One person has been arrested by Ashburton police following a major operation targeting methamphetamine supply in the South Island. Police executed search warrants across the country yesterday, seizing more than $1 million of methamphetamine destined for the mainland. Ashburton police executed two search warrants yesterday morning as part of the operation, which also led to a significant quantity of methamphetamine destined for the South Island being seized by police in Picton. As a result of the search warrants, Senior Sergeant Scott Banfield said “persons of interest” were spoken to and one person was arrested.

“This morning’s warrants focused on disrupting the methamphetamine supply in Ashburton and are part of a continuing ongoing local inquiry,” he said. “Police are committed to interrupting the supply of illegal drugs in Mid Canterbury and preventing the social harm this illegal activity supports.” Inquiries were still ongoing and further details were not available by deadline yesterday. More than 1kg of methamphetamine was seized in Picton as part of a co-ordinated police operation across the country. Detective Inspector Stu Graham said a vehicle was stopped by members of the Tasman District Armed Offenders Squad as it left the Picton ferry termi-

nal at about 12.15am yesterday. “The sole occupant was arrested and a search of the vehicle resulted in a significant quantity of methamphetamine estimated to be in excess of 1kg being seized,” he said. A search warrant was also executed by Canterbury police yesterday morning at a Papanui address. Another search warrant was also executed by police at a residential property in the Greenlane suburb of Auckland yesterday morning. Two adults at the property were charged with drug related offences. “A search of the property resulted in a large quantity of cash being seized along with smaller amounts of methamphetamine,” Detective Inspector Graham said.

Transgender Caitlyn Jenner will soon receive the South Park treatment in the show’s upcoming season 19 premiere. South Park returns in the US for its 19th season this week and it has been revealed the Comedy Central show will take on Jenner and the topic of transgenders. “The boys express respect for Caitlyn Jenner,” a Comedy Central press release teases, according to Entertainment Weekly. Titled Stunning and Brave, a reference to Kris Jenner’s “amazing and very brave” comments about Caitlyn’s recent speech at the ESPYS Awards, the premiere episode will force the South Park boys to face their not-so-politically correct history. “There is a new principal at the helm of South Park Elementary. He forces the boys to confront the damage they’ve done through their history of racism and unconscious bias,” the episode’s description reads. “It is the most stunning and brave South Park ever.”

Hayne drops the ball A relieved Jarryd Hayne has recalled the horror of his first-quarter fumble and then being able to shake it off to help the San Francisco 49ers defeat the Minnesota Vikings. The 49ers won their NFL regular-season opener 20-3 yesterday at Levi’s Stadium. After the early fumble and veteran running back Reggie Bush injuring his left leg with six minutes left in the first quarter, Hayne supported star running back Carlos Hyde. The ball spilled to the ground and the Vikings pounced on it. NFL debutant Hayne was furious with himself. “I can’t go back in time,” Hayne later told reporters. “I just needed to move ahead.” Hayne then became the No.2 option behind Hyde and showed safe hands and powerful running. Hyde, Hayne’s roommate during training camp, was the player of the game and scored two touchdowns - his first with a brilliant spin - to carry the 49ers to victory. At the end of the game, 49ers supporters tossed an Australian flag at Hayne who wrapped it around his shoulders and beamed. Hyde had two touchdowns to seal the victory.

Prince Harry is due to spend his 31st birthday taking to the skies in the biggest gathering of Battle of Britain aircraft since World War Two to mark the aerial conflict’s 75th anniversary. About 40 Spitfires, Hurricanes and Bristol Blenheim bombers will today fly in formation from Goodwood Aerodrome in West Sussex before dispersing across wartime airfields over the South of England. The display will be a tribute to the pilots famously dubbed The Few by wartime prime minister Winston Churchill for their efforts defeating the Luftwaffe. During the summer and autumn of 1940, 544 personnel from Fighter Command died as the RAF fought in the skies above southern England to force back the threat of any invasion by Hitler. The 75th anniversary is likely to be the last major one at which the surviving members of the pivotal conflict - who are now all aged well into their 90s - will be fit to take part. The flypast takes place on Harry’s 31st birthday, with a Royal spokesman saying he is “incredibly honoured” to be a part of it. When he met pilots in August last year who were training for the event he flew in a two-seater Spitfire and took the controls.

Sea turtles swallow rubbish More than half of the world’s sea turtles have swallowed plastic or other rubbish, a study has revealed. Researchers examined threats to six marine turtle species from some four to 12 million tonnes of plastic that enter oceans each year. “The results indicate that about 52 per cent of turtles worldwide have eaten debris,” University of Queensland researcher Dr Qamar Schuyler said.

A stage show adaptation of cowboy romance Brokeback Mountain is set to premiere in London’s West End in honour of its 10th anniversary next year. British producer Tom O’Connell has acquired the rights to the drama starring the late Heath Ledger and Jake Gyllenhaal, and the first-ever theatre adaptation is currently in production and scheduled to open in 2016. The film, based on a short story of the same name by author Annie Proulx, won Oscars for Best Adapted Screenplay, Best Director and Best Score in 2006. While this production will be the first play based on Brokeback Mountain, an operatic version was previously commissioned by New York City Opera.

Schools told to take responsibility By Daisy HuDson

The Ashburton District Council has a simple message for local schools concerned about the safety of their pupils around busy roads - take responsibility for your own problem. At least three schools have approached the council about making changes to nearby roading and monitoring in a bid to improve the safety of their pupils before and after school. Hampstead School principal Peter Melrose said the school’s board of trustees had written

to the council asking for a speed bump, or something similar, to be placed near the pedestrian crossing outside the school. “The way that it’s manned at the moment is not clear or straightforward for drivers,” he said. “We’re keen to work with the council to change the environment, so that it’s a safer environment for the children.” There have not been any accidents near the school in recent times, but Mr Melrose said that was largely down to the school being “ultra-cautious”.

However council contracts manager Brian Fauth says schools needed to take more responsibility for the safety of their pupils. “I think the problem is that schools need to take a little bit more ownership, if you like, of the problem of their children turning up and leaving school,” he said. He described the end-ofschool pick up as “a mad rush”. “We can’t control the children, in that sense, but the ones who can are the teachers and the parents.”

A council staff member had visited the crossing outside Hampstead School, but no recommendations had been made, he said. “We’re not looking at making any changes there, as far as I’m aware.” Ashburton Borough School principal Sam Winterbourn said pupils at the school’s Lagmhor site had written to the council recently asking it to better police the speed of vehicles passing the school. “Ideally it should be a community response to an ongoing

issue,” he said, referring to Mr Fauth’s comments. “If that means the council can work with schools to make things safer, then they are duty bound to do that.” Methven Primary School asked the council earlier this year to retain an unsealed road, between Methven Chertsey Road and the school, as a second access-way to the school. While the road is still able to be used to access the school, the council decided against confirming it as an official road.

New horses sought for RDA

Over her years as a mount at Mid Canterbury Riding for the Disabled, 33-year-old mare Gintori has given hundreds of children the gift of confidence. Her days as the surefooted horse of choice for new chums in the saddle are numbered, however, and with the green paddocks of retirement beckoning, Gintori is keen to find two new horses to take her place. But that, says the organisation’s senior coach Maxine Hooper, is proving to be a difficult task. While the purchase price of around $6000 is a hurdle, an even greater stumbling block is finding a horse that fits the ex-

acting RDA criteria, she said. “We’re looking and we have people looking for us. We don’t want a thoroughbred, we want something quieter, something with a bit of life experience.” And that life experience will usually mean the right horse is comfortable around children and is likely to be aged between eight and 14 years. Currently a horse from Masterton RDA is boosting numbers and another from Nelson will go on trial shortly, but there are no guarantees either will make the grade. Because children of all ages and sizes make up the contingent of 40 riders at the Leeston Street centre, Mrs Hooper said everything from stocky ponies to horses around 15.2 hands are needed. Horses are ‘borrowed’ for the school term or they are bought outright. Ashburton’s centre is facing a mini crisis with ageing horses and that’s meant plenty of illnesses and more vet bills than

usual over the past winter, she said. In the past the centre didn’t have a horse replacement programme but Mrs Hooper is keen to see one developed to ensure there are always younger horses coming on to keep numbers at the ideal of nine. For the right horse, life at the RDA is relatively easy, just two riding sessions a week and plenty of school holiday time to enjoy a change of scenery and regular workouts with adult riders. Mrs Hooper believes there are likely to be plenty of suitable horses around the district that were ridden by children who have now left home. “If the kids are off at varsity, we’d love to have their horses during term time and they could have them back in the holidays to ride,” she said. The first hurdle for one new horse has been cleared with the donation of $6000 to the organisation by Plains Rotary.

China’s $261m meat plant deal Sale gives certainty to Fairton future

Chinese company Shanghai Maling Aquarius looks set to acquire a 50 per cent share in New Zealand’s largest meat exporting company, Silver Fern Farms chairman Rob Hewett has confirmed. The deal would see a cash injection of $261 million into the beleaguered meat company’s coffers in a transaction which values Silver Fern Farms’ equity at $311 million. Shanghai Maling is a listed subsidiary of China’s state-owned Bright Foods, which owns a 51 per cent stake in Synlait Milk through its Bright Dairy arm. Existing Silver Fern Farms shareholders will be paid a sweetener of 30 cents per share, however the deal remains subject to approval from at least 50 per cent of shareholders, along with the Overseas Investment Commission. Mr Hewett said while the Companies Act would allow the deal to proceed without shareholder support it was vital to ensuring livestock availability in the future. The deal would boost ordinary share prices to $2.84, by comparison with the 35 cent per share price in place prior to the company’s suspending trading on the unlisted platform in July. If it goes ahead, Silver Fern will start next season with zero debt and the financial capacity to “turbo charge” its global “plate to pasture” strategy. There will also be money in the bank for plant upgrades, Mr Hewett said. Silver Fern had initially sought $100 million to bolster the balance sheet before its debt falls due in October, and hired investment bankers Goldman Sachs to evaluate the options. With rumours swirling over the deal for two weeks, a number of Silver Fern shareholders and

red meat reform lobby groups have voiced their disapproval over foreign investment in the co-operative. Over capacity and stock procurement wars have plagued the meat industry for years and various lobby groups have formed with the aim of revitalising the sector – so far to no avail. Yesterday the company assured its 7000 staff no jobs

would go, and none of its 19 meat processing plants were earmarked for closure. The company will continue to trade as a co-operative, under Silver Fern Farms, with five Kiwi directors, three farmerelected members and two independents, and five from Shanghai Maling – two must be New Zealand residents. Mr Hewett said the intention

was for Silver Fern Farms to return 50 per cent of profits each year to its two company shareholders with the co-operative board in turn making regular payouts of dividends and rebates to its shareholders. He welcomed the possibility of talking industry reform with other players in the red meat sector, saying Silver Fern Farms was now in a position to do so.

The immediate local benefits from the Silver Fern Farms sale will come in renewed confidence in their future for the company’s Fairton plan and its staff, says Grow Mid Canterbury chief executive Rob Brawley. A deal between Silver Fern Farms and China based Shanghai Maling was confirmed yesterday, awaiting Overseas Investment Commission and shareholder approval. The sale gave certainty to the Fairton plant’s future and the suggestion that jobs could be created as plants were upgraded was good news for the district, Mr Brawley said. “This hopefully puts the uncertainty at rest.” The deal could also lead to new markets in China and growth in value added products, he said. Experience Mid Canterbury board chairman Dr Dominic Moran believes there will also be wins for tourism from the deal. The peripheral spin-off would come in increased interest in visiting New Zealand from the rapidly growing group of wealthy Chinese middle class that was travelling for the first time., he said. “In the bigger picture people in China are saying we’re interested in the future of our health and wellbeing by buying into the clean green farm image and possibly experiencing it,” he said. The deal with Silver Fern Farms would deliver a subliminal message to people who bought the New Zealand labelled meat that could be a prompt to include the country in their travel plans, Mr Moran said. Currently New Zealand is just 1–2 per cent of the Chinese destination market but the new meat partnership would inevitably heighten awareness and cement, if not grow that share, he said. “This is an example of the synergies between agriculture and tourism, one sector benefitting from the other.”

Girls pick up rugby passion The Rugby World Cup might still be a week away, but the spirit of the competition was alive and kicking in Methven yesterday. Methven Primary School pupils spent the day practising their tackling, passing, and ball skills as part of the school’s Rugby World Cup Day. Volunteers from both the Methven Rugby Club and the Mid Canterbury Rugby Club were on hand to help the pupils with their activities. Teacher Cheryl Isherwood said the pupils really enjoyed the day. “Our girls are showing them up too, which is nice,” she said. Practising their skills yesterday were pupils Samantha Roberts, 10, and Sonny-Bill McDonald, 5.

Presbyterian Support picks up parenting courses By Caitlin Porter

The closure of Relationship Aotearoa left a gaping hole in Mid Canterbury’s social services, but local providers have stepped up to help fill the gap. The national counselling and relationship service provider closed its doors amidst controversy earlier this year after funding negotiations with the Government failed. It went into interim liquida-

tion in July. Its closure left a large hole in Ashburton’s services. Part of the gap was filled with the arrival of Stopping Violence Services. The accredited Domestic Violence Approved provider services clients referred through the Ministry of Justice and the Department of Corrections. Now, Presbyterian Support has stepped up to offer Parenting Through Separation classes, once a part of Relationship

Aotearoa’s repertoire. The first class was held last week and run by Presbyterian Support counsellor Kath Byrne. Presbyterian Support Ashburton manager Jackie Girvan said the courses, funded by the Ministry of Justice, were intended to help separated parents focus on their children and make the best decisions for their family. “Ourselves and Barnados have picked [the courses] up, we

only got six courses for the year (July to June), we got three and they’ve got three,” Mrs Girvan said. “We’ve chosen to do ours in the first part of the year.” The two parents do not attend the same course and can either attend another in the district or other locations such as Rolleston, Timaru and Christchurch. Mrs Girvan said Presbyterian Support were also looking to hold a course in Methven, if the

demand was there. The next two courses are scheduled for Saturday, October 17 and Saturday, November 21 and run for four hours. A spokesperson for the Ministry of Social Development (MSD) said if people should require additional support from services once provided by Relationships Aotearoa, they can contact Lifeline on 0800 543 354.

Over 2000 people from the Ashburton District have signed up to participate in ShakeOut 2015. ShakeOut is a Civil Defence initiative designed to help New Zealanders prepare for an earthquake by practising drop,

cover and hold. Rangitata MP Jo Goodhew is encouraging locals to participate in the nationwide drill. “It is pleasing to see 2390 locals in Ashburton District and 5708 in Timaru District have already signed up to practise the drill next month,” she said. “Between now and 15 October I am confident we will have many more workplaces and

families pledged to take part.” New Zealand’s 2012 earthquake drill had the highest participation rate of any country, beating the US, Canada and Japan. “By signing up on the website Kiwis can get information on the right actions to take before, during and after an earthquake. “There are also resources for schools, businesses, non-Eng-

lish speakers and people with disabilities,” Mrs Goodhew said. “Earthquakes can happen anytime and anywhere, it’s important here in Rangitata we get prepared.” So far over 900,000 people are signed up nationwide. The goal is to have at least 1.5 million people taking part in the event, which will take place at 9.15am on October 15.

WasteBusters provide a rubbish collecting pack which includes a bag, gloves and health and safety information. The bag will then undergo a free waste audit by educator Katie Esler, to help people understand what can be reused or recycled. Nationally, more than 42,000 tidy Kiwis have registered to help keep the country beautiful. Keep New Zealand Beautiful general manager Heather Saunderson said Clean Up Week was a fantastic tool for education and awareness around the issues of sustainability, environment and social inclusion.

War on weeds While the Ashburton District Council is keen to keep Ashburton’s public spaces weed free, it also respects the rights of property owners not to have weed spray used near their properties. The council’s contractor Fulton Hogan is working around the district to deal with a spring surge of weeds, but they’re prepared to by-pass properties on request, said council contracts manager Brian Fauth. Rakaia has already been ticked off the weed kill list and over the next two weeks Ashburton’s public places will be sprayed. It will then be the turn of Tinwald and Methven. Footpaths, kerb and channel and traffic islands will be among the areas sprayed. Property owners wanting their kerbside to remain spray free should contact the council by email, info@adc.govt.nz and the council contractor will be notified, Mr Fauth said.

Police are on the trail of a septic waste truck reported stolen in Dunedin overnight on Monday. The blue and yellow 1986 Nissan Atlas, with Barry Dell Plumbing emblazoned on its side, was stolen from The Glen suburb of Dunedin at 4.30am today, police say. “The truck has been seen trying to purchase gas around the Dunedin area before potentially heading north,” a police statement said. An unconfirmed sighting of the truck was reported from Oamaru at 11.45am. “Police are not sure where the truck is heading, but it could potentially be anywhere in the South Island,” the statement added. How do you simulate a tornado on stage? That is a question Mid Canterbury Children’s Theatre members are grappling with as they rehearse for their upcoming production The Wizard of Oz. Production secretary Elizabeth Hill said yesterday that the show’s director had such a great vision for the show, and the tornado was sure to be a visual highlight. There were plans to have items moving and perhaps airborne, making for a “pretty cool” scene overall. It was an advantage that there was a change of scene which happened at that point in the script, from a farm to the mystical and magical land of Oz. Meanwhile, the cast has been coping with flu bugs during the busy rehearsals schedule.

However, there had been an average of just one cast member away per week. “They have scheduled their flus in quite well,” Miss Hill said. “We have someone who will always read in for them if they are not there or if they want to save their voice.” About 50 cast members, aged seven to 15, are working under director Kylie Maddren and musical director Matt van den Yssel. Main cast members are Ashton Lamborn-Vear, as Dorothy, Charlotte Livingstone, as Toto, Mikayla Milmine, as Glinda the good witch, Kasey Higson, as the wicked witch, Ollie Bubb, as the Wizard of Oz, Joe Danielson, as the lion, Sophie Kettley, as the scarecrow, and Anna Bennett, as tin man. The Wizard of Oz will stage October 2, 3 and 4 at the Ashburton Trust Event Centre.

It runs from 9am until 11am and there will also be morning tea and a sausage sizzle.

A group of beginning teachers were busy learning how to maximise their maths skills at Hampstead School yesterday during a special tutorial. An initiative to provide professional development for beginning teachers was organised between Mid Canterbury schools, and aims to provide support for teachers new to the profession. Co-ordinator and Tinwald School principal Peter Livingstone said networking was “really critical” for new teachers. “You can’t conquer a classroom by yourself,” he said. Teaching the maths seminar yesterday was Hampstead teacher Samara Brown.

Welder sparks massive blast Unauthorised welding caused an explosion “like a sonic boom” which sent debris flying 100m through the air and killed one person in South Auckland yesterday. The blast happened at Salters Cartage, a hazardous materials recycling business, in an industrial site on Bolderwood Place, Wiri, about 1.35pm. The force of the explosion blew photos off walls a block away, shook buildings and was described as sounding “like a bomb”. Witnesses spoke of seeing flames leaping 30m into the air, and feeling buildings shake 5km from the blast site. One man died in the explosion, Inspector Julia Lynch, area commander at Counties Manukau Police, confirmed yesterday. No one else was badly injured, although St John said

four people suffered minor injuries. A number of the man’s coworkers, who saw the incident, were being talked to. “Obviously they’re devastated, they’re upset,” Ms Lynch said. “Police will be investigating the incident alongside WorkSafe New Zealand.” Salters Cartage managing director Ron Salter said the man who died was a contractor and was killed when a tank exploded. Two contractors were on site, measuring some walkways, he said. One decided to carry out some welding, without permission, causing a tank to explode. The blast blew out all the windows at Salters Cartage, Mr Salter said. A worker at a nearby business said the explosion shook her building. Part of an exploding fuel tank had landed in

a nearby yard, she said. “It shook our whole house, [I] thought the windows were going to shatter,” Janelle Stubbington said. Workers at neighbouring sites said they saw debris flying through the air and billowing black smoke. “People were just running around and we could hear sirens,” said one man who wished not to be named. He worked at a transport company that backs on to Salters Cartage. “It shook the building pretty badly and we saw something flying through the air, it came down and there was a puff of black smoke.” A large fragment of what is believed to be a fuel tank was propelled about 100m through the air and landed across the road from the scene of the explosion on the roof of a car.

Graeme Cochrane, branch manager at Repco Manurewa on Weymouth Road – 5km from Bolderwood Place – said staff members felt the building and roof shake, and heard a thud beforehand. Earlier, a St John Ambulance spokesman said four people received minor injuries in the blast, and another person was being assessed nearby for asthma-related symptoms. The Fire Service said in a tweet the explosion was “huge”. Specialist fire investigators and dozens of emergency crews were sent to the scene following the blast. Roads around the site were closed for a time. A WorkSafe NZ spokesperson said it had been notified about the incident and was investigating. “WorkSafe is not making any further comment.” - NZME

The Canterbury District Health Board (CDHB) confirmed yesterday no more cases of Verotoxin E.coli (VTEC) have been identified since the outbreak at an Ashburton early learning centre late last month. Jigsaw Preschool experienced an outbreak of the serious enteric disease when it became apparent a child at the pre-school had diarrhoea. Five cases in total were identified. The CDHB said excellent co-operation from the pre-school and Environment Science Research helped provide a fast turnaround of laboratory findings.

Personal apology A spectator who racially abused a Canterbury rugby player from the sidelines has made a personal apology to the victim and avoided criminal charges. Fiji-born Christchurch Rugby Club player Sake Aca came off the field in tears during the senior rugby club final against Lincoln University in July after being abused and taunted. Yesterday, Detective Damon Wells confirmed that one of the spectators responsible has given a personal apology to the victim. “While no criminal charges will be laid regarding this matter it will be noted with police in accordance to the wishes of the victim.” - NZME

US professor accused of killing two A geography instructor has been accused of killing a woman he lived with then driving hours to a university in the southern state of Mississippi and shooting a professor dead. Delta State University was locked down as police searched for Prof Shannon Lamb, who was considered armed and dangerous. Police in the coastal town of Gautier, Mississippi were investigating the murder of a woman in Lamb’s home when they got news of the campus shooting some nearly 500 kilometres north. “We’re working right now under the assumption that both events are related,” Gautier police detective Matthew Hoggatt told reporters. The Biloxi Sun Herald reported that the woman who was killed in the home lived there with Lamb. Delta State University sent out an alert urging students to “stay inside and away from windows” after an “active shooter” was spotted on campus. “Please take immediate lock down action,” the university wrote on Twitter. It later confirmed that Ethan Schmidt, a professor of American history, had been killed. Lamb was among a long list of colleagues that Schmidt thanked in his 2014 book Native Americans in the American Revolution.

The Frenchwoman, Francoise Olcay, was suspended after a television report showed her selling the items from a sailing goods shop she owns in the southwestern Turkish resort town of Bodrum. Olcay, who has held the position of honorary consul since October 2014, was secretly filmed by the reporting team and later admitted to her actions. Wildfires wreak havoc Winds have whipped new life into northern California wildfires that have killed a woman, injured firefighters, and reduced hundreds of homes to smouldering ruins. “It breaks my heart to look out and see what you folks are going through,” Lake County Sheriff Brian Martin told hundreds of evacuees given refuge on fair grounds in the wine country town of Calistoga. “It is a terrible tragedy.” State disaster officials said two fast-moving infernos - dubbed the Valley and Butte fires - had destroyed more than 50,000 hectares, forcing thousands to flee. Officials said the victim, who was not identified, died in the Cobb area of Lake County that has been especially hard hit. Australia’s turbulent political world took another twist yesterday with Malcolm Turnbull sworn in as prime minister — the nation’s fourth leader in little more than two years— after he led a party revolt that ousted his predecessor. Turnbull was sworn in as Australia’s 29th prime minister after a surprise ballot of his conservative Liberal Party colleagues voted 54-44 on Monday night to replace Prime Minister Tony Abbott only two years after he was elected. Meat company deal a life saver Sue Newman

fter years of uncertainty, New Zealand’s meat industry has been given some certainty but perhaps not of the kind it was seeking. One of our two big players will shortly be 50 per cent owned by China-based Shanghai Maling. It’s a deal that’s been talked about for weeks and one that surprised few when it was finally announced. In pared back terms, it will provide Silver Fern Farms plants with some confidence going forward as assurances have been given that plants will not be closed nor jobs lost. And that has to be the best possible news for the Ashburton District. Generations of Mid Cantabrians have made their living at the Fairton plant and the district has grown and thrived on the back of that huge employer. Our strength has always been in our central Canterbury location and our ability to process large numbers of sheep drawn from both within and outside our district. In later years, that also became our weakness. Sheep numbers dwindled, dairy cow numbers rose. As a sheep-only plant, we were unable to be part of that change and our future suddenly moved under a cloud. Employees lived with nervous uncertainty as their companion. The meat industry rationalisation plan that would have tied Alliance and Silver Fern together would inevitably have ended in plant closures and just as inevitably, Fairton would have been on the block. The Shanghai Maling sale might not have been what most would have wanted, but it’s done what no other solution could have, it’s given the Ashburton District’s economy a renewed confidence. There is no longer the spectre of a plant closure and the loss of hundreds of jobs hanging over it, there’s also a little glimmer of hope that the promised investment the deal will bring could see jobs created.

Focus on managing risk

L

ocal Government New Zealand (the body that represents the national interests of councils) and the Government have embarked on a project to look at how local government’s management of risks can be improved. The work began in June and ranges from looking at the risks of natural hazards through to risks to community infrastructure and assets. To begin with, an ‘establishment’ board has been formed. Craig Stobo is chairing the board. Other members are Hugh Cowan from EQC; Jim Palmer the CEO of Waimakariri District Council; Garry Poole the CEO of Tauranga City Council; Basil Chamberlain the CEO of Taranaki Regional Council; and Lawrence Yule, the president of Local Government New Zealand. The Treasury have an observer role on the board. One of the main things the board will investigate is whether it’s feasible to establish some sort of local government agency to act as an authority for the sector on risk management and insurance issues. One important component of this investigative work is to look at the current funding arrangement that exists between the Government and local government for restoring

underground infrastructure (water, wastewater, stormwater and river control assets) after a serious emergency event occurs. The current arrangement, which has been in place for many years, sees Government reimbursing local councils for up to 60 per cent of restoration costs of these assets. Each council, for their part, must ensure they can meet their 40 per cent of the cost, by either having sufficient financial reserves in place or the ability to call on such funding (through borrowing) or through having enough insurance. Referred to as the 60/40 rule, the split that was arrived at doesn’t seem to have too much science behind it, but that is not to say that the arrangement wasn’t arrived at until after a considerable amount of debate and discussion between the two parties occurred. With the cost the Government has incurred under the

arrangement from the Canterbury earthquakes, the Minister of Finance and the Treasury think it’s timely for a good look at the historic arrangement. The total package of investigative work is costed at $1.6 million. This is to be funded jointly by the Government and Local Government New Zealand, although most of the council’s share of the cost will be by way of providing staff to assist with different aspects of the project. The first phase of the work programme has been collecting data from New Zealand’s 78 councils to get a broad picture about what risk assessment modelling, risk expertise and assessment, mitigation strategies, and education material is currently used. Ashburton District Council has supplied information about components that sit within its risk management framework. We are now waiting to see if a business case for an agency providing specialist risk services to the sector eventuates. We will know the answer around April 2016. At the council’s Finance and Business Support Committee meeting at the beginning of the month, council officers reported that the council’s

insurance portfolio had again been insured for another year. While our asset base has increased with new buildings like the EA Networks Centre being added in, the total cost of comprehensively insuring the council and the community assets its looks after actually decreased slightly. $735,610 this year compared to $747,721 last year. The main reason for the decrease was that our premium for the Local Authority Protection Programme (LAPP), which insures infrastructural assets, decreased from $60,200 to $48,106. This is because the fund has built up again after the Canterbury earthquakes and LAPP is once again able to offer its members a discount. The only significant change to the council’s insurance arrangements this year is that it has pulled out of using RiskPool to insure it for public and professional liability. Rebuild pushing profit line BY PAUL MCBETH Fulton Hogan, the closely held construction company, lifted annual profit by 9.7 per cent, with activity in Auckland and Christchurch underpinning the company’s performance, offsetting slower Australian activity. Net profit rose to $151.6 million in the six months ended June 30, from $138.2 million a year earlier, the Christchurchbased company said in a statement. Revenue fell 11 per cent to $2.9 billion, with a slowing resources sector across the Tasman, particularly in Western Australia and Queensland, weighing on sales. Fulton Hogan now gets 53 per cent of annual revenue from Australia. “Our New Zealand regional businesses were really solid this

year, particularly in Christchurch and Auckland - Auckland on the back of strong population growth and Christchurch still on the back of the earthquake rebuild,” managing director Nick Miller told BusinessDesk. Miller said Western Australia and Queensland faced “considerable economic uncertainty” as the mining sector slows down, and the divide between the resources and non-resources reliant states was becoming more evident. By contrast, New South Wales “has been very strong on the back of a very strong pipeline of infrastructure procurement by the state government there, and our land unit here performed well and responded well to Auckland property demand and the Christchurch east to west shift,” he said.

Last year, Fulton Hogan signalled tighter Australian government budgets at state and federal levels would probably eat into sales in the 2015 year, and Miller said yesterday that the decline in revenue “was in line with budget expectations”. The company anticipates a

“steady year” in 2016 as residential building work in Auckland stays strong, though “beyond the backend of 2016 we see softening in the NZ infrastructure market and may see that accelerate in regional sectors on back of economic downturn in dairy pricing”. In Australia, Fulton Hogan has won contracts on the National Broadband Network, which Miller said could deliver $140 million a year for the next five years. Fulton Hogan completed its buy-back of former cornerstone investor Shell, ending a 33-year relationship with the oil company as a shareholder. The company generated an operational cash flow of $215 million in the year and continued to repay debt, which Miller said left the books in good shape. - NZME

Farm prices are holding up well on a drop in volume over the winter months, according to the latest Real Estate Institute of New Zealand rural farm sales data. There were only three dairy farm sales recorded in the past month and the median sales price per hectare for dairy farms for the three months ended August fell to $26,906, compared to $35,304 for the three months ended July and $43,125 for the three months ended August 2014. But the REINZ Dairy Farm Price Index, which adjusts for differences in farm size and location, rose by 17.3 per cent in the three months to August, compared to the three months to July. REINZ rural spokesman Brian Peacocke said the low number of sales makes the index volatile and can present a confusing picture of what’s happening with dairy farm prices. He said the impact of falling global dairy prices and a muchreduced farmgate milk payout this season had yet to make an impact on dairy farm sales, though it was being closely monitored by the industry. There had been only one forced sale that he knew about so far, and that had apparently been building up for some years rather than a result of two sea-

sons of low payouts. He said caution remained the dominant factor within the rural sector, particularly in the dairy industry, where prudent operators are trimming costs. “Reports indicate a reduction in dairy cow numbers, with heavy culling of poorer performing and temperamental cows and heifers,” he said. Farm investment company MyFarm said it was looking at dairy farm investment although “almost certainly farm values will fall,” it said in a newsletter out yesterday. MyFarm said buying a dairy farm in the midst of low milk prices could make sense if good buying opportunities became available and the long-term outlook remained good for dairy returns. The timing for investment feels similar to 2010/11, when farm values fell because of a change in farm credit conditions, although interest rates are lower today, it said. MyFarm, which has $550 million of farm assets under management, said it doesn’t believe an expected fall in farm values will be anywhere near as dramatic as four years ago, especially when it comes to high quality properties with resilient production systems and the ability to generate a 5 per cent earnings before income tax return at $6 per kilograms of milk solids. - NZME

Groser ‘90 per cent’ Trade Minister Tim Groser says he remains 90 per cent certain that negotiations towards the TransPacific Partnership agreement will be completed later this year. “There is no formal timetable, but as I have now been arguing for a long time, the absence of a formal timetable is essentially irrelevant,” Groser told business leaders at a Business Growth Agenda event in Auckland yesterday. “Formal timetables are themselves, in my opinion, not worth the paper they are written on.” - NZME

Lamb crop ‘will fall’ This season’s lamb crop is expected to fall by 5.7 per cent compared with last year, says Beef and Lamb New Zealand in its latest season outlook. The farmer-funded industry group said the crop’s expected decline to 1.5 million head would be due to breeding ewe lambing percentages easing 1.7 percentage points, fewer breeding ewes, and fewer lambs from hoggets compared with the previous season. In the June year, New Zealand’s total breeding ewe numbers fell by 4.5 per cent to 18.89 million. This was due to decreased numbers in all regions, the largest of which was in Marlborough-Canterbury. South Island numbers decreased 5.8 per cent to 9.92 million. - NZME

Fraudster gets six years An Auckland man who ripped off business partners, friends, family and his doctor for $2 million, has been jailed for six years. Sanjay Kumar Joshi, 33, heard three years of lies unravel in the High Court at Auckland yesterday. The court heard how Joshi had a privileged upbringing, attending prestigious Kings College. After studying marketing at Auckland University he scored a job as general manager at a major vehicle parts company, but he left in 2010 to start his own business. Joshi began using his knowledge of the automotive industry to begin a wide-ranging series of frauds against anyone close to him. - NZME

App measures UV rays A Kiwi startup will launch a mobile app this summer that allows consumers to measure UV levels and whether they need to apply sunscreen. Auckland University student Ming Cheuk and former student Daniel Xu, co-founders of Spark 64, trialled their UV Lens invention last summer in 100 kindergartens around the country free of charge in a joint venture with sunscreen manufacturer Banana Boat. A sensor in the centres’ playgrounds measured and wirelessly sent data about UV levels to the smartphones of teachers. - NZME

To crust and serve cold - bake in oven at 180°C for 35 to 40 minutes, cool, cover and store in refrigerator until served. Quick and easy one-pot meals

ne-pot meals are great when you want food in a hurry and don’t want to be faced with a pile of washing up. Most quick-cook meats are happily at home in a pot with a few other ingredients and if you plan well you can often ensure that potatoes, pasta or rice are cooked in the same pot at the same time, reducing the post meal clean-up even further.

Sausage and beans in one pot

Indian mince with rice 1 T canola oil 1 large onion, finely diced 2 cloves garlic, peeled, chopped 1 T grated fresh ginger 400g lean lamb or beef mince 2 t curry powder 2 t garam masala 1/2 t chilli powder 1/2 t whole cloves 1/2 t ground cinnamon 2 bay leaves 3-4 whole cardamoms, crushed (optional) 1 C long-grain or basmati rice 400g can chopped tomatoes in juice 2 cups liquid chicken stock salt and pepper, to taste toasted slivered almonds and currants chopped fresh coriander ■ Heat oil in a large non-stick frying pan ■ Add onion and garlic. ■ Cook, stirring frequently, for about 5 minutes, or until onion begins to brown. ■ Stir in ginger and mince. ■ Break up any lumps and cook, stirring frequently, until mince has lost its pink colour. ■ Add seasonings. ■ Cook for 1-2 more minutes then add rice, tomatoes in their juice and stock.

■ Break up tomatoes and bring mixture to the boil. ■ Reduce heat to a gentle simmer. ■ Cover and cook, stirring occasionally, for about 15 minutes, or until rice is tender. ■ Season with salt and pepper then serve. ■ Garnish with a sprinkling of almonds, currants and coriander.

Moroccan lamb 1 T oil 750g diced lamb 500ml beef or chicken stock 2 small onions, chopped 1/2 C pitted prunes, halved 1/2 C dried apricots, halved 1 T ground ginger 1 T ground cinnamon ■ Heat the oil in a large saucepan. ■ Add the meat in small batches ■ Cook over medium heat for 2 minutes, or until well browned. ■ Return all the meat to the pan. ■ Add the stock, onion, prunes, apricots, ginger and cinnamon ■ Season with pepper.

■ Bring to the boil ■ Reduce the heat and simmer, covered, for one hour, or until the meat is tender. ■ Garnish with toasted slivered almonds, if desired, and serve with spiced couscous. ■ ■ ■ ■

Spiced couscous Place the couscous in a bowl Add a large piece of butter, 1 cinnamon stick and 1 strip of orange rind Cover with boiling water. Allow to stand until the water has been absorbed.

Spicy meatballs and black beans 1 red onion, halved and sliced 2 garlic cloves, sliced 1 large yellow pepper, quartered, deseeded and diced 1 t ground cumin 2 t chilli paste 300ml reduced-salt chicken stock 400g can tomatoes 400g can black beans or red

kidney beans, drained 1 avocado, stoned, peeled and chopped juice ½ lime Meatballs 500g mince 50g porridge oats 2 spring onions, finely chopped 1 t ground cumin 1 t coriander small bunch coriander, chopped, stalks and leaves kept separate 1 t rapeseed oil ■ Tip the mince into a bowl ■ Add the oats, spring onions, spices and the coriander stalks ■ Mix well and shape into 12 balls ■ Heat the oil in a non-stick frying pan ■ Add the meatballs and cook, turning them frequently, until golden. ■ Remove from the pan. ■ Put onion and garlic into the pan with the pepper and stir-fry until softened. ■ Stir in the cumin and chilli paste,

1 T olive oil 8 good-quality pork sausages 2 leeks, trimmed and thinly sliced 1 carrot, roughly chopped 2 slices day-old white or brown bread, whizzed into breadcrumbs 1 T chopped sage, plus a little extra 1 garlic clove, crushed 200ml beef stock 400g can chopped tomatoes 2 x 400g cans cannelloni beans, rinsed and drained ■ Heat the oil in a large ovenproof pan ■ Add the sausages and brown for few mins. Remove from the pan. ■ Add the leeks and carrot and gently soften for 10 mins. ■ Mix the breadcrumbs with a little sage. ■ Heat grill to medium. ■ Add 1 T sage and the garlic to the pan. ■ Cook for 1 min, then add the stock and tomatoes. ■ Add sausages. ■ Simmer for 10 mins until the sauce has reduced a little and the sausages are cooked. ■ Season, stir in the beans, then simmer for 2 mins more. ■ To serve, scatter the sage crumbs over the top and grill for 5 mins until golden.

Scenes ranging from the placid beauty of Lake Heron to the rustic façade of a musterer’s hut on a moonlit night are featured in a new book of photographs by Methven’s Bill Irwin. The dad of three adult sons and husband to fellow Methven award-winning artist Cheryl Irwin, Mr Irwin has just published a second book of his work. Another Perspective follows an earlier compilation of Mr Irwin’s scenic landscapes, Perspectives Mid Canterbury, published in 2006. The 4000 copies had almost sold out, Mr Irwin said, so it was time to do a new book, of more recent photos. Mr Irwin said he was inspired by the beauty and contrasts of Mid Canterbury. While the flat land of the plains supported a wide variety of farming, this

contrasted with the less visible part of the district which lay in the foothills and beyond – “a rich wilderness of mountains, rivers and lakes”. The images range from those showcasing this wilderness, to more rural and rustic scenes, such as the final one in the book of huntaway Parde taking a break from his high country work in the Rangitata Valley. When he published his first book he had expected the main buyers would be tourists, however, it turned out that locals ended up being his main customers. “I think we are used to seeing plenty of books about Queenstown, Wanaka and Milford Sound but really Mid Canterbury has its own unique landscape,” Mr Irwin said. “The locals know this and seem to appreciate being able to show others.”

Pumas ‘perfect opponents’ By Patrick McKendry England are constantly reminding themselves about the threat their first World Cup opponent, Fiji, represent in a match that kicks off the tournament on Saturday (NZT). For the All Blacks, their first opponents, Argentina, don’t need to be talked up. They would have been aware of the threat as soon as the draw was made because Argentina have form at World Cups. The Pumas, who pushed the All Blacks hard in their quarter-final at Eden Park in 2011 before the home side got on top in the final quarter, finished third in the 2007 edition of the tournament. They also achieved the remarkable feat of beating the Springboks in Durban in this year’s Rugby Championship. They are big, powerful men not fazed by playing on the big stage and that is why they are the perfect first game for the All Blacks. Sam Burgess has denied reports in Australia that he’s planning a swift return to the NRL next year with South Sydney. Undaunted by challenge

Group One winning mare Pondarosa Miss rounded off preparations for Saturday’s Gr.1 Windsor Park Plate by winning a trial over 1000m on her home track at Te Awamutu yesterday. Accustomed to racing in blinkers, Pondarosa Miss trialled without their addition, a gear change that will again be in effect on Saturday. “It was a good trial,” trainer Peter Hollinshead said. “She looked to be running straight with the blinkers off today. I think she’ll go a nice race but the further she goes the better she will be. It will be a very good horse that beats Kawi [on Saturday].” - NZME

Fraser Auret has no concerns about the lack of a preparatory run for Julinsky Prince ahead of this weekend’s Gr.1 Windsor Park Plate at Hastings. Neither is he overawed about the presence of Kawi, the commanding winner of the opening leg of the Hawke’s Bay Triple Crown series. Kawi took first Group One blood of the season in the Gr.1 Makfi Challenge Stakes and he will start a short-priced favourite on Saturday as he bids to become the first horse to make a clean sweep of the spring triple header. “When Julinsky Prince and Kawi met in the Japan New Zealand Trophy we beat him and gave him two kilos so we do know that our horse is comfortable at that level,” Auret said. “It won’t be easy though and Kawi has obviously improved a lot, but I’m very, very happy with the way my fellow is progressing – he’s coming up a treat.” A multiple stakes winner, Julinsky Prince was given a break after he was successful in the Listed Ag Challenge Stakes at Wanganui in May. “I was pleased with the way he won a recent trial at Foxton and he’s come on again since then,” Auret said. Aiming for the Million The Trent Busuttin and Natalie Young-trained Caorunn finished a brave second behind the classy Tenessee at Ruakaka on Saturday, and the juvenile will now be set on a path towards the Karaka Million in January. “He’s come through the run well and after having a couple of days off he’s jumping around and bouncing out of his skin,” Young said. “We will be pushing on for another run which will be at Otaki on the 24th to try and get some more money next to his name. Graham knows grand finals By Steve Zemek Almost a decade and seven grand finals later, complacency of youth is a distant memory as James Graham attempts to add to his one taste of premiership glory. Success has come often in Canterbury skipper Graham’s rugby league career in both England and Australia, But grand final triumphs have been another matter. Having played in eight season deciders, 30-year-old English international Graham has won just one. The rugged prop played in six straight English Super League grand finals with St Helens from 2006-11, winning just the one in his first attempt. After making the move to Australia in 2012, he played in the NRL big dance with Canterbury that year, going down to Melbourne. Then last year the Bulldogs were defeated again as South Sydney broke their title drought. It would be easy to imagine Graham having a chip on his shoulder about that frustrating record, but he says it neither diminishes or inflates his drive for another premiership ring. “It was probably lost on me through the ignorance of youth,” Graham says of the importance of his 2006 triumph with St Helen’s. “Playing in a successful side like St Helen’s, I probably thought a few more were going to happen, but obviously they didn’t. “But it’s something I can look back on now with a huge smile. “It’s the 10-year anniversary next year. It’s a memory I can look back on with a really great sense of pride.” Graham’s Bulldogs are just two wins away from qualifying for the 2015 decider, which would be his ninth grand final in 10 seasons. The Ashburton RSA will begin its inaugural junior darts league next month, and hopes to attract more young players between the ages of 13 to 18 over the next fortnight. RSA darts convenor Ken Bailey currently has three players

signed up for the league, and believes the newly-formed competition will boost interest in the region. “It’s time to start working on the next generation of darts players,” said Bailey. “This is an ageing club and membership is ageing, so to put some life in to it I thought

we should have a junior league.” Bailey is confident that the young players will soon be challenging the seniors, and plans to enter junior teams in national tournaments in the future. “They’ll help strengthen our team, we’ll involve them in

competitions down in South Canterbury and here and we’ll move them up the grades as they improve. “Some play well, Liam’s a typical example.” Liam Corry is one of three youngsters already signed, and the 13-year-old is looking forward to improving his game

with other junior players. “Hopefully I can learn off the other kids and they can learn a bit off me, and hopefully we can all get to a good level,” he said. The junior competition will begin on October 3 and players can sign up at the Ashburton RSA.
