he year 2010 is ending and we can proudly say that the harvest was good for the African Water Association, in view of the activities conducted. The year 2010 marked the age of maturity for our Association, which celebrated its 30 years of existence in March in Kampala. The 30th Anniversary coincided with the holding of our 15th Congress in the same city. The international echo of this Congress, the number (1,600) and quality of delegates drawn from 64 countries conferred a qualitative imprint on our commitment to ensure equitable access for all to potable water and decent sanitation services. The inventory of actions conducted during the year 2010 is eloquent. Our objective of investing in the human capital through capacity building was materialized by the creation of the African Water Academy, based in Kampala, Uganda, in premises offered by the National Water and Sewerage Corporation (NWSC). This Academy, dedicated to the development of leadership and change management, initiated its training sessions in February. In 2010, the African water family found its unity, following our fusion with the ex-ESAR-IWA. Today, our Association is the only continental organization in the water and sanitation sector that enjoys the confidence of multilateral partners. A position that enabled us to organize a regional African Forum during the Congress of the International Water Association (IWA), held in September in Montreal, to deliver, at the invitation of the African Ministers’ Council on Water (AMCOW), a statement to the high level ministerial session during the third African Water week, held in November in Addis Ababa. To improve the performances of water utilities, The Water Operators Partnership for Africa (WOP-Africa) initiated workshops and partnerships. The outcome is convincing for our water utilities and will be even more convincing in the coming years, thanks to the support of our partners (UNHabitat, USAID, and AfDB). The year 2011 will open new perspectives for our Association and our responsibility is not to shy-away from the task. This pivotage year before the 2012 Congress in Marrakech will be a year of intense activities aimed at promoting visibi-lity, advocacy and formalization of partnerships to consolidate the international status of our

Association and positively influence public policies in the water and sanitation sector. We should, more than ever, be determined to maintain the excellence bar. This was demonstrated by our Scientific and Technical Council (STC) during the two previous annual meetings (Libreville and Dakar). Its agenda for the New Year is even more attractive for enhancing the level of performance of our members. What is important now is to save words and act efficiently in order to achieve our objectives.

Maintenir la barre de l’excellence
L
’année 2010 s’achève et on peut dire sans fausse modestie que la moisson a été bonne pour l’Association africaine de l’eau au regard des activités menées. 2010 a marqué l’âge de la maturité pour notre Association qui a célébré les 30 ans de sa création en mars à Kampala. Ces noces de perle ont coïncidé avec la tenue de notre 15e congrès, dont l’écho international, le nombre (1 600) et la qualité des délégués présents en provenance de 64 pays ont conféré un cachet qualitatif à notre engagement d’un accès équitable pour tous à l’eau potable et à un service d’assainissement décent.

L’inventaire des actions menées au cours de l’année 2010 est éloquent. Notre projet d’investissement dans le capital humain par le renforcement de capacités s’est matérialisé par la création de l’Académie africaine de l’eau basée à Kampala dans des locaux offerts par la National Water and Sewerage Corporation (NWSC). Cette Académie dédiée au développement du leadership et au management du changement a débuté ses premières sessions de formation en février. En 2010, la famille africaine de l’eau a retrouvé son unité consécutivement à notre fusion avec l’ex-ESAR-IWA. Aujourd’hui, notre Association est la seule organisation continentale représentative du secteur de l’eau et de l’assainissement qui jouit de la confiance des partenaires multilatéraux. Une position qui nous a valu d’organiser un forum régional africain au congrès de l’International Water Association (IWA) en septembre à Montréal, de prononcer à l’invitation du Conseil des ministres africains chargés de l’eau (AMCOW) un discours à la session ministérielle de haut niveau lors de la troisième Semaine africaine de l’eau en novembre à Addis-Abeba. Le Partenariat des opérateurs d’eau pour l’Afrique (WOP-Africa) pour améliorer les performances des
sociétés d’eau a initié des ateliers, des partenariats. Le résultat est probant pour nos sociétés d’eau et le sera davantage dans les années à venir grâce à l’appui de nos partenaires (UN-Habitat, USAID, BAD). 2011 ouvrira de nouvelles perspectives pour notre Association et il nous appartient de ne pas rechigner à la tâche. Cette année-charnière avant le congrès de 2012 à Marrakech sera celle d’intenses activités de visibilité, de plaidoyers et de formalisation de partenariats pour consolider la stature internationale de notre Association et influer positivement sur les politiques publiques dans le secteur de l’eau et de l’assainissement. Nous devons être plus que jamais déterminés à maintenir la barre de l’excellence. Notre Conseil scientifique et technique (CST) l’a démontré lors des deux assises (Libreville et Dakar) annuelles. Son agenda pour la nouvelle année est encore plus attrayant pour renforcer le niveau de performance de nos membres. Ce qui compte dorénavant, c’est faire l’économie des mots et agir efficacement pour atteindre nos objectifs.
