The Horatio B. Hackett School is located within the Fishtown neighborhood northeast of center city Philadelphia. The neighborhood historically has relied on the adjacent Delaware River for sustenance, industry and inspiration—from the time of the Lenni Lanape Indian tribe, who used the river as a trade route, to the working class immigrants who relied on the Shad fishing industry as the backbone of their economy in the 1800’s and beyond. The reliance on the fishing industry and the connection to the river is evident in the urban form of the neighborhood, where the streets break the regular east-west, north-south grid of Philadelphia and orients towards the river. Today, the neighborhood is seeing an influx of new residents and businesses and the residents, new and old, take much pride in the neighborhood’s economic, environmental and cultural connection to the Delaware River.

An inventory of the existing public open spaces in the neighborhood were gathered to assess existing and any missing amenities. It was found that there was a good mix of active and passive recreation in the neighborhood, but few areas specifically dedicated to children with disabilities and few educational landscapes. There was also a lack of spaces dedicated to food production.

OSPREY/ Osprey also rely on the shad for sustenance. As a bird of prey, the osprey is a very focused and determined animal and this quality reflects the intent of the outdoor classroom.

SHAD/ The shad are known for their “runs”, where, with all their energy, they swim upstream to spawn. These “runs” mirror the proposed programming of the active play areas where children are encouraged to run and play freely. Shad are also critical in freshwater mussel’s life cycle, as they are hosts for their development.

MUSSELS/ Mussels are our waters’ filters and colonize in groups. Beyond this, they also are ideal “nests” for shad eggs that happen to find their way into the mussel shells. The mussels represent the function of the rain gardens, which hold, slow down and clean stormwater before it is sent to the Delaware River. The mussel’s role in the ecosystem and their colonizing behavior also represent the gathering spaces in the garden.

The inspiration for the design was taken from the interconnected ecology of the Delaware River and the school’s mural, “Interlacings.” Just as the mural teaches us, all life is interconnected and interdependent. In the Delaware River, the lives of the osprey, freshwater mussels and shad are all dependent on one another. Beyond this interconnectedness, each animal has a unique way of living that also can represent the various activities proposed on the schoolyard.

The stormwater design must be finalized by a civil engineer once the site conditions have been assessed and design has been finalized. This plan relies on sheet flow and subsurface pipes to convey stormwater to the rain gardens. The lawn area of the outdoor classroom can also provide subsurface storage that slow releases into the rain garden. Trench drains and curbs can also be added to direct the stormwater to the rain gardens. Rain gardens can be lined or unlined, with or without under drains, depending on the soil conditions and final design.

Phase 1 must occur first for efficiency, but all other phases can occur independently or simultaneously, depending on funding. Phase 1 can be used as a catalyst for fund-raising for the later phases. Play equipment and additional greening will benefit the larger community and may assist in getting support for future phases.

When our schools succeed, we all succeed. Local artisans and businesses are critical social capital of any community and could be encouraged to donate resources. These interconnected relationships can ultimately “build community.” Creative fund-raising could include mussel and oyster dinners at local restaurants, which could also be a way to gather shells for the gabion seat benches, or art sales at the local galleries.


This management plan is to provide guidelines for how Hackett Elementary School can best care for its landscape. Additional items have been included that may not currently be applicable for Hackett Elementary but possibly may be in the future. The guidelines are meant to provide a holistic approach to care for the landscape that optimizes habitat value, biodiversity, and human enjoyment. Caring for an urban landscape, especially one at the campus scale, can become overwhelming. Partnerships have been suggested to minimize the temporal commitment of any one entity. Opportunities to involve students and community members and provide educational opportunities should be sought after for every task. Larger tasks such as mulching, weeding, and spring and fall cleanups are excellent ways to engage groups of people; the tasks are completed faster and it is a more festive occasion, rather than a tedious one. The garden can also be used for community events and educational seminars on gardening topics, such inviting the Pennsylvania Horticulture Society to give a demonstration on proper pruning techniques. It is the hope that these guidelines are just that guidelines, and the Hackett Elementary School Garden develops a long and caring relationship with its users and surrounding community to be cared for in perpetuity.
