Mayor's Message

Welcome to the summer edition of Borough Life, our residents’ magazine which keeps you up to date with Council news and events.

Now that spring has finally sprung, we have an extensive events portfolio lined up for the months ahead. Our flagship event, Garden Show Ireland returns to Antrim Castle Gardens to bring you a festival of flowers, food and fun, see page 3 for details.

Northern Ireland’s Armed Forces Day is set to transform Jordanstown Loughshore Park on Saturday 22 June where the Red Arrows are set to dazzle with a nine-aircraft aerobatic display as part of their 60th Diamond Season – this is an event not to be missed, see page 2.

We have some other great news to share with you, including the opening of Hazelbank Sensory Garden, as well as the progression of our new flexible workspaces in Antrim and Glengormley.

Finally, it has been a pleasure to hold the position of Mayor and as my term comes to a close, I would like to thank all of the groups, businesses and individuals who make our Borough a better place to live, work and visit.

Make a Splash at Antrim Forum

The wait is over! We’re excited to announce that Antrim Forum’s main swimming pool is now open following its refurbishment.

You’ll notice we’ve installed a brand new changing facility with more showers, family and accessible cubicles, new lockers and vanity areas. Plus, there’s been work carried out on the new pool lining and pool decks, giving the pool a fresh and updated new look.

Work on the learner pool is still in progress and is expected to reopen mid-May.

MORE Investment

Over the past two years, Antrim Forum has received £2.5m investment, including a new fitness suite and studios, providing a first-class leisure facility for everyone to enjoy. The refurbishment works on the athletics track will also complete later this summer.

Local Children Explore Hazelbank Sensory Garden

The Sensory Garden at Hazelbank Park has now reopened in its new location.

Described as a ‘playground’ for the senses, the garden is a valuable tool for children and adults with autism, dementia and other sensory needs.

Children can discover different textures from touch panels, identify plant species, the calming sounds of wind chimes, a mini-beast hotel, which are all designed to enhance nature-based learning activities.

This garden is open from dawn to dusk. Our other sensory garden is located in Antrim Castle Gardens and another sensory garden is planned to open in Ballyclare very soon.

Explore the Coronation Garden this Summer!

Have you had the chance to wander through the Coronation Garden yet? This majestic masterpiece, located in Hazelbank Park, is a tribute to the King’s Coronation and is truly a sight to behold.

The garden is approaching its first anniversary since its official opening by King Charles III and Queen Camilla in May 2023. Plans are underway to establish a dedicated 'Friends of Coronation Garden Group' who will assist the gardening team in horticultural tasks, as well as organising a variety of events for the local community.

Designed by Diarmuid Gavin, the garden gives visitors the chance to relax from the hustle and bustle of life with a good book or enjoy walking through the garden’s lush greenery, blooming flowers and peaceful atmosphere – it’s the perfect spot to enjoy nature’s beauty.

The Coronation Garden is open from dawn to dusk.

4000 Local People Benefit From Our Labour Market Partnership

More than 4,000 people engaged directly with the activities and programmes of our Labour Market Partnership in 2023/2024.

This outstanding milestone was achieved through our varied programme of employability and skills focussed activities, including job fairs, training & employment academies, and post-primary school careers fairs.

Mayor, Councillor Mark Cooper BEM said: “This astounding number of participants is testament to the hard work and dedication of our Labour Market Partnership. Working with key local stakeholders on the Partnership including Northern Regional College, Northern Health Trust, Jobs and Benefits Office, Department for Communities and Local Enterprise Agencies, we have engaged directly with more than 4,000 people and have supported more than 250 people into employment or a new qualification. I encourage residents who are eligible to get in touch with the team.”

Connecting Schools and Employers

In January’s edition of Borough Life we introduced you to 'Work Experience 2024', an innovative work experience initiative for post-primary school students in the Borough, initiated by the Council and delivered by Workplus.

This specialised programme supports students in applying for work experience placements across diverse industries with a range of employers.

Employers from a diverse range of industries and sectors were invited to participate, along with all post-primary schools in the Borough. As a result of this tailored programme, students

from mainstream and Special Educational Needs Schools were successfully placed in a range of fields including Engineering, Hospitality, Education, Retail and Digital Technology.

The programme is helping employers build confidence to create work experience programmes, offering them a platform to showcase their business. As a result, this mutually beneficial initiative will give students valuable exposure to the wide range of exciting business and career pathways available in our Borough and beyond, and help build a pipeline of future talent for employers.

New Workspace Gathering Momentum in Glengormley

Mayor, Councillor Mark Cooper BEM and Minister for Communities, Gordon Lyons MLA were recently joined by Levelling Up representatives for the first sod cutting at the Workspace Hub in Glengormley.

Earlier this year, contractor Connolly and Fee Ltd was officially appointed to commence work on our new state-of-the-art, flagship workspace building in Glengormley. This will be the second workspace project in the Borough as work continues to progress at the Antrim site.

This milestone is a major step forward in the Council’s ambitious initiative to support the revitalisation of Glengormley

Town Centre, making the most of £3.8m investment from the UK Government’s Levelling Up Fund.

This signature building due to open in early 2026, will serve as a modern, flexible workspace offering an ideal environment for start-ups, entrepreneurs, existing and growing businesses, whilst also providing meeting areas and event facilities.

Residents will have already noticed improvements to the town centre including the renovation of the shop front facades on Glenwell Road and a new right hand turn lane at Glenwell Road / Antrim Road / Church Road junction, improving traffic flow in the town.

A significant public realm scheme will also be commencing in early 2025 and will include new footpaths, street furniture, lighting and increased pedestrian space along with the upgrade of Farmley Car Park which will start later in 2024.

The Antrim workspace, centrally located on Antrim High Street will open later this year. Antrim Enterprise Agency will operate the new workspace on behalf of the Council, which will be an exciting new addition to their business accommodation portfolio. The development of this new 16,000sq.ft. modern workspace will transform a vacant space into an entrepreneurial hub in the heart of the town centre.

Projected Rates Expenditure 2024/25

The Council applied a modest rates increase of 4.97% to the district rates, one of the lowest rate increases across all Councils in Northern Ireland.

Recognising the financial pressures on households and businesses the Council is focused on maintaining the lowest rate possible, whilst delivering high quality services to the ratepayers and residents of the Borough.

The chart outlines the breakdown of the district rate which is set by the Council. The second part of your rates is the regional rate which is set by the Northern Ireland Assembly.

Go Succeed Supports 400 Businesses

Businesses and entrepreneurs joined together at Mossley Mill for an exciting Go Succeed insight event. The support service, funded by the UK Government's Levelling Up Fund, is proving highly successful with more than 400 businesses and entrepreneurs already on board in the Borough!

With guest speakers from Enterprise NI and Deirdre Fitzpatrick Associates, the promotional breakfast event showcased three pillars of the Go Succeed programme – Start, Grow and Scale – designed to meet the unique needs of each entrepreneur and business within the Borough regardless of size or journey stage.

Have you noticed a new buzz about your town lately? Over the last few months, Council has been promoting its five town centres thanks to funding from the Department for Communities (DfC).

Dubbed #EmbraceYourTown, this campaign is designed to celebrate the diversity and vitality of our five town centres; Antrim, Ballyclare, Crumlin, Glengormley and Randalstown. Through a series of videos, each town’s unique offering is brought to life inviting both locals and visitors to explore and support our town centre businesses.

Voluntary Groups – Fit for a King!

As a testament to their impactful contributions to their respective communities, Muckamore Parish Development Association (MPDA) and Mayfield Village Community Association are the first groups in the Borough to be awarded the prestigious King’s Award for Voluntary Service.

For the past 16 years, MPDA has carried out a range of projects which have positively impacted their local community, particularly in the Ballycraigy area. The group has been instrumental in providing essential community services, ranging from sensory play for children with additional needs to one-to-one support services. They work to improve the wellbeing of both families and individuals by collaborating with and signposting to local services,

providing a foodbank, hosting an after-school club and establishing the Muckamore Friendship Group for older people. MPDA also offer skills and training to improve employability and youth activities to build resilience and improve life and health outcomes.

Meanwhile, Mayfield Village Community Association has been carrying out a wide range of community projects in Mayfield and the surrounding areas for the past 17 years. From the provision of a community fridge to educational programs, volunteering opportunities for young people, organisation of community events, promotion of mental health initiatives, delivery of their MYPAL youth project and offering a signposting service to other community

support services, the association has brought about tangible improvements to the lives of local residents. Through the efforts of the group, residents of Mayfield have benefited from a reduction in food and fuel poverty, social isolation and loneliness.

The Council hosted special events for both groups where they were presented the King's Award by the Lord-Lieutenant of County Antrim, Mr David McCorkell KStJ.

Created in 2002 to celebrate Queen Elizabeth II’s Golden Jubilee and previously known as The Queen’s Award for Voluntary Service (QAVS), the Award has been shining a light on the fantastic work of voluntary groups from all across the UK for many years.

School Uniform Re-Use

The School Uniform Re-Use Scheme, which has been a huge success in recent years, will be relaunched ahead of the summer holidays. Delivered in partnership with local community organisations across the Borough, last year the scheme saw an amazing 7,500 good quality items donated to local families.

School uniforms are both costly for families and the waste generated from their production is vast. Children quickly outgrow their school uniforms and most often a perfectly good school uniform will end up in landfill as it no longer fits.

Why not let our School Uniform ReUse Scheme help you save both the planet and your wallet? If your child has outgrown their school uniform, consider passing it on to one of our schemes. While donating, you can also pick up a new one for them.

Community Advice

Community Advice Antrim & Newtownabbey (CAAN, formerly Citizens Advice) is an independent charity that has been providing a confidential and free advice service to people across the Borough for almost 60 years.

They provide advice and support on a wide range of matters, including:

• Money matters such as cost of living issues and benefit entitlement

• Debt and budgeting

• Employment rights

• Housing issues

• Consumer rights

• Challenging benefit decisions

• Representation at appeal tribunals

• Immigration.

Each year the charity deals with over 40,000 enquiries from people across the Borough, helping to generate income of over £8million for individuals and families.

Optimise Your Food Caddy

For a fresher, cleaner home and a greener planet, here are some quick tips to optimise your food caddy use:

• Line it up: Use compostable liners to lock in smells and prevent mess.

• Stay empty: Change your liner every 3-4 days, especially in warmer weather, to keep odours at bay.

• Don’t overfill: Don't let it reach the lid; keep space to twist the bag and contain the waste.

• Keep a lid on it: Keeping the lid closed will keep flies out and odours in.

• Keep it clean: Like any bin, your caddy will need TLC too. You can even try lemon juice to keep it germ-free and smelling sweet.

• Cool and dark: Store your caddy away from heat and light eg. under your sink, to minimise smells.

• Neutralise with baking soda: Sprinkle some bicarbonate of soda in the bottom of the caddy to neutralise odours quickly.

• Drip defence: Place kitchen roll at the bottom to absorb drips and spills.

• Cool before you dump: Let hot items cool down to avoid excess moisture and fruit flies.

• Keep it in the family: Ensure everyone in your household knows what can and can’t go in the food waste bin!

From collection to transformation, here's a snapshot:

Collection

Bryson Recycling collects plastic bottles from designated recycling bins in Antrim (blue bins) and Newtownabbey (middle box of wheelie boxes)

Sorting

At the Mallusk facility, bottles are sorted from other materials like glass and paper.

Processing

The separated plastic is compacted into bales and sent to Cherry Pipes in Lurgan.

Stay Food Safe this Summer

As the barbecue season heats up, it’s important to practice good food hygiene to prevent the risk of food poisoning.

Follow these tips to stay food safe when barbecuing:

• Preparation: Wash your hands and clean utensils and surfaces before grilling. Clean your barbecue thoroughly and keep food items chilled until ready to cook.

• Prevent Cross-Contamination: Store raw meats separately from ready-to-eat foods. Use different utensils and cutting boards for raw and cooked items. Wash your hands after handling raw meat.

• Safe Cooking: Ensure charcoal barbecues have hot coals before cooking. Cook meat thoroughly, rotating regularly to avoid burning.

• Check Meat Thoroughly: Ensure processed meat is steaming hot throughout, with no pink meat visible and that juices run clear before serving.

• Handling Leftovers: Cover and cool cooked food quickly and refrigerate within two hours. Consume leftovers within 48 hours and reheat only once.

Care in the Sun

Skin cancer is the most common cancer in Northern Ireland despite its moderate climate, largely due to overexposure to Ultraviolet (UV) radiation from the sun. The solar UV index indicates the level of UV radiation reaching us. When the index is three or higher, protection is crucial. Here are some top tips on how you can take care in the sun:

• Stay in the shade between 11am and 3pm

• Cover up

• Wear a broad-brim hat

• Wear glasses with 100% UV protection

• Wear sun cream with SPF15 or higher.

Safety

It’s great to savour the summer months spending time outdoors with friends and family. Whether lounging together or working in the garden, safety should never be compromised:

• Ensure pathways and steps are well lit and any damage is repaired.

• Only use barbecues, fire-pits or chimineas outdoors and never leave children unsupervised near them.

• Outside lighting should be waterproof and rated for outdoor use.

• Avoid decanting chemicals into other containers.

• Use tools as instructed, be aware of those around you and wear proper protective gear.

• Install safety guards on power tools and use power breakers for electrical safety.

• When working at height, use stable ladders and platforms, checking weight. ratings and conditions beforehand.

Dog Watch Bounds into Doagh

Doagh Village has become the first ‘Dog Watch’ area in the Borough. Working closely with the Doagh Village Residents’ Association, the Council identified the need for proactive measures to tackle dog fouling in the area. The Council’s Enforcement Team then conducted surveys and patrols in Doagh Village, supported by the installation of informative signage throughout the area. To facilitate responsible waste disposal, new dog bag dispensers were also installed in various locations throughout the village and a ‘Meet the Team’ event allowed residents to learn more about ‘Dog Watch’.

What is ‘Dog Watch’?

I was raised in North Belfast. I attended Ulster University, and graduated with a degree in Irish before going on to earn a postgraduate certificate in Education. I took on a teaching role in Newtownabbey in 2008 and was appointed as principal of the Gaelscoil in 2012.

What makes Antrim and Newtownabbey special to you?

Antrim and Newtownabbey Borough is where I now live and work. I enjoy being a member of CLG Naomh Éanna, and helping to improve

I love the country way of life, shooting, fishing and walking my dogs. Tell us something that people may not know about you.

I am a middle child and I believe in middle child syndrome and its traits. My older brother and younger sister both have middle names, where I do not. One personality trait of a middle child that sums me up is being a mediator in a situation and always wanting fairness.

I have always lived in the Borough. I have three children aged from 5 to 14. For almost 30 years, I worked in our family business supplying office furniture, refurbishments and fit-outs, however, during Covid I decided on a change and ended up becoming a stay at home dad. I then took on my role as a Councillor.

I was born in London and raised in Donegal. I have lived in the Borough for 25 years and have two children and two grandchildren.

What makes Antrim and Newtownabbey special to you?

It has to be the people and the ethnic diversity which helps shape our communities. This was particularly evident through Covid when people from every background came together to support one another.

In my spare time, I like to walk or hike. Antrim Castle Gardens, Hazelbank and the Belfast Hills (Glas-na-Bradan) are a few of my favourite spots.

I love the cinema, in particular sci-fi movies and thrillers. My favourite movie of all time is Star Wars - Return of the Jedi – the first movie I ever saw in the cinema, the opening sequence had me hooked!

How do you like to spend your time outside of your role as a councillor?

I love the outdoors, the beach is my happy place! I enjoy going to the gym and I am a keen horticulturist who can often be found in the garden.

I am a heart failure specialist nurse. I have been nursing for 29 years both in London and Northern Ireland.
