PREMIUM YARD WASTE CART PROGRAM! Metro Waste Authority and the City of Pleasant Hill are offering Pleasant Hill residents a premium yard waste collection service in 2009. The program is an optional subscription based service available in addition to Compost It! bags and stickers.

How does it work?

Residents can purchase one season’s use of a special 95-gallon wheeled cart for collecting yard waste. Only organic yard or garden waste – such as grass, leaves, brush or branches – can be placed in the cart. The cart will be emptied weekly on regular trash and recycling days. An annual Compost It! sticker will come attached to each cart when they are delivered to subscribers. The sticker is good for the 2009 yard waste season, approximately April 1 through December 1. Those wishing to renew their subscription the following year will be mailed a sticker after renewing their subscription. Residents are limited to one cart per home. Yard waste that doesn’t fit in the cart must be placed in Compost It! bags or tagged with Compost It! stickers for collection.

The cost of the program is $100 per year to cover collection and disposal. Cart rental is included in this amount. Participants new to the program will also pay a one-time fee of $25 for delivery of the cart and account setup. After the City receives your payment, a sticker and more information will be issued. Residents and existing customers who wish to continue the program in following years will be asked to pay the annual fee prior to April1.

Residents can sign up now for the program. Carts and/or stickers will be delivered to subscribing residents prior to the start of the yard waste season. The wheeled carts will be collected during the same season a Compost It! bags and stickers, approximately April l through December l. Carts have been ordered for 2009 and orders will be filled on a first come first served basis.

May’s Stormwater Feature is Rain Barrels or Cisterns

WHAT ARE RAIN BARRELS OR CISTERNS? Rain barrels are features that capture rain water from down spouts. Cisterns also capture rain water from down spouts, but they are generally larger than rain barrels and most commonly found underground. The main function they provide is recycling rain water for personal use. You could use the captured rain water to water your flower bed, irrigate your lawn, etc. Recycling the rain water provides a better opportunity for the recycled water to absorb into the soil. During rain events the majority of rain water runs off most lots and enters the storm drain. By capturing and recycling the rain water you are providing the water a better opportunity to absorb into the soil. HISTORY The idea of collecting rain water for personal use is a practice as old as time. The practice has found a different benefit that had never been considered, runoff reduction. More rain water absorbed into the soil leads to less runoff entering our storm drains, which leads to less stream bank degradation and greater ground water recharge. WHAT DO THEY DO? As mentioned earlier, rain barrels capture rain water from roof tops via down spouts, allowing you to recycle the water for personal use. Cisterns are most commonly larger, some can hold up to 10,000 gallons of rain water, and can be found underground. A rain barrel or cistern benefit the user and the environment. The user gets an additional source of water that is free of charge. The environment benefits by having ground water recharge and less runoff leaving the lot. HOW CAN I INSTALL ONE? Installing a rain barrel is a fairly easy process. Identify which down spout to connect to, if not every down spout, and create a level surface for the rain barrel to sit. Depending on the intended use of the recycled rain water, adding a screen to prevent large debris from entering the barrel is a suggested practice. The do-it-yourselfer can even construct a rain barrel from a 50-55 gallon drum. The internet provides several good websites which explain the uses and installation of rain barrels. One of the main concerns people have about rain barrels is mosquito and other insect populations. With the captured rain water in containment, the opportunity for mosquitoes and other insects to use the water as a nesting area is greatly reduced. Another concern some people have about rain barrels is algae growth. A non-translucent barrel is preferred if you are making your own rain barrel. A non-translucent barrel does not allow light to penetrate to the water, thus eliminating ideal growing conditions for algae. I hope that you can find a way to utilize rain barrels or cisterns in your yard or your business. AND FAMILIES AND FRIENDS RIE USE HEARTS AN ND FEET TO FIGHT CAN CANCER Residents from the SE Polk area will gather at the SE Polk High School Track rack on June 6 from 6:00 p.m. until midnight for a relay against cancer. Relay For Life is a family-oriented team event where participants walk relay-style around the track and take part in fun activities off the track. “Relay For Life is a unique opportunity for our community to come together to celebrate people who have battled cancer, remember those we’ve lost, and fight back against the disease,” said Mary Voss. “Many of the participants are cancer survivors (anyone who has ever been diagnosed with cancer), which serves as a reminder that our community is not immune to this disease and we can actually help our friends, families and neighbors that have been touched by cancer,” Mary added. Honorary Survivor Survivor, Julie Sanders will kick off the event, as cancer survivors (anyone who has ever been diagnosed with cancer) take the first lap. This emotional time sets the stage for the importance of each participant’s contribution. The public is also invited to attend the Luminaria Ceremony Ceremony, which will take place after sundown. To honor the community’ community’s cancer survivors and to remember those lost to the disease, survivors will circle the track rimmed with glowing luminaria while the names of survivors and those lost to the disease are read aloud. New for 2009 is a pancake breakfast to be held Sunday morning, June 7th, at the Lutheran Church of the Cross in Altoona from 7:30 a.m. until 12:30. “We expect and will be prepared for 500 people”, said organizers Mike and Dottie Beckett. Pleasant Hill residents are reminded to please note the following section from the Pleasant Hill Code of Ordinances stating the regulations concerning placing debris on streets. The city appreciates your efforts in keeping the storm sewers free of debris. CHAPTER 135 – STREET USE AND MAINTENANCE 135.03 PLACING DEBRIS ON. It is unlawful for any person to throw or deposit on any street or alley any glass, glass bottle, nails, tacks, wire, cans, trash, garbage, rubbish, litter, offal, leaves, grass or any other debris likely to be washed into the storm sewer and clog the storm sewer, or any substance likely to injure any person, animal, or vehicle. Do you have used eyeglasses you would like to donate? The library has a box from the Lions Club for eyeglasses. Your contribution improves someone’s vision in another part of the world. The library also has a drop off box for used cell phones and a box for used ink cartridges. Bring these items in to be recycled.

LIBRARY BOARD MEETING MINUTES The regular meeting of the Pleasant Hill Public Library Board of Trustees was called to order by President Kelly Swinton at 5:00 p.m. on Thursday, January 22, 2009 in the Library Conference Room. Board members Kenny Dean, Dan Herrin, Angela Stark and Kelly Swinton were present. Library Director John Lerdal was also present and participating along with Mayor Phil Hildebrand and Council liaison Martha Miller. The agenda was approved. The minutes from the January 22nd meeting were approved. The consent agenda was approved. The Program Specialist position has been filled by Krista Smith. The original funding formula which was presented to Polk County will continue to be used. An hour usage limit and computer shutoff 15 minutes prior to closing is being evaluated. So far, there have been few problems. February computer usage has been busier than normal. Additional parking on the west side of the library would cost approximately $50,000. There is a possibility that the parking could be added during the next fiscal year. The check from Prairie Meadows for $7,000 has been received. It will be used for a local history project. Copies of a booklet on Iowa’s Open Meeting law were distributed. The meeting was adjourned.
