CUOMO REVAMPING THE STATE'S EMERGENCY RESPONSE SYSTEMS Gov. Andrew Cuomo has announced a series of major initiatives to revamp the state's disaster and emergency response capabilities, hoping to establish New York state's emergency management operation as the best in the country. Initiatives announced during last Wednesday's cabinet meeting include launching a statewide network of emergency responders, selling outdated and unnecessary equipment and creating Regional Rapid Response and Incident Management Teams to coordinate emrgency responses with local governments. "We learned from Hurricane Irene and Tropical Storm Lee that we must be ready and have the capabilities to respond to all emergencies," said Cuomo. "Our state's first responders are second to none, but they need a highly coordinated network to support them." The initiatives come in the wake of a review, ordered by the governor following storms Irene and Lee, of the state's response capabilities. The assessment revealed both strengths and weaknesses. While state responders, Cuomo said, showed leadership and ability, there were shortcomings in the state's coordination and preparation, including a lack of resources predeployed to regions in the storms' paths and response units with unnecessary and outdated equipment in place.

Monsey voters often wonder if their voice is heard or if their vote makes a difference to in their every day lives. After all, Congress does not sit in Monsey. From this week’s news we see how our Congressman hears our concerns whether it is in Washington or Melnick Drive.

In a letter to the Postmaster General, Congressman Engel wrote, “ The Monsey processing facility provides much-needed jobs to the citizens of the surrounding area, and I believe its consolidation will negatively impact the local community and its ability to receive mail in a timely manner.” (see Action Desk for full letter on adjacent page.) This is a perfect example of our elected officials standing up for us where, and when we need them. The Post Office is obviously something Monsey Residents use every day and it is an important service to the community. Rep. Engel wrote in the letter that he believes a public forum should be held to discuss that matter. Rep. Elliot Engel’s view of democracy comes through when dealing with large issues like Iran’s nuclear threat, the environment as well as the attention he pays to his local constituents. He shows his voters that he cares about the small things that affect us in the community.

LETTERS TO THE EDITOR Dear editor. Last year after Gov. Andrew Cuomo signed the 2 percent cap on property taxlevy increases, we all breathed a sigh of relief and thought that our organization, South East Ramapo Taxpayers Association, could be disbanded. Unfortunately this is not the case. We have our work cut out for us, as all taxing authorities are trying to bypass this cap. We have to monitor all taxes to make sure that the taxing authorities obey the spirit of the

law as well as the word of the law. This past January, Rockland County taxes increased by more than 31 percent and the town taxes (in the unincorporated part of Ramapo, i.e. Monsey) increased by over 50 percent. Now the superintendent of the East Ramapo school district said that he is looking for exclusions to the 2 percent cap; that way he will be able to tax homeowners at a much higher rate than allowed by the cap.

The idea of a tax cap is that the homeowners should not be taxed out of their homes. Searching for exclusions to the cap might be obeying the words of the law, but it definitely does not obey the spirit of the law. "When a family loses their

home to foreclosure, they are not the only victims – local homeowners see a decline in their property values, as well as the appearance of their neighborhoods. If fact, the only thing that stands to go up as a result of foreclosure in a community is the crime rate."

This is the second time in recent weeks the Department’s team of foreclosure prevention specialists has visited an area hit hard by foreclosures. Earlier this month, the Department provided assistance to approximately 150 homeowners when the Foreclosure Relief Unit visited Suffolk County for two days. The Department is in the process of developing a schedule for additional visits to other areas in the state affected by foreclosures. “Dispatching the Department’s team of foreclosure specialists to specific areas is a great way of reaching homeowners who need help, but homeowners throughout New York need to know that they can get help now by contacting the Department’s toll free hotline,” Superintendent Lawsky said. The Department’s foreclosure hotline, 1-800-269-0990 or 518-4571654, is open from 8:30 a.m. to 4:30 p.m., Monday through Friday. In addition, homeowners can obtain information and file complaints on the Department website, www.dfs. ny.gov.

Committee a year later in 1993, and helped design what is now Greg Sikorsky Park, on Lime Kiln Road. I became a member of the Wesley Hills Planning Board in 1995, and was appointed to Chairman of the Planning Board in 2004, a position I still hold today. Being so involved in the Board has allowed me to really see what the Village wants, and what its people needs. Advocate: And what do you hope to accomplish as Trustee? Katz: The Village has done such a great job; I'm just hoping to use my experience to accomplish even more. From the Planning Board I've been able to oversee cell towers, new synagogues, view changes to Village laws... I've gotten to hear what everyone

wants, and I always try to reach a compromise for every issue. I feel that the Village should hear out every resident; everyone has a voice that deserves to be heard. Advocate: What are some of the Village's most dominant issues right now? Katz: There really aren't major "issues" . We always want to keep the taxes down, of course... We do have to pay Ramapo for some services, like everyone else and I'd like to see an alternative to that. Maybe work with adjacent villages to hire someone else, instead. But really, I just want make sure everyone is heard and helped, not just one person, but everyone in the Village. Advocate: Thank you so much for your time, and good luck!

POST OFFICE cont. from page1 According to the officials involved, there are no plans to close the Monsey office. “It’s a post office building and we’re taking mail processing equipment out of there and moving it to White Plains,” a Postal Service spokesman explained. The changes are part of a large-scale plan to reduce operating costs by $20 billion by 2015 and return the organization to profitability, according to its website. About 25 employees at the Monsey office will be affected.

The Postal Service announced in September it would consider closing or consolidating 264 postal facilities across the country, more than half of its 487 offices. Thirteen of those are in New York. The closings could lead to the elimination of 35,000 jobs. Last week, the Postal Service announced 223 of 264 processing facilities will be consolidated partially or in full, while six are on hold for further study and 35 will remain open for now.

Legally Speaking Ryan Scott Karben, Esq. This week, we'll take a break from a discussion from the intricacies of the Zoning Law to discuss the assessment of real property taxes. The taxable status date for real property in the Town of Ramapo is March 1st. That means that a property is assessed based on its condition as of March 1st. For example, a house that is 50% completed as of March 1st of a given year will be assessed at 50% of its construction value even though the house will completed during the coming tax year. For tax exempt properties, they must comply with all of the requirements for real property tax exemption as of March1st of a given year. While this might sound arbitrary at first, the law understands that there needs to be a fixed date for assessable status. This date needs to apply to all properties so that an equitable assessment role can be established. The deadline for applying for a real property tax exemption for a property owned by a non-profit is March 1st. This is paperwork intensive process, so churches, synagogues, schools and other non-profits should make sure they have plenty of time to prepare the application. Properties that change in status (for example change from a single-family home to a multi-family condominium) are also assessed as of their status on March 1st of a given year. Based on any changes (or the absence of changes), the Assessor will assign each property in the town a tentative assessment. (Some village, such as Spring Valley, have their own assessor and their own deadlines. A property can legaly be assessed at difference values by the different municipal jurisdictions in which it is located. The trend has been toward consolidation of assessment functions. If you disagree with the tentative town assessment, or believe you were entitled to either a full or partial exemption, your period to challenge that assessment runs roughly through the end of May. The relevant municipality will publish a notice of times that the assessment role can be inspected and the time period to file a challenge to your assessment. Attorneys and property tax challenge services can assist you with this process, though some individuals choose to gather the data and file the paperwork on their own. After you file a tax challenge, also known as a grievance, the Assessor and the Board of Assessment review will review your evidence and ether uphold, reverse or modify the determination of the Assessor. If you are still unsatisfied with the outcome, you retain the option to take the municipality to court through either a SCAR petition (Small Claims Assessment Review, for homeowners) or a full property tax challenge for commercial and non-profit exemption cases. Assessments vary widely based on improvements to real property and the year in which the property was assessed. Despite a court order going back more than a decade, Rockland County has failed to implement a countywide reassessment of properties, leading to multiple complications in comparing the appropriate value for taxation of properties in multiple municipalities and even in the same jurisdiction. This lack of reassessment generally benefits older, unimproved homes, some of which have not had their assessment updated for decades.

GAS AT $5 A GALLON

New Yorkers will soon be paying $5 a gallon for gasoline — and those high prices will remain throughout next year, a former oil bigwig said. New York’s gas prices are poised to rise because three outdated oil refineries — which have accounted for about half of the gas used in the Northeast — will soon be shut down, said John Hofmeister, a former CEO of Shell. “That’s going to put the MidAtlantic states and New England in even greater jeopardy of having to bring in high-cost imports from elsewhere,” he said on CNN’s “State of the Union.” The highest price for a gallon of regular hit $3.93 in the city yesterday, while the highest gallon of premium cost $4.15, according to the price-tracking site NewYorkGasPrices.com.

Millions of people have endured a colonoscopy, believing the dreaded exam may help keep them from dying of colon cancer. For the first time, a major study offers clear evidence that it does. Removing precancerous growths spotted during the test can cut the risk of dying from colon cancer in half, the study suggests. Doctors have long assumed a benefit, but until now research hasn’t shown that removing polyps would improve surviv-

al, the key measure of any cancer screening’s worth. Some people skip the test because of the unpleasant steps need to get ready for it. A second study Colorectal cancer is the second-leading cause of cancer death in the U.S. and the fourth worldwide. People of average risk of colon cancer ages 50 to 75 should get screened, but only about half in the U.S. do. In a colonoscopy, a thin, flexible tube with a tiny camera is guided through the large intestine. Growths can be snipped off and checked for cancer. Patients are sedated, but many dread the test because it requires patients to eat a modified diet and drink solutions the previous day to clear the bowels.the CDC said.

FROM FRONT PAGE doctor prescribed, but will not finish the medication for various reasons,” observed Dr. Jamie Geraldo, a doctor in the Family Medicine Department at Monsey Family Medical Center. “But the consequences for not finishing the medicine could be far worse than the actual symptoms,” explains Dr. Geraldo. • Here are some common reasons patients stop taking their antibiotics: 1. We begin to feel better before medication is finished. 2. The antibiotic medication produces a side effect like nausea. 3. The antibiotic medication tastes bad. 4. We misplace the medication before finishing all of it. Dr. Paul Bloom, a pediatrician on staff at Monsey Family Medical Center put it this way, “Not finishing antibiotics is dangerous for a few reasons.” Dr. Bloom explained, “A child who does not finish their antibiotics increases the chances that they may get sick again soon after, even though he or she has begun to feel better. The medication you are taking kills the bacteria that are causing the illness. However, if you stop taking the medication ahead of time, it is possible that the same bacteria will begin to grow again once you stop and cause you to get sick again.” Another issue according to Dr. Bloom concerns a person who does not finish their antibiotics and this subsequently contributes to antibiotic resistance. Antibiotic resistance is when bacteria build up a defense to medication. This is a serious problem because once the bacteria builds a defense it can cause medication to lose its effect. Once one medication has lost its effect on bacteria, the doctor has to try another. Meanwhile, you spend more time staying sick and increase the chance of spreading to others as well. Brian Blitz, a Physician’s Assistant at Monsey Medical Center urges everyone to take the antibiotics for the 10 days they're prescribed to completely eradicate the bacterias causing the infection. Otherwise, he explains, you have about 70% probability to suffer the infection again caused by the bacterias who are still in a too low number to cause symptoms, but are ready to grow and multiply as soon as you stop having the antibiotics. So remember to finish your antibiotics when the doctor prescribes them. It is the best way to begin to feel better, prevent bacterial resistance to medication and keep those around us from getting sick as well.

THE EFFECTS OF CHILDHOOD TRAUMA By: Esther Rothbaum LMSW

W

hat is trauma? Trauma is defined as an event that is more overwhelming than one would ordinarily encounter in day to day experiences. Such events might include: separation/divorce, illness/ death of a loved one, abuse (verbal, physical or the like) and bullying. Researchers have found that children who experience trauma retain detailed memories of the event for a long period of time. Regardless how hard they try to rid themselves of these memories, they always remain vivid. These thoughts may impact on school performance and interactions with peers and family. Traumatized children may tend to be unfocused and are unable to concentrate in class. Teachers describe them as being in a world of their own. They may have problems forming relationships, being untrusting of others, suspecting that they are being followed and may develop irrational fears/phobias; such as, fear of darkness, being alone in a room, noise. They may experience panic attacks, experiencing severe physical symptoms, Still others, may become overly aggressive acting out as the “class bully”. At home these children might lash out physically or verbally at parents and siblings. At night they may experience sleep disorders such as inability to fall asleep or nightmares, as these intrusive thoughts haunt them. Furthermore, some children might experience regression in toileting and start bedwetting or becoming in-

continent of urine and bowel. Youngsters who have not gotten treatment or have experienced multiple episodes of trauma/abuse, may produce signs of rage, exploding in violent behaviors either towards themselves or others. Play therapy is one method of therapy using sand play, art, games and pretend play to help children ages 4 – 12. It enables children to express emotions, thoughts and fantasies. It also gives children the opportunity to act out traumatic events in a safe, non judgmental environment moving gradually to verbal expression. Play therapy could be used by itself or in conjunction with other therapies, such as, psychotherapy and Eye Movement and Desensitization Reprocessing, (EMDR) It’s a technique that’s is used to work out trauma that previously was not processed by the brain. EMDR to work through traumatic events, helping the child to function normally once again. Occasionally, medication is prescribed in addition to therapy to treat severe cases of Post Traumatic Stress or anxiety. URGES YOU TO STOP DISTRACTED DRIVING Congressman Eliot Engel (D-NY17) praised the U.S. Department of Transportation’s efforts in curbing distracted driving. The DOT announced the first-ever federal guidelines to encourage automobile makers to “limit the distraction risk for in-vehicle electronic devices.” Rep. Engel has his own legislation designed to prevent the dangerous, and growing, epidemic of distracted driving. Rep. Engel said that “Secretary Ray LaHood has called distracted driving a deadly epidemic and I agree. The guidelines regarding factory installed devices are a great first step from the Administration in taking on such an important safety issue.” The DOT distraction guidelines include recommendations to: · Reduce complexity and task length required by the device; · Limit device operation to one hand only (leaving the other hand to remain on the steering wheel to control the vehicle); · Limit unnecessary visual information in the driver’s field of view;

Engel added, “You think it would be common sense to focus on your driving rather than on typing on a tiny keypad. I urge my colleagues to support it.” Rep. Engel’s bill would also create a national advertising campaign, administered by the NHTSA, to educate the public on the dangers of distracted driving. While texting is the most disturbing method of distracted driving because it requires the driver to be involved visually, manually and cognitively, other potentially dangerous practices include: • • • • • • • •

NEWS FROM THE NY SENATE SENATOR CARLUCCI CALLS FOR EXEMPTING LIBRARIES FROM MTA PAYROLL TAX Standing alongside nearly a dozen public library officials at the Nanuet Public Library, Senator David Carlucci (D-Rockland/Orange) today joined with Rockland County Legislator Harriet Cornell and Assemblyman Ken Zebrowski to call for exempting all public libraries and library systems from paying the MTA payroll tax in New York State. Last week, Senator Carlucci co-sponsored legislation (S.6079A) in the State Senate that would close the current loophole that exists for libraries that have payrolls greater than $1.25 million. Last December, Governor Andrew Cuomo signed into law the Middle Class Tax Cut and Job Creation Plan that repealed the MTA payroll tax for about 78% of the business entities, self-employed taxpayers, and all public and non-public schools. However, many public libraries were not included in this group and subsequently left on the hook to continue to pay the costly tax. “Repealing in its entirety the costly MTA payroll tax is one of my

top priorities in the State Senate,” said Senator Carlucci. “The fact of the matter is that libraries cannot afford to bear the brunt of this any longer, particularly given the limited amount of funding they receive. This is an issue that hits home and will generate real savings.” Despite library usage increasing by 11% since 2007, state funding for libraries has declined by 23%. These continued reductions in state funding has resulted in some libraries paying 50% to 105% of their library aid towards the MTA payroll tax. Gretchen Bell, Director of the Nanuet Public Library, said, “Since libraries are educational institutions, it’s unfair for libraries to be put in the position we are in considering schools have already been exempted from the tax.” The following libraries in Rockland County still are required to pay the MTA payroll tax: Finkelstein Memorial Library (Spring Valley) Haverstraw Kings Daughter's Public Library (Haverstraw) Nanuet Public Library (Nanuet) New City Free Library (New City) Nyack Public Library (Nyack)
