The Arizona Department of Gaming (ADG) announced that it has allocated an event wagering operator license to Fanatics Betting and Gaming as the designee for Tonto Apache Sports Betting, an organization of the Tonto Apache Tribe.

On January 16, 2024, ADG announced that it would begin accepting applications for available event wagering licenses, which included one event wagering license reserved for Arizona Tribes and no less than one event wagering license reserved for Arizona Sports Franchises.

Bettors in Arizona wagered just under $706.4 million on sports in January of 2024, according to a new report by the Arizona Department of Gaming. This represents an approximate 19.5% increase when compared to January of 2023. The state collected approximately $4.6 million in privilege fees in the month.

Information That Every Arizona Gambler Should Know

Q: How many Tribal gaming casinos are there in Arizona?

A: Currently, there are 25 Class III facilities in Arizona, operated by 16 different Tribes. Those Class III casinos may offer “Las Vegas style” gaming activities such as electronic games, craps, roulette, blackjack, keno, poker, etc. and are co-regulated by the Arizona Department of Gaming and by the Tribal Gaming Office of the Tribe that owns the casino. There are two Class II facilities in Arizona that are regulated solely by the Tribe that operates the facility with oversight from the National Indian Gaming Commission under the Indian Gaming Regulatory Act.

Q: How many types of regulated gaming are there?

A: There are three classes/types of gaming: Class I: Social games played solely for prizes of minimal value, or traditional forms of Indian gaming engaged in by individuals as part of, or in connection with, Tribal ceremonies or celebrations. Class I gaming on Tribal lands is exclusively regulated by Tribal ordinances. Off of Tribal lands, Arizona state law governs gaming between individuals.

Class II: Limited to bingo or gambling devices that are based on the game of bingo and regulated by the Tribe with oversight provided by the federal government through the National Indian Gaming Commission. Players will know they’re playing a Class II game because there will be a bingo card featured on the gaming device. The Arizona Department of Gaming has no jurisdiction over Class II gaming facilities.

Class III: Full “Las Vegas style” casino gaming that includes slot machines, table games, keno, poker, etc. and are co-regulated by the Arizona Department of Gaming and by the Tribal Gaming Office of the Tribe that owns the casino. Class III gaming requires the Tribe operating the casino to enter into a valid TribalState Gaming Compact with the State before it may operate the casino. Class III casinos may not offer casino games that are not authorized by State law or specifically allowed in the Compact. The Amended Tribal-State Gaming Compacts were signed into law by Governor Doug Ducey and the Arizona Tribes on April 15, 2021 and became effective on May 24, 2021.

Q: What is the Tribal-State Gaming Compact?

A: Arizona’s current Tribal-State Gaming Compact sets forth the types of permitted casino games, the technical standards for the gaming machines, it authorizes the State to inspect casinos and gaming devices, requires background investigations and licensing of casino employees and vendor companies, and it requires Tribes to contribute a portion of their net gaming revenues to state and local governments.

Under the Compact, a maximum of 1,400 gaming machines are authorized at each gaming facility but also allows for the use of Transfer Agreements. Additionally, the Compact allows for 100 card game tables at gaming facilities located more than 40 miles from any municipality with a population of more than 400,000 persons and 150 card games at gaming facilities located within 40 miles of a municipality with a population of more than 400,000 persons. As of January 1, 2022, there were approximately 550 card and table games in operation.

Q: What are the minimum payouts in Arizona?

A: Class II payout percentages are set solely by the Tribe and any changes to them are approved by Tribal regulators. Class III gaming devices, according to the Tribal-State Gaming Compact, requires that each game shall theoretically pay out a minimum of 80% for games requiring no skill, such as slot machines; 83% for games requiring some skill, such as video poker; and 75% for keno video games. Note: payout percentages are over the expected lifetime of a gaming device.

Q: Who do I contact to dispute a payout?

A: Class II: Contact the facility operator and the appropriate Tribal Gaming Office to address disputes. You can also direct your disputes to the National Indian Gaming Commission’s Phoenix Regional Office at 602-640-2951. Class III: If a patron is unable to resolve a dispute with the casino, the patron has the right to contact the Tribal Gaming Office. Understanding Standard Deviation And Its Effects On Your Bankroll

know you were enjoying a nice streak of several months with no probability or math in my column. However, understanding standard deviation will help you get a grip on your bankroll. Honest!

So, here’s a primer with a quick answer to whether it’s worth the trouble to learn Basic Strategy in Blackjack. Yes, it is. If you learn and implement the optimum strategy, you’ll play at a tiny 0.5% disadvantage on standard Arizona Blackjack with no bonus bets. A single hand costs you five cents. Play 100 hands and your average cost to gamble is about $5.

However, standard deviation explains more. Its expectation is often shown with a bell curve. The top of the bell is the mean or average value. In our gaming example, the standard deviation represents the number of units on each side of the average, showing wins and losses. With a low standard deviation, the results are clustered close to the mean. With a high standard deviation, the results get farther away. Think of this as your nightly win or loss. Low variance, such as Blackjack with Basic Strategy, yields a 1.14% deviation.

The empirical rule states that 68% of results will be within one standard deviation, so your win or loss will be just a 1.14 deviation of that 0.5% disadvantage multiplied by the square root of hands played.

Finally, the square root of 100 hands yields a standard deviation of 11.4 units. So, 68% of the time, you can expect a loss of just under $6. And 95% of the time, you’ll get within two standard deviations, or 22.8 units, representing about $12.

WHY YOUR RESULTS ARE SKETCHY

Everyone reading this now says, “Wow, if I could only play Blackjack for two hours and lose just $12, I’d be thrilled.” Right? But most people can’t play to those results because they raise their bets sporadically, tip the dealer and cocktail waitresses in chips, make the occasional mistake, and wager on the bonuses. Those added extras are the cost of enjoying your game and the company.

For beginners and players who don’t know Basic Strategy, the house edge is probably closer to the even-money wagers on Roulette, or 5.26%. If that’s the case, 100 plays at $10 each will end at an average loss of $52.60 in the long run.

However, the standard deviation is more dramatic and closer to s a 97% wager session will ll catch a or take a serious loss that’s way out of whack. Still, knowing that your average expectation of playing Basic Strategy is closer to plus $34 and minus $24 and that playing without it is ten times more volatile and expensive might make you reconsider learning a little Blackjack theory.

As for standard deviation, it’s tougher to calculate than just looking at the house edge. For instance, Ultimate Texas Hold 'Em is very popular in Arizona, and the house edge on the Ante wager is only 2.19%, but the standard deviation is 4.94 which is much higher than with Blackjack.

Bottom line expect your results to vary, often! $

Emotions Have No Place In The Game Of Blackjack

Ihave been playing quite a bit of Blackjack recently and I’m surprised at how many players don't have control of their emotions and go on tilt when they lose!

First of all, let me emphasize that emotions have no place in the game of Blackjack. Before you sit down to play, you have to understand that you will have losing sessions, everybody does. I recommend that you obtain a small notebook and record every play session how much you win or lose. That way you will have a realistic outlook on the game and what to expect. Despite what people tell you, nobody wins every time they play. So start with the proper attitude "I want to win" or even “I will win” but in the event it doesn’t happen, take the loss and look forward to a better experience during your next play session.

If you’re prone to go on tilt, take what you can afford to lose at the casino and nothing more! Leave your ATM and credit cards at home. There are so many factors involved with gambling like timing, luck, attitude, energy, the current environment, etc. If you lose, accept that something was off, it wasn't your day and come back another time.

Recently, I was at the table with a guy that bought in for $1,000. He played $100 a hand and 20 minutes later, when he ran out of chips, he bought in for another $1,000. Instead of playing $100 a hand like he was playing before, he put it all on one hand for $1,000. He lost.

I could tell this guy’s emotions were getting the best of him. This time he pulled out $2,000 and played two hands each for $1,000. He received a ten on one hand and eleven on the other against a dealer’s six. He pulled out another $2,000 and doubled down on both hands making twenty on both. Unfortunately, the dealer flipped over his hole card, which was a five, and hit it with a ten for twenty-one. The man started yelling at the dealer. Needless to say, this man had gone on tilt.

First of all, never yell at the dealer. They don't have anything to do with what cards you get they are just dealing the cards. In fact, you will find that most dealers are rooting for the players. They know that losing players don't tip and winning players do. I can understand that the guy was upset he lost $6,000, but he only had himself to blame. He obviously changed his playing style to try and “win back” some of the money he lost. Furthermore, had he not taken as much money with him to the casino he wouldn’t have lost as much.

The game of Blackjack has a very small house edge of about 0.57%. However, when you put all your money on one hand, you only have a 44% chance of wining because you have a 48% chance of losing and an 8% chance of pushing.

The man playing next to me would have had a much better chance of winning if he had continued playing $100 a hand, kept his emotions out of the game and had some patience. I'm sure that player has had sessions in the past where he made those bets and won. It’s those kind of results which reinforce that type of behavior and unrealistic expectations, but when it’s not your day you have to learn to accept it and come back another time.

When you go on tilt, like that guy did, you let your emotions get the best of you and you don't use good judgement, usually with severe consequences. I bet later on that evening he was upset with himself but by then it’s too late to gain control of your emotions. Blackjack is a fun game and you can make some money playing it, but when you lose control of your emotions it's not just yourself you’re hurting because it’s not fun for the other players or the dealer either. $

Arizona Dominates The List With Four Cities In The Top Ten

Some people, unfortunately, have no choice but to drive during rush hour traffic which is dictated by their work schedules. However others, like those that work from home, who are retired or have flexible work schedules, may want to consider avoiding the roads during certain times of the day. Not only can driving during rush hour traffic be excruciating but in Arizona it could prove to be deadly!

A new study has revealed the deadliest cities for driving in during rush hour. The study, by Las Vegas injury lawyers H&P Law, broke down FARS (Fatality Analysis Reporting System) data for the past five years, looking geographically at the total fatal accidents on the roads between the hours of 7 a.m. to 9 a.m. and 5 p.m. to 7 p.m.

In first place is Winston-Salem, North Carolina, where rush hour fatalities account for almost a third (32.26%) of all traffic fatalities. Of the total 124 fatalities on the roads within the city, 40 of those were during rush hour. The proportion of rush hour fatalities within Winston-Salem is almost, shockingly, 40% (39.08%) higher than the national average of 23.19%.

Scottsdale, Arizona, ranks second on the list, seeing rush hour accidents account for 30.39% of all fatalities 31.04% higher than the national average of 23.19%. Breaking it down, 102 deaths occurred on the roads of Scottsdale, with 31 of those occurring during rush hour.

In third place is Fort Wayne, Indiana, where 30.16% of all fatal accidents happen during rush hour. Of the total 126 fatalities on the roads of Fort Wayne, 38 of those occurred during rush hour. Fort Wayne’s share of deaths during rush hour is almost a third higher (30.16%) than the national average of 23.19% of road fatalities occurring during rush hour.

Fourth place goes to Mobile, Alabama, where rush hour road accidents account for 30.16% of all fatal accidents within the city, 29.94% higher than the national average. 146 fatalities occurred on Mobile’s roads, with 44 of those occurring during rush hour. And Aurora, Colorado is in fifth place, with 28.3% of all fatal road accidents occurring during rush hour.

Eighth place goes to Phoenix, Arizona, where 28.01% of all fatal road accidents occurred during rush hour. In ninth is El Paso, Texas, where rush hour fatalities accounted for 27.94% of all road fatalities within the city.

Rounding out the list in tenth place is Mesa, Arizona, where rush hour fatalities accounted for 29.71% of all road deaths within the city.

Interestingly, throughout all cities, the average proportion of fatal accidents found to occur during rush hour was 23.22% of all fatal accidents, meaning that the accidents within the four hour timeframe account for almost a quarter of all the fatal accidents.

Phoenix, Arizona, was found to have the highest number of rush hour fatalities of any city in the top ten, at 319 deaths out of 1139, whereas Palmdale, California, was found to have the lowest, at just 17 deaths within rush hour. And the safest city for rush hour driving? Cleveland, Ohio!

AZ Department Of Gaming Reports $28.6 Million For Q3 FY’24 In Tribal Gaming Contributions

The Arizona Department of Gaming (ADG) just reported $28,578,515 in tribal gaming contributions to the Arizona Benefits Fund for the third quarter of Fiscal Year (FY) 2024. This amount represents an approximate 3.5 percent increase when compared to the same quarter of FY 2023.

“In the third quarter of Fiscal Year 2024 Arizona’s tribal gaming industry maintained its steady growth, marking consecutive record quarters in tribal contributions to the Arizona Benefits Fund,” Jackie Johnson, Cabinet Executive Officer, ADG remarked. “These continuously increasing contributions further solidify the robust partnership between the state and our tribal gaming partners.”

The Arizona Benefits Fund receives 88 percent of tribal gaming contributions, providing significant dollars to support instructional improvement in schools, trauma and emergency care, tourism, and wildlife conservation throughout the state. Tribal gaming contributions to the Arizona Benefits Fund for the 3rd quarter of the State’s FY 2024 are as follows:

Two Of The Largest Slot Machine Manufacturers To Merge: IGT & Everi

In a blockbuster deal recently announced, International Game Technology PLC will spin off its slot supply and digital gaming businesses from its lottery business to create a separate company in combination with Las Vegas-based Everi Holdings, Inc. in a $6.2 billion transaction.

The new company will retain the name of IGT. IGT’s lottery division will take on a new name and will trade under a new symbol on the New York Stock Exchange. IGT’s lottery division was itself created through a merger when IGT was acquired by international lottery supplier GTECH in 2014. Everi was created that same year through a merger of slot supplier Multimedia Games with fintech leader Global Cash Access.

Under the terms of the agreements, at closing, IGT shareholders are expected to own approximately 54% and Everi stockholders approximately 46% of the shares in the combined company. The transaction has been approved unanimously by the boards of both companies.

“We believe this merger combines two highly complementary businesses in a transformational manner, creating a global, land-based and digital gaming, fintech and systems business,” said Michael Rumbolz, Executive Chairman of Everi Holding. “We expect the combined company will deliver a comprehensive range of products and services that will engage gaming patrons and drive efficiencies and revenues to our customers.”

“We are bringing together two businesses with complementary strengths that are stronger and more valuable together,” added IGT CEO Vince Sadusky. Post-closing, Sadusky will lead the combined company, which will be headquartered in Las Vegas. $

DOG ATTACKS ON THE RISE AT CASINOS

Both Businesses And Individuals May Be Liable

Sami, I was at [the casino] a couple months ago when I saw a fairly large dog jump out of its stroller and attack another smaller dog and its owner. The dog was quiet and calm and then turned vicious all of a sudden. I was horrified and I just ran away as fast as I could so I don’t know how the situation was resolved. Now I just got back from a trip to [a casino] in Laughlin when it almost happened to me! I was getting out of the elevator and when the doors opened I was almost attacked by a pit bull! The dog was on a leash but jumped and came within 2 inches of me! The dog’s owner didn’t even apologize or scold the dog. He just grabbed the leash tight and walked into the elevator. I was so scared that I had a panic attack and couldn’t calm down for hours. Imagine the elevator doors opening and having a vicious pit bull snarling and showing his teeth at you!?! In my fear, at first, I didn’t even see the owner there only the dog. I’ve always been against the casinos allowing dogs. My question, had I got bitten (God forbid), who would have been held responsible the dog owner or the casino, or both?

Jane, I’m very sorry to hear about your experience! Of course having a dog (and a pit bull at that) viciously growling at you, when the elevator doors opened, must have been an extremely harrowing and traumatic event for you! I certainly hope you immediately informed a member of the casino staff about the incident because that was obviously a dog that was not welltrained by its boorish owner who didn’t even have the decency to apologize for their dog’s behavior.

Unfortunately, I have heard of several situations recently where dogs have attacked other dogs and people in the casinos. In fact I, myself, witnessed a dog attack another dog when the leash slipped out of the hands of the dog owner at the hotel check-in line at a casino. The situation left me frazzled as well.

To answer your question Arizona has a strict dog bite statute. If an individual is injured by a dog, that person will most likely be able to hold the pet’s owner financially responsible for their losses which would include, but are not limited to, medical bills, pain and suffering, lost wages and emotional distress. Furthermore, the pet owner is liable for damages even without proof of negligence. If your attack occurred on a business premises, you may also have the ability to hold the business liable as well.

However, one thing to be aware of is that Arizona’s casinos are on tribal land and every tribe is its own sovereign nation. Therefore, being on tribal land also means that you are subject to trib-

al laws. So if you are injured on tribal land, you might have to file a claim through each individual tribe’s processes.

On the other hand, unlike “strict liability” states like Arizona where an owner is completely responsible for his or her dog’s actions, Nevada’s dog owners are not automatically liable if their dog bites someone, especially if they’ve never bitten someone before. When making hotel reservations at a casino, make sure to ask for pet-free rooms. Some casinos have pet-free towers which will allow you to distance yourself from the animals altogether. In the future, if you witness or are involved in a situation with someone’s pet, please notify a casino employee right away! $
