duty under the Equalities Act 2010 to promote equality of opportunity. We intend to go beyond the minimum requirements of the Act, recognising that socio-economic status and education can be barriers to engagement – for audiences, for artists, and for the wider workforce. In particular, we need to make entry routes into employment, and opportunities for people to further their careers, fairer and more accessible to all. This is as true for the leadership and governance of the sector as it is for those entering the workforce. We know there is much still to do. Low levels of pay can present barriers to some people entering the workforce and furthering their careers. To address this, we will build upon the success of our internship guidance, while acknowledging the financial pressures on the sector and the scarcity of resources that organisations can face. The organisations that make the strongest contribution to our goals are well-led, and have leaders who understand their role in the communities in which they operate. More needs to be done to strengthen the skills and the diversity of governance and leadership of arts organisations. For instance, most boards do not give enough attention to intelligent succession planning for cultural leaders, on which an organisation’s fortunes can turn. We want to see the leadership and governance of arts and cultural organisations include a range of new voices that can shape and offer different perspectives on the future direction of the sector.
