The Lieutenant Governor and law enforcement leaders were joined by other members of the Rockland Police Chiefs' Association at a press conference at the Rockland County Fire Training Center.

Congressman Eliot Engel met with Haitian Prime Minister Garry Conille on Wednesday to discuss the many issues facing Haiti, including reconstruction efforts from the devastating 2010 earthquake, the pending drawdown of United Nations peacekeepers, and other issues affecting the island nation. “There are many Haitian-Americans in my district, and I wanted the Prime Minister to know how important Haiti is to me and to my constituents. The plight of Haitians following the tragedy of the earthquake has struck home for many New Yorkers – especially those in Spring Valley – and it was important for the Prime Minister to share his thoughts with us. THE ADVOCATE February 16, AS WE GO TO PRESS Attorney General Proposes Nonprofit Overhaul State Attorney General Eric Schneiderman proposed Thursday increasing the accountability of 103,000 nonprofits in New York through new board requirements and helping many financially by streamlining state contract payments, reporting and registration rules. Schneiderman, whose office monitors all nonprofits, including 60,000 registered as charities, was endorsing the findings of the review committee he appointed last year. The legislative proposals would give his office and the nonprofits themselves new tools to police fraud and abuse. With 1.2 million paid employees, the nonprofit sector represented 18 percent of New York’s private work force in 2010. The state had 22,000 active contracts with nonprofits totaling almost $17 billion as of last October for services like legal aid, child welfare, affordable housing and drug counseling, according to the review committee composed mainly of nonprofit officials and some attorney general staff. Their total revenue was about $200 billion, topping all other states.

I

t is no surprise that Rockland County District Attorney Thomas P. Zugibe would show support for Governor Andrew M. Cuomo's proposal to expand the state's DNA Databank, which will help solve more crimes, bring justice to victims and exonerate innocent New Yorkers. Mr. Zugibe has been fighting for years to improve technology in fighting crime. And he should be commended for that. As District Attorney Zugibe said, "Requiring defendants to submit DNA to the state's Databank has proven time and again to help swiftly identify criminal offenders. Its effectiveness as a law enforcement tool will only be heightened by allowing DNA samples to be taken for all convictions.” This is an easy way to help fight crime, without adding to our growing budget problems in the county and state. Law enforcement is facing some tough times now with major budget cuts. But we are confident that Governor Cuomo and his team know what to cut and what to keep. The DNA Databank is a great way to cut crime and to cut costs at the same time, and Mr. Zugibe, from what he has illustrated so far- knows how to do both.

LETTERS TO THE EDITOR Dear Advocate: Unfortunately many times yeshiva’s get booted out of their locations for very minor violations. I am not justifying these violations, but the fact is, these institutions need to start somewhere. Why is it that every time a school that put so much effort into their curriculum, their enrollment, and everything else, still they can not rest? Why must the fire department come down so harsh on them? Thanks for exposing this in your article last week. What can we, as a community do, to help such a yeshiva? Are there zoning plans to change,

are there people in the community who could step up and lend a hand to a yeshiva that would otherwise be forced to close? There must be something we can all do to pitch in. Its effectiveness as a law enforcement tool will only be heightened by allowing DNA samples to be taken for all convictions. Moreover, an expanded DNA law will bring a measure of justice for victims and will help to exonerate the innocent. I urge our state lawmakers to support this important measure, which allows us to convict the guilty with certainty and keep our residents safe." New York State has yet to realize the full potential of the DNA Databank because state law only permits DNA to be collected from 48 percent of offenders convicted of a Penal Law crime. Currently, anyone convicted of a felony or one of 36 misdemeanors under the Penal Law must provide a DNA sample. The Governor's proposal would require DNA samples to be collected from anyone convicted of all remaining Penal Law misdemeanors and any felony under other state laws, such as felony driving while intoxicated under the Vehicle and Traffic Law, aggravated animal cruelty under the Agriculture and Markets Law, and prescription drug offenses

under the Public Health Law. Sheriff Falco said, "As Sheriff, I am committed to giving my officers the resources they need to do the job they were sworn to do: serve and protect the residents of Rockland County. An expanded DNA Databank will allow my officers to do their jobs more effectively, and that means more crimes will be solved, other crimes will be prevented and our county will be a safer place to live." The Databank was created in 1996. Since that time, DNA evidence has helped prosecutors solve more than 2,700 crimes – including 18 in Rockland County – and has helped exonerate 27 New Yorkers.

Hybrids cost much more, but if the government pays a couple thousand dollars up front, then over the course of seven months they would make back the money, plus save ten to fifteen thousand dollars a year”. Friedman proceeded to tell the Advocate about another big accomplishment for the initiative. They have found a supplier for the gas and electricity. Since the town spends between 1.3 million and 1.4 million dollars a year on energy, obtaining this supplier has knocked off a lot of those costs, and now the amount paid is much less, since it’s being obtained in bulk, and not directly from the energy companies. “Last month, we passed legislation on the “powergy”,” Friedman continued. “It’s a device that filters out the necessary energy usage from the superfluous. It reduces energy spent by twelve percent. Each powergy costs forty-nine hundred dollars-. We bought ten boxes, essentially saving over seventy thousand dollars a year alone. We hope to buy more powergies and save even more money”. The Town is taking that two million dollar funding, and with Friedman’s direction, conducting a town wide “energy audit”, which will analyze how much energy is being used for everything, from light bulbs to boilers. It will analyze all the different technology used that may be out dated, and that with newer technology, can result in less energy usage. The plan is to use every penny of the two million to purchase equipment that saves money- none of it will be used unless

there’s a proven money saving component. The team of energy professionals will be finished in a few weeks, and hand over several proposals of what can be done to lower costs. Then they will determine which technology to buy, which purchases to make. The desired end result is to cut the present energy bill significantly, and then cut it to zero. This will be achieved by creating alternate energy. In the long run, more sources of alternative energy will be built in order to take the 1.3 million dollar spending, turn them to zero, and turn all the expenditures to revenue. And that will contribute to tremendous savings that will be clearly recognized in the people’s property taxes. “But”, Friedman said, “We can’t accomplish all of that with two million, so we are hoping to combine municipal funds with private funds in ways that benefits our Town. I’ve been going to Albany to lobby for funds to match the funds we’re putting out. Green energy is a priority so there are funds available. And no one’s putting is as much as the Town of Ramapo. We’re putting two million out on the table- if they call it a priority, then we’ll hold them to it. The more money spent on solar, and the more money we make, the more profit we can sell back to the grid”. All technology has a “payback” time- the amount of time it takes until it is saving money. Councilman Friedman is trying to get the technology that has the lowest payback time- between one year, and a year and a half. It’s a race against time; Friedman hopes to get most of it done before the end of the year and to do it in a way that maximizes the benefits for tax payers in the long run.

YOUR FINANCES Homeowners To Get $790M In Mortgage Settlement New York Attorney General Eric Schneiderman scored roughly $790 million in payments for hobbled homeowners in the Empire State. About 6,400 homeowners in the state may be eligible for payments of as much as $2,000, resulting from the $25 billion nationwide mortgage accord announced yesterday. The biggest slice of the $790 million pie is the $635 million earmarked for homeowners struggling with mortgage payments.

Of that, $140 million will go to refinancing underwater borrowers whose home value is less than their mortgage,. These homeowners will get a new mortgage. Approximately 118,000 New York residents are underwater, representing 6 percent of all borrowers. The remaining $495 million of this slice will be set aside to help modify mortgages of homeowners struggling to keep up with their monthly payments.

Last week we discussed the provisions of the State Environmental Quality Review Act (SEQRA), the initial threshold to government approval of most serious planning and zoning cases. The majority of matters heard by a local Zoning Board of Appeals, however, do not trigger a review under SEQRA. Those matters generally relate to a request by a homeowner for a "variance" to permit the homeowner to building in dimensions that would otherwise be prohibited under the zoning code of whatever municipality the real property is located in. These requests are for what is known as an "area variance." Every zoning code sets out requirement for the ab minimum square footage of a lot, the portion of the lot that can be taken up by construction, how far off the property line you need to build and the mathematical relationship between the gross square footage of the structure and the size of the lot. If you want to build differently than these measurements and formulas permit, you need an area variance. Area variances for one to three family homes are exempt from an environmental review. Use variances, however, require an environmental review. A use variance is far more significant, and more difficult to obtain, than an area variance. While an area variance seeks permission to built to different dimensions, a "use variance" seeks to build a type of building or use the property in a way not permitted by the zoning code. An example of a use variance would be operating a retail store in an area zoned exclusively for residential uses or operating an industrial site in an area zoned exclusively for retail stores. To obtain an area variance, an owner

needs to convince the zoning board that, on balance, their variances will not damage the surrounding neighborhood and are the minimal variances required. To obtain a use variance, an owner must prove that the property is otherwise unusable economically. This is a simplistic explanation of the relevant legal standards, but the difference between the two types of variances is striking.

All applications for variances require a public hearing with notice to surrounding property owners. While many variance application solely involve an individual adding on to their home, sometimes the variances are just one portion of a larger development proposal, which will require hearings before both the Planning Board and Zoning Board of Appeals. Every municipality in New York is required to have a Planning Board and Zoning Board of Appeals and property development requires approval under the zoning code of the closest level of government. for example, if you live in both the Town of Ramapo and the Village of Spring Valley, it is Spring Valley's zoning code that would apply. The development process can be complicated and cumbersome, so it is vital any applicant have competent legal and engineering representation. Because of the volume of paperwork involved many applicants also use the services of companies like Construction Expediting, which assist owners with applications, notices, hearing notices and permitting.

SENATE HOLDS HEARING HEIGHTENED SECURITY IN US OVER IRAN THREAT ON DISTRACTED DRIVING The vice chairman of the National Transportation Safety Board is set to testify at a New York Senate hearing on distracted driving. In December, the NTSB called for a nationwide ban on driver use of portable electronic devices. Christopher Hart, vice chairman of the agency, will talk about the proposal at a Senate hearing Monday in Albany. According to the National Highway Traffic Safety Administration, over 5,400 people were killed and an estimated 448,000 were injured nationwide in crashes involving distracted driving in 2009. Others testifying at Monday’s hearing include State Police Superintendent Joseph D’Amico, Motor Vehicles Commissioner Barbara Fiala, and representatives of AAA, Auto Alliance and Toyota.

With Iran allegedly striking out at Israeli citizens and Jewish targets around the world, Israeli and American security officials in the U.S. are on high alert. “We expect it and we are ready,” one senior Israeli official said. Israeli officials noted that the level of personal security on highranking Embassy officials as well as other, lower profile officials in the U.S. is at its highest in at least five years, a response to what they called “a coordinated series of attacks.” When Israeli officials travel to and from events, there is a notable increase in the security presence. Federal officials said that there is so far no specific intelligence of any threat to Israeli interests in the U.S. They also noted that in cities like New York and Washington, D.C., “the targets are much harder” than in countries like India, Georgia and Thailand, where Iran has allegedly attacked or attempted to attack in the past two days. But they also added that Iran can be “belligerent.”

Jobless 10 8 rate 6 New York - UPS is reporting widespread, scattered technical problems affecting tracking and processing of packages. United Parcel Service Inc. spokeswoman Susan Rosenberg said Wednesday that the outages are not affecting the movement of trucks or any other part of the operation. The problem is with some shipping applications that customers use to input and track shipments. Some are reporting problems getting into the system. Rosenberg says a disruption like this is very rare because of the number of overlaps in the system designed to prevent them. UPS, based in Atlanta, expects the disruption to be cleared up soon.

Eating fish the right way may help you and your brain. Research at the University of Pittsburgh looked at the cognitive benefits of eating fish, following elderly people for 15 years, tracking the effects on memory and learning. Dr. Cyrus Raji is a researcher and medical resident at the University of Pittsburgh Medical Center, Mercy Hospital. "Individuals who consumed baked or broiled fish on a

weekly basis scored higher on tests for working memory. Fried fish, on the other hand, does not confer this benefit." Dr. Raji suggests eating fish the right way can sustain brain structure, reducing your risk for Alzheimer’s disease. The study was presented at the Radiological Society of North America meeting and supported by the National Institutes of Health.

SECOND HAND SMOKE IN CARS IS A RISK FOR CHILDREN Texting while driving, speeding and back-seat hanky-panky aren’t all that parents need to worry about when their kids are in cars: Add secondhand smoke to the list. In the first national estimate of its kind, a report from government researchers says more than 1 in 5 high school students and middle schoolers ride in cars while others are smoking. This kind of secondhand smoke exposure has been linked with breathing problems and allergy symptoms, and more restrictions are

needed to prevent it, the report says. With widespread crackdowns on smoking in public, private places including homes and cars are where people encounter secondhand smoke these days. Anti-smoking advocates have zeroed in on cars because of research showing they’re potentially more dangerous than smoke-filled bars and other less confined areas. The research, from the federal Centers for Disease Control and Prevention, was released online Monday in Pediatrics.

Rockland County Clerk Paul Piperato is the new president of the New York state Association of County Clerks. Piperato was elected to the post by his colleagues, his deputy clerk, Debbie Vobroucek, said Tuesday. There are 62 county clerks in New York state. The 53-year-old Piperato, a Democrat from Thiells, was elected county clerk in 2005 and re-elected in 2009. He previously served as a deputy county clerk for 16 years. The Rockland County Clerk’s Office serves as clerk to the County and Supreme courts, and is the custodian of all county records, including the filing, recording and storing of millions of court and real property documents.

The office administers several services, including U.S. passports, U.S. Department of Homeland Security naturalization ceremonies, New York state notary publics, business certificates, pistol licenses and an archives building. Piperato said that to assist customers with accessing records, navigating filing requirements and fees, and understanding application procedures, the office has developed a comprehensive web site, www.rocklandcountyclerk.com. The site contains instructions, downloadable forms, and links to other sites, as well as free access to view

and print records. In 2008, Piperato launched the FAVOR program to provide discounts for services and purchases to veterans. It has since been adopted by 31 other counties. In 2009, with other local organizations, Piperato began promoting a series of ongoing workshops for people interested in starting their own small business, offering tips on registering a business, creating a business plan and obtaining financial support. The action was in response to public inquiries for such information, he said.

Assemblywoman Jaffee To Host Small Business Resource Forum at RCC In an effort to improve awareness of the resources available to Rockland County small businesses, Assemblywoman Ellen Jaffee will be hosting a Small Business Resource Forum on Thursday, February 23rd, at 8:00AM at the Rockland Community College Technology Center. This event will feature an indepth presentation on state resources available to small businesses by staff from Em-

pire State Development, including various loan and grant programs as well as guidance on compliance issues. WHOOPING COUGH OUTBREAK IN NY/NJ

ver the past month, whooping cough cases have been reported in Lakewood, New Jersey and now in Monsey. Two children were in critical condition in Lakewood after contracting this very serious disease. Whooping cough, primarily a childhood illness that was largely tamed by vaccination since the 1960s, has been making a comeback throughout the New York- New Jersey area this year. The number of reported cases throughout the Lakwood and Monsey has been higher this year than in the past decade. Also known as pertussis, whooping cough earned its nickname from the desperate noise that comes from the throats of infants and toddlers gasping for breath as they cough. Although children under one year of age are most vulnerable to pertussis, it strikes teenagers and adults as well, causing coughing fits so violent that patients sometimes break a rib. Pertussis is a highly contagious respiratory infection that causes uncontrollable, violent coughing. It is known as whooping cough because of the sound patients make when they try to take a breath. Bacteria (Bordetella pertussis or B. parapertussis) are spread by inhalation, passed from the cough or sneeze of a carrier. First symptoms show up a week after contagion and can be confused with the common cold. “Dr. Paul Bloom, a pediatrician on staff at Monsey Family Medical Center blames the increase to poor vaccination habits. “Parents are reluctant to vaccinate their children, and this is the result.” Says Dr. Bloom. “We see cases every year, but this year we have seen slightly more than average.” Dr. Bloom noted. “This contagious illness is very severe and it is very worrisome to me that I occasionally see patients that are not properly immunized against the disease, “Dr. Bloom concluded. There were 25,827 cases of pertussis reported in the United States last year -- numbers that have been climbing slowly since 1976, when universal childhood vaccination programs brought the case count to an all-time low of 1,010. There has been a dramatic increase in reported pertussis cases in the last four years according to the Centers for Disease Control and Prevention. Many epidemiologists believe there has always been a lot of pertussis out there that is never diagnosed, or dismissed as bronchitis, flu or a persistent chest cold. Symptoms may include a high-pitched “whooping” sound when the patient takes a breath; runny nose; slight fever (102°F or below); diarrhea; choking spell in infants. Repeated coughs causing vomiting are common as well. Antibiotics are effective in treatment but cough mixtures, expectorants and suppressants are not. Much of the hope for reversing the long-term trend toward more pertussis lies in a newly approved vaccine -- for adults. Studies have shown that the childhood vaccination protection wears off by the early teens. Booster shots -- with pertussis vaccine loaded into the routine tetanus shots given every 10 years -may provide lifelong immunity to the adults who ultimately infect children. "Adults don't die of pertussis. The risk is much greater for babies. But when adults get it, they are sick for weeks,'' said Dr. Arthur Landau , an Internal Medicine doctor at the Monsey Family Medical Center . DTaP vaccination, one of the recommended childhood immunizations, protects children against pertussis infection. DTaP vaccine can be safely given to infants. Five DTaP vaccines are recommended. They are usually given to children at ages 2 months, 4 months, 6 months, 15-18 months, and 4-6 years. The Tdap vaccine should be given around age 11 or 12, and every 10 years thereafter. Dr Bekritsky, Dr. Bloom and Dr. Gluck cannot advise all parents enough to please immunize your children against this very serious illness.

Perhaps you subconsciously think that if you “worry enough,” you can prevent bad things from happening. But the fact is worrying can affect your body in ways that may surprise you. When worrying becomes excessive, it can lead to feelings of high anxiety and even cause you to be physically ill. Worrying is feeling uneasy or being overly concerned about a situation or problem. With excessive worrying, your mind and body go into overdrive as you constantly focus on “what might happen.”

Stressful events such as a test or a job interview can make anyone feel a bit anxious. And sometimes, a little worry or anxiety is helpful. It can help you get ready for an upcoming situation. For instance, if you’re preparing for a job interview, a little worry or anxiety may push you to find out more about the position. Then you can present yourself more professionally to the potential employer. Worrying about a test may help you study more and be more prepared on test day.

Chronic worrying affects your daily life so much that it interferes with your appetite, lifestyle habits, relationships, sleep, and job performance. Many people who worry excessively are so anxiety-ridden that they seek relief in harmful lifestyle habits such as overeating, eating junk food, cigarette smoking, or using alcohol and drugs. Anxiety is a normal reaction to stress. On-going anxiety, though, may be the result of a disorder such as generalized anxiety disorder, panic disorder, or social anxiety. With President Obama releasing his proposed 2013 budget today, Congressman Eliot Engel (DNY-17) urged the House Republican Majority to abandon partisan rhetoric and work with the President and House Democrats to create a FY 2013 budget that is fair and equitable to all Americans. “It is absolutely possible for us to be fiscally responsible without gutting our social safety net or ignoring our fraying infrastructure and education

Gillibrand Announces New Cybersecurity Bill Includes Measures She Authored to Combat Global Cyber Criminals U.S. Senator Kirsten Gillibrand announced that the Securing America's Future: The Cybersecurity Act of 2012, a cybersecurity bill introduced in the U.S. Senate last night, includes important measures the Senator authored in an effort to combat the growing threat of international cybercriminals. Gillibrand’s legislation would put the U.S. at the forefront against cyberattacks from abroad by authorizing a State Department official to coordinate U.S. diplomatic strategy to combat cybercrime and establish a consistent foreign policy when it comes to cybercrime issues across relevant federal departments, agencies, U.S. embassies, and consulates. The measure would also require the State Department, for the first time, to clearly identify growing cyber threats and actors and develop a two-pronged strategy that would include potential sanctions against uncooperative governments and a boost in foreign aid to countries that need help thwarting attacks.

“These measures are a step in the right direction,” said Senator Gillibrand. “Cybercrime must be a top priority for our national security. If we’re going to protect our networks, our infrastructure, our economy and our families, we must go after cybercriminals wherever they may be – and it must be an international effort. America will be safer when we integrate cybercrime into our national security and foreign policy priorities, get tough on cybercrime globally, and coordinate with our partners in the international community.”

Currently, there is no United States diplomatic protocol when it comes to combating cybercrimes. Gillibrand’s bill would authorize the Secretary of State to designate a senior official at the State Department to coordinate U.S. diplomatic engagement on international cyber issues and provide strategic direction in coordination with relevant Federal departments and agencies. These policies are aimed to prevent and respond to international cyberthreats, particularly those that impact U.S. foreign policy and national security. Officials at United States embassies and consulates would also be required to integrate and factor in cybersecurity in their bilateral and multilateral discussions. Within a year that this measure is signed into law, the State Department would be required to provide a comprehensive briefing to Congress on ways to crack down on international cybercriminals. The report would assess global trends of cybercriminal networks, and recommend strategies that would help countries prevent, investigate, and prosecute cybercrimes. The Secretary of State would update briefings periodically and would coordinate with private sector stakeholders.

The New York State Department of Labor today released local area unemployment rates for December, 2011. Rockland County was noted as having one of the lowest county employment rates in the state, at 6.5 percent. The national unemployment rate for December, 2011 is 8.3 percent, down from 9.1 percent in December of 2010. The December 2011 unemployment rate for the Hudson Valley Region is 6.9 percent. That is up from 6.7 percent in November 2011 and down from 7.2 percent in December 2010. In December 2011, there were 76,600 unemployed in the region, up from 74,200 in November 2011 and

down from 80,500 in December 2010. Three of the top 5 counties in New York State with the lowest unemployment rates in December 2011 were in the Hudson Valley region: Putnam 6.1 percent Rockland 6.5 percent Westchester 6.5 percent Of the 10 Labor Market Regions in New York State, the Hudson Valley Region tied Long Island with the lowest unemployment rate in December 2011, at 6.9 percent.

Power automotive vice president David Sargent said in a statement. J.D. Power said 25 of 32 brands improved their scores, with Scion and Mini making the biggest leaps. Lincoln, Acura, Kia, Infiniti, Ram and Jaguar all saw their scores fall from a year ago. Buick’s score stayed the same. Toyota Motor Corp. had eight winners at the segment level, the most of any automaker. The Toyota Yaris was the most dependable subcompact, the Toyota Prius was the best compact and the Toyota Tundra was the best pickup truck. Toyota began a series of safety recalls in late 2009, and some 2009 model-year vehicles were included in those recalls, but that wasn’t reflected in the company’s results. Ford Motor Co. had three segment winners, including the Ford Fusion midsize car and Ford Explorer SUV, while General Motors Co. and Nissan Motor Co. had two winners each.

LEXUS RATED AMONG THE BEST CAR MAKERS Lexus is the top performer in a survey of vehicle dependability released Wednesday, but most other brands also showed improvement in an industry that has reached historically high dependability levels. Consulting firm J.D. Power and Associates polled 31,000 owners of 2009 model-year vehicles and rated brands by the number of problems owners have experienced in the last 12 months. Problems can range from stalling engines and transmission issues to peeling paint and electronics glitches. The top complaint in this year’s survey was excessive wind noise, followed by noisy brakes. Lexus owners reported 86 problems per 100 vehicles. Porsche, Cadillac, Toyota and Scion rounded out the top five. The worst performers were Chrysler, Dodge, Jeep, Ram and Jaguar. Chrysler owners reported 192 problems per 100 vehicles. The industry average was 132 problems per 100 vehicles, a 13 percent improvement from last year and the highest rate since the survey began in 1990. The results are particularly surprising since the industry was in turmoil in 2009. Both General Motors Co. and Chrysler Group LLC went through bankruptcy that year,

Rav Elimelech Menachem Mendel Landau of Strikov (1859-1936). Born Menachem Mendel (Elimelech was added a year before his petira) to Rav Dov Berish of Biala. After the petira of Rav Yitzchak of Vorka in 1848, the majority of Vorka Chassidim chose to follow Reb Menachem Mendel’s father, Rav Dov Berish. After his petirah in 1876, none of the sons were willing to accept leadership, so the Chassidim followed Rav Dov Berish’s primary talmid, Rav Yechiel of Alexander. Reb Menachem Mendel and his brothers moved to Alexander to follow Rav Yechiel, and – after his petirah in 1894 – his son, the Yismach Yisrael. When the Yismach Yisrael died childless in 1910, Reb Menachem Mendel’s brother, Reb Aharon Tzvi founded a court. Only when he passed, did Menachem Mendel accept leadership of the Chassidim and set up court in Strikov. After World War I, he settled in the town of Zhgierzh, adjacent to Lodz, and founded Yeshivas Beis Aharon, named after his brother. When he visited Eretz Yisrael, he founded Yeshivas Zechusa DeAvraham. His divrei Torah were printed in Maggid Devarav L’Yaakov and in Bayeshishim Chachmah. His son, Rav Yaakov Yitzchak Dan, succeeded him and was murdered by the Nazis (4 Cheshvan 1943). His son, Rav Avraham survived the war and reestablished Strikover Chassidus in Eretz Yisrael.

Rav Binyamin Beinish Finkel

Rav Binyamin Beinish Finkel, Mirrer Rosh Yeshiva (1911-1990). Born in Mir on Yom Kippur. In 1931, he studied under the Chafetz Chaim, and in 1934-35 under Rav Yitzchak Zev Soloveitchik of Brisk. Rav Beinish married the daughter of Rav Shmuel Greineman, the Chazon Ish's brother-in-law. He took over as rosh yeshiva for his father, Rav Eliezer Yehuda Finkel after the latter’s petira in 1965.

19 Shvat Rav Shmuel Carlebach Rav Shmuel Carlebach (1927-1999). Educational director of the Bnei Brak Or Hachaim Seminary and the Beis Yaakov Seminary of Ashdod. Born in Frankfort, Germany. He was sent to Belgium during the War. In 1939, the Carlebach family settled in Tel Aviv. Reb Shmuel merited to be one of the first students of Yeshivas Kol Torah under Rav Yechiel Michel Schlesinger, its founder. In 1946, he learned at Ponovezh and became close to Rav Abba Grossbard and Rav Eliyahu Dessler. After his marriage in 1951, he continued his studies at the Ponovezh Kollel In 1954, Rav Wolf asked him to direct the Or Hachaim Seminary for girls. He headed this institution for thirty years. In1985, he was appointed head of the Seminar Avos of the Ponovezh Institutions of Ashdod, and the educational director of Be'er Miriam in Bnei

Rav Yechiel Yehoshua Rabinowitz, the Bialer Rebbe (1901-1982). Born in Biala, Poland, to Rav Yerachmiel Tzvi, the son of the Divrei Binah of Biala and a direct descendent of the Yid Hakadosh. The Divrei Binah passed away when Yechiel Yehoshua was only 4, and tragically, Rav Yerachmiel Tzvi passed away shortly thereafter at the age of 26. In 1919, Rav Yechiel married Beila Chana Pesha, and in 1924, he was formally installed as Rebbe of Biala, and set up court in Shidlitz, with a population of 200,000 Jews. He was exiled to Siberia with his family in 1940. In 1947, he moved to Eretz Yisrael, living in Tel Aviv for 8 years before setting up his beis midrash and kollel in Zichron Moshe in Yerushalayim, where he lived for the next 27 years. He authored the sefer Chelkas Yehoshua.

Rav Yehuda Zev Segal,

Rav Yehuda Zev Segal, the Manchester Rosh Yeshiva (1910-1993). Born in Manchester to Rav Moshe Yitzchak Segal, the Rosh yeshiva and a former talmid of the Alter of Novardok, who received smicha from Rav Yechiel Michel Epstein, the Aruch Hashulchan. At the age of 20, Rav Yehuda Zev attended the Mir, where he learned with Rav Chaim Shmulevitz. He formed a close bond to Rav Yechezkel Levenstein, whom he referred to as “mori verabi.” After he married in 1934, he learned at Gateshead, but moved to Manchester after the Germans bombed Gateshead in 1940. On April 16, 1950, he was officially inducted as Rosh Yeshiva by Rav Yechezkel Abramsky, supported by Dayan Yitzchak Yaakov Weiss (the Minchas Yitzchak), then the Manchester Av Beis Din.

Rav Yisrael Lipkin Salanter (18101883), founder and spiritual father of the Mussar movement. Born in Zager (near Kovno), Lithuania, to Rav Ze’ev Wolf Lipkin, a descendent of the Vilna Gaon, Rav Yisrael became a close talmid Rav Zundel of Salant, who introduced him to the classic works of mussar. In 1840, he became rosh yeshiva of the Rameillas Yeshiva in Vilna, and later opened a yeshiva in Kovno. A compilation of his thoughts were recorded in a sefer, Or Yisrael, written by one of his closest talmidim.

HOW TO WEATHERIZE A SLIDING DOOR As much as 30 percent of energy loss is associated with inadequate weatherization around windows and doors. A sliding glass door looks great and allows a lot of natural light to flow into a room, but it is also a major contribution of energy loss. Weatherizing a sliding glass door will reduce the amount of lost energy and save money every year on heating and cooling your home. Things You’ll Need: • Soapy water in a bucket • Clear water • Scrub rags • Alcohol • Self-adhesive weatherstripping • Scissors • Fin seal weatherstripping • Scrub brush • Damp rag • Caulk gun • Exterior caulk • Long nail • Utility knife Step 1 Remove the door. Lift the door up off the track and angle it to allow it to move down out of the top track. Place it to the side. Step 2 Install self-adhesive tubular or felt weatherstripping on the edge of the door where the side of the door meets the wall when closed. Do not install felt or tubular weatherstripping on the tracks, since it will bunch up and the glue will be hard to remove. Start from the corner of the top of the vertical part of the sliding glass door frame, peel off the protective backing and press firmly into place. Trim at the opposite end so the edge is tight to the corner of the track. Cut weatherstripping in position for the best fit.

Step 3 Clean the tracks thoroughly with hot soapy water and a scrub rag. Rinse with clear water and a clean rag and allow them to dry completely. Wipe with alcohol to remove all soap residue. Step 4 Install fin seal weatherstripping to the top and bottom tracks on the door. This weatherstripping has a brush-type pile on each side of a central fin used for the track area in sliding glass doors. Remove the protective backing from the fin seal weatherstripping and, starting from one edge, press firmly into place. Trim at the opposite end so the edge is tight to the corner of the track. Cut weatherstripping in position for the best fit. Step 5 Clean the frame around the exterior of the sliding glass door and around the door trim to remove all dust and loose soil before caulking. Do this with only a scrub brush and damp rag as soap residue may reduce the caulk’s ability to adhere to the surfaces. Step 6 Place the tube of caulk in the caulk gun. Cut the tip of the caulk tube on an angle with the utility knife. Push the pin attached to the caulk gun into the tip of the caulk gun to pierce the foil seal at the end of the tube of caulk. If your caulk gun does not have an attached pin, use a long nail to pierce the seal. Step 7 Place the tip of the tube of caulk against the corner of the trim where the exterior of the house meets the trim around the sliding glass door. Slowly depress the trigger on the caulk gun, allowing a bead of caulk to fill the corner where the wall and trim intersect. Continue on the top, bottom and sides. Repeat with a bead of caulk where the sliding glass door frame intersects with the trim on all four sides. Tips & Warnings • Try to complete weatherization projects on comfortable days so that heating or cooling does not escape through open windows and doors. • Never measure weatherstripping. It can stretch as you install it. Always start from one end, press, nail or screw into position and cut off the excess in position.
