry of Health audits assess rest homes over six care categories ranking them as exceeding expectations, meeting expectations, having minor shortfalls, a number of shortfalls or as having major shortfalls. Rest homes are certified for between one and four years. The consumer review found that the majority of resthomes, 385 (61 per cent) had a number of morethan-minor shortfalls while 16 were found to have major shortfalls. Rosebank and Princes Court were given the best pass marks, meeting standards over three categories but having minor shortfalls over the other three. Rosebank’s audit runs until June 2015 with Princes Court certified unto April 2016. Both were certified for three years. Cameron Courts, Coldstream House and Methven House had one area where they met standards, three where they had minor shortfalls and two where there were a number of

shortfalls. Cameron Courts certification expires in December (two years) while Coldstream House’s certification runs until July next year (3 years). Methven house has two year certification with a reaudit next year. Tuarangi Home is run by the Canterbury District Health Board and details were not available on the Ministry of Health’s audit website.

A summary of audits is available on line but Rangitata MP and associate health minister Jo Goodhew, wants to see more information made publicly available. Audits were the best possible gauge of standards in a rest

home, particularly the length of time that certification was granted, Mrs Goodhew said. “These audits determine whether people can be safely cared for in a facility and if they’re not, they won’t be awarded certification and that means they will either have to close or have a temporary manager in place.” If there were issues but certification was still granted, this might only be for one year, rather than a longer term, Mrs Goodhew said. By making more detailed information publicly available people would be able to gain a more accurate picture of care standards in a rest home. The current information is based on a traffic light rating system ranging from exceeding standards to failing, but could be misleading if read on its own, she said. “People believe they’d like to see more information and to be able to see audit history, but the question is how much information could be provided.” The traffic light system had clear outcomes for resthomes that did not meet standards with spot audits used to ensure corrective actions had been taken, Mrs Goodhew said. Included in the Consumer review is a list of resthomes that are under investigation, or have been investigated over the past five years, and those about which complaints have been made. None of Ashburton’s care facilities are on these lists. By Cecile Meier The fate of Christchurch’s historic earthquakedamaged Mona Vale homestead will not be decided until next year, upsetting residents and a business owner. Mona Vale was badly damaged in the February 22, 2011, earthquake and no repair work has been done. The homestead was a big attraction for tourists and was used for wedding and business functions. Continental company director Joan Ward operated the homestead before the February 2011 earthquake. Continental still leases the lawns and Ms Ward is waiting for the repairs to get started. She said the company had been asking the council for an update every month but the issue had been put aside.

“We know it can be repaired, but we understand it’s well down the list. It’s not a priority for the city. We’re not happy at all. We don’t have any say in the matter.” Ward said she understood the house had not been repaired because of insurance issues. “Mona Vale is an important place for Christchurch. It used to be the jewel in the crown - the house portrayed what Christchurch was all about,” she said. “The house looks quite sad now. Even the ducks aren’t there any more.” Mona Vale received significant support from Christchurch residents in 1969 when there were plans to demolish it to turn its ground into highend residential sections. Residents raised funds to help Christchurch City Council buy the property. More than 40 years later, residents wonder why the city council is letting the house decay. -APNZ

Change of tack for section sales By Susan Sandys Owners of Methven’s 104-section Equus Park subdivision are hoping a change of layout for stage one will kick-start buyer interest. The subdivision, along Racecourse Avenue and bordering the Mt Harding Racecourse, is owned by the Methven Trotting Club, which received its required rezoning and development consents in 2010. The club deemed at the time it would not go ahead with infrastructure development until after it had sold a set number of sections from stage one. But interest has been sporadic over the years and

none of the sections have sold, with buyers favouring the nearby Camrose Estates subdivision where they did not have to wait for development to begin. Last week a new stage one was released for Equus Park, this time including some sections in the prime position of bordering the racecourse. The previous stage one featured sections solely along Racecourse Avenue. Club subdivision subcommittee chairman Mark Lemon said the club was responding to demand. “We had a lot of enquiry from people wanting to buy sections close to the track,” Mr Lemon said. Ray White Methven salesperson Margaret Feiss said

the change in stage one was an exciting development. “These ones are going in adjacent to the racecourse which is much more appealing to people because of the views, and you won’t get built out,” Mrs Feiss said. Interest had been strong since last week and already about five people had registered their interest in sections at various areas of the new stage one. “So some of those sections have names on them already,” Mrs Feiss said. Infrastructure had yet to be installed, and development of the subdivision was a longterm project. People buying sections would pay a deposit, and then pay the remainder of

the price upon receiving the title. “At this stage it’s expressions of interest and if there’s enough expressions of interest then hopefully the trotting club will be able to proceed with stage one, and at this stage it’s looking good,” Mrs Feiss said. “It will be interesting to see if this is going to be enough to kick start it all, I think it will be.” And while layout of stage one has changed, prices remain similar with Methven land prices remaining reasonably static in the last three years. They range from $150,000 to $170,000 for sections ranging in size from 700 to 947 square metres.

Quake work approval ‘too long’ By Shelley Robinson Builders are laying off staff and say they face economic ruin in Christchurch because insurance companies and Fletcher EQR are taking too long to approve earthquake work. Small building companies which have hired numerous staff and purchased hundreds of thousands of dollars in equipment are now sitting idle waiting for work. A spokesman for Earthquake Recovery Minister Gerry Brownlee said the minister was aware of the issue but referred questions to the Earthquake Commission and Fletcher EQR - the company which carries out EQC work. Quantity surveyor company QS Red which deals with more than 100 builders said there was “increasing despair and stress in the building sector”. “These builders were told to ‘gear up’ for this huge rebuild and so they did,” said QS Red owner Victoria Whitta. “I have had grown men in tears in our offices over the last few weeks it breaks my heart. These guys are experienced builders and business owners,” she said. She said the problem was with the insurance companies’ project managers. “The project managers are changed four, five, six times and every time they do that they bring in a new engineer or change something or need to get things repriced,” she said. “I have a builder with $3 million worth of work on his desk but can’t start work because they are held up by the PMO (project management

office),” she said. A builder who spoke but did not want be named for fear of being “black listed” by insurance companies said two of his friends had shut down their businesses and he “wouldn’t be far behind”. “I’ve got my boys doing bookwork when I have a million dollars worth of work sitting here,” he said. “I can’t hang on for much longer, maybe a few months,” he said. “I have shed a tear or two it’s awful. I have work until September with six guys on what do I do?” Building and trade contractors are also paying high rents for out of town staff with little work about. As a result many are returning to the North Island and overseas. Insurance Council spokesman Samson Samasoni said they were aware of a “handful of disgruntled builders”but their complaints had to be seen in “context”. “Since the programme proper could kick off 10 months ago, insurers have been through an exacting process putting in place their PMOs, then selecting and pre-qualifying the licensed building practitioners and the professionals they’re working with.” He said the busiest part of the rebuild was yet to come. Fletcher EQR spokesman Barry Akers said 100,000 repairs and emergency repairs had been completed, including 40,000 full repairs. He said they were aware of the builders’ complaints. “We are working through the issues in the programme to enhance the flow of work,” he said. Certified Builders Association spokesman Graeme White said the situation was very “frustrating”. - APNZ

• Name released Police have released the name of the man who died in a motor vehicle crash near Kaiapoi on Monday. He was Rognvald Stuart Smith, 77, of Rangiora. Mr Smith was the driver and sole occupant of a car involved in a crash about 1.35pm at the intersection of Giles Road and Tram Road, west of State Highway 1. -APNZ

Mt Somers Springburn and Carew Peel Forest will be given $337,483 and $136,395, respectively, from the Ministry of Education to build non-classroom facilities. Mt Somers-Springburn’s sum

will be used to build a 176.7sqm building with its roll latest roll recording of 87. The money allocated to Carew Peel Forest will see them build a 71.4sqm facility. The schools are among 26 from around the country to receive the additional funding from the School Property Guide’s $10 million deficiencies programme to increase non-classroom space, including library extensions, administrative buildings and

multi-purpose spaces. Associate education minister Nikki Kaye made the announcement yesterday, saying the money would be a huge investment in facilities for some schools. “The investment is part of a programme designed to ensure schools have facilities to match their growth,” she said. Rangitata MP Jo Goodhew said it was positive to see Mid Canterbury’s growing schools being recognised.

“I am sure both schools will be delighted to receive this funding which will help them extend their facilities in relation to their growing rolls,” she said. Both Mid Canterbury schools get to design the facilities that best suit the needs of the pupils, with the Board of Trustees given the power to make final decision. The ministry hopes to have the programme up and running within this financial year.

• Drone used in search A New Zealand-developed aerial drone was used for the first time in the search for a missing Christchurch man. The experimental unmanned aerial vehicle (UAV) carrying two cameras was deployed by police scouring tussock and bush for Peter Crowther in Arthurs Pass National Park last week. Opening a New Zealand office has proven to be a successful experiment for the British 24-hour a day telephone answering service Moneypenny. The Takapuna branch was originally set up to serve only UK clients overnight but it has grown to take on more UK clients who have offices in other parts of the world. The company is the largest UK telephone answering company, handling around 30,000 calls a day for 6000 businesses from sole traders to multinational corporations. British High Commissioner Vicki Treadell, who yesterday visited Moneypenny’s office in Takapuna, said she was surprised more businesses did not take advantage of the different timezones between the two countries. “This is the perfect 24-7 platform given our exact opposite day and night dynamics,” she said. Moneypenny managing director Glenn Jackson said Moneypenny differed from the standard call centre concept. He said the service was personalised to the extent that a caller should not be able to distinguish between Moneypenny and the client’s own switchboard. The company employs teams from the United Kingdom on a four days on four days off basis in their Takapuna hub

Motorbike shop told to cough up By Ben Chapman-Smith A motorbike shop in Auckland has been told to refund a customer for the full cost of his specialist Italian-made bike after it took three months to complete a repair. Coromandel man Campbell McLaren travelled to Auckland in April last year to buy a new Aprilia motorcycle from Red Baron for $8445. McLaren had ridden the bike for about 2600km when its engine seized in late December while still under manufacturer’s warranty. He took it back to Red Baron a week later to be repaired but when the shop had still not fixed his bike by the end of

March, he asked for a full refund. Red Baron refused and so McLaren took his case to the Motor Vehicles Disputes Tribunal of New Zealand. Bruce Pollard, the director of Red Baron, argued that because Aprilia bikes were produced only in small numbers, bringing parts in from Italy could be a lengthy process. He said total sales of Aprilia motorcycles in New Zealand were only 82 last year. It was not unusual for there to be up to six weeks’ delay in getting motorcycle parts, even from the major manufacturers, Pollard told the tribunal. For that reason, he claimed McLaren was not entitled to reject the motorcycle. The tribunal disagreed and said in its

determination that Red Baron had failed to repair McLaren’s motorcycle within a reasonable time. “The tribunal thinks, on balance, that Mr McLaren rejected the motorcycle within a reasonable time of the date of supply having regard to the fact that the motorcycle was new when it was supplied to him, had only been ridden 2678km, and was first returned to Red Baron to be repaired on 11 January 2013.” McLaren was entitled to reject the motorcycle and was entitled to a full refund of his purchase price of $8445, the tribunal said. Miguel Angel Trevino, alias “Z-40”, was intercepted by a helicopter that dropped in front of his pick-up truck yesterday as he travelled with two associates on a dirt road near Nuevo Laredo, a northeastern city bordering Texas, officials said. Hundreds of Islamists loyal to deposed president Mohamed Morsi have clashed with security forces, hours after a US envoy urged Egypt’s army-backed leaders to end violence. US envoy Bill Burns also urged the army to avoid “politically motivated arrests” amid growing international unease at the crackdown on Morsi’s Muslim Brotherhood. He was speaking after talks with the new leadership, including the army-appointed interim premier Hazem al-Beblawi, who is expected to announce a new cabinet today or tomorrow. But the Brotherhood has refused to take any role in the new government and its supporters are still out on the streets calling for Morsi’s reinstatement. Late yesterday, hundreds of demonstrators cut off the October 6 bridge across the Nile in the heart of Cairo. Security forces fired tear gas to drive them back, an AFP correspondent reported. The protesters responded by hurling rocks at the security forces, who responded with fresh volleys of tear gas. The demonstrators had turned out in their thousands in Cairo after the Ramadan iftar meal to demand Morsi’s return. The clashes were the first in the Egyptian capital since dozens of pro-Morsi demonstrators were shot dead outside an elite military headquarters the previous Monday. Hours earlier, US Under Secretary of State Bill Burns called for dialogue to replace the violence. “The first priority must be to end violence and incitement, prevent retribution, and begin a serious and substantive dialogue among all sides and all political parties,” he said. He was speaking after meeting the general behind the coup, army chief Abdel Fattah al-Sisi, as well as the military-appointed president Adly Mansour and Beblawi. Burns’ visit is the first to Egypt by a senior US official since the military toppled Morsi in a popularly backed coup on July 3. Egypt’s new leaders are pushing ahead with a transition plan for

an interim government and fresh elections, despite the continuing protests by Morsi loyalists. A State Department spokeswoman confirmed that Burns had not met any Brotherhood officials. And Tamarod, the movement that spearheaded the grassroots campaign against Morsi, said it had turned down a chance to meet the US envoy. “We rejected the invitation ... because the United States did not stand with the Egyptian people from the beginning,” Islam Hammam, one of the group’s organisers, told AFP. Burns’ visit comes as the authorities tighten the screws on Morsi’s backers, freezing the assets of 14 top Islamists, and with Egypt rocked by a wave of deadly attacks, notably in the Sinai. Coptic Christians have also been killed in the Sinai, including a priest, as part of a what an Egyptian rights group said was a surge in sectarian violence around the country since the Islamist president’s overthrow. The cause of Cory Monteith’s death remains unclear, and authorities in Canada say it could take several days before toxicology test results are in. Vancouver police Sergeant Randy Fincham said there’s nothing to indicate the death was due to illicit drug use. Monteith, 31, was found dead in his Vancouver, British Columbia, hotel room on Saturday, according to police, who have ruled out foul play. Police said Monteith had been out with people earlier, but video and electronic records from the hotel indicated he returned to his room by himself early on Saturday. He was believed to be alone when he died. Monteith’s passing recalls the lives of Heath Ledger, Corey Haim and River Phoenix - actors who battled substance abuse and died in their 20s and 30s. Broken tooth ‘proves’ T rex was predator A broken T rex tooth found in another dinosaur’s tail bone offers the first hard evidence that the king of all meat-eating beasts hunted live prey, US paleontologists say. Scientists have long debated whether the fossil record really proves the legendary Tyrannosaurus rex was a ferocious hunter or just a scavenger that feasted on carcasses of the dead. Previous discoveries of dinosaur bones in the bellies of T rex fossils, and even T rex-shaped bites out of the tails of other dinosaurs, have strongly suggested that the beast – from 66-100 million years ago – was a predator. But paleontologists have not been able to rule out that T rex was an opportunistic scavenger, and scientists say the latest research still cannot disprove that theory. What researchers have described in the Proceedings of the National Academy of Sciences, a US journal, is the first discovery of a broken T rex tooth in another dinosaur bone – in this case, in the vertebrae of a plant-

T rex teeth were as big as bananas, and they could regrow any lost during their lifetimes, much like sharks do today, de Palma said. The hadrosaur’s bone regrew over the injury, signifying that the creature escaped and healed, maybe even living for years afterward. reenlipped mussels are one of New Zealand’s most under-rated seafoods. They may not be to everyone’s taste eaten raw or marinated, but cook them up and combine them with a range of other ingredients and they make a great, tasty and cheap meal. Most supermarkets now have fresh mussels available and if you’re short on time, steaming your mussels takes only a few minutes. With most mussel dishes it’s great to have a big basket of crunchy, hot, fresh bread on hand to mop up the last of the juice on your plate!

• Cook the pasta in a large saucepan of boiling water according to the packet directions, until firm-tender. • Drain and transfer to a large bowl. • Meanwhile, heat the oil in a large frying pan over low heat. • Add the onion and garlic and cook for 5 minutes or until soft. • Add the tomatoes and cook, stirring occasionally, for 5 minutes or until the sauce is richly flavoured. • Add the mussels, cover and cook for 4 to 5 minutes or until the mussels have opened. • Remove from the pan and discard any that have remained closed. • Return the opened mussels to the pan • Add the basil, parsley, and salt and pepper to taste, and cook for 1 minute. • Add the mussels and sauce to the pasta, tossing gently to combine.

• In a large frying pan over medium heat, warm oil and sauté garlic until transparent. • Add passata, oregano, basil and chilli flakes to pan • Reduce heat to low and simmer for 5 minutes. • Meanwhile, cook pasta according to package instructions; drain and reserve. • Add wine and mussels to frying pan; cover and increase heat to high for 3 to 5 minutes or until shells are open. • Pour over hot pasta, sprinkle with parsley and squeeze lemon wedge over all. • Garnish with remaining lemon and serve. • Leave mussels in a bowl of cold water for 15 minutes, then strain. • Discard open mussels. • Rinse remaining mussels in cold water until all traces of sand are removed. • Place wine, peppercorns, clove and bay leaf in a large saucepan and bring to a boil. • Add mussels, cover and cook 5 to 10 minutes until they open. • Strain; discard any closed mussels • Remove mussel flesh from open shells and allow to cool completely. • Halve tomatoes, remove seeds and cut into small strips. • Cut yellow capsicum into small cubes. • Thinly slice zucchini. • Peel shallots and slice. • Remove hard stems from rocket and chop

minutes or until the shells have opened. • Shake the saucepan every now and then during that time to spread the mussels, lemongrass and Thai basil around. • Discard any unopened mussels. • Serve immediately in a big bowl with the dipping sauce on the side. Mussel soup 1 C dry white wine 2 celery stalks with leaves, stalks thinly sliced 1kg mussels, scrubbed and beards removed 20g butter 1 small leek, trimmed and thinly sliced 1 onion, thinly sliced 1 carrot, peeled, a few slices reserved to garnish, the rest grated ½ t curry powder 600ml fish stock 1 t tomato paste heaped 1/3 C sour cream or crème fraîche salt and freshly ground black pepper pinch of cayenne pepper • Pour the wine into a large saucepan. • Add the celery leaves and bring to the boil. • Add the mussels, cover and cook for 4–5 minutes, shaking the pan regularly, until they open. • Once the mussels have opened, drain them, reserving their cooking liquid. • Shuck the mussels, setting aside the meat and reserving a few attractive shells • Strain the cooking liquid through a fine sieve into a large jug. • Melt the butter in a saucepan. • Add the celery stalks, leek, onion and grated carrot, reserving a few thin slices of leek for a garnish. • Stir, cover and cook gently for 5 minutes. • Sprinkle in the curry powder and stir. • Pour in the mussels’ cooking liquid and fish stock, then stir in the tomato paste. • Bring to the boil and simmer for 20 minutes. • Allow to cool slightly, then tip the contents of the pan into a blender or food processor and blend until smooth. • Add the sour cream or crème fraîche and blend once more. • Season to taste with salt and pepper. • Reheat the soup, add the mussels and heat through gently for 1 minute, taking care not to boil. • Serve sprinkled with a little cayenne pepper and garnish with the reserved leek and the sliced carrot and a few of the mussels returned to their shells.

Ashburton Irrigation Services is a division of Busch Irrigation Systems, services a large number of rotary boom irrigators in the greater Canterbury region. These companies require a service engineer who can look after a large client base servicing rotary boom irrigators, and the associated irrigation and effluent equipment.

This work involves from time to time some heavy lifting, and the applicant will require good engineering skills, and be able to weld with both Mig and stick welding equipment. The ability to splice wire rope would be desirable, but this would be taught to a suitable applicant. A driver’s license will also be required. This is a sole charge position, where you will be working in the field, arranging your own activities, and at times, especially during the summer months you will be required to work extended hours to meet the clients’ needs.

You will be working from a central base in Ashburton, that provides generous working space. You will be supported in this position with the availability of a large range of irrigation parts, most of which will have been made in house, so most days you will only need to pick up the product off the shelf to complete your days activities. Ashburton and Busch Irrigation have been very innovative over the years, and they developed a number of improvements for these rotary boom irrigators, and recently they have developed a mid size effluent applicator, that they are currently marketing, that is sought after in the dairy industry today.

Midlands Seed Limited was established in 1990, to support and encourage the production and export of arable crops from New Zealand. Since then, the company has grown rapidly to become one of New Zealand’s top producers and marketers of vegetable and herbage seeds, dried peas and oilseeds, cereal grains and arable food products. We are looking for a Production Assistant based in Ashburton to join our busy team. Duties involve:• Loading containers, taking crop samples and moving equipment between our Midlands sites. • Learning the ropes at our oil processing plant to provide backup and assistance during peak busy times. This would include training to use oil extraction equipment, filtering oil, despatching and general factory operational tasks. • As the season dictates, your day would involve crop maintenance of specialised hybrid seed crops during the busy rogueing season. This would also include organisation and co-ordination of a team to ensure the projects are fulfilled to the highest quality standards for our growers and suppliers. Who am I? • Someone who is level headed and able to multi task. • Have previous experience in either the rural, farming or cropping sector. • You would be equally happy working by yourself getting on with the job but also able to co-ordinate and run a team to ensure a project is completed to a high standard at all times. • Comfortable working both indoors and out when the season dictates. They are practical and predictable and maybe with that technology which gives them the ability to correct any tendencies to veer either too far to the right or left maybe deserve inclusion in the politician’s car pool!

aybe these new Accords are just what all those politicians should be driving! Why? For a start it has a lane assist system that not only senses when the car starts to veer either to the left or to the right, but actually gently alters the steering so to stay within the white lines if the driver doesn’t correct things first. As well the radar-guided cruise control enables the Accord to distance itself from other less well presented vehicles. Then when either just turning left or returning from the right-hand lane passing lane into the left lane, with the left-hand indicator going as it should be, the Accord has a blind spot system that projects what’s behind, including cyclists, on its easy to see, eight-inch colour screen. This combined with the reversing camera and parking sensors may even be able to detect any pending coup d’etat! Of course these features are not unique to Honda because some cars costing much, much more have some or all, but I doubt they are as effective and clear as the Accord’s. The Accord range starts at $45,900 for the 2.4 litre S (129kW/225Nm 5-speed auto), $55,000 for the NT version of this with all the neat technology mentioned above plus sat-nav, leather furnishings, heated front seats, a sunroof (which doesn’t intrude on head space) and 18-inch alloys. The 3.5 litre 206kw/339Nm V6 NT costs $60,000. This very smooth and flexible V6 has a sixspeed auto, which is more than enough ratios for this engine’s spread of torque. This combination just quietly and efficiently gets on with the job. From standstill it can hit the open road limit in less than 8 seconds. While the overall fuel consumption is stated to be 9.2L/100ks, when cruising in Canterbury when the engines ability to run on three cylinders certainly comes into play, even with some hill work it’s easy, according to the trip computer to stay below this (8.5L100k’s overall over 500ks). Which no doubt those politicians will tell us is good for our economy – but not for their tax take. And then those of them who

aren’t car savvy may not even notice they are not indeed riding in a BMW. For there’s a touch of the latter’s style about the Accord,especially from a threequarter rear view. Then within the 4.9 metre overall length, there’s great space, both front and rear and the seats are plush and trimmed in supple black leather. Maybe those who don’t drive themselves, preferring the broad back seat may complain that only the front seats have both quick acting 2-stage heating and the power sun roof. However, there’s a quick and plentiful supply from the rear air-con outlet. The cabin is suitably well presented with quality materials and finishings - wood-look on some surfaces, satin chrome on others, that give it a feeling of airiness. The new dash is clean and logical with two big screens, softtouch plastics and very logically placed controls, the foot operated parking brake being the only oddman-out. On the road it’s immediately obvious that these new Accords’ more rigid body and attention to insulation pay dividends, for noise, vibration and harshness are minimal ensuring a nicely hushed ride for all. There’s only a bit of suspension thump when encountering unavoidable pot-holes at low speeds, but it’s very composed at open road cruise. I didn’t expect this larger Accord to be as nimble and fleet-footed as its Accord Euro sibling through a series of tighter corners. And its not, but is still certainly surefooted and predictable. You are aware in those circumstances of the V6’s weight over the front wheels and that massaging the accelerator too keenly can promote a touch of torque-steer! However the 18-inch Michelin tyres provide plenty of grip and the car always feels well planted irrespective of the recent very changeable road and weather conditions. The speed sensitive electric steering is light, responsive enough and provides sufficient feedback. Although the rear seat back doesn’t fold, there is a ski-port and the boot is commodious. A matching full-size alloy spare sits below the boot floor.

‘Benji factor’ a worry By Michael Brown Benji Marshall’s future will dominate talk around the Wests Tigers this week and Warriors coach Matt Elliott is worried it will prove a distraction for his side ahead of Friday night’s match between the two teams. Marshall is seeking a release from the final two years of his Wests Tigers deal and his agent, Martin Tauber, has confirmed he will switch to rugby union at the end of the season. The 28-year-old is likely to be named in the Tigers side to face the Warriors at Leichhardt Oval on Friday and it remains to be seen what impact the events of the week will have on the player himself, his teammates and the opposition. The Tigers have also won four of their last six after a dreadful sevengame losing streak. It’s a game the Warriors need to win after they were beaten 30-13 by the table-topping Rabbitohs in their last outing in Perth 10 days ago, which snapped a five-game winning streak. They head into the weekend’s round in 11th, only two points out of the top eight with eight matches remaining, but there is a log-jam in the middle of the table with only four points separating fifth and 11th. “I’m concerned about this game because of the distractions associated with the opposition,” Elliott said. “Not only Benji but there are also a couple of guys playing tomorrow night [in the State of Origin decider] as well

so, if you want to be distracted, the opportunity exists. “We have to play better footy and we got a bit of a lesson in our last game. “There were some good things we did, but I preferred the experience of five weeks before [when we were winning] than a couple of weeks ago.” The Warriors pushed the Rabbitohs and led 13-12 heading into the final 13 minutes of the game but conceded three late tries as the competition leaders found their stride. Carter the kingpin for Crusaders What, Todd Blackadder was asked the other day, should the Reds fear most about the Crusaders on Saturday? The answer from the Crusaders coach came quickly: “Our forwards and our defensive systems.” Both true, but he could have added another - the Crusaders’ attack - because his side won’t be able to rely solely on his big men and the tackling ability of his players in this sudden death play-off at AMI Stadium. Time and again the Crusaders have the edge in the forwards battle - and so they should with eight current or former All Blacks in the mix - but that dominance doesn’t always translate to success. While his pack scrummaged well against the Hurricanes in the nervous 26-17 victory last weekend, the lineout had an off day. A big improvement is needed there, which the returning Luke Romano is likely to help with. Yes, the Crusaders’ defence is good. In terms of points conceded they are the fourth best in the competition with 307. However, the Reds have a better record here 296, one point behind the Brumbies (295) and four behind the Stormers (292), a team just outside the playoffs. The crux of

getting them home - he kicked five penalties. The Crusaders last year scored only two tries in their two playoff matches - one in their 28-18 qualifier win over the Bulls (who scored two) and one in their 20-17 semi-final defeat to the Chiefs (who also scored two). But Blackadder didn’t rule out a place on the bench for the 32-year-old, possibly at the expense of Luke Whitelock. “It’s all got to do with injuries, the dynamic of this team and winning the game, so we have to put that first before an individual,” Blackadder said. Blackadder said All Blacks lock Luke Romano had recovered well from his high ankle sprain and was likely to be available.
