CCNC Announces 2015 Program Schedule The 2015 CCNC Planning Committee is pleased to announce the 22nd Annual Claims Conference of N. California’s program schedule. In the long-standing tradition of the CCNC, the 22nd annual event will focus on continuing education for P&C Insurance Claims Professionals. "We are changing things up just a bit," stated 2015 CCNC President, Jack Corry. "Our theme, 'Hot August Claims!' is a nod to what has become our own Northern California classic. Dyce Schools EBCA on Handling Earthquake Claims at May seminar By Lynna Harrison with contribution by Bryan Harrison

The art and science of Handling Earthquake Claims in California has been a work in progress for decades now. A good deal of understanding, policies, and general approach knowledge came out of the Northridge earthquake of 1994. From that was formed the CEA - California Earthquake Authority - through which statewide insurance carriers participate to fund and oversee basic earthquake coverage. Noted Earthquake Claims Authority, Dan Dyce, who, until his recent retirement, was the Claims Manager for CEA, was the instructor at an in-depth class for claims people at the May 13, 2015 East Bay Claims Association.

The three hour morning session offered three(3) Department of Insurance Continuing Education credits and some great insight. In the event of an earthquake; especially one of large magnitude, Dyce instructed his class to go to the California Integrated Seismic Network (CISN) at www.cisn.org and look at the "Shake-up Map". The map shows where most of the damage occurred, and users are able to set dots on the spots where customers/claims are located. “You will be able to help the people with the most damage first as you will see the magnitude of each spot,” he said. The "shake Map is a great tool." Thorough earthquake claim handling includes documentation, and focused direction. "Be very specific on your assignment to engineers," he advised. He went on to explain that the importance of letting them know, for example, if a particular house is less than 10 years old, continued page 8

EBCA is very pleased to present Mr. Dennis Field, CFI, with Fire Cause Analysis, who will bring us a direct report on the devastating Limousine fire that occurred on the San Mateo Bridge May 4, 2013.

A vehicle mechanical problem reportedly ignited a fire that killed five nurses who were trapped in the back of the limo, according to California Highway Patrol officials. The blaze broke out on the San Mateo-Hayward Bridge because of a rear suspension system failure that caused friction that set the vehicle on fire, authorities said. Mr. Field will discuss the related fire investigation that ensued. Dennis Field, CFI is a Senior Fire Investigator and partner with Fire Cause Analysis. Mr. Field is also a retired Battalion Chief/ Training Chief with the San Bruno Fire Department and has over 25 years of experience in the fire service working in fire suppression as well as in fire prevention. He has conducted over 4000 fire investigations and

www.EastBayAdjusters.org has testified as an expert in fire investigations in both the civil and criminal court systems. Mr. Field is a California State Certified Fire Investigator (Level II) through the State Fire Marshal’s office as well as a Certified Fire Investigator through the INTERNATIONAL ASSOCIATION OF ARSON INVESTIGATORS and Certified Vehicle Fire Investigator through NAFI. He also has conducted numerous marine and vehicle investigations and, in addition to being a Certified Vehicle Fire Investigator, he has also earned the title of Certified Marine Investigator through IAMI. as there could be potential construction defect issues still in the balance. A system of tagging properties has been put in place after a significant seismic event, to help first responders, and ultimately claims adjusters, quickly identify the status of a structure. When a property has tags placed by the Earthquake Authority, beyond advisable, it is imperative that adjusters READ them, and adhere to their direction. Green tag = Inspected Yellow tag = Restricted Red tag = Unsafe. Read these tags closely as they may offer further information, such as “damage in front,” with direction to “enter through back door”. Dyce instructed that, generally, one should never run out of a building during an earthquake. Many people wind up being killed by falling debris. The “duck and cover” technique has become the standard advice. Wood structures, he said, are mostly safe, whereas masonry buildings are more likely to crumble. He suggested the use of the www. curee.org site as a guideline to

identify and reach qualified engineers to assist with damage assessments. CUREE - The Consortium of Universities for Research in Earthquake Engineering - is a non-profit organization devoted to the advancement of earthquake engineering research, education and implementation. Dyce also shared numerous anecdotal stories, telling, in part, of the many people who were injured by broken glass strewn across floors after the Loma Prieta temblor. As people ran to help their families they wound up cutting their own feet to pieces. He suggested putting an old pair of tennis shoes under your bed to slip on easily should you have falling broken glass. Students of this class came away agreeing that they learned a lot from Mr Dyce. Following the three hour class, EBCA held a regular monthly luncheon at Zio Fraedo’s. The winner of the 50/50 Raffle prize for the second month in a row, was Andrew Titley, of Electronics Restoration Services.
