“KENT’S ENTERPRISING PEOPLE ARE IMPORTANT FOR BRITAIN” Local Conservatives made national headlines on 2 November when they invited residents to help select their new parliamentary candidate. The successful applicant was Tom Tugendhat a former Territorial Army officer and ex-journalist. Tom is now working hard to meet people and understand the issues that affect those who live in Tonbridge and Malling. He is hoping to replace Sir John Stanley MP who is retiring after 40 years’ service to the constituency and the country.

People today focus on you as the candidate and know that your family are not public property, but they are naturally curious. Is there a Mrs Tugendhat? “There is and she’s called Anissia. We’re both delighted to be moving home after serving around the country - and the world. Kent is such a wonderful area with the most welcoming communities, as was proven by the work of so many volunteers during the floods.”

After 40 years service from Sir John Stanley, local people will want to know more about you. Let’s start with your family and childhood, what shaped you and made you into the man you are? “I was brought up in London and Kent and explored castles and ruins all over the county. That developed my interest in the military and in history. Dover Castle, the World War II fortifications and the Grand Military Canal stood against all threats and remind us of our common past.

Why here? “It’s home. I spent my childhood a little to the east of here so representing Tonbridge, Edenbridge and Malling is a huge privilege. With innovative businesses and enterprising people this is an important area for Britain. The campaign will be tough but there is nowhere I would rather be.”

Many people have expressed relief that you have had a career outside of Westminster. Can you tell us about that? “I joined the Territorial Army for a bit of variety and adventure but none of us expected to go on combat operations. The terror attacks on 11 September 2001 changed all that. I served with the most impressive people. As the Arabic interpreter for a Royal Marines unit, then helping rebuild the country by delivering the New Iraqi Dinar I learnt a lot about how politicians should think about conflict and the responsibility of deploying troops. Working for the Foreign Office to build the new government in Kabul and Helmand taught me about working together to resolve conflict. In London on the Army Strategy Team and as adviser to the head of the Armed Forces I learned how Westminster works – or doesn't. Seeing the impact of these decisions and what’s wrong with our government made me want to get involved, and change things.”

Sir John has an unequalled reputation of service to his constituents. How will you continue this tradition? “Sir John Stanley’s record of duty and service is an example to anyone who follows him to Parliament. I hope it will be me and I am already working hard to ensure I am worthy of the trust of the individuals in the community. I’m ready to fight for the values we all cherish and represent the needs of our community.”

And you were a writer too? “That’s right. As a journalist, first in Beirut, then in London, I learnt about communicating. Because change isn’t just about Westminster politics, it’s about campaigning for things that matter like flood protection and 3G connectivity. It’s essential to get the message out and to make things happen.”

What issues motivate you? What are the areas you want to change? “I want everyone to have the opportunity to succeed. There are so many hurdles in today’s Britain that I want to remove. Regulation and taxation can be obstacles and education can let people down. I want to support people to do the best for themselves, for their communities and for the country. When people are free to succeed they will achieve more than anyone ever thought possible.” And finally, if readers would like to invite you to their community groups or events, how should they get in touch with you? “I would like to meet people and visit as many different community groups as I can. I have won support for the inclusion of the Leigh Barrier in the Kent and Medway Economic Growth Strategy that sets out which local infrastructure projects should be given priority for future national funding.

effectiveness of the river walls through central Tonbridge should also be a priority. In Hildenborough, the Borough Council has said a new defence on the Hawden Stream to prevent flows backing up from the Medway into Hildenborough should be considered. At East Peckham, a scheme is at early design stage by the Environment Agency and we also support that initiative to mitigate flood risk for the village. I’ll keep the pressure on to get results. Let’s look at what this means: ■ We collect either the black waste bin or green recycling bin once a week. Thanks to the efforts of residents, recycling now accounts for 43% of all waste. ■ We sweep over 400 miles of roads, pavements and footpaths and inspect over 1,500 locations to ensure they are free from debris. ■ We provide leisure facilities at Tonbridge Swimming Pool and Larkfield Leisure Centre. By transferring the management of these services to a Trust, we are making significant savings. ■ We support community and local groups through our Community Enhancement Fund - so local bodies can get help with projects that benefit their community.

Recent investment in Woodland Walk includes the re-painting or renewal of all the gates, new fencing and litter bins, the provision of new seating and signs, habitat enhancement and revetment of the stream bank.

HELPING GET AROUND

When a local resident in Wheatsheaf Way got in touch to say she’d seen the user of a mobility user struggle to get home from the Sainsbury’s Local because he couldn’t get up on to the pavement, we immediately took the problem with up with the Kent Highways Department. This resulted in the swift building of a dropped curb at the corner of Harvest Road with Shipbourne Road. These things make a huge difference.

MAKING PLAY FUN AND SAFE

A new childrens’ play area is coming to Green Green. The Borough Council has been working with St Philip’s Church, the Medway Valley Countryside Partnership and the immediate local community to provide new play facilities next to the Church. At the Frog Bridge play area, new play equipment was added, especially aimed at toddlers. The improvements here and at Woodland Walk come at no direct cost to the council tax payer, being paid from developer contributions available as a result of the construction of new homes in Howard Drive.

TONBRIDGE SWIMMING POOL

Following the floods of 2000 the TMBC instigated a number of protective measures as required by the Councils Insurers which prevented major damage occurring during the recent events. Although water did enter the plant room and the pool itself the damage was minimal, the pool is already being cleaned, the machinery damaged in the plant room is being replaced and new equipment is on order.

After many years of arguing for a change and, sadly, after too many accidents, the junction of Seven Mile Lane and the A20 is to be changed to a roundabout. The original plan was to put traffic lights on the junction but, with support from the Parishes, Kent Highways have been persuaded to shoehorn in a roundabout. There will be some disturbance to traffic while the work is being done but that is a small price to pay for making the junction safer and it should be finished by the end of June.

LOCAL PLAN

We commend the parish councils for meeting borough officers to talk about the work and consultations happening now towards getting a Local Plan in place as quickly as possible. The need to get the Plan in place is to protect our villages from the threat of “planning by appeal” which would mean that local communities would have little say in any decision. We will of course continue to work hard to protect our parishes from unsuitable development.

Your local Conservative councillors were pleased to participate in the national “Shop Local” initiative aimed at supporting small independent retailers. Higham ward residents received a series of discount vouchers for use at the local shops in Martin Hardie Way. All the participating shopkeepers reported improved sales and new customers. The vouchers were paid for and delivered by the local Conservative Association who are committed to supporting small independent retailers.

OUR COMMITMENT TO WOODLAND WALK

Last year, Woodland Walk was granted official recognition as a Queen Elizabeth II Field as a permanent legacy to mark the Diamond Jubilee which also provides crucial protection for public recreation for future generations. Recent investment in Woodland Walk includes the re-painting or renewal of all the gates, new fencing and litter bins, the provision of new seating and signs, habitat enhancement and revetment of the stream bank.

The scheme was organised by Conservative councillor Tom Edmondston-Low who said: “Local shops struggle to compete with the buying power of the big chains, but they play a vital role in local communities, especially for people without transport. They are often taken for granted, but if we don't use them we will lose them. I have always said, as part of my manifesto, that I would do all I can to help local businesses and the local economy.”

A resident in Knight Road recently contacted David Trice with concerns that he and his neighbours had over a damaged lamp post. After contacting KCC Lighting Department, David was able to report back to the residents that the lamp post would be replaced within six weeks. David was pleased to hear back from the residents who raised the matter that the lamp post was installed within the agreed time line.

cause for concern. The obstruction by the telegraph pole of the Beleisha Beacon could not possibly have passed a safety audit. The telegraph pole now has reflective tape around it. We shall continue to lobby Kent County Council for lights at this crossing we pointed out to KCC that the previous two crossings (Hilden Park Road and Leigh Road) had both suffered fatalities on this stretch of 40mph highway. Without the support of the Police for a 30mph limit we both considered that a traffic light controlled crossing is a better way forward.

HIGHWAYS AND LIGHTING

FLOODING

The recent events last Christmas and over the New Year go to show that when Mother Nature shakes her fist it demonstrates that there can be no universal protection from the elements. We will continue to work with the associated agencies and landowners to ensure that all waterways are kept clear. The real need for a flood alert indicating the ‘actual ‘ water flow through the barrier for those Hildenborough residents subject to flooding, has been conveyed to the Enviroment Agency, we hope they can take it on board with all the modern technology available. Planning applications can also pose potential threats to those houses already in the flood plain and we work with the Planning Department in monitoring such applications.

Our highways are under attack like never before, traffic appears to increase daily and potholes are a regular occurrence especially on the B245 your councillors will always bring to Kent County Councils attention highway damage and other street scene problems. KCC’s new ‘sensible lighting project’, which turns light off at 12:00 midnight and on again at 05:00 will require close monitoring over the coming months to help allay any residents fears.

In Hildenborough we are surrounded by the Metropolitan Green Belt, and we value the special quality of the environment that Green Belt policies give to the village. I think that you will all agree that by last autumn Ightham was virtually free of potholes. KCC Highways has made a concerted effort and, together with the road marking renewal along the A227 and associated junctions, our roads are in a better state than for some time. I will be keeping up the pressure to ensure this improvement is maintained and those that have formed this winter are dealt with speedily.

The Busty Stream has flooded on several occasions this winter affecting the Lane and one property. I am working with the riparian owners, TMBC Officers and the Environment Agency to find ways of ensuring that the stream course is kept free of vegetation and blockages in the future.

IGHTHAM BYPASS

The speed reduction to 50 mph, the road marking and signage improvements and the cutting back of vegetation by KCC Highways had improved the accident situation on the A25 at the Sevenoaks Road/Oldbury Lane junction. Residents will be aware that during 2013 the developer of Kings Hill proposed to alter the expansion of the business park to include more new homes instead of commercial buildings. A number of presentations were held where residents voiced their opinions, with a public meeting held by the Parish Council at the community centre during the planning application's statutory consultation period. The Borough Council received a large amount of feedback from residents about the proposals and how they may impact on the existing community here. This in turn has prompted the developer to pause and re-evaluate their plans. Cllr Chris Brown said" The response rate from residents was exceptionally high and gave us a comprehensive view of what the people at King Hill think and want to see in the future." We anticipate a new application in early 2014.

3RD SCHOOL Plans for a 3rd school on Kings Hill are well underway and will occupy a site off Gibson Drive. The new school will be for 210 children aged 4 to 11 years. It will be operated by Valley Invicta Academies Trust and will open in September 2015. The school will be built to allow for future expansion, should the need arise. It is possible that it could increase to 3 forms of entry over time.

CONTROL TOWER & CENTRAL AREA The Control Tower looks magnificent following its refurbishment and we look forward to the pods on either side of the main building being occupied and opened to the public. There are further plots of development land to be completed in the surrounding area which may further enhance the retail offering at Kings Hill.

SPORTS PARK

The long awaited sports facilities at Heath Farm were finally opened last summer with the construction of the £4 million Kings Hill Sports Park Pavilion. Facilities available for local residents include 5 grass pitches, a floodlit 3G artificial pitch, social area and changing rooms. This facility is already proving popular with users and situated next to the Warren Woods Nature Park, gives Kings Hill residents a fantastic range of leisure pursuits on our doorstep.

HIGH STREET AND CANNON LANE JUNCTION

Russell and Jess have ensured that proceeds from KCC sale of the missing link land between Cannon Lane and London Road are re-invested to keep traffic moving in Tonbridge. The busy Cannon Lane junction will be improved to ensure safer crossing and better signalling. The High Street will benefit from improvements to signalling to help traffic flow. Jess says, ‘’Pedestrianisation is simply not practical in Tonbridge. We need to keep traffic moving by investing in our transport system.’’

HELPING RESIDENTS WITH HOUSING PROBLEMTS

Russell and Jess continue to help residents with their problems. Russell recently helped an elderly resident in Lodge Oak Lane who had no hot water for two weeks. One phone call to Russet Homes demanding action resolved the situation quickly. Jess is defending the rights of residents to park their cars in Royal Avenue and Goldsmid Road.

COMMUNITY ACTION TO STAMP OUT ANTI-SOCIAL BEHAVIOUR

Russell and Jess have attended community action days in Hectorage Road and Mann Square for residents to report concerns about anti-social behaviour. The days were successful and other agencies such as local Police and Russet Homes were present to give advice to residents. Jess says, “Residents welcomed a chance to meet us and report problems in confidence. We will continue to clamp down hard on anti-social behaviour.”

IMPROVEMENTS TO MEDWAY WHARF ROAD AND LOCK

Russell and Jess have secured £750,000 to transform the Medway Wharf Lock with new seating, trees and lighting planned in 2014. This will significantly enhance the amenity and will become an attractive destination for residents to enjoy the riverside. The go-ahead has been given to provide a safe pedestrian crossing scheme outside Holmes Court. PROTECTING LOCAL SERVICES DELIVERING VALUE FOR MONEY Tonbridge and Malling’s Conservative Council continues to protect local services and provide value to the taxpayer. This year we’re providing your bin collections, street sweeping, leisure facilities and community services for £3.54 each week. That’s a rise of just 7 pence on last year. Let’s look at what this means: ■ We collect either the black waste bin or green recycling bin once a week. Thanks to the efforts of residents, recycling now accounts for 43% of all waste. ■ We sweep over 400 miles of roads, pavements and footpaths and inspect over 1,500 locations to ensure they are free from debris. ■ We provide leisure facilities at Tonbridge Swimming Pool and Larkfield Leisure Centre. By transferring the management of these services to a Trust, we are making significant savings. ■ We support community and local groups through our Community Enhancement Fund - so local bodies can get help with projects that benefit their community.

■ On top of that, we work closely with the business community to attract investment and improve access and support to the rural economy.

COFFEE MORNINGS JEAN ATKINSON 01732 368255

Our coffee mornings for the elderly started in 2007 at The Guide Hall at The Brent (top of Derwent Road). We have a wonderful group of regulars. Last year Jean and Pat Hill (L&TRA) started afternoon teas with funding by Russet and TMBC. Coffee is the first Thursday of the month at 10.30 and tea two weeks later at 2.30. We would welcome new members and volunteers. Next dates are 6 March for coffee and 19 March for tea.

TRENCH PARTNERSHIP Jean is Chairman of The Trench Partnership, a group of agencies including TMBC, the Tonbridge Federation, Kent Police, Russet, Longmead and Trench Residents’ Association and the Beat Project (a local charity). Our community worker is Yasmin Logronio. Between us we work hard to improve our local community and organise events for residents. Look out for us on the new Trench Partnership Facebook page, and we hope to see you at one of our future events.

HOUSING AND WELFARE 2013 was an eventful year with housing and welfare dominating our work. With many changes to legislation we expect 2014 to be just as busy. If you require any assistance with housing or benefits issues please do not hesitate to get in touch.

In August last year we held a Community Day by kind permission of the Principle Jon Barker of The Tonbridge Federation at Hugh Christie School. This was attended by many agencies with events including a climbing wall, boxing arena sponsored by Russet, burger and ice cream van, hog roast by Haywards Butchers, Tonbridge Angels provided football skills, along with stalls including tombola’s, cakes and many others. Money raised going straight back into Trench. We are planning a different type of event for 2014 – so watch this space.

It has recently been identified that there are four names missing from the Leybourne war memorial that stands outside the church. These are Cooper, Hearden, Jessup and Malpas. Do you recognise these names? If anyone has any information about who these men were, where they lived and if there are still family members in Leybourne or nearby, we’d love to hear from you. The parish would very much like to add these names to the war memorial in time for August, a fitting way to mark the centenary and to remember those men of Leybourne who gave their lives in the Great War.

STREETLIGHTS In selected areas throughout Tonbridge and Malling, streetlights will be switched off between midnight and 5.30am. This will save around £1million per year on energy bills and reduce light pollution. DOG FOULING

Our street cleaners have recently been very active in clearing some of the ‘black spots’ for dog mess. I hope that with TMBC through good planning has been able to continue their continued vigilance we can keep our village tidy, but this is a support of the Parish Council. All around us (in other continuing problem; please let us know where the problem boroughs) the grant has been cut to the bone meaning that areas are – without knowledge we cannot fix it. those parishes have had to increase their taxes massively – not the case in Wrotham as we have maintained the grant meaning that there was only a need for a modest increase. FIREWORKS DISPLAY On a personal note I remain proud that the fireworks display in Wrotham remains one of the best for the area – and as We have seen some challenges to the village by long as I remain in the business it is my intention to keep inappropriate planning applications; these have always been that display at the forefront of the fireworks calendar! defended and rejected where possible.
