As provided for under Section 23 of the Fisheries (Amendment) Act 1997, the Board consists of a Chairperson and six other members who are engaged on a part-time basis. Its function is to provide an independent authority for the determination of appeals against decisions of the Minister for Communications, Marine and Natural Resources on aquaculture licence applications.

It acts as a link between the Irish food production industry and international customers, both existing and potential, and aims to develop export markets for the Irish food and drink sector. It provides suppliers with details of exporters, production, quality standards, health regulations and controls as well as details of new developments in the industry.
