KALIBO, Aklan (PIA) Ministers from Member States of the Association of Southeast Asian Nations (ASEAN) who gathered in Boracay Island, Malay, Aklan for the 3rd ASEAN Digital Ministers (ADGMIN) Meeting on February 9-10, 2023 collectively adopted the Boracay Digital Declaration that resulted from the gathering.

The adoption is in recognition of various issues, concerns and impacts that have affected the communities of the ASEAN Member States, like the COVID-19 pandemic, in order to build a resilient foundation for the region’s growing digital presence.

This is also to ensure that necessary digital resources are available to support the ASEAN’s effort to recover quickly from the pandemic.

The declaration likewise aims to strengthen digital connectivity and accessibility to pave the way for a digitally-enabled society.

With this in focus, the Digital Ministers agreed to recognize the importance of a digitally inclusive society in ASEAN in designing relevant digital solutions and unlocking the full benefits of digital transformation to improve the productivity and the lives of the people and eventually boost the ASEAN economic growth.

They also encouraged ASEAN Member States to cooperate and implement through a people-centered approach, the actions and measures outlined in the ASEAN Digital Masterplan 2025, the Bandar Seri Begawan Roadmap on digital transformation, and Part 1 of the ASEAN-EU Joint Guide on Model Contractual Clauses for Data Transfers to be able to adapt to the changes brought about by the COVID-19 pandemic in a more sustainable and responsive way.

They agreed, too, to ensure a sustainable digital transformation that is people-centered, safe, secure, and relevant to the needs of end users and various stakeholders aimed at in-

creasing the quality and use of e-government services and solutions that can connect businesses, and supporting innovations for new business models to facilitate cross-border trade and affordable access.

Also agreed upon by the Ministers is to sustain efforts to combat cybercrimes through enhanced cooperation in cybersecurity, data privacy, and Computer Emergency Response Team (CERT)-related activities; exploration of programs that will mitigate negative effects of climate change using innovative and sustainable digital solution, and services to secure a progressive ASEAN for future generations.

The joint media statement released by the DICT after the meeting delved on the progress gained in the second year of the ASEAN Digital Masterplan 2025 (ADM 2025) which laid a strong foundation in accelerating the region’s digital transformation, and transforming ASEAN into a leading digital community and economic bloc, powered by secure and transformative digital services, technologies and ecosystem.

The ADGMIN meeting also encouraged ASEAN Member States to cooperate and implement, through a people-centered approached, the Desired Outcomes and Enabling Actions outlined in the ADM 2025 to timely adapt to the changes brought about by the COVID-19 pandemic and to do so in a way which is greener and sustainable.

It also noted the outcome of the ongoing implementation of the ASEAN Comprehensive Recovery Framework (ACRF) and its implementation plan in the recovery from the COVID-19 pandemic.

Agreed upon, too, during the meeting was the further intensification of cooperation among Member States to accelerate the region’s digital transformation to support the ACRF, and to make sure that all Member States have access to best practices and strategies to stimulate better use of digital services for COVID-19 mitigation and recovery efforts.

The Member States’ efforts in implementing enhanced cybersecurity measures consistent with the ASEAN Cybersecurity Cooperation Strategy 2021-2025 was welcomed by the ministers, in view of the recent rise of global cybersecurity attacks and threats and as a response to a newer, cyber development and to ensure that there are no weak links in the collective efforts of ASEAN Network Security Action Council (ANSAC) to secure the cyberspace for the region’s digital economy and community to grow.

Other developments welcomed by the ADGMIN was the use of emerging technologies such as the application of Blockchain Technology and Artificial Intelligence (AI) to further digital transformation and completion of study for Digital Economy Framework Agreement.

In concluding the joint statement, the ADGMIN expressed appreciation to the Philippines for hosting the meetings and for the warm hospitality accorded to them and for the excellent arrangement made for the 3rd ADGMIN and Related Meetings.

The next ADGMIN Meeting, the 4th one, will be convened in Singapore in January or February 2024, according to DICT Secretary Uy. (JBG/VGV/PIA6 Aklan)

KALIBO, Aklan (PIA) Department of Information and Communications Technology (DICT) Secretary Ivan John E. Uy presented the four priority areas the Philippines intends to prioritize as chair of ASEAN Digital Ministers (ADGMIN) for 2023.

Uy, during a press conference held on Feb. 10, 2023 at Shangri-La Hotel in Boracay Island, Malay, Aklan, noted the first priority area is cyber security and safety or called “Safe Cyberspace.” In this thrust, there is a regional cooperation for cybersecurity knowledge and skills development.

He stressed that cyber threats are borderless hence, international cooperation is the key to remain cyber secure and resilient.

“Through this, we aim to prioritize policies and programs aimed admitting us better guards against cyber threats’ while also improving our cooperation in building resiliency for critical information infrastructures,” the Secretary said.

The second priority area, according to him, is CitizenCentric Governance, of which there is a development of a regional stocktaking process for digital government solution in ASEAN.

This involves identifying digital systems, processes, infrastructure that prove successful in ASEAN member states and sharing all best practices, knowledge, and skills that led to those solutions.

ration to further improve and scale these solutions by allowing them to be tested in different environments and analyzed by people of different backgrounds and expertise,” he noted.

The next priority area is Digital Inclusion, that is, participation of women, youth and other sectors in ICT will be increased and strengthened with focus on policy engagement, improving digital competence and fostering inclusive future.

“No one left behind,” Uy said referring to every sector in the society that should likewise progress as digital technology advances.

“As digital technology accelerates forward, we must also ensure that those who are less exposed, who are less privileged, who are less connected and who are vulnerable are given ample opportunity to catch up through interventions in the forms of policies, programs, and projects,” the DICT chief said.

The fourth key area is Innovation-Driven economy. In this thrust, ASEAN strategies are formed and strengthened to support and develop innovative start-up ecosystems and promote digital innovation.

This initiative, as explained by Uy, will tap into the creativity of the ASEAN citizens and communities and connect disruptive and world-changing innovations to capital and resources that could help grow such ideas into profitable businesses.

Likewise, this will focus on the ecosystem that could nurture innovation and innovative industries, and it will also put attention to the periphery, streamlining processes for business registration, operation and growth.

“Reducing, if not, eliminating bureaucratic red tape and enhancing the ways business and government transact will also be promoted,” Uy added.

Further, he noted that the aforesaid components are aligned with and support the implementation of the ASEAN Masterplan 2025, in furtherance of its vision of the ASEAN as a leading digital community and economic bloc, powered by secure and transformative digital service, technologies and ecosystem.

KALIBO, Aklan (PIA) More cruise ships are expected to visit Boracay Island in Malay, Aklan again this 2023 after more than two years of hiatus due to pandemic.

Executive Assistant V Niven Maquirang of the Office of the Governor of Aklan and officer-in-charge of the Port Cruise Ship Operation and Special Project confirmed it in a media interview, adding that the international cruise ships would bring in more foreign tourists to the island and boost Aklan’s tourism industry.

Maquirang revealed that the first international cruise ship to arrive in the island will be MS Seabourn Encore of Seabourn Cruise Line on February 13, 2023 from 9:00am to 6:00pm.

The luxury cruise ship carries 600 passengers and will be in Boracay after spending in Puerto Princesa, Coron and Manila.

In March, three cruise ships are lined-up to visit the world famous island. These are MS Westerdam of Holland America on March 3, Ms. Nautica by Oceania Cruises on March 6 and Ms. Seven Seas Mariner by Regent on March 8.

About 5,000 foreign tourists and crew are expected to bring in by the aforesaid cruise ships this March.

MV Norwegian Jewel is set to dock at Boracay Island on November 3 and 29, and December 1. MS Westerdam will return on November 7 .

Star Breeze and MS Seven Seas Explorer are scheduled to visit the island on November 16 and November 17, respectively.

Meanwhile, there are cruise ships that have arrangements already for Boracay visits in 2024 and 2025. MV Norweigan Jewel will again visit the island on February 25, 2024; same with MS Westerndam on February 27, and Star Breeze on April 4, 2024.

Other international cruise ships that are lined up for next year’s visit are MS Costa Serena, MS Noordam, MV Norwegian Sun, and in 2025 the Seaborn Odyssey.

KALIBO, Aklan (PIA) The Aklan Agri-Aqua Demonstration Farm and Training Center (AAADFTC) located in Barangay Nalook, Kalibo, Aklan is now a certified Learning Site for Agriculture (LSA) of the Department of AgricultureAgricultural Training Institute (DA-ATI).

According to the Office of the Provincial Agriculturist (OPA)

Aklan, the awarding of the certificate of accreditation was conducted at the Agricultural Training Institute (ATI) Training Hall in Banga, Aklan during the recent celebration of DA-ATI’s 36th anniversary.

The certificate was received by Engr. Alexys Apolonio, newly appointed Provincial Agriculturist, and Emmanuel Soviet Russia Dela Cruz, AAADFTC Supervisor from ATI National Director Engr. Remelyn Recoter; ATI-Regional Training Center OIC Center Director Mary Ann Ramos, and Vianney Ojerio, ATI OIC for Partnership and Accreditation Services.

According to OPA-Aklan, the AAADFTC will serve as a practicum area to enhance competences through trainings and other extension activities like practical and hands-on learning for the different agri-aqua technologies.

The demo farm will also serve as a farm-tourism site for farmers, rural community members, DA’s training participants, agriculture and fishery students, and other private individuals.

It has also the capacity to accept work immersions for students from senior high school and tertiary levels, and a source of the other field services such as agri-business advisory services, information support, and technology demonstration.

Meanwhile, the AAADFTC is now producing and selling tilapia fries through its Aklan Provincial Freshwater Tilapia Hatchery.

Recently, it revealed that the local government unit of Buruanga, Aklan purchased 20,000 tilapia fries from the hatchery to strengthen the town’s growing number of tilapia fish farmers.

The demo farm is operated by the Provincial Government of Aklan with the aim of achieving its vision of having “Pagkaing Sapat Para sa Lahat, Aklan Aangat!" (JBG/VGV/ PIA6 Aklan)

KALIBO, Aklan (PIA) The National Telecommunications Commission (NTC) Regional Office VI conducted the “Facilitated SIM Card Registration” in the municipality of Madalag, Aklan, February 2, 2023.

The one day SIM Card registration, the first to be conducted in the province of Aklan, was held at the Poblacion Madalag Covered Court.

NTC 6 OIC- Regional Director Engr. Leah Dela CruzDoromal, who led the conduct of the registration in coordination with the local government of Madalag headed by Mayor Rex Gubatina, called on the constituents in the area to have their SIM cards registered to avoid inconvenience due to deactivation of their SIM.

“We, at the NTC encourage everyone to register their SIM Cards because after the deadline on April 26, 2023, your SIM Cards will be deactivated,” Doromal said.

She also thanked the telecommunications companies which joined the activity and catered/assisted their respective subscribers in registering their SIM cards.

Doromal said the NTC is targeting to hold at least 40 Facilitated SIM Card Registration activities in various provinces in Western Visayas, of which the NTC targets to hold at least five registration activities per province.

She added that the NTC will be prioritizing municipalities which are identified as Geographically Isolated and Disadvantaged Area (GIDA), just like the municipality of Madalag.

Last week, the NTC held the first facilitated registration in Carles, Iloilo.

Other provinces in Western Visayas will also have their SIM Card Registration activities soon, said Doromal.

Meanwhile, one of the Madalagnons, who came early to register her SIM Card, was 63 year-old Luzviminda Ampuan of Talangban, Madalag, Aklan.

She said it is important to have her SIM Card registered as four of her children are residing in Manila and she keeps in touch with them always.

“Kailangan kasing sumunod tayo sa patakaran,” Ampuan said, emphasizing the value of SIM Card registration and the importance of following telecommunications regulations. (JBG/VGV/PIA6 Aklan)

Based on 2020 Census of Population and Housing (CPH) conducted by Philippine Statistics Authority, 603,045 Ak-

lanons reported that their live births were registered with the Local Civil Registrar Offices (LCROs)

This result translates to 98.4 percent out of 612,985 household population recorded in the province of Aklan.

On the other hand, 8,731 or 1.4 percent reported that their live births were not yet registered at their respective LCRO.

Among the six provinces and two highly-urbanized cities of Western Visayas, Aklan ranked third with the highest proportion of household population whose births were reported to be registered.

City of Iloilo posted the highest at 98.7 percent of 455,287 household population, and was followed by province of Capiz with 98.4 percent of 803,879 household population.

Out of the persons who reported their live births being registered, 97.7 percent or 589,195 persons revealed that they ever had a copy of their live births.

The statistics presented in this report were based on the answers and information provided by the respondent or any responsible member of the household to the questions on birth registration about all the household members during the conduct of census last September 2020. The month-long celebration of the nationwide Civil Registration Month in Aklan kicked off on February 1 with a motorcade along the major thoroughfares of Kalibo. This year’s activity is anchored on a theme: “PSA@10: ‘Providing Efficient and Effective Civil Registration and Vital Statistics through Digital Transformation’”.

Spearheaded by the Philippine Statistics AuthorityAklan, the motorcade aims to elicit awareness in the public regarding the importance of civil registration in achieving better lives and fostering development in the community.

During the activity, employees of PSA-Aklan and members of the Aklan Civil Registrars Association distributed civil registration flyers to several individuals containing relevant information about late registration procedures, rectifying errors, and legitimation and acknowledgment of paternity guidelines which gave them so much delight.

A lecture on civil registration was then conducted by Registration Officer Glenda Sampaton at the Serbilis Center-Kalibo to inform the clients regarding the importance of registering vital events, the steps to be undertaken in correcting defects in the documents, requirements in securing authentic copies of civil registry documents, PhilSys Birth Registration Assistance Project, and the issuance of a free copy of a birth certificate for first timejobseekers.

According to Engr. Antonet B. Catubuan, Chief Statistical Specialist, this event is a jumpstart of the series of

activities that will be conducted for the month in order to enhance the awareness of the people on civil registration and strengthen the implementation of the program in the community.

“We need to have comprehensive and responsive civil registration systems to attain an inclusive, equitable, and people-centered development,” Engr. Catubuan said.

Other activities slated for this month include the hanging of streamers, symposiums, vital statistics exhibit, civil registration clinic, civil registration quiz bee, mobile registration, and mass weddings to be spearheaded by selected local civil registry offices in the province.

February of each year marks the country’s observance of the National Health Insurance (NHI) Month by virtue of Presidential Proclamation No. 1400 s. 2007 which underlines the important role of social health insurance in every Filipino’s life.

The National Health Insurance Program, as a social health insurance (SHI) scheme, is a form of financing and managing health care based primarily on risk pooling. The SHI pools the health risks of the people on one hand; and the contributions of individuals, households, enterprises, and the government on the other. This system protects people against financial burden of diseases, and considered a relatively fair method of financing health care.

The NHIP is guided by the principle of social solidarity or community spirit, where risks are shared among income groups, age groups, persons of differing health status and those residing in different geographic areas. This solidarity principle is best exemplified by the spirit of Bayanihan where everyone carries the burden towards achieving a common goal, which in this case is to provide every Filipino with adequate financial protection when seeking medical care through everyone’s contributions, big or small.

The Bayanihan spirit is best demonstrated in the PhilHealth program where the young is helping the old, the healthy subsidizing the sick, those earning more is subsidizing those who are earning less, and where the able subsidizes the poor and the vulnerable sectors such as senior citizens and persons with disabilities.

The Philippine Health Insurance Corporation (PhilHealth), being the administrator of the National Health Insurance Program as provided for in Republic Act 7875 as amended, spearheads the nation’s observance in parallel with its 28th anniversary on February 14. The theme for this year,

“Pinalawak at mga Bagong Benepisyo para sa Mamamayang Filipino”, amplifies its commitment to continuously expand and to make the benefits even more responsive to the changing medical care needs of the Filipino people.

The observance aims to stimulate public awareness on the issues involving social health insurance and to encourage partners in fulfilling their respective roles to ensure the success of the NHI program, i.e., for Direct Contributors religiously paying their contributions, employers remitting and reporting their contributions on time, health care providers filing claims that are in order, among many others.

This is also an opportune time to inform the public of the essential role that PhilHealth plays in each family’s health as well as how social health insurance work to shield Filipinos against costly hospitalization. During the pandemic years alone, PhilHealth has paid a total of 307.70 billion in benefits for over 33.93 million claims filed on behalf of the members and their dependents.

To further raise awareness on the NHI Month, PhilHealth is spearheading low profile but high impact activities such as a press conference to announce new and expanded health care benefits for rollout in 2023 and beyond, and a Social Health Insurance symposium involving internal and external stakeholders to showcase its various feats in the implementation of the NHIP especially during the pandemic years.

The state insurer also enjoins government agencies including local government units, the mass media and the entire citizenry to support the celebration geared towards fulfilling the vision of providing all Filipinos with equitable access to adequate, affordable and acceptable health care services without resulting to economic hardship; now and into the future. The headline inflation of Aklan grew faster at 7.9 percent in January 2023 from 7.7 percent in the preceding month, which was primarily brought by price increase among Food and non-alcoholic beverages.

According to Philippine Statistics Authority, inflation among Food and non-alcoholic beverages hit 11.0 percent in January 2023 from 10.5 percent inflation reported in December 2022.

This was almost six times higher compared to inflation reported in January 2022 at 1.8 percent.

The inflation rate is the year-to-year price movements of goods and services, through comparing the change of consumer price index relative to the prices of goods and services

in 2018.

The uptrend of inflation among this commodity group was affected by price increase of Other vegetables with 71.6 percent inflation from 38.2 percent in the past month. This was followed by Cereals at 11.7 percent from 9.5 percent in December 2022, and Other seafoods at 12.4 percent from -1.1 percent a month ago.

Ice, ice cream, and sorbet also inflated by 4.3 percent compared to -1.7 percent in December last year, while Tubers, plantains, and cooking bananas went up by 26.3 percent from 19.6 percent recorded in the past month.

Ten other sub-commodities under Food and non-alcoholic beverages also contributed to the uptrend of inflation in January 2023.

The growth in inflation further relates to the decline of purchasing power of peso. One peso in 2018 is now equivalent to 84-centavos in January 2023.

Consequently, goods and services worth Php1,000 in 2018 can now be bought at approximately Php1,183 in January

2023 due to inflation.

Other major commodity groups also contributed to the increase of the province’s inflation rate in January 2023:

Transport, 12.8 percent;

Health, 2.0 percent;

Housing, water, electricity, gas and other fuels, 6.9 percent;

Clothing and footwear, 1.7 percent; and
