(3) Apabila pemegang IUPK Eksplorasi dan IUPK Operasi Produksi tidak berminat atas komoditas tambang lainnya sebagaimana dimaksud pada ayat (1), kesempatan pengusahaannya dapat diberikan kepada pihak lain dan diselenggarakan dengan cara prioritas atau lelang. (4) Pihak lain yang mendapatkan IUPK berdasarkan prioritas atau lelang sebagaimana dimaksud pada ayat (3) harus berkoordinasi dengan pemegang IUPK Eksplorasi dan IUPK Operasi Produksi pertama.
