ugh Henderson was raised on Oneonta’s isolated Southside – yes, isolated – and it wasn’t that long ago. When Henderson and his brother, Bob, were milking 40 Holsteins (where Lowe’s is today), there was Simonson’s Southside Dairy, processing milk from the neighboring dairy farms. ne weekend, Laurie Neander, RN, was called to a home to administer pain control to a young boy who was dying, in a familiar setting, surrounded by loving family members. Before the era of organizations like At Home Care, “this child would have been in the hospital,� she recalled. “This little guy deserved that weekend� – his final one – “at home.� That weekend turned a profession into a vocation for Neander, an OHS graduate with training at Albany Medical’s School of Nursing and degrees from American and Catholic universities in Washington, D.C. Today, she is CEO of the Bassett Healthcare $10 million affiliate, serving almost 1,000 patients in five counties at any one time.

Hendersons Saw Southside Boom

HENDERSON/From B1 Route 23 to Main Street (past today’s Home Depot), cross the Viaduct, then drop them off – for a period, at the high school, the middle school and Riverside Elementary. Not only did Henderson witness the growth of today’s Southside from scratch, he helped oversee it, first as an Oneonta Town Board member, then on the Otsego County Board of Representatives. Today, he continues his stewardship on the Otsego County Industrial Development Agency, where he’s served since 1974 – 38 years. That stewardship will be honored Friday, March 22, when Henderson is named 2013 Eugene A. Bettiol Jr. Distinguished Citizen at the Otsego County Chamber’s Annual Banquet & Celebration of Business at SUNY Oneonta’s Hunt Union Ballroom. Young Hugh spent his very early years on a farm in the Davenport-East Meredith area, which his dad Robert sold in 1941. When Hugh was 9, World War II over, the father bought the 100-acre Southside farm in 1946 – “a good spot that was level; he’d had enough of side hills” – where, after high school, Henderson joined his older brother, also Bob. Over the years, the herd increased from 40 to more than 100, and the brothers bought “the lower farm” – another 100 acres just as you start to head up Franklin Mountain. In 1958 at a square dance in the Goodyear Lake Pavilion, he met a young woman. “At first glance, he was handsome, gentle, quiet,” recalls the former Betty Rowe. “Now he’s a little more outgoing.” The couple married the next year

and settled on the farm. The brothers “were pluggers, I call them,” the wife recalls. “They just worked hard, and didn’t think about it.” And that ethos was passed on to the Henderson children – four of them soon came along. “I taught them how to work,” said the father. “…And to manage their time,” the wife added. It must have stuck, since all four have gone on to successful careers. Engineer Hugh Jr. is the principal in CDH Energy, Cazenovia, which does projects all over the country. David, who lives in Fairport, is CEO of New Scale Technology, manufacturing tiny parts “small enough to push the lens out of a cell phone camera,” said his dad. Susan Reed also lives in Fairport, and teaches middle school French. And Jane Henderson Clark is executive director of Maryland Citizens Against State Executions; a bill to do so recently passed that state’s Senate. (David and Susan are expected to attend the chamber banquet.) In all, the Hendersons have 11 grandchildren, five now attending Cornell.

A hundred milkers and four children weren’t enough to keep the parents occupied, however. By the early 1970s, Henderson was serving on the Oneonta Town Board. Soon, his wife began a 12-year stint on the Oneonta City School Board. It was during this time that development took off, and it was all in the Town of Oneonta. At first, it looked like Route 7 east of Oneonta would be the locus of development, with a Pyramid Mall opening (where FoxCare is now) in 1972. But following the opening of I-88 in 1974 and the construction of Lettis Highway, a shortcut from downtown to the Southside, Big Box retail development shifted to Route 23. Regardless, it was good news for the Town of Oneonta. At one point, downtown merchants threatened a lawsuit against the town for luring away the retail base, but it fizzled. High-Tech Empowers At Home Care AT HOME/From B1 The building itself is deceptive: The Second Empire mansion with its stained-glass window and beveled-glass doors that once housed the nuns who taught down the block at St. Mary’s School suggests a simpler, slower-paced age. But the modern addition on the back bristles with technology, the back-up necessary to deploy specialists over 10,000 square miles. And the term specialist is used advisedly: Nurses, physical therapists, homehealth aides, occupational therapists, respiratory thera-

pists, nutritionists, medical-social workers. Ninety percent of At Home Care’s budget is used to get these people into the field, usually at short notice, often to ease emergencies. When Neander is called upon to talk about her organization, her PowerPoint includes an image from the 2006 floods, a news photo of that trench floodwaters opened up across I-88 near Unadilla. “The only way to get to the patient on the other side was to use TeleHealth Technology,� she tells audiences. With that, she opened the

door of her high-ceilinged office to the nerve center of the operation. That morning, Rick Post, RN, was at the monitor, checking the conditions of 150 patients from Cobleskill to Norwich for blood pressure, EKG, “their vital signs,� he said. It was about 11 a.m., and he’d already detected 40 instances where something was not quite right. Home Care Filled After-Hospital Gap AT HOME CARE/From B3 cant tipoff, particularly in patients with congestive heart failure (although Post might discover that a pet or a visiting relative stepped on the scales by accident – “it does happen.”) If necessary, though, an At Home Care specialist can be quickly deployed to the scene. This is a long way from the public health nurse with a horse and buggy, and At Home Care, founded a quarter-century ago this year, didn’t just happen. Its birth was a spinoff of efforts to rationalize medical care and medical costs: of DRGs, diagnostic related groups, that emerged in the 1980s. Through DRGs, regulators began defining appropriate hospital stays by ailment, and stopped reimbursement payments after the clock ran out. This encouraged hospitals to discharge patients promptly – but discharge them to where? Often, home was the only option, but hospitals “needed a predictable organization that held the same standards,” said Neander. “They are coming out sooner, quicker, sicker. People I used to deal with in the ICU, you see in the home now,” she continued, but added, “If they’re stable, it’s better to have them in their home.” The original partners in the resulting At Home Care, founded in 1987, further

suggest how healthcare has changed – hospitals in Margaretville, Walton, Sidney, Cobleskill, Mohawk and Utica. “It was a huge regional effort,” the executive said. By 2000, however, two partners remained, Bassett and Fox Hospital; the rest had mostly been absorbed or disappeared. In this past decade, At Home Care has absorbed the publicly run county public health nursing agencies, Otsego’s in 2005, Chenango’s in 2010, and Herkimer and Schoharie’s in the past few weeks. Out of necessity, technology was embraced. “We realized this was the only way we could operate,” said Neander. The first EPR, the electronic patient record

From Town To County Board HONOREE/From B1 he maintains today. “I was more of a consensus person,” Henderson remembers. “I guess I’ve always been that way.” One day in 1983, after Henderson had served 12 years on the town board, state Sen. Jim Seward, R-Milford, came calling. Democrat Leon Kalmus had succeeded in bumping Republican Les Foster from the town’s seat on the county Board of Representatives, the Seward wanted the GOP to win it back. “Jim came to the house to get me to run,” said Betty. “He got Hugh instead.” Whatever the intent, Henderson succeeded in reclaiming the seat from Kalmus, then spent 24 years on the county board, first under the chairmanship of David W. Brenner. Brenner soon shifted to the Oneonta mayoralty, and Republican Carl Higgins assumes the county board’s helm. During this period, the county built the new jail in the Town of Middlefield and, later, Otsego Manor, with Henderson’s support. “We didn’t see the writing on the wall,” he said of the latter, which the county board is now struggling privatize in the face of runaway deficits. One notable undertaking he’s glad to cite: He played a role in the county assuming ownership of 242 Main St., Oneonta, the former City Hall and firehouse, now a county satellite building housing the Economic Development Office, the DMV, and some social service functions. A five-person town board was one thing, but the 14member county board taught Henderson a new lesson in governance: “No one accomplishes anything on their own,” he said. “You learn to count when you are on the county board.” By 2008, Henderson was cutting back. A couple of years earlier, the couple had sold “the upper farm” to Lowe’s, and built an airy home halfway up the hillside on “the lower farm,” one with a stunning view of the Oneonta cityscape. The Henderson brothers had sold their herd . And Henderson retired from the county board.

But retirement isn’t the same for everyone. He remained on the Industrial Development Agency, championing farming-related projects in particular, like Larry’s Meats in Hartwick, one of the few USDA-approved processing plants in the region. And he’s been a parttime aide to his mentor, Senator Seward, who praised Henderson’s “dignity, good grace and humor” in a state Senate proclamation that will be read at the dinner.

still considered cutting-edge 15 years later, was in place in 1997. With updates in between, At Home Care adopted Bassett’s new Epic system, also used by Fox. Behind Post’s command center is a training room, but not a computer is in sight. When the specialists come to headquarters for training, they bring their own laptops. There are offices in Norwich, Herkimer and – opened in the past several days – Cobleskill, but these are simply stopping-off points with computer ports. Staff activities – specialists put 1,000-1,500 miles on their cars monthly – are in the hundreds of homes where patients are recuperating at any one time. “We have children, we

have 100-year-olds,” said Neander, herself the mother of two grown sons: Erik, 29, who, married to Oneontan Jessica Santos, is working for the Tampa Bay Rays, and Mark, 25, who is finishing up his studies at SUNY Oneonta. Above the training room at 25 Elm are modern, neon-lit cubicles, where staffers at computers are setting up care, scheduling appointments, and lining up insurance payments and smoothing out Medicare and Medicaid reimbursements, the lifeblood of modern medicine. Bassett and Fox refer 70 percent of At Home Care’s patients, but local people seek specialty treatments regionally, and referrals come from as far away as Boston, New York and Pittsburgh. Certainly, At Home Care has experienced constant growth in 25 years, but it’s just the beginning, said Neander. These days, not only do DRGs define the length of stays, but hospitals are being penalized if patients have relapses, returning for further treatment within 30 days. “Hospitals require a home-health system that is integrated into their system,” she said. “Bundled payments” are also being considered, she continued, “a single payment to manage your illness no matter where you are receiving care.”

IN MEMORIAM Glenadore B. Super, 96; 1st Little League Auxiliary President ONEONTA – Glenadore B. Super, 96, a founding member of the Little League Auxiliary, passed away March 7, 2013, at Fox Nursing Home, Oneonta. She was born March 9, 1916 in New Berlin, the daughter Ralph and Anna (Sherburne) Bassett. She married Edward Super on Nov. 22, 1941, at St. Mary’s Rectory in Oneonta. Glen was employed at the Oneonta High School in the Food Service Department for over 40 years.

She was a member of the 6th Ward Athletic Club and a founding member and first president of the Little League Auxiliary. She enjoyed bowling, playing cards and watching the Yankees. Most of all she loved spending time with her family. Glen is survived by a daughter, Karen and Allen Burrows of Oneonta; a son, Michael Super of Louisville, Ky.; grandchildren, Scott and Rozlyn Burrows, Todd and Laurie Burrows,

Chad and Andrea Burrows, Jennifer Super and Edward Super; great-grandchildren, Lucas Burrows, Brooke Burrows, Kylee Burrows, Carter Burrows, Bryce Burrows and Ryan Burrows; and several nieces and nephews. She was predeceased by her husband, Edward on Sept. 3, 1966; a sister, Marjorie VanDellon; and a daughter-in-law, Patrice Super. A funeral was held Monday, March 11, at the Lewis,

Hurley & Pietrobono Funeral Home, Oneonta, with the Rev. David Mickiewicz, pastor at St. Mary’s Catholic Church, officiating. Interment will be in the Mt. Calvary Cemetery at a later date.
