East St assault guilty plea An Ashburton teenager charged with an assault on East Street earlier this year has appeared in the Ashburton District Court. Eighteen-year-old Vincent James Kuru Nathan offered guilty pleas to two charges of assault and a not guilty plea to a charge of wounding with in-

tent to injure. He elected trial by judge alone on that matter. The charges were laid following an assault on East Street in the early hours of March 23. The victim, an Ashburton father, sustained serious head injuries and was hospitalised in Christchurch as a result of the

attack. The assault featured in a series of late night attacks in Ashburton’s CBD, with police concerned over the number of alcohol-fuelled assaults on seemly innocent victims. “A number of alcohol related assaults have occurred in the Ashburton township by groups

of young people who sit in wait for the opportunity to cause harm to people who are out for the night and do not want any trouble,” police said at the time. Kuru Nathan was represented by Michelle Barrell at yesterday’s brief appearance in front of Judge Joanna Maze.

He was remanded on bail to return to court for a sentence direction hearing on July 21 on the two assault matters which he admitted. He will also appear on that date for a case review hearing on the wounding with intent to injure charge.

All I want for my 100th birthday is . . .

An Ohio woman who lives at a retirement home and turned 100 on Monday had just one wish for her birthday: She wanted to do some yard work and smell fresh-cut grass. Trudy Price, of Bowling Green, has had her wish fulfilled with the help of the grounds crew at Bowling Green State University. She pushed one of the university’s mowers and then helped plant flowers on campus. She also sat atop one of the crew’s ride-on lawnmowers. Price says that staying active is important. She says she has always loved of the smell of cut grass and still likes to go out for walks at the rest home where she lives.

Lil Kim gives birth to baby girl US rapper Lil Kim is now a mother. Lil Kim’s assistant, Noel Perez, has confirmed that the 38-year-old gave birth to daughter Royal Reign on Monday. It is her first child. No more details were provided. Lil Kim’s hits include Crush on You, Not Tonight and Magic Stick with 50 Cent. She won a Grammy in 2002 for her work on the No. 1 hit Lady Marmalade alongside Christina Aguilera, Pink and Mya. Lil’ Kim, whose real name is Kim Jones, released a song called Haterz in April.

Lots of familiar faces Those attending a suburban Philadelphia high school commencement ceremony this month will see a lot of familiar faces: The school plans to graduate no fewer than 14 pairs of twins. The 2014 graduating class of William Tennent High School in Bucks County includes five sets of male twins, seven sets of male/female twins and two sets of female twins. School principal Dennis Best said he isn’t surprised by the number among the 485 graduates. “I am reminded of this on a daily basis while walking through the hallways and wondering `How did I just walk by the same student twice?’” he said. The twin birth rate rose 76 per cent from 1980 through 2009, from 18.9 to 33.3 per 1000 births, the US Centres for Disease Control and Prevention reports. That means one in every 30 babies born in the United States was a twin in 2009 compared with one in every 53 in 1980.

Police ‘will never give up’

13-year-old charged with murder

A new detective who has taken over the Kirsty Bentley case has vowed police will never give up on finding the Ashburton teenager’s killer. Christchurch-based detective inspector Greg Murton, who led the recent successful “Black Widow” Helen Milner inquiry, has been handed the case after the former lead investigator Greg Williams transferred to Wellington. “The case is still open, we won’t give up on it, and any new information relating to it is very welcome,” Mr Murton said yesterday. “There are a number of people who have yet to be eliminated,” he added. However, he could not say who the suspects were, and no new information had come to hand. “It’s been very thoroughly investigated over the years, and any new information that comes in we follow up on it.” Kirsty disappeared as a

15-year-old, on December 31, 1998, while walking her dog Abby on the Ashburton riverbank. The mystery gripped Ashburton and the rest of New Zealand, but the discovery of her body at the Rakaia Gorge two weeks later drew more questions than answers.

A distinctive green Commer van seen around the time she went missing was never located, and police questioning of Kirsty’s brother John, who now lives in the UK, and father Sid led nowhere. The Guardian caught up with Sid Bentley at his home in Ash-

burton yesterday. He said Mr Murton had not been in touch with him. And if the detective was to contact him, he would be more than happy to talk, however he did not know what else he could say other than what he had already told police. The wiry 63-year-old with bright blue eyes, but failing health, said he was an open book and had a clear conscience; he had always remained in Ashburton and had nothing to hide. A photo of Kirsty hangs on his lounge-room wall, and a large metalwork candleholder she made sits on the floor across from his armchair. “It was on a shelf, but I took it down after the earthquakes so it wouldn’t fall,” he said. He said Kirsty had been a “bright spark” of a teenager, the “apple of my eye”. She had been a fun girl with a great sense of humour, and he would have a lot of laughs with her. “I would have chucked myself under a bus to stop that happening,” he said of her murder.

Flooding causes havoc around country Flooding has closed highways around the country with rain falling non-stop in many parts of the country yesterday, and there’s no sign of it easing. Parts of State Highway 1 and 12 in Northland and parts of SH1 in North Canterbury and Marlborough have been affected by flooding. SH1 from Okaihau to Mangamuka and in a section between Kawakawa and Whangarei in Northland has been closed due to flooding. SH12 from Opononi to Dargaville has also been closed.

Motorists needed to take care on SH1 from Blenheim to Kaikoura, where surface flooding is causing dangerous conditions. MetService said parts of Northland and Auckland have received a month’s worth of rain, and most of Northland had experienced more than 100 millimetres of rain since Sunday. The Northern Advocate reported rainfall figures for Northland for the 49 hours to 1pm today. Kaikohe had 187.4mm, while 221mm fell in Whakapara and 105mm at

Whangarei Airport. North Canterbury residents were asked to get off the roads by nightfall last night as the rain continued to fall and could cause widespread surface flooding. Waimakariri District Council activated its Emergency Operation Centre yesterday. Bridges and roads, including State Highway 1 between Waikuku and Amberley, had been closed, with detours in place. Waimakariri District Council warned people to “please stay home unless travel is essential”.

The low bringing the rain and wind to most of the country yesterday was to cross northern New Zealand overnight and into this morning, Weatherwatch.co.nz’s Philip Duncan said. The complicated nature and small size of the low meant rainfall may be intense for some, but only drizzly for others - as had been seen in the past 24 hours, he said. Mr Kumar, 57, was allegedly stabbed in the neck during what police described as an aggravated robbery at Railside Dairy in Henderson. Two boys, aged 12 and 13, were being spoken to by police yesterday. Police last night said the 13-year-old had been charged with aggravated robbery and murder. The 12-year-old had been charged with aggravated robbery. Both boys were in the custody of a secure Child Youth and Family facility overnight, ahead of their court appearance in the Waitakere Youth Court today, police said. Police arrived at the dairy on Great North Road around 7.30am, Detective Inspector Bruce Scott said yesterday. Ambulance staff gave assistance but Mr Kumar had allegedly suffered a wound in his neck and died at the scene. Mr Kumar’s wife was with him at the time of the attack and was unharmed, police said. Nothing was taken from the shop in the incident. Mr Scott said police had gathered CCTV footage from the dairy and nearby shops and were speaking to witnesses. People at Mr Kumar’s home in Henderson yesteray said the family were too upset to speak to media. Nearby shop owners described Mr Kumar as a “really nice guy”. - APNZ

Caught drink-driving for ninth time A recidivist drink driver has appeared in the Ashburton District Court for sentencing on his ninth conviction. Brian David McAllister, 38, of Tinwald’s, most recent charge came about when he was caught driving with a blood alcohol level of 131mg/100ml. The legal limit for adult drivers is

80mg/100ml. McAllister has eight previous drink-driving convictions. He was sentenced in 1996, 2000, 2008, 2010, and twice each in 1997 and 2004. His lawyer Marilyn Gilchrist said he had engaged with an alcohol treatment service, and was deemed to be a suitable candidate for specific programmes aimed at

addressing such offending. She also referred to health issues, when requesting a community detention sentence, which would enable McAllister to attend specialist appointments in Christchurch. Judge Joanna Maze sentenced McAllister to nine months intensive supervision, which per-

mits judicial monitoring. “We will walk this path together,” she told him. “In three months’ time I will receive a report and if I’m not happy with your attitude and progress – you know what my decision will be.” McAllister was disqualified from driving for two years, ordered to complete 120 hours of

community work, and to pay $168 for medical expenses relating to the blood test. He must also obtain and use a zero alcohol licence when his driver’s licence is returned. Judge Maze warned McAllister prison was the only option left should he reoffend in this way.

Mid Canterbury parents are racking up large grocery bills and scouring social media sites so their children don’t miss out on Countdown’s collectable card craze. DreamWorks Heroes action cards have taken the district by storm as Ashburton community Facebook groups and weekly supermarket swap meets attract hundreds of families wanting to complete the set. The cards are that popular that some Mid Canterbury schools have been forced to ban them so it doesn’t detract from students’ work. A card is given out for every $20 spent at Countdown stores and online with 42 in the collection. Customers can also collect bonus cards when they purchase specific items. Ashburton parent Angela Tuara has completed three sets for her children Xahleiquin, 10, and Keiana, 2, during recent weeks after her son grabbed hold of one of the collection booklets in the supermarket. Since then she has been mixing and matching with friends

to complete the sets, but her son is no longer allowed to take them to Allenton School where children have been told to keep them at home. “I have also been doing big grocery shops to get more cards, and you can buy certain items which can get you bonus cards. “I would say groceries cost $100 more now, I’m spending about $300 and it takes us a lot longer to get around because we are looking for those special items.” Pay it Forward Ashburton Facebook page administrator Melissa Gawn said the site had been inundated with parents requesting specific cards and giving them away. “I decided to make a single post for people to comment under otherwise the page would have been clogged. We have had 467 comments,” she said. Countdown Ashburton store manager Jeremy Samuels said the cards had been “very popular” and a final swap meet would be on Sunday at 1pm and 3pm. The promotion will continue until stocks last which is expected to be later this month.

Mt Hutt has received up to 40 centimetres of new snow and will open for the season on Friday. It is six days later than scheduled, but Mother Nature has finally come to the party in the form of a cold front. Manager James McKenzie said the weather change had created a “great buzz” in Methven.

“We’ve received around 30cm at the base, and 40cm at the top of the mountain – and it’s still snowing. This is the weather everyone has been waiting for,” Mr McKenzie said at 5pm yesterday. “The snow we’ve received is nice and dense and puts us in good stead for the season because it will form a great base,” he said. Expected cold temperatures from today onwards would

consolidate the snowpack and enable staff to top up the base with snowmaking “at every opportunity before Friday”. “It was a tough decision to delay our scheduled opening a few days ago, but we believe it was the right choice. Now we’re looking forward to a fantastic opening day celebration on Friday with plenty of snow,” he said. The Summit Six and quad chairlifts would both open on

Friday, accessing intermediate and advanced terrain, as well as some off-trail terrain. The Magic Carpet, for beginners, would also open, as well as the new Sky High Terrain Park which would open with some small features. Coveted first-on-the-chair Tshirts and champagne may see skiers and snowboarders waiting from the early hours of Friday to board the Summit Six and quad chairlifts.

A man who had trouble remembering where he lived was bailed to a Taumarunui address, following an appearance in the Ashburton District Court yesterday. Wati James Te Rehu, 40, was convicted of wilful damage, threatening behaviour and breaching a community work sentence. The court was told an intoxicated Te Rehu went to the complainant’s home on May 8. When she declined to let him in he used a bottle to smash windows and threatened to kill her. He was sentenced for similar offending in March, and was sentenced to community work. He has only turned up once and 30 hours of that sentence remains outstanding. His lawyer, Michelle Barrell, said Te Rehu intended to complete the sentence. “The road to hell is paved with good intentions,” Judge Joanna Maze responded. She offered a 14- day stint in prison to “clean the slate”, however Te Rehu was adamant he would complete the outstanding hours. “I know he is not going to do it and I know he knows he isn’t going to do it,” Judge Maze said. However she remanded him on bail to make good his promise before he returned for sentencing. It then transpired Te Rehu was not living at the address he had given for bail. “I was there and they just sort of kicked me out,” he finally admitted. It was then established he had no address. During a brief stand down in custody, arrangements were made for Te Rehu to be bailed to a Taumarunui address. He will be sentence in the Taumarunui District Court on July 3.

In brief Evacuation Twenty-one residents were evacuated yesterday from Bainlea House in Rangiora. Canterbury District Health Board, rest-home staff and emergency personnel helped the residents relocate yesterday morning after the building was inundated with water. DHB acting chief executive officer, and executive director of nursing Mary Gordon said the residents were transferred to other homes. The residents were aged between 57 and 97 years old and were evacuated when the building – a dementia Level 3 facility - was flooded after the stream behind the facility breached its bank.

The man whose body was pulled from Wellington Harbour on Monday has been identified. Graham Hutcheon, 57, from Upper Hutt, was believed to be a passenger on an Interislander ferry on Sunday night. Police found his body on Monday afternoon. A post-mortem examination was completed yesterday. “We are continuing to work with the Interislander to establish if he was a passenger on the 8pm sailing on Sunday,” said Detective Senior Sergeant Mike Sears. Police are also searching his vehicle, which was found a short distance from the ferry terminal. - APNZ

Driveway safety has been in the headlines for all the wrong reasons this year, but two safety displays in Ashburton hope to prevent further tragedies. Today council road safety project manager Aileen Campbell and Plunket will showcase at the New World and Countdown supermarket carparks how easy it is to forget about youngsters when reversing out of driveways. Four New Zealand children have died after being hit by a car in a driveway since November and it comes as Ashburton mother Jessica Hayman experienced every parent’s nightmare on May 28 when her three-year-old son Xavier was trapped under a car reversing out of a Bridge Street driveway. Xavier was only a couple of metres ahead of his mother on his small bicycle with training wheels. He was lucky to escape with bruising

and scratches to his knees, but with his legs trapped under the car it could have been a sorry tale to tell. It’s stories like Xavier’s Plunket Car Seat Service Mid-South Canterbury area manager Shirley Falloon wants to avoid with today’s demonstration using carparks and cardboard cut-outs to give motorists an insight into how these accidents happen. “Children from a young age right through to primary school are quite small and more and more of them are using scooters to get to school. They go along at high speeds and can’t stop as easily and can be completely unaware that they could be reversed into,” she said. Drivers needed to be aware that relying on rear vision mirrors was not enough, she said. The display will be in the carparks of Countdown from 12.50pm and New World from 2pm today.

Proof of Mid Canterbury’s major transformation since 2006 was laid bare yesterday. From the district’s 33 per cent rise in the Maori population to its major increase in Asian immigrants, revealing statistics from the 2013 Census were on show at a Statistics New Zealand public seminar in the Masonic Lodge. Statisticians Julie Hammersley, Rosemary Goodyear and Trish Morant hosted the seminar and presented findings from the $100 million 2013 Census which the Government relies on for $6 billion of its spending decisions in education, health, social services and transport, among others. The Ashburton District’s population last year hit 31,041, a 13 per cent rise on 2006, with bold predictions forecasting it to reach 38,000 by 2031. The district is home to 13,761 dwellings, 12.5 per cent up from seven years ago.

Other startling figures showed the median income of Mid Canterbury men was $43,900, $7400 higher than other New Zealand men. Meanwhile, 66.7 per cent of local households were owned by those living in them, while those who are renting pay $220 per week on average. Concerning figures showed 71.5 per cent of Mid Cantabrians had formal qualifications, 8.5 per cent down on the national average, while just 10.6 per cent had a bachelor degree or higher, compared with 20 per cent nationally. Ms Hammersley said that would be down to the high median age of the district which is 39.8 compared with 38 years old nationally. Interestingly, 48.7 per cent of Mid Canterbury couples do not have children, while 40 per cent do. Those in attendance were given the opportunity to question the figures and how they were collated, and were surprised to hear almost 100 people were prosecuted for not participating in the 2013 Census.

The following people appeared before Judge Joanna Maze in the Ashburton District Court yesterday. A man who left the imprint of his footwear on his former partner’s face will appear for sentencing on August 26. Jason Andrew Twamley, 22, of Netherby, was convicted on a charge of assault with intent to injure during his appearance in the Ashburton District Court yesterday. The court was told Twamley and the complainant had been in a relationship. Following an argument he was asked to take his belongings and leave; when he attempted to remove the television the complainant smashed it with a hammer. Twamley responded by slamming her against a wall then pushing her to the ground, where he stomped on her head several times, leaving the imprint of his shoes on her face. Sentencing was delayed to allow time for a restorative justice conference to take place. • Cameron Stuart Menzies, 23, a truck driver of Hampstead, admitted a dishonesty charge. He was convicted and remanded for sentencing on September 15 to enable a restorative justice conference to place. The court was told Menzies’ co-offender, who worked at a local business, sent a text message asking him to collect items from the store, which she would put on “some random account”. Menzies then selected electrical goods to the value of $1263 which were charged to the account. “The nature of sentence will depend on how he puts his back into clearing the reparations ($630) and how he relates to the victim in restorative justice,” Judge Maze said. • A Mid Canterbury farm worker burgled a mechanical workshop because the business had failed to deliver on a job he had prepaid for, an Ashburton District Court judge was told. Aaron Edward Hura and his associates broke into the premises by removing a large sliding door, before removing property worth about $2000. He later sold a set of stolen mag wheels on Trade Me for $400, however guilt got the better of him and he admitted his crime to the complainant in a Facebook message. All the stolen property was recovered and returned to its rightful owner. Hura’s lawyer Marilyn Gilchrist said it was a tit-for-tat crime, committed because Hura was unhappy that the work he had paid for on his vehicle had not been done after several months. Judge Joanna Maze said Hura had taken the law in to his own hands, but had then put things right with the victim, before sentencing him to 50 hours of community work. Hura also admitted a driving while forbidden charge, incurred in February. He was on the way to his son’s birth when he was pulled over by police and subsequently missed the occasion. Judge Joanna Maze conceded he had already paid a penalty in missing the birth, but said she had to impose a six-month period of disqualification. He was also sentenced to 40 hours of community work on the driving matter, to be served concurrently. • A young Ashburton mother will spend the next four months on an electronically-monitored sentence for a sustained attack on another woman.

Dwana Leoni Te Kohutearoha Timu Timu, 21, of Allenton, was convicted of assault and intentional damage. Timu Timu went to the complainant’s address where she punched her to the head several times, pulled her to the floor by her hair and smashed her cellphone. All of this occurred in front of the complainant’s young children. Roz Burnside, who represented Timu Timu, said an attempt at restorative justice had broken down because of the history involved between the parties. She said Timu Timu had been the victim of racial slurs and lashed out. Judge Joanna Maze sentenced Timu Timu to four months of home detention, with a 8pm to 7am curfew. She also ordered her to pay reparations of $130. • Takuta Rata Waititi, 33, of Ashburton, admitted charges of assaulting a woman, cultivating cannabis and breaching a community work sentence. He was convicted and sentenced to nine months’ intensive supervision, to drug and alcohol counselling. The court was told the assault came about as a result of stress and financial pressure, and police uncovered the cannabis while investigating that matter. Judge Maze warned Waititi she would be monitoring his progress and had the power to call him back to court for resentencing if she was not satisfied with his attitude and progress. • Tyrone Jayhan Chapman, 18, a builder of Allenton, appeared on charges of driving while disqualified and breaching community work. He was offered the chance to complete the outstanding 40 hours by working for the Salvation Army for a week, in an 8.30am to 5pm arrangement. If he has completed the hours when he returns to court on July 21, he will be convicted and the matter discharged. “I’m trying to help you here – do not let me down,” Judge Maze told him. Chapman was also disqualified from driving for six months. • A chance find led to a court appearance for Olivia Adele Reeves. The 21-year-old beneficiary was with a group of friends when they found a paper bag containing an engagement ring and a receipt for $350. Reeves took the ring back to the business which sold it, to claim a refund. However, the plot was foiled. She was convicted and remanded for sentencing on September 15, to allow time for a restorative justice conference to be undertaken. • Aaron Christopher Robinson’s altercation with a bouncer in Cromwell in April landed him in the dock of the Ashburton District Court yesterday. The 41-year-old admitted charges of assault, possessing cannabis and drug paraphernalia. He was convicted and ordered to pay $300 reparations on the assault charge and convicted and discharged on the other matters. • Alex Rama Schuster, 22, a freezing worker of Netherby, was convicted and sentenced to six months supervision on an assault charge. • Tyler Croll-Davis, 19, of Ashburton, was sentenced to 120 hours of community work and six months supervision for unlawfully taking a motor vehicle and driving under the influence of alcohol. He must also pay reparations of $1500 for the vehicle he wrote off.

s heavy rain and gales lashed much of New Zealand yesterday, Mt Hutt was revelling in snow. Ski area management made Methven business people happy by setting an early opening date of June 7, one week ahead of last year. However, a warm front with rain dashed hopes of a booming start to the ski season for everyone, not least of all snowmakers who had been working around the clock in their determination to have the skifield open on time. Mt Hutt management had at least tried, showing their commitment to operating if and when at all possible. And by committing to open the ski area as soon as the storm passes, rather than waiting until the weekend as many Methven businesses expected, Mt Hutt is showing skiers, businesses and tourists that it is a recreational facility which can be relied upon. Web cam footage of the snow falling on Mt Hutt will be beaming across the world into the living rooms and workplaces of people around New Zealand, across the Tasman, and the world. In these days of self-planned holidays via the internet, it will hopefully be no time at all before people are planning their trip to Methven, adding to the many bookings ski lodges in the town already have for the 2014 ski season. As trans-Tasman flights into Queenstown increase, it is hoped Methven can continue to hold its own as a family destination, assisted by kids-for-free operated as a joint venture between the ski area and Methven tourism operators. Figures released by Experience Mid Canterbury this week show Mt Hutt brings in a conservative $8 million per ski season to Methven alone. Mt Hutt is certainly doing a great job in keeping up a high standard of ski area operation, exemplified also by on-mountain improvements this year totalling over $2 million, including a new terrain park, road improvements, ski run improvements, new triple chair base station and rope, and two new groomers.

Wakanui and Lauriston School were the two schools involved in the concert. However, Mt Hutt College were not able to attend the event. Standing for council office?

F

or those contemplating standing for local government, unless extraordinary vacancies occur, there is plenty of time to think about it. The next election is not until Saturday, October 8, 2016. In terms of what elected members do, the role of Ashburton’s Mayor is reasonably well understood by most. The mayor is elected for a three-year term by all the district’s eligible voters. The mayor represents the whole district; is the figurehead of council; chairs council meetings; and is the usual spokesperson for council. The mayor has a role in supporting and assisting councillors, and under recent legislative changes, can lead the development of plans, policies and budgets. Under the same new legislation, the mayor can also appoint the deputy mayor and the chairpersons of council committees. Ashburton’s Mayor, Angus McKay has opted not to use these new powers, preferring instead to have plans, policies, budgets, and appointments worked through and agreed by the full council. There are 12 councillors on the Ashburton District Council. Seven in the Ashburton Ward; three in the Eastern Ward; and two in the Western Ward. All are elected for a three

year term. At least every six years the council has to carry out a Representation Review. This includes looking at the number of councillors we should have. The last review was carried out in the 2011/12 year. The role of the mayor and councillors is to collectively set policy, make decisions and to monitor the performance of the organisation. Some believe they are elected to reflect the collective will of the people in the district; others believe they are elected to use their own judgement to represent the people. The Local Government Act 2002 embodies the notion of participatory democracy, with requirements for elected members to inform themselves of the views of their communities. But the requirement to use their own wisdom is also highlighted under the Act. When they take office for their three year term, they take the following oath: “I, (name), declare that I will faithfully and impartially, and

according to the best of my skill and judgement, execute and perform, in the best interests of the Ashburton district, the powers, authorities, and duties vested in or imposed upon me as (Mayor or as a member) of the Ashburton District Council, by virtue of the Local Government Act 2002, the Local Government Official Information and Meetings Act 1987, or any other Act.” All councillors are accountable for the decisions the council takes, whether they agree with them or not. When making decisions they represent the whole district, not just their Ward. The mayor and councillors’ role is one of governance. The word ‘governance’ comes from the Latin word gubernare meaning ‘to steer’. In the local government context, our mayor and councillors steer the direction of the council. There is a strong ethical expectation that they conduct their business with a spirit of integrity, honesty, transparency, openness, independence, good faith, and service to the public. The governors of the council are responsible for setting the tone. The mayor, councillors and the council need to comply with the law and show that they are acting within the law. That includes the common law,

requiring public decision making to be procedurally fair and free from conflicts of interest, as well as the Local Authorities (Members’ Interests) Act 1968 which deals with elected member pecuniary conflicts of interest. They only have one employee; that’s me. I employ all the other council staff and contractors to carry out the operational and administrative work that is required. As well as ensuring the efficient and effective management of activities I am required to provide the mayor and councillors with advice. There is absolutely nothing wrong with a councillor asking me to provide advice before an important decision is made. In giving free and frank advice I try to ensure it answers the questions that have been raised; is logical; accurate; considers options and the views of others; is practical; embodies sound business acumen; and is appropriately presented. Sitting through a council meeting or two beforehand to get an idea of what the mayor and councillors do, and the wide range of business that is conducted, is always a good idea if you are thinking of standing for office. Young mothers kidnapped Suspected Boko Haram gunmen kidnapped at least 20 young mothers near a town in northeast Nigeria where more than 200 schoolgirls were abducted nearly two months ago, sources say. There were conflicting reports of how many women were abducted from the nomadic settlement near Chibok in Borno state, with one local leader yesterday putting the number as high as 40. But the latest kidnappings, which happened on Saturday in and around the village of Garkin Fulani, eight kilometres from Chibok, were the latest in a spate in the area. “Available information revealed that the gunmen came around noon and abducted 20 women and three young men left to keep watch on the village,” said Alhaji Tar, of a local vigilante group. “All the males in the settlement were away in the bush with their herd (of cattle) for grazing when the abductors came to the village.” There was no immediate indication of where the women were

taken and there had been no contact from the kidnappers. A local official of the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) said 40 young mothers were singled out and put into vehicles before being driven to an unknown location. MACBAN is the umbrella organisation of the nomadic Fulani cattle herders in Nigeria. Similar kidnappings for ransom have been going on in the area for some time but locals were too afraid to speak out in fear of reprisals from the Islamist militants, the official said. “This is not the first time women are being kidnapped in this area and only released when we pay cattle ransom to the kidnappers. It has happened several times,” said the official. “They come and go door-todoor bringing women outside and select young women and take them away in their vehicles and demand between 30 and 40 cows for their release,” he ex- AFP plained.

Airport attack over The second attack on Pakistan’s Karachi airport in as many days has ended without casualties, officials say, but with the escape of the two gunmen involved. “It was not such a big attack, two people came towards the Airport Security Force checkpost and started firing,” Colonel Tahir Ali, a spokesman for the force told reporters yesterday. “Nobody has been killed or injured,” he added. - AFP

Jury urged to disregard fame Veteran entertainer Rolf Harris may have had a glittering 60-year career, but he must answer to his criminal charges in the same way as anyone else, the jury at his indecent assault trial has been told. Jurors at Southwark Crown Court were urged to judge the 84-year-old on the evidence against him, not on “who he is”. In her closing speech at the trial yesterday, prosecutor Sasha Wass QC told the jury of six men and six women that the “untouchable, world-famous children’s entertainer” had showed a pattern of “deviant sexual behaviour” on a number of victims who had no reason to make up their claims. “In the courts of England and Wales all men are equal before the law,” Wass said. “You can’t buy your way out of a criminal charge, you can’t bully your way out of a criminal charge, and you certainly can’t sing your way out of a criminal charge.” Harris is standing trial for 12 counts of indecent assault on four women between 1968 and 1986, all of which he denies. Wass said that allegations by a friend of his daughter that he had abused her over 16 years sparked the beginning of an investigation into Harris. She said the woman finally went to police in November 2012 - 34 years after she was allegedly first abused - adding: “And so began the investigation into the seemingly untouchable, world-famous children’s entertainer. “Thereafter police investigations uncovered more and more women who felt able to come forward and describe what Rolf Harris had done to them when they were young and vulnerable and impressionable. - PA

A Hong Kong woman accused of torturing her Indonesian maid in a case that sparked international concern has denied all the charges against her. Law Wan-tung, a 44-year-old mother-of-two, was arrested in January for seriously wounding Erwiana Sulistyaningsih, her former domestic helper. Prosecutors have said she turned household items such as a mop, a ruler and a clothes hanger into “weapons” against her maids. Erwiana, who said she suffered months of abuse, left Hong Kong in January and was admitted to hospital in Indonesia, emaciated and in a critical condition. - AFP

Killers ‘anti-government’ A gun-toting couple reportedly linked to anti-government militias killed two US cops execution-style and left a swastika on the bodies, in America’s latest chilling shooting rampage. The couple shot the police in cold blood at a Las Vegas pizza restaurant, before killing a civilian at a nearby Walmart and then committing suicide. Jerad and Amanda Miller saw police as Nazistyle oppressors, and claimed links to a Nevada cattle rancher who won a high-profile stand-off with authorities two months ago with the help of pro-gun militias. - DPA

Rik Mayall dead British comedian Rik Mayall, who found fame in the cult series The Young Ones, has died aged 56. The star, whose portrayal of puerile anarchist Rick in the BBC comedy endeared him to a generation of viewers in the 1980s, became one of Britain’s best-known comic actors. He also appeared in Blackadder alongside Rowan Atkinson, as a cynical politician in The New Statesman and was reunited with Young Ones co-star Ade Edmondson in Bottom. In 1998, he survived a potentially fatal accident on a quad bike but had been working until recently. Mayall’s death was confirmed by his management company yesterday without further details. - AFP

The options for when to test are pre-employment, post incident/accident, reasonable cause and random. Not all of these are appropriate for every workplace. For example the ERA has ruled previously that ‘random testing’ is only appropriate in safety sensitive workplaces. As a minimum we recommend pre-employment testing – it is much easier to weed them out (no pun intended) before they become your employee. Simply putting in your job advertisement that you conduct pre-employment testing will ensure that many nonsuitable applicants will not even apply. The cost of testing is relatively small, particularly compared to the cost of managing an employee out of the business or the cost of an injury. The final word of advice – if you do have a policy make sure you follow it. Failing to do so is likely to be costly.

Drug testing at work C arter Holt Harvey (CHH) has been told they misused their Drug and Alcohol policy and they are to compensate 76 union members who were subjected to compulsory drug tests. CCH found two cannabis plants growing in the grounds of their sawmill near Nelson. They decided this was ‘reasonable cause’ to drug test all 190 of their employees. The site union objected, and despite the company knowing they were testing outside their own policy, they continued to test everyone. It is not surprising the Employment Relations Authority (ERA) ruled against CHH – they breached their own policy. So how can employers keep

ICT spokesman Gareth Hughes said other countries were already investing heavily in digital manufacturing and New Zealand risked being left behind. Gourmet burger operator BurgerFuel says regulatory hurdles in the United States mean it will be at least six months before its franchises can be offered there. The Auckland company and the founders of the Subway sandwich chain this year finalised a partnership deal which BurgerFuel aims to use as it pushes to open 1000 new stores in new markets, including the US, over the next eight years. “There are considerable regulatory requirements to overcome to enable us to offer a franchise concept in the US and we are working on these processes to ensure entry can occur as soon as possible,” the company said. BurgerFuel yesterday reported a net profit of $400,656 for the year to March 31, down from $1.1 million a year earlier. The company said the drop in

profit was a result of investments to drive future growth, which the market had been told about. BurgerFuel said group operating revenue - what the listed franchisor earns from franchisees’ royalties - rose 20 per cent to $14.4 million. Total system sales, which include the revenue of franchiseowned stores, rose 34.3 per cent to $66.2 million, the company said. BurgerFuel opened 12 new restaurants during the year, compared with eight in the previous year, taking the total number of outlets to 56 on March 31. The company has been expanding in the United Arab Emirates and Saudi Arabia, as well as New Zealand, and opened its first store in Egypt last month. BurgerFuel’s first store in Kuwait is expected to open this month or next. Its share price closed down 1c at $2.51 last night. - NZH

A former Forsyth Barr stockbroker who poured $460,000 into a nowfailed internet business says he was unaware of its tax debt. Rowan Johnston told the High Court at Auckland yesterday that he would never have bought into NZNet had he known about the Inland Revenue debt, nor would he have lent more money to the internet provider. Johnston is one of three men being chased by NZNet Internet Services’ liquidators for compensation after the company collapsed in 2011 owing creditors more than $1.1 million. - NZH

One -pot recipes

W

hen meal preparation time is short and clean up time is even shorter, it’s great to have a ready supply of one-pot meals that can be whipped up without too much fuss. A meal in a pot doesn’t have to sacrifice taste or nutritional value, as with most, extra vegetables can be added if needed. Serve with crusty bread and most will satisfy even the hungriest diners.

One-pot Moroccan lamb 1T oil 750g diced lamb 500ml beef or chicken stock 2 small onions, chopped 1/2 C pitted prunes, halved 1/2 C dried apricots, halved 1t ground ginger 1t ground cinnamon ■ Heat the oil in a large saucepan. ■ Add the meat in small batches, and cook over medium heat for 2 minutes, or until well browned. Return all the meat to the pan. ■ Add the stock, onion, prunes, apricots, ginger and cinnamon to the saucepan and season with salt and pepper. ■ Bring to the boil, then reduce the heat and simmer, covered, for one hour, or until the meat is tender. ■ Garnish with toasted slivered almonds, if desired, and serve with rice.

Pumpkin pasta bake 1t oil 1 large onion, chopped 3 cloves garlic, crushed 100g lean bacon, diced 1 red capsicum, diced 1 pinch chilli flakes 3C diced pumpkin 2C chicken stock 1 sprig rosemary 400g can lite evaporated milk 300g macaroni or other small pasta 90g grated low-fat cheese salt and pepper 1C fresh wholemeal breadcrumbs a little extra cheese, for topping

■ Heat the oil in a large frying pan. ■ Add the onion, garlic, bacon, capsicum and chilli flakes. ■ Gently fry until the vegetables and bacon are soft. Add the pumpkin and half the chicken stock. ■ Cover and simmer gently until the pumpkin begins to soften. Crush it a little with a fork and then add the remaining stock, the dried pasta and lite evaporated milk. ■ Stir well then add the rosemary. ■ Simmer gently until the pasta is tender and the liquid absorbed. ■ When the pasta and pumpkin are tender, remove the rosemary sprig and stir in the grated cheese. Season with salt and pepper to taste then smooth over the top. ■ Sprinkle on the breadcrumbs and a little extra grated cheese. Brown under a heated grill until golden and bubbling. ■ Serve with a crisp salad.

Mince and rice 1T canola oil 1 large onion, finely diced 2 cloves garlic, peeled, chopped 1T grated fresh ginger 400g lean lamb or beef mince 2t curry powder 2t garam masala 1/2 t chilli powder 1/2 t whole cloves 1/2 t ground cinnamon 2 bay leaves 3-4 whole cardamoms, crushed 1C long-grain or basmati rice 400g can chopped tomatoes in juice 2C liquid chicken stock salt and pepper to taste toasted slivered almonds and currants chopped fresh coriander ■ Heat oil in a large non-stick frying pan. ■ Add onion and garlic. ■ Cook, stirring frequently, for about 5 minutes, or until onion begins to brown. ■ Stir in ginger and mince. ■ Break up any lumps and cook, stirring frequently, until mince has lost its pink colour. ■ Add seasonings. Cook for 1-2 more minutes then add rice, tomatoes in their juice and stock. ■ Break up tomatoes and bring mixture to the boil. Reduce heat to a gentle simmer.

Pumpkin pasta bake. ■ Cover and cook, stirring occasionally, for about 15 minutes, or until rice is tender. ■ Season with salt and pepper then serve. ■ Garnish with a sprinkling of almonds, currants and coriander.

Spanish chicken 2T olive oil 3 red onions, coarsely chopped 3 cloves garlic, coarsely chopped 2 (400g) tins peeled whole tomatoes 400g tin chickpeas 500ml water 2t paprika 1t chilli flakes salt and pepper to taste 2 carrots, peeled and cut into chunks 1 potato, peeled and cut into cubes 4 chicken thighs 125g Spanish chorizo sausage, casing removed and thickly sliced ■ In a large saucepan, heat oil. ■ Stir in onions and garlic. ■ Fry about 5 minutes stirring once or twice until onion softens. ■ Pour in tomatoes, chickpeas and water; add paprika, chilli flakes and season with salt, and pepper. ■ Stir in carrots and potatoes, then place chicken thighs skin-side up on top of the vegetables. ■ Bring to a boil over high heat, then reduce heat. ■ Cover and simmer until the chicken is tender, about 25 minutes. ■ Preheat oven to 200 degrees C.

■ Remove chicken from the stew and set aside. Stir in the chorizo slices, then pour the stew into a baking dish. ■ Place the chicken thighs on top, skin-side up. ■ Bake in preheated oven for about 15 minutes, until the stew thickens and the chicken skin is crisp.

Chickpea casserole 1C spiral pasta 1T oil 1 small onion, chopped 1 clove garlic, crushed 410g can tomatoes 400g can chickpeas 2T fruit chutney 1t Worstershire sauce 1T chopped fresh parsley 1 carrot, thinly sliced 200g broccoli (1 head), chopped 1 courgette, sliced yoghurt ■ Cook pasta in boiling water until tender, drain well. ■ Heat oil in a pan, add onion and garlic and cook, stirring, until the onion is soft. ■ Stir in undrained chopped tomatoes, chickpeas, chutney and sauce. ■ Simmer until the liquid is reduced slightly. ■ Stir in the parsley and vegetables. Bring to the boil and simmer until the veges are tender. ■ Add low-fat natural yoghurt to drained pasta, then combine into casserole and warm together.

Beyond the Garden will open at Terrace Downs Resort later this month. The exhibition will showcase a collection of floral paintings by Amber Emm of Auckland. A full-time artist since 1998, Ms Emm formerly qualified as a signwriter, setting her up with excellent brush skills and an eye for detail. Starting with watercolours then moving on to using acrylics, she now works with oils, producing an easily recognised signature style of highly detailed realism and strong contrasting lights. As well as painting for galleries, she teaches adults painting at Auckland’s Kumeu Art Centre. Terrace Downs Art Director Rachael Inch said the coming exhibition would appeal to a lot

of people, regardless of whether they liked floral paintings. “This exhibition collection is really quite something, taking you on a journey beyond the garden into the world of nature’s beauty,” she said. “Magnified petals of gentle rhododendrons take the spotlight alongside glowing garden hydrangeas and delicate orchids; a bunch of soft pastel gerberas complement the brilliance of the larger than life pink peonies. “The collection will entice all lovers of beauty and flowers alike. While the subjects are often traditional flowers, they are painted with a contemporary look.” The exhibition opens June 26 at 6.30pm, to be seated by 7pm. Tickets for the opening night are $35 per person which includes a set three-course meal and a complimentary beverage

The performance is part of the Christchurch Pop Up Concert Series, launched in 2012. It was launched to support local communities and pro-

vide a concert platform for local concert artists who found themselves “homeless” following the loss of theatres and performance venues. It has since then seen fullhouse performances, attracting audiences and visitors from around Christchurch, Canterbury and further afield. Neesham in elite company Jimmy Neesham has joined a unique list in test cricket after scoring his second test century on day two of the opening test against the West Indies at Sabina Park. Neesham became just the eighth player in the history of test cricket to score centuries in his first two tests - and the first to do it against two different opponents. He was eventually dismissed for 107, caught behind off the bowling of spinner Sulieman Ben. Neesham and BJ Watling put on 201 for the sixth wicket to put New Zealand in a strong position during the final session after West Indies spin bowlers did the damage before lunch. Watling fell 11 runs short of his fourth test century and the chance to score back-to-back test tons as New Zealand declared on 508 for seven. Tim Southee hit a quickfire 21 from seven balls, including two sixes to get the Black Caps past 500.

Halpenny a new Fern As the traffic crawled along Auckland’s Southern Motorway in rush hour on Monday night, it is safe to say there wasn’t a happier commuter than Magic shooter Ellen Halpenny. Having just landed back in Auckland following the Magic’s dramatic one-goal win over the Swifts at the weekend, the drive back to Hamilton was made all the more bearable for Halpenny after receiving a phone call from New Zealand coach Waimarama Taumaunu, who informed the youngster she had made the Commonwealth Games team. “It’s been such a huge 48 hours,” Halpenny said at yesterday’s team naming. “Wai rang me and told me the news and it was just amazing. Savea ‘weapon of destruction’ By Patrick Mckendry As England continue to puff themselves up with self belief, one All Black above all others has the potential to pierce that bubble in the most brutal possible way - Julian Savea. Coach Steve Hansen will hope that his left wing overcomes his knee complaint this week in order to be fit to play under the roof in Dunedin on Saturday because, not only does Savea have an extraordinary strike rate of test tries - 19 in 20 tests, including a hat-trick on debut he has the size and strength to be able to make something from nothing. Until Conrad Smith scored in the final three minutes of last weekend’s Auckland arm-wrestle, both elements were conspicuous by their absence for the home side. The longest Savea has gone without scoring a try is two tests.

He has scored two tries in each of his two tests against England - the defeat at Twickenham in 2012 and narrow victory at the same venue last year. His final score, set up by a Ma’a Nonu offload, helped the visitors regain their lead before an Aaron Cruden penalty sealed the win. Hansen’s backline at Eden Park was not notable for its physical presence, Ma’a Nonu apart. Ben Smith and Cory Jane, are, as Hansen would describe them, “whippets”, Savea, meanwhile is a “beast” - again, the coach’s description. Ben Smith does have the ability to break tackles - and his slightness can mean he is often under-appreciated by opposition defences. Savea, however, looks like a wrecking ball and plays like one. razil here we come. It sounds like such a cliché, but there is no better way to sum up my excitement as I am boarding the plane to South America for the football World Cup. I have covered several World Cups, Olympics and other major sporting events, but the prospect of experiencing the greatest show on the planet in the sentimental home of football, was too much to resist. New Zealanders think rugby is our national religion, but our passion and emotional connection with the All Blacks pales into insignificance with how Brazilians experience the games of their Selecao, or The Squad. It is not just coach Luiz Felipe Scolari, but also politicians and local police chiefs who will worry whether the team can deliver the country’s sixth World Cup. At home, with arguably the most talented squad at the tournament there can be no excuses. Furthermore, Brazilians demand their team extinguish the shame and the pain of the 1950 World Cup when the country hosted the tournament, but was stunned by Uruguay in the decisive match. The mammoth Maracana stadium in Rio will again play host to the final, but the new-look arena no longer holds 200,000 fans, but a modest 80,000 seats. Nonetheless, the opportunity to witness a World Cup match, and hopefully the final, at this sacred football ground, is the stuff of dreams for a football fanatic like myself. The formbook says Brazil will be hosting Germany or Spain in the final, but the football World Cup is a different cup of tea from for example the Rugby World Cup, as all 32 teams deserve re-

spect. Who can forget how the modest boys Coen Lammers AT THE WORLD CUP from New Zealand astonished the whole footballing world four years ago in South Africa, so not one single game in the tournament can be considered a foregone conclusion. If Brazil wins group A, as expected, it will play the runner-up of group B, which could be either Spain, the Netherlands or Chile, the form team in South America. That second-round match may prove a decisive chapter in the narrative of this World Cup. First though Brazil has to get past the hype and the Croatian team in the opening match in Sao Paulo on Friday morning (NZ time). Ever since an historical spat with a previous national coach over one of their local players some 40 years ago, fans in Sao Paulo are known to be sceptical of their team. But then again, if the current subway strike hasn’t been sorted, most of them won’t even make it to the Arena Sao Paulo, a stadium which itself is barely finished. The strike is yet another chapter in string of riots, protests, budgetblowouts and other scandals that have hampered this World Cup. Once the ball starts rolling though, most locals expect the nation to close ranks behind the boys in the famous yellow shirts. Brazil is a powder keg waiting to explode, either in a riot or the biggest samba celebration ever seen.

The LAPP specifies where in the district retailers of approved psychoactive products (more commonly known as “legal highs”) may be located. Although the Government has recently revoked all approvals for psychoactive products and licences to sell them, it is likely that some of these products will return to the market in 2015. Council needs to be prepared for when this happens, so has continued with development of its LAPP. Council wants to hear what you think of the proposed policy. Review of Transportation and Parking Bylaw

Winchmore Water Supply Closure Referendum

The Ashburton District Council adopted draft amendments to the Transportation & Parking Bylaw on 8 May 2014. The bylaw sets controls for parking, traffic and the use of roads within the district, excluding state highways controlled by the New Zealand Transport Agency.

Under sections 52 and 54 of the Local Electoral Act 2001, I give notice that on Thursday 14 August 2014, the Winchmore Water Supply Closure Referendum will be held under the First Past the Post electoral system by postal vote.

The draft amendments to the bylaw are now open for public comment, and Council wants to know what you think of the proposed changes. Copies of the full draft Transportation & Parking Bylaw, related documents and submission forms are available on the Council’s website or from Council offices, Rakaia Mobil and the Methven i-SITE. The referendum, required under section 131 of the Local Government Act 2002, is being held to determine whether or not the Winchmore water supply is to be closed. The referendum is binding and if 75% or more of the votes cast are in favour of the closure, the Winchmore Water Supply will close. If more than 25% of the votes cast are against the closure, the Winchmore water scheme will remain open. Electoral Roll The Electoral Roll to be used for the referendum closes at 4pm on Wednesday 18 June 2014 and can be inspected during normal business hours from Wednesday 21 May 2014 at the Ashburton District Council Offices, corner Baring Square West and Havelock Street, Ashburton. Zakharia Derrick won gold at the South Island Taekwondo championships in Invercargill but it was the silver medal performance of a fellow competitor that stole the show. First time competitor Abby Brownlie picked up the silver after an impressive debut. In her first fight at her first tournament, 13-year-old Brownlie won by knockout against a 17-year-old opponent. “It was getting to the end of the bout and I was losing,” Brownlie said. “All I could hear was my sensei yelling ‘we didn’t come all this way

So as my opponent advanced I kicked her in the head.” The legal blow to the head dazed her opponent, but she beat the standing eight count and after being given the go-ahead by the referee she advanced on Brownlie again. “She beat the count and started to come forward but I just kicked her in the head again.” The second kick ended the fight and Brownlie advanced to the final

where she put up another strong fight, but eventually went down by one point to settle for silver in the yellow belt grade. Brownlie has three years of training experience but had never fought competitively. “I was pretty excited all morning but just before the fight I started to freak out a bit.” With the experience under her belt, she plans to go one better at the national championships in September in Christchurch. Derrick had one fight and came out on top of the tough opponent to take blue belt grade gold at the South Islands, and will look to double his gold tally at the nationals.
