Three Ashburton businesses have been stung for breaching liquor licensing laws following concerns over the sale of alcohol, intoxication levels, violence, and inappropriate behaviour. Arcadia nightclub, Countdown Ashburton, and the Hinds Wayside Inn have all had liquor licences and managers’ licences suspended following hearings before the Alcohol Regulatory and Licensing Authority (ARLA). The case against Arcadia, and its owner Paul Millichamp, followed several incidents at the end of last year and the beginning of this year.

According to the ARLA decision, published on its website, police wrote to Mr Millichamp on November 7 last year to express concern over a perceived increase in the number of intoxicated patrons frequenting the bar. On December 27 the nightclub hosted a function at which a partially clothed female and a naked male were photographed on a stage at the premises. The images were subsequently posted on social media. On January 31 2015 an assault took place inside the nightclub, which resulted in the victim being knocked unconscious. A week later three intoxicated people were sold alcohol.

However the decision also noted that significant steps had been taken towards improving behaviour at the business. Mr Millichamp told the Guardian yesterday that he now had better procedures in place, and behaviour had improved substantially. “We knew that things had to change,” he said. All door staff were now qualified and steps were taken to ensure procedures were more “professional”, he said.

In what can only be described as an awkward few minutes on The Seven Network’s The Morning Show yesterday, Sandilands took his shirt off after conversation moved to his weight. “Australia, this is what a real man looks like,” he declared while slapping his belly - to the shock of hosts Larry Emder and Kylie Gillies and his radio partner Jackie “O” Henderson. “Look Australia, I’ve been fat-shamed all over the newspapers and magazines, here it is, right, it’s fat,” he said. “I think I’m going to have to do something about the weight. I’ve got the high blood pressure, I’ve got the sleep apnea, I’m a mess. I don’t know, I’d like to live a bit longer...” He eventually put his clothes back on and sat down.

Kiwi invention could cut road toll A New Zealand invention designed to help reduce the winter road toll could be rolled out across the world, after successful trials in the South Island. Solar Bright’s worldfirst icy road warning system, which uses solar-powered markers that flash blue when conditions are icy to warn motorists to slow down and drive with caution, are fast picking up interest from international governments. It follows a trial period in the South Island which saw 800 of the markers installed on State Highway 1 and SH8 around Dunedin and Central Otago. After installing the markers, 82 per cent of traffic slowed down when they were flashing, Solar Bright managing director Nicola Martin said. Questionnaire respondents said they supported the markers and wanted to see more blue markers in ice prone areas, she said. The markers are described as a “world-leading development”, and are attracting interest from all over the world. Solar Bright already holds patents and trademarks for the blue markers in 96 countries.

The Elvis Presley “Forever” stamp will soon be on sale in the US. Priscilla Presley, ex-wife of the King of Rock ‘n’ Roll, joined Postmaster General Megan Brennan at a dedication ceremony outside Graceland, Presley’s longtime home in Memphis. The stamp, a black-and-white image of the young Elvis accompanied by Presley’s signature in gold ink, is part of the US Postal Service’s Music Icons series. Presley was born in Tupelo on January 8, 1935, and moved to Memphis with his parents at age 13. He was 42 when he died on August 16, 1977, in Memphis.

New Zealand margarine is safe to eat, a heart disease expert says in response to research published in Britain that raises fears about trans-fats. Professor Rod Jackson, of Auckland University, says the claim that butter is fine but too much margarine could kill “is completely incorrect in the New Zealand context”. “Margarine in New Zealand is virtually free of trans fatty acids identified as harmful in the paper published yesterday in the British Medical Journal (BMJ). “Moreover the type of study included in the BMJ paper is seriously flawed and is unlikely to show the real association between saturated fats – like butter – and coronary disease. “Butter consumption has declined by over half in New Zealand in the last 40 years while margarine consumption has gone from zero in 1972 to consumption levels similar to butter. “During this period heart attack deaths have fallen by 90 per cent in New Zealand and life expectancy has been increasing by more than four hours a day.

‘More dangerous than Bosnia’ New Zealand is a more dangerous place to be than Bosnia/Herzegovina, Panama and even Bangladesh. This is according to a new study conducted by ValuePenguin, a New York firm, which has found New Zealand to be the 41st safest country in the world. Seven “data points” – life expectancy, assaults, thefts, traffic deaths, police to population ratio, carbon dioxide emissions and population – from 107 countries were compared for the study. “These seven were chosen because they were the most available for as many countries as we could fairly include in the study,” report authors said. “We believe that a country that is open and up-to-date with its data is more likely to be safe than a country that isn’t.” Switzerland was the safest country, averaging just seven violent crimes per 100,000 people and had scored 37 (the lower the better) for safety. Singapore, with 42 points was in second place, followed by Spain, Japan and Cyprus.

Students’ work to feature on road safety calendar Twelve talented Mid Canterbury children will get to see their drawings in next year’s road safety calendar. The children were presented with a book voucher and a laminated copy of their winning drawings by Ashburton District Council project officer Rachael Boyd at a short ceremony on Wednesday afternoon. Mrs Boyd asked the youth of Ashburton to design road safety pictures for the 2016 calendar, and this year required them to incorporate speed and driving to the conditions into their entries. Ashburton District Councillors and Mayor Angus McKay voted for the artwork that displayed the best road awareness message, and had to whittle down the 122 entries to just 12. Ten-year-old Chyler Farnell’s drawing was chosen for the fifth consecutive year, and she said she was pretty happy about that – she didn’t think she would win again. Art is one of her favourite things to do at school, as well as writing, and she really enjoys entering each year, she said.

The future of Aoraki Polytechnic is now in the government’s hands. Following months of consultation and reviews, both Aoraki and CPIT have submitted a joint business case to Tertiary Education minister Steven Joyce that proposes the creation of a new Canterbury-wide organisation. In a joint statement released yesterday, the councils of both institutions said they had concluded that a new organisation would best be able to meet the needs of learners and industry, contribute to the regional economy, and prepare graduates for employment locally and internationally. The recommendation followed six months of exploring options for a sustainable future for vocational tertiary education in Canterbury. The process included seeking staff, student and stakeholder feedback, which was considered by both councils before the final recommendation was made. Aoraki chief executive Alex Cabrera told the Guardian yesterday that the recommendation was the most practical way to create a new organisation, which would see Aoraki integrated into the legal structure of CPIT. “However both institutes are very clear that the new organisation doesn’t just bring the two institutions together, but creates something new and exciting for the region with innovative ways of offering study to all types of learners,” he said. “This involves integration and transformation, with the transformation be-

ing a key element.” That transformation period could be 3 to 5 years, he said. Mr Cabrera said approximately 20 submissions were received from Aoraki staff and stakeholders, including some group submissions. While he could not be drawn on the future of specific campuses, including Ashburton, he said the recommendation was to continue to provide education with a physical presence throughout the Aoraki region. “Enhancements could be made to improve learning environments,” he said. On receiving the business case, the Minister will consider the proposal and seek public submissions before making a final recommendation. Mr Cabrera said it was unlikely a decision will be reached until approximately October.

Alcohol breaches earn penalties From P1 Ashburton Police Senior Sergeant Scott Banfield said there were numerous examples of Arcadia being managed at a level “below the expected industry standard”, which he said was highlighted by several high profile serious disorder events and offences detected by officers conducting hotel visits. “I personally, along with the district alcohol supervisor, offered a lot of advice and ideas to assist in helping that manager meet the required standards, and to his credit in recent months he has made significant improvements,” he said. “The real challenge for him is to maintain this standard.” Arcadia will have its on-licence suspended for three days, from 8am on August 22 until 8am on August 25. Mr Millichamp’s manager’s licence will also be suspended for 28 days from August 24. Countdown Ashburton and the Hinds Wayside Inn have also been punished after breaching the Sale and Supply of Alcohol Act during controlled purchase

operations. Countdown will have its offlicence suspended for five days from 7am on August 24 until 7am on August 29. A spokesperson for Progressive Enterprises said yesterday that they were “disappointed” that Countdown Ashburton failed a Controlled Police Operation. “We have a responsibility to the community when selling alcohol to do so with care, and we are concerned that on this occasion our processes have not been followed,” they said. “Mistakes do occasionally happen but very rarely, and we understand that where we get it wrong there are serious consequences.” The Hinds Wayside Inn also received a fail mark during a controlled operation. Its off-licence was suspended for 48 hours from July 23, while Theresa Marshall had her manager’s certificate suspended for 30 days from July 20. Mrs Marshall said the incident was a “wake-up call”, and systems had been put in place to prevent it from happening again.

Firm stance on Sports House By Sue NewmaN

An administration space built to house several sporting codes in the EA Networks Centre could be left vacant and begging for tenants. Centre owner, the Ashburton District Council and three potential users have locked horns over the area, known as Sports House. The sports groups say they were promised permanent, enclosed office space while the council is adamant this was never the deal; the space was always to be open-plan with one break-out meeting office. Yesterday the council refused to budge on its decision and decided to invite other sporting groups to check out the area and to see how it could work

for them. Last month representatives of Mid Canterbury Netball and Rugby and Sport Canterbury, met with councillors and mayor Angus McKay, saying they were disappointed the work space did not include the offices they said they were promised. At yesterday’s council meeting, a 14 page summary of minutes from meetings held over the 14 year life of the EA Networks project was put on the table with councillor Neil Brown saying it showed that the council was on the right track. “There were never any promises made. It (closed offices) may have been casually discussed but this was always to be open space,” he said. Councillor Russell Ellis

agreed. It may have been those casual conversations that had led to the confusion and trawling through 14 years of minutes made it clear that the plan had always been for open office space, he said. For contractors Warren and Mahoney, Alex Head wrote to the council saying that at a meeting with architects in May 2013 there had been some “healthy debate” with one or two users who preferred cellular offices but there had never been any agreement to subdivide Sports House. Only councillor Peter Reveley supported the three groups wanting office space. “If we don’t have this space then we’ll lose some of our very important tenants down there. Those major sports

groups need something a bit more secure than simply having access to a break-out room if they need it,” he said. His fellow councillors stuck to their guns and voted to retain the area as open space with 10 desks. The council has given itself six months to find sports group tenants for the space before it looks at other options to secure income from the area. For Mid Canterbury Rugby, CEO Ian Patterson said that open space was impractical for his organisation and the two other key tenants. While the council is in negotiation with Mid Canterbury Netball over a possible tenancy, both rugby and Sport Canterbury are now relooking at their administration options.

Houses selling well Prices might not be rising but the number of houses sold in the Ashburton District in July was up 50 per cent on June and 10 per cent on July 2015. Real Estate Institute of New Zealand data for the month shows the median selling price for a home in the district had dropped marginally from June to $331,250. Prices had taken a significant drop, however from July 2014 when the median price was $352,500. The number of days it took to sell a home improved by one over June, dropping to 32. REINZ regional director Jim Davis said that the market across Canterbury appeared to be reverting towards its pre-earthquake pattern with winter months seeing a decrease in listings. The rash of new subdivisions that came on the market post-earthquake were also now close to being filled and that indicated building activity was also likely to move back to earlier levels.

Inmate found dead An inmate at Mt Eden Prison has been found dead in his prison cell. The Herald understands the death overnight on Wednesday is not suspicious and will be referred to the coroner. But questions will be raised about the circumstances that led to the death, which comes shortly after Corrections Department took control of Mt Eden Prison from private provider Serco following allegations of fight clubs and corruption. A Corrections spokeswoman confirmed the death and said a press release would be issued shortly. - NZME

Lost Go Pro found Memories of New Zealand could have been lost for one Mexican tourist if it was not of the honesty of three Auckland schoolboys and the power of social media. Oscar Terrazas has been travelling in New Zealand this year, recording his trip on his GoPro camera and selfie stick. However, he lost the device at Whatipu on Auckland’s west cost in May. Last month, Max Hood and Clyde and Jasper Lawrence of Remuera were hiking in the Waitakeri Ranges when they stumbled across the device and handed it to Newmarket Police. Welcoming new citizens to New Zealand In a riot of colourful traditional costumes, 34 people from nine nationalities became New Zealand citizens at a ceremony held in the Ashburton Trust Event Centre yesterday. Stabbing A Tauranga man was stabbed in the shoulder and abdomen yesterday. Police arrived at the scene about midday to find the injured 23-year-old lying in the driveway and a child present at the Greerton property. The victim had been stabbed by a 22-year-old man he knew, police say. Officers were told both men were still at the property and that the 2-yearold child was known to the alleged stabber. “When Police arrived at the address the victim was removed from the driveway and taken to a waiting ambulance. He has moderate to serious injuries and is currently still at Tauranga Hospital,” a police statement says. - NZME

Putting their foot to the floor in company cars is earning Ashburton District Council a stern reminder that driving above the speed limit is breaking the law. Council chief executive Andrew Dalziel and senior staff keep a close eye on data recorded by in-vehicle GPS trackers and they’re not happy with what they’re finding. Council staff are exceeding speed limits and on the odd occasion by considerable numbers, Mr Dalziel said. “The data rates our drivers so we can see speeding behaviour. We’ve had one serious incident we had to get on top of, but in the normal course of events it’s just about having a conversation with the people involved,” he said. Speed was measured in one and two kilometre distance increments and the council had adopted a realistic approach where recorders showed brief bursts of speed, Mr Dalziel said. “If you overtake in a passing lane it could come up as speeding, or if you’re coming off a 100 kilometre area into a 50 kilometre area, but this is more about sustained speed. If you go to Christchurch and back and you travel at 110 kilometres an hour all the way, then you’re speeding.” Council staff are responsible for their own infringement notices. “We now have a culture where we’re

saying that this is not acceptable. We’re not using this to be vindictive but if there’s a speeding culture and it’s come to my attention, I’ll deal with it. I’ve got it in my vehicle, so I’m tracked too.” The council is not alone in using GPS to track staff driving habits. Roading organisation, the New Zealand Transport Agency’s staff have been caught speeding on 8500 occasions over the nine months from October to June. Upwards of 60 of those incidents occurred in the Ashburton District. NZTA is the government department responsible for road safety and for setting speed limits. It has repeatedly pushed through taxpayer-paid advertisements with the message “Speed Kills”. The council uses its EROAD GPS system for more than nabbing speedsters, however. It is also a valuable tool for staff safety and in terms of knowing where a vehicle or staff member is at a particular time. “It’s very useful if we have a customer calling looking for a staff member and we can tell them where they are and how far away they are from an appointment,” Mr Dalziel said. The system has been installed in 39 light vehicles and six heavy vehicles and is also used to monitor driving hours and areas where energy efficiencies can be made, such as vehicles left idling for too long.

The community has made very clear its expectations for the new direction of a troubled Methven school. A public meeting was held this week to discuss the future of Our Lady of the Snows School, which has been under Limited Statutory Management since May. Members of the community were invited to a public meeting this week to discuss the strategic direction of the school going forward. A mix of 25 parents and parish members attended the meeting, where they laid out the school’s strengths, what it could do better, and what it should focus on in the future. One of the common themes was improving the relationship and level of communication between the school and the wider community. Developing community confidence in the school and its leadership, and having more stability around staffing, were also areas identified for improvement. Parents whose children had previously attended the school told the Guardian earlier this year that up to five staff members had resigned in the space of three years. One parent said he knew of several families who said they

New Zealand’s first register of child sex offenders is to be set-up - with the Government saying currently such people can “disappear into communities”. Police and the Corrections Department will run the register, which will be established under legislation introduced to Parliament yesterday. Offenders will need to provide a range of information including fingerprints, photographs, aliases, address, workplace and employer, car registration, computer IP address and passport details. Offenders will be on the register for life, 15 years or eight years, depending on the severity of their crimes. The register is scheduled to be in place by July 2016. - NZME

about the school. “There is significant work already under way, much of which directly links to the community feedback,” she said. “This provides assurance that the work the board is undertaking strongly links to community expectations for their school.”

Aucklander targeted on Isis “kill list” An Aucklander is on a “kill list” published by Islamic State fighters who claim to have hacked the computers of US military personnel. Defence Minister Gerry Brownlee said the Government was investigating the threat made by the hacking group. “It’s obviously something we’re concerned about and looking into,” he told reporters at Parliament yesterday. The minister would not be drawn on why the New Zealander had been targeted or how at risk they were, only saying that one of Isis’ tactics was to create uncertainty and fear. Asked whether the person would be given protection, Mr Brownlee said “of course” and indicated that the family had been contacted. He would not elaborate on any plans for protection. The father of the New Zealander on the list says his son is wary of the threat. “He’s holding up as well as can be expect-

We will issue a statement later.” Prime Minister John Key said details on the “hit list” published by Islamic State hackers were “scant”. He said he was relying on further details to be provided to him by officials. “This isn’t the first time we’ve seen Isis try and use intimidation tactics, in fact it’s

quite consistent with what they do,” he said. He told media gathered at the Wiri Train Depot in Auckland yesterday afternoon that how real the threat was for the Aucklander named on the list was “relatively unknown”. “The police are looking at the matter and, as and if required, the appropriate support would be put around the person.” Mr Key said officials were looking to establish why the person’s name had been included on the list. The risk to Kiwi troops in Iraq had not changed, he said. “There are always risks operating in Iraq but I don’t think they’ve changed as a result of the list that’s been published.” Mr Key wouldn’t say whether New Zealand’s involvement in Iraq was behind the Kiwi being named on the list. “We will need to understand that list a bit better ... An Auckland man accused of selling cannabis to school children has appeared in court yesterday. The 18-year-old man from the suburb of Greenlane was arrested last Friday when, at his house, police found more than a kilogram of cannabis plant material, packaged in anticipation of sale. Officers also found $4000 cash. It’s alleged the man had been selling cannabis to people aged between 16 and 25 - some in school uniforms - since April last year. He appeared in the Auckland District Court charged with possession of cannabis for supply and possession of needle/syringe for drugs. The man was given bail and will re-appear in court next month. - NZME

St John ambulance A woman in her 20’s was flown to Christchurch Hospital with moderate injuries after falling from a farm bike on Ashburton Staveley Rd on Wednesday night, a spokesperson from St John said yesterday.

Cold weather to stay The cold weather is here to stay for the next few weeks as we shiver through an El Nino winter. The weather pattern in the Pacific Ocean means stormy southerlies are likely to keep hitting New Zealand, forecasters say. “There is a respite from the chilly conditions heading into the weekend though, as warm northerlies on the leading edge of a trough sweep over the country,” MetService meteorologist Rob Kerr said. “However, severe weather warnings and watches have been issued as those northerlies bring heavy rain and strong winds to many places. - NZME

Rape charges A man charged with breaking in to a Christchurch house and raping a teenage girl was yesterday remanded in custody. Corey David Fowler, 33, was arrested for the alleged rape and burglary in the suburb of Linwood in the early hours of Wednesday morning. The Phillipstown machine operator appeared from custody at Christchurch District Court. Judge Tony Couch remanded him in custody without plea until September 3. Detective Sergeant Geoff Rudduck said police and Victim Support are working with the teenage victim. - NZME

Ashburton’s rugby fans will have a choice of at least two venues when it comes to watching the All Blacks playing in this year’s Rugby World Cup. With the government committed to allowing bars to open outside their trading hours to create viewing headquarters for the rugby faithful, Ashburton Trust acting chief executive Robert Reid says the Tinwald Tavern and one other bar will be open for business for the All Blacks’ four playoff games and the cup final. With the opening deal all but signed off, Mr Reid said planning is under way and he’s talking to bar managers to see who is keen to become the second venue. Breakfast will be served to rugby fans and for those for

whom alcohol and rugby are inextricably linked, the bar will also be open, he said. The trust has opened its doors in the early morning for rugby world cup matches in the past and last time round about 40 enthusiasts turned up.

“We’re certainly not likely to make any money out of it, but it’s not about it being a money making exercise. It’s about providing somewhere for people who want to get together as a group and watch rugby.” While it’s not their market, if a group of rugby fans made a request, Robbies owners Amanda and Skip Joyce say they’d consider opening up and turning their bar into a Rugby World Cup viewing venue. The bill that would allow a temporary change to opening hours passed its first reading on Wednesday night and Parliament has agreed to a shortened process to ensure it is passed by August 26 and in place before the tournament starts on September 18. Prime Minister John Key wants the blanket extra opening hours to be limited to All

Blacks games, quarter-finals, semi-finals, final and the playoff for third and fourth. Bars can still apply under the existing law for extended licences for other games, he said. Act leader David Seymour wants the blanket extension of opening hours to go further because of New Zealand’s multi-cultural population, while Labour leader Andrew Little suggested the legislation could also be extended to other sports.

Mid Cantabrians wanting to learn to drive can now do so with added help from the YMCA. The Learner Driver Licence Training programme at the Ashburton YMCA provides Mid Cantabrians between the ages of 16 and 65 with the opportunity to improve their basic reading, writing and math skills. It also helps people to prepare for the learner driver’s licence test. Coordinator Alice Pupuke said the programme had been up and running for a month or so and already her first student is ready to book in for a test. People can have up to 100 hours of free literacy and numeracy teaching from Ms Pupuke before moving onto the driver licence portion of the programme. “At the end if they have been showing up and doing the work that is required then I get them onto the road code and online driving,” she said. The programme runs for five to seven weeks and students can develop their own schedule with Ms Pupuke. Anyone with limited literary and numeracy skills can take

Forestry accident A man has suffered serious crush injuries after a large log rolled on him at a forestry site north of Lake Taupo. The Waikato Westpac Rescue Helicopter winched a 46-year-old man from the scene of the forestry accident late yesterday afternoon. He had sustained serious injuries to his abdomen, chest and both arms. The helicopter flew the man to Waikato Hospital. - NZME

Level heads, compromise needed on sports house Sue Newman

W

hen you’ve spent more than $34 million on a building, what’s another $100,000 if that’s what’s needed to finish it off ? That’s the question the Ashburton District Council has asked itself and it decided another $100k was $100k too much even if it meant its visionary sports administration headquarters, Sports House, falls off the radar. As part of the council’s drive to have the EA Networks Centre become a onestop shop for sport in Ashburton, the council set aside space in the complex for sports’ administration. The concept was for the larger sports to have their own permanent space while sports that might only need office space for a few hours a month to hot desk. It sounded great in theory but where it came unstuck was in the expectations of some of those groups, the key tenants needed to make the concept work. They said they were promised enclosed office space, the council says they were not. And the council’s been proven right as there is no minuted evidence of a commitment made to enclosed office space. But right is not always black and white. The council was on the right track with sports house. The concept is a winner, but if it needs to take a right turn to make the project work then that’s what it needs to do. There’s no point in having the space sitting idle and generating zero income, far better to build a few walls, give the key users what they want and reduce the number of hot desks. This facility and the facilities that will grow up around it are for all sports and all people. This project is for the future and it would be a shame to see it stumble at its first hurdle for the want of what is a relatively small amount of money in the overall scheme of things.

like cats but could easily live without one, but I must confess we have four cats at our place. Yes, four! I started out with two kittens which turned into one after one of them decided to play chicken with a car and lost big time. Then my neighbour moved into a home and her cat (a stray, she felt sorry for) got skinnier and skinnier until old muggins me gave in and took the thing in. When Manda moved in we became a four cat home! After a careful and well planned integration period under the meticulous guidance of the aforementioned Crazy Cat Lady, I am pleased to report the four (yes four) cats get on pretty well. I am not so pleased to report that 47 per cent of my two scoops of rice a week (salary) goes directly to the producers of Chef cat food. My plans to start a mouse flavoured cat food factory are getting closer to becoming reality! I’m sure I’m not the only bloke in Mid Canterbury living with a CCL and if, like me, you have concerns about your spot in the pecking order at home, for the record I am fighting four chickens for fifth place currently. MH370 ‘intact on the ocean floor’ A new theory has emerged about what might have happened to missing Malaysia Airlines Flight 370 in its crash landing, published by Malaysia’s government news agency Bernama. Satellite expert Zaaim Redha Abdul Rahman, who helped British satellite firm Inmarsat analyse data shortly after the plane went missing in March last year, said the jet probably

made a soft landing on the water, floated for a while on the surface, and then sank mostly in one piece. Don’t feed the hungry McDonald’s France was forced to apologise following the emergence of an internal note reportedly ordering staff not to hand out food to “tramps” at a restaurant on the swish Cote d’Azur. The note was revealed on Twitter by consumer group “60 Million Consumers”. “Following an incident on July 25, it is formally forbidden to give food to tramps,” says the note, which is signed by “the management”. ‘Super underpants’ Smart underwear designed to protect male fertility from radiation emitted by smartphones and laptops has been unveiled by a British scientist. Carter has cancer Former US President Jimmy Carter says he has cancer and will undergo treatment at an Atlanta hospital. Carter announced the diagnosis in a statement from the Carter Center yesterday. Carter, 90, had surgery earlier this month to remove a small mass in his liver. He says that the surgery revealed the cancer. Carter was the nation’s 39th president. After leaving the White House, he founded the centre in Atlanta in 1982 to promote health care, democracy and other issues globally. - AP

Fears over drones Rogue drone operators are rapidly becoming a nuisance in the United States, invading sensitive airspace and private property, with the regulators of the nation’s skies largely powerless to stop them. In recent days, drones have smuggled drugs into an Ohio prison, smashed against a Cincinnati skyscraper, impeded efforts to fight bushfires in California and nearly collided with three airliners over New York City. Earlier in the northern summer, a runaway two-pound drone struck a woman at a gay pride parade in Seattle, knocking her unconscious. A truck bomb has ripped through a market in a Shi’ite-majority area of north Baghdad, killing at least 33 people. North Korea has condemned a looming South Korea-US joint military exercise as a “declaration of war” and boasted of its ability to make retaliatory strikes against Seoul and the White House. The annual two-week “Ulchi Freedom” exercise, which begins on Monday, involves tens of thousands of troops in what is largely a computer-simulated rehearsal for a possible North Korean invasion. It is one of a number of annual joint drills that Washington and Seoul insist are purely defensive in nature, but which Pyongyang consistently condemns as provocative rehearsals for a full-scale attack on the nuclear-armed North. Administration ‘best chance’ An anti-coal group has questioned who would consider buying struggling state-owned coal company Solid Energy, citing the recent example of an Australian mine being sold for just $1. The board of Solid Energy yesterday announced it has gone into voluntary administration owing more than $300 million to banks. The debt-laden company has been badly hit by the continuing slide in the price of hard coking coal in international markets. No workers will be laid off during the voluntary administration period and operations will be “business as usual”. Prime Minister John Key said yesterday was “a very sad and difficult day” for the employees of Solid Energy, but he stood by the Government’s handling of the state-owned enterprise. He said he stood behind the decision to pump $200 million into the company.

“Of course we could have pulled the pin on the company some time ago and people would have then said why didn’t you try and preserve jobs and give the company the opportunity to trade out. “Coal prices haven’t collapsed overnight ... I think it’s been the right thing to try and nurse the company through.” Mr Key said he was “not hugely confident” the Government would see the money it invested returned. China’s moves far-reaching C hina has dominated headlines this week following the People’s Bank of China’s move to devalue the yuan and change the way it is pegged to the US dollar. This resulted in a rocky week for markets with most being pulled lower. The US market has been pushed and pulled up and down as speculation continues on whether or not a rate hike will happen in September. Closer to home, there have been plenty of company results for investors to look at, as reporting season really hits its stride. Dairy prices also continued to feature in headlines as we begin to see farms in foreclosure. The People’s Bank of China, China’s central bank, this week changed the way it calculates the reference rate around which the yuan is allowed to trade in a two percentage point band. The “fix” will now be calculated by taking more note of market forces including the closing price of the previous day’s trading session. The yuan lost 3.5 per cent against the US dollar two days into the new regime and has taken the currency to its lowest level since 2011. This rapid devaluation has sparked fears of a global currency war. Many believe this is an attempt to artificially support exporters and that the currency is likely to be allowed to continue its slide. It also appears to be an

attempt to boost the struggling Chinese economy. Economic growth in China has stagnated somewhat as economists believe that the 7 per cent growth target for 2015 is now very optimistic. Markets around the world felt the currency movements from China, with several sharp declines in the days following the change. Pressing on US markets this week was a speech from Federal Reserve vice chairman, Stanley Fischer. Fisher’s speech suggested the central bank will not make its first rate hike in September. He commented that although employment is rising quickly, inflation is still very low and the central bank should be waiting for this to rise as well before it begins to normalise monetary policy. Fisher pointed out that not everything is going that well and the Fed has a lot of data to peruse in the next five weeks. The markets took this as a positive as the current monetary policy is supportive for equities. The New Zealand and Australian reporting season really

got going this week. A stand-out performer this week was Summerset, New Zealand’s third largest retirement village operator. First half profits more than doubled as it boosted sales after opening four new villages late last year. Revenue also rose by 29 per cent to $32.6 million as sales of occupation rights jumped 38 per cent. The company also gave good guidance for the rest of the year saying that it is on track to deliver 300 retirement units this year and raised its build rate target for 2016 and beyond to 400 units. Ansell reported on Monday, with the company missing estimates for this year and reducing guidance for the coming year. The company cited currency headwinds as the key reason for the disappointing result and it expects this to be an issue next year also. The currency hedges that have been protecting Ansell to some degree have also started to roll off leaving them more exposed to fluctuations. Following the result the share price dropped a whopping 20 per cent, but finished slightly better, closing 15.8 per cent lower than the open. Jeremy Flood works for Craigs Investment Partners. College re-focus after missing top echelon Ashburton College’s first XV will play off for the UC Championship Bowl, starting in Ashburton this weekend. The Ashburton College side will take on Timaru Boys’ High School in the bowl semifinals after falling just short of making the top eight of the Crusaders region secondary schools’ rugby competition. Ashburton College needed

to beat St Thomas’ on Monday to make the top eight, but fell short – 20-15 – to finish in 10th spot after the round robin. They’ll now host the Timaru side at the Ashburton Showgrounds tomorrow at midday, while Christ’s College will host Rangiora High School in the other bowl semifinal. Meanwhile the competi-

tion’s top four will be an all Christchurch affair, with top qualifier Christchurch Boys’ High School taking on Shirley Boys’ High School in one semi-final, and St Andrew’s and St Bede’s squaring off in the other. The plate will be fought out between St Thomas’, Burnside High School, Nelson College and Marlborough Boys’ College.

All Black Waisake Naholo has reportedly lost his limp after a week of alternative treatment in Fiji in a bid to make it to the World Cup. The flying winger suffered a cracked fibula in New Zealand’s win over Argentina last month and is undergoing treatment in Nadroga. He has apparently been able to do light exercise. “The movement of my leg is much stronger and after the first treatment, I am walking quite well compared to how I was when I got here. If I get the chance to be selected again for the World Cup I will be ready but for the time being I will just have to keep on working hard off the field as there are many top class wingers in the team that are there not just to make the numbers. Selection ‘a surprise’ Victor Vito has admitted his selection ahead of Jerome Kaino to start the crucial Bledisloe Cup test against Australia at Eden Park was a surprise. Cotter re-signs with Scots Vern Cotter says he is looking forward to planning for the long term after signing a new contract with the Scottish Rugby Union (SRU) to coach until 2017. The extension, ahead of this year’s Rugby World Cup, was a significant show of support by the SRU after the Scots lost every match of the New Zealander’s first Six Nations tournament in charge. A winless Rakaia were defeated yet again during the third and final round of Premier netball last night. The team came up against United in the early game, but couldn’t manage to get ahead of the feisty side. In the late Premier matches, it was wins for both Ashburton College and Methven - the two top-of-the-table teams. Rakaia made their debut into Premier at the beginning of the third round, for the first time since 2011, after clinching a narrow win over College B in a promotion-relegation match. Ten years ago the team made history as the first Rakaia team to ever win a Premier grade final, but this year they have struggled to return to their former glory. Last night, Rakaia scored the first goal in their match against United, but United was keen to make their presence known - and quickly netted five consecutive goals. The first quarter ended with United up by two, the score 7-5. The second quarter was also in United’s favour. They played a fast game and kept their lead, the score 15-12 heading into the second half. Throughout the second half United continued to shine, and were up by 10 at the end of the third quarter. Come full-time the team had extended their lead over Premier’s newest addition to finish up 36-22. In the late game Hampstead had a strong start in their game against Methven. The match was fast-paced and Hampstead quickly edged ahead with a narrow one point lead over Methven, the first quarter ending 7-6. It was goal-for-goal for the majority of the second quarter but this time it was Methven who were out in front, with the score 15-13 in their favour going into half time. In the third quarter Methven came out firing, averaging more than a goal a minute.

The tails are back up in the Australian camp as they approach the Netball World Cup semi-finals this weekend. After last Sunday’s shock loss to the Silver Ferns in pool play,

Interclub squash Tonight sees the Mid Canterbury Squash interclub season wrapped up, with the finals played at the Collegiate and Celtic courts. After a long and hugely competitive season, Division 1 sees Celtic take on Ashburton to decide the main title; in Div 2 Methven is up against the Hinds 2 side. Div 3 sees Celtic defending their title against Methven, while Pleasant Point and Hinds 1 play off for the Div 4 title. While the finals start at 6.30pm, the Div 1 final is scheduled to begin at 8pm at the Collegiate courts.

Top cyclists in town The Ashburton leg of the Calder Stewart Cycling Series will see American cyclist Sam Horgan make his way to Mid Canterbury this weekend. Horgan has had a busy few months, he raced for his Australian Continental team in Canada’s Tour de Saguenaey in May, then in June competed in the Tour de Beauce and the Philly Classic. After a three-month winter break, the Kings Electrical Ashburton Classic, held on Saturday, is the fourth round of the Calder Stewart series and will see many riders of different levels compete. The start and finish of the track is near Wakanui Hall, and the men’s elite race begins at 11am.

Foot-in-mouth again Controversial Australian tennis star Nick Kyrgios is in hot water again after sledging Swiss opponent Stan Wawrinka during their second round clash at the Montreal Masters. In a comment picked up by a courtside microphone, Kyrgios, 20, linked the reigning Australian and French Open champion with teenaged Australian player, Thanasi Kokkinakis. “Kokkinakis banged your girlfriend. Sorry to tell you that mate,” said Kyrgios midway through the second set. When asked why he made the comment, Kyrgios replied: “I don’t know. I just said it.” - AAP

In the third and final Premier match of the night the College girls were the clear leaders, securing a comfortable 32-21 win over Celtic’s top team. In Senior A, Collegiate had their fifth consecutive win, this

time edging out Hampstead B 39-30. There was also a win for College Y9A who played Allenton, the final score 23-20, while College B edged out a one point win over Celtic B, the score 2322.

Years of aerobic training in the NRL are what Wayne Bennett believes could be the key to Jarryd Hayne’s NFL dream becoming a reality. The former Parramatta flyer is currently battling to make the San Francisco 49ers’ 53-player squad during preseason training. Bennett says he admires Hayne’s bravery in making the decision to chase a career in the NFL, saying if it goes well it could be a big plus for league. Johnson already thinking of 2016 Warriors halfback Shaun Johnson is on the road to recovery after having the cast on his broken ankle removed yesterday. Johnson looked in good spirits mingling with team-mates as he hobbled about on crutches at the team’s afternoon gym session. He later posted an update on his Facebook page with several graphic pictures of his visit to his specialist doctor, who fitted him with a less restrictive moon boot. “Got told I’m healing well and everything is as it should be!,” Johnson posted. “The big cast has been taken off and I’ve been put into a moon boot! “The feeling of having my foot free is unbelievable haha. “There’s a few of my scar so if you’re

not one for gross pics I suggest you close your eyes! Today is a good day #HappyMan.” Johnson suffered his first serious injury while dashing over for a trademark four-pointer in his 101st NRL game against Manly at Mt Smart Stadium last month. He was carried off the field in visible distress and taken by ambulance directly to hospital. Scans later revealed he had fractured his fibula and suffered ligament damage while dislocating his ankle. He has had a plate inserted as well as two syndesmotic screws. The 24-year-old faces a four month recovery period but can now begin his rehab in earnest ahead of the 2016 season. - NZME

Finals berths on the line BY ERIN TASKER The finals of the Mid/South Canterbury senior hockey competitions are guaranteed to feature at least one Mid Canterbury side. The semi-finals of both men’s and women’s competitions will be played out tomorrow in Ashburton and Timaru, and with one of the women’s semi-finals being an all Mid Canterbury affair, one of those sides will definitely go through to next weekend’s final.

Hampstead’s senior women’s side are unbeaten so far this season and finished top-of-the-table, setting up a semi-final showdown against fellow Mid Canterbury side Hampstead/Collegians, who finished fourth. Hampstead may be favourites given their stellar run so far this season, but the young Hampstead/Collegians side is promising to give their more experienced opposition a run for their money. Coach Donna Mealings has

been impressed with the progress her young side has made so far this season. “We’ll give it a good go. We have drawn against them earlier in the season and anything is possible on the day,” Mealings said. “It’s a huge thing for Mid Canterbury hockey, to have these two teams in amongst it.” Hampstead/Collegians also have the benefit of having played last weekend in Timaru, while Hampstead’s last round robin

match, scheduled to be played in Ashburton, was snowed off. The snow cleared from the Ashburton turf in time for Wakanui Black to play in the men’s competition last weekend though, and along with Wakanui Blue - Mid Canterbury’s two senior men’s sides – they have also made the senior men’s semi-finals. They’ll both travel to Timaru to fight for spots in the final tomorrow. Wakanui Black were the competition front-runners a few weeks

ago, but a less than ideal finish to the round robin saw them fall from first to third heading into the finals. They’ll face second placed Cambridge in one semifinal tomorrow, just two weeks after the two sides drew 2-all. In the other semi-final, topof-the-table Tainui will host Wakanui Blue. Tainui may be top qualifiers and as a result, favourites for the match, but just seven days ago it was Wakanui Blue who came out on top, 2-1.

Kaino may be third lock for Rugby World Cup campaign BY GREGOR PAUL A murky picture just got murkier with All Black coach Steve Hansen floating the idea that it’s possible they could take only three locks to the World Cup.

Gauging whether that option sits on the probable or improbable end of the spectrum is difficult and perhaps even the selectors don’t know how they feel until they see how tomorrow night plays out.

They are taking the Wallabies on without a specialist lock on the bench, backing Jerome Kaino to be capable of slipping into the boilerhouse if needs be. Kaino has been asked to do this before - as recently as last

year at Ellis Park. A concussion ruled out Brodie Retallick for that test and there wasn’t time to fly a specialist over. Kaino ticked all the boxes, which has encouraged Hansen to have another look at that at Eden Park.

“Is this something we can do, carry against certain teams a loosie who can play lock?” Hansen said. “There is no question JK [Kaino] has scrummaging ability. We just feel for us it gives us - NZME more options.”
